The"dimenovel,"isafamiliarfact inAmericanliterature.Whatisthe remedy?TheprotestersinEngland saythat"toappealtptheauthors andpublishersofthesehooksseems oflittleuse,andthelawrequires strengtheningbeforetheircirculation canbestopped."andtheyurgeiupon"Parentsandschoolmastersand alltowhomthetrainingofboysand girlsisintrusted,tosettheirfaces againstthecirculationofsuchnovelsandexposetheircharacterwhen itcannotbedetectedbythetitles, whichareoftenabsolutelycolourless andmisleading.

ENGLAND SincetheGovernmentschemeof compulsoryworking-classinsurance againstsickr.essandunemployment wasfirstroughlyoutlinedseveral modificationshavebeenmadeasa resultofaseriesofconsultations withfriendlysociety-officialsand
othersandevennowthegeneral schemeisonlyinaprovisionalor Preliminarystate.Althoughoriginally,highhopeswereentertained thataBillembodyingthescheme, oratleasttheinvaliditypart of it,wouldbepassedin291o,the schemebecomingoperativeatthebeginningoftheyear,and,whenthat wasfoundimpossible,stillhigher hopeswereinspiredthattheBill mightpassallitsstagesthissession,andtakeeffectfromJanuary 1,1912,somanyimperfectionsand difficultieshavebeenrevealedthat thereisnowsmallhopeofthe schemecomingintoforceearlier than1913.ThePresentintention,so farasanyintentionisdefinitelyfixed,istointroducetheBillata veryearlydate,asktheHouseof Commonsforasecondreadingmerelyontheprincipleofthething, andthenhandthemeasureoverto theselectcommitteeforfulldiscussionandconsideration.TheexperiencetheGovernmenthavegainedin consideringthisquestionof State insurance,andparticularlyintheir consultationswithfriendlysociety, tradeunion,andinsuranceexperts, hasleftthemnoreasonableoption, buttotakeallinterestedpartiesintotheirconfidenceandgrantfurther timefordiscussion.Itseemsto berecognisedthatamistakewas madeattheonsetinnotappointing aRoyalCommissiontodealwith thismatter,andthatthenextbest courseistorefertheBill,orBills, toaselectCommittee,withpower tocallevidencepublicly,andhave thewholeaffairthoroughlyandfreelydebated,ratherthanrushthe schemethroughbyaPartyvotein Parliament.Onthis.pointtheGovernmentaretoberecommended,for itisofhighimportancethatthis colossalStateenterpriseshouldbe absolutelywatertightbeforeitis launched.
THEORIGINALSCHEME. Briefly,theGovernmentschemeas firstdraftedamountedtothisCompulsoryinsuranceagainstsickness andinfirmityforallwage-earners, belowtheincome-taxlimitandbetweensixteenandseventeenyearsof age,theminimumamountofbenefit tobeis.perweekforanindefinite period,thePremiumstobePaidone halfbytheworkerandtheother halfjointly,andinequalproportions bytheemployersandtheState,the generaladministrationofthescheme tobevestedinapprovedfriendlysocietiesalsosomewhatsimilarinsuranceagainstordinarytrade depressionidlenessforabout2imillionsofworkmenengagedinindustriesspeciallyliabletounemployment,theminimumofthisinsurance tohe7s.orSs.aweekforfifteen ortwentyweeksinanyyear,half thePremiumstobecontributedb, theinsuredandtheotherhalfby theemployers,withaStatesubventionadded,butwhethertheadministrationofthisinsurancewas tobevestedinthelabourexchangesorinthetradeunions,orinthe exchangesandunionsjointly,orin theunionsandemployers'associationsjointly,orinauthoritiesor bodiesspeciallycreatedforthepurPosewasnotdefinitelydecided. Now,overandabovethemultitudeofdelicateanddifficultdetails ofadministrationwhichmust be settledbeforeanycompulsoryinsurancebillcanbecomeanact, theGovernmentareBindingthateven thebroad,mainprinciplesofthe schemepresentmanyknottyproblems.Hencethedelay.Forexamplethequestionofworking a schemeofStateinsurancethrough, orinconnectionwith,friendlysocieties,isnotsosimpleasitat firstappeared.Itisbeginningto berecognisedthattoimposeupon voluntarysocietiesof,selectedlives, manymillionsofgood,bad,andindifferentlivestodealwithcompul:sorilywoulddisorganisetheseworthyinstitutions.Ourfriendlys..:-ietiesaremanagedwithgreateco nomy,andwithsmallstaffsofofficialsbutthisproposedStatesch-que
willneedalargearmyofofficials, andtheGovernmentarebeingadvisedtokeepitquiteindependentof allvoluntarysocieties-inaword, tomakeitaPurelyStateschemein administrationas.wellasinname-leavingtheSocietiesfreeasheretofore,todealwiththoseableand willingtomakeprovisionforsomethingoverandabovethemoderate alimentoftheStateinsurance.IndeedtheGovernmentarebeingtilledbyatleastoneauthoritywho hasdonemuchtoadvocateandpopularisetheStateinsuranceidea throughthePresstonationalisethe industrialinsurancecompaniesand collectingsocieties,andtousette offices,officials,andagentsofthese companiesandsocietiesintheadministrationofthenewscheme.Certainlytheseagents,beingtrainedto thisclassofbusiness,arethemost likelypeopletobeemployedinadministratingthenewinsurance,and sofarasthemutualcollectingsocietiesareconcerned,therewouldbe noveryformidabledifficultiesinthe wayofStateacquisition.Atany rate,thematterisbeingbroughtto thenoticeoftheGovernment.
FURTHERSUGGESTIONS. Complementarytothissuggestion forthenationalisationofthecollectingsocieties,apleahasbeenput forwardinfavourofunemployment, beingcoveredbythesamefundrs sickness. OnthispointtheargumentisthatiftheStateisgoing toinsuretheworkersagainsttrade depressionunemploymentaswelles invalidityunemployment,oneflint wouldbebetterthantwo-that't wouldbemuchbettertohaveens simplescaleofcontributionsfoe bothrisks,withonesimplescaleof benefits,andonesimpleform of management,thantosetupadual system.
Anothersuggestionisthatthe Workmen'sCompensationActberepealedsothataccidentsaswellas sicknessandunemploymentmaybe coveredbytheState-conductedfund, supportedbythejointcontributions ofworkmen,employers,andthe State.
Inthematterofunemployment especially,itisthoughtthattheoriginalplanoftheGovernmentwould scarcelyworkoutfairlyeithertoemployersorworkmen.Theideawas toexperimentfirst,withafewselectedindustriestosetupaseparatefundPoreachseparatetrade; andtobasethePremiumsorrates ofcontributions,asnearlyaspossibleupontheaverageliabilityto unemploymentinthevarioustrades. Itisbeingpointedout,howevor, thatifsomeindustriesarecovered, andothersarenot,acertaincilia, oflabourerswilltackontotheinsuredtrades,simplytoqualify theirbenefits,andthentake care nevertogobacktoanuninsured occupation.This'wouldhaveatendencytodisorganisethelabourmar ket.Anditisarguedthatthe Principleof"insurancebytrades," includingtheunskilledmenwhoflit fromoneindustrytoanother,would beverydisadvantageous,inasmuchas itwouldcheckwhatiscalledthe "mobilityoflabour."Insuranceby tradeunionsofskilledmen who sticktoonebranchofindustry, throughlifeispracticalbut insurancebytrades,underaState scheme,isquitedifferent. These, andotherviewsarebeingstrongly urgedupontheGovernment,andit isindeed,gratifyingtofindthat suggestionswithaviewtoperfectingtheStateschemearebeingso warmlyiielcomed.
TheserviceatSt.Mary's, Halifax,onPalmSunday,were attended bylargecongregations. Asthemen'smis-W sionendedonthatdaytherewere crowdsofcommunicantsattheearly Masses,bearingfaithfultestimonyto thesuccessofthemissionandthe laboursoftheclergy.Alnotherfeatureoftheservicewastheblessing, anddistributingofthepalms,allof whichcamefromtheHolyLand.In theeveningthemissionclosedwith aprocessionofthemenoftheparishintheregaliaoftheirdifferent

TheVividpictureofthesegoodpeopledrawnbyKathleenO'Mearain herlifeofFrederickOzanamis toointerestingtopassover "lir.Ozaramneverbecamearich man.Wealthwasneverhisfirst aimnelookeduponthemedical professionasasortofpriesthood, anddividedhislaboursalmostequallybetweentherichandthepoor. AtschoolFrederick'wasneither veryclever,norverydull,andif wearetobelievehisownaccount, hewasnotbyanymeansasaint. Heseemsnottohavebeenaverse, tothosehealthyamusements of school-boylife,dignifiedinpolitesociety thenameof"rugilisticencorrters."Inthesemuscularcontestsonepromisingtraitofhischaracterbecomesnoticeable-obstinacy, youmaycallitifyouwill,but morelenientjudgeswouldseeinit only:loggeddetermination.

IfOzanarnreadhard,hispenwas notidle.Beforehewasquiteeighteenhehadwrittenandpublished,a refutationoftheSt.Simonians,a newsectwhichsprungforthfrom thechaosofsuccessiverevolutions, andkeptbelaudingtheCatholicity ofthePast,whilstdecryir.gtheCatholicityofthepresentasbarren, effete,out-of-date-adyingcreed. Lamartinewrotetoencouragethe youthfulapologistandtoexpresshis admiration.
Ozanamfeltthathissonwas destinedforsomethinghigherthan thedrudgeryofanattorney'soffice andFrederick,onhispart,had madeuphismindtostudylaw.
Hewasnoweighteenyearsofage
InNovember,183t,heleftthe_Paternalroof,andsetoutforParis. Iferehehadthegoodfortunetoenjoythesocietyandfriendshipof sucheminentCatholicsasM.Ampere M.deChateaubriand,andtheyoung CountdeMontalembert.
Aplaceofmeetingwasrequired. Thiswasofferedbyaworthygentleman,namedM.Bailly,editorof theTribuneCatholique,apaperdevotedtothedefenceofCatholic interests.

Inhisnews)aPerofficetheyoung Catholicpartymetonceaweek. Theretheyheldtheirdiscussionsand debateswiththeiropponents,and M.Baillygavetheminvaluableassistancebyhisexperienceandwisdom.

Theirmeetingssofarhadbeenlittlemorethandebatingclubs,where religiousquestionswerediscussedin themostfriendlyspiritwiththeir opponents.
SoonaPlanofworkwasagreed uponandadopted.Themembers placedthemselvesundertheprotectionofSt.VincentdePaul. The rulesweredrawnup.Meetingswere tobeginandendinprayer.MembersweretomeeteachweekandrePorttheirexperiences.Themonets givenoutincharityweretobetakenfromacommonfund.Asecret collectionwastobemadeatthe weeklymeetingstoreceivewhatever eachmembercouldafford.
DiscussionofPoliticsorPersonal concernsatthemeetingswasforbiddenandnoonewastousethe Societyasastepping-stonetoworldlyadvancement.
Suchisthebriefstoryofthesm beginningsoftheSt.Vincent de PaulSociety.Thegrainofmustardseedhasnowgrowntobeanimmensetree,andhasspreaditsbranchesovertheentireearth.ItsinflueeceisfeltintheCatholicpress, inthepropagationofahealthy Catholicliterature,inthedefenceof Catholiceducation,inthelighting againsteverymoralevil.Inthe slumsofourbigcitiestheministers ofcharitymovearound.There. theyupliftthefallen,irstructthe ignorant,bringhopeandhappiness tocheerlesshomes.Aftertheexampleoftheirpatron,St.Vincent, theyleadbacktotheDivineMaster theneglectedchildrenwhomHeloves Theyreceivenoearthlyreward.They seeinthepooranddegradedonly somanysoulstoberescuedfrom ruinandwonbacktoGod.And sotheyworkunsparingly,knowing thattheyserveaMasterwhosepro'visewillnotfailandwhosejudgmentwillbemercifultothecharitable

Ozanamnowsuggestedaweekly meetingwhichshouldincludenone butCatholics.Thenewassociation thusformedshouldconfineitsdiscussionstotheorganisation of charitablework.ThisOzanamsaw wouldbeapracticalrebufftothe tauntsoftheSt.Simonians. M. Baillyatoncefellinwiththeidea, andagainplacedtheofficeofhispaperattheirdisposal.ThuswasformedthenucleusofthatimmensefamilyofbrothersknownastheSt. VincentdePaulSociety.

Youneednotbetoldthatwhen theSocietywassetonaworking basishisdevotionandzealdidnot flag.Overwhelmed,ashewaswith professionaldutieshefoundtimeto helponthemostvariedworksof charity.HePresidedoveraliterary conferencefortheyoungmen.He setupareadinglibraryforsoldiersandprocuredforthemreligious instruction.Therichalsocamein forashareofhischarity.Incon-
junctionwiththeArchbishophesecuredthecoursesofLentenlectures knownastheConferencesofLacordaire,whichdidsomuchtorevive amongsttheeliteofParisthereligiousprinciplesthathadbeenall butswiePtawaybyfrequentrevolutions.
HestartedaCatholicpaperto breakdownancientprejudicesthat keptFrenchCatholicspoliticallydivided.Heleftwrittenworksthat areamoreenduringevidenceofhis learningthanthebrilliantlectures bedeliveredasaProfessorofthe Sorbonne,ortheepoch-makingessay onDantebywhichheobtainedhis degreeofDoctorofLettersatthe ageoftwenty-five.
Hismarriedlifewasexceedingly happy.Hewasblessedwithavirtuouswife,whoseloveforthepoor equalled,ifitdidnotexceed,his own.Ononeoccasionwhenhehad tochoosebetweenalucrativepositionatLyonsandacomparatively PoorPositionatParis,wherethe fieldofhischaritableworklay,his wifecheerfullyelectedforpoverty.

As alreadystated,hediedatthePresbytery,Goodna,onThursdayafternoon.Thebodywasbroughtto BrisbaneonFridayandplacedin St.Stephen'sCathedral. Some timebeforetheendFatherHayes wasaninmateoftheMaterMisericordiaeHospital,butsometenweeks priortohisdeath,hereturnedto Goodna.HereceivedthelastRites ofthe(hurchfromtheRev.Father W.Lee,PlosalietheRev.FatherR. Walsh(Wooloowin)alsovisitinghim priortohisdeath.
ItwasonlylastJulythatthe deceasedclergymancelebratedthe twenty-fifthanniversaryofhisordinationasapriest.Thatcelebration tookplaceatGoodnaandwasattendedbenumbersoftheclergyand byanumerousassemblageof the deceasedpriest'sfriendsandparishioners.TheRev.FatherHayeswas anativeofBrisbane,andwas49 3earsofageatthetimeofhis death,beingtheonlysurvivingson ofthelateMr.OwenHayes,who wasoneoftheearliestresidentsof Brisbane.HewasborninElizabeth streetin1862.HisearlyeducationwasreceivedatSt.Stephen's PrimarySchool.Hecontinuedhis studiesatSt.Kilian'sCollege, SouthBrisbane,whichhadbeenestablishedbythelateRightPlev. Dr.Cani.HewassubsequentlyapupiloftheChristianBrotherswhen theyopenedtheirschoolinoldSt. Stephen's. Lateronheattended theBrothers'collegeinGregoryTerrace. Hecompletedhisscholastic careeratthefamousAllHallowsCollege,Dublin,andalsotravelledandstudiedinGermany.He wasordainedatInnsbruck,inthe AustrianTyrol,onJule25,18e5. WhenhereturnedtoQueensland, beatfirstassumedthecuracyofSt. Patrick's,Toowoomba,andsubsequentlybecameparishPriestofGoodnaandRedbankPlains.Heheld thatimportantpostatthetimeof hisdeathhavingfilleditformore than19years.TheCatholicsof Goodnahaveespecialreasonforgratitudetothedeceasedpriest,forhis zealouslaboursontheirbehalfwere asuntiringastheywerefruitful. DuringtheperiodofFatherHayes' ruleasparishpriestofGoodna,a finepresbyteryandschoolwere built.Asplendidconventiseven nowwithinafewweeksofcompletiorbutthedevotedpriestwho hadconceiveditandworked so strenuouslyinitsbehalf,wasnot destinedtoseeitactuallyopened.

Itwasnowoutofthequestionfor theyoungseamstressandJeanneto continueearningtheirownliving, becausemostoftheirchargesbeing inadeplorablestateofinfirmity, anddestitution,therewasendless occupationathome.Atfirstthe moreactiveamongtheoldwomen, wentoutdaily,pursuingtheirformer occupationofbegging,butthisled tosomall,abusesthatM.LePaillenrsuggestedthatthemembersof thecommunityshouldtakethisadditionallabourandhumiliationou themselves.
