Nomonarchofmoderntimeshas beensomuchmisunderstoodasthe presentGermanKaiser,WilhelmII., andnomonarchhasabetterrecord.
Insomerespects,thevarioustalentshehasexhibitedinactiverulershipamounttogenius,andgenerationstocomewillsurelypreferto rememberhimforhisremarkable abilitiesratherthanforhispardonablevanities.
Asamatteroffact,sinceheinheritedhiscrowninJune,1888,WilhelmII.hasaccomplishedmorefor peacethanallthepeacesocieties puttogether.Itisbyhisinitiative andhisironwillthatnolessthan threeEuropeanwarshavebeenaverted(luringLisreign.Moreover,to showhisconsistencyinsmallerissues,behaspreventedbypersonA interventionmorethanseventyduels amongtheofficersofhisarmyand navy. WithGermanystandingfirmfor peace,itisnotlikelythattherewill befightingamongthegreatnations. Hermightyplaceinthecouncilsof Europeisduetothefactthather armyandnavyarerespectedand fearedbyrivalpowers,Neverbefore, eveninthedaysofFrederickthe Great,hastheGermanyarmyreachedsuchapointofefficiency.And this,again,isduetotheKaiser morethantoanyotheroneperson intheVaterland,forheisasoldier firstandforemost-hutasoldierof theSpartan,duty-lovingkind,not thebloodthirstymilitarymonsterhe hasbeenpictured.

Sincethenithasbeencustomaryat theGermancourtfortheKaiser's non-militarygarmentstobedeliveredready-made,whereashisuniforms arerittedwithpunctiliouscare. Hisentirecollectionofuniforms numitersaboutthreehundred,of whichaboutthirty-fivearekeptin actiteservice,whilethereminder areonwhatmaybecalledthereservelist. "Do'ontroostonmewiththee blackwings,"shriekedtheunfortunate. ItwasagreatpitythattheCatholicFaithdiedalingeringdeath, asitdidinCornwall,forlackof Cornish-speakingpriests.Wesleywas thefirsttravellingevangelistto comesincetheFriars,andthepeopleclungwildlytohishems.
Intheend,Hawkercoulddopretty wellwhathelikedwiththepeople. Hefoughtdownalloppositionwith scornandlaughter.Atonetimehis Vestryattemptedtocutdownthe Churchrate.Heassembledthem andreadtheExorcisticServicein Latinoverthem,whereat,inhisown words,"fivefledfromtheroom howling,andmyratewascarried!"
Itwashistasktoputdownthe grimpracticeofwrecking,forwhich Cornwallhadanevilname.There weredayswhenfamilieslivedbythe harvestofthestorms.Everywinter firewoodandprovenderweredeliveredtothemoutofthemawofthe sea.Thecustomofwatchingfor wrecksmadethempitilesstocastaways,whomtheyscarcelytroubled tobury.Therewasarumourthat childrenweretaughttoprayevery nightforawreckbeforemorning.
Wrecksplayedavividandanoble PartinHawker'slife.Hewouldbe thefirsttotherescueoftheliving, andthelongesttomournthedrowned.Oftenhewouldberousedinthe night,nottoconfessastrandedsoul, buttogodowntoadoomedship.
ThewreckoftL'e"Primrose"was oneincidentofmany.Whentheship dameashorewithouthercrew,the firsttoboardherwastheVicar,in cassockandslippers.Therewereonlydogslefttorescue.Hawkerand hismanpulledintheropesandfastenedhertoarock.Thewreckers onlyarrivedintimetobethreatened by,theirpastorwithBodmingaolit theytouchedatimber.

WhenHawkercametoMorwenstow,aresidentVicarwasunknown, andthechurchwasinruins.He foundhimselfamongstareligious yetsuperstitiouspeople,who,ashis bestepigramsaid,hadbeeninduced byWesley'spreachingtochange theirsins!Hehadtostruggle verybitterlyforhisposition,but hisoriginalityofcharacterandhis mightychampioningofthepoor madehimatoncethemostpicturesqueandthebestlovedmaninCornwall.
Ashewasmadeupinevenproportionsofhumourandfaithandpoetry,letusdojusticetothefirst,for itisonlythespiritualmen,versedin thesecretsofthenextworldwho canaffordtomakefunoftheworld thatis,Onlyanagnosticcanbecomestupidlyseriousoversucha transitorymatterasmortallife. Hawkerwasoneofthosechoice spiritswhocouldbewrapttoahigh stateofcontemplationatonehour oftheday,andheplayingpractical jokesthenext. ADissenteronce broughtachildtobebaptised,and, theriteconcluded,inquiredtheprice. "Onethousandpounds,"wastheinstantreply.ItwasHawker'sway ofimpressingotherswiththevalue ofaSacrament,asaellasenjoying himselfinchurch.
Hismostbrilliantprankswere Playedinstudentdays.One,atleast, hasbeenaddedtothejest-bookof thenations.leusedtoswimout toarockinthehay,clothehimself inoilskinandseaweed,flashahandmirrorinthemoonlight,andlifthis voiceinsong.Nightafternighta crowdcollectedtogapeatthesupposedmermaid!
