Thecommunistgroup decidedoncandidatesfor election,andthecommunist leaderswereorderedtoeducatetheunionmembersin acommunistpatternofpoliticalthought.
Thejudgefounditclearly provedthatHaxelland FrankFoulkes,theunion's communistpresident,deliberatelydeceivedthemembersoftheunionandthat liesweretoldanda"wicked fraud"practiced.
Hefoundthatextraballotpaperswereprintedand fraudulentlyfilledin,and thatforgedenvelopespurportingtocomefrombranch secretariesweremailedaftertheelectiondeadlineso thatunionbranchessupporttingByrnecouldbedisqualified.

Theunsuccessfuldefend. antsandtheunionwere orderedtopaythecostsof theactionestimatedat around£A112,500.
OftheElectricalTrade Union's240,000members onlysome2,000areknown tobecommunists.Between 100and150ofthesehold influentialofficesinthe union.
Catholiccommentators, whilehailingtheexposure ofcommunistactivitiesina nationaltradeunionwhich hasbeeninvolvedinmany disputesandstoppagesover recentyears,saidthatthe communistsinvolvedwere merelylivinguptotheirde-

TheBritishgovernmentwas alsoblamedforrejectingan appealforaninquiryinto theunion'stroublesaslong agoas1957. SincethecommunistspillagedtheBenSanleprosarium.about28milesfromSaigon,inMarch,1960,no charitableorreligiousinstitutioninthecountryside feelssecure.TheBenSanleprosariumhoused134 lepers,attendedbyfiveSistersofCharityofSt.Vincent dePaulandachaplain.Sofarnothingsimilarhas beendone,perhapsbecauseofthewidespreadresentmentthatthisraidaroused.
SomemonthsagoachurchwasdesecratedinBentre province,wherecommunistswereactiveatthattime.
PriestswhoformerlylivedinNorthVietnamsaythat thepresentstageofthecommunistcampaigninthe southresemblesthatofabout1950inthenorth.At thattimethecommunistsrefrainedfrommakinga frontalattackontheChurchoronBuddhism,though theiranti-religiousprinciplescouldnotbeconcealed. Evidence,however,ismountingthat NOONE:poverty,nationality,race,improperpolice practices,andsoon.arenot"the"main CAUSE factorsinjuveniledelinquency.The directorofaregionaljuvenilebureauin Americastatesthatmostoftheteenagerswhogetinto roublecomefromhigherincomebrackethomes.Itis notnecessarily"economics.""Delinquency,"hesaid, "inonemixedraceareaismoreprevalentamongthe whitesthantheNegroes."
Inhisreportthedirectorwentontosubstantiate thatparentalfailuresare"the"rootofdelinquency.

TheyareBishopElectFilippoPocci,an officialofthePapal household,andBishopElectGiovanniCanestrl, spiritualdirectorof Rome'smajorseminary.Theirappointment raisesoncemorethe possibilitythattheDioceseofRomewillbe dividedintozones,each entrustedtoabishop. forpurposesofbetter spiritualandmaterial administration.Sucha possibilitywasstrongly rumouredatthetimeof Rome'sdiocesansynod earlyin1960.

WhenthechurchofTuyHcawasbuilt,therewas neededonlythebellstoinstallinthebelfrey.Immediatelytheyoffered80,000piastres,thepriceofthe bells.TheyeventuallyarrivedfromFranceandhave justbeenblessedbythe Bishopofthelocality,His Exc.Mgr.PhamNogcChi. Duringtheceremony,his Lordshipconferredthe"Benemerenti"crossofPope JohnXXIIIonthefourmost distinguishedCatholics.
