IV.-IRELAND.
LordCarhampton,who,in1797, wasCommander-in-Chiefoftheforces inIreland,wasnosentimentalist. Hehadrepeatedlyshownadispositiontogoeveninadvanceofthelaw insuppressing,bythemostruthless Severity,anydispositiontorebel. Atthecloseof1797,findingthatthe troopsunderhiscommandwereaffectedbytheNationalistenthusiasm ofthecapital,hewithdrewthem fromDublin,andestablishedthemin campsoutsidethecity. Hedidthisavowedlyinorderto preventthespreadofdisaffectionin theranks.Hewasoverruled,the campswerebrokenup,andthesoldiersmarchedbackintouarracks.
LordCarhampton,soldierthoughhe was,andaccustomedtoobey,could notstandthis.Heresignedhishigh position,publiclydeclaringthat "somedeepandinsidiousdesignof theMinisterwasinagitation,Afcr, insteadofsuppressing,theIrishvGovernmentwasobviouslydisposedto excite,aninsurrection."
OnMarch30thekingdomvasdeclaredtobeinrebellion,andmartial lowproclaimedoverthewholeof Ireland.Butbeforethenextstep couldbetaken,SirRalphAbercrombierefusedanylongertoactasCommander-in-Chief.Hesaw,too,clearlywhathispredecessorhadbutdimlydivined.Therewasnorebellion. ThearmyitselfwasthemostMenherdinateelementinthekingdom. IlepubliclydenouncedtheproceedingsoftheGovernmentasaridiculousfarce,thetruenatureofwhich wasobvioustoeveryone:"TheyhavedeclaredtheKingdom inrebellionwhentheordersofhis Excellencymightbecarriedoverthe vholeKingdombyanorderlydragoon,orawritexecutedwithoutany difficulty,exceptinafewplaceson themountains."
"Noman,"saidhe,"dareimpeach myloyalty,orquestionmyrespect forthethronebutereIconsentto receivetheseruffianswithinmywalls, todestroymyproperty,andpollute thesanctuaryofmydwelling,Ishall dieonmythreshold,witharmsin myhands,andmybodyshalloppose abarriertotheirentrance."
Martiallawandfreequarterswere proclaimedonMarch30.Themaildenedpeopleboreitforonemonth, butbeforethesecondmonthpassed humannaturecouldbearnomore.
OUTBREAK.
rectionbrokeoutinanaimless fashioninAntrim.OnJune7the insurgentsseizedthetownofAntrim, fromwhich,however,theywerealmostimmediatelydislodged.Simi larattemptsmadeagainstLarne, Ballymena,andBallycastlewere equullyunsuccessful.InCounty DownonJune9,abodyofpeasants, whohadbeenburningthehouseofan informer,nearSaintfield,attackeda smallforceonhorseandfoot,and drovethemintoBelfast.Theyheld WindmillHilltillthe12th,whenthey weredispersedchieflybyartilleryfire. InCork300or400pikemenattacked aboutthesamenumberofmilitia nearBallynascarty,butweredriven offwithalossofnearlyone-half theirnumber.

Aftertheins*rectionhadbeen practicallysuppressed,LordCornwallisbecameViceroyofIreland.He washorrifiedatthestateofthings whichhefoundexisting.Wehave,in hiscorrespondencewithMajor-GeneralRossandtheDukeofPortland,a confirmationofallthathasbeen Printedabove.Hesays,forinstance:

Ridiculousfarceitmightbe;itwas notthelessatragiccrime.Forthe momentSirRalphAbercrombiewashedhishandsofthewholebloody business,theconspiratorsatthe castleunmasked.Thesecretaryto LordCamden,Mr.Pelham,followed SirRalphAbercrombieintoretirement.LordCastlereagh,whosue. ceededMr.Pelham,foundinGeneral Lakeapliantinstrumentforhisdeigns. NotimewaslostafterSirRalph Ahercrombie'sresignation.Theproclamationwasmadethateverywhere throughouttheprovinceofLeinster th?peoplewouldhecompelledtoadmitwithintheirhouses,tobedand toboard,thebrutalandlicentious soldiers,whoselawlessviolencehad beenthedespairofAbercrombie.The Irishcabinisnotaresidencethat containsspareroomsfortheaccommodationofstrangers.Thesleeping spaceisrigidlylimitedtotheelementaryneedsofthefamily.The arrangementsf-rprivacyareso primitivethatevenwithinthelimits ofthefamilyitisamarvelthat chastityissostrictlyobserved.But thewholedomesticeconomybreaks downwhenstrangemenarethrust intothelittlehumannest.Free nuartersmeantthrustingarmedand licentiousmenintothebedroomof thepeasantwomen. Itisahideousthingtosay.How muchmorehideousathing,then,to do?
BaronHussey,anoldveteran,who hadseenmuchserviceinthehardfoughtborderlandbetweenMuscovite andMoslem,declaredtoMr.Tealing. onthefaithofaChristianandthe honourofasoldier,thathehad neverwitnessedsuchhorrorsbefore asresultedfromthesystemofFree Quarters.
V.-THE
LordEdwardCavendish,theCommander-in-ChiefoftheUnitedIrishmen,wasarrestedonMay19.On the2.;rdofthesamemonthLeinster brokeoutinaconfused,helpless,aimlessinsurrection.Itbeganwithstoppingthemailcoaches,itendedinthe wholesalemassacreofpeasants,mobs armedwithpikesbyhorse,foot,and artillery.InDublin,Meath,and Kildareallresemblanceofesistann. wastroddenoutintwodays.One hundredandfiftyinsurgentsfellin theattackonNaasGaol,in,inthe defeatatKilcullen.OftheIsootrho attackedCarlow,400werekilled,too burntalive,and200otherswere hangedorshotafterthefightingwas over.Fourhundredinsurgentswere dispersedby35dragoonsnearRathfarnham,and3soweremassacred aftercapitulationattheGibbetRathatKildare,Whenanother35operishedatTaraHill,theinsurrection inDublin,Meath,andKildarewas stampedoutwithalosstotheGovvernmentoflessthanascoretroopers. ItwasotherwiseinWexford, wherealonetheinsurgentsmadea tolerablestand.Atfirstitseemedas ifitwouldbeatWexfordasinMeath andKildare,buttheburningof FatherJohnMurphy'sChapelat Boolevogue,onMay2o,ledthatPatriotpriesttoplacehimselfatthe headofaninsurgentband,whichdefeatedcontingentaftercontingentof theBritishgarrison,untilbyJune4 theinsurgentswereinpossessionof thewholecounty.Wexford,Enniscorthy,Gorey,wereintheirhands. OnlyRoss,NewtownBarry,andDuncannonFortremainedinthepossessionoftheGovernment.Forabrief momentitseemedasifWexford weredestinedtoavengethewrongs ofIreland.ButthefailureoftheattackonNewRossonJune5,followedbyfailuretopursueanadvantage atArklowonJune9,markedthe turnofthetide.Invaindidthepatriotpriestsmustertheirthousands atVinegarHill.OnJune21,GeneralLake,attheheadof13,000men, surroundedthecamp,pouredshot endshellforhoursintotheinsurgentranks,andthensweptthembeforehiminheadlongrout.Eight daysaftertheIrishfelllinenandexterminatedtheWelshcavalryregimentofAncientBritons,whoseoutrageshadbeenoftheworstbut thiswasthelastflickerofsuccess.
Thelastactofthe"Rebellion"of 1798wasthesuddenandunexpected arrivalofColonelHumbert,with threeshipsandnexiFrenchmen,at Killala,whichtheyoccupiedAugust 2.Humbert,takingwithhimBoo ofhisownmen,whowerejoinedby 1500Irish,marchedwestward,and onthe28thattackedanddefeated GeneralLake,whohad(loonmen underhiscommand,at('astlebar. TheroutoftheBritishtroopswas soprecipitatethattheRacesat Castlebarbecameabye-wordfrom thatdayinConnaught.Itwasnot untilSeptember8thatLordCornwallis,attheheadof30,0ootroops, venturedtofacetheaudacious FrenchmanatBallinamuck,who, whenhesurrendered,hadonly842 officersandmenunderhiscommand. TwelvedaysafterwardstheFrench despatchedoneman-of-war,with8 frigates,and3000mentosuccour Humbert.OnOctobertothelittle squadronreachedLoughSwilly,only tofinditselffacetofacewithasuperiorBritishsquadron.Itwasa caseof"Sauvequipent."The Hoche,whichhadWolfeTonean hoard,andhersquadronoffrigates, foughtdesperatelyagainstthreesail ofthelineandsomefrigates,hut werecompelledtosurrender.Itwas thelastdeath-throeoftheRebellion. InthemidstofallthisorgyofHell thereshinesoutonebrightgleam, andonlyone.Duringalltheterriide timesofreprisalandslaughter,when everyconceivablecrimewascommittedbytheBritish.andmanyheinous crimeswerecommittedbytheIrish, itisuniversallyadmittedthatthe Irishdisplayed,inonerespect,a virtuewhichisthrownintoallthe moreconspicuousreliefbythetotal absenceofanytraceofitonthe otherside.
"Amidalltheseatrocities,"says Mr.H.Maxwell,"horribleandrevoltingastheircrueltieswere,the chastityofthefairsexwasrespected.""Ihavenotbeenabletoascertain,"saysGordon,"oneinstance tothecontraryintheCountyof Wexford,thoughmanybeautiful youngwomenwereabsolutelyintheir power."
Towhatpurpose,itmaybeasked, dowe"remember1798?"Itisan oldstory-ahundredyearsold.What hasittodowithusto-day?Theinquiryremindsusoftheprotestof thespendthrift,whoprotested againstbeingsuedforadebtwhich wasreallysolongoverduethatit oughttobewrittenoff.Ahundred yearsagoisbutasyesterdayinthe historyofnationsand,althougha centuryhaselapsed,Irelandisunited toEnglandto-daybyvirtueofthecrimesatwhichIhavebrieflyglanced.SofarasIrelandisconcerned, westandinthefelon'sdockofhistory,notsittingonthejudgment seat.

Mr.Lecky,inhis"Irelandinthe EighteenthCentury,"repelsthe chargebroughtagainsttheBritish Government.,thattheyprovokedthe rebellioninordertobringaboutthe Union.Itisunnecessarytogoso farasnhisinordertosaddletheGovernmentofthedaywiehtimerespoosibilityoftherebellion.Mr.Lecky himself,althoughhedeniesthatthe rebellionwasprovokedinorderto carrytheActofUnion,admit*that theconspiracywasforcedintoaprematureexplosionbytheestablishmentofmartiallaw.Hequotesalso fromaperfectlyloyalwriter,oneof themosttemperateandmostcompetentthenlivinginIreland,that "TodeclarethattheGovernmentof Irelandfacilitatedthegrowthofrebellionforthepurposeofeffecting theUnionwouldbetoholdlanguage n.4perhapssufficientlywarrantedby facts.Buttoaffirmthattherebellionwaskeptaliveforthatpurpose seemsperfectlywarrantable."Cer. tainly,ifithadnotbeenforthere'bellion,whichwas,aswehaveseen, thehandiworkoftheGovernment, therewouldhavebeennochanceof carryingtheUnion.

HisWorsbiptheMayor,insubmittingthetoastofDeanSmyth,said itwasthewayofnaturethatchanges shouldtakeplace.TheDeanwas comingtoBunburywithamagnificentreputation,andtheyshouldcongratulatethemselves,onhavingone ofsuchvastexperienceandbrilliancy amongthem.Nodoubthehadleft manyfriendsintheCapital,buthe wouldfindasmanyandastrue friendshere.Heextended,onbehalf ofthecitizensofBanbury,amost cordialwelcometoDeanSmyth(Applause).
Dr.Joelexpressedregretatlosing FatherMasterson,becausehewasa 'goodpriest'-andnothingbetter couldbesaidofapriestthanthat hewasagoodone.Heregretted theyhadtomeetsooftentosay goodsbyetooneandwlcomeanother. HisadvicetotheCatholicpeople wasnowthattheyhadaDean,to sticktohim(Hear,hear).Heurged themtogivetheDeanabetter"setting,"bywhichhemeantthebuildingofabetterChurch,andifthey didtheirutmostinthatdirection thentheirchancesofkeepingthe Deanwouldbeconsiderablyenhanced. Hehadagreatloveforthepeopleof Australia.Theywereinsomeways likethepeopleoftheUnitedStates, whereitwascharacteristicofthe Peopletobekindandtolerantin theirbehaviour.Hefelttheresponsibilityoffollowingthefootstepsof FatherMasterson,andrequiredthe kindsympathyofthecommunity,becauseapriest,evenwithacurate, coulddoverylittlewithouttheencouragementandheartyco-operation ofthepeople.Giventhattherewas nothingagoodpriestcouldnotdo. Hewassurehewouldhavewhathe asked.Theirreceptionofhimthat eveninghadmadehimfeelalready quiteathome.(Applause).

OBITUARY.
ThefuneralofthelateMr.AlexanderSutherlandtookplaceattheCatholicportionoftheKarrakatta Cemetery,onTuesdayafternoonlast, inthepresenceofaverylargenumberofpeople.Mr.Sutherlandwas anativeofthisState,andendeared himselftoallwithwhomheassociated.Heservedhisapprenticeshipat the"W.A.Record"office,andafter spendingsometimeinacountryofficeobtainedemploymentonthe mechanicalstaffofthenowdefunct "MorningHerald,"wherehewas engagedfromitsinception.Atthe timeofhisdeathhewasheadstonehandatthe"WestAustralian"office,whereheprovedhimselfacareful,efficient,andfaithfulemployee. Aboutamonthagothedeceasedcontractedasevereattackofpleurisy, whichdevelopedintopneumonia,'and, despitetheunremittingattentionof Dr.Officerandthedevotednursingof afaithfulwife,hepassedpeacefully awayearlyonMondaymorninglast.
