TheCapuchinFranciscanFatherswillbegiventhe careoftheparishofWestminster,whichatpresentis partofOsborneParkParish.Portionofthenewparish willbemadeupfromNollamaraandasectionof NorthBeach.
ThiswillmakethetenthfoundationoftheOrderin AustraliasincetheirfirstfoundationinBrisbanein 1945,whentheycamefromAmerica.OtherfoundationsinAustraliaareinQueensland,NewSouthWales, VictoriaandSouthAustralia.Theprovincialhouseis inNewSouthWalesattheAssumptionNovitiateand Seminary,JerseyRoad,Plumpton.
InAustraliathereareaboutthirtyCapuchinsand eightnationalitiesand11provincesarerepresented amongthem.Theirworkisthecareofmigrantsand alsothenormalparishworkwheretheOrdertakeson thecareofsoulsinparishes.
TheOrderofFriarsMinorCapuchinswasstartedin
1525asanindependentbranchoftheFranciscanOrder byMatteodaBascio,andithasforitsworkthecareof soulsinmissionstothefaithful,chaplaincyworkin hospital'sandprisons,andmissionaryworkinplaces suchasAsia,AfricaandNewGuinea.There'areover 15,000membersoftheOrderinallpartsoftheworld. The-firstCapuchinpriestforthenewparishwill arriveinaboutamonth'stimeandasecondwillfollow priortoChristmas.
ASwasindicatedlastweek,thepreparations fortheprocessioninhonourofChristtheKing atAquinasCollegeonSunday,October29, havebeenbetterthanever.

WeCatholicsinAustraliaarestillunderthejurisdictionoftheSacredCongregationforthePropagation oftheFaith,yetwesupportourselves,andanobvious reasonwhywearestillwithPropagationisthatwe aregeographicallyacentrefromwhichtheFaithcan radiatetothelandsaroundus,supportedbyusinmen andmaterialstospreadthesavingGospelofChrist.
TheChurchisneededintheselandsanclovehavethe capabilityandthepotentialtospreadtheKingdomof Christ.Itonlyremainsforustokeepuptheexcellent effortthathasalreadybeenmade,notonlyinfinancial supportoftheMissions,butbymenandwomenwilling totakeonthetaskofspreadingtheteachingofChrist andbythatever-growingarmyofpeoplewhoarefulfillingthewordsofChrist:"PrayyouthattheLord oftheharvestsendlabourersintotheharvest."

Theyarenotimpressedbyanopponentofchange sayingthat,intheeventofchange,"allparents wouldbetaxedtoprovideschoolssuitableonlyto some."ThishasbeenthesituationofCatholic parentsinthisStatefor65years.Thatallparents shouldbetaxedtoprovideschoolssuitabletoall soundslikeadaringandnovelexperiment.Butit hasworkedfordecadesinBritainandmanyother places.Whenthismeasureofequalityissecured, iftherearestillparentswhowanttocontractout ofthisprovisionintotheequivalentofEtonor RugbyorWinchester,orinaCatholicsenseinto DownsideorStoneyhurstorAmpleforth,thisisa genuineandfreewithdrawal,againstabackground ofofferedequality.Butitisthisofferedequality thatweseek,theremovalofafinancialpenalty intheexerciseofaright,theeliminatingofdiscriminationagainstcertainparentsonthebasisof theirreligiousbeliefs.
CatholicschoolsinWesternAustraliaprovide primaryandsecondaryeducationthroughallthe grades,andthroughthethreeorfiveyearsofHigh School.
Tillrecently(about1958),Catholicschoolshada retentionratetoLeavingtwiceasgreatasState HighSchools,andotherindependentschoolshada retentionratethreetimesasgreatasStateHigh Schools.Till1958,non-Governmentschoolstogetherprovided50percentofcandidatesfor Leaving.Morerecentlytheseproportionshave alteredalittle.Itisforthisreasonofretention thattheproblemsandimpoverishmentofthese schoolsprovideaseriousthreattothewelfareof theAustraliancommunity.
Whatofthefuture?Anyfurtherexpansioninthe decadenowopeningofCatholicschoolsrequires twothings:
1.Financeforexpansionintermsofnew schoolsandextraclassrooms,laboratories, libraries.
2.Asupplyofwell-trainedteachers.
Itappearsthatlayteachersinincreasingnumberswouldhavetobeemployedtosustaingrowth ofCatholicschoolsinthenextdecade.Therewere virtuallynolayteachersinCatholicschoolsatthe endofthewar.By1960,24percentoftheteachers inboys'schoolsintheArchdioceseofPerth,4per centoftheteachersingirls'schools,and9percent overallwerelayteachers.Itisdoubtfulwhether vocationstoreligiousorderswilldomorethanreplaceteacherswhohavebornethebruntofthe75% increaseintheArchdiocesebetween190and1960.
Andthecostoflayteachersisbecomingprohibitive.
Thereseems,therefore,littleprospectofgrowth unlesssomepublicfinanceisinjectedintothe system.Unlessthisisdone,arightofparentsto choosethekindofeducationtheirchildrenshall havewillbeevenmoreseriouslycurtailed.The exerciseofthisrighthashithertobeenexpensive: itisinafairwaytobecomingimpossible.
Itisinthiscontext,andwithoutapology,and withgreaterurgency,thatweaskagainfora shareintheeducationalexpendituretowhichwe contribute.
ANYONEwhohaseverbeenfarenough awayfromhisdailyroutinesoasnotto heararadio,orseeatelecastoranewspaper foraweek,hasnoticedthattherecameover himanineffablepeaceandinnerjoy.
Itisonlythenonebeginstorealisehowmuchhis moodsandattitudesaredeterminedbythingsoutside himself-"thenewsonthehour,'the"threatofwar"in themorningheadlines,andtheconstantdrinkingfrom thesamecupofcannedinformation.Forthefirsttime, onebeginstofeelinner-possessedinsteadofotherpossessed.Inplaceofstridentvoicesclamouringfor attention,thereisastill,silentvoicewithinthatcanbe heardonlyinrepose.

EDUCATIONONTHE MISSIONS
Noonecanquestionthe importancethattheChurch placesinherschools.
Missionschoolsareincreasinginnumberandimprovinginqualitywhereevercircumstancesand meanspermit.Without globalstatistics,itisimpossibletogiveanaccurate pictureoftheenormous workdonebythemissionariesinthisrespect,buta fewexampleswillshowhow widespreadandvigorousa scholasticeffortisbeing made.

oftheCongo,whereseveral missionariesgavetheirlives forthecauseofChrist,and wherepriests,Brothersand Sisterssufferedtortureand greatindignities.Calmwas restoredinmostplacesand missionaryactivityagain becamealmostnormal,until therecentflare-upofwar inKatanga.Itistobe hopedthatthearmistice thatwasreachedonlyafew daysagowillpavetheway tolastingpeace.
InCameroun,in'some places,anumberofmissionarieslosttheirlivesand otherssufferedviolenceat thehandsofterrorists.
InLads,missionariesgave theirlivesforfidelityto theirflocksandothershave been"lost"withouttrace. Wewereremindedagain andagainofthecrossesthat mustbecarriedbyCatholics wholiveincommunistdominatedcountries.Weare bestinformedaboutthe situationinChina,from whichtherecomereportsof thedeathinprisonof bishopsandpriests.In1947, whenitwasstillpossibleto havecompleteinformation, therewere2,542Chinese priestsand3,046missionary priestsinChina.Today, missionarypriestshaveall beenexpelledwiththeexceptionofoneAmerican bishopandaGermanpriest. Wecannotgivethenumber ofChinesebishopsand priestswhoarenowin prisonorinworkcampsfor "reformbylabour."
CONSTRUCTIONofnewchurchesinPoland hasbeensohamstrungbyRedred-tapethatit isnowvirtuallynon-existent.

Shockingasthesefiguresare,theyareevenmore shockingwhenwerealisethatthestatisticsarebetter forchildrenwholiveinalargefamily.Insuch familiestheolderchildrenalreadytrainedinaCatholic schoolaretheonlyoneswhoareteachingthereligious truthstotheiryoungerbrothersandsisters!
ThesefigurestellusthatourparentshavearemarkableconfidenceintheCatholicschool.orshallwemore accuratelyaccusethemof"passingthebuck?"Could wesaythat'theyarederelictintheirdutiesasprime educatorsoftheirchildren?
ArepresentativeoftheCatholicfishermenofthe HongKongdiocesepresentsBishopLawrenceBianchi, P.I.M.E.,withafittinggiftontheoccasionofhisfeast day.ThepresentationismadeannuallybytheCatholicsamongtheHongKongfisherfolkcommunitywhich nownumbers90,000.
Theissueofchurchless NowaHutaisperhapsa classicexampleoftheseemingupsandtheveryreal downsofthecommunistapproachtotheneedfor churches.
Some2,000personsrioted inNowaHutainAprilof 1960asaresultofrepressivegovernmentactionconcerningachurchwhichthe peoplesoughtthere.
NowaHuta,asuburbof theancientcityofCracow, isaplannedcommunity builtsincetheendofthe wararoundthenewLenin Steelworks,thecountry's largeststeelmill.Itnowhas apopulationofcloseto 100,000people.Whenthe citywasplanned,itwasto beanideal"socialisttown," andthusnoprovisionwas madeforachurch.
Repeatedrequestsfora churchfromworkersatthe steelmillwereturneddown duringtheStalinistera,and thecity'sCatholicshadtogo severalmilestogettoMass.

Butin1959therecame newsthatthe'government hadrevokeditsconstruction permit,andthataschool wastohebuiltonthesit, instead.

AseconditematNew Delhiwillbearevised"basic formula"foracceptanceof membejchurches.TheformulawouldestablishminimumrequirementsofChristiandoctrinenecessaryfor variouschurchestobeadmittedtocouncilmembership. RussianOrthodox
Thefourthitemwillbe thediscussionsoftheapplicationoftheRussianOrthodoxChurchforcouncil membership.RussianOrthodoxleadersturneddownthe originalcouncilinvitationto joinin1948.Since1954 therehasbeenexchangeof correspondenceanddelegations,culminatinginthe Russianrequestformembershiplastyear.Thedecisionbythecounciltoaccept awaitstheNewDelhimeeting.

Atthelastleadersmeetingadiscussionaroseonthe problemoftherebeingno regularCatholicdancewhich youngpeopleofPerthcan attendonaSaturdaynight. Thishasledthemtoattendotherdances,someof whicharemorallyobjectionable.Althoughthesesort of-danceshavebeencriticised,verylittleencouragementhasbeenshownin theorganisingandsupportingofaregularCatholic danceinthecity.

Itis generallyagreedthatthis aria("Torturemeandslay me"intheEnglishtext)is extremelygoodmusicbut verybadopera.ItisConstanza'sretorttothethreat oftorturebythePasha,a retortshehastopostpone whiletheorchestragivesus aboutsixtybarsofa heavenlyintroductiontoa concertoforsopranoand orchestra,whichiswhat "MarternalienArten"really is;meanwhileboththe PashaandConstanzastand still,twiddlingtheirthumbs.
Thisisnottheidealsituationtotelevise.AlanBurke solvedtheriddlebyhaving Constanzadraggeddownto thetorturechamber,atouch ofrealismwildlyatvariance,bothwiththePasha's characterandthemusic. Incidentally,thiswasMozart'slastdramaticlapse; hislateroperasarestreamlined.Heknewhiserror;he admittedthathejustcould notstopwriting,themusic wastooenchanting, RaeCockingwasagood Constanza,lackinganoteor twoatthetopandthebottom.itistrue,butneverthelessanexcellentMozartian. ArchbishopGroesz,who alsoopposedtheNazisduringtheiroccupationofHungaryinWorldWarII,was triedin1951ontrumped-up chargesofplottingtooverthrowHungary'sRedregime withtheaidoftheUnited States.Sentencedto15 yearsinprison,heserved fiveyearsofhistermand thenwasreleasedbythe regimeasa"gestureof clemency."
Onhisreleasefromgaol intheearlypartof1958 hebecameactingheadof theHungarianHierarchy duringtheabsenceofCardinalMindszcnty,thenunderarrest.Heservedinthat postuntilhisdeath,save forafewdaysinNovember, 1956,whenCardinalMindszentywastemporarilyfree duringtheuprising.
EarlierthisyearArchbishopGroeszdaredthe communiststosendhim backtogaolwhenheprotestedagainsttheimprisonmentofagroupofHungarianpriestsonfalse chargesofconspiringagainst thegovernment.

TheArchbishopwasborn toapeasantfamilyinFeltrony,Hungary,onDecem ber9,1887,Hewasordained in1911andconsecrateda bishopin1929.Tenyears laterhewasnamedBishop ofSzombathelyandin1943 wasmadeArchbishopof Kalocsa.
AsBishopofSzombathely, hebecameverypopularbecauseofhissimplicityand senseofhumour.InKalocsa hewalkedabouttownalone inaplainblacksuit.He wentdailytotheJesuit churchforeveningprayer andkneltwiththegeneral public.Heregularlyheard confessions.
TheArchbishopshowed greatabilityinadminister-
reigningarchbishop-whowas yeardefiedtheRedstoreturn reportedreceivedinVienna.
ingthefarmsattachedto thearchdiocese,paying specialattentiontothesocial conditionsofhisemployees Hehadentireblocksof \cottagesbuiltforthefarm workers.Eachcottagehada gardenandaplotofland. .Heprovidedtheworkers withfamilyallowances, socialservicesandsawto itthateachfamilykepta cow,poultryandpigsand grewvegetables.
Whenthecommunists confiscatedthefarmsofthe archdiocesetheworkersprotestedonthegroundsthat theywerecompletelysatisfiedwiththeirlot.
DuringtheGermanoccupation,ArchbishopGroesz stoodupagainsttheNazis withgreatcourage.He savedmanypersecuted Jewishfamilies,intervened withtheauthoritieswheneverhelearnedofaninjusticeandwarnedhisflock andpriestsagainstNazi blandishments.

TheArchbishopsaidhe feltrelievedwhenSoviet troopsdroveouttheNazi invaders.AftertheSoviet occupation,theRussian generalinchargeofthedisd trictlistedintheArchbishop'spalaceandtheygot onvell.ArchbishopGroesz hassaidthathewrsproud tocallthe.generalhisfriend. Hetriedtoconcedeasmany communistandSovietdemandsaspossibleandto co-operateloyallyinorder toprotecthisflockagainst unnecessarycomplications.
Hesoughtunderstanding andcompromisewiththe Soviets,althoughhenever gaveupanyprinciple.He wentfarinconcessions,but whenaskedtoactagainst hisconscience,hebecame firmasarock.
WhentheRussianssetup theirwarmemorialin Kalocsa,theyinvitedArchbishopGroesztoattend,and hedid.When"security police"arrestedhissecretary,FatherKarolySztrilich,in1947,theArchbishop wenttoRussianAmbassador PushkininBudapesttoenlisthishelp.Mr.Pushkin intervenedandFather Sztrilichwaspromptlyreleased
Untilthebeginningof
1948,thecommunistsand theRussiansheldupthe ArchbishopofKalocsaas theman"withwhomone cantalkreasonably,"whois 'sodifferentfromtheintolerant,reactionaryMindszenty."ManypeopleinHungarywereactuallyfearful thatArchbishopGroesz mightgiveintothecommunists.
Whentheregimebeganto attacktheChurch,theArchbishoprejecteditsfalseaccusationsinstronglyworded pastoralletters.Astheregime'scampaignagainst CardinalMindszentygained momentum,itwasArchbishopGroeszwhosuggested thattheHungarianConferenceofBishopsaffirm"absolutesolidaritywiththe Cardinal."
AfterimprisoningtheCardinal,theRedsturnedon theArchbishopforsupportinghimandgaoledhimon trumped-upchargesin1951.
Followinghisreleasein 1956,ArchbishopGroeszrefusedtotakeovertheCardinal'sprimatialSeeofEsztergomattherequestofthe Reds.Sincebeingfreethe Archbishophadcondemned Redeffortstopromotearticialbirthcontrol,calledfor greaterfreedomforthe ChurchinHungaryand soughttominimisecommunistinterferencein Churchaffairs.
