TheofficialreportoftheHouseof Lords'fourdays'debateonthe HomeRuleBillhasnowbeenpublished,andclosestudentsofpoliticsdeducefromthespeechesofthe Unionistpeersthat,whentheBillis sentbacktotheLordsinApril, theirLordshipswillbefoundina morereasonablemood,andwilling tonegotiatewithaviewtoacompromiseandtheconsequentpassage oftheBillduringthepresentyear. Mr.Redmond,inhisspeechinDublin,onFebruary8th,regardedsuch acontingencyasprobable,andhis wordsareofvitalimportancein thisconnection.Afterreferringto thechangeoftoneofthePeersin regardtoHomeRule,andtotheasertionofEarlGrey,thatthequestionmustbesettledintheinterests oftLeEmpireaswellasofIreland, Mr.Redmondcontinued "Whatanextraordinarychange. Whatdoesitforeshadowinthefuture?Iknownot.Whatdoesit meaninthepresent?Well,Ithink Icantell.Likeallgreatreformsin thepoliticalhistoryofthelastcentury.HomeRulehassurvivedevery openfrontalattackthathasbeen madeuponit,anditisnowtobe subjectedtoamoreindirectflank movementbysuggestionsofcompromise.When,intwoorthree months'time,theBillgoestothe HouseofLordsthesecondtime,we mayhemetnotbyrejection,butby suggestionofcompromise.Nowto obtainasettlementofthisquestion byagreementwouldbe,ofcourse, soblessedathingthatitwouldbe worthpayingalargepricetoobtainitbuttherearesomethings ;nwhichcompromisewouldmean ruin,disasteranddisgrace.Forour Northernfellow-countrymenweare willingtodomuchtoassuagetheir bitterness,allaytheirfears,towin theirallegianceandtheirgreatqualitiestotheserviceofourMotherlandlintthereisnoearthlyconsiderationuponwhichwecouldagree tothatmutilationorpartitionof ournation.Irelandisoneland,and onelandsheshallremaininthecomingyears,toherhappinessand glory."

TheTorieshavengaincirculateda lyingreportabouttheimpendingretirementofMr.Asquithfromtheof ficeofPrimeMinister.Thereisnota wordoftruthintherumour,which waspromptlycontradictedbyMr. Birrell,Mr.Asquith'scolleaguein thecabinet.Mr.Asquithisheart andsoulwithIrelandinherdemand forHomeRule,andhewillgodown tohistoryasthemanwhocompletedthetaskofGladstoneinreconcilingIrelandtotheEmpire.The

LordLansdowne'ssneersatthe PartyandtheIrishpeople havearousedanythingbutpraisefor him,eveninEngland.Theyaregenerallyregardedasunworthyofhis Lordship,anditisnotthefirsttime hehasindulgedinsuchremarks.He seemstohavemorethantheordinarycontemptforpeoplenotbelongingtothepeerage,hut,inthatrespect,hediffersfrommanyofhis predecessors,andevenfromhisown brother,LordFitzmaurice,whohas alwaysbeenaHomeRuler.Asfor hisattackupontheconstituentsof the-membersoftheIrishParty,all thatneedhesaidisthattheywould standverywellincomparisonwith thelandlordsofIreland.Itisacalumnytosaythattheywouldsell HomeRulefor10or20percent.reductionintheirannuities,butitis scarcelyuntruetosaythatthemajorityoftheIrishlandlordshavealwaysbeenreadytoselltheircountry.AsforLordKillanin,theinsolenceofhisremark,thatMr.Redmondandhiscolleagueshadbeen "doingthedirtyworkoftheLiberal Partyforthepasttwoyears,"scarcelyneedscomment."Dirtywork" isaphrasewhichhisLordshipmight haveavoided.

ahinetisasunitedaseveritwas, andtheCoalitionwasneverstronger ormoreconfident.HomeRuleisthe onesubjectwhicharousesthemost genuineenthusiasmamongstLiberals andLabourmen,andalltheefforts oftheliefactoryin"Ulster"and itsemissariesinGreatBritainfail tomakeadintinitsarmour.All thetalkaboutdissensionsintheCabinetandsoforth,ismererubbish. TheInsuranceActisasuccess,and theToriesnowfeartofaceabyelection.EveninChorley,withtheir four-figuremajority,they,dreadthe result,afterBoltonandDerry.With animpotentHouseofLordsanda demoralisedandworsethanleaderlesspartyintheCommons,Toryism isbeatenanddiscreditedandhelplessasithasneverbeenbefore. Fr.BrennanthaukedtheVicarGeneralforhispresencetherethat morning,andforhiskindnessin comingouttoopenthenewChurch. ThewindowsaresteelcasementsglazedwithCathedralleadlights.The interiorofthewallsisfinishedina bufftint,andlinedouttorepresent masonry,whilethequoins,corbels, andotherarchitecturalfeaturesare finishedinwhite,thecontrastgivingaverypleasingeffect.

Thearchitectforthebuildingwas Mr.R.J.Dennehy,ofBarrack-street, andtheworkwascarriedtocornPletionbyMr.JosephHart,ofEast Perth,whogaveentiresatisfaction toallconcerned.
