Totheleftofthegrottoarethree tapswherethewatermaybetasted, andthepilgrimslavetheirfaces withitalso.Alittlewayremoved aretwelveothertaps,andnearby someenclosedbathinghallswhere suffererslaytheirbodiesinthewater,thebaths,eachforoneperson, beingmadeofplainroughstone, withaformofprayeronthewallin front.

OnThursdayoflastweekaraid wasmadeupontheWomen'sPoliticalUnionoffices,intheKing'sWay, London,andaquantityofmaterial ofaninfiamatorynaturewasseized. Fiftydetectivesand'asmanypolicemenwereengagedinthecoup.Five arrestsweremadeatthetime,and othersweremadesubsequently.Such wasthesubstanceofthecabledinformationreadersofthemorningpaperscannedastheyhurriedthrough theirchopandtoastpriortobeginningtheirroundofdailytoil.
Itwasthefirstindicationwehave hadofarealandpositiveattempt onthepart'oftheAsquithGovernmenttodealwiththelatestfreak inanarchialpropagandaassymbolisedinthesuffragettecrazewhich asalreadyranthegamutofdiscordinthepoliticalandsociallife ofImperialEngland.Sanepeople havewonderedwhytheGovernment havebeensopatient,andthosewho didnotacquiesceWiththatpatience havecalleditinept.Withthequestionunderlyingtheconflictbetween theWomen'sPoliticalUnionandthe BritishGovernmentthereisample roomforadifferenceofopinion.It isacontroversialone.Butwiththe tacticsofthatunionanditsmenacingplanofcampaigncommonsense andtheproprietiesofsociallifeand ordermustarraythemselvesina compactsquare,fullarmedandresolute,againsttheirdestructiveend subversivetendencies.True,the stronghandoflawandorderis raisedagainstaconfederacyofwomenwhoarewarringforrights theybelievethemselvesentitledto undertheConstitutiononthefundamentalprincipleofgoodandjust governmentthatthereshouldbe "notaxationwithoutrepresentation."Butitisalsoraisedindefence ofthoseotherinterestsofthecom munitywhichmustbepreservedand maintainedifthewilddoesofanarchyarenottobeunleaahedand lefttoriotandmakeha:ac.vith thepeaceandpossessionsoflawabidingcitizens.Theincidentsof thelastfewmonths'warwagedby themilitantsuffragettesinEngland, whilsttheyprovidedabounteousrepastforloversofexcitementand dare-devilry,arenotofthatchivalriccharacterwhichusuallyclothes thestrugglesofgreatidealsforascendancy.Onthecontrary,theyhave worninturnthesneakingslouch andthecat-liketreadofthemid nightprowler,thecunningofthe conspirator,andthediableriecfthe assassin,Thereisnothingintheir militancytocommandthead-ritationofauthority.Authoritythatis builtuponJusticeisnotwithouta soul,andagoodcause,bravslystrifegledfor,consistentlyandche:alroeslyadvocated,willonediyappeal withavailtothewearersofitspurple.Timeandpatiencemeltaway

AnIrishParallel ifevidencewerewantingineastidP cationofthisassertion,wehaveit inthestrikingsuccessofthelongdrawn-outstruggleforIrishHome Rule.Inoneformoranotherfora centuryandmore,sincetheRightof Self-Governmentwastakenfromthe Irishpeople,thepublicmindofIrelandhasenunciateditsprotestagainstthewrong,andhasdeterminedlyfoughtfortherestorationof thepeople'sright.Duringthepast 30or40yearstheIrishprotesthas beenfrequentlypunctuatedwithdiscouraginglyirritatingset-backs. ThelongstronghandofAuthority againandagainbycoercionandinterdictattemptedtosuppressthenationalinstinctandeveryforcethat modernConstitutionalismcouldcoinmandshortof"lettingloosethe dogsofwar"uponthepeopleand suppressingthemintact,wasbroughttobearuponit.OntheIrish sideitwasafightagainstVested InterestandClassPrejudice-two stupidbutrelentlessopponents,who, unfortunately,hadtheearofAuthority.Thestruggle,however,was carriedonwiththeweaponsofcivilisedresistance.Therehasbeennothingdegradinginthemethodsor propagandaoftheIrishstrugglefor theascendancyofanavowedideal. Itwasconstitutionally,contestedand logicallysetbeforetheopposing priestsofAuthorityrepresentativeof (onstitutionalGovernmentinEngland.Thefortressesofprejudice havebeenstormedandbrokendown bytheforcesofreasonandargument,andtheteethofthedragons ofVestedInterestandClassPrejudicehavebeendrawnnotbyincendarism,window-smashings,the wilfuldestructionofthecontentsof letterboxes,andnumerousotherpettyandmiserablymeandevices.The suffragettewarisnotastruggle thatappealstothesympatheticside ofNationalism.Itiswantingin theessentialsofarobuststrife. WhatacaricatureisinArt,Suffragettismisinpolitics.Itiswantinginthattechnique,form,and "life"whichmakesthepicturereal. Themerecryof"VotesforWomen" isnotenoughinwhatmustnecessarilybeapleaatthebarofGovernmentforanewStatute.Somethingmorethanthatisrequiredto arresttheattentionoflegislationto holditandtologicallybreakdown itsopposition.Thescreechingsand threateningsofalegionofSylvia Pankhurstscannotdothat,"It makesnodifference,"saysSylvia, thattheraidhasbeenmade.If SylviaPankburstiscorrect,tbXthe criticwhosaystheAsquithAdministrationisineptvoicesatruism.

Moola-Builawasestablishedwith themainobjectoftryingtoputa stoptodepredationsbythenatives amongtheherdsofthepasturalists, forwhichsomanyaborigineswere senttogaolandkeptthereforcertainperiodsataverylargeexpense totheState.Theresulthas,upto date,been INEVERYWAYASUCCESS, and,comparedwiththepast,thenativescomingwithinitsinfluence havecommittedhut.fewoffencesinthe abovedirection.Ourmanagerreports thatneighbouringsettlersmaylose anoddbeastwhennativesarepassingthroughtheirherdsenrouteto thesettlement,andhegivesadirect denialtothestatementthathas gainedgroundthatthenativesare causingserioustroubleamongthe Moola-Bullacattle.Roughlyspeak-

Penzance,aseaportandmunicipalboroughofCornwall(Ehgland),issituatedontheN.W. shoreofMountBay,isthenearestporttotheScillyIslands,whichareabout40milesdistant.Penzanceissaidtomean"holyhead,"thenamebeingderivedfromSt.Anthmy's Chapel,aroundwhichafewfishermenbuilttheirhuts,maithusoriginatedthetown.Inthe15th centuryPenzancewasknownasa"placeofshipsandmerchandise,"andin1512receivedfrom HenryVIII.achartergrantingtotheinhabitantsallprofitsarisingfromshipsvisitingthe harbouronconditionthatthequaysandhul\varksofthetownwerekeptinrepair.In1595 thetownwasburnedandpillagedbytheSpaniards,andin1644sackedbyFairfax.Onaccount oftheusurpationofitschiefmagistrate,itsmunicipalcharterwasforfeitedinthereignof QueenAnne,butrestoredin1706.TheGovernmentconsistsofaMayor,6 Aldermenand18 Councillors.ThePremier'smotherwasbornwithinafewmilesofPenzance.
Scaddanproposedtheresolutionin favourofHomeRule.Owingtoa priorengagement,thePremierwas unabletoaccepttheIrishleader's cordialinvitationtotheIrishBan quietinLondononMarch17.TheonlyglimpsehecaughtoftheEmerald islewasaviewofQueenstownfrom theHarbour.HismissiontoEng-

protestedagainstthetreatmentmetedouttothembytheimpetuous FrenchKingFrancistheFair,who hadsentsealedorderstothemilitaryauthoritiesthroughoutFrance which,whenopenedonOctober12th, 1307,werefoundtoinvolvethe KnightsTempi:asinageneralar rest.Thiswasausurpationofexclesiasticalauthoritywhichhefore thistimehadneverbeenapproached andClementV.,aswellasprotestingtotheKing,suspendedthepowersoftheFrenchinquisitors,reservingtohimselftherighttohearthe chargesagainsttheKnights.This actionofthePopewascertainly justandfriendlytowardsthe Knights.TheFrenchKingwas prompttoacknowledgehissubmissiontotheHolySee,andalsoset forthhisreasonsforthedrastic stephehadtaken.Hemadeitappearthathisactionwasagainstthe membersoftheOrderasindividuals andinnowisetobeinterpretedasa suppressionoftheOrderitself.He alsostatedthathisactionwasjustifiedbythemanyconfessionsof guiltofthosearrested.In1307the Popeissuedadecree AuthorisingtheArrestoftheKnights intheothercountriesofChristendom,sothatthechargesagainst themmighthefullyinvestigated.In May,1305,overseventymembersof 1heorderweresenttoPoitiersby PhiliptheFairtoheexaminedby thePoleinperson.Manycrimes werefreelyacknowledgedbythem, thegreatestofwhichwasthatthey deniedChristonbeingadmittedto theOrder,Thesaying"Todrink likeaTempler,"hadpassedintoa proverb.soitwassurelytimethat theOrderwasreformedoutofexistence.InOctober,1310,theCouncil ofViennewasopened,andtheaffair oftheKnightsTemplarswasthe firstbusinessundertaken.Threehun dredbishopswerepresent,andthe Popepresidedinperson. AdventureandExcitement weretoooftenthemotivepower, whichdrewaspirantstoitsranks, insteadofloveforPovertyor Chastity,orforthesacredplacesin Jerusalem.Therewasnoregular novitiate,andhencetheroadtoruin waswideandsureforthosewho lightlytookonthesolemnobligationsofReligioninanenvironment whichwasnohelptotheirorderly practice.ThefactofthesuppressionofaReligiousOrderteachesone greatlesson,whichisthatwherethe handofreformisneeded,asitmay oftenbe,inmattersconcerninghumanorgan'sationswithintheChurch thePopeisprompttotakehisfan intohishandandthoroughlycleanse hisfloor.
