HisLordshiptheBishopofGeraldton, inwhosediocesetheTardunScheme operates,paidawarmtributetothe workthathasbeenaccomplishedina varietyofdirections.LastThursday, Dr.O'CollinsblessedthenewTechnical Department,whichwaslaterdeclared openbytheHon.J.J.Senneally.
AmongthosewhoattendedwereHis Lordship,theMostRev.Dr.O'Collins, VeryRev.Dr.McMahon(DiocesanDirectorofEducation,Perth),Rev.Father McKay(Carnarvon),Rev.Father Byrne(Mullewa),theHon.J.J.Kenneally,ChairmanoftheCharitiesCommission,theHon.T.Moore,M.L.C.,Mr. 13.S.Donovan,ChairmanofCommissioners,AgriculturalBank,Mr.T. Theday'seventsrevealedmuch progressandactivityinthreedistinct andimportantdirections. Anew TechnicalDepartmentwasblessedby theMostRev.Dr.O'Collins,Bishopof Geraldton,anddeclaredopenbythe Hon.J.J.Kenneally,Chairmanofthe CharitiesCommission.Mr.B.S.Donovan,ChairmanoftheCommissioners oftheAgriculturalBank,laidthe foundationstoneofthefirstofthe threecottagestobeerectedforthe 1941probationers;andthefoundation stoneoftheextensionstoprovideadditionalaccommodationforthesenior boysandstaffwaslaidbytheHon. J.J.Kenneally,ChairmanoftheCharitiesCommission.
Acombineddinnerforthevisitors, staffandboyswasservedintheschool hall.afterwhichthevisitorswere treatedtoavarietyconcertgivenby theboys,whichwontheadmiration ofallpresent.
HisLordshiptheBishopoftheDiocese,paidaflatteringtributetothe Schemeinitsvariedactivities.Hesaid thattheTardunboyshadopportunitiesforsuccessinlifeequaltothose possessedbythesonsofwell-to-doparents.Hewasspeciallydelightedon the-'resentoccasiononaccountofthe introductionoftechnicaltraining,and ofthreeadditionalprobationershaving beenselectedtobecomemanagersof farmswhich,itishoped,willbecome theirowninafewyears'time,thusextendingthelandsettlementscheme whichhasbeenlaunchedwithsuch markedsuccessinthecaseofHarry Dean.HisLordshippaidawell-meritedtributetotheSistersandsaidthat theirpresenceinTardunhadtransformedthelivingconditionsofthestaffand boysthere.
TheHon.J.J.Kenneally,Chairman oftheCharitiesCommission,expressedhispleasureattheprogresstobe
seenoneveryside-newbuildingserect. ed,extramachineryinstalled,andadditionallandtakenoverfortherecentlyselectedprobationers.Hesaidthat itwasagreatpleasuretothemembersoftheCharitiesCommissiontobe abletohelpaschemethatwasproving suchawonderfulassettotheState. HesaidthatTardunwasanoutstandingexampleofaninstitutionthatwas notonlytrainingthebestandmost usefultypeofcitizen,butwasalsoa producerof-veryusefulmaterials.
ADVICE.
Mr.B.S.Donovan,ChairmanofCom. missionersoftheAgriculturalBank, gaveamostinstructiveaddresstouse staffandtrainees-anaddressofaman ofwideandlongexperienceinpracticalfarming.Hesaidthathewas greatlyimpressedwiththepossibilities oftheTardunScheme,andwasvery delightedwiththevariousphasesof theSchemewhichhewitnessedduring hisvisit,butthereweretwofeatures thatspeciallydelightedandsurprised him-thefinephysiqueandgentlemanlyandculturedconductoftheboys, andtherichnessofthesoilonmany partsofthepropertyofwhichhepreviouslyhadformedawrongimpression. Heconsideredthatitwasasacred dutytotrainupandsupportpotential goodcitizens,suchaswereinthisexcellentinstitution,wheresomanypromisingyoungladswerebeingtrained ingoodcitizenshipandfarmingmethods;thatifagriculturalpursuitslanguished,thisStatewouldcrumblefar morespeedilythanourEasternneighbours,whopossessed.somanysecondaryindustries,whereaswearelargelydependentonrevenuefromprimary products.

ersinresidenceinTardun.Hetold themtoestablishandmaintaintheir credit,foriftheyoncelostitfailure wouldinevitablyfollow;tobestraightforwardintheirdealingswithmerchantsandothers;tobeearlyineverythingtheyhadtodo-goingtobed,rising,cultivationandseeding-because procrastinationwasfataltothefarmer; tocarryondiversifiedfarmingandgo inforsheepandwheat,notwheatand sheep,andtoconservefeedinpreparationforpossibledroughts.
TheVeryRev.Dr.McMahon(South Perth)expressedhisgreatpleasure andsatisfactionwithallhewitnessed inTardun-asplendidlotofhealthy, culturedboys,whowerebeingtrained upwiththecorrectoutlookonlife, wonderfulpotentialitiesintheproperty whichwerebeingwelldevelopedby theChristianBrothers,andmanyof themoderncomfortsoflife,brought intotheveryheartofthebush.
Mr.TomAhernexpresseddelightand astonishmentatthewonderfulprogress thathadbeenmadeinconnectionwith theSchemeinthecomparativelyshort timeofitsexistence.Hesaidthathe didnotknowwhichtoadmiremosttheefficiencyanddevotiontodutyof theBrothersandSisters,asmanifestedinandaroundthehomesteadandin thebroadandfertilepaddocks,orthe well-nourishedhappyandintelligent boysthatshowedmuchpromisefor thefuture.

Birthcontrolbycontraceptivepracticesismorallywrong.Itisofits verynatureoptedtothemorallaw, andalltheutterancesofalltheatheis ticprofessorsilntheworldcannotmake itmorallyright.
Theenddoesnotjustifythemeans. Evenifitweretruethatbirthpreventioncontributestonationaldefence,it wouldnotthereforebelawful.Itis immoraltodoevilforagoodpurpose.
Inthephysicalorder,birthpreventionisafruitfulsourceofbodilyand mentaldisease,particularlyinwomen. Socially,itfrequentlymeanslossof mutualrespectandaffectionbetween husbandandwife,andlonely,unhappy homeswaitingtobedisruptedcompletelybytheDivorceCourts.
Nationally,itspellstheextinctionof thenationbyracesuicide.Andeven whenitdoesnotgototheextremeof suicide,itsoweakensnationalstrength astoleavethenationatthemercy ofanymorevirileandaggressivepower whichhasnotfallenvictimtothisnationalandsocialdegeneracy.
Birthpreventionisthereforeoneof themostdeadlyenemiesofnational defence,andoneofthemosteffective alliesofanaggressiveinvader.
Yet,whenanirresponsibleprofessor delivershimselfoftheabsurdutterancethatbirthcontrolisanessential partofnationaldefence,hiswordsare cabledacrossthePacificbythe"Daily TelegraphService"andpublishedin the'DailyTelegraph"forthebenefitof anationwhosebirthratealready showsaverydangerousdecline.

Insteadofdevotinghistalentstoimprovingthestandardsofliving,the learnedprofessorproposestolimitthe numberofthosewhoshalllive.Insteadoftryingtoimproveprospects forthefutpre,hewouldtrytostop peoplefromhavinganyfuturebykeepingthemoutoftheworldaltogether.
Unjustsocialandeconomicconditionshavedeprivedthemassesofthe peopleofajustshareinthegoodsof thisworld,towhichtheyhaveanaturalrightinjustice.Thehardshipsof thepeoplehavebeenincreasedandaggravatedbythedestructionandcostof war. Insteadofrestoringthisnatural rightofownershiptothepeopleby workingforsocialjustice,menlikethe learnedProfessorBrossardaskthem toforegoanotherfundamentalnatural right,whichistherighttonormal familylife.Insteadofgivingjustice tofamilies,hewishestolimitthefamilybythepracticeofananti-social vicewhichinvolvesthegradualextinctionofthefamilyand,throughthe family,ofthenationitself.
ProfessorBrossardwouldremedythe wholesaleviolationoftheCommandment,"Thoushaltnotsteal,"byrecommendingthewholesaleviolationof theCommandments,"Thoushaltnot
kill"and"Thoushaltnotcommitadultery."Hewouldremovesocialinjusticenotbygivingthepeopleaneconomicsystemwhichwouldfosternormalfamilylife,butbyeliminatingthe peoplewhohavebeenthevictimsof thatinjustice.
IfthereistobeanyNewOrder worthhaving,itmustbebasedonthe eternalprinciplesofjusticeandcharity,notunthenostrumsofquacksand charlatans.
DESTROYINGTHEFAMILY.
"Whatcanfamiliesdobywayofadjustment?" Inthefirstplace,ifProfessorBrossardhadhisway,thematterofadjust. mentwouldsoonbecomeunnecessary, becauseoftheabsenceoffamilies.
Godlessprophetshaveledtheworld todisaster.Buthavinglearntnothing bythefailure,theyproposeevenmore disastrousplansforthefuture.Itis timetheygotoutandgaveChristianityachance. Thereisnoreasonwhyfamilies shouldadjustthemselvestoanunjust andgodlesssystem.Givethema chancetochangethesystembyimplementingtheChristianProgrammeof SocialReconstruction.
Thefuturemustbeafuturebased ontheteachingofChrist,whichalone canmakelifeworthliving.Otherwise, itwillbeafutureeverybitasblack andashopelessasthatpromisedus byProfessorBrossard.

ButwhileWodehousesawthejoke, andexpectedhisreaderstoseeit,it isnotlikelythatProfessorBrossard andothersofthesameilkwillseethe grimhumourofhisproposalsfornationaldefenceandthefutureofthe race.

AsProfessorMortimerJ.Adlerde claredinhisaddressattheCongress onScience,PhilosophyandReligion, heldinNewYorkinSeptember,1940:
"Onecannotexpecttheprofessors tounderstandwhatiswrongwith moderncultureandmoderneducation, forthesimplereasonthatthiswould requirethemtounderstandwhatis wrongwiththeirownmentality.If suchamiraclecouldbehopedfor,I wouldnotbewithouthopeofapeacefuldeliverancefromourmanifoldconfusions.Butsinceprofessorscometo aconferenceofthissortwiththeintentionofspeakingtheirminds,but notofchangingthem;withawilling. nesstolistenbutnottolearn;with thekindoftolerancewhichdelightsin avarietyofopinionsandabominates unanimityofagreement,itispreposteroustosupposethatthisconference canevenbegintorealisetheonlyends whichjustifytheenterprise.

ThoughborninEnglandandeducated asanAnglican,itwasnotuntilIenteredtheCatholicChurchsomefour yearsago,thatIbegantounderstandandlovetheEnglandofPreReformationdays.
FromthecoiningofAugustineand hismonkstothecoastsofKentatthe endoftheVIth.CenturytotheReformationintheXVIth.Century-aperiodofwell-nighathousandyears-the historyofEnglandwasinseparablyinterwovenwiththehistoryoftheCatholicChurchinthatcountry.Hence, onewhoisCatholicinbeliefandoutlookwillmorereadilyunderstandthe lifeandoutlookofthepeopleof "merryEngland"inthedaysbefore theReformation. THETRAGEDYOFTHEREFORMATION.
Theconvictionhasgrownmoreand moreuponmethattheReformation wasnotablessingasweweretaught atschool,butatragedyoftheworst kindforEnglandherselfandforEurope. Apartaltogetherfromreligiousand theologicaldisputes,andsimplyasa historicalfactwhichcannotbereasonablyregardedascontroversial,theReformationwreckedthespiritualand culturalsolidarityofChristendom.
Nationbecamedividedfromnation, notonlypolitically,whichdidnotmatteragreatdeal,butinculture,spirit andoutlook.Spiritualandcultural unityismoredeep,fruitfulandlasting thanpoliticalalliances,andtherefore destructionofthatunitymustberegardedasatragedy.
THECHURCHWASRIGHT!
Ihavecomemoreandmoretorealise thatintheverymatterswhichwere mostviolentlychallengedbytheReformers,theChurchwasrightand theywerewrong. ThatisthesortofChurchweneed.

Chesterton,musingonthecremated remainsofMr.MandragontheMillionaire,saysthathe"mighthaverotted toflowersandfruitwithAdamand allmankind,"butthereisamoreimportantsourceofflowersandfruitthan thebodiesevenofmillionaires.
Thissourceisthe wasteproductsnotonlyofagriculture,butof urbanlife,andofindustry,whichthe hygienicecstaciesofouragehadconfinedtotheincineratorlongbeforeit realisedthathumanbodieswerean encumberancetotheearth.Whatthe incineratorenthusiastsdonotrealise, ofcourse,isthattheyareincinerating notonlyrubbishbutalsoourcivilisationalongwithit.Theyareperformingasortoflarge-scalesuttee. TheIndoreProcessofcomposting whichIdescribedinsomedetaillast weekisanattempttorestoretothe earthhermanurialrights:anattempt tosavecivilisationfromtheincinerator. Lestithethoughtthatitisapurely theoreticalandmoreorlesscranky idea,letmementionafewofthepracticalresultswhichtheIndoreProcess hasalreadyachieved.
RESULTS.
Amongthefirstplacestoadoptthe IndoreProcesswerethecoffeepiittationsofSouthAfrica,anditisnowregardedashavingrevolutionisedcoffee growinginKenyaandTanganyika. FromAfricaitwasadoptedbythe coffeeplantationsoftheNewWorld withequallystrikingresults.Inthe TeaIndustrysomeofthebiggest groupshaveconsistentlyandenthusiasticallyadoptedtheprocess.In1938 itwasestimatedthatamilliontons ofcompostwerebeingmadeannually ontheteastatesofIndiaandCeylon, andthishasbeenaccomplishedwithin aperiodoffiveyearssincecommencing.Inthesugarindustrythereare certaindifficultiesinthewayofcornpostingcanewaste,butthesehave beensosuccessfullyovercomethatin partsofIndiaandNatalcompost humushascompletelysupplantedartificialmanures.Incottongrowing theprocessisfirmlyestablishedinIndiaandpartsofAfrica,andithasbeen foundthatwithhumusdressingboth theyieldandthequalityofthefibreis improved.
OneofthemostinterestingapplicationsoftheIndoreProcessisinthe hempindustry.Hempisobtained fromaplantknownassisal,andfrom thesisalplantaboutfivepercentis extractedandninety-fivepercent.is waste.Thecentreofthesisalindustry isatKenyainAfrica,andthesisal areasofthiscolonywerenotoriousfor thenoxiouseffectsofthehugemounds ofwastethatrapidlyaccumulated.It hasbeenfoundpossibletodevisea methodofcompostingthiswastewithouttheadditionofanimalmatterand thewholesisalindustryhasbeenre-

volutionised.ExcellAntresultshave alsobeenobtainedonalargescale withrice,vegetablesan'maize. Oneinterestingapplicationofthe IndoreProcessisintheutilisationof townwaste.Forexample,inthe townofSouthwark,England,thetown wastesarefirstsortedtoremovetin cans,bottles,andotherrefractoryobjects;andthenpassedthoughahammer-milltopulverisethem.Theyare thensoldforthemanufactureofcompost,andin1938-39nolessthan17,052 tonsofthesepulverisedwasteswere soldforasumof£2,715.Intheordinaryfarmyardmanureheapsthereis toomuchanimalmatter,andfarbetterresultscanbeobtainedwhenone volumeofmanureisdilutedwithabout threevolumesofpulverisedtownwaste,andcomposted.Notonlyisthe volumeofthemanureincreasedbut alsoitsefficiency.AtoneofthehopgardensofArthurGuineasandCo., Ltd.,inSussex,overthirtytonsof thetownwastesareuseddaily throughouttheyearforhumusmanufacture.Thewastesarepurchasedfor 4/6aton,anditisestimatedthatthe finishedhumuscost10/-aton,includingspreadingontheland.Muchwork isalsobeingdoneinEnglandonthe compostingofhumannightsoil,and theprocessisbeingwidelyadoptedin manyruralcentres.
ThroughouthisbooksHowardinsists thatartificialmanuresarenotonlyinferiortothenaturalcomposthumus, buttheyareactuallyharmfultothe soil.
Hiscontentionisthatonlyinfertile soilcanbeinducedtobearabetter cropbytheadditionofnitrogen,phosphorousorpotash,andthatoneofthe bestwaystoindicateareallyfertilesoil istodemonstratethattheadditionof artificialmanuremakesnodifference whatevertotheyieldofclip.Inhis opinionartificialmanut*veryoften dopositiveharmbyoverstimulating theproductivecapacityofinfertilesoil. untiltheyfinallybringaboutaconditionofcompletesterility.
Howardbelievesthatonereasonfor theirpresentvogueisthefactthatthe hugeplantsformanufacturingexplosiveswhichwarbringsintobeing, findtheironlyconvenientpeacetime avenuesinthemanufactureofartificial manures.

AnyonewhohasnotvisitedClontarfontheCanningRiverduring thepasttwoyearshasmissedtheinspirationaldevelopmentofa Boys'TownwhichsurelyviesineveryrespectwithitsAmerican andEasternStatescounterparts.
ASonecomesoverthecrestofthe hillfromCastledaretherelies beforethegazethespateof creambuildingswiththeirredtilesensconcedbetweentheriverandthepine plantations.ThedistinguishingarchitecturalnoteofClontarfisthetower. Everybuildingis_toppedwithone,even tothelaundry.
ThematerialprogressofourBoys' Townduringthepastfewyearshas beenphenomenal,andthesupreme wonderofitallisthatthisexpanseof large,beautifulbuildingshasbeen erected,everybrickofit,bytheboys themselves.Newartandtraderooms, amachineshop,newclass-rooms,handballcourtsandouthouseshavebeen crownedbythemagnificentnewchapel whichisnownearingcompletion.In sizeanddesignitisatleastequalto anyofthemetropolitanparishchurches.
But,thestrangerwillask,ifallthis besowonderfulandrightinour midst,howisitthatClontarfisnot morewidelyknownandappreciated?
Theanswertothisisonethatcanbe madebyallCatholicinstitutionsengagedinworksofChristiancharity. Theyhaveneitherthedesirenorthe powertopublicisethemselves.For charity,asSt.Paulsaid,"isnotpuCed

up,isnotambitious,seekethnother own. ." 'Ontheotherhand,ofcourse,Christiansarecommandedtolettheirbglit shinebeforemen,notthattheythemselvesmaybeglorified,butthatmen, seeingtheirgoodworksmayglorify theFatherinHeaven.Perhapsthe happymediumissomekindofindirect, dignifiedpublicity.ThuscertainCatholicinstitutionshavelaundriesand hireoutneedlework,etc.Eventhe mostunostentatiousbodies,suchas theSt.VincentdePaulSociety,are keptbeforethepublicmindbypulpit announcementsrelatingtotimesof meetingsandspecialfunctions.From timetotimetheCatholicPressisable tobringthesevariousworksofcharity beforethepublic.Butcontinuityof attentionislackingandatatimelike thepresentourhomecharitiesare boundtosuffer.

InthecaseofClontarf,aworkof majorimportancebothtotheChurch andStateisbeinghamperedbylack offundsarisingthroughtheignorance ofthegeneralpublicastotheexistenceoftheplaceandthenatureofthe workbeingcarriedonthere.
Acommitteeoffriendsandsympa-
thisersofClontarfhavethereforeset outtodevisesomemeansofbringing theBoys'Homestrikinglybeforethe publicattention.Itwasunanimously agreedthatthemosteffectivemethod ofdoingthiswouldbetoreorganisethe band. Thiswascommencedafewmonths ago.Onlyeightmembersoftheold bandweretobehad,butClontarfwas fortunateenoughtosecuretheservices ofMr.E.J.McCormack,TownClerk ofSubiaco,ashonorarybandmaster. Mr.McCormackhashadyearsofexperienceinbandandorchestralwork, andatonetimeoranotherhasled mostofthemetropolitanbands.Alreadythemembershipofthebandis approachingfortyinnumber,andthe
firstjob-thatofpersuadingsmallboys toblowtheirinstrumentswithconfidence-hasbeenaccomplishedwith resultsthatarestartlingatthefirst audition.Fromamusicalangle,somethingremainstobedone,butthepromiseoftheClontarfboysisveryencouragingindeed.
Aboveall,theboyiareexhibitingextraordinarykeennessatpractice,and aplaceinthebandistheforemostambitioninthemindofmanyaboy.But, ofcourse,theequippingandmaintenanceofabandcostsmoney.Inthis respectClontarfisnotbadlyoff.A goodnumberofinstrumentssurvive fromotheryears,andwithrepairs manyofthesecanbemadetoserve.
Thepresentpositionisthatonlyone instrumentisimmediatelyandurgentlyneeded-andthatisaEuphonium. Thisisanexpensiveinstrument,but thecommitteehaseveryconfidence thatpeoplewillnotlettheClontarf Bandsufferforthelackofit.
Onemorefeatureisnecessary,too, andoneglanceatthepictureofthe bandwillrevealwhatitis.Theboys ofthebandmustbefittedoutindecent uniforms.Thepurposeofreviving thebandatallistohavearegular liaisonwiththepublic,andthisvery purposewouldbedefeatedbyaragtimeappearance.Aboys'bandisalwaysawinningcardwiththepublic, butitisessentialthattheboysbe neatlyturnedout.Otherwise,they wouldcertainlybeanadvertisement forClontarf,butofaveryundesirable kind.

INpresentingtheAnnualReportof theSchool,Iampleasedtobein apositiontostatethatthepast yearhasbeenoneofprogress,activity, andextensionoftheworkofthe Scheme.
Thereareapproximately70trainees inresidence,58arefull-timestudents,of whichelevenintendtositfortheJun. forUniversityexaminationsattheend ofthisyear.
Additionallocationshavebeentaken overfromtheGovernmentforthreeof thefull-timeworkingtrainees,allof whomhavesecuredJuniorUniversity CertificatesinaccordancewiththeregulationsgoverningtheSchemeTodaytheChairmanoftheCommissionersoftheAgriculturalBank,Mr.S. Donovan,willlaythefoundationstone ofthefirstofthreecottagestobe erectedfortheprobationersreferredto.
Itishopedthattheseyoungprobationerswillderivemuchbenefitfrom thementaldisciplineandwiderange ofknowledgeacquiredbyyearsofclose studyintheclassrooms.Alreadymuch progresshasbeenmadebythepr, bationers,aidedbythestudent trainees,bywayofclearingonthe newly-acquiredfarms.

O'Collins.Himselfandhiswifearenow livingonMr.Dean'sfarminacomfortablehomewithveryhopefulprospectsofgoodreturnsfromhiswheat ,iopandfineflockofsheep.
Duringthepresentyearthetaffand traineeshaveerectedanup-to-date shearingshed,bakery,anddairy.and to-dayHisLordshiptheBishopofGeraldtonhasblessedthenewTechaical Departmentwhichwillbedeclared openbytheHon.J.J.Kenneally,chairmanoftheCharitiesCommission.The establishmentofthisdepartmentwill supplyalong-felt school, andwillbeusedfortheteachingof woodandmetalworkforthepresent Itakethepresentopportunityto thankaverygenerousEnglishbenefactressoftheTardunSchemewho paidavisittotheschool,andwasso impressedwiththeworkthatwasbeing donethatshedonated£150inorderto helptointroducetechnicaltraining intotheschemeofstudiespursuedat theschool.Throughthisgoodlady andthroughtheeffortsofBrotherConlonamongsthisfriendsandex-pupils, whogenerouslyrespondedtohis appeal,wewereenabledtobuildand equipthisTechnicalDepartment,withoutaddingtoourfinancialresponsibilities.
Therehasbeenmuchactivityinconnectionwithclearing,cultivationand stockduringthepastyear.Approximately1,300acreshavebeencleared, cultivatedandseeded;threewellshave beensunkandequippedwithwindmills inordertoprovideadditionalwaterfor thestock,andmuchfallowingdone. Apartfromthefinancialresultsexpectedfromtheforegoingactivities,itaffordsaverypracticalmeansoftrainingouryoungprospectivefarmers. Thehealthoftheboyshasbeenexceptionallygoodduringtheyear.There aremanyfactorsthathavecontributed toproducethisverydesirableresult, suchasahealthyclimate,congenial surroundingsandoccupation,but aboveallthecareandefficiencyofthe Sisters,whoareuntiringintheirefforts tomakethelivingconditionsofthe boysandstaffhealthyandcomfortable.Weareallverygratefulfor theirsuccessfuleffortsinthisrespect.
ThankstothemembersoftheCharitiesCommissionandtotheeffortsof thestaffandtrainees,thehousingconditionsforthemajorityofboysis quitesatisfactory,butIregrettostate thatmuchremainstobedonetoim provethelivingquartersoccupiedby theseniorboysandstaff.However, wearehopefulthatinthenot-far-distantfuturefundswillbeforthcoming toenableustoremedythislong-felt need. Weareavailingofthepresenceofthe ChairmanoftheLotteriesCommission toaskhimtolaythefoundationstone ofthefutureextensionstoaccommodatetheseniorboysandstaff.
Itakethisopportunitytothankthe membersoftheCharitiesCommission forwhattheyhavedonetoextendto Tardunsomeofthehomecomfortsthat institutionsinandaroundPerthenjoy.
Theconductoftheboysthroughout theyearhasbeensatisfactoryandencouraging.Theyhavemanifesteda deeprespectandreverenceforevery-
thingconnectedwiththeirreligiousdutieswhichtheycarryoutcheerfully andwithexactness,underthespiritual directionandkindlyinfluenceofour chaplain(Rev.FatherWellems whomwewishtothankforhisdevotedspiritualadministrationinconnectionwiththeboysandstaff.Thestudentsarediligentworkersinandoutsidetheclass-rooms,whilethosewho havequalifiedtobecomefull-time workersonthefarmhavegivenusno causetoworryabouttheirfuturesuccessontheland.Infine,thewhole spiritoftheschoolmaybesummedup bystatingthatthetraineesarewelldisciplined,well-mannered,obedient andrespectfultoauthority,andareimbuedwithacorrectoutlookontheir religiousandcivicobligations.

RUDDYOHEEHEDBOYS.
Intotheboys'diningroomwewent tobegreetedbyacheer.(forBrother Keaney'ssmilealwayswinsaboy's cheer).Theporridgesmeltgood,real wholemeal,andittastesbetterthan itsmelt,aswelearnedafterwards.I wanttogobacktoTardun,iffor nothingelsethanaplateofthatwholemeal,withitsslightflavourofhoney, andaloafofthebreadbakedbythe boys.Wouldthatourcitybakers couldbakeasthoseboys!Tothe kitchenwithitsmoderncoke-burning stove,presidedoverbyaPresentation Nun,whoisobviouslyhappyamidher boyhelpers.Theairwaskeen,and thehavocthoseseventyboyswere doingtotheirbreakfasthurriedusto ourown.
Atouroftheclass-rooms,builtby cementblocksmadeatTardun,wasinteresting.Allboysarepreparedfor theJuniorExamination,andthemore promisqigsitfortheLeaving.Thisis acollege'frhichaimsatproducingintelligentfarmers;notjusthaphazardtoilca
ersontheland.Inadditiontothe academicfoundationoftheJunior thereisaddedthosesubjectswhich haveapracticalbearingonfarming.Chemistry,Physics,AgriculturalSciencearegiventotheboys.And sinceThursday,whentheHon.J.J. Kenneally,ChairmanoftheLotteries Commission,openedtheTechnical School,allboyswillhaveatrainingin woodandmetalworkalongthepracticallinesofClontarf,whichhasloaned itsexpertBrothertoTarduntogetthe technicalworkgoing.
Schoolover,theboysclusteraround thegoodSistersfortheirafternoon snack.Thenofftheygotothethousandandonetasksofabigfarm: clearing,gatheringintherootsexposedonthefallow,well-sinking,the sheep,thecattle,thepigs,thepoultry (includingganderandgeese,tocontra. dictthewise,whosaidtheywouldnot livewithoutpoolstogabbleover),and thedomesticdutiesoflaundry,bakehouse,electriclight,pumping,and anythingandeverythingthatisasked ofthem. BrotherConlon'sreportontheschool. ingoftheboysisveryencouraging. Hehasafather'sinterestinthefifty Englishboys,whomhehand-picked athomeandthentravelledwithto Fremantle.Onboardheheldclassesto discoverthatthefoundationswere shaky.Inthethreeyearssincethey werewhiskedfromthewharftoTardun,beforethecitywelcomedthem, theyhavemadesplendidprogress. Theyarestudiousandambitious,hard workerswhoareseizingtheirgreat chance.
Iwasdelightedtomeetamongthese EnglishboysafewfromBelfastand somefromLondonderry,withtheir burrunchanged.AladfromAberdeen sangtheSongoftheIsleswithanaccentthatIhavenotheardsinceSandy McDougallleftusalllesshappyby leavingtheCorner.
SOWNINPRAYERANDLABOUR.
Ineverysuccessfulventurethereis someenthusiastwho,likethehidden dynamo,propelsintoactivityand keepsgoingnomatterwhatthedifficul_ tiesmaybe!ToBrotherConlonis Tardundue.Unlikethenormaldynamo,whichmustbefed,thisgb-od Brothercangofromlongbeforethe dawnuntilpasttherespectablehours onalittlemilkandalotofprayer.To allourenquiriesastowhatheputs intohismilk,herepliedwithatwinkle, "Justmilk!"
Aswerodebackandforththrough Tardun'sampleacres,toseethiscrop andthat,towatchthebeginningofa waterconservationscheme,ourguide, BrotherConlon,casuallyletfallremarkssuchas:"Iputupthatfence..." "Whenwestartedbuildingthewallof thedam .""Hereiswheretheboys andIusedtocamp. ."Thesewere windowsthroughwhichweglimpsed thehardpioneeringconditions,andthe constantgrindthatwashislotfor manyyears.Thoseyearsarehidden now,butwereitnotforhisfaithin
ProvidenceTardunwouldhavejoined thelotofabandonedfarms.ThatTar. dunmustsucceed,evenHeavenwith- helditsrainsforseasonafterseason, thattrustinGodmightbetested,and thehopeofthepioneerspurified. InitsnurseryyearsTardunwas fondledinthegenerousembraceofBro- therKeeney.Livinginatent throughouthotsummers,heplanned thefutureofTardun.Nowonderthe goodmanwastemptedandfellavie- tuntothecharmsofastocktrough filledwithwater.Alldayinthesad- dleunderapitilesssun:homewards,givingthehorsehishead,forthere werenofences,nolandmarksinthis virginbush,theyhaltedatthefirst well.Noonewithinmiles,sothe goodBrotherhadhisplungeinthe trough.Itwassorefreshingthathe loiteredthere,perhaps,toolong,for ontryingtoarise,hefoundtohisdismaythathisframehadswollen,and stuckhewasinthetrough.Hisstrug- glesattractedbirdlife,andintheir wakecamehawks,whoperchedupon theYorkgums,peeringdownonthe goodman,patientlyawaitingtheend ofthestrugglewhentheywouldswoop downlikethevulturesontheParsee TowersofSilenceinBombay. Fortunatelyforusall,Brother Keaneygotoutofthattightcorner,as hehasmanagedtoescapefrommany anothersince!

HarryDeanandhischarmingwife (neePatriciaKennedy)greetedusat thedooroftheirwellfurnishedcottage.Welookedbackovertheheavy headsofwheattothetowerofTardun somemilesaway.HarryDeanisthe firstfruitoftheTardunScheme.PreparedbyyearsatTardun,hewas launchedoutasanindependentfarmeraboutayearago.Hewasmarried intheTardunChapelbytheBishopof Geraldton.To-dayhecanboastthat hislabourshaveproducedthefinest cropinthedistrict,forsuchwasthe verdictoftheChairmanoftheAgricul- turalBank,Mr.S.B.Donovan,who waswithus.Hisdebtsforstock,machinery,homefurnishings,willbealmostmetbythisyear'sharvest,and onthenhegoesaslongasheissteady andindustrious.
Laterinthedaywewentoutthrough paddocksofcropabouttoturnincolourtowitnessanhistoricoccasion.Mr. S.B.Donovan,assistedbyMr.Tom Moore,M.L.C.,laidthefoundation stoneofthecottagewhichthesecond graduateofTardun,PatLynch,aged 17,willsoonbuildashishomeonatwo thousandacreblock.Letushope thathewillheedthesoundadvice whichMr.Donovangavehimthatday, topaymuchattentiontotheword "Early.""Earlytobed,andearlyto rise.Earlytosowandearlytoharvest,andearlytofallowmakesthe differencebetweensuccessandfailure onafarm."Twootherboyshave beenselectedforfarms,oneanEnglish boy,theotheraWestAustralian.And soTardunhasreacheditsfruit-bearing stage!
BANQUETANDCONCERT.
ThateveningHisLordshiptheBishopofGeraldtongatheredthefamily ofTardunaroundhiminitsgrandhall,
Mr.HarryDean,pioneerstudentof Tardun,andMrs.Dean. whereweallenjoyedtheCo.Meath hospitalityofBrotherFagan,theSuperior.Aconcertfittinglyfollowedthe dinner.Itwasthatrareentertainmentwhereintheentertainersenjoy themselves.Theboyswerenatural andhappyintheirsingingandrecitation.Thesoftaccentsofthepre. dominatingEnglishvoicesweredelightful.Itwasnot"presented,"it wasjoyfullygiven,withnostaginess. Thehighlightforthevisitorswasthe "yodelling"ofaMichaelPatrick O'Brien,fromCarlisle,whoretaineda poker-facewhileeveryonearoundhim wascompelledtoholdhissides.The visitorsenjoyedthisyodellersomuch thattheyhadhimatitagaininthe kitchenatalatehour,againatbreakfast,andfinallyasasend-offonFriday. Theconcertatanend,thegatesof oratorywerethrownopenwide.His Lordshipescapedat10o'clock,butwe keptgoinguntilaharvestmoon,which seemedtohavelosthalfofitsspan. peereddownuponus,andfrightened ustobed.
Weary,utterlytired,Iwenttoled happytoseethisnewchapteropenfor theWest.Tardunisbuildingbetter thananyofusrealise.Werethere aTarduninthemorepopulatedStates allofuswouldknowaboutit.But thereisaTardunbuildingforGodand countryinourmidst,aTardunbuild ingforto-morrow.
SurelyEdmundIgnatiusRicemu.,t belookingdownwitheyesofwonderat thisremarkableachievementofhis sons,anachievementwhichneitherhe, norhisimmediatesuccessors,could everhaveimagined.Hesoughtto helpthepoorboysofIrishtowns.Todayhissonshavebroughtpoorboys awayfromtheblitzedcitiesofEngland,andsetthemtogrowwiththe ripeninggrainontheslopinghillsof Tardun.

RestoringProperty
TheultimatenotionofCatholicreconstructionistherestorationofproperty,theconversionofournationfromaproletariatto asocietyofsmallowners,independentandfree.Thatconsummationis,however,extremelyremotefromtheactualitiesoflifetoday.Tosuchanextent,indeed,thatMr.Bellocfeelsthetaskis "almostimpossible."Thecentraldifficultyisthatwecannotproposeageneralschemeforrestoringfreedomthroughproperty. Andthiswecannotdobecausewehavenowayofcreatinganew andeffectivemachinery,andstillmorebecauseourfirsttaskisto teachaphilosophyofliferatherthanaschemeofthings.Small wonder,then,iftheplainmanwhohasheardofDistributismsees itassomethingsufficientlyremotetobeconsideredunreal.Thereforeitbehovesus,whilekeepingtheultimategoalinsight,toface uptothefactsoflifeastheyareandattempttodistilsomesoul ofgoodnessfromthingsevil.
Oneimmediatetaskappearstobetherelievingofthelotof theproletariat,thewagesslavesandthevictimsofGovernmental charity.Theonlypracticalwayofdoingthisatthemomentis toincreasewages.Logically,suchactionshouldhavetwoseriouslyilleffects.Firstly,itwilltendtomaketheserfscontent withtheirlot,toblotoutthevisionoffreedom.Secondly,itwill tendtodisintegratethepresentsocialorganisationwithouthopeof replacingitwithsomeorderedstability.Nowordscansayjust howbadthepresentsystemis,buteverystudentknowsthehorrorsofthechaosofatransitionalperiod.Thefirstoftheseevils weshouldbepreparedtorisk.Itisnotasthoughaconsiderable massofthepeoplehadanyrealideaoffreedom,stilllessany hankeringafterit.Inthethroesofthe"depression"themassof mankindcontinuedtoregardindustrialmassproductionastheinevitablefruitofprogress.Higherwageswillserveonlytoconfirmthemintheirhorridtraditionalfaith.Butthesecondissue willbethepointofconcentration,andhereweshallseethebattle rightlyjoined.
Bigbusinessinsomecasesdoesnotpaywagessuitableto humanbeingsbecausetheessenceofmodernbusinessisgreed. Butgenerallywagesarelowbecausethecompetitiveideamakes massproductionpossibleonlythroughsweatedlabour.Ifyou payfairwagesyouwillbreakdownthesystem.Thereforehave arisenthemoderntheoriesofsocialcredit,whichproposetorestorepurchasingpowertothedestitutemassesofsociety.We criticisethesetheoriesonthegroundsthattheyareconcernednot withtheideaofproperty,butwiththeideaofincome.Yeteven sowemaybeallies.Wehaveacommonground,eveniftheyregardourimmediateobjectiveastheirultimategoal.Weaimto restoreeconomicfreedom,they,torestorepurchasingpower. Thesethingsarenotthesame.Itistruethattherecannothe economicfreedomwithoutpurchasingpower,anditistruethat economicfreedomvariesinsomedegreedirectlywithpurchasing power.Buttheyarenotidentical.
Itis,however,becomingobviousthatwecannotreachour immediateend-theraisingofwages-withoutriskingthebreakdownofthesystemandsubsequentchaos.Hencesomescheme ofsocialcreditmaybecomeacceptabletosupplementthepurchasingpowerofthemasseswhenemployershavegoneasfarasthe morallawdemandsinthematterofwages.Itisapparenttoa greatmany,evenamongthosewhodonotsympathisewithour ideals,thatthestrangleholdofthebanksoncreditcontrolisarbitraryandwoeful.Thespreadingofthisknowledgeisparticularlydesirable.Asforpracticalaction,thereseemsnoreason whysmallco-operativecreditinstitutionscouldnotbeestablished. Meanwhileanydevelopmentoftheguildsystemwouldmodify thepositionofthebanksandweakentheirmonopoly.Catholic socialmovementsinAustraliahavenotyetfacedtheproblemof creditcontrolanditsessentialbearingonourimmediateaims. Theymustdosointheverynearfuture.

THEobjectoftheCatholicRural Lifemovementandofallother similarworksisaprogressive returntothelandandthemakingof subsistenceonandfromthelanda wayoflife,notacommercialopera. tion.Soitalwayswasinhumanhistory-,andmostnotablysoduringthe CatholicMiddleAges.Apartfromits economicvalueasthemostobvious solutionoftheproblemofpermanent andprogressiveunemployment,and theraisingofthestandardoflivingof alargesectionofthepopulation,itis alsooneofthemosteffectivewaysto rebuildhumancharacterandliftthewhole"bodypolitic"tohigherlevels.
Itisnouniversalandexclusivepan- acea;otherredemptiveforcesmustbe broughtintoplay;dynamicreligion pervadinglifeinsteadofbeingan- nexedtoit;formaleducationrecastin shapeandcontentsothatitmaybecomecharacter-creatinginsteadof emptybrainexercise;therecognition ofsomephilosophyoflifethatshallbe unifyingwherenowamyriadmodern philosophiesaredecisive.Evenif theseforcescouldbecalledintoplay (andatpresentthereislittleevidence ofanysuchevent)theprocessofre- constructionwouldtakesolongthat meanwhilepresenttendencieswould haveworkedouttotheirpredestined end.

DuringtheDarkAgesthatfollowed thefalloftheRomanEmpire(afterithadcompleteditsownfive-century cycle)theChurchtookovevandpre- servedsomeofthevaluesofaperish- ingtime,largelythroughSt.Benedict, hismonks,andthereligiousordersthat sprangfromhisredemptivework.The evilwasdiscarded,andmuchofthe goodpreservedtoserveasthestrong foundationofthenextgreatperiodof civilisation.
Thisiswhere,itseems,allagrarian, co-operativeanddistributistmovementscomeintoplaytheirpart.It isimpossibletotransformourmechanised,amoralcivilisationinagen- eration,butwecanprepareforthe future.Berdyaevsaysthatthenext erawillbemoreliketheMiddleAges thananyother;notsomuchinform asinspirit.Thiserawasparticularlycharacterisedbyclosecontactwith theland.Justasfarasitispossible forustogointhisdirection,sofarwe shallhaveprogressedintheprocess ofpreparationforthatwhichistofollow"theendofourtime.'Theeconomicgain,notonlyforthefuture butforourpresent,willbegreat,but thespiritualgainwillbegreater.

TheannualbazaarwasheldinSt. Joseph'sHallonWednesday,Thursday, andFridayoflastweek,andwasinthe natureofaninterimevent,asthefinancialeffortwillcontinueuntilthe usualweekofholdingthebazaarin October.Thestallscompetingwere BunburyandSouthBunbury,withthe ChildrenofMaryworkingtheirstall forSt.Charles'Seminary.Theweatherwasgood,andthebazaar,all thingsconsidered,wasremarkablywell patronised.Thegoodfinancialresult isduetotheseriesofeffectiveefforts ofthestallcommittees.Althoughnot morethanhalfthroughtheyear,the SouthBunburyStallwonwithagrand totalof£193.BunburyStallcollected £180,andtheChildrenofMaryshowed howpopulartheircauseisinregistering atotalof£85.Incidentally,onecannothelpmentioninganexcellentlywell patronisedballrunbytheSouthBunburycommitteewithinthelastfew weeks.Itwassoentirelypleasant andfinanciallysosuccessfulastohave enabledtheirstalltoclimbintofirst place.

TheChurchabhorscrueltytoanimalsasmuchashedoes.Butshewill notsubscribetothestupidsentimentalitywhichissowidelyprevalentoutsideherfold.
Oneofthethingsonwhichmany non-Catholicsgohopelesslywrong nowadaysisthequestionofanimals. Manypeoplehavethecrazyideathat animalsreasonandthereforehave rightssimilartohumanbeings.Their petsaresointelligent!"FifiunderstandseverywordIsay."Hencearises allthatabsurdityofconductwhich placesthemonalevelwithhuman beingsandsometimesevenabovethem. Itallgoestoshowthatsentimentalityandhumanityarebynomeansthe samething.TherearemanyimitationsofSchopenhauerwholovedhis clogandhatedhiskind.
NowtheCatholicattitudetowards animalsisbasednotonsentimentality butonreason,onarealisationofwhat theyareandwhatprecisefunction theyareintendedtoplayinthe schemeofthings.
Animalshavenosouls.Theyaredevoidofreasonandfree-will.Consequentlytheylackmoralresponsibility, thejuridicalbasisofallright.Itis thereforeinaccuratetospeakof"the rightsofanimals'atall.Again,there canbenoquestionofequalitybetween themandmen.Theyareofalower orderofcreationandwereexpressly madebyGodforman'suseandbenefit."AndGodsaid,Letusmakeman toourimageandlikeness,andlethim havedominionoverthefishesofthe seaandthefowlsoftheairandthe beastsofthewholeearth,andevery creepingcreaturethatmovethupon theearth."(Gen.I,26.)
'CRUELTY. AtthesametimetheChurchvigorouslydenouncescrueltytoanimalsand insiststhatwantontortureisbothsinfulanddegrading.AsSt.Thomas pointsout:"Thereisanordernotonly inthingsbutalsointheuseofthings." Inouruseofanimalswehaveaduty towardsGodwhosecreaturestheyare. WemustusethemastheirOwner wouldwishandinconformitytotheir ownnature.

Vivisectionhasalwaysbeenavery sorepointwith"animallovers."They assume,altogetherinaccurately,that animalsfeelpainwithexactlythesame intensityasourselvesanddrawharrow. ingpicturesoftheirsuffering,forgetfulofthefactthatnowadaysonly minoroperationsareperformedonthe livinganimalsandthoseusuallywith pain-killingnarcotics.
OfthisattitudeDr.RudolphVon Iheringremarks:"Thesympathywith theanimalthatisshownineachattack isinrealitydisregardofman,aconfusionofmoralfeelingthatsacrifices thehumanbeinginordertoprotectthe animal."
VIVISECTION.
Mostphysiciansareinfavourofa judicioususeofvivisection.Theprincipleisperfectlyclear.Wherethereis questionofthegoodofhumanity,the animalmaybeusedforman'sbenefit andwelfare,thatispartofitsuseful function.Inmostcountrieswiselaws havebeenenforcedtorestraintheemploymentofvivisectionwithinreasonablelimitsbutitisobviousthatsuch serviceofanimalstomanisofincalculablevaluetosufferinghumanityand cannotbesaidtobeeithercruelor unnecessary. Withregardtoanimals,asinevery otherrespect,theChurch'sdoctrineand practiceoccupiesthegoldenmean.It isopposedononehandtowantonand degradingcruelty,andontheotherto falseanddangeroussentimentality.
AndasBellocpointsout"Ithasalmostbecomeatestofsanitytodiscoverwhatamanthinksinthematter."
FreedomUnder Authority
ThepresentcrisisinthelifeofWesterncivilisationisessentiallyaproblem ofauthority.Itbeganfourcenturies agowiththeprotestagainsttheauthor. ityoftheChurch.Itreacheditscombustionpointinthenineteenthcenturywiththerejectionofallauthorityandtheriseofso-called"liberal" democracy.Finally,whenitwasfound thatifmencouldnotgetalongwith authority,neithercouldtheygetalong withoutit,thependulumswungback againtoauthority,butthistimetothe man-made"authoritarianism"ofthe Europeandictators.

TheChurchisoftencriticisedfornot takingmeasurestopreventbull-fights andothermanifestationsofcruelty. Nomention,ofcourse,ismadeoffox, stagorotherhunting,onthepresumptionperhapsthattheseanimalsenjoy beingtorntopiecesbydogsifthey aresatisfiedtheyhavegiven"thehuntagoodrunforitsmoney.Butthe Churchisnottoblameforthefailings ofmen,evenofCatholics.Theyhave. freewillsoftheirownandmayabuse themiftheywish.
KINDNESS.
NeverthelessChristianpracticewith regardtoanimalsfromthebeginning hasbeenastrikingexemplificationof theScripturalideal:"Thejustregardeththelivesofhisbeast:butthe bowelsofthewickedarecruel."(Prow. 12,10).EvenintheMiddleAges whenpeoplewerelesssensitivethan theyareto-daythehagiologicalliteratureoftheChurch,astheProtestant historian,Lecky,proves,"represents oneofthemoststrikingeffortsmade inChristendomtoinculcateafeelingof kindnessandpitytowardsthebrute creation."Wehaveonlytorecallto mindthenameofSt.FrancisofAssisi torealisewhatthepracticeofgoodCatholicshasbeen.AndMissHelenWaddell'sbook,"BeastsandSaints,"which waspublishedafewyearsagoshould
Sincethemodernproblemthusbeganwiththerevoltagainsttrueauthority, thelogicalsolutionseemstolieina restoration,anditisimportantforthe anti-Hitlerbloctobearthisinmind. Authoritarianismiswrong,butthere muststillbeauthority.Howcould the"liberals"oftheFrenchRevolution expecttorealisefraternityamongmen whohadbeentaughttoabhorpatern- ity?Howcantherebeacommon brotherhoodwithoutacommonfatherhood,andhowafatherhoodwithout authority?Ifcurrentpropaganda artists,whowanttomakethepresent waracrusadeforChristiandemocracy, arenotwillingtoacknowledgnthisauthority,thendemocracyisriotonly readyforthescrap-heap,buttherewill followmoreandmightierHitlersto lorditovernationsandindividualsand tostrong-armmenintoslavery.

Fromtheearliestofmoderntimes, theideaofauthorityhasbeenindisrepute.AProtestantministerinCincinnativoicedawidespreadfeelingrecentlywhenhechargedthattheroots ofpresent-daytotalitarianismcanbe tracedtotheideaofauthorityasfosteredbytheCatholicChurch.
Thisqueernotiononthepartof manyProtestantsfailstotakeintoaccountthattheso-called"divineright" ofkingsishistoricallyaProtestant brain-childandthathistory-forexample,theconflictoverlayinvestiture thatburnedoffandonthroughoutthe wholeMiddleAges-hasalwaysfound theChurchopposingtyrannicalgovernmentsexactlyassheisdoingto-dayin Europe.
OppositiontotheRomandictators forcedtheprimitiveChurchintothe catacombs.Notonlyhasshefought againstfalseauthoritiesthroughher history,butmoderndemocracyitself wascreatedbyCatholicdoctrineand Catholictheologians.
Theideathatallmenarecreated equalwasnotestablishedwiththe stormingoftheBastilleorthedrafting oftheDeclarationofIndependence.It iswrittenintothenatureofmanand wasreaffirmedbyChristHimself. withouttheauthorityofGod,thereis notevenabasisforrecognisingequality.

Sometrytoexplainthisdivergence alongraciallines,butitcannotbeaccountedforinthatway.AnIrishman, whetherheisCatholicorPresbyterian, isIrishjustthesame,andsincewe Americansare,forthemostpart,a compoundof'numerousstrains,itis impossible;topickoutoneandsay "that'sCatholic,"whilesomeotheris Protestant.

TakeafewmattersonwhichCatholicsandnon-Catholicsarepolesapart. Thereisthatfundamentalconcept"TheChurch."TheCatholicmindis atalosstounderstandhowanyone canfailtoseethelogicalsequenceof hisconception.Simplyputitinthis way.ChristisGod.Hebecame Mantoredeemhumanityfromthe curseoforiginalsin.Heestablished HisChurch(whichisHisMystical Body)tocarryontheworkofredemptionandapplyHisatonementtoall souls.HemadethatChurch"acity setonahill"whereallcanfindit.It isdistinguishedbycertainmarks whichitalonepossesses."Ifanyone saytoyou,lo,hereisChrist.orthere, believeitnot.""Thereshallarise falseChristsandfalseprophets."UnlessthepreacherofChristcanshow hiscredentials,heisnottobereceived.Hispersonalholiness,hissincerity,hisdevotion,havenothingtodo withit.Therighttotheofficehe holdsiseverything.Whenoneis lookingforwhatonlyapriestcan give,hemustgotoapriestevenifhe dislikesthepriest'spersonalityrather thantoamanwhosepersonalityhe likesbutwhoisnotapriest.
TheProtestantmindhasgreattrouHeingraspingthatidea.Tohim, therereallyisnosuchthingas"the Church,"exceptasvagueconceptfor thesumofallChristianexperience.To theProtestantthereare"churches," oneasgoodasanother,noneexclusivelyrevealedbyGod,nonespeaking alonewithHisauthority.One'spersonalacceptanceofChrist,notthereceptionoftheSacramentsestablished byChrist,isthecriterionofone's spiritual,standing.Theministeris usefulonlysolongashisconductis becomingtohiscalling,orhissermonsdrawcrowds,orhispersonalinterestsinouraffairssuitsourneeds. Afriendofmine,whoisaProtestant ministeroncetoldmethatheregardedhisauthorityascomingwhollyfrom hiscongregation.Iftheydidn'twant himandhecouldn'tfindanother whichdid),hewouldregardhimself asnolongerreallyaminister.When Iaskedhimwhatabouthisordination,forhisdenominationgoesthrough suchaserviceforitsmen,hesaid thatwasmerelya"certificate"declaringthathewasqualifiedtoleadacongregation.Itconferred,hesaid,no powerswhatever.
Onebroughtupwiththisideamust receiveaconsiderableamountofgrace toaccepttheCatholicconceptionof thepriesthoodwithitsalmosttotally impersonalattitude.Someofus havepersonalfriendsamongthe priests.Ihappentohaveagood many;morethanIhaveamongthe Catholiclaity.WhileIenjoytheir company,Idon'tmakethemistakeof thinkingthatourfriendshipistheessentialelementwhichmakes71;em valuable.Ofcourse,weallenjoycontactwithakindly,friendlypriest morethanwedowithsomegruffold fellowwhoseemsperpetuallytohave a"chiponhisshoulder,"butwhenwe wantapriest,wewantapriest,and whetherwelikehimornotmakesnot theslightestdifference.
Ritualism:CatholicandNon-Catholic. ThisleadsmetoaremarkI'vefrequentlymade,muchtotheastonish-
mentofbothCatholicsandnonCatholics-namely,thatProtestantsare reallyvery"ritualistic,"muchmoreso thanCatholics.Ritualistheoutward formofdoingathing.TheChurch usesittoconveycertaininnermeanings.That'sthepurposeandsignificanceofvestments,candles,crucifixes, statues.incense,postures,etc.Butnot oneoftheseisessential.ASolemn PontificalMassheldinabeautifulCathedralisabitofpageantrythatenthrallsone.ItisnomoreofaMass, however,thanonesaidbyapriestin asoldier'suniform,standingknee-deep intrenchmud,andaccompaniedby nothingmoremusicalthan"bombs burstinginair."Non-Catholicshave their"ritual"too,andtheysetagood dealmorestorebyitthanwedo.For example,thereistheritualofkeeping Sunday(ortherewas-Iamspeaking oftheold-fashionedProtestantrather thanofthe"liberal,"modernistickind), OurSunday"ritual"isattendanceat theLord'sservice.Therestofthe daymaybespentinlegitimaterest andrecreation.WiththemSunday, thoughonemightmiss"church"withoutsin,was,ingeneral,theOldTestamentSabbath.Initnotonlywasman permittedto"donomannerofwork" buthewasn'tevenallowedtohave ordinaryrecreationsandpleasures.In manyplaces,singingonthe"Sabbath"wasrestrictedtohymn-tunes. Secularmusicwasforbidden. Dancing,card-playingandsuchlike were'sins"atanytime,whereasone couldplay"authors"ordominoes withoutletorhindrance-another pieceofritual.Thusonemightgo onthroughalonglistof"taboos"none ofwhichseemtomakesense,butwhich wererigidenoughintheirtime.Human naturebeingwhatitis,therehasbeen areaction.
MarriageandBaptism.
Then,taketheritualofmarriage.All youngwomenlookforwardtoa"beautifulwedding"fromthetimetheyare oldenoughtothinkaboutit.The whitedress.theveil,theattendants, themusic,themselvesasthecentreof attraction.It'sonlynatural,butit isn'tessential.Non-Catholicsseemto thinkagooddealmoreofhavingall the"trappings"rightthantheydoof havingthemarriageright.Otherwise therewouldn'tbesomanydivorcesand thereshufflingofpartners,andallthe sordidmessthatfillsourdailypapers. Thisissecularritualismrunriot!
Or,taketheSacramentofBaptism. Fewnon-Catholicsnowadayslookupon itassomethingwithoutwhichonecannotenterintotheKingdomofHeaven.Yet,theymakemuchfussover itsoutwardform.Baptists,particularly,laysuchstressupontheritualof immersionthattheydeclarenoone tobebaptisedatallunlessithasbeen bythismethod.Evenamongsects whichpractiseinfantbaptism,some people,whowouldthinknothingof lettingachilddiewithoutit,goto greatlengthstohavea"christening party"ifthechildlives.Forthem it'saveryprettyceremony-apieceof ritual.
JudgeCharitably.
Onecouldthinkofmanymorecases inpoint,buttheforegoingaresufficient.ThepointI'mmakingisthe utterdivergencebetweentwosystems.
Nowonderwesaythatonemustbe "converted"tobecomeaCatholic.He mustnotonly"turn,"whichisthe meaningoftheword,buthemust prettynearlyturninsideout!So,don't betoohardonyournon-Catholic neighboursiftheyhaveahardtime seeingyourview.Whenonehasbeen lookingforgenerationsateverything inreligionfromanexactlyopposite angle,itisnonetooeasytogetclear aroundontheothersideofthefence.
Nowonderthatwesayfaithisagift ofGodandcomesfromHisbounty alone. Ittookablindingflashoflightto turnSaulthepersecutorintoPaulthe Apostle.Ittookyearsandyearsof prayersandpenanceonthepartofSt. MonicatochangetheprofligateAugustineintothegreatBishopofHippo andDoctoroftheChurch.Donot despair,and,aboveall.donotfind fault."Godmovesinamysterious way,Hiswonderstoperform."He canand,whenHechooses,Hewill bringthelostsheepbacktothefold. ginandpurposeofcivilpower,andis aremarkableillustrationofthewayin whichCatholicteachingpromotestranquilandorderlygovernment.Mr. Oakeshotthasincludedsomeofthe moreimportantpassagesin"TheSocialandPoliticalDoctrinesofContemporaryEurope,"butIamnotaware thatanEnglishversionofthecomplete encyclicalhasyetbeenpublished.Perhaps,tocelebrateitsdiamondjubilee, theC.T.S.mightconsiderremedyingthisomission.
Theoccasionoftheencyclicalwas theassassination,byNihilistbombs,of theCzarAlexanderIIIatSt.PetersburginMarch,1881.ThePopedeclaredthatthishorribleoutcomeof thegrowingspiritofinsurrectionhad determinedhimtorecallpubliclythe obligationswhichCatholicteachingimposesinthisorderofduties;and,in whatisinfactashorttreatiseof about4,000words,partlyanalytical, partlyhistorical,heexposestheerrors ofmodernpoliticaltheoryandshows thesoundnessoftheCatholicconceptionofthefoundationsofcivilauthority.
Modernpoliticaltheories,beginsthe Pope,arevitiatedbytwoerrors.On theonehandisthetheoryofStateabsolutismandthedivorceofgovernmentfromthelawofGod,aproduct oftheReformationmovementinthe sixteenthcentury(amovementto whichPopeLeorefusesthetitleReformation,andstylestheInnovation,infestaopinionumnovitas).Onthe otherhand,orrather,completingthe departurefromChristiantradition,is theworkoftheself-styledphilosophers oftheeighteenthcenturywhotaught thatallpowercomesfromthepeople, thatauthoritydoesnotbelongofright torulersbutisheldasamanuatefrom thepeoplesothatgovernmentswield littlemorethanadelegatedandrevocableauthority."
Catholicteaching,goesonthePope, differsfromthesetheoriesinthisessential,thatitplacesthesourceofall authorityinGod.Thepeoplemay, ofcourse,takepartinthechoosingof theirgovernment,butindoingsothey confernoauthorityandnorightto rule.ThesecomefromGodalone.In fact,asLeoXIIIconstantlypointed out,theChurchisfranklyindifferent toformsofgovernment,providedcertainconditionsbefulfilled-Thisin. differencecameveryhardtomany CatholicsontheContinent,andLeo XIII'sinsistenceonitisremarkably illustratedinthetwoEncyclicals,"Au MilieudesSollicitudes"and"Notre Consolation,"addressedrespectively toFrenchCatholicsandtotheFrench Cardinalsin1892.Inthesewritings theHolyFathershowedhimselfrealisticallyindifferenttothevarious formsofgovernmentwhichFrancehad
experiencedinthecourseofthecen-tury,anddefendedtheChurch'sre- cognitionofthempreciselyonthis ground.Thepoliticalchangescame about,hedeclared,oftenafterviolentandperhapsbloodycrisesinwhichex- istinggovernmentsdisappear.The nation,throughsocialnecessity,then foundanewgovernmentforthemaintenanceofpublicorder.
"Itfollows,"thePopewenton,"that insuchcircumstancestheinnovation islimitedtothepoliticalformsofcivil powerortothemethodofitstransmission;thechangeinnowayaffects authorityconsideredinitself.This authoritycontinuestobeunchangeable andworthyofrespect;forconsidered initsownnature,itisconstitutedand existstoprovideforthecommongood, thesupremepurposewhichgivesto humansocietyitsorigin.Inother words,underallcircumstancescivilauthority,consideredassuch,isfrom God,andisalwaysfromGod.For thereisnopowerbutfromGod.Thereforeassoonasthenewgovernments, whichrepresentthisunchangeable power,areconstituted,toacceptthem isnotonlypermitted,butisdesirable andevencommandedby,thenecessity ofsocialgoodwhichhasmadeand whichmaintainsthem. :Thusis explainedthewisdomoftheChurch inpreservingrelationswiththenumerousgovernmentswhichhavesucceededoneanotherinFranceinless thanacentury,andneverwithoutviolentandprofounddisturbance."
InhislettertotheFrenchCardinals thePopeinsistedevenmorestrongly ontherightsofadefactogovernment. Changesofgovernment,headmitted, arenotalwayslawful;theycanwith difficultybeso.Yetonceestablished,thenewgovernmentsmustbeloyal- lyaccepted."Lecriteriumsupremedubiencommunetdelatranquillite publiqueimpose]'acceptationdeces nouveauxgourernementsetablisen fait,alaplacedesgouvernementsanterieursqui,enfait,nesontplus."
ButtoreturntotheEncyclicalof 1881.Whileconcedingthatanyform ofgovernmentmaybelawful,the PopedefendstheCatholicdoctrineof theoriginofcivilpoweronthree grounds.Itisreasonable;itisinthe bestinterestsofrulers;itpreservestherightandthedignityofsubjects.
Thatmenshouldlivetogether,explainsthePopeinthefirstpartofhis argument,isalawofnature,or,more exactly,thewillofGod,theauthorof nature,or,moreexactly,thewillof God,theauthorofnature.Thisis provednotonlybythegiftofspeech, theinstrumentbywhichhumanrelationsaremadepossible,butalsoby thoseinborndesiresandimportant needswhich,ifmanweretolivealone, wouldremainunsatisfied,butwhich findtheirfullsatisfactioninhuman society.Suchasocietyofmen,however,canneitherexistnorbeunderstoodunlesstherebesomeonetohold thebalancebetweenthewillsofindividuals,tobringthediversewillsto unity,andtoimpelthemall,lightly andinorder,towardsthecommon good.Godhasthereforewilledthat thereshouldbesomeincivilsociety havingauthorityovertheothers.But thosehavingauthorityshouldbeable toexerciseiteffectively,sothatrefusaltogivethemobediencewouldbe sinful.Nownomanofhimselfhas thepowertoimposesuchabinding obligationonthefreewillsofothers.
Suchapowerbelongstothecreator andlawgiveroftheuniverse,God alone;andthosewhoexercisethis powermustdosoashavingreceived itfromHim.Thisistrue,remarks thePope,ofallformsofauthority,not merelycivic,butequallypriestlyand paternal.Infact,priestsarecommonlycalledtheministersofGod,while paternalauthoritybearsthemarkand imageoftheauthorityofGod,"of Whomallpaternityinheavenand earthisnamed.""Andthusthemost diverseauthoritieshaveawonderful likenessinthisfactthattheyhavea commonorigininGodtheonemaker andlordoftheworld."
ThePopethenroundsoffthisfirst argumentbyabriefbutpenetrating criticismofmoderncontractualtheo-
riesofpoliticalobligation.Societyexistsbeforeanycompactofwills,for itisthenaturalconditionofmento liveinsociety.Theideaofanoriginalcontractisunhistorical,andthe pactitselfamythandfiction-"est apertecommentitiumetfictum."More importantthanthat,suchatheoryof theoriginofpowercannevergiveto civilauthoritythatstrength,dignity, andstabilitywhichthewelfareofthe citizensdemands.Civilpowerwillbe vestedwiththatdignityandauthority onlyifitisunderstoodtoflowfrom themostaugustandholysource,God Himself.
TheEncyclicalthenturnstoasecondargument.Catholicteachingon theoriginofcivilauthorityisnot onlyreasonable;butitisinthebest interestsofrulerstomaintainsuch teaching.Forifcivilauthorityis someshareintheauthorityofGod, thenthereistrulyadivinitywhich Bothhedgeaking,andgovernmenthas morethanmerelyhumandignity;not indeedtheabsurdGodlikedignity ofthepagan"DivusCaesar,"buta trueandsoliddignitybasedonadivinegift.Itfollowsthatsubjects shouldobeytheirrulersastheyobey God,notthroughfearofforcebutby respectfordignity,notbyreasonof ser-ilitybutundertheinspirationof conscience."Andauthority,thus stayedinitsdueplace,willfinditself muchstrengthened;forthecitizens, findingthemselvescompelledbyduty, willnecessarilyfeelthatdisobedience andrevoltareforbiddenthem,persuadedastheywillbe,fromtrueprinciples, thattoresist.thepoweroftheState istoopposethedivinewill,torefuse tohonourthesovereignistorefuseto honourGod."
ThethirdargumentthattheCatholicconceptionofthebasisofpolitical authorityismostbeneficialtotheordinarycitizenisthenbrieflyindicated bythePope.Eveninobediencecitizenspreservethatjustpridewhichis theprivilegeofhumannature.They knowthatbeforeGodthereisnotdistinctionofrulerandsubject,andthat infacttheirobediencetotheirrulers isinsomewayashareinobedienceto God,"cuiservireregnareest,"toserve Whomistorule.
Thishighdoctrinesupposesahigh senseofresponsibilityamongboth rulersandsubjects,andthePopeinsistsmoststronglyonthegraveobligationsincumbentonboth.Government mustnotbedegradedtotheservice'of privateinterests;rulersmustfollow theexampleofthemostperfectRuler inequity,faithandpaternalcharity. Subjectshaveonlyonegroundforthe refusalofobedience-whenthegovern. mentcommandswhatisopposedto naturalordivinelaw;andthisisnot disobedience,forthosewhopervert
justicehavelosttheirrighttorule: "nequeeorumtunevalerepotestauctoritas,quae,ubijustitianonest,nulls est."Thewordsareanecho,down thecenturies,ofthevoiceofPopeGregoryVII.AndfittinglyenoughPope Leocastsabriefglacebackoverthe historyofEuropetoshowhowtheexampleandteachingoftheChurchfrom thedaysoftheRomanmartyrstothe ageoftheChristiankings,intheteachingoftheologiansortheliturgyof kinglycoronation,hasglorifiedthe ideaofobedienceasreposingultimatelyonGod,andhasexaltedthedignityoftheChristianruler.

Thisreminderofthecontentsofa greatEncyclicalmaybeofsomeuse onthesixtiethanniversaryofitspublication.Itmayhelpmanyofusto keepinmindthatfrankindifferenceto formsofgovernmentwhichPopeLeo XIIIheldtobesoimportant;and maysavesomeofusfromfervidbut uselessdenunciationofourfellowsin thosematterswheretherightlineof Papalteachinghasleftgreatfreedom toindividualchoice.Theformof governmentmatterslessthanthe spiritwhichanimatesit.
Ontheotherhanditisperhapswell toberemindedofintegralPapalteachinginthissphereofpoliticalauthority. Mostpeopleinthiscountryholdviews ofpoliticalobligationwhich,whether theyrealiseitornot,arebasedon thosetheorieswhichPopeLeocondemned.Wemustrememberthat themajorityofChristiansinEngland aredescendants,bydeviousways,of theInnovatorsofthesixteenthcentury.Wehopetobeabletoestablishwiththemacommongroundfor Christianco-operationinthesocial order;anditisimportantforusto surveythatgroundinthelightof Papalteaching,lestperhapswefind, byexperience,thatitisagooddeal morecircumscribedthanwehadsupposed.Papalteaching,hereaselsewhere,isbasedonassumptionswhich mustnotbeignored.

PovertywentwithHimwhenHe leftHishomeatNazarethtobegin Hisworkofpreachingandjourneying upanddowntheProvincesofGalilee andJudea.Hisfirstdiscipleswere poormen;mentakenfromtheships ontheSeaofGalilee.Hewassurroundedbythepoor,lepers,theblind, beggars,theoutcastsofhumanity wholinedthestreetsofJerusalemas theylinethestreetsofanylargecity to-day.WhoeverleftHim,these wereHisconstantcompanions.Some mightwalknomorewithHim.Not poverty.PovertyneverleftHim. AndwhenHewasliftedupbetween HeavenandEarthstrippedofeverything,HewastheManofSorrows,but HewasalsotheManofPoverty.Even whenHedied,povertydidnotleave Him,butfollowedHimtoagrave whichwasgiventoHimthroughthe charityofafriend. AndjustbecauseChristwaspoor,He couldsympathisewiththepoor;could understandthem;couldhelpthem withHiskindnessandsympathy,ifnot withmoney.ItwasforapoorfamilythatHeworkedHisfirstmiraclein CanaofGalilee.ToaPhariseewho invitedHimtodinner,Hesaid:"When youmakeadinnerorasupper,callnot thybrethrennorthyfriends,northy kinsmen butcallthePoor,the maimed,thelameandtheblind"(Luke 14). Thepoor thesewerethe truefriendsofJesus.HecouldassociateHimselfwiththeirinterests; couldsolvetheirproblems;couldtalk theirlanguage;couldbringthemost sublimetruthsdowntothelevelof thepoorinwordswhichhavenever beensurpassed,butwhichtheycould understand.Hecouldtalktothemof nets,andlostcoinsandgrowingseeds,

ofshepherdsandfishermen.AndHe couldclothethemessageofHisown EternalLoveinthestoryoftheyoung manwhowasoncerichbutthrough hisownfaultbecamepoor,andjust becausehewaspoor,foundagainhis Father'slovewhichwealthcouldnot teachhim.

Andtheyoungmanwentawaysad. Perhapshecamebackwhenhewasno longerrich,andnolongeryoung?Perhapshehadtobebeggaredofboth youthandrichesbeforehewould hearkenandfollow.

Inaworldwhichto-daycountsin millions,andwhichperforceisonly interestedinHurricanes,Spitfiresand guns,weareindangerofforgetting theclaimsofthepoor,theleastof Christ'sbrethren.Thereisdanger thatthevoiceofthepoorbedrowned intheroarof'planesandthebarking ofguns.Butneverperhapsinthe historyoftheworldhavetherebeen somanypoor;neverhavetheclaims ofthepoorbeensoinsistent.Inthe EastandintheWestthereiswar,and withitthepovertywhichistheinevitableoutcomeofwar.Thosewho inthemorningarerich,maybehomelessandpoorbynight.Thosewhotodayhaveacountry,to-morrowmaybe drivenfromhomeandfatherlandby theruthlessmachineofwar.
Here,atourowndoor,wehavepovertycallingincessantly.Hereare claimsonourgenerosityandkindness andlove.Andifcircumstanceswill notallowustobegenerous,wecanat leastbekind.Fortobekindistobe Christlike.AndtobelikeChristshould betheidealofeveryChristian.Christ waspoor;andbecauseHewaspoor, Hewasthefriendofthepoor.Ilike tothinkofthatstoryofSt.Martin whogavehiscloaktothebeggaronly tofindlaterthebeggartransfiguredin thePersonofChrist.The'teissomethingofChristinallHispoor;inthe outstretchedhand;inthepleading eyes;intheragsandthesores;inthe tappingofthestickonthepavement. Christisnowinglory,seatedatthe RightHandoftheFather.Butthese Hisfriendswewillalwayshavewith us.Untiltheendoftime,wewill havewithusthePoor,everlastingremindersofJesusChristtheFriendand Loverofthepoor.

Theagreement,whichwassignedby MostRev.GaetanoCicognani,Papal NunciotoSpain,andRamonSerrano Suner,ForeignMinisterofSpain,will beineffectpendingtheconclusionof aConcordat.
Thetextoftheconventionbetween SpainandtheHolySeeisasfollows:
"TheSpanishGovernmentandthe HolySeehaveagreedtothefollowing points:
