InparthisLordshipsaid: Mr. Mayor,ladiesandgentlemen.-It neededneithereloquentadvocacyor extensivereasoningtoconvincethe meetingofhiswhole-heartedsympathywiththeimportantmeasure nowabouttobepassedintolawin theHouseofCommons.Weareall herethiseveningasardentsympathiserswiththeIrishpeoplein theirdesiretogovernthemselves. Theywerethereascitizenswhohad experiencedtheblessingsofself-governmenttoadvocatefortheIrish peopleagenerousmeasureofthat sameliberty.Theywerethereon twobroadgrounds-firstasardent Irishmen,andsecondlyascitizens oftheEmpireenjoyingtheblessingsoffreedomtinderitsflag. Throughalltheirlongandchequered storytheIrishpeoplehadtenaciouslystrivenfortheaccomplishmentof HomeRule.Nothingwouldsatisfy theIrishpeoplebutafullmeasure ofIrishfreedom.Nothinglesscould satisfythecravingoftheCeltic

strengthened,andtheBritishCabinetneededtohaveitshands strengthenedbecauseoftheforces arrayedagainstit.Inthefightthat centresroundtheHomeRuleBill theyhadresurrectedagainstthema wretchedandghastlybogey,andan unreasoningappealhadbeenmade toreligiousrancourandstrife.The opponentsoftheBillwerebasing theiroppositiononthecontemptible anddebasingpleathatHomeRule wouldleadtothedisintegrationof theEmpire,totheascendancyofthe CatholicParty.andtherepressionof theProtestantminority.Thereis novestigeofreasonforsucha mendaciousconclusion.Theironly reasoncouldbeinaguiltyconscience,andtheremembranceofthe waytheypersecutedtheCatholic peopleofIrelandinthedaysoftheir despoticpower.Hecouldnotunderstandhowstatesmencouldappealtoreligiousrancourinorder tobuttresstheiroppositiontoa measureofgovernmentthatthey werenotafraidtoconcedetothe Boers.(Cheers.)Theresolution hehadtomovewouldheanencouragementtoJohnRedmondand hisparty,andthosewhowereinthe fightinglinewouldheencouragedin theirgreatworkwhentheyknew *hattheirfriendsintheoutlying

Menoflightandleadingwereinits favor.Whilstontheonesidethey hadagainstitmenlikeBonorLaw andCarson-therenegadeLiloraltheyhadpleadingforitAsquith.the PrimeMinisterofEngland.and Lloyd-George.andthesehadbehind themthedemocracyofEngland. Analogiesweregenerallyfalse."The amountofCustomscontroltobe conferredonthenewHousesofParliamentinDublinisdecidedly meagre.ThereisasectionofIrish opinion-whichnodoubtwillbe voicedattheforthcomingConventioninDublin-whichpillsitsfaith tothetheorythatnoauthorityat theCustomsHouseswillbeofany availtoanIrishGovernmentunless itisuntrammelled.TakingallcircumstancesintoconsiderationwebelievetheIrishConventionwill,bya largemajority-ifnotunanimouslydecidethattheAsquithHomeRule Bill.asitpasseditsfirstreadingon Wednesdaybyamajorityof94,isa straightforwardattempttosettlethe feudofages.

AnotherlandmarkhasbeenreachedinthegreatstruggleforIrish HomeRule.OnlastThursday night,April11ththeHouseofCommonswascrowdedwhenthePrime Minister(Mr.Asquith)introduced theGovernment'sIrishHomeRule Bill,alltheseatshavingbeensecuredhoursbeforehand.AsMr.AsquithenteredtheChamberhewas welcomedbyaloudshout,andMr. JohnRedmond,whoarrivedafew minuteslater,wasgreetedwith triumphantNationalistcheers. AmidtensesilenceMr.Asquit:i rosetospeak.Hepaidatributeto Mr.Gladstone's1893speech,which, hesaid,wasaperfectexpositionof thehistorcalcasebetweenGreat BritainandIreland.Hewouldtake up.thecasewhereMr.Gladstone hadfinished.Heaskedhowfar thecaseforandagainstHomeRule hadbeenaffectedbysubsequent events.Eightgeneralelections hadoccurredsince1894,andparty fortuneshadebbedandflowed.Governmentshadcomeandgoneyet throughshiftingissuesandchangingpoliciestheconstantinsistence and PERSISTENCEOFTHEIRISH DEMANDS remained.HeglancedatIreland's preponderantvoteonHomeRule. andsaid,"LookatUlster-(Unionistcheers)-wherethereareseventeenUnionistsandsixteenHome Rulers.-(Ministerialcheers.)He hadneverspokendisrespectfullyof thehostilitytoHomeRuleshown bythemajorityoftheNorth-EasternCountiesofIreland.Itwasa factornotignoredbythepresent Bill,buthewasunabletoadmit theminority'srighttovetotheverdictofthemajorityoftheircountrymen.Ireland'simprovedconditionsofsocialorderremovedone argumentformerlyusedagainst HomeRule.Otherfactorswere -theLocalGovernment,LandPurchase,Labourers,University.OldagePensions,andNationalInsuranceActs.These,however.were atardyandinadequateset-off againsttheevilswhichIrishmenrelievedweredueto

separateadjacentStateswhilemaintainingtheutmostindividualautonomyforlocalpurposes.Inthe UnitedKingdomtheystartedwitha congestedcentralauthoritywhich, ifitweretocarryoutwithefficiency thecommoninterestsofthewhole, mustdelegatelocalintereststolocal management.Finallythegreat dominions,althoughstartingfrom oppositepoles,wereallanimatedby the-amespiritforattainingthe samegoal.Hewassuretheywere allinheartysympathywiththe spiritandpurposeofHomeRule. ThefirstclauseoftheBillstipulatedtheunchallenged SUPREMACYOFTHEIMPERIAL PARLIAMENT.

TheIrishParliamentwouldconsist ofthekingandtwoHouses,which, accordingtotheBill,wouldonlybe empoweredtomakelawsexclusivelyrelatingtoIreland.TheBillexcludedfromtheIrishParliament mattersaffectingtheCrown,peace andwar,thecontrolofthe;navyand army.treaties,dignities.treason, andanumberofothermatters.The mostimportantmatterreservedfor theInerialParliamentwasthe LandPurchaseAct,becausethe securityofthesystemrestingupon Imperialcreditmustinnowisebe affected.Therewouldbeanautomatictransferof THECONSTABULARY attheendofsixyearsandatransferofthePostOfficeandtheSavingsBankattheendof10yearsif theIrishParliamentwished.Similar provisionsweremadewithregard toold-agepensionsandinsurance. TheIrishParliamentwouldnotbe allowedtorepealortoalteranyof theprovisionsoftheHomeRule Act,nortointerferewiththeright ofappealtothePrivyCouncilconcerningthevalidityoflawspassed bytheIrishParliament.BillspassedbyIrelandwouldbesubjectto theLordLieutenant'sveto.The IrishParliamentwouldnotbeallowedtoendowanyreligion.There wouldbenoreligioustests,and therewouldhenointerferencewith thevalidityofmixedmarriages.

OVERTAXATIONANDDEPOPULATION.

Hecontendedthatthegrantingof theImperialcredit.intheworking oftheLandPurchaseandOld-age PensionsActmadeseparationmore unthinkabletoIreland.Dealing 'withthequestionfromthestatspointoftheUnitedKingdomand theEmpire,heemphasisedtheimperativeneedforemancipatingthe ImperialParliamentfromlocalburdens.Theywouldnevergetlocal concernstreatedseasonablyorsympatheticallyuntiltheyhadthewisdomandthecouragetotransfer themtotherepresentativesofthe peopleaffected.Heemphasised thecongestionofbusinessinthe HouseofCommons.anddeclared thattheexistingsystemwas CENTRALISEDIMPOTENCE. HeaskedwasitpossibletodischargethedutiesoftheEmpirein existingcircumstances.Hereferred tothegrantofautonomytoAustraliaandSouthAfrica,andsaid thatthegrantingofself-government totheTransvaalwasstrictlyanalogouswiththegrantingofHome RuletoIreland.Hewouldbea holdmanwhowouldassertthat Ulsterpresentedmoredifficulty thandidtheBoersandBritonslivingsidebysideinaterritoryjust recoseredfromaninternecizne war.InthecaseofAustraliaand SouthAfricatheobjectwastoprovideacentrallegislativeandadministrativeauthoritytodealwith mattersofcommoninteresttothe
