TheRockhamptonCatholicsare happyintheirnewBishop,DrShiel. Itmaybesaidgenerallythatevery diocesefeelshappyinitsownparricularprelateforithaspassed intoaproverbthatourAustralian clereystandoutdistinguishedfor theirculture,theirtact,andtheir urbanity.Itisagreatthingfor uslaymenthatwecanalwaysfeel safe,secureantiproudofourpastors.Weknowbeforehandthatin everycrisistheywillnotonlydo therightthing,butsaythewiseand discreetthingalso.

bertellsusthat"kindnessadds sweetnesstoeverything.Itiskindnesswhichmakeslife'scapabilities blossom,andpaintsthemwiththeir cheeringhues,andendowsthemwith theirinvigoratingfragrance."

Dr.Shielismadeupverylargely ofthatpricelessquality.

Wesometimeswonderhowitis thatsuchmenaresosuccessful.They asoftenasnot,donothingvery great;andyettheyachievegreat results.

Batthisgeneralcharacteristicis emphasisedinDr.Shiel.Heisone ofthathappyclassofmenwhogo throughtheworld,fightingtheir battles,andmorethanholding theirown,withoutmakingan enemy.Howtheydoitisapuzzle. Moststrongmencannotavoidmakingenemies.Buttherearesdme whoneverdo;andthefactisexemplitiedhereandthere,andknown toalmosteverybody.Itisarare gift, Ithasbecomeatriteremarkthat, therearesomemenwhocanrefuse arequestwithmoregracethananothercangrantit.Dr.Shielsis oneofthem.Whateverhehadto do,howeverdisagreeable,wouldalwaysliedoneinamannertoconveypleasure,justasoldIsaakWaltonusedtoputhiswormsonhis fishing-hookasifhelovedit.And thenhecarriesaboutwithhiman airofperpetualcalmness.Ifhehad halfadozencallstomakewithinan hour,hadtocatchanexpressat theendoPthem,hewouldcontrive tomakeeachonewhomhevisited feelthathistimewasquiteatthe other'sdisposal,andtherewould benomoresemblanceofbustlein himthanifhewereenjoyinghis ntiumcumdigniteteinhisown home.

Asacontrasttothese'weallknow themanwhoisalwaysinahurry. Hegoestobedinahurry,sleeps inahurry,getsupinahurry,says hisprayersinaperfectdeuceofa hurry,andfumesinahurrythrough theday.Yetitisrarelythatsuch men'slivesaremarkedbyanyabnormalachievements.

So,justlately,whenavacancyoccurredintheRockhamptonepiscopate,alleyesturnedtoDr.Shiel, whowasattheotherandofthe world,downinaDublinhospital withtyphoid.Thatdidn'tmatter; everybodysaid"Oh,Dr.r.:hielwill getthatappointment."Theyall saiditasconfidentlyasiftheyhad beenatthebackofthePope'smind. Theywereright.Justastheapple fallsfromthetree,somenofthe stampofDr.Shielfallintothese places.Everythingseemsproper thattheyshould.

Allthatonecansay'isthatin somewayorotherapeacefallsuponthetroubledspiritafteravisit fromthesegiftedsouls.Andsucha manisDr.Shiel.Itistheresultof themysteriousandmarvellousstrengthofsympathy.

HISFIRSTCURACY.

Ithinktheveryfirstcuracythat Dr.ShieleverhadinAustraliawas atSt.Patrick's,Melbourne.Aftera shorttimetherehewenttoGeelong, underthelateVenerableArchdeaconSlattery.Therehisdutieswere toattendMountMoriac,somemiles outsideGeelong.ArchdeaconSlatteryandtheyoungFatherShiel, thoughtheybecameveryattached friends,wereasoppositeasthepoles intheexternalfeaturesoftheircharacters.TheArchdeaconwasavolcanoofenergy,anditrequiredbut theflashofathoughttostirthat energyintoaflame.Theyoungcuratewasamountainofreposeful strength.Thetwomenbecamecloselyattached.Theirveryopposites attractedeachtotheotherandit felltothelotofDr.Shieltoadministertohisdearfriendinhis lastweeksoflingeringsickness.It wasalovingcharge,andtheArchdeaconspokeofhisattentionsin termsofthemostferventgratitude.

ThathewillbeasuccessinRockhamptongoeswithoutsaying.lie willmakenofuss,giveoutnogreat promises;butunderhimbigthings willgetthemselvesdone,asitwere, withoutanellort.Mengatherabout charactersofthisstamp,andhelp themwithoutbeingasked.Itseems tothemthattheycannotdoanythingelse.

ThatiswhyIsaidasthefirstsentenceofthisbriefsketchthatRockhamptonishappyinitsnewBishop, Doyounotthinkso?CatholicPress.

fromNewZealand,besidesasprinklingofEnglishandScotchclerics, showedthegreatesteemInwhich thenewprelateisheld.Andinall thatelaborateceremonialIthink thattherewasnomomentinwhich Iwassoimpressedaswhenthenew Archbishopwalkeddownthecentre ofthechapelaccompaniedbythe twoassistantBishops,givinghis firstepiscopalblessingonthespot wherehehadsooftenwalkedasstudent,priest,mittprofessor.Theerect andtallfigure,theclear-cutprofile, thegracefulmovements,andcalm dignityofthenewlyconsecrated wereindeedsomethingtoremember. IwouldalmostventurethestatementthatnomaneversawDrShiel inaviolenthurry.Hisverynature isbuiltuponthebasisofdeliberation.Nooneevercaughthimhaltingbetweentwominds.Healways knowspreciselywhathehasgotto do,andwhentodoit.Thereisa senseoforderinhisveryaccents., andthetoneofhissoftestofvoices. Heneverflashedonanybody,never dreamsofelectrifyinghishearers,but hissuavewordsfallsoftlyuponthe earwithasenseofstrength,even intheirrepose.

Dr.Shielisalargeman-largein person,largeinview,largeinidea, spaciousinhisconceptionofthings, and,aboveall,comprehensiveinhis sympathies.Ihavehearditsaidby aladywhoknewhiminhisfirstcuracyinAustralia,thattheone thinewhichdistinguishedhimabove mostofhisbrotherpriestswasthe widerangeofhis'sympathies.He hadanearforeveryhumanwant, fromthepassing,painofacrying childtotheheartacheofeveryson ordaughterofEve.Itisverywonderfultonotehowquicklythese qualitiesareperceivedinonewho possessesthem.Thereisamagnetisminsuchcharacters.Theirmere presencedistilsabalminthehouse ofsuffering,andtheyareoftenon awareoftheextentofit.Indeed,so quietlyiseverythingdonethatso onecanseepreciselyinwhatthey aredistinguishedfromotherpeople; fortheirkindnessisalwaysfree fro:r...stentation.

Imaymentiononelittlepersonal traitthatisstilltalkedofinMount MoriacasindicativeofDr.Shiel's methods.Someofhisparishioners outtherewerewhatpriestsknowas "hardcases."Therewerenotbad fellows,perhapsbutabitshyof theconfessional.Ofcoursetheshepherdalwaysyearnstobringinsuch sheep.Manypriestswouldhavecalleduponthemandgiventhema rounding-upremonstrance.Thatis notDr.Shiel'sway.Healwaystook agunandadogwithhimwhenhe wentoutinanyoftheseparishvisitations.Therewasnothingofthe sportsmanabouthim,andpeople wonderedatfirstwhattheyoungFatherShielwantedwithadoganda gun.Certainly,hewasrarelyor neverknowntoshootanything.But Itsohappenedthathisshooting ramblesalwaysbroughthimaround somewherenearmealtimestothe homesoftheseparishionersofhis. riderthecoverofhospitalityand afriendlycall,hegot"home"in hisquietway,withouttouchingthe susceptibilitiesofthemostsensitive. Nobodymarvelledwhenthenews camethatDrShielhadbeenmade BishopofRockhampton.Thecommentofhisoldestfriendswas"I toldyouso."Theyremindedus thattheyalwayssaidhowhewould beaBishop.Heisjustthesortof manthatonelinksnaturallywitha mitre.Youdon'tknowwhy.Itis notthathehaseverstartledanyof uswithflashesofinspirationinhis quietandweightysermons; but somehowthereisafeelingthatdignityandDr.Shielaretwins.He went'fromacuracytoaparishina veryshorttime,neverseekingthe promotionthatcametohimasnaturallyastheblossomcomestothe tree.

The\,TyRev.treat'Mahoney,onehunga,N.Z.,whopassedthrough h'remantlelastweek,hadthisappreciationoftheArchbishopMannix: IwasbutafewhoursinIreland whenIwasaccusedofrobberyofan uncommonkind;itcouldnotbecalledkidnapping,norabreachofthe HabeasCorpusAct,yetaDublin priestsaidtome,"Soyouaregoingtorobusofoneofourbest men.""Howisthat?"Iinquired. "Why,"hereplied,"don'tyouknow thatDr.Mannix,thePresidentof Maynooth,isgoingtoMelbourne?" Ideniedthehardimpeachment,and saidIwasfromNewZealand,and thereforeIwasnotanaccessoryto therobberyeitherbeforeorafterthe fact.ThenextdayImetMonsignorMannixforthefirsttime,and likemostothersIwascharmedby hiscourtlymannerandevidentkind heartedness,everreadytohelpin thedirectionrequired.Iwasa priest-hunterforthenonce,looking forsomelikelyrecruitsformyown diocese,andhemostkindlygaveme alltheassistancewhichhecouldin thatdirection.WhenIreachedCork wasagainaccusedofthatrobbery, andinthenewArchbishop'snative dioceseofCloyneIbeardthesame lamentfromsomeofthepriestsat losingoneoftheirmostgiftedconfreres.

ThenextoccasionuponwhichI metArchbishopMannixwaswhen,in responsetohiscordialinvitation,I wenttoMaynoothforhisconsecration.There1sawmore,andheard stillmore,ofhim.BytheunanimousverdictoftheBishopsandpriests ofIreland,andthestudentsofMaynooth,heislookeduponasoneof thegiantintellectsofErin,and everybodywhoknowshimandlistenedtotheeulogiesofArchbishop MealyinthepulpitandtheencomiumsofCardinalLogueandothers attheluncheon,realisedthatwhat theyallsaidofhimwasatrueverbalpicture.Bothasaverylearned -manandaverycleveradministrator hehadalreadymadehismarkinhis AlmaMater.

ThePRIMEMINISTER(Mr.Asquith)declaredthattheamendment would,ifadopted,wrecktheBill,as itwouldexcludeseveralNationalist countiesfromtheoperhtionofthe measure.Itwouldnotbedemocra ticfortheLegislaturetoacceptthe claimofasectionofUlstertovetotheBill.Hewasunabletospeculateuponcontingentpolicies.He didnotbelievethatwhenUlstermen realisedthesolidprotectiontheBill affordedthemtheywoulddoother thanaccepttheImperialdecision.He askediftheBillweresubmittedto theelectoratewhatthenwouldbe theattitudeoftheUnionists?

Mr.REDMONDsaidhewasnotinfluencedbythedangerofacivilwar. Feelingwasasstrongoverthe1869 ChurchAct,andyetnothinghappened.Hewaspreparedtogotoany limittoinsettheOppositionprovidedthattheproposalswerenotinconsistentwithnationalself-governmentforIreland.

Mr.WINSTONCHURCHILL(First LordoftheAdmiralty)remarked thatMr.Lawhadmadethesurprisingstatementthattheloyalistsin Irelandpreferredforeignrule.

fledinassumingthatthe"OldOrder"warriors"wouldholdbackto ProtecttheshoresoftheUnited Kingdom"iftheKaiser'slegionsappearedonthescene.Ontheother hand,however,itmustnotbeforgottenthatin1899,orearlyin 1900,whenurgentimpassioned,even pitifulappealswereaddressedtothe ()rangelodgestoraisearegiment forserviceinSouthAfricasideby side--orevenbehind-theDublinFusiliers,MunsterFusiliers,Connaught Rangers,NorthCorkMilitia,WaterfordMilitia,andotherSouthernand WesternIrishRegiments,"regular" and"irregular,"whowerefighting anddying"atthefront,"onebold andstridentvoicebrokethe"stony andimpenetrablesilence"thatreignedamongstthe"Brethren."Itcame fromtheheroicmembersoftheNewryLodge,whovolunteered"for homeservice,"andavowedtheir readinesstoconfrontalltheNationalist"rebels"whomightarise fromScarvaandPoyntzpasstoWarrenpoint.!fadlordFermoybeen awareofthemarvellousvalourdisplayedbytheNewrylodgeruen,he mightnothavewrittensoseverely regardingthe"Brethren"atlarge.

ofJuly,justastheBritishParliamentusedtoadjournoverDerby Day.Ifanythingestablishedthe claimofIrelandtobeanationit wasthehistoryoftheIrishParty. He,didnotsupposethatinthehistoryofanycountrytherewassuch anexampleofconsistencyofaim andconsistencyofprinciple.ThedevotionoftheIrishinAmericaand .thecoloniesto'heirmotherlandwas oneofthemosthonourableandcreditablethingsinhistory.Professor Morganpaidahightributetothe statesmanshipofMr.JohnRedmond, andsaidhecouldnothelpregrettingthatthisbrilliantintellect andnoblecharacterwasnotavailableforBritishpolitics.Ireland's gainwasEngland'sloss.

Mr.T.P.O'Connor,responding, describedtheIrishPartyashaving beenfullofvillageHampdenswho, intheirowndistricts,foughtoppressionandpower,andsufferedindoingso.Ithadbeenobjectedthat theIrishPartydependedforfinancialsupportonthepeople.Thathad beentheirstrength.Theymight claimtobethemodelandexemplar toallthedemocraticpartiesofthe world.Someofthemcouldsaythey wereatthecradleoftheIrishParty.Heprayedthatinasensethey wouldbepresentatitsgrave,when. inacoupleofyears,itsworkwould beatanend.

Mr.Churchill,continuing,saidthat thiswasthelatestTorythreat-UlsterwouldsecedefromGreatBritainandjoinwithGermany.(Uproar.)Amidconstantandheatedinterjections,hetauntedMr.Lawover thelatter'slateststepinImperial statecraft,anddeclaredthatnoOppositionistbelievedthattheamendmentwouldbeworkable.Itpropos. edtometeouttotheCatholicsin Ulsterexactlythesametreatment thattheOppositionregardedascruel andunfairtotheProtestantselsewhere.TheUnionistvetobyviolencewasunjustified.ABillwould havetobepassedthreetimes,and longbeforetheIrishParliament couldlegislateoppressivelythere wouldbeageneralelection.ThepeoplehadaclearandConstitutional remedywithoutresortingtothreats ofviolence. Mr.Hazleton,acknowledging,"Our CountrymenAbroad,"declaredthat noonewhohadseenasmuchofthe Irishraceallovertheworldashe haddonecouldfailtorealisethat theywereboundtogethereverywhere inanessentialunityinthesame wayastheJews.

Sundaynightwasthemonthly processionnight.TheChurchwasseverelytaxedforroom.TheDean preachedagainonSundaynight, dwellingveryforciblyontheloyalty andattachmentthatCatholics shouldmanifestfortheirChurch duringtheyear,andonthefaithfuldischargeoftheirspecialduties, provingthemselvesnotmeretimeserversorCatholicsinname,but Catholicsindeedandintruth.Areviewofmanyofthechiefeventsin Churchmattersduringthepastcenturyandyearwasgiven,andacontrastniadetoshowthatasinthe past,whereverdesigningmenendeaouredtoestablishirresponsibility :oldtodestroyauthorityandsubmission,theybeganindesperateantagonismtotheCatholicChurch,so to-daytheunbeliever,thelibertine, andtheirreligiousscofferdidthe same.Ilytheiractionofvoiceand pentheyshowedthattheyrecognisednootherenemyworthyofattack.

"Labourinthevineyard,"saidVoltaire,"anddestroytheCatholic Church."Thesamevoicerangthroughtheworldto-daywiththevery sameobjectiveashadVoltaire.Yet Voltaireandhisbrilliantexecutive ofgodlessenthusiastsdied,andtheir enemy,theCatholicChurch,livesas freshandvigorousandauthoritative asever.Yetshouldtheytakecare, forthoughGodguaranteedperpetuityofexistenceandultimatevictory ;ittheendoftinetotheCatholic Church,whichHefoundedandendowedHimself,noindividualis guaranteedthesamenrfrilege,and, hence,withSt.Paul,"Eachshould takecarelesthefall"avictimto godlessinfluence,suchascarnaland irreligiousseductions.Tokeepthemselvesworthycitizens,letthemkeep theTencommandments.Asanim-

OBITUARY.

Afteralingeringillnessahichwas bornewithgreatfortitude,MrEdmondA.Kellypassedawayatthe residenceofhis'mother,Symondsstreet,Bunbury,lastweek.Thelate Mr.Kelly,whowas36yearsofage, laidbeenasuffererforsomeconsiderabletimepast,andtheend wasnotunexpected.Thefuneral tookplaceintheCatholiccemetery, theVeryRev.DeanSmythofficiating.ThechiefmournerswereMrs. Kelly,sen.(mother),Mrs.J..1.Gill andMissKelly(sisters),Mr.J.J. GillandthelateMr.Kelly'stwo hrotlurs.Thepall-bearerswereMessrs.T.Delaporte,E.J.Wass,J. DavisandJ.Doherty,whilefloral tributesweresentbyMr.andMrs. Dill,Mr.andMrs.Davis,Mr.and Mrs.Kelly,Mr.andMrs.Benson, andMr.andMrs.McMasters.R.I.P.

Thedeathoccurredrecentlyunder mostunexpectedcircumstancesin thebushsomemilesfromCollieofa timberhewernamedMichaelRowley.

Deceasedwasgettingreadytogo toBunburyfortheNewYear,when hesuddenlyexpired.It.isunderstooddeathwasduetoheartMIure.Rowley,whowas50 yearsof age,wasverywellknownandtrreatlyrespectedamongsttimbermenin theSouth-West.Thiswasfullyevidencedatthefuneral,whichtook placeattheColliecemetery,whin therewasaverylargeattendanceof friend.;andfellowworkersTheRev. FatherGilroyconductedthelast ritesatthegraveside.

Correspondencewasreceivedfrom theSecretaryoftheSubiacoSociety,requestingtheassistanceofmembersatamoonlightexcursionheld undertheirauspices,butowingtoa localcounterattractionitwas foundwithregretthatitwouldbe impossibleformemberstobeinattendance.

ThesecretarysubmittedreportsuponthevariousfinancialventuresundertakenrecentlywithaviewofincreasingthefundsoftheSociety,and itwasseenwithpleasurethateach itemhadreturnedasplendidcredit balance,sothattheincomingofficebearerswillhaveasolidfoundation fortheirendeavourstomakethe Societymorepopular.

Thesecondannualpicnicofthe combinedcoastalYoungMen'sSocietieswillshortlyeventuate,and withaviewofmakinganearly start,sothattheinitialarrangementscanbemade,ameetingof delegateshasbeencalled,andfrom Presentindicationsitpromisesto eclipselastyear'sdemonstration, botbfromasocialandathleticpoint ofview.Severalcandidatesforthe runningcontestsareoutonthe"cinders"doingtrackwork,whichwill producetheminrarefettlewhenthe startingpostisfaced,andtoincidentallyupholdthesociety'sreputationinthesportingarena.

Christmasbroughtwithitseveral ofthe"oldbrigade"ofmembers fromtheirruralpursuit,whither theyhadgonetoticklethesoilfor fameandfortune.Allwerepracticallyfoundationmembers,through whoseenergeticeffortsthesocietyis inexistenceto-day,andeveryonewas gladtoseethemagainwiththeir bronzedandhardycountenancesand tohearthattheywerealldoing well.Theycomprisedthefollowing: VinceFitzpatrick,fromNungarin; FrankandBillyLandquist,from Doodlakine; TomAnderson,of BrooktonL.Armstrong,ofMerriden,andothers.

TheSecretaryhasrecoveredfrom hisrecentsevereaccident,whichoccurredatthemilitarycontestsearly inDecember.Aftersufferingwith painofagruellingnature,heisable tomoveaboutslightly.ItishisintentiontotakeaspellawayinMulgaland,andaspeedyrecoveryis wishedhimbyallandsundry.

ThereportoftheRoyal.'ommissioner(Mr.W.W.Alcock)onhisinvestigationofthechargesofconspiracyandintriguepreferredagainst theChairmanandBoardi.fthe PerthPublicHospital,waspublishedduringtheweek.andweare Pleasedtosaythathewasanal-deto findanyevidencetosupportthe charge.Ourreaderswillreme:nber thataprolongedenquirywasheld lastmonthrelativetothedismissal oftheChiefResidentMedicalOfficer (Dr.Webster),andtheSecretary (Mr.NeilsonHancock).The'Record"hasuptothepresentmadeno commentontheremarkableproceedings,butweregrettonoticethat thesectarianissuewasdraggedintothecontroversy.Mr.Hancock confinedthechargeofconspiracyto theChairman(Mr.Quinlan)andthe Matron,MissK.Ryan(bothCatholics),andexoneratedtheothermembersoftheBoard.MissRyan,who isatpresentonavisittohermotherinVictoria,wasnotsubjected toanycross-examinationeitherby Mr.HancockorDr.Webster.Mr. Quinlanhadtostandthebruntof thebattle,andwecongratulatehim onthesuccessfulissueoftheenquiryasfarasheisconcerned.Itis deplorablethatamanofMr.Quinlan'sstandinginthecommunity, whohasdevotedsomuchofhisvaluabletimetotheworkoftheBoard forsomanyyears,shouldbesubjectedtoafusiladeofabuseandmisrepresentation.Weareconstrainedto cometotheunpleasantconclusion thathispracticalCatholicityhas somethingtodowiththepettytacticsemployedtobelittlehiminpublicestimation.ThefollowingextractsfromtheCommissioner'sreportspeakforthemselvesandneed nofurthercomment:-

theothermembersoftheBoard;but notwithstandingthatboththechairmanandthematrondeniedanypreviousconversationwithreferenceto hisdismissal,Inoticedthematron wasnotsubjectedtoanycross-examinationeitherbyMr.Hancockor Dr.Webster.Allthemembersofthe Boardinanswertomyselfstated thatnopriorcommunicationwas heldwithorreceivedbythemfrom anyothermemberoftheBoardprior tothemeetingatwhichthedismissaloftheofficersconcernedwasdecidedupon,withtheexceptionofthe vice-chairman.Theevidenceshows thatintheordinarycourseofthe Board'sbusinessthechairmanconsultedthevice-chairman,acquaintinghimwiththeobjectofthemeeting,andfromacarefulperusalof theevidenceandtheexhibit's,Ihave formedtheopinionthatinsending outthenoticesconveningthemeetingofthe14thOctober,thechairmanhimselfhadnotatthattime givenmuch,ifany,thoughttothe questionofdispensingwith.thesecretary'sservicesarisingatthat meeting.Theevidenceshowsthat thesecretarywastoldthemeeting wasoflittleconcerntohim,andI amofopinionfromtheevidenceof thechairmanandothermembersof theBoard,thatitwaslargelyowingtowhattranspiredatthatmeeting'whenthematronstated,when sheandtheothertwoexecutiveofficerswereseparatelyexaminedbeforetheBoard,thatshecouldnot workamicablywiththesecretary, thatthequestionofhisdismissal aroseandwasdeterminedupon.

"Dr.Webster'sCase.-WithreferencetoDr.Webster'scase,hiscase isalittledifferent.Hadhebeenacquaintedwiththecontentsofthe twoletters,exhibits(a)and(h), andbeengivenanopportunityof PuttinghiscasebeforetheBoard, hewouldhaveacceptedthedecision oftheBoardasconclusivewithout raisinganyquestionofconspirac' orintrigue..Thisopinionisconfirmedbytheevidenceofwitnessescalledbyhimself,membersoftheBoard,. whostatedthattheletterscomplainedofhadhadlittleornoeffecton themwhenarrivingattheconclusiontheydid.

DeakinretainedhisoldBallaratconstituencybyanarrowmajority.Mr Deakin'sretirementisattributedto ill-health,butwenoticethatheintends,allthesametotakeanactivepartinthecomingFederalcampaign.Hislongassociationwith Australianpolitics-bothStateand Federal-theprominentparthetook inbringingaboutAustralianFederation,hissublimeeloquenceand courteousdemeanourwillensurehim aleadingplacewiththemenofrenownwhohavedevotedtheirtime andtalentstotheupliftingofAustralianNationality,andtothecultivationofasanepatriotism. AttheImperialConferenceinLondonMr.Deakinwasoneofthenotablefigures,andontheIrishHome Rulequestion,whichisnowonthe eveofsuccessfulculmination,theretiringleaderoftheOppositionwas theveryantithesisoftheirresponsibledemagoguewhoholdsasimilar postintheImperialParliament. Althoughnothinghasyetbeende cededuponinregardtoadopting Messrs.MerzandMcLellan'eproposalsinconnectionwiththealterationandextensionofthetramway routes,theycontaindetailedrepresentations--itsapartfromtheerectionofthecentralpowerstationalreadyreferredto--fortheimprovement,speed,andfrequencyoftheservicetheerectionofadditionalcar barnsrelaying,repairing,orduplicatingcertainroutesandalterationtotheoverheadequipment.

Itisclaimedthatshouldtherecommendationshecarriedout,the advantagestothepublicwillbe practicialyasgreatasthosenowbeingenjoyedbythecitizensofAdelaideandsuburbs,whencontrasted eiththesystemwhichwaspreviouslyinoperationthere.

Theproposalsoftheelectricalexpertsareasfollow:-

1.Anewsinglelinetobelaidin thecentreofHay-streetrunning eastwardfromParliamentHouseto theAssociationCricketGround,and thereturnjourneytobemadealong thenewsinglerelieflineinSt. George'sTerraceandAdelaideTerracebetweenthepointsnamed,and runningonlyfromeasttowest.

2.Asinglelinetobeconstructed fromMc('ourt-streetalongCambridge-streettoNewcastle-street, withonepassingplaceatthecorner ofCambridge-street.

3.AdoublelinetobelaidinWilliam-streetacrosstherailwayto Newcastle-street.

4.Asinglelinetobeconstructed fromthepresentterminusinLordstreet,passingundertherailway southofMountLawleystation,and alongOldGuildfordroadasfaras Seventh-avenue,withdoubletrack fromHarold-streetunderthebridge toapoint10chainsnorthoftheintersectionofthecentrelinesofthe railwayandBayswater-road.

5.Anornamentalbridgetohe builtfromPointLewisacrossthe NarrowstoMillPoint,andthata newsingleline,withpassingplaces, shouldbelaidfromthepresentterminusofthetramwayatPoint Lewisacrossthebridgeandalong thefollowingroadsSuburban-road andLabouchere-street,Angelo-road toDouglas-avenue,thencealonga newroadtoheformedfromDouglas-avenueroadincontinuationof Angelo-roadtoLowerCuming-road, crossingLower('timing-roadandcontinuingtoadirectionparalleltoSuburban-roadtoCargill-street,Mackie street,orHereford-street,andthence toformajunctionwiththeexisting tramwayinAlbany-road.(Theengineersareofopinionthatthisline shouldnothebuiltunlessthebridge fromPointLewistoSouthPerthis built,asatramwayfromAlbanyroadtoMillPointwouldnotpay unlessconnectedtothenorthsideof theriver.)

FromveryearlytimesChristians wereaccustomedtocelebrateanniversariesoftheconsecrationoftheir Bishops.

IneachdiOceseanannualcommemorationwasmade,anditisvery fittingthatthecelebrationoftheestablishingofSt.Peter'sSeeat homeshouldnotbemerelylocal,but thatthewholeChurchshouldkeep thefeastofthefoundingof"the motherandmistressofallthe Churches."

Ontheparticularfoundationof eachdioceseandthecomingof*its bishop,theorganisationofthatactiveCatholiclifeandworkwhichis theGospelinactiondepends,but eachdiocesedependsforitscreation,andeachBishopforhisjurisdiction,onthegreatcentralSee, wherePeter'ssuccessionispreserved, wherePeter's'prerogativesarepreserved,andwherePeter'sfaithis savedfromeventheshadowoferror bythepromiseofChristtohewith himandhissuccessorstotheconsummationoftheworld.Unionwith Romeisthetestoftruefaith,forif ourfaithisnotthefaithofPeter, thenitisnotthefaithofChrist, andifwegathernotwithHimwe scatter,Thereisnoneedtoenlarge onthePrimacyofSt.Peter,which weallbelieve,nortobecomeanap- ologistforhisprerogatives,which wewoulddietodefendbutthere isthisforustodo,toenterinto thespiritofthisfeast,thedominantnoteofwhichisdeepthankfulnesstoGodforthe"giftofHis faith,"andtoincreaseourdevotion,andstirupourfaithandour lovefor"theChristonearth,"as St.CatherineofSiennausedtocall thePope. Thereisnonationthathasbeenso truetotheChairofPeterasour ownIreland.Whatneedtotellthe oft-toldtaleofherconstancyinthe "redandhunteddaysofpersecution?"WhatneedtorepeatthestoryofIreland,whichisthestoryof unswervingfidelitythroughgoodreportandevilreport?Notallthe bloodandtearsofthreehundred yearsofpersecutioncouldrootout oftheheartsofherpeopletheloyal, lovingattachmenttoChrist'sVicar onearth,whichherAnostle,St. Patrickimplantedsodeeply,whenhe came"atthebiddingofPeter," fromPopeCelestineinRome.Sure-
