Theworldhasnowgrownsomuch civilisationhasbecomesocomplicated,thatwhere'youhadtheliving soulofthemaster,youhavenow greatcompanies,andcorporations, andboardsofdirectors,whoknow littleornothingofthemenwhoare workingforthemandyouhave vastorganisationsofmenwhoknow nothingpersonallyofthoseforwhom theyareworking.Thenwecannot shutoureyesto'thefactthatthe supernaturalprinciplesofwhichI havespoken-theFatherhoodofGod, thenecessaryinequalitiesexisting amongmen,andtheultimateequalitythatGodwishestogiveteall Hiscreatures-thatthesearethoughtsandconsiderationspresent,I trust,tothemindsofmostCatholicsbuthidden, I amafraid,from vastmultitudesofourfellowcountrymen.
CardinalBourneatStoke-on-Trent spokeasfollowsontheChurchand SocialProblemsTheChurchisconsciousofallhumanneeds,butshe has'herownway,andherownmethods,ofdealingwithsuchdifficultiesasweseearoundus.Takethe historyofEngland,thehistoryof France,ofItaly,andGermanyeverywhereyouwillfindthatthe Churchrecognisesthedifficultiesand theneedswhichmustarisewhen twoopposingforceshavetoworktogether.Ontheotherhand,youhave theownerofcapital,whosecapital isuselesstohimunlesshecanfind workerstobringthatcapitalinto employ;andontheotherhandyou findtheworker,whocannotliveunlesshereceivesfromtheownerof capitalawagefortheworkhegives foritsdevelopment.Whatdidthe ('hurchdo?Shegatheredtogether employersandemployedin"guilds ofvariouskind,basedontherecognitionoftherightsandofthedutiesofbothemployerandemployed. Ir.theseguildsprovisionwasmade againstunemploymentitwasmade againstinjustice;itwasmadeto Protectamanfrombeingexploited; itwasmadetopreventworkers fromfailinginthedutytheyowed inreturnforthewagegiventohim. Thatshowsustheinterestthee Churchtookintheindustrialdiffieeltieswhichmusteverariseunless thereispropercontrol.
ThentheChurchhasneverforgottentoremindmenoftheteachingof theGospel,that,whileinoneres;'ertallmenareequal,inanother respecttherearemanyessentialinealities.OurBlessedLordhasgivenusHimselftheParableofthe Ta!ents.Toonemanisgivesone, anothertwo.andtoanotherfive, antifyouweretotakeallmankind. analmakethemabsolutelyeeualtontrrowintheirpossession,ofwealth, attheendoftheyeartheywouldbe eeequalazain,becausenotwomen arsalikeintheiftsAlmight%God hasbestOwedupenthere.Health,talent,opportunity.surroundings,eneasy,indolence,areallvariousquailficatemserdisqualificationsthatare tee-auneettallysharedthrotehoutthe humanrace,andanythinglikeabsolettindustrialequalityisinpossible asIoneasthe'humanraceexists,beCasethathumanraceisessentially unequalinallthesethingsofwhichI havespoken.Meanwhile,theChurch, still.restingontheteachingofher Mater,remindsallmenthatin()the:respectstheyareequal-THAT THEYAREALLCHILDRENAND ('FEATFRESOFTHESAMEGOD THATTHEYAREALLREDEEMEDBYTHESAMEPRECIOUS BD andthatallalike,whethertheycomeatthefirsthour,or thesecond,ortheeleventh,arecreatedtoreceivethe"pennywage"of eternalsalvation.Allisbasedupenthesupernaturalconsiderations thattheChurchisablewisely,and usefully,andjustlytogiveheraid insuchdifficultiesasthosewhich arenowsoacutelypresentwithus. wearemorenumerousthansomeof thosewhosaythosethingsgiveus creditfor-butsmallminorityeven thoughwebe,weareable,Ithink, torenderveryusefulserviceinthis respect.

WHERE,THEN,ISTHEREMEDY?Nolegislation,ladiesand gentlemen,canreallychangethese things.Wehavecometoapointin thehistoryoftheworldwhenmen seemtoconsiderthatnocountry can'goonforanylengthoftime unlessyearafteryearwehavesome twentyorthirtynewlaws.Haveyou everconsideredwhatanabsurdpositionthatis?Andwhatistobe theresultiftheworldgoesonfor anotherthousandyears?Legislationcannotchangehumancharacter. It'maycoerceititmayrestrainit; hiltitcannotchangeit.No.schools, andnoinstructionofasecularcharacter,caneverhealthoseevils. Wehavehadfortyyearsormoreof compulsoryeducation.Isupposeall thosewhareengagedoneither handinthisindustrialstrifehave hadwhatorlegisletorsconsiderto heagoodeducation.Andyetthe industrialdifficultiesaremoreacute thanevertheywerebefore.Nothing canhealthoseillssa--ethefullest recognitionoftherightsofeachhumanpersonality.andsuchrecognitionoftheright:ofoerfellow-men willneverliegivenexertbyaconsciencewhichistaeghtbyfaithin GodandHisrevelation.Everyother remedy,callitbywhatnnmeyou ;i1-e,isabsolutelyfutile,andifit doesnotcarrylafartheronthe roadtodisaster,willcertainlyneverprovideanyremedyfortheevils thatweseeallaeoutus.Well,now, ladiesandgentlemen,asIsaidat thebeginning,ourboastasCatholicsisthatwebelieveunflinchingly, unhesitatingly,withnothoughtof shame,withnothoughtofconcealment,wedobelieveinthesupernatural.AndwebelievethatGodAlmighty,whomadeus,cansotransformtheheartsandthemindsof menthat.inspiteoftheinherent humanselfishness,inspiteofthe longingthateverymanhastofight forhisownandtogetwhatbecan forhimself-inspiteofallthat,if menwilllistentotheWordofGod, andthevoiceoftheirconscience, theycanfindawayoutofevery difficultythatconfrontsthem.And onthataccount,smallminorityas weareinthiscountry-asweare sometimesreminded,thoughperhaps
youmakeaman'slifemiserableto himbecausehewantstogivehis labour,notheorythenaboutpeacefulpersuasionwilljustifyyouinthe sightofGod.
Ibaseneverhesitated-andIthink mybrotherstheBishopsarewith meinthismatter-wehavenever hesitatedtorecommendOURCATHOLICPEOPLETOENTER BOLDLYINTOTHEVARIOUSINDUSTRIALUNIONSANDORGANISATIONSTHATCOVERTHE COUNTRY.We,dothatbecausewe believethattherebytheycansafeguardtheirinterests,andthatunion ofthatsortisanecessityforthem; andbecause,moreover,webelieve thatbyenteringintocontactw?th theirfellow-countrymen,theirfellow-workers,theywillhavemanyopportrnitiesofputtingbeforethose towhomperhapsthoseprinciplesof whichIhavespokenareunknown, whatisreallytheteachingofthe ChurchandtheteachingofGodon thesemomentousmatters.Now,if youaretodothat,thoseamong youwho,frompositioninlife,feel thatitisanadvantagetoyouto belongtotradesunionsorother organisations,ifyouaretodothat aright,Iwouldutterawordof warningtoyou,andthatisnotto followtooblindlyandwithoutreflectionleaderswhodonotprofess PlainlythattheybelieveinGodand Hisrevelation.Whatevertheirqualificationsmayhe,whatevertheirnaturaluprightnessmaybe,whatever theirsingle-mindednessmaybe,if theydonotrecogniseGodandhis revelationtheyareblind,andthey willbeleadersofthe.blind.You haveknownwithwhatresult.Then, secondly,'whateveryouropportunitiesofeducationmayhavebeen. strivetoimbueyourselveswithCatholicprinciples.Knowwhatour Churchteachesonthesematters,land beable,withoutobtrusivenessand withoutuselessinsistence,toputtbeforeyourfellow-workers'whatisthe viewofthetrueCatholiconall theseincaustrialtroubles.Isaida fewmomentsagothesequestions hadbecomeextraordinarily'complicated,andthereforeyouwillnotexpectmetogoinanydetailintothe variousformsinwhichtheteaching oftheCatholicChurchhastobe Presentedonthesesubjects. Iwouldlike,however,topointout certaingeneralprinciples.Firstof all,THECATHOLICCHURCHRECOGNISESTOTHEFULLTHE RIGHTOFPRIVATEOWNERSHIP. Anyteachingthatcallsinquestion therightofprivateownershipis contrarytotheteachingoftheCatholic('hurch.TheChurch,recognisestherightoftheStatetocontrol privateownership,restrictitforthe publicgood,andsoon,butasGod allowsprivateownership,theChurch hasalways'upheldinplainemphatictermsthe,rightofamantothe Propertywhichbelongstohim.Then thereisanotherveryimportantprinciplewhichtheChurchhasinsisted uponoverandoveragain,thata manishoundtogiveafairwagefor theworkthatisdoneforhimand heisboundtogiveafairwagefor theworkthatitdoneforhimeven thoughtheworker,throughstressof Poverty,iswillingtotakethework atalowerrate.Afairwageisa wagesufficienttoenableamanand hisfamilytoliveinfrugalcomfort. And,thirdly,ascorrelativewiththe spiritofprivateowner-bin,aman hasarighttohisownlabour-that istosay,amanwhoseonlycapital islabourcangivethatlabour,orhe canrefusetogiveit,andifhehas arighttogivehislabour,noone elsehasarighttointerferewith bine Amanmayrefusetowork withhintifhedoesnotliloehim. Hecanrefusehislabour,butno onehasarighttosaytoanother man"Youmustnotwork"ifheis willingtodoso.Thatisaveryimportantprinciple;itisalltheman nos-,esses,andthelawrecognises thatifyouforciblypreventaman fromworking,ifyouinterferewith himbyphysicalmeans,youare transgressingthelaw.Thelawof Godgoesmuchfurtherthanthat.If

ButasthealmostdespairingApostleswhotriedinvaintocopewith thetempestontheSeaofGalilee, wereassuredofsafetywheninanswerteetheircry-"Lordsaveus, weperish!"-lesusspoketothe windsandthesea;soalsothebruised spiritoftheagedAlphonsuswasrefreshedandstrengthenedbythe sweetcalmthatfollowedhisstormy nightoftemptationandthatsweetenedhislastdaysonearth. Hadheasecret?Yes,itwasasecret,andyetnotasecret inthe earlyyearsofhispriesthoodhemade aheroicresolutionthatheWOULD NEVERLOSEONEMOMENTOF TIME.Realisingtheunpurchasable valueoftime,andrecognisingthat timespentinprayerwastimecarryingahundredfoldinterest,hespent manyhourseachda,'inferventprayer.LikeSt.JosephofNazareth. AlphonsuslivedanddiedinthecompanyofJesusandMarythishedid inamannerthatmostofuscanimitatehewenteachdaytovisit JesusintheBlessedSacrament,and hecontinuallysoughtforhimselfand allhisundertakingstheprotectionof Mary,theMotherofJesus.Forus to-day,bothPriestsandpeople, thesearethegreatlessonscontained inthelifeofSt.Alphonsus.Poor sinfulcreaturesaswearewavering andalmostdespairingbeforethe stormsoftemptation,wearestrengthenedandencouragedandfortified whenweread'ofthe'marvellous workdonebythisgreatsaint,who onceweptandmourned,prayedand workedinthissamevalleyoftears. EveryEuropeancountryto-dayis facetofacewithgraveeconomic Problems.Ourturniscoming; in fact,it,isagravequestionifitbe notalreadyhere.Wehearadvanced, fromtimetotime,newandstrange theoriesofgovernment.Thereare somewhoclaim,evenatthepresent hour,thattheConstitutionhasoutliveditsusefulness.Inspiteofassertionstothecontrary,Iam stronglyconvincedthatthespiritof ourpeopleissane,conservativeand just.Thereisplentyofrespectfor lawandorder,considerationforthe rightsofothers,andageneralrealisationthatthemillenniumpromisedbypoliticalvisionarieswillnot arrivetinaweekorayear.Thepeopleatbottomoareright,butthey needwiseandhonestleadership.
FALSE LEADERSHIP IS THE NATION'S REALMENACE.
Toavertthislatterdanger,we musthave,menwhoarequalifiedby trainingandintegritytomeetand opposeitwheneverandwhereverit appears.Itismyconvictionthatit isthepeoplethemselveswhomust supply.thisleadership.InmyhumblewayIwanttohelptalented youngmentofitandqualifythemselvesforthiswork,andthereforeit iswithgreatPleasurethatIam, withyourconsent,establishingthese livescholarshipswiththeunderstandingthattheyoungmenwho willhechosenforthesescholarships willmakeaspecialstudyofsocial andeconomicproblems.Theseproblems,asIconceiveit,willcentre roundman'srelationtoman,man's relationtoproperty.
TheCatholicChurchholdstothe traditionsofthepastitisconservativeitstandsforauthority,for government,fortherightsoftheindividualandfortherightsofrroperty,andthesetomyminIarethe chiefelementsthatenterintoindividualandnationalhappiness;ithas thelargestnumberofcommunicants ofanyreligiousinstitutioninthe countryithastheopportunityof mouldingcharacter,developingthe intelligenceandcreatingaproper senseofthe,dutiesandresponsibilitiesofcitinonship,notonlyrea:ongst thosewhoarecitizensatthepresentmoment,hutamongstthemillionswhowillmawfromotherlands seekingbett"remp,ortunitiesandmore favourableconditionsoflife.

At10o'clocktheEnvoyswerethe guestsoftheFremantlemunicipality. ThereceptionwasheldintheMayor'sroomattheTown'Hall,and,in .additiontomembersofthe`loancil andanumberofcitizens,were eeryRev.Fr,Verling,V.G.,and severalPriests,Messrs.W.C.Angwin,M.L.A.,andW.H.Carpenter, i'd.L.A.
uponIrishsoil.Themostvividimpressionshehadreceivedwasthat theIrishpeoplewereintenselyloyal apartfromreligiouspersuasionand politicalconvictions.Theywere gladtowelcomethosewhohadbeen engagedforsolonginthegreat andnobleworkthatwastoknitthe componentpartsoftheEmpiremore closelytogether,andtheoccasion wasthemoreauspicioussinceit couldnotbedeniedthattheculminationof,theeffortsoftheEnvoys wasathand.
Cr.Healystatedthathewaspleasedtoassociatehimselfwiththewelcome.Herememberedthefirstoccasionuponwhich,in1895,the roomhadbeengracedwiththepresenreofnolessanIrishmanthan MichaelDavitt.IrishmenthroughouttheStatehadwatchedthetour oftheEnvoysinAustralia,and wouldwishthemeverysuccessbecausetheywereidentifiedwitha causethatwasfairandjust-theattempttowringfromtheEnglishpeoplejusticefortheIrish.Theyknew thattheLiberalParty,whichwas representativeoftheEnglishpeople, haddeterminedtosettletheIrish question,andsettleittheywould, andthatwithintheshortperiodof twoyears.

Inproposingthetoastofthe guests,theMayorremarkedthat bothMr.Redmondand,Mr..Donovan wereknowntothembyreputation, anhonourablereputationindeed.He couldassurethevisitorsthatavery largenumberofcitizensandratepayersofFremantleweredelighted thattheEnvoyshadvisitedthe State,and,therefore,themembers oftheCouncilwereproudtobethe ersttowelcomethemtoWestern Australia.
Mr.W.H.Carpenter,M.L.A.,supportedthetoast.Hewellrememberedtheoccasion,sixyearsago,upon whichhehadhadthehonourand Pleasureofaddressingafewwords ofwelcometooneofthegentlemen whowasatpresentbeforehim.Mr. Donovan'scompaniononthesecond tourboreanamewhichwouldoccupynoinsignificantplacewhenanotherpaceshouldhavetobeadded tothehistoriesofEnglandAndIreland.Iftherewasanythingupon whichtheIrishPartycouldbeconeratulated,itwasuponthepossessionofthebrilliantsonoftheman towhoseleadershipthesuccessof theIrishcauseowedsomuck.He felthehadfulfilledoneofthe missionsofhislifewhenafewweeks agohehadthepleasureofstanding
Uponrisingtoreply,Mr.Redmond wasgreetedwithwarmapplause.He recognisedthatMr.Donovanand himselfwerewelcomedasthechosen andaccreditedrepresentativesofthe IrishPartyandfour-fifthsofthe Irishpeople,butifhewererightly informedthewelcomecamenotonly fromIrishmen,hutfromgentlemen ofallnationalities,residentsofFremantle.(Hear,hear.)Hewishedto thankfirstofalltheMayor,whose namewasnotaltogetherIrish(laughter)-butwhoatthesame timemightbefirstcousintoan Irishman,and,secondly,thevarious gentlemenwhohadsoardentlyand thoroughlysupportedhis:einarks. Itwas,hethought,theuniversality oftheircausethatfoundfavour,nut onlywithIrishmenandIrish-Australians,butalsowithAustraliansand broad-mindedandpublic-spiritedmen of - allclasses.Hedidnotintendto enterintoanythingofthenatureof apoliticalspeech,butheanticipated thatatsomenotfardistantdate hewouldbeaffordedanopportunity ofexplainingthepresentPolitical situation.OnbehalfoftheIrish Partyhewishedtothankthosegentlemenwhohadpaidsuchmagnificenttributestotheorganisation, which,indeed,countedardentadmirersandsupportersnotunlsin Australia,butrightthroughoutthe world.TheIrishPartyhadalways espousedthecauseofthestruggling democracy,andasMrHealyremarked,hadfoughtforthepeople's rightslongbeforetherewasaLabourPartyintheHouseofCommons. Itwasobvioustoeverystatismof PoliticsthatIrelandmustLegrantedHomeRule.Therewasnopoliticalpoweronearththatcoslddestroyhernationalasuiration-s farasthepresentoutlookwasconcerned,ifeverythingwentwellwith thegreatdemocraticforceintheImperialParliament,insidetwoscars atthemost,thenationalrightsof Irelandwouldberestocel,andhet ancientParliamentopenedinDublin.(Loudapplause.)
TheEnvoysmotoredtothemetropolisafterthereceptionatthePort, andwereshownsomeofthemore attractiveofthecity'sscenicsurroundings.Bothexpressedthemselvesashighlydelightedwiththe manifestationsof,progressandprosperitywitnessed.Afterluncheon withBishopClune,.the,visitorswere givenacivicreceptionbytheMayor andcouncillorsofthecityatthe TownHall.Amongthosepresent, wereBishopClune,theLeaderof theOpposition(Mr.FrankWilson), Messrs.F.ConnorandB.C.O'Brien,M's.L.C.,Messrs.,Allen,O'Loghlen,Stubbs,Dwyer,andHudson, M's.L.A.,Mr.T.F.Quinlan,representativesof,thevariouslocalgoverningbodies,thePriestsofthe cityandsuburbs,andalargegatheringofprominentcitizens.

TheLeaderoftheOpposition(Mr. F.Wilson),,insupportingthetoast, saidthathecouldneverunderstand whyEnglish-men-andhespokeas oneofthem-shouldrefusetotheir kinsmeninIrelandthatmeasureof self-governmentthattheyasAustralianshadclaimedandreceivedfor themselves.TosaythatthegrantingofHomeRuletoIrelandwas fraughtwithdangertotheEmpire anditsinterestswasafallacyto whichfewsanemenwouldgivecredence.Tohismind,themovewould result.inthetighteningofthebonds ofEmpire,andforhisparthewas gladthatEnglishmenwereatlast abouttogivejusticetoIreland.(Applause.)
BishopClunejoinedheartilyinthe welcometotheEnvoys.Hedesired, hesaid,toemphasisethepointthat Irishmenwerenotaskingforfreedom'becausetheywereCatholics,but becausetheywererationalandhuman.beingswithanaturalinstinct forfreedomandadeterminationthat theywouldneverrestuntilthatfreedomhadbeengiventothemincommonwithotherpartsoftheEmpire.Theycoulddiscussthematter

WhenLordSalidbury's20yearsof resoluteGovernmenthadmuzzledthe Press,deprivedtheIrishoftheHabeasCorpusActandoftheirjury system,therewasonethingthey couldnottakefromthem-their Irishnationality.(Applause.)They hadhadtheirParliamentfrom1295 downtoi800,whenitwascc:lobed fromthemunderasystemofbribery,fraud,andcorruptionbyan ActwhichMr.Gladstonehimself statedwasthefoulestthatwasever recordedupontheannalsofanycivilisedcountry.LettheEnglishpeoPlegiveanaccountoftheirstewardshipTowhatextenthadIrelandprogressedduringtheHoyears undertheActofUnion?Asystem ofbureaucracyandofcentralisation,whichwasamockeryandsham, andwhichwashostiletoIreland, hadbeeninvogueunderwhichthe countryhadbeendepopulated,despoiled,andemaciated.True,itwas thatreformshadbeeninstituted,but itwasonlyafteractsofviolence hadforcedtheattentiontotheir wrongs.HowlongwouldtheAitstralianpeoplesubmittosuchasystemofGovernmertastheyhadin Irelandto-day?Howlopwouldthe PeopleofAustraliasubmittoasystemofGovernmentwihichprovided thatwhileFOR3oYEARS86OUT OFro3PARLIAMENTARYREPRESENTATIVESWEREINFAVOUR OFACERTAINREFORM,YET THATREFORMHADNOTPEEN BROUGHTABOUT?England,the championofstrugglingnationalities, hadmetedoutdifferenttreatmentto Ireland.InIreland,neartheheart ofthecivilisedworld,theyhadthe GROSSESTANOMALIES andscandalsextant.Howlong wouldthepeopleofAustraliasubmittoaGovernmentwhichprovidedthattheeducationandbringing upoftheirchildrendependedupon theamountofwhiskyconsumedin Australia?(Laughter.)Themore soberpeopleinIrelandbecame,the lessmoneydidtheygetfortheeducationoftheirchildren.Themore oftenIrishmencaredtogodownto thedrinkingsaloonsonSaturday nightsanddegradethemselves,their namesandtheircountry'sname,the moretheywouldhaveprovidedfor theeducationoftheirchildrenon thefollowingMondaymorning. (Laughter.)Mr.Gladstone,whenaskedforareasonwhythisshouldbe so,hadsaidthatitmightbe becauseeveryIrishboyoncominginto theworldhadadoubledoseoforiginalsin.(Laughter.)Thepresent systemofgovernmentinIreland wasindefensible.TheIrishpeople hadbeencalleddisloyalists,because whilesuchastateofaffairsexisted theydidnotshout"Hosannahinthe highest."Itwasthisstateofaffairsthat,wasbeingresponsiblefor

Acertainamountofoppositioncame fromthenorth-easternportionofUlster.Proceeding,hecomplainedthat atruerepresentationofthefactsregardingtheoppositionandtheadvocacy,ofHomeRuledidnotappear inthecablegramspublishedinthe dailynewspapers.Theoppositionto HomeRulecamefromaportiononlyofUlster-asmallportiononly. (Applause.)Mr.AsquithwasintroducinganadultsuffrageBill,and withthecarryingthroughofthat measurehe,thespeaker,hadno doubtthattheHomeRuleParty would SWEEPASIDEALLOPPOSITION. (Applause.)SirEdwardCarson, whoto-daywascreatingsomuch noiseinoppositiontotheHomeRule movement,represented,nottheIrish people,butafewrowdystudentsof TrinityCollege.(Laughter.)How longwould,.thepeopleofAustralia tolerateamanrepresentingtheUniversityofMelbournespeakingonbehalfofthe,communityasawhole? Asayoungrecruitintheranksof theIrishParliamentaryParty,and representativeoftheCounty'Tyrone, intheheartofUlster,hehada greaterrightthanLordLondonderry,SirEdwardCarson,orMr. CampbelltospeakonbehalfofUlster.Hismajorityhadbeenlargely Orangeandfellow-workersfromthe Protestantranksinthenorthof Ireland.Thelatterhadcometosee thattheyhadbeenmakingfoolsof themselves,playingthegames,ofthe capitalistand,thelandlordstoo long.Theyrecognisedthatthe IrishPartyweretheirrealfriends, andthatthey(theIrish/Party)were fightingnosectarianbattle,butfor IrelandfortheIrishmen.(Applause.) Theyhopedforthetimewhen,accordingtothepoetThomasDavis, "Yellowandgreenshouldcarrythe day."Proceeding,hereferredin causticveintotheoldphrasethat "UlsterwouldfightandiUlaterwould beright,"contendingthatthemen ofthatdivisionofIrelandwouldbe asstronglyinfavourofself-governmentasanyotherpartoftheisland, withtheexceptionofaverysmall minority.Hecombatedthecontentionthatthereexistedamongthe CatholicclergyinIrelandintolerance,andinstancedtheeaseofBishopBrown,whohadbeenawarded damagesagainstanewspapermakingallegationsagainsthimofintolerance,byaScottishNon-conformistjuryinGlasgowdirectedbya Presbyterianjudge.Therewasone PartoftheHomeRuleBillinconnectionwithwhichhewasinaccord withtheUnionistopponentsofthat measure,incondemningtheprovisionsforsafeguardingtheinterests oftheProtestantminorityasbeing useless.Hewentfurther,andassertedthattheinclusionoftheclause was
INSOLENCEANDINSULT totheCatholicsofIreland.Ashistoryshowed,thetruesafeguardfor theminoritywouldbe,asinthe past,thetoleranceandgoodwillever Presentin_themajorityoftheIrish Catholics.Hislastwordstothem wouldbewordsofhopeandencouragement.Itwastruethantheyin Irelandmightyethaveabattlebeforethem,butthey'couldbeassured thatitwouldbethelastofthe greatwarthatbadragedforso manyyears.Itwouldbeshort, sharp,anddecisive,andtheywere boundtotriumph.Evenatthepresenttime,whenIreland'shillsand valesmightbeenshroudedinalittledarkness,stilltheintroductionof theHomeRuleBillitselfhadbrokenthegloomandpenetratedthe darkness.Whenthattimecamefor whichtheirforefathershadsoferventlyprayedandwept,sacrificed themselvesandstruggledfor,there wouldgouptotheheavensacry whichwouldcrosstheoceans,be

Mr.Donovan,whowasalsoaccordedamagnificentreception,said IamsureIcancommencebyaddressingyouas"mydearfriends," forsixandahalfyearsago,whenI hadtheprivilegeofvisitingyour State,IreceivedwithMr.Joseph Devlingenuinemarksofkindness, hpepitalityandsympathythatIcan neverforget.Thesixandahalt eearssincehelastwasherehad,he said,beengoldeninpromiseand richinachievement.Mr.Redmond andhimselfweretherethatnight simplyassentinelsfromthewatchtowerofIrishliberty.(Applause.) Andtheyheardoncominghere,the old,oldquestionasked,"Howgoes itwitholdIreland?"Issheabout tosucceed?"Theyhadthereply, goeswell.Herprospectswere neverbrighter.Wearefightingalong tosuccess.Wehaveatlast,atlong last,succeededintouchingtheheart andconscienceoftheBritishdemocracy."(Applause.)Duringthelast sixandahalfyearstheyhadmarchedhandinhandandshoulderto shoulderwiththegreatprogressive forcesofGreatBritainsidebyside marchingtogetherinspiritandcooPerationtheyhaddestroyedthe vetooftheHouseofLordsandrenmeedthelastbarrierintervening betweentheIrishpeopleandtheir ownParliament.(Applause.)And they.nowwereawaitingthedaywhen KingGeorgeofEnglandwouldcome acrossthechannelinstateIntoIrelandandopenagaintheportalsof theirownancientParliamentinIreland.(Applause.)This,then,was themessagetheytwohadtogiveto thepeopleofAustralia.Therewas noanswertothedemandofthe HomeRuleParty.Thepresentsystemwasindefensible.Itwasadisgrace"tocivilisationandabloton tnefairescutcheonoftheEmpire. (Laughter.)Thatwaswhatthey werelightingfor.Theywantedto stretchoutthehandoffellowship, atlast,totheBritishpeople.(AppleIse.)Allsortsofthingswerebeinesaid.ItwassaidthattheHome RulePartysoughttodismemberthe EmpireandthatHomeRulemeant Romerule,etc.Thosewhocharge theHomeRulePartywithsuchdisloyaltyhadnotreadhistory.Ifthey badtheywouldhaveseenthatthe PeelleofCanada.thebrightestjewel inthediademoftheEmpire,who nowhadself-government,hadonce seokenof "CUTTINGTHEPAINTER" priortosecuringthatself-government.ThecaseofSouthAfricahe alsocited.GeneralBotha,whohad takensuchaconspicuousplaceinthe Coronationprocessionlately,had, priortotheSouthAfricancolony securingself-government,carriedhis Mauserrifleatshoulderagainstthe soldiersoftheBritishEmpire.It wasbeingsaid,too,thattheHome RulePartywereintentondismemberment.Thatwastosaythatthe Irishpeople-aboutfourandahalt
neythatwasbeingcollectedinAustraliabyMr.W.Redmondandhimselfwastogotowardsthatcampaign.Theyweremarchingforward ontheircampaignconfidentofsuccessinthenearfuture.(Applause.)

Thosewhohad MISREPRESENTEDULSTER inthepastrecognisedthatthegame wasplayedoutnow.Inridiculing SirEdward('arsonandhisilk,he pointedoutthatwhenitwasrememberedthatofthe71IrishrepresentativeswhowereopposedtietheIrish ParliamentaryPartyof86some eightortenofthemheldoffices whentheToryGovernmentwasin Power,fromwhichtheydrewfrom £2,000togio,000peryear,itwas easyforhard-headedcitizensofAustraliatorecogniseuponwhattheir loyaltywasfounded.Whiletheyread inthepapersouthereanyamount oftheinflammatoryspeechesofsuch menasSirEdwardCarsonandhis fellowopponentsofHomeRule,they neverheardofthespeechesofsuch menasLordPirrie,theheadofHarlandandWoolf,thegreatshipbuildingfirmofSirConanDoyle,orof SirFrederickPollock,who.,while theyhadopposedtheHomeRule Billof1886and1903,werenow strongadvocatesofgrantingselfgovernmenttoIreland,andwerekeen in,flagellatingSirEdwardCarson andhisilk.To-daytheIrishParty hadthegreat BRITISHDEMOCRACYATTHEIR BACK, andhadthesupportofeverypartof theBritishdominions.IncombattingtheassertionthatreligiousintolerancewouldbemanifestedinIrelandunderHomeRule,hepointed outthatonlytwoofthe'cedersof theIrishmovementhadbeenCathclics,namely,DanielConnellandthe Presentleader,Mr.JohnRedmond, whiletheyhadamongtheforemost inthemovementfromtimetotime ProtestantswhosenamesrerereveredbeallCatholicsathome,and amongthesewastheee.ngProtestantheroofteroes,RobertEmmett. OnThursdayevening,July25th, theusualweeklymeetingofthe abovesocietywasheld.The,formal businesswasexPeditiouse%disposed of,andasmokekeocialoccupiedthe restoftheevening.Therewasa fairattendanceofmembers,andrepresentativesfromVictoriaPark C.Y.M.S.werealsopresent.Thefunctionwasverysuccessful.Several toastswereproposedanddrunkduringtheevening,thechiefbeing "Australia,""IrelandaNation," and"KindredSocieties."
