RecentfamilylegislationinSpain andintheArgentinewasdescribedin aVaticanradiobroadcast,whilelater reportsindicatethatPortugueseinfluencehasinspiredasimilarmovein Brazil.

InSpain,anewlawfortheprotectionoflargefamilies,whichwasdrawn upbytheMinisterofLabour,has beenapprovedbytheCouncilofMinisters.

Alargefamilyisdefinedasonein whichtherearefiveormorechildren belowtheageof23years,oreven abovethisageifforanyreasonincapacitatedfromworking.Large familiesaresubdividedintotwoclasses, thosewithfivetosevenchildren,and thosewitheightormorechildren.

Allthesefamiliesareaccordedspe. cialprivilegesandbenefits,ascomparedwithsmallerfamilies,inregard toeducation,taxation,travelbyroad andrail,holidaysattheseasideandat inlandhealthresorts,treatmentat sanatoria,andunemploymentbenefits.

IntheArgentine,theArchbishopof SantaFehassentacongratulatory messagetotheLegislativeAssemblyof theProvinceofSantaFeonthepassingofaBillprovidingforfamily wagesandaccordingspecialprivileges tomothersoffamilieswhoarecompelledtoworkoutsidetheirhomesto supporttheirfamilies(because,e.g., theirhusbandisdeadorsick).His Gracedescribesthemeasureasthe mostpracticalofthemanyactsby whichtheArgentinecelebratedthefif tiethanniversaryd.thepublicationof LeoXIII'sEncykcal,"RerumNovarum,"

Brazilhasalsojoinedtheranksof thecountrieswhicharebasingtheir socialwelfareonthesolidfoundation ofthefamily.Byarecentdecreelaw marriageloansandfamilyallowances havebeenintroducedaswellasother reforms,whichshowtheinfluenceof theCatholicStateofPortugalonthe daughter-country.

Itisprovidedthatmarriageloans mustbeusedtoacquireimmovable property,theintentionbeingtoencourageyoungpeopletosetuphomes oftheirown.Otherloansareavailableforhouseholdeffects.

Repaymentoftheloanisspread over20years,andthereisareduction of10percent.oftheinitialsumon thebirthofeachchild.Whenachild

Inreplytoaquestion,BrotherClementsaidthatduringthewholeofhis enforcedstayinFrancehesawno examplesofNazibrutality,nordidhe hearofanyatrocitiessimilartothose committedbytheNazisinBelgium "Probablythereasonwasbecause mostofthemwerenotGermansbut Austrians,"headded.

Godistheinfinite,self-existentspir- itualBeing.Ileisnotmadeofparts. Iledoesnotpossessabody,muchless lungsandvocalorgans-andaplentifulsupplyofair.

TIccreatedtheuniversebyanactof HisWill,byanexerciseofHisinfinite power--notbyshoutingcommandslike asergeant-major.

Godcreatedatleastthefundamental realityofthematerialuniversedirectly.Hecreatedthevariousbodiesof theuniverseindirectly,byimpressing inmatterinclinationsandlawswhich. bytheiroperationanddevelopment, gaverisetotheuniverseasweknow itto-day. Youimagine,stillinyoursimplicity, thatwecannotreasonablyacceptGod's accountofcreationunlesstherewere witnessespresenttoverifyit.It shouldbeobviousthatifGodexistsat allHemustbeinfiniteTruth,andcan neitherdeceivenorbehimselfmistaken.Itshouldbeobviousthatin givingarevelationtoonewhoisto speakinHisname,Ilecanmake knownHisidentitybeyondthepossibilityoferror.

Inshort,whatyouaretiltingatis notthemeaningintendedbytheAuthorofGenesis,butacaricatureof yourownconstruction.

Youassumethattheauthorofthe text,inordertogiveatruthfulaccountofwhatoccurred,wasboundto giveascientificexpositionofthefacts herecords;asifhewerewritinga text-bookofelementaryscienceforIntermediatestudents.

Again,youareguiltyoffalseassumptioninthinkingthattheauthor ofGenesiswasboundtodescribe eventsinchronologicalorder.You assumethatthesixdaysrepresentsix successiveeventsintheorderandthe timeinwhichtheyoccurred,In short,youassumeanumberofthings youhavenorightorreasontoassume,andthen,withequalunreason, youaccusetheauthorof"mucking up"hisdescription.

Thereareseveralelementaryprinciplesofscripturalinterpretationwhich youhavecompletelyoverlooked;possiblybecauseyouhaveneverheardof them.Heretheyare:-

(1)ManypassagesinSacredScriptureareproposedinmoreorlessfigurativelanguage,andshouldbeunderstoodinthislight.Totakeametaphoricalexpressionliterallyistodistortitsmeaning.

(2)Manyassertionsandphrasesare tobeunderstoodasdescribingtheexternalappearanceofthingsasthey appeartothesenses,andnotasprovidingascientificexplanationofphenomena.

Realscholarswhonaturallymadeit theirfirsttasktotrytounderstand themeaningofthetextfindnoneof the"muckingup"towhichyouso gliblyrefer.Butthentheywere scholars.Theyhaveprovidedseveral explanationsofthewholeHexaemeron, andthevariouswordsandphrases usedtherein:mostofthemquitereasonable,andfreefromtheabsurdities whichcertainpeoplearesoanxiousto discover.

Itisnotmypurposetogointothese explanationshere.Itwouldrequire

toomuchtime,Ifyouwereacquaintedwiththeseexplanations,youcould nothaveaskedthequestionscontained inyourletter.If,asseemsfairlyobvious,youarenotacquaintedwith them,thenyouaresimplynotcompetenttodiscussthequestion,andyourlettermerelyprovesthewisdomofthe oldadage:"Nesutorultracrepidam!.

ThelateBrotherMoorewasoneof thebestknownandmostpopularmembersoftheInstituteoftheIrishChristianBrothers,ofwhichhewasamemberfor53years.Heservedinall theAustralianStatesandwasfor14 yearsattachedtotheschoolsinDunedin,NewZealand.Hewasavery brilliantorganiserandconductedappealsforfinancialassistanceformany oftheschoolsandorphanagesofthe Brothersinmanyplaces.Hewas responsibleforraisingalargesumfor theerectionofthebeautifulchapelat NudgeeCollege,Brisbane.Heraised over£13,000tofreetheschoolsat NorthMelbourne.Heraisedlarge sumsfortheHeadHouse,Strathfield, Balmain,Dunedin,andotherplaces. Thetotalraisedfortheworkofthe Brothers'schoolsamountedtomore than£100,000.Hecelebratedhis GoldenJubileeatMelbournein1938.

Possessedofakindandlovingdisposition,thedeceasedendearedherself toeveryonewhoknewher,andthe generalesteeminwhichshewasheld wasborneoutbythelargenumberof peoplewhocamefromsurrounding districtstopaytheirlastrespectsat thegraveside.Nosportingbodywas completewithoutherhelpinghand, andherpassingwillleaveagapthat willbedifficulttofill.

RequiemMasswasofferedonthe morningofNovember4th.,andthe funeraltookplaceintheafternoon, whenthebodywaslaidtorestinthe CatholicportionoftheDudininCemetery.Rev.FatherC.Stinson,ofKondinin,assistedbyRev.FatherRussell, ofNarrogin,officiatedatthegraveside. TheranksoftheThirdOrderofSt. Francisareeverincreasing.Twonew brotherswerereceivedatthelast meeting,November2.Severalnovices willbeprofessedonDecember7by Rev.FatherMcBride,ourspiritualdirector, MembershipwiththeThirdOrderof St.FrancismeantthefullestinterpretationoftheCatholiclife,saidFather McBride.WiththeexampleofFrancis,whogavenewlifetotheChurch intheMiddleAges,amanofsimplicity,strongFaith,andChristlikelove forhisfellowcreatures-greatisthe channelofgracethatflowstoallwho unitethemselvesinhisbrotherhood andfollowhisexample.

Wordsofwelcomewereextendedto thenewaspirantsbytheprefect,who hopedthattheywouldfindthefulness ofthegracesthattheThirdOrdercontainedforitsmembers.

Although"PennySerenade"broughtEvaherfirstalvearanceinthecastof stellarcelebrities,itwasinnosenseher filmdebut.Fortwoyearssheplayed smallpartsin"OurGang"series,until, attheageoffouryears,hercareercame toastop.Shehadacquiredfreckles, andlackedthedollprettinessrequired bysomanydirectors.Hermotherrefusedtobleachherhairandmakeher looklikeaminiature"glamourgirl,"so EvawasplacedontheHollywood shelf.WhenEva'smotherbroughther alongtobetestedfortheroleforthis film,300littlegirlswerealreadywaiting.However,Eva'ssweetvoicewas themainfactoringainingthecoveted part.

Thompson,ofNewark,formerlyof BruceRockandPerth.Hisparents werewellknowninthisState,whenhis father,whoservedwiththeA.I.F.in thelastwar,wasfarmingatBruce Rock.LatertheycametoPerth, whereAnthonyattendedtheKindergartenatVictoriaSquaretillheleftfor Englandattheageofsix.HeattendedSt.Mary'sSchool,Chesterfield,for fiveyearsbeforegoingtoNewarkin 1936.Hisschoolcareer,whichwasfull ofpromise,wasbroughttoatragic closewhenhebecamethefirstvictim ofNaziair-raidsonNewarkduring Februarylast.Whentheraiderscame overthetownforthefirsttime,Anthonywasoutshootingsparrowson Trentsidewithtwootherboysfrom hisschool.Hisfriendsescaped,but Tonywaskilledoutright.Hewasonly 16yearsofage,andatthetimeofhis deathwashardatworkpreparingfor theR.A.F.Apprentices'Examination,whichwasheldinMaylast.Hewas aboyofjusttherighttypefortheAir Force,keen,loyal,andofthatexcellentfearlessnesswhichcomesnotfrom lackofappreciationofdanger,but fromaspiritofpluckanddetermination.Hehadplayedforthefirst RugbyfootballXVforthreeseasons, andwasawardedhiscoloursin1939. Hisplayatfull-backwasmostpromis- ing,andhadhebeensparedhemight havegonefarinthisfield.Atathleticshecreatedarecordinthejunior highjumpin1938,clearing4ft.3in.In 1940hewasappointedcaptainofhis schoolhouse,namelyCartwrightHouse.

RatheritisthedeeppitattheendoftheLeftroad.Thereisa trueeconomicandpoliticalmoderation,anditistobefoundin thoseStateswheretheChristianlifeisofrathergreaterimportance thanthepoweroftheState.Theblood-relationshipbetweenthe conservativeandtheCommunistisagainapparentinthatthey bothkeeponconfusing,deliberatelyandignorantly,allcorporative movementsas"Fascism."Againtheyarefoundinconcertedduet overthegloriesofdemocracy,thoughalltheconservativecan meanbythetermisuniversalsuffrage,majorityvotes,andtheparliamentarymachineryinarepublicanconstitution.TheCommunist,ontheotherhand,meansnothingbyit.Itismerelythe provingwordwhichadmitshimtotheveryrespectableheartofa societyriddledwithLiberalismandphilosophicallyidenticalwith hisONVII. Butitisinterestingandimportanttonotethatatthis historicalmomentwhenabusesarecertainlyclamouringforsomethingradical,theold,oldshamsarebeingmaintainedalmostcompletelybyavocabulary.

Inallsobriety,nomanofgoodwillcould,to-day,remaina conservativeifhehadhadaclassicalinsteadofatechnicaleducation,andsowascompetenttounderstandthemeaningofwords. Inafewgenerationspeoplewillrefusetobelievethatanycivilisation.couldhaveplumbedthedepthsofsophistrysothoroughlythat theordinaryvernacularcompletelysmotheredtheintellectualconceptwhichitwasmeantfaintlytomirror.Andhereagainwe havetheconservativeandtheCommunistpropagandistlockedin aneternalembrace,vowedequallytoshunstraightthinkingand plaintalk.Thereisaremoteandineffectualworld,exemplified bytheplacidpress,wheremenaredamnedbyplatitudesand euphemisms.Theextentofoursociety'srottennessandcorruptioncanbemeasuredbythefactthatthiscategoryevenincludes theyellow-press.Cananygoodreasonbeallegedwhyrapeand sodomyshouldbecalled"seriousoffences,"orpregnancy,"acertaincondition"?Istheresomethingintrinsicallyrepulsiveabout thenotionofaviviparousmother?Theveryjournalswhichrecoilfromprintingtheword"venereal"arethesamewhich 'corruptouryouthandundermineournationwiththeir"medical" columns.

Buttheseareonlyminorinstancesoftheostrichtacticexemplifiedbytheeuphemism.AndtheEuphemismitselfisthe merestbagatelleincontrastwiththeintellectualperfidyitrepresents.Thewholeatmospherecouldbepurifiedandmadeexpectantofsocialjusticeifonlypubliclifecouldrecapturethelanguage .ofthemaninthestreet.NobodygetspunchedinParliamentbecausethereareonlytobefoundthere"prevaricatorsofthetruth." 'Twosailorshaveabrawl,andoneisfinedbecauseonewasaliar. 'ThejugglersontheStockExchangewho"unload"intimeonto widowsandcountryparsons,escapeonlythroughthemeaningof theword"business."Ifthepapers,untrammelledbyiniquitous libellaws,whichpenalisethetruth,couldannouncethatMr. thewell-knownswindlerandsweater,hadreturnedfromatripto Vesuvius;therewouldhehopeforthiscivilisation.Itwassoin -theagesofFaith,notonlyinliterature,butevenintheologicaland notablyinpoliticalcontroversy.However,theuglyconservative shammingwillcontinueuntiltheoutbreakoftherevolutioninthe 'Terracecanhedescribedasan"unfortunateincident."

KingLeopoldwasnotraitoreither toBelgiumortotheAllies.Butfor hisdecisiontosacrificehishelplessWarmedsoldierstotheNazipanzerdivisions,theBritishArmycouldnever havereachedtheCoastand325,000 moreBritishtroopswouldinallprobabilityhavebeenkilledormadeprisoners.

Thesefactsstandoutintheofficial storyoftheGermandrivethrough Belgium,issuedonSeptember12, WhentheBelgianarmycapitulated almosttheentirepresspouredbitter scornuponKingLeopoldasatraitor. Nomaninrecentyearshassuffered suchdeepunmeritedhumiliation.

AfterhissurrenderKingLeopold wasallowedtoresideathiscastleat "OSSERVATORE"ONRUSSIAN WAR.

TheVaticannewspaper,"OsservatoreRomano,"publishesawarning againstaresurgenceofCommunistpropaganda,nowthatRussiahasbeenattackedbyGermany.Russia,saysthe Vaticanpaper,has"putasidehereand thereitsanti-religiouspropaganda,but withthefirmintentionofbringingit outagainwhenthepresenttrouble passesaway."Thepapersays:"Itis undeniableandisshownhereandthere thatanti-religiousthoughtandpropagandahavebeenputaside,foldedup andlaidawaylikegarmentsinawardrobeforanotherseason.Itisalso undeniable,asexperiencehasshownin everysimilartimeincontemporary history,thatatthefirstappearanceof therainl.)owthisconspiracygrowsup againlikeaweedamidgraininthe spring."TheVaticanpaperalsocommentsontheRussianConstitution, which"guarantees"religiousfreedom, butwhichalsoinsistsontheannihilationoftheChurchandGodinmind. Inthelastfourmonths-itseems likefouryearswhenIlookback-I certainlyhavedonesometravelling,by boat,truck,andIamsorrytosay, byfoot.Isupposeyouhavereadall abouttheevacuationsfromGreeceand Creteandallthedetailsofthehappeningsthere.Youknow,Greeceis suchawonderfulplace;it'sapitywe didn'thavemoretimetohaveagood lookaround.Idon'tthinkIhadever heardofGreeceasatouristcountry, butit'scertainlythebestplaceIhave seeninmytravels.Ihadtwodays' experienceofsnowontopofagreat mountain.Itsnowedhardforthe wholetwodays,andmusthavebeen acoupleoffeetthick.Anexperience certainly,butgivemetheoldsunshine everytime.Thevillages,however, tookmyfancy.Situatedinakindof clusteronthesideofthemountains, theylookasthoughthehousesare builtandthenstuckontheside,and whenthesunshinesonthemthenaturalcoloursmakethemlooklikeanoil painting.Thenthegreenvalleysbetweenthemountainsandtheclear streamsrunningdownfromthesnow mountains.Noshortageofwater here,and,ofcourse,betterstill,no waterrates.

But,ofcourse,allthesethingswere beforethe"Blitz"started,and,of course,theGermanshadanoverwhelmingsuperiorityintheairand madethingstoohotforus.What theydidtoLarrissa,oneofthemain townsinGreece,wasasin.They don'tseemtobecontenteduntilthere isnotahouseorshopstanding.

ByJove,afunnyincidenthappened there,notfunnyatthetime,butitis nowwhenIlookback.Wewerepass. ingthroughthetownjustafterthe finalbombingandweweren'tlosing anytimeasJerrywasnotfarbehind. Justpassingtheairraidshelters,we sawmoreplanescoming,sodecidedto hopoutofthetruck,anartatwhich afterwardswegotveryproficient,and waituntiltheall-clearwasgiven. However,theyturnedtheirattention toamotorconvoy,andgavethetown amiss,sobeforegettingbackonthe truckwedecidedtoseeifwecouldfind adrink,aswewcreallprettyshaky, havingbeetfthroughaparticularlynastycoupleofhoursjustbefore,when fortyorfiftydivebombersconcentratedontherailwaylinejustnear whereweweresituated.Onebig bomblandedonlyabout20yards fromwherefiveofuswerelyingagainstatwo-footstonewall,killingthefellownexttome.

Anyhow,togetbacktothisdrink. Wealltrieddifferentplaces,andwhen wegatheredatthetruckagainonly onefellowhadabottleofCognac. Anyhow,acoupleofminuteslaterthe lastfellowtoarrivecamealongwith threelargebottles,sowewereset.As soonaswegotgoingthefellowopened hisonebottleandhandeditaround. TherestofthetimeinGreecewehad notimetoappreciatethebeautyof theplace.Howeverwewereevacuatedfromasouthernportindarkness, takenoffbydestroyersandtransferred totroopshipsacoupleofmilesout. Theboatwewereonwasthebiggest ofthefour.Ofcourse,atsunrisenext morningJerrywasoverus.Thefirst raidstartedatabout7a.m.,andfrom thenontheplaneswereoverusabout everyhour.Duringtheraids,the Navybroughtdownsevenandour boatbroughtdowntwo.However, wecouldn'tdodgethemallthetime, andabout2p.m.abombhitusastern, theengineroomflooded,andshebegantosink.ThentheNavytooka hand,acruisercamealongside,andin notimehadusalltransferred,There's nomuckingaroundwiththeNavy,no fuss,noflurry.Theygetonwiththe job.Justaswelltheplanesleftus alonewhilewegotontothecruiser whichtookustoCrete.

Forthefirstcoupleofweeks,life wasgoodonCrete.Plentyofswimmingandloafingaround,but,ofcourse, itwasonlythecalmbeforethestorm andthebombingsgotworseeveryday untilthetroopswerelanded,andit wasintoitagainandthesameold trouble,notenoughairforcetostop Jerryfrommachinegunningand bombing.Still,strippedofhisair forceprotection,weallknowheis nottheworld-beaterhereckonsheis, andisundoubtedlyinferiortoour fightingmen.TheMaoriesshowed themupwhentheychargedwiththe bayonet.TheGermansmusthave brokenallrunningrecords.Anyhow itwasanotherevacuationatnight, andontoacoupleofthelatestdestroyers.Onlyoneraidbythree planes,allofwhichwereshotdown. AndwasIpleasedtosetfootonland again,Wegotagreatreceptiongoing intoharbour,allthesailorscheering fromtheirboats.Ifyouh=4.pettto seeanewsreelofusgettingofftheboat I'llbetyouwon'trecogniseme.Idid lookabeauty,asIhadn'thadashave forafortnightorawashforalmuta week,andtherewasnogrinonmy face.Stillthat'scomebacknow.

ButwhatIdidhavewas£25sin canteenordersthatIhadcarriedwith mefromGreece.Therewasabig canteeninthecampwherewewent,so threeofus,allthathadsofararrived backofourcrowd,wentupassoonas thecanteenopened. andagainhescatteredthebonesof thousandsofmenoverEurope.And, ofcourse,oneneednotlookfartosee hiscounterpartsinourday.Are thesethebrilliantgeniusestheeugenistwants?

OurKnowledgeLimited.

Ordotheadvocatesofa"well-bore" peopleperhapswantaraceofdoctors ofphilosophy?Ifallpeopleborn wereinthatcategory,wouldmanbe happier?Whowoulddothemore menialtasks,anddothemhappilyand contentedly?Wouldmanbeindividuallyandsociallybetter?Would hemorecertainlyattainhisfinaldestiny?

Again,itiswelltoobservethatthe eugenistsassumeafargreaterknowledgeofhereditythanwereallyhave. Theirbroadbasicassumptionisthat defectiveparentswillbegetdefective childrenandnormalparentswillbeget normalchildren.Butallinall,that ismerelyan"assumption,"Theuncertaintyregardingthecausesofdefectsinhumanbeingsisverygreat. Wehaveonlyamostlimitedknowledgeofthemanneroftheirtransmission.Muchmentionismade,forexample,ofmentaldefectives.Yet, oftenitisnotknownwhetheracertainmentaldefectiveissuchthrough heredityorthroughsomeothercause. So,too,isitquiteimpossibletoascertainwhoarelatentcarriersoffeeble. mindednessorothermentaldefectsand whoarenot.Anindividualmaybe quitenormalhimself,andyetbeget mentallyabnormaloffspring.

AWiseReport.

AcommitteeappointedbytheAmericanNeurologicalAssociationforthe InvestigationofEugenicSterilisation expressesmuchthissameviewregardingourknowledge,orlackofknowledge,ofhumanheredity.Therabid eugenistmaywellstudyseriouslyits report,whichreadsasfollows:

"1.Ourknowledgeofhumangeneticshasnottheprecisionnoramplitudewhichwouldwarrantthesterilisationofpeoplewhothemselvesare normalinordertopreventtheap'earanceofmentaldeficiencyintheir descendants.

TheChurchhasalsospokenonthis questionofafaultyeugenics.Inhis EncyclicalonChristianMarriagePope PiusXI.particularlycondemnedthe arrogationofpoweronthepartofthe State,eithertopreventfrommarrying ortodepriveofthegenerativefaculty throughmedicalactionorsterilisation, suchasarecapableoffulfillingthe endsofmarriage.

TheviewoftheChurchisstatedat somelengthintheMarriageEncyclical,butitshouldbequitesufficient heretopointtothegreatfundamental principlesthatunderliethatview. Theyarethefollowing:

1.Manhasanaturalrighttoenter matrimony.

2.Theprocreativefacultymustnot bedestroyedforanythingexcept crime,

3.Thefamilyismuresacredthanthe State.

4.Itisnotacrimetoentermarriage evenifdefectivechildrenonlywillbe bornoftheunion.

5.Publicauthorityhasnodirect powerevenoverthebodyofitssubjects. Wellmighttheeugeniststudythose principles.Hewouldthenlikelyprove himselflessadetrimenttootherindividualsandtosociety.

Far-reachinggoodwillresultfrom theofficialrecognitionoftheChurch inJapan,istheopinionofFatherPatrickJ.Byrne,Maryknollmissionhead inKyoto,Japan.

"Therearetwopracticalimplications tothisrecognition,"statesFather Byrne."Firstofallweourselvesand allofficersoftheChurchacquirenot onlyguaranteedlibertyforreligious activities,butevenrecognisedlegal standingaswell.
