FortheeducationallawsofWesternAustraliaas theybearuponCatholicsarecruel, unjust,andtyrannical.Theystandthe livingembodimentoftyranny,naked andunashamed,andascallousasany practisedunderthereignoftheRussianortheTurk.Ourpoliticians andbuddingoratorsmaydeclaim aboutandapostrophisetheliberty, fairness,andthedemocraticspirit ofourAustralianinstitutions,but whilstthepresentEducationLaws remainasadarkblotandadisgrace upontheStatutebook,thewordLibertyorEquality,orJusticeisbut hollowmockery,comingfromthelips ofthehypocrite,idiot,orknave.For Catholicsthereisnoequalityorjusticeintheland.Theyaremade pariahsandhelots.Catholicchildren inWestAustraliaaretreatedasoutcastsinthelandthatgavethem birth.AndCatholicparentsarerobbed,plundered,andpenalised.
Thanthismoreconvincingtestimony couldnotheadducedtoprovethestrengthandthe:sincerityoftheprinciplesor whichCatholicsrejectasunsatisfactorytheState'ssystemofeducation. Nomorestrikingproofofthedepth andgenuinenessoftheCatholicregardfortrueandChristianeducation couldbeimaginedthanthatthey shouldmulctthemselvestothestupendousamountof£100,000ayearin ordertogivetheirchildrenthateducationwhichalonetheydeemtobe theproperkind.Thatthey'should shoulderthatenormousburdenpatientlyandwillinglyfromyeartoyear conclusivelyprovesthattheGovernmentsystemofeducationisunsatisfactorytothem,unjusttothem,and crueltothem.ItisTYRANNYof themajoritypractiseduponahelpless minority:itisanoutrageonjustice: itisapenaltywhichCatholicshave topayfortheirreligion,andwhich weretheyrobbedofitopenlyand violentlyinsteadofunderthecloak ofanunjustlaw,wouldconsigntheculpritstotheonly fittingplaceforthem-behindprisonbars.Catholicsarethevictims ofaninjusticeandatyrannyascruel andoutrageousaswaseverthatinflictedbythemostunscrupuloushands ofbuccaneers.

ThisfinebuildingofelSt.Patrick's,has.oflateyearsfalleninto gradualdisrepair. Allthecircumcumstancesmentioned,impressedour zealousBishop.whowouldhaveerectedthenewSt.Patrick'ssomeyears ago.hotforcertaindifficultiessince removed.Itisforourpeoplenowto seethatthesurroundingsoftheirnew schoolareacredittotheCatholic name.

In1894,theBishop,Dr.Gibney, placedSt.Patrick'sschoolunderthe managementoftheChristianBrothers. Thethenschool,thebuildinginIrwinstreet,wasintendedbyDr.Griverto servethedoublepurposeofahalla,nd school.Thebellinthebelfryl'the westendhasnotbeenusedsincethe erectionoftheFireBrigadeStation. SuperintendentLapsleyfoundthathis horses.becameexcitedbythetonesof thebell,theseintelligentanimalsimaginingtheyheardasummonstoa fire.Theformer',St.Patrick'shada touchoftheGothicinitsconstruction, asmaybenoticedinthelonglancetlikewindows.Attheeastendwere threeporches,north.eastandsouth: atthewestasingleone,Therewere twocommodiousclass-roomstowards thewestend,andthemainhallwas dividedforschoolpurposesintotwo byapartition. Thefloorandthe raisedplatformattheeastendseems asplendidpieceofworkinanshin. In1894theenvironmentwasagreeable.TherewasaroomyPlayground. inpartscoveredwithgrass:someof thehousestothesouthwerenon-

Theplanofthebuildingisinthe formoftheletterH,andcomprises fivelargerooms,threeofwhichare schoolrooms,andtwoclass-rooms. Thecentralroom,whichisthelargest,is40feetinlengthby25in inbreadth;theothertwoschoolrooms areeach36feetinlengthby25in breadth,andeachoftheclass-rooms 25feetby25,withaclearheightof 15feetfromfloortoceiling.The buildingisofredbrie(withcement dressings.onCottesloestonefoundations,andthedesignissevereintype, nomoneyhavingbeenwastedonexternalembellishments.Thewallsare 16inchesthick,!builthollow,and battledtogetherintheusualmariner. Theinternalstructureisthesimplest possible,therearenoprojecting mouldings,withtheexceptionofthe necessarymanrails,andalltheopeninnsofthedoorsandwindowsare finishedwithplastersnlavedjambs. Theceilingisofstampedmetalofthe plainestdesign,andthewholehas beencarefullystudiedsothatdust cennotaccumulateonanypart. A cementdado5feetinheighthasbeen

Havingcompletedtheblessinghis Lordship,accompaniedbyhisattendants,cametotheterraceattheside entranceoftheschoolfacingLordstreet.Hethenformallyfleclaredthe schoolopen.
THEBISHOP'SADDRESS.
Informallydeclaringtheschool open,inthecourseofabriefspeech, BishopGibneyobservedthatthe foundationdayoftheStatewasJune 1,butthiswasonlythesecondday ofthemonth.Theircelebrationcertainlyaddedanotherstonetothe foundation,rearedasitshouldbe reared,onagoodsolidChristian basis.TheschoolwasforCatholic boys(thoughit. wouldreceiveand educatechildrenofanydenomination), anditwasunderthecapabledirection oftheChristianBrothers,butfor whomitwould,probably,nothave beenerected.Thegroundonwhich thebuntlinestoodhehetieivenhimself;buttheschoolwouldbethegift ofthepeople.Hecouldnothelpremarkingitwasahardshipthatthe CatholicpeopleoftheStateshouldbe calledupontoopentheirpurses*to buildaschoolfortheirchildren whileiftheychosetoturnMahomedans,Jews,Anabaptists.Psbyteriansor.infact,anyotherfaith,they wouldnothavetopayapound. MerelybecausetheywereCatholics, andfollowedthedictatesoftheir consciences,theyhadtopayfortheir schools.Notonlyhadtheytodo this,but,inaddition,theyhailtopay aquarterofthecostoferectionand maintenanceofalltheotherschools intheState.TheCatholicsofthe Statepaid£30,000towardstheState education,andatleast£30,000more foreducationintheirownschoolse altogethertheycontributed£60,000a yeartowardseducation.ItWaf; indeed,persecutionforconscience's sake. Hehopedadaywould comewhentheAlmightywould seefittochangethisStateof affairs.Seventeenyearsafterthe colonywasfoundedtheSistersof MercyarrivedatPerth,andopeneda school,thisbeingalmostthefirstattemptateducationinWesternAustralia.TheChristianBrotherssubsequentlytookupthegoodwork,and eversincethattimehadtheCatholicportionofthepopulationbeensubjectedtothisunjustpersecution.He ardentlyhopedthatthedaywould comewhenthewords,"Ihaveloved justiceandhatediniquity"wouldbecometheguidingprincipleofthe Government.Theyenuntiatearule bywhichhehadalwaysregulated hisconducttowordsallmen. He wouldaskthemtoremember,however,thatblessedwere:theywhosufferedpersecutionforthesakeofjustice.

Thousandshaddiedinhercause;her herchurchesandschoolshadbeende stroyed,butshe'rosePhoenix-likefrom theashes,withfreshpower,strength, andverve,which,bytheirverymanifestation,condemnedherpersecutors toexecration.TheChurchresolute, refusedtodivorcereligionfromeducation.Shedidnotwishscience tobeadeadandinertmassbut thoughtitshouldhaveasoul,and thatsoulshouldbereligion.Anysystemofeducationwhichconfineditself tothevisibleandpurelyintellectual portionofthemanwasimperfect.Any systemwhichexcludedGodcouldnot revealthetruth,butwasaretrograde andimpioussystem,thecertainresultsofwhichmustberecognisedby everymanofcultureandmoralresponsibility.TheeffortsoftheCatholicChurchinthecauseofreligion hadformedmonumentsthroughoutthe centuries;therewasnotasingleuniversitythathadattainedremarkable prominence,buthadbeenfoundedby Catholics.TheChurchwasstill. carryingonthegreatworkofeducation,andinWesternAustraliathe schoolthathadjustbeenopenedmarkedanotherplankinthegreatscheme ofeducationwhichtheBishophadin hand.HisLordshipwaspreparedto spendliberally.andtoincurdebtsin thework,feelineconfelentthathis peoplewouldseetheenterprisesafely through.

ThechairwasoccupiedbyRev.GeoO'Neill,S.J.,F.R.U.
