Mr.ASQTTITH-Iamnotawareo aaydifferenceofopinionofanykind amongmembersoftheGovernment uponthissubject,andIamafraid thatnothingIcouldsaywouldallaythefeelingsofapprehensionto whichthehon.memberrefers.

ViscountHELMSLEY-Areweso understandfromthereplythatthere isnodifferencebetweentherighthon gentlemanandthePresidentofthe BoardofTradeandthatalthoughthe

ongstthoseservedbeingalargenumberofplanters,whohaverecently signedfortheEstatesCommissionerssurrenderingtheirland.

TheChancelloroftheExchequer hasinformedMr.TimothyDavies, M.P.,thatthetotalnumberof claimsreceivedbytheOldAgePensionsOfficersuptothe10thinstant amountedto468,164,ofwhich273,862camefromEngland,131,610from Ireland,49,077fromScotland,and 13,615fromWales.

Englishpotatoes.UndertheDepartmentalorder,recentlyissues,itis madeunlawfulunderpenaltyoften poundsforeachoffenceforanypersontolandinIrelandanypotatoes sodiseasedorsuspectedofbeing diseasedbroughtfromanyplaceout ofIreland.Itbasbeensuggested thattheonlywaytoensurethe keepingoutoftheblackscabisto absolutelyprohibittheimportation ofEnglishpotatoeswhilethedisease isknowntoexistinEngland.But ifthatshouldbeconsideredtoo drasticacoursetoadoptthere mightatleast,beregularinspection atthedifferentportsoflandingof allpotatoescomingfromEnglandun tilthedangerispast.

Mr.JohnDillonaddressedagreat NationalmeetingatPreston.He receivedasplendidwelcome,anddeliveredaninspiritingspeech,inthe courseofwhichhesaid,theIrish Partystandsto-daybeforethe worldunitedandmorepowerfulthan ever,anditisasfreeto-dayaseverinourhistoryfromanyentanglementsofallianceswithanyEnglishparty.

WehaveanominalHomeRule Partywhohavesupportedatthe pollsandinparliament,aGovernmentthathasbounditselfnotto dealwithHomeRuleduringthis Parliamentwhosupportamember ofthatGovernmentatManchesteron thestatementthattheMinistryat thenextGeneralElectionwillnot renewthatanti-HomeRulepledge, andhaveknowinglyandsystematicallytriedeversincetodeceivethe Irishmenofthesecountriesintobelievingthatthiswasapositiy.e pledgeonthepartoftheLiberalsto dealwithHomeRule.Thatis thejugglerybywhichHomeRuleis beingusedtoservetheLiberals.It isonaparwiththepretencethat !snowbeingmadeofresentment, whilefeelingrunshighamongstCatholics,againstMr.Asquithand'his Governmentonthereligiousquestion.Butmarkmywordsforit,it isaltshamandhumbug.ThesePenalLawswillstand.Weareonly "Papists"whomitissafetoinsulteand,whileoneofourCatholicleadersdoesnotthinkhimselfdegradedbygoingtoactastemporarycuratetoaNonconformistparsoninLondon,whoisoneofthe loudestofthebigotsthatcallfor ourhumiliation,wehadbetterhold ourtongues,ifwehavenotthewill northepowertomakeourrepresentativesrepresentus.

AnothermatterthatusCatholics shouldnotreadilyforgetisthehabitualattitudeoftheEditorofthe "West,"to thingsCatholic. Thatmanwhobecauseofhis" "andindecisiononallpublic questionsmightbedescribedasthe UriahHeepamongjournalistsisalwaysreadytopunishanythingcalculatedtotarnishthefairnameof theChurch.inproofofthisletme referyoutothescurrilousletteraboutourBishoppublishedinthatpaperafewweeksago. Manytoo, willremembertheNo-Poperylectures,wereadinthatpaperfromtime .iotime,describingtheerrorsof RomethevicesofNunnery,thesuperstitionofthepeople,andthecunningofthepriests,andyetsuchan importanteventastheannualprocessionatSubiaeo,wheretholisands congregateisdismissedwithafew lines.

TheremarksofMaxO'Rellon theChurchandhercalnuminatorsintheColonies-arebothinteresting andamusing:-"One,"hesays,"eau notbutbestruckbytheprogress madeandtheimportanceacquired bytheCatholicreligionintheEnglishColonies.Thisimportancehas alsostruckmeinCanadatheU. Theexpeeted,hashappenedinthe returnoftheMinisterforMines. OnFridaythingslookedblackenoughforhim.Almosteverynewspapersangsympatheticdittiesfor hisopponent,andrumourhadit, thatthepresscriticismandthepress jeremiadswoulddoincalculableinjurytoGregory'sprospects.Yetin almosteverylabourstronghold,Gregory,notonlyheldhisown,butin manycasesimprovedhisposition. InoneplaceGregoryscoredalmost thirtyvotesmorethanatthelast election,whileinthesameplace twentylessvotedforthelabour man.

SpeakingtoaLabourmanof sounddemocraticprinciplesandgenuineearnestnessonthedaytheresultsbecameknown,thewriterwas surprisedtohearhimsay,thatthe Laboritesdistrusttheirownleaders. Whenaquestionorissuecomestoa crisis,theywouldrathertrustthe deviltheyknow,thanthedevilthey don'tknow.TheLabourprogrammeisadesirableone-hecontinued -hutwherearethementocarryit. out? Wherearethemenwecan dependon?Youmustseehowdifferentmenarewhentheyenterthe House,andlookonthemselvesas thelegislatorsofthecountry,from thesamemenwhentheystumped thecountryandsoughtoursuffrage. Itwassaidthat manyvote!forGregorythistime, whoshouldnotvote,and.thatthere weremanyotherthingswhichaffectedtheelection,andgivereasonable groundsforupsettingit.However, inviewofthesubstantialmajority withwhichGregorywasreturnedit isveryunlikelythatanypetition willbelodged,especiallyasthecomplaintsofillegalitiesareforthe mostpartfictitious.

my,buttheCatholicChurch,and whofearsnobogeyasmuchasthe onetheyrepresenttheCatholic Churchtobe.Thereasonisnot fartofind.NootherChurchor denominationissouncompromising indefenceoftruereligionandmoralityasistheCatholicChurch.No otherhasadogmaoramorality,exceptitbeaconventionalone-to putforthanddefend,andhenceaspirantstoSocialism,rationalism, andmaterialism,andlowdownprotestantismhatetheChurchanddecoyheroneverypossibleoccasion. Hervoicemustnotbeheard.Her interferencemustbeforbade.Her moralcodemustnotbeobserved, andthis,herenemies,call"British Justice."Theydenyhertheright andprivilegethattheywillinglygive everysycophant,ranterandbawd, thattakeuponthemselvestheodiousmissionofaimingandmisrepresentingtheCatholicChurch.

Hence,althoughCalvinconcedesto Zuinglius,thatthesacramentsare, asitwere,acertainprofessionof ourfidelitytowardsGod,inthis pointhowever,doeshedissentfrom him,thathedeniesthistobethe onlyortheprimaryuseofthesacraments,andforthiscause,whilst hedoesnotmentionthenameof Zuinglius,heopenlyopposeshisopinionintheportionofhisworkaboveindicated,andabolishesallhis argumentsonebyone.Butbetween LutherandCalvinthereisthisdifference,thatwhilsteachmakesthe sacramentstestimoniesorsealsof thedivinepromise: LutherWould haveitthatthispromiseisofpresentjustification,butCalvinofeteralelection.(predestination?)Whereforeinhis"AntidotetotheCouncil,"sessionthesixth,chapterthe fifth,hesays,thatinfantsarebaptised,nottobereceivedbyGodin "theadoptionofsons"butthat thesealmaybeputtothepromise oflifewhichpreviouslyalreadybeloneedtothemthroughthegraceof predestination.Andintheseventh session,seventhcanon,heaffirms thatthesacramentsaretobereferredtothisendthattheymakeus certainofthatperpetualadoption andgracetowhichwehadbeenpredestinedbeforethefoundationofthe world.

Thisopinionanddoctrine,however is,onmanyaccounts,false,absurd, perniciousandimpious.Foritis plainlyrepugnanttothescripture,it shutstheKingdomofHeavenagainstmany,itmakesthesacraments false,theministerssacriligious,it makesGodaliar,and,asitwere, aperjurer.Ifitisnotfalsetosay asacramenthasreferenceonlyto thepast,thatis,tothegraceof election,whydoesAnaniassay,speakingofthepresent,-"Arise,andbe baptized,andwashawayyoursins? WhydoesPaulcallBaptismthe "layerofregeneration?" Why doesPauldeclarethatthissame Baptismisreceivedfortheremission ofsins?And,finally,whattemerityisthis,orratherfuryandmadnesstochallengeCatholicstoconsultthescripturesandnevertheless. beunwillingtolistentowhatthe scriptureseverywhereproclaim,and really,obstinatelytoassertanddefendwhatcanbenowherepointed outinthesacredwritings. Amongthesavagesnearlyallare poortheancientcivilizations,even themostrefinedofthemasthe GreekandtheRoman,hadimmense numbersofpoor. Ardalmostal wayspoverty,evenamongtheGreeks

andRomans,wasaccompaniedby anotherevilgreaterthanitself,that ofslavery.NeitherdidpovertydisappearwithChristiantimes,aitno ughaswehavesaid,andaswill r,eseenfurther,it,war;partlyennooledandpartlydiminished.But whatistrulyamazingistoseethat eveninourtimesamidthesplendorsofricaesandmilliards,Poverty isstillsowidespread. Forthelastfiftyyearsunbelievers andCatholicsalikehavebeenstudyingtneproblemofhumanpoverty. andendeavouringtovanquishthis enemy,buthithertotheirefforts havegivenverylittlefruit.Ihave reflectedoftenandsadlyonavery significantfactwhichhappenedafew yearsagounderourowneyes.In London,therichest,mostflourishing andmostindustrialcityinthe worldtherewerefoundhalfamillionpoorpersonsgladtoavailthemselvesofthebountyofadinnerfrom themunificenceofKingEdward. Science,civilization,progress,industry,thephilosophicalteachingsof Mar,theeffortsofKetlerandof :Banning,haveallbeenofbutlittle availtoputastoptotheevil.The poorofLondonalonearenumerous enoughtoformbythemselvesadenselypopulatedcity.Itistruethat thesehalfmillionofEnglishpoor, andalmostalltheotherpoorofour moderncitieshavefewerprivations thanthepoorofothertimes,but lookingintothesituationmorecloselyitwillbefoundthatthepoor ofthetwentiethcenturymustsuffer farmorethanthose,bothbecause theyseearoundthemaquantityof materialgoodsunknowntotheancientsandbecausethestimulusof desiregoadsthemmorekeenly.Who knowsbutthatmanyofthepoor oftheRoyaldinnerinLondonsufferedmorethanthebeggarinthe Gospelparablestandingatthedoor oftherichmanclothedinpurple andfinelinen,andhungeringfor thecrumbsthatfellfromhistable. Buthoweverthatmaybe,ChristianityhasperformedpovertynotonlyinthewayIhavesaidbutin manyothers.Withusthepoorman isnotthecontemptiblecreaturehe wasalmostalways,inancienttimes. The benefitsdonebyChristiancharityare likethegrainsofsandonthesea shorewhicharebeyondcounting.

Butdoesallthathasbeendoneand isbeingdonecorrespondwiththe Christianideal? No,athousand times,no! Wearestillanimmense distancefromthegoal,andwemust greatlyhastenoursteps,notchangingfromtheoldroad,butadopting allthenewmethodsatourdisposal totraverseagreatdistanceina shorttime.Letus,therefore,loot Christianbenevolenceintheface,and firstofallletusthankGodthat whileouradversariesoftendescribe itasdegradingandcontrarytohumandignitytheythemselves,bye ofthesalutarycontradictionof times,frequentlypromote stjiy didforinstance,during emisfortunesofourbrethreninicily.

MeanwhileIshallheremanifesta thoughtwhichtosomemayseemonlyabeautifuldream.Woulditnot hewellthettheItaliannation shouldleadthewayforallothersby establishingaBoardofBeneficence, andLabourinitsministry?Iun itethetwothingsherebecausethat unionisdeartome,andIbelieve thatitwouldprovemostuseful,esnecialleinourtimes.Trulyitisa beautifulthingtoraisemenfrom misery.butisitnetstillmorebeautifultoliberatethemfromidleness andtoputthemontherightroad,

commandedforall,whichistheroad ;Ala-our.Taxationisthecontributeedorpriatemoneyforthepublic good,andwhocandenythatamost seriousandmostimportantelement ofthepublicgoodisthebetterment ofthecondition,oftenreallydeplorable,ofthatportionofthepeople thatlaboursandsuffersforthe wholenation?
