TheteachingSisters ofthecountry,fullyabreastofthe timeshaveattendedwheneverpossibletheSummerSchoolsconductedby secularuniversities.Now,theCatholicUniversityofAmerica,easily thepeerofanyotherAmericanUniversityinitsteachingcapacity, opensitsdoorstotheCatholicteacherswithafullyorganisedpedagogicalschoolwhichwillinsurethe mostcongenialsurroundings,the truestproportionsofcurriculumand theinspiritingatmosphereofCatholicscholarshiptothoseteachers whoselifeisoneloneactofdevotiontotheFaith.Thegoodresults tobeexpectedfromthisdeparture areincalculable.EveryCatholic shoulddoallinhispowertomike thisfirstsessionoftheSummer Schoolpopular,sothatthedevelopmentstofollow,thefoundationof NormalInstituteandthepermanent serviceoftheUniversitetothewomenteachersofAmerica,ranhe madesureforalltime.

launchaschemeofthiskind,how-f. everPerfectitmaybe,whichyou cannotcarryintoeffectuntil yoti areseatedontheGovernmentbenches,and,which,therefore,isonly inthenatureofanair-balloonfloating,perhapsfromthishouse,butt whichcertainlywillcometotheusualaeronauticalcalamity, and whichwill,thereforeremainonlyas apledgeofyourideasandyour intentions." NobleLordswholistenedtothatcondemnationandthat prophecymighthepardonedfor thinkingofthescantrespectwhich theMarquisofLansdownehad showntotheReferendumBill of LordBalfourofBurleighacoupleof daysbefore.

WhyhasLordLansdownegoneto thetroubleofmakinganaddressto theCrownprayingforpermissionto introduceaBillwhichmustofnecessitycurtailtheRoealPrerogative ofmakingandsummoningPeers? Therewasnoprecedentcompelling himtoaskforPermission; timeenoughforthatatthethirdreading. DidhePerhapshopethattheGovernmentwouldplayintohishands, givehimablankrefusal,and so helphimtoescapethePerilandconfusionofbringingforwardameasureofreformwhichhehasnoassurancethatthemajorityofthePeers willassisthimtoPass?Atany ratetheGovernmentmethisreq)iest withpolitenessandwithfirmness hemayintroduceanddiscusshisproposalsofreform,buttheGovernmentreservetheirrighttointervene,andwillnotallowhisproposalsdelaythediscussionandthepassingoftheirParliamentBill, WhetherLordLansdowneafterEasterwillconsideritworthhiswhile towasteanytimeinintroducinga BillforreformoftheUPPerChamber,asatPresentconstituted, is morethandoubted.Ifthehints, whichhegaveinhisspeechmaybe takentoindicatethecharacterof theproposalsheintendstosubmitto totheLordsforacceptance, he mightaswedsavehistime and trouble.TheHouseofCommons willhavenothingtodowithsuch proposals. 'l'he backwoodsmen Peersarenotlikelytoconsentto them.Thecountryatlargewill smileattheattempttochangethe HouseofLordsintosomethingmore impenetrabletodemocraticideas thantheHouseofLordsasit is now. Andyet,onewouldthink,hemust dosomething.Itwouldbecurtly disrespectfultotheCrowntoappeal forpermissiontointroduceaBill, restrictingtheRoyalPrerogative, andthen,afterobtainingthatpermission,todonothing.Iconfessto4,,1 afeelingakintopleasurewhen 1 seetheToryparty,thepartywhich isforeverboastingofitsloyaltyto theThrone,nowprojectingameasurewhich',hearsoffalargeshareof thepoweroftheefonarchy. Foritwillinevitablybeaskedwhat theCrownisforifnottotideover aConstitutionalcrisisandensure theorderlyprocessoflegislation. TheywhotrinewiththeRoyalPrerogativearedoingashrewdturn toRoyalty.

Ihope,therefore,andIbeginto bemoreandmorefirmlyconvinced thatweshallhearnothingfurther oftheprojectsofself-reform by theLords.Suchprojectsarenot simply,asEarlRoseberytermed them,air-balloonsrather,theyare toy-balloons.Wehavehadseveral, toomany,indeed,already.TheRosebery,Lansdowne,Curzon,Burleigh ideasarefoundtohaveastringattachedtothem,whereby,assoonas thepublichasceasedtoheamused bythem,theyareprudentlywithdrawn.Thefactis,theyareone andallballonsd'essaitheydonot a-anrealbusiness;andtheirnoble floatersaresimplyexperimentingon thedirectionofthecurrentofpublicopinion.Afterthislasttrial13,,, theMarquisofLansdownethere shouldbelittledoubtinwhichquarterthewindsits.

ThedemocracyoftheUnitedKingdomhasmadeupitsmindstohave donewiththeVetooftheLords.It willnottoleratethepossessionby thePeersofaPowertoblockthe progressofdemocraticmeasures. Whatwastheresult?TheoverwhelmingvictoryoftheLiberals, whichwouldfinallymeanthegrant- ingoftrueself-governmenttoIreland.AllIrelandclaimedwasthe justright,nowPossessedbyAustralia,ofself-government,andwasonly whateverymanclaimedwhen he demandedhisrighttoattendtohis owndomesticaffairs.Irelandwantedapurelylocalgovernmentthe sameasTasmaniahad.Shewantedtodealwiththecontrolofher land,andtheeducationofherpeo- ple,anddidnotdesiretointerfere withtheworkingofthearmy,nav customs,orrevenueofGreatBritain.IfallEnglishmenunderstood whatIrelandwanted,HomeRule wouldlongsincehavebeengranted, butunfortunatelythemovementhad beeninthePastfoughtbyitsopponentswithcalumny,ignoranceand misrepresentation.That,however, was disproved,and lastthemenofGreatBritainwere beginningtoseethatIrelandwanted whatwasbutjustandreasonable. PreachingatFarm-streetrecently onthefifthPetitionoftheLord's prayer,"Forgiveusourtrespasses,' FatherBernardVaughanreferredto thedecliningbirth-rate. Itwas truethatasyetEnglandhadnot caughtupeoneothercountrieshe mightmentionontheirwastonationalextinction,butwhocoulddens thatshewasonthesameroadand unlesswarnedoffitatonce,would lateronpassnevitablythroughthe samegatesodoom?Duringthe pastthirtysearsEnglandhadslid downthebirth-ratedeclinemorerapidlythananyotherEuropeannation.Onlyforthetoilingclassesthe shrinkagewouldbefarworse.They hadcometothequestionofthenation. InanEast-endparishvery deartohimtherewereabout50' familiesand2,100children,anda smarter,brighterbroodthanthat hehadseldommet.

HeurgeduponCatholicsneverto trytododgeNature,orcheatGod, orrobtheircountryofitstruest wealth-humanlife.Whathewasoftee asked,wastheall-explanatorycause ofthefallinthebirth-ratewhere thepatriothonedtoseearise?It wasselfishness-thegospelofease wassupplantingthegospelofsacrifice. Withnonursersmakingits claimsuponthem,marriedpeople hadmoretimeandmoneyfortheir ownindividualself-gratification.Othercausescontributorytotheempt' cradleittishteasilyheadded,but therootcausewasself.Theyhad reachedadayinthelifeofhis countrywhenshemightfeelwellafraidofmeetingChristlest,looking herintheface,Heshouldse-"England,denythyself,takeupt1' crossandfollowMeEngland,sutler littlechildrentocometoMe,ant forbidthemnot."

Strangeindeed,itis, but true,that,asageneralrule,it istheonlyboy,whohasbeenspoiledandpettedthatfailstosecurea permanentsituationandtheonn girlwhohasbeenidolisedthat failstofollowhervocation,that missesheropportunity,thatcannot secureasuitableandsensiblehusband.Anumberofchildrenina familyhelptoeducateinkindness, unselfishness,andsociabilityallthe membersofthatfamily.Givingand taking,andsharingthingstogether, musthaveagreatinfluenceinrubbingoffuncouthcorners,andgiving eachcharacterafinishwhich.t mightperhapsneverreceivehadit beenanonlychild.

FatherGerrard,inhisbook recentlypublishedbyJoseph Wagner, NewYork,forthe modestpriceofonedollar,has veryreadablechapterontheblessingsofman,children.Inhissummingup,FatherGerrardgivesa fewpracticalsuggestionswhichserve toindicatetheattitudeCatholics oughttoassumewhenquestidnsconcerningthismatterarise.

Thefirstistokeepclearlybefore one'smindthefactthatthelawof Nature,thelawofGod,andthe lawoftheChurch,allcondemnany wilfulinterferencewiththeduecourse ofnature.

Secondlyweshouldprotestvigoroes'sagainstanyopinionsaPprosingofsuchinterferencewhensuch opinionsareproposedinconversationorotherwise.Thirdly we shouldboscottallnewspapers,books andbusinesshouseswhichmakea tradeinprovidingthemeansfor thisperniciouspractice.FOURTHLY OURCATHoLICPEOPLESHOULD TAKEAHOLYPRIDEINLARGE FAMILIESOFWELLBROUGHT UPCATHOLICCHILDREN.

gIhaveknownWesternAustraliaformanyyears,and,candidly,Ihaveneverseenabrighteroutlookforhereconomicdevelopmentthan isvisibletoday.Youknowsomethingofourgreatresourcesinthewayofgoldmines,ofrichland,oftimber,tonameonlyafewitems inournaturalwealth.Tillrecently,however,wehadthisdifficultytocontendwith-thatwewerehardlygettingsufficienthelpintheform ofsettlers,who,afterall,arethebackboneofeveryyoungcountryifyougetmenandwomenoftherightstamp. Butto-day,Iam pleasedtosay,thistroubleisatanend.TheGovernmenthasseenitswaytoinauguratealiberalpolicy,eventopayingthepassage, if necessary,oftherightpeople,andtheresultisthatwhereweweregettingathousandsettlerswearenowgettingtenthousand.

WesternAustraliahasneverexperiencedadroughtoverheragriculturalbelt.ThisimmunityisduetotheinfluenceoftheIndianand southernOceans.InourState,wherenewlandsareopenforsettlement,theGovernmentiscarefultoprovidewells,orreservoirs,inthe light-rainfalldistricts.Ofcourse,intheheaaerrainfalldistrictsnearerthecoastthereisnonecessityforthisconservation,exceptforirrigationpurposesforsummerfoddercrops.ThebesttestimonialthatcanbegiventotheProsperityofWesternAustralianagricultureisthesimplefactthat,whereasuptoaboutfouryearsago,orratherless,wehadtoimportourwheatfromotherStatesoftheCommonwealth,for theseason19o9-Iotherewasasurplusofwheatexportedamountingtonearly3,000,000bushels. IntheSanctuary,ontheEpistle side,standsamagnificentstatueof theSacredHeartofJesus;whileat eachendoftheAltarplatform,two elaboratemasterpiecesofangelic statuary,aboutfeethigh,addto themajeetyoftheAltar.These angelshavecandelabraimmediately abovethembeingsupportedbyburnishedmetallicbearings,gazingIlD infrontoftheangelstofourfeet aboveeachcandelabrumconsistsof livebranches.ThefirstMasswas celebratedeachmorningat6o'c., andaninstructionwasgivenjust afterforfifteenminutes.ThesecondMasscommencedat7o'clock. TheChoirincapitalvoice,rendered theMassonSundaysandtheBeneditionmusicandMissionHymns eacheveninginamosteffectivemanner.Thechildrenhadadailyinstructionet9o'clock.

ThegreatsolemnityoftheMission consistedofasermononthe"Ble sedEucharist,"preachedduringExpositionoftheMostHoly-Sacrament.TheartisticskillofthePresentationNunswasseenin the beautifulmannerinwhichtheHigh Altarwasdecoratedwithnatural andartificialflowers,andwithover sixtylights.TheChurchcouldnot containthelargecongregation manywereunabletoobtainadmission. Amongstthecongregation thereweremanynon-Catholicswho followedthefinesermonwithgreat attentionar.dinterest.

TheconcludingsermonoftheMissionwasfoundedonthewordsof St.PaulintheEpistletotheCorinthians:-"Bevesteadfastandimmovable."Itwasamostpracticalsermon,pointingoutthepitfallstobeavoidedandthecourseto bepursuedbythosewhowishedto gainpermanentfruitfromthegood resolutions,formedduringthemission.Judasbeganwell,butended badly,whilethePenitentthiefblottedoutalifetimeofwickednessby agooddeath.Magdalene,too,repented,andbecameaSaint.

Amarriageofunusualsolemnity wascelebratedinSt.Mary'slast Thursday,whenMr.JohnWhyteand MissMaggieMulloneywereunitedin theholybondsbyDeanRobinson. MissMulloneyhasbeenforyears aProminentmemberoftheChildren ofMary,theAltarSocietyandthe Choir.TheChildrenofMaryshowedtheirappreciationofthebride, inaveryPracticalwaybypresentingherwithabeautifulpictureof theSacredHeart,andassistingin regaliaatherNuptialMass.While theChoirdidlikewisebyassisting ingoodnumbersandsingingthe Mass.Theweddingbreakfasttook placeattheresidenceofthebride's mother,whentheusualtoastswere duly honoured. HeclearlyexplainedhowtheMissionwasaspecialgracesentthem byAlmightyGodtoenablethemto 'fulfilbettertheirobligationstoGod, totheirneighbours,andtothemselves. Thisbeingso,isitrotself-evident thateveryCatholicmanandwomaninthecommunityshouldsubscribetotheCatholicpress,and. inoreover,doallintheirpowerto spreaditbroadcastovertheground wheretheseedoferrorhasbeen sown? Everywherethedailypress goes.soshouldtheCatholicpaper. Ofcourseitwouldbewrongtosay thatallorevenanyofourAustraliandailiesdeliberatelyridiculeCatholicprinciplesandcatholicbeliefs, butinademAraticcountryli this,whereallshadesofthoughtand actionaresocloselyinterwovenit frequentlyhappensthatpublicopinionthroughthenewspapersisturnedagairstusonmattersofvital importance.ItmaybeBiblereadinginStateSchoolsitmaybe Catholiceducation,oritmaybe mattersofsocialimport.TheCatholicpositioncannotcoincidewith thatofotherdenominationson manyofthesequestionsandoutsiderswonderwhy.Thesecularpress attemptstoexplain.Itdoesso, falselyoften,inamannerthatbrings igintoridiculethroughmalice sometimesthroughignorancealways.Thenitis,thattheCatholicpresstakesitsstand.Ittakes upthesubject,pointsoutthefalsehood,definesourposition,andturns ridiculeintoapproval.TheCatholicpositiononmanyofthesequestionsisknown-orshouldbeknowninstinctiveltoallgoodCatholics butwhenweseethemexplainedand confirmedinthecolumnsofosr press,wearefortifiedinourknowledgeandstrengthenedinour beliefs.Isthis,then,notreasonenoughwhyeverymanandwomanwho lovesthenameofCatholicityshould subscribetoandencouragetheCatholicDress? Plainlyitistheir duty.Theyareboundtoupholdthe Churchandhowcantheydothis faithfullyiftheyfailtoupholdthe press,whichisoneofthemeans thattheChurchgivesus

Thenthereisanotheraspectto lookat.Somepapersexistunder variousguisesforthepropagationof filth,butthey,letushope,never findtheirwayintoCatholichomes. Catholicparents,however,should neverforgetthatmanyofourdaily journalshaveadecidedlypernicious influenceoverouryoungpeople.Everydayaccountsofproceedingsare publishedwhicharedecidedlyharmfultothemoralsofagreatnumberofthoseintowhosehandsthey fall.Editorsandproprietors of many"respectable"morningdailies wouldridiculethisstatementand declarethattheyaremostcareful tokeeptheirpaperspureandclean. ButIwouldliketopointoutthat theevilgrainisoftenhiddenbeneaththecloakofrespectabilityin amannerthatproducesharm. I admitthatthemajorityofourAustraliandailiesarebetterthanmost ofthoseoftheoldercountries,but eventheeditorsandreportersof Australianpaperstreattheirnews matteras"menoftheworld,"forgetfulthatalargepercentage of theirreadersareoftenderyears, youngandinnocentofthewaysof theworld.Theinsidiousness of viceoftenescapesandwhilstthe sub-editorcarefullyscoresthedetails"from.the"copy,"oftheaccurateandall-embracingreporter,he isjustascarefultopermitsomuch oftheclovenhooftobeseenaswill revealthepresenceof"something interesting."Forthemostparthe takeshisreaderintohisconfidence, onthePrinciplethat"anodisas goodasawink,"andforgetsthat manyofthosereadersareyoungand innocent.Tothem,rerhaPs,thenakedtruthwouldbelessharmful,for theyoungmindisinquisitiveand immediatelyasystemofenquiryis setupthatmayleadtotheknowledgeofsomethingworse.

ToCatholicsthisfactmust be decidedlydisconcertingfortheymust bearinmindthatwoefullyfewmen ofourowncreedareengagedon thedailypress,andfewerst"11have anypowerorinfluenceinthecensorshipofnewsmatter.Ourcodeof moralityisfarstricterthan-well "themanoftheworld,"anditis notrightthatheshouldbePermittedtotakeouryoungpeopleinto hisconfidenceandwithsundry"nods andwinks"recitetothemthehistoryofyesterday,accordingtohis standingofmorality.Byyoung peopleIdonotmeanthoseinthe vicinityofchildhood'syearsforhow manyofus,thoughnowofman's statetotterlikelittlechildreninthe pathsoffaithandrectitude.
