MeaningoftheNewDignity

InpromotingourBishoptothe exultedrankofMetropolitan,the SupremePontiffconferredanhonour notonlyontherecipient,hutalso onthecapitalofthisprogressive State.TheDioceseof'Perthwasestablishedasfarbackas1845,and itsearlyhistoryislinkedwiththe namesofthedeceasedPrelates,BishopsBrady,Serra,andGriver,and alsowiththenameofBishopGibney,whoresignedthreeyearsagoto contemplateinpeaceandsolitude thefruitsofhisstrenuouspastoral andEpiscopalcareerextendingwellnighoverhalfacentury.In1898 thenewDioceseofGeraldtonwas established.TheirLordshipsthe BishopsofGeraldtonandNewNorciaarenomtheSuffragans.Hitherto thethreedioceseinWestAustralia havebeensubjecttoAdelaide,with theMostRev.ArchbishopO'Reilly asMetropolitan;butnowPerth takesitsrightfulplacewithAdelaide,11elhourne,SydneyandBriebane,asanArchiepiscopalSee.

WhatisanArchbislisp? WhatisthePallium?

ThisPalliumisstrictlypersonalto eachMetropolitan,andconstitutes hisofficialinsignia.Thematerialis woollen,theformisthatofacollar orcordonrestingontheshoulders andreachingalittledonwards.Six crossesareworkedintothefabric, andashortannexidenticalinmaterielandtextureisattachedto eachofthepartswhichdescendto thebreastandback.

JamesChildcametohandafterwe hadgonetopresslastweek.The deceased,whowasoneofthemost popularcitizensofPerth,wasthe victimofairnsittionalmotoraccidentatCrawleyPointonThursday nightoflastweek,whenhisownmotorcarranwithgreatforceintoa two-horsevan.Thecerstruckone ofthehorses,theanimalbeingliftedoffitsfretandhurledontothe frontpartofthemotor,bendingthe steeringgearoverthedeceased.The yendriver,Bateman,escapedwith sliehtinjuries,vhilethedeceased wasrenderedsemi-conscious.Inthis conditionhewasconveyedbytheambulancevantothecityandadmitted atthePerthPublicHospital.lierecoveredconsciousnessforthree-quartersofanhourbeforedeath,dueto hemorrhageandshock,came.IlereceivedthelastSacramentsfromFr. FatherGilroy,inhavingMasshere afortnight announcedthefact thattherewouldbeamissionheld hereinOctobernext,andadecent Churchhadtobebuiltbythattime fortheiniss!on.Iledidnotsaytry, hesaiditMUSTbebuilt,andthere istheendofit.Thereisecry proneetoftheorderbeingcarried out.Thetincathedralnowinuseis only8x10,withabayinthewindow.Whilethisdidverywelltota greatnumeerofyears,itistotally inadequateforthepresentincreasing cnngrezation.Sometwoandahalf yetrsagoaneffortwaseitit!et'get achurchbuilt.Theverysirtallcongregationatthattimecollected£38 towardsit,butIbelievetherewas onlythreepersonstogetthesamount together,whichwasreatarkably gold.Twooutofthosethreethen left,aftergoingasfarasgett.ngthe Plansandspecificationsfoeawoodenconstruction,thewholeretto exceed£150.Thisisthe,,canthe ',resentcongregationintendscompleting.Theaboveamountisstillin existenceforastart,andC20is promised,inadditiontowhatwill bemadeoutoftheball.sothatwe areinagoodway,asregardsfunds, togostraightaheadwithoar church.

ThelegalpositionoftheAnglican Churchshowsmorethanonereason fordisputingtheclaimsofour friendstotheterm"Catholic"asa namefortheirdenomination.Itis myintentiontoprovethatwhat theycallthe"legalnexus"which bindsthemtotheEstablishmentat homeisbutafterallveryfrail,and insupportofthatopinion(and,of course,itisonlyanopinion)Iwill quotefromthatexcellentworkby theRightHonourabletheEarlof Halsbury,whowasLordHighChancellorofEngland,andwhoprepared thatmostexcellentworkentitled "TheEncyclopediaoftheLawsof England."Everylawyerknowsitis astandardwork,sothatanyquotationsthataremadefromitshould haveatwofoldvaluetoCatholics. Firstofall,becauseitswriterand compilerisaProtestantPeer,and, therefore,mostunlikelytohavea biasinfavourofCatholics,andalso becauseheisrecognisedasoneof themostsoundlawyersoftheday.

aSocietyofmeninstitutedforthe worshipofGodboundtogetherby theprofessionofthecommonfaith, thepracticeofdivinelyordainedrites andrestinguponavisibleexternal order."Howmuchofthatdefinition isgiveneffecttointheAngiiean Church?Wehaveshownoverand overagain,andtheyarethemselves oftenshowing,thattheyhavemany varietiesofopinions,varietiesofserviees,a,varietyoflawandrulewhich maybealteredandvariedbyAct ofParliamentjustexactlythesame asoursecularlawscanbe,andas tothe"Difinelyordainedrites,"as SirRobertsays,howcompletely theyfailedattheverystartbyplacingastheirspiritualheadatemporalmonarch.Isupposemostof ourreadersknowthatHisMajesty KingGeorgeV.andalbpreviousProtestantSovereignsofEnglandwhen theygotoScotlandarePresbytertans,becausethatistheestablished religionofScotland,butoncethey crosstheRiverTweedtheyenter England,thentheyareonceagain EnglishChurchmen.SirRobertpmlimoregoeson'tosaythat"heathen antiquitieshadapriesthoodhutnot achurch.Theyhadacreed,butnot aregularsystemofdoctrine,which directlyaffectedthepractice,but

Thenhegoesontosay"Butinthe lapseoftimevariouserrorshave beenindisputefromvariouscauses inthefaith,andpracticeofthePrimitiveApostolicChurch.Thisunity hasbeenbrokenandvariouscommunitiesofChristianshaveformed themselvesintoseparateohurches. lovefortheword"Catholic"may havebeen,theyverymuchpreferred toberegardedestheReformedProtestant,andforthattheyarerather tobeadmiredthanblamed.Weshall nextconsiderthe AnemaleurPositiosoftheChwrch ofEngland inIndia,ChinaandCanada,antiwe shallfindthattheCanonsoftheEstablishedChurchofEnglandcanonlybeenforcedinthoseplaceswhere theyarenotatvariancewiththe settledcustomsofthecountry.TakingtheAnglicanChurchinChina erst(wemightjustaswellconsider thatandJapantogether,becausethe sameActsofParliamentwhichgives theauthorityofactinginoneeeuntryalsoconferssimilarpowersinthe other).Allmattersconnectedwith theEstablishedChmirchofEngland inpartsbeyondtheseas,bothBritishandForeign,canonlybeconstitutedbyRoyalLettersPatent;even inIndia,wheretheyhavewhatwe call"Stateaidtoreligion"forall denominations,anAnglicanBishop therereceivesnoauthorityfromany Statute.Heissimplyregardedby theIndianGovernmentasa"SuperinVindineChaplain,"Neitherhisepiecoralnorenyotherrankgiveshen hi,herstatusthanthatofaMinister totheArmy,Navy,andotherState services.Intheyear1909aConferencewasheldinEngland,which wasattendedbyfourEnglishand tooAmrricanBishops(Anglican), andatthatConference.aftervery matureconsiderationandcovering, manylegaldifficultiesthatarose, theyfinallydecidedtoestablishwhat nighthecalledanoffshootofthe EstablishedChurchofEnglandin china,andJapan.Buttheydecided thatthelegaltitleandnameofthat newbodyshouldhethe"HolyCatholicChurchofJapan"andthe "holyCatholicChurchofChina."In theUnitedStatesofAmericatheAnglicanCommunioniscalledtheEpiscopalianChurch,whileinthisComonwealthitiscalledtheChurchof EnglandinAustralia,sothatifa varietyofnamesgivesabonafide righttoclaimthenameCatholic, well,then,wemustcertainlyadmit thattheAnglicanChurchhasproved thatclaim.But,unfortunatelyfor them,andfortunatelyforus,the word"Catholic"meansuniversalthatistosay,theHattiealloverthe world,orwhereveritmayheestablished.OurChurchisnotcalledin onepartoftheworldbyonename andinanotherpartoftheworldby another.Itiscalled"Catholic church"-ourBishopsareallCathorc,sosomepersonsfrombigotry andsome,Iamverymuchafraid, eutofbitterandviciousfeeling, giveustheprefixof"Roman;"othersofacertainloworderofpeople calles"Pa!lets"and"Romanists," butwejustsimplytakethemfrom whencetheycome,knowingtheenfriendlyfeelingwhichpromptsthese utterances,andknowingthatthey havenolegalorlastingeffectupon us,wesimplytreatthem%%ill]celltempt.SomeCatholicsthemselves latethetwowords,becausethe Father,whoistheirSupremeHitler andtheVicarofJesusChriston earth,residesinRome,Theword "Roman"isalsousedinlegaldocumentsconnectedwithourChurchpropertiesinAustralia.IftheChurch ofEnglandiscatholic,whyisit thatineverypartoftheglobethe churchissubjecttodifferentlaws andmustflameherbranchesinsuch awayasnottointerferewiththe la'c'eofthatcountry?Ifitislight fortheChurchofEnglandtocall herbranchesintheCommonrealth "theChurchofEnglandinkustralia."whyshouldshenothavec,lied herbranchinJapanorinChinathe "churchofEnglandinJapanorin China?"Whynotcallherselfthe "ChurchofEnglandintheUnited StatesofAmerica"insteadofedoptinethatword"Episcopal?"but, no,thatwouldnotdo.Thereisa strongcravingonthepartofLog ofourAnglicanneighbourstoget holdoftheuseofthatword"Catholic."Oneveryoccasionthatthey condragthatnamein,theydo.The wholethingismisleading;itisabsolutelywithoutanylegalorlo:real foundation.

Thegreateventoftheweekjust Passedhas'beenthespeechofMr. LloydGeorgeatCarnarvon.Ithas puttheLiberall'artyintohighspirits,andhascalledforthtorrentsof abusefromtheUnionists.ThemeasureoftheUnionistabuseofthe fightingChancelloristhemeasureof theeffectivenessoftheblowwhich hisspeechhasdealtthem.And,after all,thespeechwasbutanelaborationofthepassageinMr.John Redmond'sheedsspeech,inwhichthe IrishLeaderpointedoutthattherejectionoftheParliamentActBills bythellouseofLordswasachallengetothedemocracy,andthatthe ParamountissueatstakewaswhetherthePeersorthepeopleshould rule.Mr.LloydGeorgetookupthis themeatCarnarvon,andwiththe picturesqueandforcibleeloquenceof whichheismaster,impresseditindeliblyonthemindoftheelectorate

"Democracystandsingreaterperil atthishourthanithasforgenerationsinthiscountry.Ihopeyou arenotmissingthesignificanceof whathastakenplaceintheHouse ofLordsrecently,andtheinterpretationwhichhasbeenplaceduponit bythepeersandtheirfriends.There isadeliberateconspiracyafootin influentialquarters-itisnotforme tosayhowfaritextends-tothwart andoierthrovDemocraticGovernment.Thatisnottheguiseunder whichitmaseuerades,hut,stripped ofitspretences,thatisitsreal meanine.TheLordsandtheir friendsarrogatetothemselvesthe righttosaythattheydeclinetoallowLiberalmeasures,whichParliamentwaselectedtocarry,topass ontotheStatuteBookiftheydisapproveofthem.Theygofurther, andsay,'Wewillresorttoviolence totreventthesetneaatiresbeingcarried.'Thcygofurtherandsay, 'Evenifthey;recarriedweshall declinetoobey.'Youknowwhat thatmeans.Ifitsucceedsitmeans theendofconstitutionalgovernmentinthiscountry,andforcewill becomethesolehopeoflibertyin thetwentieth,asitwasintheseventeenthcentury.Youarefacetoface withthegreateststruggleforpublic libertyandpublicrightthatgenerationshavewitnessedintheseislends."

ThePeersandIreland

"Itiseasierforacameltogo throughtheeyeofaneedlethana LiberalmeasuretosatisfytheTory doctrineofmandate.Andyet-will youbelieveit?-theseminuteconditionsdonotsatisfythem.Theneeele'seyemusthealtogetherclosed lestperchancethecamelshould s'weethroughbysomemiracle. Theystatefranklythatevenifyou hadamandatebymeansofageneralelectiononthesethreeBillsHomeRule,WelshDisestablishment, PluralVoting-itwouldhavetohe madeclearuponwhichofthethree theelectorshadpronounced,and eventhentheLordswouldclaimthe righttoalterandrecastthedetails ofthemeasuretheelectorsofthis countryhadexpresslyapproved.If theGoeernmentsucceedinplacing theseActsofParliamentonthe StatuteBookthepeersandtheir followerswillsupportfomentand romoteci%11warandbloodshedin theseislandsinordertodefyan ActofParliament.TheParliament Aetisastatuteoftherealmcarried onlythreeyearsago.Itistohe treatedasifitwereadeadletter already.HomeRule,ifcarriednext year,istohedeniedbyopenrebellion.ThisdefianceisnottobetreatedastreasonbecausetheTorynationclaimstoheaboveLiberal-made law.

ADyingHouse

AlreadytheHouseofLordshas thrownupthesponge.Itconfesses defeat.Theconfessioncomesfront theEarlofMalmesbury,ayoung ToryPeer,whowrites"TheHouse ofLordsisdeadordying-inspite ofalltheoptimistsmaysay-inspite ofalltheself-consolationwhichthe philosophicalpoliticianmayseekto alleviatehispoliticalcaresandsolacehismentaldisquietude.Apowerfulanaesthetic,actingslowly,but surely,hasbeenadministeredtothe electorateintheformoftheParliamentAct,andunderitsinsidious influencethenationhasbeenlulled tosleep."

IrishmenwillrememberMr.Redmond'sstatement,afterthepassing oftheParliamentAct,thatthe HouseofLords,asmenhadknown it,badceasedtoexist.SoonafterwardsLordI:oseberysaiditbadbecomeadebatingsocietyonly,and not.LordMaimesburysaysitis dead.Irelandwillshednotears. TheLordsthemselvessowilledit thatoverthegraveoftheirprivileges,whichtheymadetheinstrumentofheroepreeeion,sheshould teleherlastetchtoliberty.

AnotherSnapDivision .1ohnRedmondknewwhathe wasaboutwhenheissuedhisappeal tothemembersoftheIrishPartyto bepreparedforsnapdivisionstowardstheendoftheSession.'The snapcameofflastWednesday,and wasbeatenby33votes,67members oftheIrishPartyvotingwiththe Go...en/tient.AllhutthreeTories %%ereaccountedfor.Theybrought menfromallpartsofthecountry.
