SirWilliamdrewattentiontothe dropinthemortalityfromconsumptionduringthelastdecade,andpointedoutthatinordertocarryouta properlyorganisedcampaignagainst tuberculosisthreeinstitutionsshould gohandinhand-Thetuberculosis dispensary,withwhichshould be closelyassociated"hometreatment"; thesanatorium,withwhichshouldhe associatedtheaftercareofthepatients,eitherbytheinstitutionitself, oranotherorganisationHomes, foradvancedcases.
Inconnectionwiththedispensary, hometreatmentwouldinfutureplay animportantpart.Consumptive patientsindifferentstagesofthediseasecongregatedthere,andcases suitableforsanatoriumtreatment wouldberecognisedadvancedcases alwaysaseriousproblem,aredealt withthenursevisitedthehome ofeachpatient,andwhennecessary thedOctor*calledandexaminedall themembersofthefamily.Thus theveryearlycaseswerediscovered. TheWomen'sNationalHealthAssociationofIreland,bothinDublin andbymeansofthelocalbranches throughoutthecountry,had been directingspecialattentiontopatients whoreturnhomefromNewcastle. Theirhomelifeandsurroundings wereimproved,thesanatoriumtreatmentwascontinued,lightworkwas procured,andinthatwaythepatientwas,sotospeak,nursedover thecriticalperiodbetweenhisdischargeandthetimewhenheisable tofollowhisusualoccupation.
Dr.Crowe,MedicalSuperintendent ofNewcastleSanatorium,gavean accountofwhatwasdonetherein thewayofgraduatingthelabourgiventopatients.Ifpatientscould onlybetoldbeforeenteringasanatoriumthatsuchgraduatedlaboar wasfortheirgooditwouldbe a greatadvantage,astheywouldthen realiseitsimportance,andwhenth?y cameouttherewouldbenodifficultyinfindingthemwork.

Thatwasoneoftheconsequences, whichmightfollowormightbeaimedatfromtheactionofthoseout- sidetheChurchininterferingwith thelawsoftheChurch.Everymar- riage,astheyseemedtotakeitfor granted,wasamerecivilcontract whichshouldheregulatedbythelaw ofthelandalone,andtheyshould stepasideandleaveittothelaw. Thisisamostwiserule.The dangeroftheoPPositeideawould bethattheconferencewouldraise claimsformoneyintheparishwhich wouldclash'withotherneedsandembarrassthepriest.Asitis,very oftenthepriestistheveryoneto speedthemon.Heis,ofcourse, themostcharitablemanintheparish,andseeingpoorpeoplenotbeingrelievedby,hisconference he comestothemeetingsandremonstrates.If,ontheotherhand,he isabsorbedinaspecialeffortto raisefundsforaparochialwork,all theSt.VincentDePaulmencan gatherroundhiminthis,andlet theirConferenceworkrunonwith justtheirownweeklydonations. Thereneedneverheanyfearthata Parishpriestwillbeexceededincharitablespiritbyanyofhisparishioners.HeisthenaturalrepresentativeoftheChurch'sCharityforthe poor,andallappeals,honestorfraudulent,areprobablymadetohim inthefirstplace.ItisanincidentalboontohimtohaveinhisParishexperiencedlaymenwhovisit eachcasebeforerelievingit,towhom hecanreferallapplicants.Hefeels thatmanyashillingofhisissaved fromimpostorsortheundeserving.
