TheVressureofWater

Abottlepartlyfilledwithfresh waterandtightlycorkedcanbeloweredintooceandepths,andonbeing raisedtothesurfaceitwillbediscoveredonopeningitthatthefresh waterhasbeenreplacedbysalt.This reallyextraordinaryphenomenonis explainedbytheNewYork"Tribune,"inthefollowingway:-The pressurec,fwaterincreasesasthe distancefromthesurfacedownward. Thusetthedistanceofafootbeneaththesurfacethepressureofthe waterasquareinchwillbeabout halfapound;atadistanceofsay eoofeet,itwillbe 72;11), to the s'ivareinch.Atoceanlevel the pressureoftheatmosphereisalittle overtetteThusifabottlecontainingairwereloweredsomethirty feetbeneaththesurfacethepressure ofwaterwouldmorethanr-tenterbalaneethepressureoftheair.Ordinarilyatthisdepth,therefore,the eressereofwatershouldhesufficient todriethecorkwithinthebottle;

butthecorkistightlywedgedin position.Tosqueezeitwithinthe bottleit,too,mustfirstbecompressed,andalsothereisfrictionto beovercome.Thedistancevarying, then,accordingtotheseconditions, atsomepointbeneaththesurfacethe weightofwaterwillforcethecork intothebottle.Asthebottleagain approachedthesurface,theairthat remainswithinissubjectedtoless andlesspressuretillfinally,now havinggivenitselfapressuregreater thanthatofwater,itdrivesthe corkbackintoposition.

Tradeimproved,penallawswere modified,thepopulationincreased, internaltranquilityappearedestablishedonafirmerfooting.Eventhe oldrancorousfeelingbetweenProtestantandCatholicwassofarsulfatdthatUnitedIrishSocietieswere formed,themembersofwhichswore toformabrotherhood.,faffection amongIrishmenofeveryreligious persuasionforthepurposeofobtaininganequal,full,andadequaterepresentationofallthepeopleofIreland.

WhenLordFitzwilliamcameas Viceroyitseemedasiftheprosperity ofthecountrywas'abouttoculminateinthelegalemancipationofall itspeople.ButwhenPittsuddenly recalledFitzwilliam,andreversedthe wholeprogressofthemovementtowardsjusticeandprogressinIreland,tffiescenechanged.Ireland passedasitwere,inamomentunder thebalefulshadowofheradverse fate.Readingoverincoldblood, alterthelapseofahundredyears, theconsequenceofthatfatalsurrendertotheforces.,fevil,Ibegan torealiseforthefirsttimethejusticeofColeridge'sterriblewareclogue,"Fire,Famine,Slaughter,"in whichPittwasdoomedtotheeverlastingburning.

EachdescribesthehorrorsPitthas done,andeachattheendexultsin thehonourtheyproposetotheir patronfiend.ButFire,who"from Irelandcame,"outdoesbothhersisters,declaring"IaloneamfaithfulI Clingtohimeverlastingly."

Thereasonforthisstrong,andone maysayextravagant,feelingconcerningPitt,isduetothefactthat atacriticalmoment,nay,atthe criticalmoment,inthehistoryof Ireland.hesuddenlydesertedthepolicyofpeaceandconciliation,and embarkeduponaPolicyofbloodshed andoppression,fromtheultimate consequencesofwhichweare,tothis day,unabletoemancipateourselves. TherecallofLordFitzwilliamwas recognised,alikebyfriendandfoe,as asignalofwar.Bitterdiscontentbeganinsummertoreplacethesanguinehopesoftheearlyspring.All Powerwasvestedinthehandsofthe partyofintolerantascendency,and theLiberalsandtheCatholicsbegan indespairtoconspire.Atfirstthe conspiracywentlittlefurtherthan thestrengtheningofthesecretsocietyofUnitedIrishmen.ItsstrongholdwasinProtestantUlster.It drewitsinspirationfromthesuccess OftheAmericancolonists,andit whisperedunderitsbreathofthe

bondsandpersonswithnovisible meansofsubsistence,andsendthem onboardthefleet.Unlimitedpowersweregiventoimprison,arrest, andsearchhousesforarms,andany twomagistratescouldarrestand condemntoserveonthefleetany Personorpersonswhoshouldpublish orsellanyprintedsheetwhichthe magistrateschosetoregardasseditious.TheHabeasCorpusActwas thensuspendedbyaBillintroduced laterintheyear.

Whilethesebroodingsentiments werestillinarticulate,anoutburstof savageryonthepartofthefanatical ToryProtestantsoftheNorth brought'matterstoaheadt.Acollision,afterwardsdignifiedwiththe preposteroustitleoftheBattleofthe Diamond,tookplaceonSeptember 21,1795,betweenthePeep-o'-Day boysandtheCatholicdefenders.Of thelatter,fourorfivewerekilled. OnDecember28,thirtymagistrates ofthecountrypassedaresolution dealaringthattheCountyofArmagh wasatthatmomentinastateof grievousdisorderthattheRoman Catholicinhabitantsaregrievously oppressedbylawlesspersonsunknown,whoattackandplundertheir housesbynight,andthreatenthem withinstantdestructionunlessthey abandonimmediatelytheirlandand habitations.Thelawlesspersonsunknown,covetingtheirneighbours' lands,andhatingtheirneighbours' creed,conceivedthehappythought ofeffectingbothobjectsatoneand thesametime.Tosuchapass thingscamethat,accordingtothe historyofthetime,nofewerthan fromfivetoseventhousandpersons were,inthecourseoftwelvemonths, eitherkilledordriventowander homelessandstarvingonthehills. LordGosford,GovernorofArmagh aProtestantofthe'Protestants,and oneofthemostextensiveland-ownersinthecountry,certifiedtothe existenceofastateofthingswhich, howeverterrible,itmayappearto us,utterlyfailedtorousetheGovernmentoftheday.LordGosford said:"Itisnosecretthatapersecution, accompaniedwithallthecircumstancesofferociouscrueltywhich haveinallagesdistinguishedthat dreadfulcalamity,isnowragingin thiscountyneitheragenorsex,etc., issufficienttoexcitemercy,muchless toaffordprotection.Theonlycrime whichthewretchedobjectsofthis ruthlesspersecutionarechargedwith isacrimeindeedofeasyproof;itis simplyaprofessionoftheRoman Catholicfaith,oranintimateconnectionwithapersonprofessingthat faith.Alawlessbandittihaveconstitutedthemselvesjudgesofthi0 newspeciesofdelinquency,andthe sentencetheyhavepronouncedis equallyconciseandterrible-itisnothinglessthanaconfiscationofall property,andanimmediatebanishment.Itwouldbeextremelypainful, andsurelyunnecessary,todetailthe horrorsthatattendtheexecutionof sorudeandtremendousaproscriPtion-aproscriptionthatcertainly exceeds,inthecomparativenumber ofthoseitconsignstoruinandmisery,everyexamplethatancientor modernhistorycansupply;forwhen haveweheard,orinwhitstoryof humancrueltieshaveweread,of morethanhalftheinhabitantsofa Populouscountrydeprivedatone blowofthemeans,'aswellasthe fruits,oftheirindustry,anddriven, inthemidstofaninclementseason, toseekashelterforthemselvesand theirhelplessfamilieswherechance mayguidethem! Thisisnoexagaeratedpictureofthehorridscenes nowactinginthiscountry."

Francewaspreoccupiedelsewhere butthroughsomeofheralliesshe mightstrikeablowatIreland.So thoughttheindomitableWolfeTone, andhewasnotfarwrong.Itseems almostincredibletousEnglishmen to-day,butitisasimplefact,that inthesummerof1797thethenGovernmentofHollandactuallyeqnippeda_powerfulfleetontheTexel, andputonboard15,000Dutch troops,witheightypiecesofartillery,fortheexpresspurposeoflandingtheminIrelandtoco-operate withtheIrishNationalists.Sixteen sailoftheline,witheightorten frigates-thewholeoftheDutch navy,andalltheirarmy,weretobe venturedinthecauseoftheIrish Revolution.VanLeyden,oneofthe DutchCommitteeforForeignAffairs,remarkedthathehadtravelled throughIreland,and,tojudgebythe luxuryoftherichandextrememiseryofthepoor,nocountryinEurope hadsocryinganecessityforarevolution.TowhichWolfeTonereplied thatonegreatmotiveoftheirconductwastheconvictionofthe wretchedstateofthepeasantry,and thedetermination,ifpossible,to amendit.

III.--ACROSSTHESEA. TheactionoftheGovernmentconvincedWolfeTonethatthesituation wasdesperateenoughtojustifyan appealtotheFrenchtointerveneon behalfoftheIrishpeople.HearrivedinFranceimmediatelyafterthe assemblyoftheIrishParliament, andafewmontlbslater,aftertheInsurrectionActhadbeenpassedinto law,theleadersoftheUnitedIrishmenmetanddecidedtobeginthe militaryorganisationofthecountry. TherewasanExecutiveDirectoryof Four,andLordEdwardFitzgerald wasnominatedCommander-in-Chief. Buttherewasnodreamoftaking thefieldunlesstheFrenchsentan expedition.Theywerestronginnumbers,buttheyentirelydistrusted theirownabilitytomakehead againsttheEnglishwithoutoutside help. Thathelp,longpromisedthem,at lastwassenttotheiraid.OnDecember15,1796,GeneralHoche,with 13,965Frenchtroopsandtwenty piecesoffieldartillery,andarmsfor 45,001men,embarkedatBrest.Besidesthetransports,therewere seventeensailoftheline,thirteen frigates,andfivecorvettes.Butthe windwasfoul.Rocheandtheadmiralgotseparatedfromthemain body,andonlyaportionofthefleet anchoredonDecember23inBantry Bay."Theinfernaleasterlywind," asWolfeTonecalledit,gotworseinsteadofbetter.Theyweresixdays inBantryBay,within5ooyardsof theshore,withoutbeingabletodisembark.Theyweredispersedfour timesinfourdays,andoneoftheir shipswaslost.Shipaftershipdraggedheranchors,andhadtoputout toseatoat;capedestruction.Atlast itwasevidentnothingcouldbedone. Aperfecthurricaneragedoverthe seaastheyearcametoitsdismal close.ByNewYenr'sDaytheexpeditionwashackinBrestwithouthavingfiredashotgoingorcoming. TheEnglishGovernmentdidnot deservetherespite.Insteadofprofitingbythefailureofliehopesof therevolutionaries,theyplunged moreruthlesslythaneveruponthe pathofrepressionandofviolence. Tenthousandmenwereaddedtothe militia.GeneralLake,whosecharactermaywellbediscernedinhisletters,wasCommander-in-Chief,with afreehandtostriketerrorinUlster.

Grattan,Curran,andtheFitzgeraldsabandonedtheIrishParliament indespair.TheexcessesofGeneral LakeintheNorthdrovedesperate menbythousandsintotheranksof theUnitedIrishmen.TheAncient Britons,aregimentofWelshcavalry wereemployedinscouringthecountrynominallylookingforarms,in realityterrorisingandlootingthe peasantry.Themilitarywereauthorisedtoactattheirsolediscretion prettymuchastheypleasedwhenevertheyhaddiscoveredanillegal assemblage.

SoitwasagreedthattheDutch weretosailfortheIrishcoast,there toland15,1551 men,withthree months'rations,whowouldserveas thecentreroundwhichtheUnited Irishmenweretorally.OnJuly4notableday!-theDutchwereall readytostart.AdmiralDuncan,it istrue,withonlyelevensailofthe line,werelyingofftheTexel,butthe superiorityoftheDutchfleetwas suchthattheyanticipatedlittledifficultyinbrushinghimononeside Butitwasnottohe.Everything wasreadythatmancouldprovide. Butsteamhadnotthenbeenapplied tonavigation,andmanhasnoteven to-claymasteredthesecretofthe winds.Thewindsetinsteadily,as foulfortheDutchasfoulcouldbe. WolfeToneravedandswore,invokingHellandAllahalternatelyto hiswrathbutthewindfortwolong monthsblewdeadintheteethofthe Dutchfleet.Theycouldnotleavethe TexelinJuly,neithercouldthey startinAugust.Thetroopson hoardwereconsumingthesupplies providedforthecampaigninIreland. MeanwhilegrimoldAdmiralDuncan wasbeingreinforced,untilhisfleet wasasstrongasthatofHolland. Sotherewasnothingforitbutto abandontheIrishscheme."Itis mostterrible,"saidWolfeTone. "TwicewithinninemonthsEngland hasbeensavedbythewind.Itseems asiftheveryelementshadconspired toperpetuateourslaveryandprotecetheinsolenceandoppressionof ourtyrants."

NottillthebeginningofOctober didtheDutchfleetsucceedinleaving theTexel,andthenitsdestination wasnotIreland.OffCamperdownit wasmetanddestroyedbyAdmiral Duncan,whosetitleoftheEarlof Camperdownstillremainsasakind ofmelancholyinscriptiononthe graveofwhatwasonceagreathope forIreland.

WhentheIrishParliamentassembledinJanuary,1796,itpassedan InsurrectionActandanIndemnity Act.Magistrateswereindemnified forwhatevertheymighthavedone illegallysinceJanuaryT,1795,underthepretextofsuppressinginsurrection.Theadministrationofunlawfuloathswasmadefelony,punishablebydeath.Magistrateswere empoweredtosweepallidlevaga-

TheIrishsufferedhorribly,but theystilldespairedofbeingableto doanythingfortheirownliberties withouthelpfromoutside.Theycontinuedtomanufacturepikesinevery

Therewasbutonewitnesspresent, insteadoftwowitnessesrequiredby theCouncilofTrentandtheDecree "NeTemere."Thesedecreeshaving beenmadesubsequenttotheReformation,admittedlyneverbecame partofthecommonlawofthecountry.Hewasclearlyofopinionthat themarriagewasagoodoneaccordingtothelawofthecountryand themotionshouldberefusedwith costs.Mr.JusticeGibson,whoconcurred,saidontheevidencehewas unwillingtobelievethattheclergymanknowinglytookpartinaninvalidriteorthatthehusband, whileanxioustoavoidpublicity, eversupposedthatthemarriagewas otherthanasufficientreligiousas wellasasufficientcivilceremony. Thepartieswereentitledtotrust thecelebrantwiththevalidityofthe rite.Hethoughttheyactedingood faith,andintendedtobecomeman andwifeaccordingtothelawof EnglandandthelawoftheChurch, neversupposingthattherewasany conflictbetweenthetwo.Hecould discovernotraceofauthoritythat amarriageindueformcouldbenullifiedortreatedasnon-existenton anysuchgroundsaswerehererelied on.
