Wedesiretostatethatourmeaning wasquitedifferent. ThestraiseMforwardn,essanddistinctannouncementsthathavebeen madebythelateandthepresent ChiefSecretaryforIreland,oftheintentionoftheGovernmenttodealat oncewiththequestionofhighereducationinIreland,havebeenreceivedin thiscountrywithintensesatisfaction.
Afterlongandwearyyearsinwhich wehavebeenagitatingforthismeasureofeducationalreform,asifit weresomeexceptionalprivilegeinstead ofoneofthemostelementaryconditionsofmoderncivilisation,ithas beenanimmenserelieftobeaddressed byrepresentativesofaGovernment whonotonlyrecognisethejusticeof ourclaim,butpledgethemselvesto dealwithitatonceintermsthatadmitofnomisunderstanding.
TheemphaticandexplicitcontradictionSythepresentChiefSecretary, On the6thinst,,ofthemischievous assertionthattheGovernmenthad resolvedtopostponetoanotherSessionofParliamenttheintroductionof theirBilldealingwiththequestion, hasbeenafurtherassurancetousof theearnestnessandgoodfaithofthe Government,andweare-nowfullof hope beforetheendofthisyear weshallseeaprovisionmadefor highereducationinIrelandthatwill givethiscountryafreshstartinlife, andachanceofrealisingthehopesof progresswhichrecentlyhavebeen stirringamongstus.
Astotheparticularplanofreform onwhichtheGovernmenthasresolved toproceed,itis,inouropinion.quite possible.withinthegeneraloutlineof thatplan.tomeetsubstantiallythe claimsthatwehaverepe'atedlyput forwardonbehalfoftheCatholicbody inIreland,andatthesametime makesuitableprovisionofthegeneral educationalinterestsofthecountry.
IntheMemorandumsentinbyus onthe25thofJuly,1906,totheRoyal CommissiononTrinityCollege.Dublin.andtheUniversityofDublin.we statedthatinouropiniontheCaAholiesofIrelandwouldbepreparedto 'acceptanyoneofthreeplansofsettlementoftheUniversityquestion. Thatisstillourbelief;butatthe sametimewefeelthattheGovernmenthaving,intheexerciseofits undoubtedright,madeitschoice amonesttheseplans,itisourduty loyallyandfairlytomeet.themand givetheirproposalsourmostfriendly andsympatheticconsideration.
Weacceptitasfinal,andasthesettlement,inourtime.of.theIrishUniversityquestion. Ofcourse,neither wenoranyoneelsecanforeseewhat thenaturaldevelopmentofinstitutions maybringwithit,butontheconditionjuststated.asfarasweareconcerned.weshallconsidertheCatholic. grievanceasremoved,andthewhole questionclosed.
Atthepresentstage,asisobvious. wecannotgofartherthanthisexpressioningeneraltermsofourapproval oftheGovernmentplanofaNational Universityasthebasisofasettlement.Whenascheme.workedoutin fulldetail,andshowingitspositive provisionsbothforthegeneralinterestsofeducation.andforthespecial interestswhichitisourfirstdutyto protect.hasbeenformulated,weshall beinapositiontopronounceadeliciteopinionuponitsmerits.

ThehighestCourtofAppealhasjust delivered(saystheDublin"Weekly Freeman")ajudgmentunanimously confirmingthedecisionofthemajor- ityoftheCourtofAppealinIreland, whichpracticallymeansthatboycot- tingintheordinaryacceptationofthe word,withoutintimidationorviolence,islegal,andcannotbemadethe subjectofacivilactionmuchlessa criminalprosecution.Itisnownearlyayearandahalfagosincetheremarkabledecisioninthiscasewas deliveredintheIrishCourtofAp- peal,anditisverypossiblethatsome ofthefactshaveescapedthememory ofthepublic. Thetroublebegan whenMissRoseSweeneywasappointedsewingmistressof;theCarntaLl School,Co.Tyrone,bytheRev.W. H.Bailey.TheRev.Mr.Baileywas aPresbyterian,butMissSweeneywas aCatholic,andherappointmentwas bitterlyresentedbytheextremeProtestantsofthedistrict.Foremost amongstthosewasMr.Coote,J.P., whofirststronglyremonstratedwith Mr.Bailey,insistingonMiss Sweeney'sdismissal,and,failing.,then calledameeting,atwhichanumberof parents,himselfamongstthenumber, resolvedtowithdrawtheirchildren fromtheschoolsolongasMiss Sweeneywasretainedasschoolmistress.Proceedingswerebroughtby MissSweeneyagainstMr.Coatefor conspiracytoinjure,andadecision waspronouncedinherfavourby JudgeBarton.Thatdecisionwasreversedonappeal.Therewasnosubstantialdisputeastothefactsofthe case.Acertainamountofintimidationwasproved.Hugecrosseswere paintedonthechurchoftheRev.Mr. Bailey.ButMr.Cootewasnotin anywayprovedtohaveparticipated inthisintimidation,andthecasewas decidedonthefactsasalreadyrecorded. Mr.Campbell,K.C.,whowasthen Attorney-General,ledforthedefendant,anddeclaredthatthereweretwo kindsofboycotting-withviolenceand without-andmaintainedthatboycot- ting,inthepopularsenseoftheword. withoutviolence,waslegal. The Courtacceptedthisdoctrineintheir judgment.ThethenLordChancellor (LordAshbourne)laiddownthepro- positionthatconcertedactionresultingfromacoincidenceofopinion,even thous+theintentionwastoinjurea thirdparty,wasnotactionableso longastheactdonewaslegal,acoexistingintentiontoinjurewouldnot makeitillegal.LordJusticeHolmes stronglyvindicatedtherightofparentstoagreetowithdrawtheirchildrenfrontschoOlunlessateacherto whomtheyobjectedwasremoved.He instancedtherightofTradesUnioniststoservenoticebyagreementof withdrawalfromemployment,andto gouponstrikeiftheiremployeremployedanon-unionist.Inthis'view LordJusticeFitzgibbonheartilyconcurred.ThatableandlearnedJudge laiddownthelawclearlyandempha- ticallyinhisjudgment."Itwould beaninterminabletask.andapresumptuousone,"hesaid,"formeto analysethejudgmentsofthehighest authoritiesonthismatter; butI amsatisfiedthatthereis,noauthority orprincipletosupportthepropositionthatanactmaybedonelawfully byeachoftwopersonswithoutincurringanylegalliabilityforconsequent lossthereon,hutyetthatthesame actdoneinthesameccmselquences,is actionableifitisdoneinpunsuanceof apreviousagreement."Thisview was,insubstance,confirmedbythe HouseofLords,fromwhosedecision thereisnoappeal.Itmaynowbe

Itis,ofcourse,nothingnewtolearn thattheexclusivelylairnoelandProtestantParliamentofIreland,both beforeandafterGrattan'sDeclaration ofIndepennence,wasabodyextremelysusceptibletotheartsofthecorruptionist. Itis,however,going somewhatfartoargue,asthe 'Times-argues,thatamodernnative Parliamentwouldbeequallydisreputable.Toexpectthe"Times"tobe quitefairinitsargumentsuponthis pointwouldbetoexpecttheimpossible,andthefactdoesnotinanyseriousdegreeimpairthegeneralinterestofitsnoticeofDr.Hunt'shook. ItisnecessarytorememberthatSir JohnBlacquiere'smemorandawere drawnin1775.andthatthesuccessof Grattan'smovementin1782,waslargelytheresultofnationaldisgustat theexistenceoftheabuseswhichhe socarefullynoteddownfortheguidanceofhisViceregalmaster.
Wearetoldthatundereachnamein themanuscriptarestatedthevarious offices;sinecures,perquisites,etc., whichhadbeengiventothememberor hisrelationsandfriends,eitherbythe lateLordLieutenant,Townshend,or byHarcourthimself.Theprocesshad beengoingonforsowtimeunder thesystemwhich'prevailedbefore LordTownshendwasappointedin 1767.Thatsystemconsistedinthe managementoftheIrishHouseof Commonsby"undertakers"-threeor fourgreatmenpossessedofnumerous poeket-boroughsandotherinfluence, who,bycombiningtheirnomineesand followerscouldcommandamajority withwhichthey"undertook"tocarry ontheKing'sbusiness,Inaninstructivetableappendedtothelist ofmemberswefindthatin1775Lord Shannoncommanded18votesMr. Ponsonby(theSpeaker),22theDuke ofLeinster,11;LordEly,7;andso on. WhenTownshendarrived,Shannon,HelyHutchinson,andPonsanby "madehimtheusualoffer;theywould carrytheKing'sbusiness,including theaugmentationoftheiarmy,through Parliament,iftheymightdispense patronageamongtheirfollowersand havecertaingoodthingsforthemselves."Thiswasprecise;ywhat Townshendwasinstructedtorefuse. TheGovernmentwantedtoruleas wellas:reign,andforthatpurposeit proposedtodothebribingitself. Withagooddealoftrouble,aided bythe"ratting"ofHelyHutchinson fromtheOpposition,thenewLord Lieutenantsucceededinhispolicy.He securedasettledmajority,bandlefta pensionlistofnearly£80,000ayear. OnthissystemofcorruptionDr.Hunt remarksthateinspiteofitsevils. Ithadsomecomparativeadvantages.Therulingoligarchywas Trish;the'"Irishinterest"wasinno smalldegreepreservedfrombecomingthepreyofalienofficialsandadventurers,andtheundertakersconferredsomesubstantialbenefitsupon hercarryingoutpublicworks,a fruitfulsourceofjobbery,andby encouraginghertrade,whichwas crampedbyrestrictions.Political corruptioninIrelandwasperhaps notgreaterthaninEnglandatthe same,period,andwemustremember thatmanyatransactionwhichseems tousutterlycorruptwasthenheld toheanaturalandevenlaudably

Blaquire'smaster,LordHarcourt, appointedin.1772,continuedTownshend'spolicy,andwithaddedcause, fortheBritishGovernmentwasanshinstoget,leavetousemoretroops fromIrelandfortheAmericanwar. HeevenattemptedtobribeHenry Flood,whowantedtheProvostshipof TrinityCollege.Hewouldnotgive himthat,butheprovided"agreat andhonourableappointment"forthe leaderofthepatriots:Harcourtdevelopedhisplan:He wantedtheprovostshipforHelyHutchinson,theprimesergeantandalnager(el,measurer-asinecureoffice) Hutchinson'splaceasprimeserjeant wasworthCI.100ayear,andhis professionalearningsbroughtuphis profitstobetween£4,000and £5,000. TheaboriginesofW.A.arecommonlyconsideredasaverylowclassof peopleinthegreathumanfamily.Often,withunpardonableinjusticeto them,thereisnodifferencemadebe'tween"thewildblacks"andunreasoninganimals.Somepeoplethinkthe firstinhabitantsofthiscountryare giftedonlywithverylittleunderstanding,andnopowerofintelligence,livingawildlife,corruptedtothevery depthsofpossibledegenerationin theirmoralsandmanners.Butthis judgmentisveryfarfromthetruth
Thesefactsgiveevidencethatour aboriginesarenotleadingawildlife ofdegradationandstupidity.No Thecontraryistrue.Theyarevery attachedtotheirhome.wheretheyenjoyafreelifeinnaturalhappiness. Theydividetheircountryintodifferentdistricts,and'everyfamilyowns ofthesedistricts,whichthe tivescall,evenafterthewhiteman hadtakenpossessionofit"mycountry."Oftenduringtheyeartheaboriginevisitshisbrothersinfriendly tribes. Whenathome,themale membersarehuntingduringtheday, whilstthewomencollectbushfruits androots.Theeveningismostly giventodancesandlongchatsabout the"goodoldtimes,"
clothes.Allthesethingswillbea goodpreparationforthetimewhen thesechildrenaresufficientlyadvanced tofoundhomesteadsforthemselves, wheretheywillbeabletoprocure manycomforts,which,withtheir smallmeans,wouldnotbeotherwise available.

Forhimthereisatives(innumber200)areChristians, markeddistinctionbetweengoodand evilactions.Hehasanaturalcode ofjustice.Theheadsmanofthetwo importanttribe-lineshadtodecide howwrongsandoffenceshad.tobe rightedoravenged.Likeallaboriginalpeople,thenativesofAustralia feeltheirreligionandastrongbelief inthehigherbeing,andinSpiritsof anotherworld.Thesespiritswere goodandeviltheprotectionofthe firsttheaboriginehadtoinvokeby interiorsupplication,whilsthehad toavoidtheangerofthelatter'by leadingagoodlife.Afewtribesbelievealsoindagreatspirit,whoisthe makeroftheircountryandwho'ssuperiorityoverotherspiritstheyfully acknowledged.Theirmarriagelaws werearrangedfromthefourgreat families,andanymanwhohasagood knowledgeoftheselaws,acknowledges themgoodandperfect,especiallyin bigtribes.Finally,likemanyancientpeople,theybelievedalsointhe transmigrationofsoulsandinreincarnation.
Butmorethanalltheworkofthe
isdesiredfortheaboriginein fortheirdesiretolearnandfora goodandquickintelligence.Manysickness.Thepoorwomenespecially peoplehaveagreatdifficultyinheliev-willcoverthetenderhandsofthese ingthatanativechildcouldbesoangelsofcharitywithtearsand trainedthathohasnodesireto kissesasetheydresstheirwoundsand backtobushlife.Thereisnodangerlessentheirpains;andneverwillthey ofthis,aslongasthechildrenareceasetobethankfulfortheirloveand theirself-sacrifice:fortheirrenouncing offriendsandcomfort,topartakeof theburdensandthenatives'manysufferings.

Inthisfieldofself-sacrificingwork thezealousandcourageousSistersof theConventofSt.JohnofGod,Subiaco,arenowtomaketheirappearance. Theplacehasbeenprepared fortheircoming.Thepresentisthe realmomentfortheSisterstocommencethearduousworkamongstour unjustlydespisedbrothersandsisters -theaboriginesofthiscountry:
Thiswasthelifeoftheaboriginein theirfreestate,whentheyweretheir ownmasters,andintheir"owncountry.- Intheirwaytheyliveda happylife.withoutanytroublesand hardships.Naturally.alsotheaboriginesofAustraliahad.likeall aborigines,hismoralweaknessitis impossibletowashaltogetherclean hischaracterfromeverystainof moralcorruption.
Butnowthingshaveundergonea greatchange. Theaboriginehas ceasedtobethestrong,intrepidhunterofformerdays.Thewhiteman isthemasterofthenative'scountry, andthefirstownerisconsideredas anintruder,whoseexistenceisreeandedwithanunfriendlyeye,for whichreasonhisexterminationisonly amatteroftime.

TheRev.FatherCrowley,inintroducingthelecturertothelarge audiencewhichgreetedhim,extended toMr.Battyeandhisassistantsa heartywelcometoHighgateHill.He waspleasedtonotethevastamount ofgoodwhichMr.Battyewasdoing forthecauseofeducationbyhislectures,andexpressedthehopethatthe peopleofthatdistrictwouldsoonhave anotheropportunityofhearinghim.
Therearethousandsofwomenand men,who,thoughtheyarenotreally ill,inthetruesenseoftheword,are alwaysailing.Theyconstantlydwell onthebordersofill-health.People whoarealwaysailing,thoughnot reallyill,spendtheirlivesonthe edgeofanawfulabyss,intowhichthe firstepidemicorfirstchillyweather maysweeptheirfrailforms. But apartfromthedangerofalwaysailing,thisconditionisinitselfmost miserable'andtrying.Youhaveneithertheenergytoshareotherpeople'spleasures,northestrengthto resistbroodingovermoreorlessmagnifiedtrouble. Headaches,sickness, painsafterandbeforemeals,onlyaccentuatetheever-presentfeelingof depressionandweariness.Becauseof thesedentarylivestheylead,women areveryliabletosufferfromthis"alwaysailing"condition.
