Aftermuchandcarefulconsideration,theformwhichitisproposed thememorialofGeraldGriffinshould takeisonewhich,itisfelt,wouldbe mostinconsonancewithhisownsentiments,wereitpossiblethathecould havebeenconsultedonthematter, namely,theerectionofmemorial schoolsinhisnativeparishof St.Mary's,intheoldcitythathe loved,withtheadditionofastatue ofGriffin,placedinanicheintheex- teriorfront,whichwillfacetheancientCathedralofthecity.These schoolsitisintendedtobuildonthe siteoftheoldandhistoricCourthouse,which.thoughithassuffered fromtheeffectsoftime,isstillinexistence,inwhichtookplaceover80 yearsagothememorabletrialof ScanlanforanoccurrenaetheincidentsconnectedwithwhichareimmortalisedinGriffin'snovelof"Tho Collegians,ortheBrideofGarry- owen."aswellasinthewell-known playof"TheColleenBawn."At thattrial.andinthatCourthouse, itissaidOrigin,'henamereyouth. waspresent'salomat-list.andreportedthecaseforalocalnewspaper. Forthepastfewweeksmostofthe paperspublishedinwhatmaybe termedtheagriculturalportionof theStatehasbeendenotingconsiderablespacetoadiscussiononthe questionofthenecessityforanexport tradeinwheatandlambs.Untilthe questionwasraisedinthepapers therewerefewinthecommunitywho wereawarethatanynecessityexisted foranexporttradein-eitherofthese commodities.Allthepeople-.theconsumersgenerally-knewwasthatWesternAustralianlocalproductionhad notyetovertakenthedemandineither ofthesearticles.WearestillimportingflourandlambsfromtheEastern Statestosupplyamarketwhichour farmerscannotsatisfy.Intheface ofthesefactsithasseemedstrangeto disinterestedoutsidets-disintereisted inthesensethattheyarenotproducersofeitherwheatorlambs-why thereshouldbesomuchwritingabout a"want",which,practicallyspeaking, doesnotexist. Thequestionofanexporttradein wheatandlambswouldappeartobe onaparwiththerecentagitationfor exportfacilitiesforourfruit,when localpricesarealreadysimplyprohibitive,inmostlines,totheworking-classesofthisState.Aglance atthepricelistsexhibitedinthewindowsofthefruitshopsabouttown willbeenoughtoconvinceanyonethat thefruit-growerwhowantsabetter marketthanhecancommandlocally isanindividualwhocannotbesatisfied.
Thecaseofthefarmerwhoisnot satisfiedwithexistinglocalprices forhislambsandwheatwastaken up,inthefirstplace,notbythefarmer.strangetorelate,butasection ofthepresswhosewritersareagood dealmoreconcernedwiththepriceof theirloafandtheirlamb-chop.The onlyindividual,withanypracticalexperienceofthelambtrade-themanageroftheFreshFoodandIceCompany-whohassofarcomeforward, hasshownPlainlythatitwillbetime enoughtotalkaboutmakingarrangementsforexportinglambswhenwe havethelambstoexport.During thewholecontroversytheeaseofthe consumers-thepeoplewhohavebeen payinghighpricesforyearsforlocal products-hasbeenentirelyoverlooked.
Simplybecausethereisapossibility ofgettingafewshillingsmore,during exceptionalseasons.forfrozenlambs inLondonthantheycommandlocally, itisadvocatedthattheGovernment shouldatoncerushtotheaidofthe sheepfarmeranderectbuildings forhisconvenience.andotherwise spendmoneyinenablinghimtosend hisfewgoodlambstoLondon,the "reJecteds"tobeputonthelocal marketandthepeoplemadetopay
1havenoobjectiontoeveryreasonablehelpbeingaffordedbythe Governmenttothefarmer-totheman onthelandbutitappearsaonesidedkindofmetingnutjusticetoall tohand-feedhimattheexpenseofall otherindustries-theminingforinstance-andthegreatbodyofconsumers.Ifafarmermakesan,error intryingtogrowwheatonunsuitable soil,orinneglectingtoestablish as fewsidelines,suchastherearingof pigsandsheep,andtheproductionof butteranditsalliedproductsinorder nottohetotallydependentonthe onecrop,itseemsabitabsurdthat theGovernmentshouldbeaskedto payforhisblunder.Nor,forthe samereason.shouldGovernmentaid beextendedwhen,owingtothevariablenessofaseason,thesoildoes notgiveforthasabundantlyasusual, whileotherindustrieshavenotonly totakesimilarrisksinotherways, buthavetotaketheconsequences withoutanyStateaid.Iftheore inaminegetspoorerinqualityor petersoutaltogethertheGovernment isneveraskedtomakegoodthedeficiencyyet,accordingtotheargumentsoftheadvocatesofthewheat andlambexportbusiness,theminer hasjustasgoodacaseforStateaid asthefarmer.
OflateyearsWesternAustraliahas beenmakingbigeffortstoinducepeopletosettleonthelandbutwhile theseeffortswerebeingmadeavery importantsideoftheauestion-thenecessityoftellingthemhowtomake alivingwhensettled-hasbeenoverlooked,withtheresultthatthecomparativelypoormanwhohasgonein forwheat-growingpurely,nowfinds himself,.becauseoftheworkingofthe ordinaryeconomicconditionsofsupplyand,demand,unabletogrowwheat profitablyatallevents,soitisalleged.
Duringtherecentcontroversyabout thisexporttradebusinessthepositionoftheconsumers-thegreatbody ofthepeople-hasbeenoverlooked. Foryearstheconsumersorthis Statehavebeenatthemercyofthe farmerswhogotfortheirfarmproductionswhateverpricetheywlshled toask. .1protectivetariffgavethem thisenviableposition;andnow,when thatprotectionissweptaway.and theconsumerhasachancetogetthe necessariesoflifeahitcheaper.the farmersarecryingoutforGovernmentassistance.presumablyagainst outsidecompetition,butreallyinorder thattheoldpricesmaybedemanded oftheconsumer.
AsIhavesaidIbelieveinevery reasonableaidbeinggiventothefarmer,andtotheintendingsettlerbut Idonotbelieveinbolsteringhimup attheexpenseofthegreatbodyof consumers-thetaxpayersoftheState. ifreducedrailwayfreights.or,freights aslowasthoseobtainingintheother States,arewhatthefarmerwants,

Inconsideringtheallegednecessity forinstitutingextraordinarymeans fordevelopingthewheatindustryit iswelltorememberthatWesternAustralia'swheatproduction,according tothemostreliablestatistics,does notyet thelocaldemand.With pieceforwheatrulinghereaboutthe sameasinAdelaide;thePerthhouseholderhadbeenpayingVI,upto lastweek,forthetwo-poundloaf whichisretailedinAdelaidefor2/d. Fromthesefiguresitisquiteevident thatsomebodymusthavebeenmaking agoodprofitatthebusiness-either the%baker,themiller,ortheproducer. Besides,itlooksabitridiculoustobe talkingaboutexportingwheatwhile farmersoftheEasternStatesare findingaprofitablemarketforagood dealoftheirsurplusflourinWestern Australiaifitwerenotprofitablefor themtosendtheirflourherethey wouldsenditelsewhere.Forthe year1903nolessthan15,242tonsof Easternflourwereimportedintothis State,whileforlastyeartheimpor- tationofthesamearticleiscalculatedatabout6,000tons.Thelocal supplyofwheatanditsproductswere, apparently,shortofrequirementslast /yeartotheextentof£116,000.It isalsocalculatedbyanexperienced millerthat.therewillbeafurther shortageofabout4,000tonsofflour thisyearinthelocalproduction whichwillhavetobeimportedfrom theEast.Werethelocalproduction ofwheatinexcessofthelocaldemud,thennosensiblemanwouldbe opposedtotheGovernmentgranting facilitiesforexportingthesurplusto thebestavailablemarket:butuntil thattimearrivestheGovernment,as thecustodianofthetaxpayers'money, wouldbehardlyjustifiedingranting monetaryassistancetoonesection ofthecommunitytoenablethemto maintainpriceswhichthenaturalevolutionofthings-theabolitionofour specialtariff,etc.-hasmadeimpossible.Thestateofaffairswasclearly putbyMr.Piessewhenhesaid:"Forthefirsttimeinthehistoryof theStatethewheatfarmerhastoface apricebasedupontheworld'svalues. InpreviousyearshehadtheadvantageofadutyofGdperbushel-anadvantagethat,withtherestofthe slidingscale,totallydisappearedin Octoberlast."Inotherwords.the WesternAustralianfarmernowfinds himselfonthesamelevelwiththe producersoftheotherStates;andit isacondition,whetherhegetsGovernmentaidornot,towhichhemust ofnecessityaccustomhimself.

During1906sheepandcattletothe valueof£149,000wereimported, whiletheimportsoffrozenlamband muttonwerevaluedat£38,923,besides£66,000worthoftinnedmeats. During1906thenumberofapplicantsforworkregisteredintheGovernmentlabourbureauxamountedto 9,153,ofwhom2,652werefoundemploymentandfromJanuary1stto January23rdofthisyear632names wereregisteredatthePerthbureau alone,amongthembeingrepresentativesofnolessthanabout70different occupations,headedby17.4laborers. Thereisonemeans,however,of absorbingaconsiderablenumberofthe unemployedwhichtheGovernmenthas alreadyputuponitsprogramme;and thatistheclearingoflandinadvance ofsettlementforwhich£100,000apovalsasanitemintheexpenditureof 'he2..1millionsofmoneyproposedto beborrowed.Notonlyshouldthis h.11!vn-eussalyandpraeticalmeans oflandsettlementbeputinhandat once,butfacilitiesshouldalsobeaffordedtothemarriedunemployedwith homesinthecitytotaketheirfamilieswiththemtothesceneoftheir work.Bysodoing-byfindingwork fortheunemployedundersuitablecircumstances-theGovernmentwouldbe solving,tosomepurpose,boththeunemployedproblem,andthelandsettlementproblemandvariousother problemsdependentuponthem.This schemepossesses,theadditionaladvantageofencouragingsettled,rurallife, and.possibly,ofthecreationofanew classofsettlerfromamongthoseso occupied-theerstwhile:unemployed. Atthepresenttimemuchofthe farmingworkisdonebyhandswho havenointerestwhateverintheir workorinthecountryexcepttoget thebestwagestheycanfortheirlabour,sothatwhentheirworkis done,orthe"job"finished,theydrift elsewhere,probablyintothecity,to swelltheranksoftheunemployed there.Thisistheclassofmanfor whomtheGovernmentshouldattempt todosomethinginthewayelmaking asettlerofhim,andofreclaiming himfromhisnomadiccareer.Heis, besides,ausefulclassofcitizen,and theverymantomakeasuccessfulsettlerbecauseofhisknowledgeoffarm work.
ItwillthusbeseenthattheGovernmentintendtodotheirfair sharetowardsrelievingtheexisting distressconsequentuponascarcityof employment. Underpresentlabour conditionsinthisStateitwouldbea wiseproceedingsonthepartofintendingimmigrantsfromtheother sideinsearchofemployment,tohesitatebeforeleavingtheirhomesto swelltheranksoftheunemployedin WesternAustralia.

TheSocietyofAfricanMissionshas 'prominentlyidentifieditselfwiththe northernportionoftheNileValley forthepast25years.Thefieldof labourthereassignedusbythePropagandaextendsfromCaironorthwardtotheMediterranean,includes thebulkofLowerEgypt,andwillbe found'markedontheecclesiaselieal mapasthePrefectureApostolicof theNileDelta.ItliestothewestwardoftheSuezCanal,andalmost directlyonthegreatoceanhighway betweenIrelandandAustralia.Asa missionaryfromthatPrefecture,I herewriteoftheDeltaanditsmissionsfromapersonalexperienceextendingoveraperiodofmanyyears.

Itwillscarcely.benecessarytoadd thatourmissionaries,eitherinEgypt orinWestAfrica,receivenosalaries. Theyareamplysatisfiedwithwhat isstrictlynecessarytoenablethem toliveandtoilintheMaster'svineyard..
THECOLLEGEANDMISSIONOF TANTAH.
Palestine.aloneexcepted,thereisno countryintheworldricherthanthis isinholyplaces,andsinthesacred memorieswhichtheyrecall.The footstepsofthePatriarchsand'ofthe prophetshavepressedandsanctified whatarianowitsplainsoflonely ruinstheDivineInfancyoftheSaviourhashalloweditbyHissojourn andIllsexile.Therethetraveller fromtheWestwillhepointedouttodaytheveryspotwheretheSaviour livedHisinfantlife,whereMarynursedherSonandherGod,andwhere Josephpliedthehammerandthe planetoprocurethemthehumblenecessariesoflife.There,beneaththe venerabletreewhichshadowsitmay thepiouspilgrimskneelandadoreGod onthespotwhereHisinfantfootstepspressedtheearth.Elsewhere. onthewell-knownholyplaceswhich aredottedoverthefaceofEgypt, Moses,Aaron.Abraham.Jacob,Jerernias,andothershavelefttheirmemorieslingeringstillinthetraditions ofthepeople.EvenbeyondthebordersofthefertileNileValleythe solitudeoftheEgyptiandesertswill befoundbrokenbythousandsof ruins-thelonelyremainsofthechurchesandmonasteriesofthefirstand secondcenturies,whattimeEgypt wasprofoundlyChristianandCatholic fromtheNiletothedesert.andfrom thedeserttothesea.Thestranger willbecorrectlyinformedthatthose sand-sweptruinsmarkthe'spots wherethemonasticlifewasfirstinstitutor!.andwherethefirstEgyptian hermitsledangels'livesonearth. Thatwaseighteenhundredyearsago. centuries;beforetheblessingsofChristiaeityhadyetreachedthemist.vislandsawayoutintheWesternOcean. To-day.mosqueandminaret.and domeandcrescentarisinginhundreds fromcityandtown.andvillage.proclaimthatEgyptisnowMahometan fromendtoendoftheland.
Inthemidstofthosetracesofthe Christiansanctityofthepast.and undertheshadowsoftheMoslememblemsofthepresent,the'priestsand nunsoftheAfricanMissionSociety havebeenstrivingfortheregeneration ofEgyptforthepasttwenty-seven years.Theextentoftheirworkand theresultoftheireffortsmaybe'gatheredfromthefollowingfigures:-Two ecclesiasticalSeminaries,oneatCairo, thesecondatelohallatenchurches andchapelsintheprincipalcentresof populationthroughouttheDeltaone collegeatTantah,tenschools,six freedispensariesforthesickpoor, sixconvents,andsixpresbyteries.At oneofthosemissions-thatofTantah -atwhichIpassedseveralyears,the collegeandschoolattendancehasnow reached750. TheCatholicpopulationofthePrefectureisabout11,000; theMoslempopulationabout3,000.. 000.Adailyaverageof1500sick poor-mostlyMoslems-receivemedicaltreatmentfromtheSistersinthe dispensaries,inwhichthereisalso anaverageof'1500dyinginfantsannuallybaptised.Forty-fivepriestsin chargeofthemissions,andeighty Sistersinchargeofthedispensaries andconventschools,completethechief statisticsoftheNileDelta.Itcorrespondstoasmalldiocese,andis governedbytheVeryRev,A.Duret, PrefectApostolic,whoholdsquasi episcopaljurisdiction.andresidesat theAfricanMissionSminary.Cairo. thedemandwillbebetterrealised whenIhaveendeavouredtoexplain theevolutionjustreferredto.To thosewhoareintimatelyfamiliarwith it,thetransformationwhichtheNile Valleyhasundergoneinrecent.years bearsastrikingresemblancetothe evolutionfromsemi-barbarismtocivilisationwhich,infortyyears.has placedJapaninthefirstrankasa worldpower. InEgypttheCoptic husbandmandepositstheseedforhis futurecropofcorninthefertilising waterswhichcoverhisfieldsatacertainseasonoftheyear. Asimilar seasonandsimilaropportunitiesare alsoofferedtothehusbandmanofthe Gospelseedtosowhispreciousgrain intheinundatingwatersof

Theirmissions,'therefore,cannotand donotbearrepresentativecomparisonwiththoseexistinginmore'fafourableconditionsfartherinlandbeyondthedesert.NeithercanMidiniportanceofourentireworkinEgypt becorrectlyestimatsellfromtheactual statisticsofour.Egyptianmissions. butratherfromtheinfluencewhich oursteadily-increasingnumberofmissionariesexercises'throughoutthe wholeoftheDelta.withitspopulationof'3,000.000souls:Thiswill appearmoreevidentwhenitisunderstoodthatour130missionariesform anorganisationofmorethanordinary activity.whosevariousministrations everydayreachseveralthousandsouls -theMoslemsickpoorinthedispensaries,theEgyptianyouthinthe schools,thesickandthedyingin theirhomes,andhumanbeingsofevery classinthedailyintercourseoflife. EuropeanChristianscommand Egypt'sarmies,andfighther battles-evenagainsthercoreligionists.Theyframeherlaws, andadministerthem.Theyformthe principaldirectingelementofhersociallife.Everymodernworkofart orarchitecturewhichattractstheeye andbeautifieshercities,sheowesto ChristiansfromtheWest.Christian architectsbuildthecolossalbridges whichspantheNile.Christianengineersconstructherrailwaysand presideovertheworkingsoftheinnumerablecanalswhichdispensefertilitytoeveryperchofhersun-parchedsoil.lIerpeasantpopulationsgaze inastonishmentatthesteam-engines snortinganddashingovertheirplains, whirledalongbysonictremendousinvisibleforce.andtheyknowthat thosemonstersarethecreationsof ChnistiatIbtraill.S.andthattheyperformthoseprodigiesofspeedand powerinobediencetotheslightest movementoftheChristian'shand. Theyseetheelectricwirerunningin everydirection.andtheyknowIdlestit transmitsthethoughtsofmanwith lightningrapidityfromendtoendof theircountryand.underthedepths ofthesea.toforeignlands:andthat thismarvellousmeansofcommunication.too,isonlyoneofthewonders ofChristiancivilisation.Allthese speaktotheMoslemsofChristianity, andimpressthemmoreeffectually withitssuperioritythantheswords oftheCrusaders.Theyhavearoused theEgyptiantotherealisationofthe factthatheiscenturiesbehindthe timeofthecivilisedworld.andthey stimulatehimtocopythecivilisation ofthenationswithwhichhehasbeen broughtintocontact.Thusitisthat theignoranceandtheanti-Christian prejudicesofthenestarefastdiminishing,andinsoniccasesdisappearing fromthechiefcentresofpopulation throughoutthecountry. ThefirseAmongthenativeahist/ecieecy areproudtobereceivedintoEuropean Society,andstudytospeakthelanguaeeandtocopythepolitenessof theWest.Theirdependantsareinfluencedbytheirexample.Thecommercialclassesarebroughtstillmore closelyintocontactwithChristians, andareaspowerfullyinducedtocopy them.Everywhere,inthecountinghouse.inthepublicoffice,inthefamilycircle,evenintherecessesof,the harem.aEuropeanlanguageisheard spoken,andWesterninnovationsin custom,dress,andmannersarefound supplantingtheamtiquatedusagesof thepast: Oneof'themostnotable featuresoftheevolutionisthis:The Egyptian"youtheverywherethhoughoutthecountryseekEuropeaneducation.Tomeetthatdemandandto
