AtameetingoftheCorkIndustrial Association,thesecretarystatedthat therehadbeenagreatscarcityof hayinFrancethisyear,whilethe Irish'cropprovedunusuallygood.His attentionwasdrawntothisfactby Mr.JohnP.Boland,M.P.,andMr. VictorCollins,ofParis.Consequentlyhehadbeenenabled,owingtothe instrumentalityofthosegentlemen.,to putaCorkfirmandanotherinWicklowintouchwiththeleadingagents forhayinParis:theyhadsentout samplebales,andhehadjustreceivednotificationthatthesehadarrived,andthatordersforlargequantitiesmightheexpectedimmediately.
INFLUENCEOFTHEGAELIC LEAGUE.
SpeakinginGlenealyNational School,Co.Wicklow,upontheinfluenceoftheGaelicLeague,Dr.DouglasHydesaidthathe,wasgladtosee thatthemostbeautifuloftheIrish emeticshadtakenuptheworkofrevivingthenationallanguageofIrelandinan spirit.TheIrish languagewasneitherUnionistnorNationalist.ProtestantnorCatholic.It hadbeenthemeansofbringingtogetheronthesameplatformpriest andparson.landlordandtenant,Cabaolic,Protestant,Orangeman,and Nationalist.Havingtoldwhatthe LeaguedidinvariouspartsofUlster, hesaid,hethoughtitwasnottoo muchtosaythatitwaslikethewhite doveofpeacewipingoutallthe blackbloodofhatredandanimosity thathaddisgracedIrishlifeforso long.Theyshouldneverbesatisfied untilthroughoutthewholeofIreland mangraspedthehandofmanin,peace andunity.

IN IRELAND.
ThereisnoreasonwhyMr.Birrell shouldnotbeasuccessasIrishChief Secretary(saysthe"CatholicTimes") Itistrue,asthe"Times"remarks, thatthepostIsnotabedofroses, andtheintroductionofimportant legislativeproposalswouldincrease hisdifficulties.EverythingwilldependonthecharacterofthoseproSofarnodefiniteinformer 4.1Malshasbeenforthcoming.Butrumourhasbeenbusy.TheGovernment iscreditedwiththeintentionofdealingwiththeproblemoflocalselfgovernment,andalsowiththequestionofUniversityeducation,andit hasbeensurmisedthatLordAberdeen 'duringhisvisittoRomehasatleast takennoteofthehighestCatholic opiniononthesubject.Theconjecturewas,underthecircumstances,inevitable.TheofficialCatholicview has,however,beenknownnotonly totheBritishGovernment.butalso totheBritishpublicformanyayear, andallthatneednowbesaidisthat theGovernmentwillfindtheBishops, clergyandlaityreadytowelcomeany schemefairlydesignedtosatisfythe wishesofthemajorityofthepeople. ThatMr.Birrellwillmeetwithnoisy hostilityfromthe_NorthernOrangemengoeswithoutsaying.Hewill, nodoubt,ratherenjoyit,forhis humour,itisstated,hasoftenbeen calledintoplaybythesoundandfury oftheirutterances.

HISEXPERIENCEOFTHE COUNTRY.
Speakingattheannualdinnerof theGladstoneClub,Newcastle,Mr. Bryce(lateChiefSecretaryforIreland)saidontheIrishquestion:-
IsupposeweareallagreedthetIrelandhasbeenastandingreproachto Britishgovernment.Itistheone blemishuponthecompletesuccess whichoursystemofself-government hasattained.ScotchmenandWelshmenhavebecomeproudtokenthemselvesBritons.OnlyIrelandremains outside.Thereniestbeinthatinatterfordeepconcernforusall,and weoughtnottoacquiesceintheperpetualcontinuanceofsuchastateof things.Itisalsoasourceofweaknesstous.
WhatisthepresentconditionofIreland,andhowshouldshebeadministeredsoastomakehercontented? Givingyoutheresultsofmyexperienceofthelastthirteenmonths,I sayIrelandmustbeadministeredso astoenforcethelaw,evenifthe
isverysatisfactorytousthatunder thesystemofadministrationwhichwe havetriedtofollowthecountryhas remainedextremelyquiet.
Figureshavefromtimetotime beenpublishedbypapersinIreland bringingtolight,craveinequalityin thetreatmentaccordedtoProtestants andCatholicsbypublicbodiessuch astheBelfastCorporationandcertain railwaycompanies. Noroomhas beenleftfordoubtorquestionasto differentiationbeingpractised.When appointmentshavearisenProtestant applicantshavebeenfavouredandCatholics,asfaraspossible,boycotted. Thisstateofaffairsisbadenough, butthematterbecomesfarmoreseriouswhenthechargeismadethat thesamecustomprevailsinconnectionwithGovernmentpositionsinIrelandforwhichthecandidatesarenot selectedwhollybycompetitiveexamination.Thefigureswhichareadducedtoprovethechargeareundoubtedlysurprising. Thereare.ofcourse. badGovernmenttraditionsinIreland datingfromdayswhentolerationwas notgrantedtoCatholicsanditis noteaevtoeelfreefromthen,.Ilut itis'timetoadopttheprincipleof fairplayallround.Hardorfast limitationsastothenumberofProtestantsorCatholicsintheCarious eteiartieentset*(torernmentarenot at.alldesirable,becausecreedshould nothethemeasureofmerit.hutthere shouldhenoneoftheglaringcontraststhathavesooftenbeenpresentedwhencomparisonshavebeen merlebetweentherespectiveDOstsand payofProti.statitsandCatholics.

IrjohfeelingwithregardtothepersecutionoftheCatholieChurchin FrancebytheatheisticGovernmentof thatnationisbeingvoicedfarand widewithnouncertainsound,andit maybesafelyasserted(saysanIrish exchangeofJanuary19th)thatbeforemanyweekshaveelapsedthere willbefewpublicbodiesin,this country.fromtheMunicipalCouncil oftheMetrqpolistotheremotest PoorLawBoard,thatwillnothave denouncedthecruelinjusticenowbeingcarriedoninFranceinthename ofliberty,equality,andfraternity. InthecourseofalettertotheClerk oftheSouthDublinUnion,acknowledgingthereceiptofavigorousresolutionpassedbytheBoardprotestingagainstthepersecutionofthe ChurchinFrance,hisEminenceCardinalLoguedescribesitasaprotest against,atyrannywhichrespectsneitherthesanctityofreligion,norindividualfreedom.northegloryofa greatnationwhosefameitisdragginginthemud.andwhosenameitis makingasymbolofeverythingthatis unjust,cruel.andunscrupulous.

Iamgladtosaythattheleadersof theNationalistPartyhaveexercised theirinfluenceforgood.Theyhave exertedthemselvestokeeptheirfollowersquietandledthemtoavoid anybreachofthelaw.Iamsometimesinclinedtothinkthatinthe interestoftheirowncause,the Irishmemberswoulddomuchbetter iftheyshowedasomewhatmore trustfulattitudetowardstheGopernment,whichtheyknowtobe friendlytoIreland,andacknowledge morecordiallywhattheBritishGovernmentistryingtodoforthem. Ithinktheywouldadvancetheirown causeandhelpthefurtherprogress ofthemeasuresweintroduce.Iquite admitthatintimespasttherehas beenfartoomuchcauseforSuspicion,anditisnoteasyforthosewho rememberallthathashappenedin thepasttoridtheirmindsofsome sentimentsofaversionanddistrust towardseveryBritishGovernment Nevertheless,theyotrehttoremember thatParliamentcannotdoallatonce everythingweshouldliketodofor Ireland.Wecannotundothepast; wemustbetoleranttooneanother. Ibelieveweareallinearnest'indesiringtomakethebestofthefuture (cheers).Iamsayingthisquiteas ageneralreflection,andnotwithany referencetomyself,becauseIaimglad totellyouthatfromIrishmenofall parties,bothintheHouseofCornnionsandthecountryIhavereceived nothingbutcourtesyandkindness.I hopeandtrustthatmyfriendlypersonalrelationswithmembersofthe IrishPartywillbemaintained.and thattheywillbecontinued'withmy successor. Iamgladtotellyou thatthepresentstateofthecountry isveryreassuring.Thereisfarless crimeinIreland-geeeralcrime-than thereisinEnglandorScotland. Thecountryissingularlyfree fromcrimeinproportiontoitspopulation.Intheyear1881theoffence,' classedasagrarianoutrages,notall lawisnotalwaysinallrespectswhatveryserious,were4439.In1886 wecouldwishittobe.Still,whiletheyhadsunkto1056;inthepresent itisthelaw,weareboundtoen-yeartheyhadsunkto234.Thedisforceit.Thelawmustprotecteveryorderofwhichyouhearsomuch,or privatepersoninallhisprivaterightshave,heard_somuchinthepast,in andtherightofpropertyinland.ItIrelandisnowpracticallydisappeared mustpreservepeace,evenwhenbothinverynearlythewholecountry. Partieswishedtobreakthepeace.Thereremainafewdistrictsstilla littledisturbedbut,eveninthosethe disturbanceisdailydecreasingandI thinkwemaylookforwardtothe timewhenitwillaltogetherdisappear-Nevertheless,thedemandthatIrelandmakesforsomechangeinheradministrationandgovernmentisstill undiminished.Thereisstillthesame numberofmembers-infact,Ithink thisyearitisaslightlylargernumber-whocomeupandaskthatIrelandshouldhavesomekindofselfgovernmentforherselfandIwillnot concealfromyouthat,althoughthe countryisquiet,therearestillelementsoftroublewhichmight,under lessfortunatecircumstances,again breakoutand'becomeserious.Itis therefore,truethatwemustconsider theIrishproblemstillunsolved,Howeversatisfactorytheresultoftheadministration,agreatdealremainsto bedonebeforeyoucanconsiderthe stateofIrelandsatisfactory;because thereisstillafeelingofsuspicionand distrustbetweenclassesandbetween IrelandandGreatBritainwhichmust beremovedifthe-countryistobe perfectlyhappyandcontented.

Yououghtnottotryand suppressNationalsentimentanymore thantheneedsofthelawabsolutely require.Yououghttodoaelittle aspossible,Ithink,tointerferewith expressionsofsentimentinIreland, eveniftheytaketheformofIrish sentimentratherthanthesentiment ofdevotiontotheEmpireandthe UnitedKingdom., ThatiswhatNyehavebeentrying todoinIrelandinthelastthirteen months. Aneducationsuchesthis,alltheCatholicsurroundingsoftheircollege days,thefriendlyassociationwith priestsasprofessors,andwithCatholic,boysasfellow-students,utterlydestripyforeverwithintheirMahometan mindstheantic-Christianhatredwhich possessedtheirfathers,andsendthem forthintotheworldwithfeelingsof loveandreverenceforCatholicityand itsrepresentativesstampedasfirst impressionsupontheiryouthminds. Icouldnamemanywell-knowncitizensofCairo.Alexandria.andTantah to-dayofwhomthatgeneralstatementismostaccuratelytrue. Althoughformerstudents-ofa,Catholic missioncollege,theymaystill,perhaps,professtheMoslemfaith;but yet,attheirhomes,thereisnomore welcomeguest,thantheCatholic priest.ThemostprominentCatholicsinthelandarenotmorecordial intheirhospitality,snoresincerein theirfriendship,ormore.readyto servethematerialinterestsofhis cause,Icouldnamemanyothersrepresentingevenbetterresults,whose earlytrainingatthemissionhas renderedthemCatholicinheartand sentiment,ifnotinfaithandinname andothers,again.whohavebecome devoutlyandopenlyCatholic.Large numbersofschismatics.Coptand Greek.havebeensimilarlyeducated outofthefierce,religioushostility whichhadbeenhandeddowntothem and.trainedfromtheirearliestyears inthewaysofChristiancharity Manyofthemhavecomehacktothe
larinstitutionsattachedtoourmissionstationsthroughoutLowerEgypt thereisbaptisedeveryyearbyour Sisters_anaverage.of4500dyinginfantsofMoslemparentage. Whathasbeenaccomplishedinthis citybytheFathersoftheAfrican MissionSocietyhasalsobeensimilarlyaccomplishedonalargerorona smallerscalebymemberseofthesame congregation,orbyotherLatinmissionariesinnearlyallthechiefcentresofpopulationalongthebanksof theNile,fromAlexandriatoKhartoum.OntheirarrivalinEgypt, withinthepasthalfcentury,those missionariesfoundtheCatholicChurch consistingnumerically,ofabout 300,000souls,dispersedamongahostilepopulationof10,000,000Mahometans,andconstituting,locallyand generally,averysmallandunimportantinstitutionfromeveryhuman standpoint.Intothatscatteredand disorganisedremnantoftheoldreligionofEgypttheyhaveinfusedanew aspiritoforderandofvitality;they havedestroyedthefanatical.prejudices whichhadbeengraduallycrushingit outofexistence,conciliateditsenemies, inspireditsfriendswith strengthandcourage,andraisedthat down-troddenCatholicChurchofEgypt fromitshelplessand-hopelessconditionof30yearsagointothepositionofrespectability,andevenpower, whichitholdsinthelandto-day.In everyimportantcentrethereisnow aCatholicmission-achurchwhichhas attractedandencouragedthefaithful tocomeforthfromtheirhidingplaces andserveGodpublicly-Christian schools,inwhichtherisingCatholic generationh'avebeentaughtthetheory andthepracticeoftheirfaith-and dispensariesforthesickpoor,in whichthousandsofthepoorestand themostabandonedofGod'ssuffering creaturesreceivecomfortandrelief.
