InWicklow,Wexford,Carlowand Mullingar,largepublicmeetings,composedofpeopleofvariouscreedsand classes,havebeenheld,toconsiderthe questionofprimaryeducationinthe country,andtodemandforitthat supportwhichisnecessarytosaveit fromthedeplorableconditionInto whichithasfallenowingtotheactionoftheTreasury.AtMullingar theMostRev.Dr.Gaughransaidthat thetreatmentoftheNationalteachers wasthoroughlyunsatisfactory. A carpenterwasbetterpaidthana schoolmasterandacookthanafemaleteacher.Itwasnowonderthat onehundredteachershadleftIreland withinthepastfewyearsforsituationselsewhere. Mr.JohnDillon, M.P.,inavigorousaddress,saidthat whiletheIrish'memberswoulddo theirpartinthefutureasinthepast, hefeltconvincedthatuntilthecontrolofeducationwasgiventothe Irishpeoplethemselves,asatisfactory solutionofthequestionwouldnotbe attained.

Oneofthestrongestinomerlesofindignationhehadexperien7 cedinhislifewaswhenheroadthe wordsofDr.Starkiewithreferenceto them.Hehadanothermomentof indignationwhentheBritishParliamentputastigmaupontheCatholic clergybypreventingthemfromtakinganactivepartinthelocalgovernmentofthecountry.Heurged thatthereshouldgoforthfromCatholicIreland,ProtestantIreland, LiberalIreland,NationalistIrelandfromIrelandanation-totheBritish Parliamentademandforjustice,and forsomerecollectionofpromisesmade toretrievethepast.Therev.gentleman'saddresswasreceivedwith greatapplause.
Sir,-Inenclosingtheaccompanying lettertoyou,whichappearsinthe Melbourne"Age"to-day,Ibegleave toremarkwithshameandsorrow thatnoauthorityinIrelandisnow morequotedinthispartoftheworld byourlocalOrangegangtobolster uptheircaseagainstNationalistIrelandthanMr.WilliamO'Brien. Imayalsoadd(1)thatMr.William Redmond,whenherelastyear,didnot collectonepenny.inSouthAustralia, Victoria,Tasmania,Queensland,or NewZealand.InNewSouthWales heheldbutonemeetingonly-inSydney-andthatbyspecialrequest.It istruehedidatourofWestAustralia,attheentreatyoftheleading Irishmen.there,whichyielded,I'believe,about£1,500:butitwasrecognisedthathewasouthereforhis health,andnogeneralcollectingtour wasarrangedforhiminAustralasis consequently,theinsinuationthatAustralasiahadbeenalreadygleaneda fewmonthsbeforeAlk.Devlinwassent outismisleadinganduntrue(2) thatMrO'Brien,when,passing throughMelbourneinDecember,1901, soundedanumberofusastotheprospectsofamissioninthenearfuture fromtheParty,andconsultedusas toourpredilectionsconcerningits personnel.andourideasastothe mostsuitabletimetosendit.Mr. O'Brienwasthenamemberofthe IrishParliamentaryParty,pulling withinthetraces.Nowthathehas kickedover,hewantstoknowwhat isthenecessityforsuchamission.

Weregrettoannouncethedeathof avenerableandrespectedPresbyterianclergyman,theRev.Matthew Macaulay,whichtookplaceonSaturday.January5th,atParkmount,near Banbridge,attheazeof92(saysthe Belfast"IrishWeekly").TheRev. Mr.Macaulaywaswidelyknown,and highlyesteemedbyallclassesofthe communityinUlster.Hewasoneof theoldestministersoftheGeneral Assembly,andwasdevotedlyattached tohisownChurch.Hewasanative ofCountyDown,andwasbornat Moneyslane.nearRathfrilarel,in,the autumnof1815,soonafterWaterloo. ButhisthoughtsandInterestswere notconfinedsolelytohisowncharge. Hewasendowedwithanalertandactivemind.andhetookadeepantiintelligentinterestinthemovementsof histimebothinChurchandStale. Mr.Macaulaywasbroughtupamongst farmers.andwaswellaeuitaintedwith theerievancesunderwhichtheylaboured.Hewasanardentsupporter ofalltheremediallandlegiOatinnof thelastfortyyears.itwasnot untilthegeneralelectionof11180that hetookanrnminentpartinpolitics. Wetakethefollowingfromthe Dublin"WeeklyFreeman":Manytopicsofinterestwerediscussedattheirlastmeetingbythe CounciloftheDublinIndustrialDevelopmentAssociation,Themost importantquestionraisedwasagrievanceoflongstanding,thoughthere wasspecial,andevenstartling,interestinitsverylatestdevelopment.It hasbeenalwaysagroundofjust development.Ithasbeenalwaysa groundofjustcomplaintthatIrish tradeistreatedwithgrossinjustice bythevariousspendingdepartments oftheBritishGovernment.Itseems tobeauniversalruleofconduct thatthesmallestpossibleamount.of publicmoneyshall.bespentinthis country.Irelandcontributesnearly threemillionsmorethanhershare totaxation.Butwhenitcomesto theexpenditureofthemoneyraised bytaxationIrelandisquietlyexcluded.Theboycottissingularlyefleetive,andisconductedwithasplendid disregardofeconomyorfairplay. Partofthegameistosecure,whereeveritispossible,thattendersshall notbeinvitedtoacontract.Then Britishgoodsareprovided,evenwhen theycanbesuppliedcheaperandbetterfromIreland.WhentheWarOfficechangeditscontractformsfor meatsupplyfrom"Cattlerearedin theThreeKingdoms"to"Cattle killedintheThreeKingdoms."Irelandwashardesthitofallbythe change.ButtheWarMinisterpointedoutthathewashoundtoadvertisefortenders,andtotakethelowestreceived. Sotheforeignpro' ducerwalkedin.andtheIrishwalked out.Theincidentdiscussedatthe meetingoftheIndustrialAssociation presentedtheconverseofthispicture. Competitionwasignoredandcontractsweregiven,withouttenders askedorreceived,toafirmforwhat couldbeprovidedatlowercostantiof asgoodaqualityinIreland.The amountofmoneyinvolvedwascomparativelyinsignificant,butthespecialfactsandexposuresredeemthe incidentfrontthecommonplace. A newbranchofthemilitaryservice wascreatedintheArmyMotorReserve. Thisbranchwascomposed largelyofofficers.andanumberof IrishandDublinenotorownerswere included.Thequestionofuniform arose.andtheIrishofficerswereanxioustoemploytheirowntailorsin Dublin.Asthemoneywastocome outoftheirownpocket,onewould thinkthattheywerereasonablyentitledtotheirchoice.ButaprincipleoftheWarOfficewasatstake. TheboycottofallthingsIrishmust hepreserved.Itwasnoteasyunder thecircumstances,buttheresources oftheWarOfficewereequaltothe task.Therewasageneralintimation that'theuniformsweretobeprocured fromacertainLondonfirm.But theIrishofficerswhowereanxiousto patronisehomeindustries'appliedfor particularsanddetails.Overand overagaintheywereassuredthat thedetailshadnotpeenvetdecided onbytheDepartment.whenInpoint offacttheywereinnossessionofthe favouredfirmofLondontailors.Finallyofficialinformationwasvouchsafedthat"particularsoftheuniform canheobtainedfromtheOfficerCOMmandirmArmyMotorReserve.29 Sackville-street.Piccadilly.London. Itisplaintodemonstrationthat certainfirmofLondontailorswere favouredattheexpenseoftheIrish, andthattheheadoftheDepartment wassuppliedwithinaccurateinformation,forwhichhemadehimselfpersonallyresponsible.Itwillbeinterestingtonotewhatstepswillbe takenbytheDepartmenttoettedi-, can,itsChief,whowasplacedinso invidiousapositionintheHouseof Commons.Ifnoadequatestepsare taken.theconclusiceiisinevitable thattheDepartmentregardsthe maintenanceofitswrittenrule"No Irishneedannlv"soimportantthat theendjustifiesthemeans.
Inonesense,itistrue,theincident istrivial.Butitismostimportant inanothersense,byreasonofthe sidelightitthrowsonthesystem. Thisismostlaudableandpraiseworthy,seeingthatthosewhoinsist onmakingonlyonequality,thebest ofitsclass,mustuseonlythebest ofskillandmaterialtoenablethem tocompetewithlowgradeandinferiormaterialcomposedfrequentlyof ,hearsubstitutesandcolourings. DoCatholicstakeuponthemselves theirproportionateshareofpublic work?isaquestionweoftenhear askedandtheansweris,inboo manyinstances,thattheydonot. Hereandtherearetobefoundexceptions,buttheyonlyprovethe rule.Leavingoutthereligiousaspectofthequestionaltogether-and weonlyrefertoitbecausethe"Record"isaCatholicpaperandad-
dressesitselftoCatholics-ascitizensitisonlyourdutytotakean activeandintelligentinterestinall publicmatters,andtoseethatwe have,atleast,proportionaterepresentationonallpublicbodies-municipal orparliamentary,orotherwise-electedtolookafterthegeneralwelfare ofthepeople.Onsuchpublicbodies,-ofcourse,menareelectedtorepresentandtoserveallsectionsof thecommunitywithequaljustice;the questionofreligionshouldnotenter intotheconsiderationofthefitnessor theunfitnessofthecandidate,but onlyhisprobity,andintelligenceand zealforthepublicweal.Yet,while grantingsomuchasthegrandbasis uponwhichallmembersofpublic bodies-exclusiveofthoseconnected withpurelyecclesiasticalaffairsshouldbeelected,itnotinfrequently happensthatquestionsariseinthedeliberationsofsuchbodieswhichdirectlyaffecttheChurch,andwhich canonlybepfoperlyexplained,and, wherenecessary,adequatelydefended byCatholicmembersprincipally.We say"principally"'becauseweare awarethatamongmostpublicbodies inthisStatetherearetobefound menwho,though'notthoroughlyacquaintedwiththenatureoftherights forwhichCatholicscontend-suchas ontheeducationquestion-yetare ledbyanhonestyofpurposetogive themeverycarefulandjustconsideration.Butthepresenceofsuchjust, non-Catholicmenonourpublicbodies doesnotexcusetheCatholictaxpayer,andtheCatholicwhodoesnot wishtoseehisChurchmisrepresented orplacedunderunduedisabilities, fromcomingforwardantitakingupon himself,inthefirstplace,hisfair shareofpublicwork,andinthesecondplace,amoreactiveandpurposefullinterestinmattersthatmayvitallyconcernhisChurch.Weare awarethatinthisState,atallevents theoccasionsarerarewhenanyactiveinterventiononreligiousgrounds, onthepartofCatholicmembersof publicbodies,isnecessary.Butthat suchoccasionshavearisenandmay ariseagainthereisnodoubtand henceitisthatweshouldlike'tosee thoseintelligentCatholics,whohave thetimeandtheability,takeupon themselvesafairshareofpublicwork forthegeneralwelfare'piinciPally,and alsoforthesakeandthehonourof thatChurchofwhichtheyaremembers,sothatitcannotbesaidof themthattheyshirktheirdutyeither totheircountryortotheirfaith.
Whatweadvocate,inthisrespect, itmustbeplainlyunderstood,isnot theintroductionofsectarianismamong anypoliticalbodynoramongany
Promptedthusbyafeelingforthe generalgood,andforthehonourof hisChurchtheCatholicmembercan, inallpublicbodiesofwhichhemay beamember,takeonhis,shareof theresponsibilityofpublicworkwhich justlydevolvesuponeverycitizenof theState.Thecry,sometimesraised-andagainraisedlately-of"sectarianism-inpolitics"neednotdisconcerthimorpreventhimfromofferinghisservicestothepublic.Such crieshavebeenraisedbeforeandwill beraisedagainbut,solongasthey areunfoundedandthepublic.recognisethattheyarebuttheempty vapouringsofbusybigots,solongwill noheedbepaidtothembythesensibleandintelligentofthecommunity, andsolongwillthemanlypublicspi-, rutofthosewho-irrespectivecifcued -comeforwardtoadvancetheleogresiofthecountry,beapplateiedand honored.Onlylatelywehadaninstanceofthisclassofbigotrynhena correspondentinthe"WestAintree Tian"madeaboldeffortosty:tp sectarianstrifebyallegingthatthe Catholicsofthecommunitywritegoingsolidoneveryocoasionforthose Parliamentarycandidateswhowere Catholicsnomatterwhattheirother qualificationswereorwerenot,or whattheclaimsoftherivalcandidatemightbe.Thisaccusationwas soabsurd,andsoopposedtoactual factsthatnotevenonesolitarybra. therebigotessayedtobackupthe falsehoodandsothequestionwas begunandended,asitdeservedto be,intheoneissueofthatpaper. SimilarallegationshavebeenmadefromtimetotimeintheEastern. States,fatheredmainlybyMr.G.H. Reid;butheandhiscliquehave justreceivedasevereset-backatthe handsofMr.Watson,theleaderofthe CommonwealthLabourParty.Speakingatalabourdemonstrationonthe 2ndinst.,atCliftonGardens,Mr. Watsonisreportedtohavedenied thatanallianceexistedbetweenCar-
