Thishasbeenthespirittowhichthe "Record"owesitsbirth.Thesehave beenthecauseswhichperemptorilydemandeditsexistenceinW.A.Asin allotherdioceses,thePressbeforeits existencewasbitterlyopposedtothe Church.toheraimsandtoherinstitutions. Heradherentswerebeing sneeredat,herteachingtravestied, andherveryrizhtsignored,trampled underfoot,andviolateddeliberately, openly.andflagrantly.Suchwerethe circumstancesprevalentwhenover30 yearsagohisLordship.Dr.Gibney. becameunalterablyconvincedofthe immediateandabsolutenecessityof apapertodefendtheChurchin WestAustralia. TheMayor(Mr.J.H.Cummins), whopresided,saidhewassurethat iftheCanon'swisheshadbeenconsultedhewouldhaveslippedaway quietly,buthispeoplethoughtitwas agoodopportunitytoexpresstohim theirgoodwishesandtheirhopesfor apleasantholidaytrip.Therewas nooccasionforlongspeeches,asthere wasalongprogramme,andmany friendsdesiredtoexpresstheirsentiments.Onbehalfofthepeopleofthe parishandmanyfriendshehadmuch pleasureinpresentingtheCanonwith anilluminatedaddress.inwhichthey expressedincondensedformtheirfeelingstowardshim. They wouldservetogivehispeopleinIrelandanideaoftheworkhehaddone andoftheclassofbuildingsinthe Kalgoorlieparish.Therewasno doubtthattheCanonhaddonegood workintheparish.andhehadtaken onhisshould-rsveryheavyfinancial responsibilities.buthispeopletruly appreciatedwhathehaddon:andincidentallytheyhopedhewouldreturn recuperatedinhealth.andtherefore thebetterabletobeartheburden whichresteduponhim.

Ncereasonablemanwilldoubtthatthe selectOrsdidtheirdutyconscientiouslyandhonestly.Norcanweimagine thattheywerenotabsolutelyimpartialandunbiassedintheirdecision, andthattheydidnotgivetheaward tothecandidatewhointheirjudgmentwasthemostdeserving. It willbeeasilyunderstoodthatthey hadthebestmeansattheirdisposalto cometoajustandcorrectdecision. Nevertheless,agooddealofdisappointmentismanifestingsitselfamong thepublic.Nobodywillforamomentimaginethepossibilityofa statewhereallisharmonyandagreement,andthevoiceofdissentanddisapprobationwillnotheheard.Such aconditionofSocietyisonlyfanciful.Thatsomedisappointmentand evendisagreementshouldbefeltatthe decisionofthejudgesiswhatany knowledgeofhumannaturewouldhave onetoexpect.Butthatdisapproval shouldmakeitselfstronglyandmenacinglymanifest,andthatitshould emergeintoafanciedgrievance,is exceedinglytoberegretted.Itwill infalliblybringthescholarshipinto publiccontempt.Itwillcertainlynot enhanceinvalueinthemindsofthe people.Ifthepublichavereasonto thinkthatthebestcandidatehasnot acquiredtheprize,somemayevengo sofarastosaythat,thepresenceof aninferiorscholarataworld-famout Universityastherepresentativeof W.A.,andinsomerespectsasthe standardofthehighestcultureand scholarshipandgeneralattainmentsto whichtheStatehasattained.may amounttoareflectionontheintellectualprogressofourStateandits institutions.Suchaloweringofrespectforthescholarshipinthegenmindwouldinfluencemostdisastrous-
lythepupilsofoursecondaryschools, fromwhomthecandidatesaredrawn. Whenthescholarshiphasthusdeclined inthepublicestimation,itlosesall valueinthemindsofthepupils.One ofthechiefbenefitsofthescholarship tothesestudentswouldvanish-they couldnotbeexpectedtolabourvery strenuouslyforaboonwhichhad deterioratedinvalue,norwoulditbe anincentiveorastimulustothem thattheirwinningoftheprizewas opentothesuspicion,thatitwasthe resultoffavouritismandcollusion ratherthanofconspicuousability.It wouldcertainlyceasetobeasource oflegitimateambitiontothem, It wouldhaveanothereffectonthecharacterofthesuccessfulstudenthimselfmoredeplorablestill,andone whichwouldmilitateagainstthevery spiritwhichinspiredMr.Rhodesto foundthesescholarships.Ifcarping atthedecisionofthejudges'became atalluniversal,thesuccessfulstudent mustsufferconsiderablyinhisown estimation.Hemayevenfeelthatit isnotquitehonorableormanlyin himtoacceptsuchaprize.Certainly astudentinwhosebreastsuchdoubts rankled,couldnotdevelopintothe idealuniversitygraduate-oraman withatruesenseofself-respector manlyindependence.Forthesereasonsitismostregrettablethatinthis instancethereisconsiderabledissatisfactionwiththedecision. Itwill tendtobringitintocontemptamong thepublic,itwillceasetobeaspur onthestudenttoadooropeningto himanexaltedcareerinlife.and insteadofennoblinganddistinguishingthesuccessfulcandidate,it willonlymakehimfeelthatheis lookeduponastherecipientofa distinctionunjustlyconferredupon himbypartiallakes,whoconsidered, notabilitynorproficiency,butwere guidedbycliqueismandfavouritism andthe-familyconnectionsofthesuccessfulcandidate.
