Inthecourseofhisfarewellspeech tohisconstituentsatAberdeen,Mr. Bryce,thelateChiefSecretary,said Hewashimselffullypreparedtogo asfarastheBillsof1886andtheBill of1893hadgone,butsinceneitherof theseschemescouldbeproposedinthe presentParliamentitwasenoughto saythatheearnestlyhopedtheNationalistleaderswouldacceptsomethinglessifitwasarealandhelpful Improvementinthemethodof,govern- ingIrelandandthat,ontheother hand,Britishpublicopinionwould feelthatsomeofthechiefobstacles whichhadraisedalarmin1893had nowbeenremoved.Inhisjudgment alargeextensionofIrishSelf-governmentwasbyfarthemosteffective meansofsecuringpeace,contentment, andprogreesinIreland.Afterabrief reviewofthecourseofeventsandof opinionduringthe27yearsofhisParliamentarylife.Mr.Bryceobserved thatdespiteoccasionalmomentsofreactiontherehadbeengreatandurte eralprogresss.Britainhadbecomea democracywithoutceasingtohave respectfortradition.gadParliament neverincludedagreaternumberof earnestandcapablemen,andwas neversotrulyrepresentativeofall classesofthecommunity.

AtameetingoftheSkibibereenUrbanCouncilonTuesday,January22, aresolutionreceivedfromtheCork BoardofGuardiansaskingthataction shouldbetakenonbehalfoftheevictedtenants,andthateachRuraland UrbanCouncilshouldformthemselves intoacollectingbody,thesumcollectedtobedistributedamongstthe evictedtenants,wasmarked"read."

AtameetingoftheCorkChamber ofCommerce,adiscussiontookplace inreferencetotheholdingofaconferenceoftheIrishChambersofCommerceandtherepresentativesofthe RailwayCompaniesprincipallyinterested.toconsiderwhatactionmight betakenwithreferencetothewithdrawalofportionofthepresent AmericanmailserviceviaQueenstown.

hewasnotpreparedtomakeany statementatpresentinreplytothat requestbutwhathewouldsaywas this,thatitwasthedutyofthe IrishPartytofighthardforameasurethatwouldbearealadvancetowardsgivingthepowerandcontrol ofIrelandintothehandsofherown children.Mr.Dillonaddedthathe saidwithaconfidencebornofalong politicalexperiencethatthemeasure ofthegoodnessofthatBillwouldbe inpreciseproportiontothemeasure ofth'eunityofthecountryandthe supportgiventotheNationalistParty inIreland.Theywereatthepresentmomentinamostcriticalpositionastothenatureofthatmeasure. Butitwouldheidleforthemtodeny thatthoseofthemwhowerestriving toputthewishesofthepeopleinto theformofanActofParliament weremosthamperedintheirefforts bymenwhoprofessedtospeakfor largebodiesofIrishNationalists,and whoweregoingaboutIrelandsaying thatitwasthedutyofthePartyto takewhateverwasofferedtothem. andtoacceptwithoutquestionwhatevertheGovernmentthoughtthey couldoffer.

AfteraneloquentsketchofMr. Harris'scareerandatributetohis boundlessenergyandburningNationalism,Mr.Dillonsaiditwasacuriousfactworthnotingthatalthough hehadspentagreatpartofhislife asaleaderofrevolutionarymovements,Mr.Harris'sfirstacquaintance withtheinsideofanEnglishjailwas inhiscapacityasanIrishmemberof Parliament-(hear,hear)-andthe fourteenmonthshespentinjailasa suspectunderForster'sCoercionAct completedtheruinofhisbusiness. DidanymanwhoknewMatt.Harris supposethatwhenhebecameamemberoftheHouseofCommonshispassionforlibertyhadabatedaniota? No! MRDILLON'STRIBUTETO BRAVEIRISHMEN.

TheunveilingoftheMatt.Harris Memorialwasmadetheoccasion,ofa remarkableNationalistdemonstration. Contingentsattendedfromdifferent partsofthecountiesofGalwayand Roscommon,manyofthemaccompaniedbybands. Anumberofspecial trainswereruntoenablevisitors fromadistancetotraveltoBallinasloe. AprocessionofimposingdimensionsproceededfromBallinasloe tothelittlecemeteryatCreaghabout amileoutsidethetown,wherethe memorialhasbeenerectedoverthe graveofthepatriotwhosememory wassosignallyhonored.

Aplatformwaserectedoverlooking theroadclosetothememorial,and eloquentaddr?ssesweredeliveredby theRev.T.J.Joyce,Adm.,Ballinasloe,whowasmovedtothechair,and byMr.JohnDillon,M.P.,whohad beeninvitedbytheMemorialCommitteetoperformtheunveilingceremont.

Amongtherelativesofthedeadpa- triotpresentweresomeofhisdaughters,includingMrs.R.F.Walkerand MissHarris,ofLondon.

Mr..TohnDillon,M.P.,whowasenthusiasticallycheeredinthecourseof

afaithfulchampionofthecausewhich hehadespousedinhisyouth.His lifewasspentinpovertyandindanger,likethelivesofsomanybefore himwhohadenlistedforthesame cause.Hisonlyrewardwasthelove andconfidenceofthepeopleandthe proudconsciousnessthathehaddone hisdutytohiscountryandhisrace. Theyhaddonewelltoassembleround hisgraveto-daytohonorhismemory. Mighthisspiritrestinpeace,and andmightthestoryofhis'lifeandhis memorylongsurviveinIrelandtoinspireyoungmentoactasbravea part.(Cheers).Mr.Dillonthenunveiledthememorial,andahandsome Celticcrossstoodrevealed'totheassembledcrowds.whogaveventtoan, enthusiasticoutburstofcheering.The memorialisafacsimileofthe(ionmacnoisecross,itisofBallinasloe stone,stands11feethigh,anddoes greatcredittoIrishworkmanship.

THEUNIVERSITYPROBLEM.

TheRoyalCommissiononTrinity CollegeandDublinUniversity,issued itsfinalreportonMnday,January20. Weheregivetwoofitschiefcon,clueions:-

1.ThatTrinityCollegehasbeenand isasatisfactoryorganforthehigher educationoftheProtestantEpiscopalianpopulationofIreland,butthatit hasneverbeen,andisnotnow,to anextentadequatetothereasonable requirementsofthecountry,anorgan forthehighereducationoftheRoman Catholicpopulation.

2.ThatwhiletheCommissioners.are dividedinopinioninregardtothe meritsofthevariousschemesproposedtotheminvolvingthecreationofa newcollegeinDublinacceptableto RomanCatholics,they,withoneexception.recommendtheestablishmeet ofsuchacollegeinDublin.

Inthefirstplacewesuggestthat Parliamentmightputanendtoan interestingcontroversybydeclaring thattheUniversityofDublinisan independentcorporation,investedwith allthepowersusuallyconferredupon universitieselsewhere.

Foradministrativepurposesthe.go- verningbodymightbeacouncil,to consistoftheChancellor,theViceChincellor,andthefiveheadsofcolleges:afixednumberofpersonschosenbyuniversityteachers,groupedfor thispurposeunderthebranchesof studywhichtheyprofess;andafixed numbernominatedbytheCrown.It mightbefoundexpedient,inthefirst instance,tonamethewholecouncil inanActofParliament.Incidentally, careshouldbetakentosecureanadequaterepresentationofthedifferent religiouscommunities,butwedesire toexcludetheideathatthereshould beabalanceofvotingpowerasbetweenonedenominationandanother. Butiftheprofessorsareappointedontheadviceofspecialboards asproposedinthereport.andifa ruleisadoptedinthecaseofuniversityexaminers,thecouncilwould.as weconceive,hemainlyoccupiedwith questionsofacademicprinciple.on whichRomanCatholicswouldnotfeel boundtovoteasRomanCatholics,or ProtestantsasProtestants.

Thecouncilmight,wesuggest,have theassistanceofapermanentsecretary.whoshouldbeanIrishman,with experienceofuniversitywork".It wouldbepartofhisduty.tokeep thecouncilinformedinmattersrelatingtothecollegesheshouldalsohe enabledtovisitotheruniversities.and toplacetheinformationthusobtained atthedisposalofthecouncil. WedonotagreewiththosewitnesseswhoaskthattheNational,Universityshouldbesecularised.andthat Christiantheologyshouldbeexcluded fromitspurview. But.werecommendthattheuniversityshouldcontinuetoconferdegreesLadivinity; thatanyschooloftheologyshouldbe permitted,withtheapprovalofthe council,toconnectitselfwiththeuniversityandthattheauthoritiesof eachschoolshouldpursuetheirown systemofteachingandexamination, theuniversitymerelyappointingan examiner,whoshouldbeamemberof theChurchwithwhichtheschoolis connected. Wedonotcontemplate anygrantfrompublicfundsinaidof theologicalinstruction.

TheQueen'sCollegeatBelfast mightinlikemannerbeplacedunder newstatutesdefining,andperhapsenlarging,itspowersofself-government; andeveryeffortshouldbeusedto organisethesupportwhichoughttobe givenbygraduatesandbylocalauthorities.Thecollegewouldthusbe enabledtocompleteitsequipment,and tobecomeintimeaworkinguniver- sity.

THEREALUNIVERSITY

TheLordChiefBaron,Dr.Hyde, andDr.Coffeyaddanother"Note," whichisattheoutsetanablehistoricalexaminationofthequestion-Has theUniversityofDublinfulfilledits functionsasaNationalistUniversity? Theanswerisinthenegative-while allowingforTrinity'sexcellences, Thencomesthemain,paragraph.which istheonlyoneweneedquote:AndyetIrishCatholicshaveanundeniablerighttoanewandpopular foundationwithintheUniversityof Dublin.Itcannotbeforgottenthat forthreecenturiesthefinancialresourceswhichhavemadeforitssuccesshavebeenderived,andstillcontinuetobederived,fromIrishlands andfromthetoilofIrishhands.The countiesinwhichtheestatesare placedwhichfurnishmorethanL30,- 000ayeartoTrinityCollege.arealmostwhollyCatholic.Inviewofa positionsosustained,inviewofthee nationalcharacteroftheIrishCatholicdemand,itisimperativethatif theUniversityofDublinistorespond toitsobligations,oneormorecollegesacceptabletoCatholicsshouldbe foundedwithinit. Singularlysignificantistheminwo madebytheIrishBoardofWorksonthe exposureofthereligiousbigotrythat prevailsintheappointmentsandthe promotionsintheir,incommon,with almostallother,departments. 'The religion,oftheofficialsandtheirsalarieswereanalysed'in,the"Evening Telegraph."Itwaspointedoutthat thethreeheadsandtheSecretary, withsalariesof£1,500,21,200, and£775,respectively,wereall Protestants.ftwasshownthat thetotalamountinsalariespaidto Catholicmembersofthestaffwas £9,793,andtootherdenominations £26,700. Thesefactsandfigures werenot,ofcourse,disputed.But theBoard,inaspecialminute,denouncedtheirpublicationasacrime andbroadlyhintedthatsummarypunishmentwouldbemetedouttoany officialwhomadecomplaint,however justified,thatreachedtheearof,the public. Thesearetheusualtactics bywhichtheAscendancyclassseek toprotecttheirmonopoly.Itisquite rightthatCatholicsshouldbeunobtrusivelyboycottedandthat,ina countryoverwhelminglyCatholic,Protestants,shouldenjoyapracticalmonopolyofpositionsofemolumentor honour.Buttohintacomplaintof thisstateofaffairsisinstantlydenouncedasasectarianagitation.It isacuriousdoctrinethat.nottheinjustice,butthecomplaintoftheinjusticeshouldbethecrime.

Onthefollowingeveninganother largecrowdcollectedtoseeFather Reid)'departfromAlbanybythe Leeuwin,forHopetoun.FatherReidy, whowasstaringforthonanentirely newmissionaspioneerinadistrict whichaffordsnoprospectforapriest, exceptthemostuphillandconstant, andseverestlabour,withfewofthe consolationsthatalleviatetheburdenofapriest'slifeelsewhere,and noneofthethousandlittlethingsthat makelifeendurable,withmanydifficulteesandobstaclestocontendwith, wasonhisdepartureintheveryhighestspiritsandseemedonlyanxious togettothesceneofhisfuturelabours.wherehisworkandhistrials, hiddenfromthegazeofmanwillbe judgedonlybytheall-seeingGod.The heroismwhichpromptedsuchaericafleeasvoluntaryexile,farfromthe centresofcivilisation.luxury,and caseintheadmirationitengendersineverynobleheart,wasno doubtoneofthemotivesthatactuatedthepresenceofthelargemultitudeassembledtosaygood-byeto FatherReidyerehefinallydeparted fromthescenesofhislatelabors,hut thegenuinerespect,thelaveand admirationwhichhisownexcellent qualitieshadinspired.werethereal sourcesofattraction.Withtheir wholesoultheybadehimGod-speed. success,andhappiness.

ThelargestcrowdthateverthrongedtheOddfellows'Hall,Albany,was thatonTuesdayweeklast.Theoccasionwasthefarewellsocialtothe Rev.FatherReidy,whohadbeenin chargeoftheAlbanydistrictforthe pastfiveyears,andisnowbreaking freshgroundatRavenstharpe. The hallwasabsolutelycrowded. Those presentincludedtheMayorandMayoress(Mr.andMrs.C.McKenzie),the Ven.ArchdeaconLouth,Rev.J.Haynes,andMr.W.St.ClairWhite.The tablesweremostartisticallyand elabosatelydecorated.Theyliterally, groanedundertheweightofthedaintiestedibles.Theassemblywasmost representative,itembracedeveryclass andcreedofthecommunity.Cr.I'. McGuckinoccupiedthechair,andexplainedtheobjectofthemeeting, whichwastosaygood-byetoFather Reidy,totakethelastopportunityof showingtheirappreciationofhissterlingqualities.andtowelcomehissuccessor.theRev.J.Reidy.Duringthe evening,Mr.Hunter,presidentofthe H.A.C.B.Society.proposedthehealth ofFatherM.Reidy.thedeparting guest.HespokeofFatherReidy's goodqualities.hisnaturalandunaffecteemanner.hiscapacityforthe severestandmostenergeticlabour without.ostentation,hisgripofthe tininessheart.whichgavehintthe greatestofallhumanpowers.thatof leadingmentothehighestidealsby themereforceofhisowndominating character.Ilespokeoftheesteem inwhichFatherReidywasheldby thecommunitygenerally. Noone couldbemoredeservedlypopularthan FatherReidy,forhiswasthemind thatlookedbeneaththesurfaceof things,andwasnotcitifiedbyappearances. Hejudgednotbyexternal pomporshow.butbytheactualand therealcharacterbeneaththeseeming circumstancewhichoftenplacedthe poorestinourmidstonafarhigher andmoreexaltedplanethanthoseendowedwiththemorepassinggoods oflife.TheseWerethequalitieslhat markedthecharacterofFatherReidy andplacedhimabovethethrongof superficialassessorsoftherelative valuesofthingsinthislife.Cr.McGuckinmadeafewwell-chosenremarks,andonbehalfoftheCatholic community,presentedFatherReidy withapurseoffiftysove.retgasasa tokenoftheesteeminwhichhewas heldbyoneandallofhatcongregation. Goingtolunch withthethermometerat100degrees, passingthecarts,horses,andmenenjoyingandfillingtheinnerman,the smellandscenesareenoughto"plague"thewholecommunity.Whatever possessedtheinspiredonetomake thislocation,thedumpinggroundis beyondmyimagination.'Itcannotin anywaybecalledasaving,asthe cartshavetobeemptiedoftheircontents.andthenagainrefilledwiththe refuseandcartedelsewhere.
