Mattersbetween,theatheisticGovernmentandtheChurchinFrance haveshownnonewdevelopmentsince ourlastissue. NegotiationsbetweentheBishopsandtheGovernmentareatastandstill.TheBishopshavegivenupeverythinginthe wayofproperty,butwhenitcameto partingwithprinciple,theywereadamantine.Thepresentdeadlockhas beencunninglyengineeredbytheatheisticBriand. Afterrobbingthe Bishopsoftheirchurcheshewouldallowthemtoholdserviceastenants, butinmatingthisconcession,heimposedconditionswhichwere,impossible,andinsultingtotheFrench Bishops.
Oneconditionwasthateachparish priestwouldbepersonallyresponsible forallchurchrepairs.Inthepresent conditionoftheFrenchclergy,who areplunderedandreducedtobeggary, that.conditionwasonlya,cunningDXtrivancebywhichanyatheisticMayor mightclosedownachurchatany moment,ifhisarbitrarycommands werenotcompliedwith.
AsecondconditionwasthattheBishopscouldnotallowanypriestwho wasonceamemberofoneofthe suppressedreligiousorderstobea parishpriest. Inotherwordsthe GovernmentwishedtointeneferebetweentheBishopsandtheirpriests andtheywishedtogettheBishops toboycottandostraciseclergymen whoarealreadyhuntedandpersecuted androbbed. TheFrenchBishops couldnotbecomeaccomplicesinatheisticinjustice,andwouldnottolerate suchacondition.Athirdcondition wasthatnoforeignershouldbeparishpriestThisconditionwaslooked upoeasanuncalledforinsultandan insufferableinterferencewiththeBishop'slibertyofappointment.Ifthe samerulewereappliedtotheProtestantsectsinFranceortotheJews, almosteveryministerandrabbiwould bedeprivedofhischarge.
ThefiendishcunningoftheFrench Government,anditsdeterminationto crippleanddestroytheChurchin Franceismanifestedbythefactthat notonlyhasitunjustlydeprivedthe Churchofallherpropertyhutit deprivestheChurchofthepowerof acquiringpropertyinthefuture.If theChurchcouldmanagetobuildnew churchestoreplacethoseconfiscated, thenewbuildingswouldautomatically becomeStateproperty.Itishard foruslivinginafreecountryand underfreeinstitutionstorealisehow ofmodernGovernmentcallingitselfa Republiccouldbeeuiltyofsuchcruel, unjust,andparalysingtyranny.

ButIsaytoyouthatunless thisGovernmentprovesitselfguiltyof atreacheryasgreatasthatofthe violationofthetreatyofLimerick, thenweareupontheeveofagenuineattemptonthepartofthesemen uponabroad,popular.anddemocratic basis,togivetoIrishmenthecontrolofIrishaffairs. On.SundayMarch17,DublinCathblics gaveexpressiontotheiremphaticcondemnationofthepersecutionofthe ChurchinFrance,andofthesacrile- gioussystemofwholesalerobheey,andspoliationcarriedoninthatcountry forsometimepast,byapublicpro- testworthyofthemetropolis.The demonstration,whichwasalmostun- precedented'insomerespects,wasat onceagreatandspontaneousdisplay ofearnest,whole-heartedsympathy withtheoppressed.CatholicsofFrance andanenthusiasticexpressionofundy- ingallegiancetotheSovereignPontiff.
Theprocessionwhichpassedthrough thestreetsofthecity,fromtheCustomHousetothePhoenixPark,was oneofthelargesteverwitnessedin Dublinandthatmeansmuch. Between50,000and60,000personsmust have,takenpartinit,representingthe numerousCatholicorganisations,Confraternities,andSodalitiesofthecity. Theprocessionists,whomarchedsome fourdeep.worerosettesofthePapal colours-yellowandwhite-inaddition totheNationalemblem,which,of course,wastobeseendisplayedin profusioneverywhereinhonourofour PatronSaint. Theycarriedvery 'beautifulbanners,flags,andbannerettesinabundance,andalsoavariety ofappropriatemottoesandtheywere accompaniedbyseveralbandsplaying Catholichymnsandpatrioticairs.
The'processionmusteredinBeresford-placedirectlyafterthelastMass inthevariouschurches.Itwas1.30 p.m.whenastartwasmade.Most ofthecontingentswereheadedby brakescontainingtheclergymenand othergentlemenincharge.
AVASTPROCESSION.
Beforethesignalforstartingwas giventhevastassemblyjoinedin,sing- ingtheinspiringhymn,"FaithofOur Fathers."andonthewaytothePark the'NationalHymn,"Hail.Glorious St.Patrick,"wasalsosungatintervals.Thestreetsalongthelineof marchwerethrongedwithsympatheticspectators;andastheenormous processionmovedslowlyforwardin theafternoonsunshine,theimpressive scenepresentedwasonetoliveinthe memory.TheroutelayfromBeres-ford-placethroughEdenquay,upConnell-street,roundthroughGreatBritain-street,downCapel-street.andup toleNorthernlineof'naysonetothe Park.Theprocessionwasabout14 mileslong,andtookanhouratleast topassaparticularpoint.

Speakersbrieflyaddressedthegat- heringfromthreeplatforms,butthe strongestvoicedoratorcould,nothope toreachtheconfinesofthehugesec- tiondevotingitsattentiontohim. Itwasthemoststrikingoivingpicture oftheCatholicfervourofDublinand oftheanxietyofthepeopleforthe welfareoftheChurchinotherlands thatcouldbeimagined.Thepointwas madebythespeakers,andpressed homebyaptallusionsandparallels, thatitwastherightanddutyof IrishCatholicstoholdsuchameet- ingandtoprotestvigorouslyagainst theinjusticesnowbeingimposedontheCatholicclergyandlaityof France.
THERESOLUTIONS.
Thefollowingresolutionswereadopt-edwithacclamationateachofthe threegreatmeetings:-
(I)Thatwe,theCatholiccitizens ofDublin,assembledonSt.Pat- rick'sDay, devotiontenderourhomageand toOurHolyFatherPope PiusX.,andexpressouradmiration ofhiswiseandApostolicattitude towardstheenemiesofChristianity inFrance.
(2)Thatwedesiretomakepublic ourprofoundsympathywithourCa- tholicbrethreninFrance,clergyand laity,inthepersecutiontheyare atpresentenduringatthehandsof aGovernmenthostiletoreligion.
(3)Thatwestronglyprotest againstthespoliationofIrishChurch FundsalreadyeffectedbytheFrench Government,andwealsoprotest theproposedclosingoftheIrishCol- legeofParisandthesequestration ofitsproperty.

Mr.JohnGore,solicitor,whilstde- claringthatChurchandStateshould beindependent,.saidifthemaintenance oftheFrenchpriestsdependedonan infideltheymightguesshowthey wouldfare.Withinthelasteighteen months16,000schoolshadbeenclosed bythe.FrenchGovernmentwhichwere taughtbyvariousOrders'ofpriests andnunsandtheGovernmenthadde- terminedthatnoreligiouseducation ofanykindwastobegiventothe childrenofFrance("shame.")
