Ifoundmanychildrenwhocouldrecite frommemoryanypassagegiventhemto read.Theteachersinallyourschoolsare teachingthechildrentoreadoneparticularbook.Therearenosupplementary readersusedinyourschools.Theseshould besuppliedforallstandards.Suitable bookswhichwillamuse,interest,andinstructtheirreaders,cannowbebought, forafewpenceeach.Thereverendmanagerofeachschoolcouldselectthesupplementaryreadersforeachstandard. Theventoflibrariesintheschools makeasupplyofsupplementaryreaders moreurgent.Teachersmustnotneglect torequirechildrentogivethesubstance --subject-ofaparagraphintheirown wends.Therecitationswere,ingeneral, welllearned,andbettersetsofpassages wereselectedbytheteachersthisyear. Whentheuptightsystemofwriting wasintroducedintotheStateschoolser '98,1objectedverystronglyagainstits introduction,andrecommendedtheadoptionoftheCivilServicestyle.Theuprightsystemhadeightyearsoftrial,and failedwjustifyitselt.Children`who; useditneverattainedafairrateofspeed indictationandtranscriptiontests.the uprightsysteinhasbeensupplantedby thecivilserviceinall,savethree,ofyour Lordship'sschools,andwithverybeneficialresults.

Thewritinginthesenorsthus;ear wasgood,andwasmolelegible,more rapiu,andneaterinappearancethanit wasayearago.Objectionsweremade bysomeoftheteachersthatthechildren wouldnotchangefromtheoldstyleto thenew.Resultshaveshowntheirfears werenotwellgrounded,foreventhe childreninVI.andVII."took"totne newstylepromptly,andhaverepeated]. coalmetheylikethecivilservicehand "immensely."

Thereisonegiievouserrormadehe toomanyteachersinyourschools.They imagineawritinglessonneedsnopre paration.Childrenshouldhavelessons. carefullypreparedby,theteacherbefore hand,on-loopings,joinings,shapesofletters,etc.,andthesehavereceiveehut scantattentionin1907.

WhereIfindgoodreadingIexpectto findgoodspelling,andamrarelydisep. Iointed.Thespellingindictationexec visesandinthetestwordswasvery good.Thespellingincompositionacid otherexercisesisfarremovedfromgeoc., anddidnotreachtotheleveloflast year'smarking.Ihavereportedunfavor- ablyonthissubjectinallmyreports.I recommendtheteacherstoreadagainmy reportfor1906,andtoreadupthissubjectinFitch,andinoneortwoofthe bestmodernworksonschoolmethod.
