41. Mr.GinnellattackedtheEstates Commissioners,andsaidtheBillleft toomuchtotheirdiscretion. D' Parliamentdidnotsatisfythejust demandsofthefarmersofIreland theywouldbedrivenbackupona Policyofpayingnomorerent.They hadmadeuptheirmindstoalter thefacts,leavingParliamenttoadjustthelawstothechangedcircumstances.

AgrandoldNationalistpassed awayinthepersonofMaurice O'Sullivan,ofMitchelstown,atthe ageof82.Itwashe.whodurine thePlanofCampaignmovement transferredhisextensivepremisesintoafortandranuptheflag,"Plan ofCampaignnosurrender;evictors comeon." Foreighteenmonths "O'Sullivan'sFurt"provedimpregnabletothecoercionforces,and duringthattimewasvisitedby manyIrishandEnglishM.P.'s,includingamongthelatterMr.Labou,chsre.

Thedebateonthesecondreading oftheLandBillwasopenedbyMr. GeorgeWyndham,whomoveditsrejection.InmanyrespectstheexChiefSecretarywastherightman fortheplace,inviewofthesituationwhichhadarisen.LandPurchaseundertheActofIgo;had completelybrokendowntheAct hassnappedinitsmostvitalparts; andasitisthepolicyofMr. Wyndhamandthosewhothinkwith himtodeclaretheActisgoingon swimmingly,andthatitwillcontinuetogo on,ifonlyenough moneyispouredintothecapacious andinsatiablemawofthelandlords, itwasfittin.tthattherklithon. gentlemanshouldhavethrusthimself forwardtoinveighagainstanyattemptatamendment.

Mr.Wyndhamadvancedthemost fantasticargumentsatrainstMr.Birrell'sRill. Heindulgedinvague generalitiesabout"impedingland Purchase butheneverattempted toexplainawaythedead-lockto which"rottenfinance"hasled.

TheChairmanoftheI'-ishParty followedMr.Wyndham. Inhis openingsentencesheexpr.sedthehollowmockeryanddish-'nestsofthose whochargedtheIrishPartywithat temptingtoimpedeLandPurchase.

andtoperpetuateequalownership. Heshowedthattheforemostplank intheLandLeague,afterHomeRule wasUniversalCompulsoryLandPurchase,andherecalledthefactthat theIrishPartyunderParnellabstainedfromvotingfortheSecond ReadingoftheActof1881because hesetupdualownership.Themore hedeclaredhestudiedandexamined Mr.Birrell'sBill,themoreconvinced hewasthatitwasagreatanda statesmanlikemeasurefacingthe landproblemboldly,withanendeavourtofindarealremedy.

InaccentsofwitheringsarcasmMr. RedmondcalledupontheHouseif theybelievedMr.Wyndhamknew moreaboutIreland-moreaboutthe Irishpeople,theirwantsandtheir desires,andmoreaboutLandPurchase-thantheIrishpeopledidto votewithhimandrejecttheBill but,headded,amidstprolonged cheering,iftheHousethinksthe IrishPartyknowmoreaboutIrelandthantheex-ChiefSecretary does,thentheywillcarrytheSecondReadingofthisBillbyanoverwhelmingmajority.

attackedthe Bill,anddeclaredamidstthejubilationoftheUlsterOrangereactionaries,thatitwas"tearingupthe Actof1903."Inanotherportion ofhisspeechheexpressedtheopinionthattheactionoftheGovernmentwouldhavetheeffectofstoppingLandPurchasealtogether,and of"blowingthelandsettlementsky high."Inconcludinghisspeechhe createdsomeastonishmentbyannouncingthat,greatly,ashedisliked theBill,hewouldrefrainfromvotingagainstitindeferencetothedecisionarrivedatbytheParty.

TheattitudeoftheGovernmenttowardstheBillwaslaiddownclearlyandemphaticallybyMr.Cherry. Somegentleman,hesaidontheOppositionsidepretendedtothink thattheGovernmentdidnotintend tonasstheBill.Theynevermade ereatermistake.Hedeclaredthe GovernmentwasnevermoreinearncAtandtheyweredeterminedto passtheBillintolawatanearly dateinthecomingsession.

Mr.Birrell,risingatmidnight, wounduptheBillinaslashing sneech,whichsimplypulverisedall itsopponents,especiallyMr.WyndhamandMr.Campbell,andputthe Ministerialistsinexcellentgoodhumour. The-divisionwastakenat 12.10,andtheBillwasreadasecondtimeamidstprolongedcneers fromtheIrishandMinisterialbenches.

GoreyleadsinIrish.Thelatest "Fleortilheecht"wasabrilliant success.Thespeakerssaiditlifted theproverbialgloomoffGoreyand setenexampleforotherplacesto emulate.Theaudiencebrokeuph' theRinsingof"ANationonce aesin"Irelandisgettingtiredof the"Frog'sMarch."anthem.

Mr.P.J.Linane,J.P.,Ennis,who presidedatameetingforreorganisingthelocalbranchoftheU.I.L., saidhewouldnotsayoneword againstMr.WilliamO'Brien,butif Mr.O'Brienhadagrievancewiththe IrishParty,whyshouldhenotdeliberateitwiththeminaroom,insteadofattackingtheminhispaper. ItwasdecidedthatFather Hannanshouldbeaskedtobecome President.Mr.J.Kerin,T.C.,was appointedvice-president,Mr.P. Thedeathisvery,muchregretted inTraleeofSisterM.FlmilianDaly, whichtookplaceattheConventof Mercy,attheageof63years.The deceasedwasanativeofMullingar, andvolunteeredforanAustralian missionin1876,butreturnedowing toillhealth.

Kerry,howeverfieldedafairly strongcombinationagainstWaterfordinthefootballfinal,andwon sifterafairlykeencontestby 7 pointsto2.Intheearlierstages thegamewasareallyinteresting one,thoughitslackenedoffduring thesecondperiod.Beforetheconclusionofthefirsthalf,however, Kerrywerealloverthewinners. Theircombinationwasfarsuperior tothatoftheiropponents. ACONTENTEDIRELAND.

ThepeopleofEnglandmuststill exercisepatienceandforbearance,rememberingthatforagoodmanyof thethingstheythemselveswereas muchtoblameasanybodyelse.He certainlyshell.'beverymuchdisappointedifbeforetwodecadeshad passed,Irelandwasnot,fromone endtotheether,acontented,andto aconsiderableextentaprosperous portionoftheUnitedKingdom (cheers).Butnobodywhocameintohisposit;encouldhopetoescape attack.Still.hehopedthatwhen thetimecameforhimreallyto"get something,"liketheirChairman (laughter),cadtoretirefromParliamentaryturmoil,bemightyetbe abletocarryawaywithhimahappytemperandadeep-rootedconvictionthatonthewholethecountry wasgoingtopullthroughevery difficulty.

ItissaidthatthecaseforHome Rulerestsonmerelysentimental grounds. Theproperwordinthis connection,couldnotbesentimental butmoralandfromthemoral pointofviewtheHomeRulecaseis unanswerable.Goodgovernmentas SirHenry.Campbell-Bannermanhas raid,isnosubstituteforself-government.ButthegovernmentofIrelandisnotzood. Thereisamoneyargumentaswell asamoralareumentforHomeRule Itwillbefoundinthetablesat theendofthisphamplet.

However,thoughCatholicsarealyantagedbysalutarylegislationon thisimportantmatter,thatdoesnot relievethepriestandBishopofdeep concernandunendinganxietyfor theirflock. Ineveryparishand districttherearethosewhoregard thelawasadeadletter,andwho arenotmerelylaxinthisrespect, butfrequentlylapseintoastateof apathyandindifferencethataredeplorable.Foremostamongstthese offendersaretheCatholicmen."Why CatholicmendonotgotoChurch," isaproblemthesolutionofwhich shouldreceivemostseriousconsideration.InPerthandintheadjacent districtsthereisanabnormaldisproportioninthenumbersofmale andfemaleworshippersinour ChurchesonSunday.Thereisnot muchconsolationforBishopor priestintheconvictionthattheproportionofmenintheircongregation ismuchgreaterthanitisinthe congregation ofNon-Catholic Churches.Theyhavetodeplorethe prevalenceofanevilwhichinsteadof (liminis'iln.Tthreatenstoincrease. WereadilyadmitthattheavocatimasofsomeCatholicmendebar themfromattendingMassonSundays.RailwayOfficials,postand telegraahassistants,police,milkvendorsandservantsinProtestant housesareoftendeprivedofthis privilegeonSundays.Butweare oftheopinionthatgenerallyspearInsourmenhavenotasolidexcuse tojustifytheirneglect. Webase heardthemendeavourtoseekrefuge inthefrivolousassertion,thatthey aretoobad-gonetoofar-toassociatewiththegoodinGod'sHouse, asifthePublicanwerenotmore welcomethanthePharisee,accordingtoOurDivineLord'sallocation. Wemustnotbereadtomeanthat wedesignateChurch-goersasPhariseesfarfromit.Thereareothers whoconsiderintheirignorance,as muchasintheirmalice,thatthey' deservetheSunday'srestaftertae toilsomeandbusyweek.Noone seekstodeprivethemoftheirrest. IftheyonlyattendMasstheymay sleepanddream,andotherwise stretchandresttheirwearylimbs, andtheirfaggedbrainsfortwenty,threeoutofthetwenty-fourhours, tramSaturdaytoMonday.The everincreasingtendencyofCathoi mentoassociate,andfallinwith ProtestantsandtheirideasofmakingSundayadayofmerrymaking, pleasureseeking,andgeneraloutdoorenjoymentisoftenacauseor occasionforourmentomissMass. ACatholiccommunity mighthejudgedbytheirachievements.Throughoutthelengthand breadthofthelaidthemonuments ofitsfaithandself-sacrificewere visibletoall. ItsChurches,convents,schools,andhospitalswerenot rearedbytheendowmentsofthe wealthy.Theywerebuiltbythe voluntaryofferingsofthepoor,underthedirectionofthosemodern miracle-workers,thepriests. On theotherhandwhathadOrangeism accomplished?Wherewastheevidenceofitszealforsufferinghuman-

variablyfoundinthecampofreactionarypoliticians,whothrowtheir weiehtagainstthepartyofprogress oneveryoccasion. Thesemen wouldresisttothelastageneral applicationofthereferendumtolegislativeprojects. Therearemany.otherimoortant questo-etthatcoaldbesubmittedto referendum,butnoonehasever heardthesege:tryinadvocacyof suchaprocedure.Theirzealfora referendumisconflatedtothissingle questionofintroducingsectarianism intotheStateschools. Thisfact shouldleadthefair-mindedelectors ofVietOriatoviewtheagitation withsuspicion.Whenmenwhoabhorareferendumasaschemeforsettlingquestiolsgenerallyresorttoit foroneparticularobject,itwasfair tosurmisethatbeneaththeirplausiblewordslayasinistermotive.If majoritiesweretointerfereinmattersofconscience,thereferendum wouldbecomeanengineoftyranny, andhenceeverytruedemocratwould resistattemptstotwistthisdevice toillegitimateandimproperpurposes.
