AspecialmeetingoftheCityCouncilwasheldlastweektoconsiderthe recommendationsofthespecialcommitteethatthenewtownhalltobe builtontheoldsite. Therecommendationofthecommitteewhichthecouncilwascalledto considerwas-"Thatthepresenttownhallsite,withtheadditionoftheold policecourtsbuildingandthetownhallyard,beselectedasthesitefor theerectionofanewtown-hall,and thatthespecialcommitteeheinstructedtoprepareconditionsunder whichcompetitivedesignsmaybeinvitedfortheerectionofanewtownhall,tocostnotmorethan£50,000 (Cr.Bradydissenting)'.''

Afterconsiderablediscussionthis recommendationwasoarrienby6 votesto4.

Duringthediscussion,sheconsiderationoftheGovernmentGardensasa suitablesitewasgivenagooddeal ofprominence,Councillor'sFranklin, ShaftoandAllensupportingit.In ourissueofAugust11th,oflastyear wewrote:-"Thereisonlyoneother spot,inourestimation,whichpossessesadvantagesequal,ifnotsuperior totheproposednewsiteinIrwinstreet.andthatplaceistheGovern- twitreserveinfrontofthepost office.with'frontagestoSt.George's Terrace,Barrack-street,andthenew LawCourts.ByconvertingthatreserveintoasiteforthenewTownhall,andmakingpublicgardensofthe proposedIrwin-streetsiteverylittle objectioncouldberaisedagainstthe exchange."

Thosewhoareopposedtotheidea oftheGovernmentGardensasasite forthenewtown-hallare,nodoubt, actuatedbythebestofmotives;they wanttheplacekeptfortheuseofthe public.But,byconvertingtheIrwinstreetblockintopublicgardensthe hardshiptothepublicwouldnotbe sogreat,especiallywhenitisrememberedthatthegreaterportionof theGovernmentGardens-evenwitha town-hallupo;them-wouldstillbe availabletothepublic.Thus,in- steadofone"lung"inthevicinityof thepost-office,asatpresent,there wouldbetwofortheuseofthepeople.
