Bishops'StatementonCatholicAction SpecialisationanEssentialPrinciple
TheEpiscopalCommitteeonCatholicAction,followingitsfourth meeting,hasauthorisedthepublicationofthefollowingstatement:-
ATthegeneralmeetingoftheBishopsofAustraliaandNewZealand,whichwasheldinSydney onSeptember13,1937,anEpiscopal Committeewasappointedtoundertake theworkofstimulatinganddirecting theworkofCatholicActionthroughoutAustraliaandNewZealandfora periodoffiveyears.Atthefirstmeetingofthecommittee,whichwasheld inMelbourneonNovember3,1937,it wasdecidedtosetupaNationalSecretariatofCatholicAction,which wouldacceptthedirectionoftheEpiscopalCommitteeinco-ordinatingexistingorganisationsofCatholicAction andassistingeachdiocesetoformthe necessarydiocesangroupsasunitsof aNationalMovementofCatholicAction.Followingitsfourthmeeting, theEpiscopalCommitteewishestoindicatetotheHierarchythemainlines uponwhichthenationalworkhasbeen undertaken,andtosuggestsomegeneraldirectionsinwhichthenational bodyshouldbeguidedtofunction. Itwasrealised,fromthebeginning thatprogressintheearlystageswould beslowandthatspectacularresults couldnotbeexpected.Theleadersof CatholicActionhavewiselyrefusedto setupextensiveandgrandorganisationswithinashorttime.They havepreferredtoconcentrateonthe arduousworkoftrainingleadersin everywalkoflife,sothatthenew movementwouldbeimbuedfromthe startwiththerightspiritandwould usethesoundestmethods,testedand provedinothercountriesandcarefully adaptedtoourownneeds.
Theyhaverealisedthatthelayman mustbe,formedinthespiritofChrist, muststudywellthemeansheistoemploy,andknowthoroughlytheenvironmentheistopenetrateandtransformbeforehecanacteffectivelyon it.
ObstaclesWhichHadtobeOvercome.
Thetaskofthelaymovementin Australiaismadeparticularlydifficult bythehugedistanceswhichseparate ourmaincentresoflife.Itisnotas easyhere,asitisinmoredenselypopulatedlands,toorganiseconferencesor
communicateideas;nor,inacountry whichhasjustpassedfromthemissionarystage,aretherealwaystospare forthisnewworkthosepriestswhose inspirationandguidancearesoessential.
Thecomingofthewaritself,which hastakenoffsomanymenformilitary andpatrioticservice,hasfurtherheld updevelopment.Nevertheless,no onewhohasseentheworkofthelast threeyearscanfailtobedeeplygratifiedatwhathasbeenaccomplishedWerejoiceatthegreat,thoughalmost imperceptiblechangeswhichhavecome overtheCatholiclifeofthiscountry, atthevigorousandself-sacrificing spiritbeingmanifestedeverywhereand amongall-particularlyamongour youngmenandgirls.
SystematicFormationofLeaders.
Inthebeginningitwasnotpossible todomorethanorganisediscussion groupsforpeoplewhowerereadyto meettogetherwiththeintentionof deepeningtheirownspirituallives andinformingthemselvesontheCatholicattitudetothemainquestions oftheday.Graduallythesegroups arebeingchangedintogrottosofleaders,whoarepreparedtogooutand gatherthemassofpeopleoftheirown kindintostrongandcomprehensive movements.Muchexcellentliterature hasnowbeencompiledfortheirusein theformofhandbooksandprogrammes,pamphletsandspecialbooks whichsetoutthepracticalmeansfor creatingandmaintainingthesemovements.Tobecommendedarethe courageandpatienceofthosewho havepioneeredinthesegroups,who havebeenpreparedtoexperimentand thusdiscoverthemostefficientmethods.
SpecialisationanEssentialPrinciple.
Weapprovealsothelinewhichhas beenfollowedbytheNationalSecretariatinthedevelopmentoftheCatholicActionMovements-namely, thatofspecialisation.ThispolicyrepeatedlyinsistedonbythelateHoly Father-wasconfirmedbyhissuccessor,thepresentPontiff,PiusXII,in hisfirstpublicpronouncementonCatholicAction.
"FortheApostle,tobelistenedto, mustspeaknottorepresentativesof someabstracthumanitywhichwould belongtoallcountries,toalltimes,and allconditions,buttoaparticulargroup
ofone'sownkind,inaparticularcountry,ataparticularlevelofthesocial hierarchy.Thatisoneofthegolden rulestracedbytheever-lamentedPontiffwhowasthegreatpromoterofOatholicAction,andwhoremainsnow itsinvisibleinspirer."
Thustheprincipleisitselfbeyond doubtorargumentthoughtheexact limitsandscopeofspecialisedbodies hastobeworkedoutinAustraliaand NewZealand,accordingtoourconditions.
Itisgratifyingtoseetheprogress thathasbeenalreadymadealongthose linesandhoworganisationsoffarmers, universitystudents,schoolchildren, marriedwomen,professionalmenand womenhavealreadydevelopedin thisway.Thuseachsectionofthe communityaddressesitselftopeople ofitsownkind.Thispolicy-by whichtrainedapostleswithindifferent sectionsofthecommunitydedicate themselvestothetransformationof theirownparticularenvironment-is theonewhichpromisesmostforthe restorationofAustraliatoChrist.
RiseofNationalOrganisations. CatholicActionisnotamereaggregationofindividualactivities,buta singleorganisationwhichcomesinto existenceandoperatesunderthedirectionoftheBishop.Thosewhowish tojoininthisgrandapostolatemust thereforebecomemembersofdiocesan organisationsestablisheddirectlyby theBishopandmustplaytheirpartaccordingtoplansdesignedbyhim.It isobviousthatunlessthelaboursof individualsareconsolidatedbybeing linkedupindiocesan,and,finally, nationalmovements,theywillachieve little.TheconditionsofAustralian lifetowhichwehavereferredrequire thatlocalorganisationsshouldreceive theaidandadvicethatonlyanational officecanprovide,thattheyshould haveavailabletheprogrammesdrawn upbyexperiencedpersons,andthat theyshouldjoininthegreatcampaignsoftheNationalMovement.This willprovideafeelingofconfidence,a concertedforce,aconqueringspirit andaseriesofbeneficialservicesthat arequiteessentialforsuccess. Consequently,wehavegivenour approvaltotheNationalCatholic RuralMovementastheofficialspecialisedorganisationfortheCatholicrural community.HisLordshiptheBishopofWaggaWagga(MostRev.F.A. Henschke)has'beenappointedEpic-
copalChairmanoftheRuralMovement,signalisingtheincorporationof thisMovementofCatholicAction withtheofficialapostolicmissionof theChurchinAustralia.
Weurgetheformationassoonas possibleofanationalmovementfor Catholicgirls.Wehopethatsimilar procedurewillbefollowedinduetime foryoungworkers,foradultworkers, forstudents,formarriedwomenand forgroupingsofprofessionalmenand women.
TheNationalPlan.
Theadoptionoftheseprincipleswill enableourorganisationstogrowaccordingtoaclearandwell-considered plan.Suchaplanhasbeenalready drawnupbytheNationalSecretariat ofCatholicAction.Itsadoptionwill preventduplication,unnecessarycompetitionandwasteofeffort.
Itisbasedontheverysoundprinciplethat,inordertopreventmany evilsandtogivethatstrengthand unitywhicharesonecessarytoday, thereshouldbeonlyonelargeorganisationforthemassofCatholicsinany milieu.
WerecommendallCatholicorganisationswhichdesiretobeassociated withCatholicActiontotakethisplan intoseriousconsiderationandtoconsulttheDiocesanauthoritieswhenpreparingnewdevelopmentswithintheir ownranks.
Itismostdesirablealsothatthe Diocesanauthoritiesinturnshouldnot committhemselvestopolicieswhich mayhaveabearingonnationalissues withoutfirsttakingcounselwiththe NationalSeeretariat-theadministrativeorganoftheEpiscopalCommittee -whichisinapositiontoknowthe mindoftheEpiscopalCommittee.The nationalunityandstrengthwhichwe alldesirecanonlybeattainedifall agreeloyallytoco-operateinthenationalplan,thepreparationandsupervisionofwhichisoneofthemostvaluablefunctionsoftheNationalSecretariat.
TheSocialApostolateofCatholic Action.
Thisco-ordinationisallthemoredesirablebecauseoftheverynatureof theproblemwhichCatholicActionis designedtomeet.Itisnothingless thanthecompleterebuildingandreformofmodernsociety:notamere tinkeringwithdetails,notthefillingin ofoccasionalgaps.Itincludesinits scopealmostallmodernissuesexcept thosepertainingtopurelyeconomicor purelypoliticalaffairs.Itinvolves, asthelateHolyFathersaid,notonly achangeofindividualsbutachange ofthewholeenvironmentinwhichindividualslive-ineffect,themaking ofanewworldwhosetraditionsand

Why"surelynotworkingr.en?"And whoweretheunnamed"they?" YoucondemnthePopesfornothavingdonethingswhich,inyourignoranceofhistory,youimaginethatthey didnotdo.NowthatthePopehas donesomethingofwhichevenyoua.e aware,youcontentyournoblesoul withmud-throwing.
Itseemsthatwhatyoureallywant issomepretextforattackingthePope. Anypretextwilldo,howeverbaseless, untrueandoffensive,aslongasit servesitspurpose.
ThoughthePopewasencouragedby CardinalManninginEngland,CardinalGibbonsinAmerica,BishopKettelerinGermany-menwhohadfought tenaciouslyfortherightsofthedowntroddenmasses-heneedednoother motivethantheconsciousnessofthe responsibilitiesofhisofficeontheone hand,andontheotherthespectacle ofthemiseryandwretchednessofthe poorunderIndustrialCapitalism.

Someyearsagoanewspaper,"TheCatholicWorker,"wassetupinMelbourneostensiblyforthebenefitof theworkers,possiblyalsoforthe benefitofthosewhowouldinfluence theworkers. Inreturnforthenastyandbigoted insinuationcontainedinthatstatement,letmeofferyouafewfacts:The"CatholicWorker"wasfounded notbymonopolisticcapitalists,norby agentsofCapitalists,butbyasmall groupofCatholicworkers.

ThecustomofobservingSundayas theLord'sDayinsteadofSaturday, wassanctionedbylegislation,both ecclesiasticalandcivil,fromthe FourthCenturyonwards.
WHYTHECHANGE?
Itthedaywaschanged,astheSeventh DayAdventistssay,whochangedit andwhogavethosepersonsthe powertochangetheSabbathDar Thedaywaschanged.Itwas changedbytheChurchinApostolic times.Theauthoritytomakesuch changeswasgiventotheChurchby ChristHimself,whoisGodaswellas man:"Whatsoeveryoushallbind uponearthshallbeboundalsoinheaven,andwhatsoeveryoushallloose uponearthshallbeloosedalsoinheaven."(Matt.XVIII,18;cf.XVI.,19.)
TheCommandmentoftheOldLaw: "RememberthoukeepholytheSab. bathDay"(ExodusXX.,8)waspart-
lyamorallawandpartlyaceremonial law.
ItwasamorallawinsofarasitobligedallmentodevotesometimeexclusivelytotheworshipofGod.It wasceremonialinsofarasitdeterminedthetimeandthedetailsofits observance.
TheChurchcannotchangethenaturalorrevealedlawor=morals.But theApostles,astheinfallibleteachers ofChrist'sChurch,couldanddid changethetime,themotiveandthe detailsoftheSabbathobservance. TheSeventhDayAdventistsputan arbitraryinterpretationoftheirown onthelawofGod,andthendeclare thatthelawasinterpretedbythem,is violatedbytherestofChristendom.
Mrs.EllenG.White,whowiththe Americanfarmer,WilliamMiller, foundedtheSeventhDayAdventists, declaredthatshehadbeentakenup toheavenandshownthetruth-that Saturdaywasthedaytobeobserved.
Butwehaveonlyherwordforit; sheofferednocredentialsofanysort toproveeitherherrighttospeakor thetruthofwhatshesaid.

So-calledmedicalphilanthropists,who hadsoforgotten,orweresounworthyoftheglorioustraditionsofthe professiontowhichtheywereprivilegedtobelong,thateventhelifeof theinfantinitsmother'swombwas nolongersafefromtheirmisguided skill;who,havingwhattheyclaimed tobethewelfareofthenationat heart,haddiffusedknowledgeand madeknownpracticeswhichleftthe cradlesofthelandempty,anemptinesswhichsilentlyaccusedthemin thathourofneed.

THEAgriculturalRevolutionwith whichthesearticlesareconcernedislargelyassociatedwith thenameofSirAlbertHoward,who hasspentalifetimeinagricultural practiceinIndia,andwhoseworkhas revolutionisedtheagriculturaloutlook inthatcountry.ThereareseveralaspectsofSirAlbertHoward'swork,but theyallcentreroundanefficientmethodforthemanufactureofrichand activehumus.Whiledirectorofthe InstituteofPlantIndustryatIndore, Howardworkedoutandperfectedthe processwhichhasbecomeworldfamousunderthenameoftheIndore Process.Forfullerdetailsofthisimportant,andindeedepoch-makingcontributiontoagriculturalpractice,I mustrefermyreaderstoSirAlbert Howard'sbooks,whichhavebeenpublishedbytheOxfordUniversityPress, andinparticulartohislatestvolume, "AnAgriculturalTestament,"onwhich thepresentarticlesarelargelybased.

Animalresiduesavailablearethe refuseoflivestock-horses,cattle,poultry,kitchenwaste,includingbones, andsoforth.Inanimalwastethe urineisofparticularimportance,and mustbecarefullypreservedforthepurposeofcomposting.
Asabaseforneutralisingacidity powderedlimestoneisideal,andis availableinunlimitedquantitiesin WesternAustralia.Woodashesor eartharealsoexcellent.Wateris necessary,andalsoanabundanceof airwhichmustbegivenaccesstoall partsofthecompost.

Thecompostingmaytakeplaceeither inpitsorheaps.Theadvantageof pitsisthatlesswateringisrequired andthetemperatureofthemasstends toremainuniformlyhigh.Heaps havetheadvantagethatthereisless expense,betteraeration,andinareas withahighrainfall,lessriskofwater logging:particularlyiftheyareprotectedbysomesortofroof.Heaps shouldbeprotectedfromstormwater, andifpossible,fromtheprevailing winds,bysuitableshelter.Largeheaps dobetterthansmallones.Which

Asaruleanactivefunguousgrowth iswellestablishedbythesecondor thirddayaftercharging.Soonafter thefirstappearanceofthisgrowththe massbeginstoshrink,andinafew daysthedepthisreducedtoabout thirty-sixinches.

Thenoveltyofthisdance,tobeheld atHighgateHillonOctober3,has quiteintriguedtheyoungladieswho madetheirobeisancetothedancing worldthisseason,andinreplyto manyinquiries,itiTTannouncedthat thedebutantesarenANlimitedtoHighgateParish.Allwillbewelcome.It isauniqueoccasionforthemtobecomeacquainted,asitisrealisedthat theopportunitytomeeteachother doesnotalwayspresentitselfonthat firstall-importantnight.

But,accordingtoCicero,theolderpracticeofburialwasnever superseded.Inanycase,cremationwasaveryserviceabletest bywhichonecoulddiscernthe,breakdownofcultureandreligious belief.Thatsignisoncertainportionsofourcivilisationandits resultswillnotbelessdisastrous.

Bythefifthcentury,theinfluenceofChristianityhadabolishedthisrepulsivecustomofadecadentpaganism.Thepagans,to destroyfaithintheresurrectionofthebody,oftenthrewthebodies ofthemartyrsintotheflames,torender,astheythought,that possibilityimpossible.Venerationforthedeadwouldnotallow Christianstosubjectthehumanbodywhichhadbeenthetemple oftheHolyGhosttoatreatmentagainstwhichpiety,fraternal love,orevenmerefriendship,revoltedasinhuman.Sostrongly hastheChurchsetHermindagainstthecustomthatShepunishes withexcommunicationanysubjectwhoformallyco-operatesIna practicewhich,fromthebeginning,haschieflybeenemployedby theenemiesoftheChristianfaith.TheCatholicChurchalone hasconsistentlyfosteredthevenerationofthedead,andmade specialprovisionfortheirperpetualremembranceinHerprayers andintheMass.NorwillShetolerateanymethodofdeposition whichtendstoweakenortolessenthatbondofcharitywhich unitestogetherthelivingandthedeadintheCommunionof Saints. * *
Evenonmerelyaestheticgroundsofcultureandrefinement, theChurchwouldopposeapracticewhichisgrossandsub-human. Stilltheadvocacyofsavagerytowardsthedeadisonlyafurther applicationofthephilosophyofthemutilationofthelivingwhich holdssuchfavourinthemodernworld.Themodernpagans,by thecountenanceofsterilisation,birth-control,euthanasia,andthe sinsagainstchastity,showclearlythattheydonotputanyworth uponthebodyasaconsecratedvesselcontainingtheSpiritof God.Withoutthisbeliefthetreatmentofthebodyisinconsequential,anditseemsthatthepaganworldishasteningontoa battlebetweenthestrongandtheweak.Thementallydeficient aretobeeliminated,theagedandtheincurabledestroyedinthe lethalchamber,andeventhedeaddishonoured.Butthestrong willyethavetheCatholicChurchtofaceandSheshallbreak themasShebrokethepaganismofthepast.

Averypleasantafternoontook placeintheParishHall,Highgate,on Tuesday,September2.Theoccasion wasthefirstmeetingfortheyearof theCatholicWomen'sLeaguesewing guild.Equippedwithscissors,needles,andmaterial,theladiesweresoon enthusiasticallyatwork,somecutting out,otherdesigning,andmanysewing.Afinedisplayofgarments broughtbythememberswerealsoon view.Thesegarmentsaretobesent overseastochildrenofbombedareas.
Duringtheafternoonteawasserved,andRev.FatherHussey,ina briefaddress,outlinedtheaimsofthe sewingguild.Apartfrommaking garmentsforthelocalSt.Vincentde PaulSocietyandoverseas,Father Husseyexpressedhisdesirethatthese afternoonmeetingsshoulddevelop intosocialgatheringsofalltheladies oftheparish.

DISARMAMENT
EVERYwordthatMr.Glasgow ("DiplomacyandGod")hasto sayonhismainthesisthatthe rootevilofthetimeisthatindiplomacy,asindeedelsewhere,Godhasbeen neglected,iswellworthweighing,and itwouldbehardtoimagineaChristianwhodidnotfullyadmitbothits truthanditsimportance.Butthe particularremedywhichheadvocates isthatofcompleteuniversaldisarmament.Itwouldbeinterestingtosee whatwouldbetheeffectofthiscould itbeachieved.
Thefirstadvantageofdisarmament isobvious.Ifitcanbeachievedwith safety,itsavesalotofmoney,and theoldVictorianAdaminustellsus thatthisisanadvantage.
Butmanyquestionsarise.Wemay grantthatthefeverofanarmament racehassomelittleshareinthepsycho. logicalresponsibilityforwar.Yet thereislittlereasontothinkthatarmamentsareinthemselvesalarge partofthecauseofwar,orthattheir totalabolitionwouldinitselfbring aboutuniversalpeace.Standingarmiesareafterallofcomporativelyrecentappearanceintheworld.Yet therewaswarlongbeforetherewere standingarmies.Itmaybesaidthat withoutarmamentstherewouldnot bewar,becausenobodywouldhave anythingtofightitwith.But,even afterdisarmamentinthemostdrastic sense,theywouldstillhavebowsand arrowsandtheirfists.Ifwarisreally thegreatestofevilsandtheonepurposeofourpolicyistoavoidit,then itwouldbebutlogicaltodisarmpeoplebyfact,andnotonlyinmetaphor, tocutofftheirlegsandtheirarmsas inG.K.Chesterton's"HorribleHistory ofJones,"andonlythentofeelcon. tidentthat,beingincapableofanything,theywerenolongercapableof harm.
Itis,ofcourse,perfectlytruethat, thoughtherehavebeenwarssincethe beginningoftime,thewarshave changedtheirnaturewiththedevelopmentofarmaments.Mr.Glasgow arguesthatthechangeinrecenttimes hasbeenentirelyfortheworse.Ido notknowthatthatisso.Thiswaris inmanywaysamorehumanewar thanthelast.Theinterminable trenchwarfareandthefrontalattack wassurelytheleasthumaneofall formsofwarfare,andtheshortblitzkrieg,horribleasitis,isenormously morehumane.Inthesamewaythe scatteringoftherisksofwaroutevenlyoverthewholepopulationthrough aerialbombardmentseemstomemore humanethanawarinwhichnoone isshotexceptsoldiers,andtheyare beingshotatallthetime.
Howeverthatmaybe,thecomparison,itmaybeargued,isnotbetween thiswarandthelast,butbetween thiswarandthesortofwarthatcould bewagediftherewerenoregularpreparationofarmaments.ItisperfectlytruethattheparticularGerman techniqueoftheblitzkriegwouldbe thusprevented.Thereisnoreasonto denythatthatwouldbeagain.Life isindeedhorribleforallGermany's neighbourssolongastheyhavetolive itunderthecontinualmenaceofthis giantLeviathan.Thatuniversaldisarmamentwouldmakewarstake longerIamentirelypreparedtogrant.
TheinstanceoftheAmericanCivil War,whichcouldneverhavetaken placeatalliftheUnitedStateshad beenproperlyarmed,amplyprovesit, butdisarmamentwouldnotinitself preventwar.Itwouldsimplymean thatthebelligerentwouldhaveto builduphisarmamentsafterthebeginningofthewarinsteadofbefore, whichhecouldperfectlywelldoso longashisoponentshadnoaeroplanes withwhichtobombhisfactories.
Itmaybesaidthathewouldnotbe allowedtobuilduphisarmamentsbecauseanyactofrearmamentwould automaticallybeconsideredasahostile actbythewholeoftherestofthe world.Buttherewearebackonthe olddifficultyofcollectivesecurity.The restoftheworldmightbepledgedto act.Wouldthosecountrieswhowere notinterestedinfactcollaboratehonestlyandeffectivelyinanyeconomic blockadethatmightbedecreed?An astutediplomatistwithBismarckian talentscouldeasilysowdoubtabout whichsidewastheaggressor.Once thewarstarted,therewouldobviously betheaccusation-inallpobability true-thatbothsideswerere-arming. Therewouldbecontroversywhichhad startedit,andhalftheworld,inthe nameofsuppressingaggression,would taketheonesideandtheotherhalt wouldtaketheother.Thusalocal disputewouldbetransformedintoa worldwar.
Itdoesthenseemtomethatarmamentsaremuchmorethesymptomsof
theworld'sdiseasethanthediseaseitself. Adeeperremedyisrequiredifwar istobebanishedfromamongstus.Mr. Glasgow,ontheotherhand,seesitas theoneremedy,asthe"onlyhope."If thatcannotbeachieved,itishardly worthwhiletryinganythingelse. Thereseemsagainalitledangerinthis Ibsenian"AllorNothing."Thedangerobviouslyisthatthewholewillnot beachieved,andthatthenweshall sinkbackintodespair.IfMr.Glasgowcangethisagreementoftheseven GreatPowersoncompletedisarmament,wewillcertainlywelcomeitand wishhimwell,butIcannotseehow exceptbyanextraordinarycoincidenceofluckitislikelytobeachieved. Mr.Glasgowquotesinhisbookthe opinionofaRussiandiplomatthat Japanwillbetheobstacletosucha scheme.Thereseemseveryprobabilitythatshewillbesucharyobstacle. TheJapanesearecertainlytietermined toobtainayellowman'sFarEast.If wearevictoriousinthiswar,then Japan'sambitionswillbestillunachieved.lOntheotherhandher statesmenwillprobablyhavebeen astuteenoughtoescapeimplicationin theGermandefeat.Theirhopewill betotakeadvantageofEurope'smood ofpost-warweariness,andagainitis nottobebelievedthattheywillwantonlyforfeittheadvantageofarmaments.Themorethatothercountriestalkofawishtodisarm,the moretheJapanesewillrejoiceandthe moreanxioustheywillbetopreserve theirownarmaments.Mr.Glasgow, likeindeedallmenofgoodwill,is anxioustobringpeacetoWesternEurope,butitissurelydangeroustobe blindtothetruththatneitherJapanesenorRussianpolicyatallwantsto seesuchpeace.Itisessentialforthe successofboththesepoliciesthat WesternEuropeshouldbeatwarand dividedwithinitself. Irecommendallmostheartilyto studyMr.Glasgow'sfascinatingbook andtodecidethematterforthemselves.Imyselfhavenohostilityto anyschemesofdisarmamentthatcan bearranged,butitisquitefrankly myfearthattheerectionofcomplete disarmamentintothesinequanon ofallpeacewouldinfactcondemnus tounendingwar.IfRussiaandJapan wouldnotagree,thenitcouldvery easilyhappenthat,afterbeatingGermany,weshouldberequiredtogoon and(inthename,ofcourse,ofpeace anddisarmament)tofightRussiaand Japan,andbythetimethatwehad donewithfightingthem,Germany woulddoubtlesshaveoncemorerearmed,andweshouldhavetostartall overagain.Ithinkmyselfthatitis besttoconcentrateonthemoremodestprogrammeofdisarmi-agGermany andkeepingherdisarmed,andofleavingmoredistantlandstosettletheir ownproblems,andfighttheirown battles.

Specifically,theseorgansparadeunderamoreorlessinnocentguise ofgeneralshoppapers,givingthenews ofthebusinessingeneral,generallabourconditions,personalitemsofinteresttoworkers,and,ingeneral,serve thepurposeofasmall,extremelylocalisednewspaper;actually,theyareoutand-outorgansofRedpropaganda,discussingallshopproblemsfromanagitationalpointofview.bringingupcontroversialmattersneverthoughtofby theworkmen,andusingallthedeceit andtrickerypossibletobecomethe spokesmenfortheshopmen,Communistandnon-Communistalike.
Tocoachtheshoppapereditorsin thepsychologyofgainingtheconfidenceofentireshops,the"Manual"is veryexplicitinexplainingprocedure.
CommunistOrgan.
Theshoppapereditoriscontinually enjoinednottoforgethispaperisthe Communistorganintheshop;yet,on theotherhand,hemustnotbecome absorbedinabstractpoliticalideologies.Hemust,heistold,keepaper fectbalanceatalltimes:"Ifthepaper dealstooexclusivelywithpolitical questionsitbecomessimplyabadsubstituteforapoliticalleaflet;andifit dealstooexclusivelywithshopproblems,itfailstoraisethepolitical leveloftheworkersintheshop."With thisnecessityinmind,theeditoristhen instructedhowtoappealtothe"unclass-conscious"trade-workers.

Theseeditorsaresoldontheidea ofuninterruptedagitation-Peacein ashopis,tothem,amostdeplorable condition.Life,tobeworthwhile, mustbeoneviciousgustofangerafter another.The"Manual"imploresthe editorsnottomisstheslightestchance forshopagitation,nomatterhow smallthescale.Totraintheshop workersinprotestingevenoninsignificantmattersistotrainthemfor thebiggermovementsofstrikeaction andsabotage.Forashopeditorto enterashopandfinditswallsallchalk. edupwithprotestsandinsultstothe managementiswalkingintoaRed Valhalla,forheknowsthenthefaithful arebusyagitatinginsteadofearning theirwageslegitimately."Everything," saysthe"Manual,""thathappensin theshoo.whetherinsignificantorimportant,mustbetakenadvantageof todrawtheproperorganisationalconclusions.""Inthisrespect,conditionsinSovietRussiamustalwaysbe featured.withtheproperconclusionof howtogetthemforourselves."

Toeffectthesabotageofeverything 'decentintheshop,theeditoriscarefullyinstructedinwritingspecialfeaturesforhispaper.Rededitorslearnedlongagofromexperiencethatthe femaleofthespecies,whenproperly crankedup,isfardeadlierthanthe male.Sopartofthepaperisdevoted totheworkers'wives."Aclearunderstandingoftheclassstruggleon

Aftergivingtheeditorathorough pictureofspecialfeatures,the"Manual"sumsupverysuccinctly:"The mainobjectinrunningthesespecial featuresistoincreasethefeelingof
solidarityoftheworkersintheentire plant andthuscreatemoresolid fightingrankswhentheinevitable clashesagainsttheemployeroccur. Tofosterthisfeelingofsolidarityina systematicandtactfulmannerisone ofthechiefdutiesoftheshoppaper." And,ofcourse,thesolidaritymustbe Communistic!
Althoughadepartmentcovering workers'lettersisalwaysencouraged, theRededitorsdonotmindcheating therealittle.Editorsareinstructed toassuretheworkerfullprotection inhisblastsagainstlawandorder;but "iftheworkersareshyorafraidto write,itisadvisabletoprintafew lettersforatimewrittenbyoutside comrades,butherecaremustbetaken thattheysoundlikerealworkers'letters."Thus,bychicaneryandskullduggery,theshop'srealworkersare nudgedintoputtingintoprinttheir realandfanciedwrongs.Oncethese workerscommitthemselvesinprint, theyaremarkedforfuturepartymembers,for"thepartyistryingtogetits rootsintheshop."

TheCatholicChurchhasalwaysinsisteduponthesanctityandpurityof thehome.Thosewhodisagreewith usintheology,thinkthatwemaketoo muchadoaboutdivorce,birthcontrol, andothercrimesagainstthefamily. Theydon'tunderstand.Theyhave notphilosophicalinsight.Theydo notrememberthehistoryoftherace. OneofthedifferencesbetweenusCatholicsandothersisthatwehave longermemories,andadeeperphilosophy.Wedefendthefamilyfor morereasonsthanone.Butonereasonisthatdefenceofthefamilyisdefenceofthenation.Wecallthefamilythenucleusofsociety.Itcanbe comparedtothecellinthebody.The bodyiscomposedofcells.Iftoo manycellsbreakdown,thebodydies.
