THECentralPreparatoryCommissionfortheSecondVatican Councilfinisheditsmeetingaheadofschedule.Itwastomeet todecideonthebasicstructureandorganisationoftheCouncil.
Onaccountofthespeedy rateatwhichthework progressed,twomeetings werecancelled.
Ithasbeendecidedthat Latinwillbetheofficial languageoftheCouncil, eventhoughtherewasa moveputforwardtohavea simultaneoustranslation systemsimilartothatused intheUnitedNations.
Concerningthelanguage oftheCouncil,HisHoliness stated:"Itisclearthatthis (Latin)mustbetheofficial languageoftheCouncil.But shouldtheoccasionorthe needarise,itwillbepossible foronetoexpresshimself andhavehisopinionsrecordedinhisownlanguage."
Thisdecisiontoallowfor acertainlimiteduseofa participant'snativelanguage isanindicationofthevastnessoftheapplicationofthe interestsoftheUniversal Church.
Onthesubjectofrepresentationofnon-Catholicsin theCouncil,nodecisionwas reachedatthismeeting.
ArchbishopPericleFelici, secretary-generaloftho
CentralPreparatoryCommission,saidinapressinterviewafterthemeeting thatthematterwasone whichrequiresdeepthought andthoroughanalysis.The questionwillbediscussedat futuremeetingsofthe Council.
Thisisconsistentwiththe statementsalreadymadeby theHolyFatherasregards whattheaimoftheCouncil istobe.

Thestudiesofthepreparatorycommissionsand secretariatswillcontinue withthesameaimsthat theyhavehadfromthebeginning,saidHisHoliness.

In1953FatherKeytewas appointedparishpriestof
Wealdstone,wherethereis alargegrammarschooland aparishschool.Sixmonths afterthishewasappointed superior.
FatherKeyteishimself anoldboyofWealdstone College.Heisthefirstpriest tobeordainedfromaSalvatoriangrammarschoolin England.

COULDthehumanheartbeputintothepalmofthehandas anycrucible,howmultipleandcomplexwouldbetheworries, frets,andanxietiesthatcouldbedistilledoutofit.Fasterand moreplentifulthanmotesinthesunbeam,caresparadeafterone another,andfilemenacinglybeforeuslikeshipsinbattlearray. Sincecaresareinescapable,whyisitthatthroughoutallhumanhistoryspiritualwriters, andinparticulartheinspiredWordofGodinScripture,bidsanattitudeofindifferencein thefaceofcores?
THEANSWERisthatonemustdistinguishbetween anxietiesofthetemporalorderandthoseofthe spiritualorder.Itistheabsorbingandrestlessanxiety abouttemporalthingsthattheLordcondemns,the labouringforthebreadthatperishes,thehoardingof treasuresthatthievesbreakthroughandsteal,the accumulationoffinerythatmothsdoeat.
Eventhisoutlookdoesnotinanywaymeanthere shouldbeaceasingfromsolicitudeaboutsuccess,or aboutthefulfilmentofduties.WhattheDivineMaster condemnsisnotforesightnorprovision;itisanxious fretting.Wearetobeanxiousaboutduty,notabout events:wearetobeconcernedaboutwhatweought todo,notsomuchaboutwhatishappening.
Anxietyhasmultipliedinthemodernworldthrough ''news"-disaster,calamity,murder,revolution,crime -alltheseconstitute,forthemostpart,thesubstance ofnews.Onewondersifinanypreviousageofhistory, heartshadeverpouredintotheminsuchconcentrated doses,calamitiesandmisfortunessodestinedtocause worryandanxiety.
Oneoftheinterestingpsychologicaleffectsoftravellingistogotoaspotwhereonehearsnonewsfora week.Howcalmtheheartbecomes!Itisnotbecause onedoesnotknowwhatisgoingonintheworld,but ratherbecauseonedoesnotknowsomanybadthings thataregoingonintheworld.Listeningtowoes makesonelikethemanwhodroppedabottlethatbroke int)piecesandthengatheredallofthebrokenglass andputittohisbosom,whereitcuthimconstantly.

THEtrialofCatholicpriestsandlaymenin communist-ruledHungaryisnothingbutan efforttohastenthedestructionoftheChurch there,accordingtoaneditorialinL'Osservatore Romano.
MorethanadozendefendantsattheBudapest trial-includingninepriests-werechargedwith conspiringtooverthrowHungary'scommunist regimewiththeaidofanunidentifiedforeign power.Allbutoneofthedefendants,Father OedonLenard,pleadedguiltyaftermonthsinRed prisons.
Theeditorial,signedbytheassistanteditorof theVaticanCitydaily,FedericoAlessandrini, stated:"Itisquiteclearthatthepurposeofthis newdemonstrationofterrorismbythecourtsisto increasethesuffocatingoppressionthatforsome timepasthasweighedontheconsciencesofHungariansandinparticularontheChurch."
By,tryingtheCatholicsforanon-existentconspiracy,theeditorialwenton,theBudapestcourt isseekingtohastentheweakeninganddestruction oftheChurch.Thetrialisnottheonlyweaponof theRedsintheirstepped-upcampaignagainstthe Church.Thecommunistsarealsotryingtoforce HungarianCatholicstosubmittotheso-called "peacepriests,"whoarepuppetsoftheregime.
TheeditorialrecalledthatSovietPremierNikita Khrushchevin1956denouncedtheterrorismofthe courtsundertheStalinregime.Itpointedoutthat Mr.Khrushohevcondemnedboughtandfalsetestimonyandtheobtainingofconfessionsbytorture andpromisesofpardon.Italsorecalledthathe saidhedenouncedthesethingsbecausetheywere directednotagainsttheexploitingclasses,but againstthehonestworkersofthepartyandthe SovietState.Butapparently,theeditorialconcluded,Marxistlogicandcommunistmorality permitthesamecondemnedtacticstobeused againstCatholics.
Laterreportspublishedinthegeneralpress statedthat11Catholics,includingfourpriestsand threemonks,havebeensentencedtotermsoffrom 21toeightyearsgaol.FatherLenardisstatedto havereceiveda71-yearsentence.
VETERANstatesmanKonradAdenauer, ChancellorofWestGermany,hashit outstronglywithacomplaint.Hesays that85percentoflabour-management councilscomefromthesocialistcamp.
Theyaremembersofthesocialist-dominated GermanFederationofLabour-theD.G.B.
Mr.Adenauerwasgivinganaddresstoleaders oftheCatholicWorkers'Movement-theK.A.B.inDusseldorf.
HedeploredthecontrolwhichtheD.G.B.had acquiredbecausetheyrepresentedonlyaminority oftheWestGermanlabourforce.Ingivingfigures, theChancellorsaidthatoftheirfourmillion members,onemillionwereretired-andwerea minoritycomparedwiththe21millionactive workersintheFederalRepublic.

MonsignorHansslergaveasoundwarning againstthecurrenttrendofaso-called"openingto theleft."Thishedefinedasattemptstoform allianceswithsocialistsandotherleftistgroups. Hewarnedagainstthispracticebecauseinhis opinion"theleft"wasinaperiodofcrisisthrough'. outtheworld.Itwasindangerofbeingtotally usedupanditsownideasbeingsubvertedintouse byfarlefttendenciestothedetrimentoftheworker andnation.
MonsignorHanssler,wasparticularlycriticalof whathetermed"Catholicismoftheleft,"whichhe describedastheworstimportationfromFrancein thefieldofChurchaffairs."
TheMonsignor'sopiniononCatholicsinpoliticis wasthatapurelyCatholicpartywouldhaveno chanceofinfusingitsprincipleinthelawofthe land.Thiscanbestbedone,hesaid,byabroader combinationofChristans.
Stemmingfromthis,hefurtherpointedoutthat CatholicmembersoftheChristianDemocratic Partyshoulddesistfrompoisoningtheatmopshere with,carpingcriticism.Theyshouldofferinstead someconcretesuggestions.

TherovingFarEastcorrespondentofthe N.C.W.C.NewsServicecoveredthehectic Vietnamesescenein1954followingthepartitionofthecountryintocommunistandnoncommunistareas,whenhundredsofthousands ofpeopleabandonedtheirhomesandrisked deathtofleethecommunist-controllednorth. Realprogresshasbeen made,spiritualandmaterial.buttheguerilla warfarenowbeingwaged bythecommunistViet Congthreatensthevery survivaloftheRepublic ofVietnaminthesouth. Indicationsoftheprogress madecanbeobservedon enteringSaigon,whichis nowbrighter,cleanerand
namanxiousin1955-56continuetogivegroundsfor anxiety.
Butthegreatestproblem, whichaggravatesallthe othersandwhichendangers theentirepopulationof some18,000,000(including about1,200,000Catholics),is thecommunistmilitaryoffensive.
ProbablyitwastheprogressbeingmadebyPresidentNgoDinhDiem'sgovernmentthatimpelledthe NorthVietnamcommunist government,inDecember, 1959,tolaunchalarge-scale guerillawarinthesouth. Throughthefrontiersof LaosandCambodiaandby seatheysentinofficersand soldierstojointhefew thousandagentswhomthey hadleftbehindin1954-55. TodaythecommunistguerillaforcesinSouthVietnam areestimatedatabout 12.000.
TheVietCongguerillas safeguardandmaintain themselvesbyruthlessterrorisminthevillages.
ItissaidthattheirobjectivewastotoppletheNgo DinhDiemgovernmentbeforetheendof1960.They failed.Theywillincrease theireffortstoreachthe cbjective.
InrecentmonthstheRepublicofVietnamtroops havehadsomesuccesses, butnotenoughtotipthe scales.Onewell-informed observersummedupthe presentsituationofSouth Vietnamas"critical,butnot hopeless."

In1955,600,000pupils werereceivingprimary schoolinginSouthVietnam, accordingtoofficialfigures. In1960,therewere1,300,000 pupilsinpublicandprivate primaryschools.Highschool enrolments,publicandprivate,were53,000in1955.In 1960,theywere169,000.In 1955,therewere1,380studentsintechnicalvocational schools;in1961,thereare 5,200.Thenumberofuniversitystudentshasrisen from2,900to9,670.Teacher trainingschoolshaveincreasednotablyinnumber andintotalsofstudents.
Welfareworkerssaythat thegeneralhealthconditionshavebeengreatlyimroved.
Productioninagriculture andmanufactureshasrisen. Riceisplentifulandrelativelycheap.Newroads havebeenbuilt.
TheChurchhasprogressed.Lastyearthehierarchywaserectedandthree newdioceseswerecreated. Vocationstothepriesthood andreligiouslifeareplentiful.
PROBLEMSSTILL
SOUTHVIETNAMstill hasgreatproblems,apart fromthecommunistguerilla warfare.Povertystillafflicts many.Someofthemistakes thatmadefriendsofViet-
THEBishopinchargeofthetwoNorthern ItalianSeesofTreatandBressanone issuedauublicstatementdenouncingterrorishi inthearea.
ThedistrictistheoldAustrianregionofSouth Tyrol,whichbecamepartofItalyin1919and nowknownasAltoAdige.German-speak; elementsinthepopulationinrecentyearsha beenchargingtheItaliangovernmentwithpartialitytowardstheItalian-speaking.TheItalian governmenthasconsistentlyturneddowndemands forgreaterautonomyfortheregion.
Dissatisfactiononthepartofsomeelementshas beenbuildingup,andbombingsandotherviolence haveoccurredsporadicallyinrecentmonths.More thanfortydynamitechargesweresetoffonthe nightofJune11,destroyingmanypowerinstallations.

Littleparishesareemployeddifferentlyindifferent places.Insometheyaremerelyarefinementofthe "blockcaptain"set-up,inwhichtheparishpriesthas a"contactman"inagivenarea. Preferablewouldseemthesystemwhichinvolvesthe membersofthelittleparishesintheliturgicalfunctions oftheparishitself.Forexample.ifeachlittleparish wouldberepresentedateveryfunctionconductedin theparishchurch.
THISWOULDMEANarespectableminimumofattendanceatanyfunction,anattendancethatwouldbe worthyofthefunctiontaking NEW place,whetheritbeaweekday Massorsomeeveningdevotion.

Ifthissenseofspiritualresponsibilityisachieved, theacceptanceofresponsibilityinotherlinesismuch morereadilyaccomplished.

Onthematterofwhowill beinvitedtoattendthe council,forexample,there isalreadyclearprovision madeinthecodeofcanon law(Canon223).
Theseareallcardinals, patriarchs,primates,archbishopsandresidential bishops,abbots,independent prelates,abbotsprimateand generalsofreligiousorders.
Thefinalsentenceofthis canonprovidingforthe possibleinvitationoftheologiansandexpertsincanon lawwouldcertainlyhave beenanobjectofdiscussion duringthemeetingsofthe centralcommission,namely, whatspecifictheologians andcanonistswouldbeinvited.
Astothenatureandnumberofthecommissionsin thecouncil,therewassome indicationinthehistoryof theFirstVaticanCouncil 1869-70).FortheFirst VaticanCouncil,PopePius IXinstitutedfivecouncil commissions:fordiscipline,
forreligiousorders,for OrientalRites,forthemissions,andforpoliticaland ecclesiasticalquestions.
Agreatenumberofcommissionsc beexpectedfor thecomi council,especiallyinview-ofsuchrelativelynewmattersasthe layapostolateandcommunicationsmedia.
Thecouncilcommissions willhaveafunctionoftheir own,differentfromthatof thepreparatorycommissions.ThelatterarepreparingstudiesonvariousquestionswhichthePopeisto submitfordiscussionduring thecouncil.Thecouncil commissions,ontheother hand,wilbeformedexclusivelyoftheFathersofthe Councilandwillhavethe specialtaskofreviewingthe draftsofdecreesduringthe council.
LANGUAGETOBEUSED
Thefactthatthematterof languagewasdiscussedby thecentralcommission seemedtoindicatethatit wasnotyetaclosedquestionthatLatinwouldbe usedexclusivelyduringthe council.Itwasunderstood thatsomerequestshadalreadybeenmadefortheuse ofmulti-lingualearphones suchasareusedcommonly ininternationalassemblies.
TheCentralPreparatory Commissionhadopenedits firstmeetingonJune12 with32cardinals,twopatriarchs,12archbishopsand bishops,fourgeneralsofreligiousordersand23consultors.
Themeetingwasopened bythePopewithaLatin discourseinwhichheunderlinedthegreatencouragementhefeltatthewaynews ofthecomingcouncilhad beenreceivedbybothCatholicsandnon-Catholics.He expressedhi..hopesforwhat thecouncilwillaccomplish andrepeatedapleafor

BurnnearLurgan.NorthernIreland,in1906, FatherMcPolandreceivedhisearlyeducation St.Colman'sCollege,Newry,Co.Down.Afew yearsafterleavingschoolhismindturnedtowards thepriesthoodandhewasespeciallyanxiousto devotehislifetoGodontheforeignmissions.He joinedSt.Columban'sSocietyin1927andstudied philosophyandtheologyattheSociety'sseminary atDalganPark,Galway,wherehewasordained in1932,
ThefollowingyearhewassenttoAustraliaand wasimmedatelyapointedDeanofDiscipineatSt. Columban'sSeminary,NorthEssendon.Hebecame RectoroftheCollege1936andattheendofhis six-yeartermcontinuedontheCollegestaffas professoroflanguages.
In1950hedidappealworkfortheSocietyinthe ArchdioceseofSydney.However,aftertwoyears thepostofbusinessmanagerofthe"FarEast" fellvacantandFatherMcPolandwasrecalledto NorthEssendon.Itwasduringthisperiodthathis healthbegantofailandin1954hewasrelievedof theresponsiblityofofficework.Hespentafurther yearontheteachingstaffofSt.Columban's Seminary,whichhadnowbeentransferredto WahroongainNewSouthWales.Itwassoonfound necessary,however,toappointhimtolighterduties atSt.Columban's,LowerHutt,NewZealand.
