Nineteencenturiesago,theRomeof theCaesarswasbaptisedintheblood ofthefirstVicarofChristandofthe ApostleoftheGentiles,andwasnamedtheRomeofChrist;itwastobean enduringtokenoftheindefectiblesupremacyoftheChurch'ssacredauthority,atokenoftheinfallibleteaching ofherfaith;andinthatbloodwere writtenthefirstpagesofagrandnew storyofthesacredbattlesandvictoriesofRome.

Haveyoueveraskedyourselveswhat musthavebeenthethoughts,thefears ofthelittlehandfulofChristiansscatteredoverthegreatpagancitywhen, havinggivenhastyburialtothebodies ofthetwogreatmartyrs-theoneat thefootoftheVaticanHillandthe otherontheroadtoOstia-theygathered,forthemostpartinthetenements ofslavesorpoortradesmen,butsome fewintheirwealthyhomes,andfelt thesenseoflonelinessalmostoforphansatthedisappearanceofthetwo supremeApostles?
Itwasthefiercestmomentinthe tempestthat,shortlybefore,the crueltyofNerohadletlooseuponthe infantChurch;beforeeyesstillrose thehorriblevisionofhumantorches glowingbynightinthegardensof Caesar,ofthequiveringtornbodiesin thearenasandinthestreets.Itseemedthenthatimplacablecrueltyhad triumphed,strikingatanyoverturningthetwopillarswhosepresence alonehadsustainedthefaithandthe courageofthelittleChristiangroups. ButwhenyouspeakoftheChristian programmeofsocialreconstructionas a"cure-all,"youaremerelyindulging inalittleofthecheapbackchatwhich somepeoplemistakeforargument.
Youareguiltyoftheabsurdityof supposingthatyoucandisposeofa comprehensiveandcarefully-reasoned schemethathasbehinditthewisdom oftheagesbyattachinganunpleasant labeltoit. * * * *
IGNORANTBLUNDERS.
Whyallthefussandbother?Whyall thewriting?Whyallthetalkingon thewelfareoftheworkersatthis particulartime-over1900yearsafter theBirthofChrist?
Youhaveoverlookedtwoimportant historicalfacts:Thefirst,thatIndustrialCapitalismwhichgaverisetothe SocialQuestionofto-dayisessentially amodernphenomenon;thesecond thatthisstateofaffairswasdue,notto Christianity,buttothecompleterejectionofChristianityineconomic,social andnationallife.
IndustrialCapitalism,withitsinherentsocialinjustice,isnotthefruitof Christianity.Itisratherthefruitof thegodlessphilosophyofLiberalism whichdidsomuchduringthepast hundredyears the massesofthepeople.
Itisnottheworkof"Churchmen," butofpeoplewhomHerbertSpencer andH.G.Wellsaretypes.
Haveyoureadalittlelessofdishonestpropagandaandalittlemoreof genuinehistory,youwouldneverhave askedsuchsillyquestions.

Thatislikeasking:"Whywereapplesnotplacedonthemarketyears agoor,forthatmatter,centuriesago?"
Theansweris,ofcourse,thatthey wereplacedonthemarketcenturies ago.Manypeoplewouldadd,possibly withatingeofimpatience,thatthe manwhocouldasksuchaquestiondid notknowwhathewastalkingabout, andwasmerelymakinganassofhimself.
Yourquestionabouttheworkof "Churchmen"inthepastisaboutas saneandasreasonableasthequestion aboutthemarketingofapples.
Hereareafewfactschosenatrandomfromthemanywithwhichyou seemtobeunacquainted:*
THEEARLYCENTURIES.
(1)Fromtheverybeginning,the Churchemphasisedtwothings:(a)the personaldignityandincalculableworth ofeveryindividualhumanbeing;(b) theessentialequalityofallmenbecauseoftheircommonnature,andtheir commonoriginanddestinyinGod.
Thisteachingoftheessentialequalityofmenandthehighdignityofhumanpersonalitywasunheardofina
societyinwhichtheideaofslavery wassodeeplyembeddedthatthe greatestofthepaganphilosopherscould notconceiveofasocialorderwithout slavery.
ItwasthisteachingoftheChurch whichmadetheabolitionofslavery possible.WiththerejectionofChristianityinmoderntimescomesthereturnofaslaveryinwhichthetotalitarianState,NaziorFascistorCommunist,takestheplaceoftheslave-master ofancienttimes.
(2!When,somecenturieslater,the BarbariansoverranEuropeanddelugeditinfireandblood,andtheancientcivilisationofRomecrashedin ruinsbeforetheonslaught,itwasthe Churchwhichpreservedmostofwhat wenowpossessoftheancientculture; whilethemissionarymonksofSt. BenedictChristianisedthebarbarians themselvesandlaidthefoundationsof thatcivilisationwhichinspiteofpowerfulenemiesbothinternalandexternalhasenduredtothepresentday.
TheChurchwhichhadfoughtagainst slaveryintheEmpireofPaganRome continuedtofightslaveryamongstthe successivewavesofbarbarianswhich succeededit.BytheXth.Century, towardsthecloseoftheDarkAges, thebeneficentteachingoftheChurch hadpermeatedsociety,andtheconsequentvictoryoverslaverywasthevictoryoftheCatholicChurch.
THEMIDDLEAGES.
(3)Inthesystemofserfdomwhich predominatedintheearlyMiddleAges, numbersofthepoorfoundthemselves inaconditionmidwaybetweenslavery andfreedom.Andhere,again,itwas theCatholicChurchwhichchampioned thepoorinthefightagainstarapaciousbaronage.
TheGoldenAgeofMediaevalCivilisationsawtheriseoftheGuilds.The MediaevalGuildsembodiedasocial andeconomicsystemmorejustand satisfactorythananyothersystem,the workerenjoyedanownership.asecurityandalibertywhichareconspicuouslylackingtohimunderthesystem ofIndustrialCapitalism.
InthegreatUniversitiesofEurope, practicallyallofwhich(includingOxfordandCambridge)werefoundedby theCatholicChurch,youngmenlearnt theprincipleofthejustremuneration asthefirstchargeonindustry.They learntwhatwasmeantbyajustprice. Theystudiedthemeaningofjustice anditsmanifoldapplicationtodaily lifeaswellasitsfoundationinthe eternallawofGod.
Theystudiedtherightofprivate ownership.Theyweretaughtnot onlytheexistenceoftheright,butthey weremadeawareofitslimitationsand ofthesocialobligationsitimposed.
Magna'Charts,whichisthefoundationdocumentofdemocraticliberties andrepresentativegovernmentinEnglish-speakingcountries,wastheworkof aCatholicArchbishop,andembodied theprinciplesofCatholicsocialphilosophy.
Later,whenusurythreatenedthe workerswithanewslavery,theChurch condemneditasacrimeanddideverythingpossibletosuppressit.
TheCatholicChurchacceptsfullresponsibilityforthesocialandeconomic ideasofthejustwage,thejustprice, therightofprivateownershipwithits limitationsandsocialobligations,the condemnationofusuryasacrime.She acceptsfullresponsibilityforthembecausetheywereherideas.
(4)ThencametheReformation,The suppressionofthepublicwealthofthe monasteries,anditstransfertothe privatecoffersofwealthyandgreedy nobles,didmuchtolaythefoundations ofIndustrialCapitalism.
ThesuppressionoftheGuilds,the scientificdiscoveriesoftheXIXth. Ontheotherhand,itisaswellto considertheattitudeoftheReichto otherorganisationswithareligious basisbeforeattemptingaforecastof thedevelopmentsinoccupiedBelgium, anditseffectsontheruralGuilds.The safestconclusionwecanarriveatis thatiftheBoerenbondisallowedto survivetheinvasionthosearticlesin itsConstitutionwhichlinkitwiththe Churchmayberevised.
TheBoerenbondor,astranslated, UnionofPeasants,isthecentralorganisation,towhichiscanalisedthe widelydiffusedandvigorouspowerof theruralguildsofBelgium.Begunin 1890,whenEuropeanagriculturewas atitlowestebb,owingtocolonialprogressivenessandthedevelopmentof transport,theBoerenbondfurnished notonlytheplanforrestoration,but alsoprovidedthemouldaswellforthe remodellingoftheruraleconomic structureofthecountry.
Itskeytosuccess,bynomeansnew, wasco-operation.
Co-operationgaveglorytothatold guild-period,whichhasbequeathedto usthosearchitecturalgems,themediaevalcathedralsofFrance,Italy,and Spain.Yet,reversion,inthis"ageof progress,"tothatoldidealofcorporativeamalgamationdidnotproveeven remotelyretrogressive.Bybrotherly unionthepeasant-ownersofBelgium exposedtheshallowideologyofthe twentiethcentury,whichcontinuesto apetheblindadhesionofthelasttwo centuriestoeconomicliberalismand capitalisticindividualism.

In1890AbbeMellaerts,M.Helleputte,ProfessoratLouvain,andhis brother-in-law,M.Schollaerts,puttheir long-conceivedideaofaCatholiccooperativemovementforfarmerstothe test.Liketheoldones,thesenew guildshadtheirchaplains,andmeetingsbeganandendedwithprayer.In processions,membersmarchedasa body,andonthedeathofamember Masswasofferedforthereposeofhis soulattherequestoftheguild.
However,theBoerenbondwasnot solelyareligioussodality.Having acknowledgedanddemonstratedtheir independenceonspiritualthings-first thingsfirst-theydevotedtheirenergiestothematerialrequirements, whichinthefirstplaceoccasioned theirestablishment.To-day,the BoerenbondcanboastofhavingachievedmanymorethingsforagriculturethantheStatehasdoneforitin othercountries.Furthermore,these thingsweredonevoluntarily,and,becausetheyweredonewithoutthedirectionofanofficiousbureaucracy, theyweredonethoroughlyandexpeditiously.
Eachlocalguildistheunitandits membersarefarmers,ormembersof thefanningcommunity.InBelgium, itmustberemembered,hiredfarm workersarefew,forthelandisintenselydividedamongstpeasant-ownersand largeestatesareexceptional.This,of course,considerablysimplifiesthework oftherepresentativesfromthelocal guild(ParishCouncil)tothecommunegroupwhichelectsdelegatesto thecentralorganisation.
InitsearlydaystheBoerenbondengagedmainlyinbuyingandsellingcooperativelyforitsmembersandits collectivebargainingtendedtoaid otherswhowereasyetnon-members. Thus,theparasiticaltrader,ofwhom therewerenotafewwhohadfattened onthefinancialdifficultiesofthepeasantswhichcompelledthemtosell rapidlyandunprofitablyandbuyuneconomicallyatimpracticaltimes,was madetoconformtojuststandards. NowtheBoerenbondisfinanciallyindependentandmembersneednot necessarilyplacetheirorderswithor selltheirproducethroughtheguild. Iftheywishtheymaydoso,andby payingmarketpricesandcommission
theybenefittheirorganisationanden- ableotheractivitiestobefinanced.

Thesocialaspectofrurallifeisnot forgottenorneglected.YouthisencouragedtoBoerenbondmembership, andthedemandsofyouthareconsideredandprovidedforbytheyoungagriculturiststhemselves.
TheBoerenbondseekstoinstilcontentmentinthatjoyousfamilylifeof thelandwheremanandwifeandold folkandchildrenhavesomerealpart inthedailyeconomy,intheseed-time andtheharvest,intheworshipand themerry-makingandintherequiem thatclosesall.

InBelgium,whereonlyone-thirdof thelandisarable,andlessthan25per centofthepopulationissettledthere, itisofthegreatestimportancethat thisruralpopulationwillbeableto meetthedemandsofindustryforlabouraswellasbalancethediminishing birth-rateofthetowns.Allhankeringforthevacuouspleasuresofthe citymustbestifledatbirthbyaready counter-attractionwhichalsowillcultivateanappreciationofthenobility oftheruralvocation,sincetheheadlongrushofthecountrypopulation tothecitiesspellsracialsuicide.In thecity,mergedwithanurbancommunitymadesterilebyconfinement withinthenerve-wearingandstifling roundoftownexistence,itisanotoriousandwell-recognisedfactthatthe newcomerslosetheirfecundityina few,generations.
SowellhastheBoerenbondsucceededinrevivingandrestoringthelove ofthelandintheBelgianpeasantthat theiremigrantsalmostinvariablysettleontheland.
ACOMMITTEEappointedbythe AnglicanArchbishopofPerthto examineintoandreportonthe moralityofacceptancebytheChurch ofmoneyfromtheCharitiesCommissionhasfoundthatthereis"nomoral faultagainstthelawsofGodandman inthetheoryandpracticeoftheCharitiesCommission,"andthat"thepracticeoftheOrphanageCommitteereceivingmoneyfromtheCharitiesCommissionisjustified-'Thisdecision wasgivenoutbytheeveningpressas anoracle.butitwillnotamazeCatholics.Thenon-Conformistswill,of course,beshocked,buttheyaremore orlessalwaysoutragedaboutminor matterswhilethereallyvitalquestions ofthedaygorightovertheirheads.
TheCatholicviewongamblinghasnot altered.Apartfromexcessandthe givingofscandal,gamblinginitselfis notnecessarilymorallywrong.Itis nomoreeviltostakemoneyona chanceissuethantoinsureone'spropertyagainstriskoflossordestruction, ortospeculateontheStockExchange.
Therealdangerwhichsurroundsan habitualpracticeofgamblingisthat itdefinitelyseemstoexposethegamblertosinagainstthevirtueofjustice, eitherbytemptinghimtouseanother's propertyforhispleasureorbytheunlawfuluseofhisownproperty.Hence ingambling,themoneyconcernedmust belongtothegamblerandmustbeat hisfreedisposal.Hemustactfreely andwithoutcompulsion,theremustbe nofraudinvolved,andsomesortof equalitybetweenthepartiesinorder thatAlecontractmaybeequitable.If anyoftheseconditionsiswanting, gamblingbecomesmoreorlesswrong. Somuchfortheindividualpersonal aspectofthequestion.Butconsideredsociallyandnationally,itseemsto meunquestionablethatAustraliansare unhealthilyaddictedtogambling.It hasrobbedthemofeveryshredofthe virtueofthriftanditundoubtedly weakenstheinstinctforproperty.it cannot,likesomanyothermodernexcesses,befullyordirectlyattributedto socialdisorderastoacause,forthe maniawaswithusevenintheheyday ofprosperity.Butitsindulgencecertainlydoesnothingtowardsrelieving thesocialillsofourday.
WhileIcannotagreewiththerigorousprohibitionistattitudeofcertain parties,Iagreethereisacryingneed ofcontrol.ButIdonotbelievemerelyexternalregulationwillremedythe position.Inthemeantime,public authorityandorderisbeingconstantlyunderminedinsofarasexistinglaws arenotenforcedoranyhowenforced onlyverypartially.When,however somanymajorproblemspressupon thenationandtheworld,Ithinksome ofthesmall-mindedpuritansmight servetheircountryandhumanitybetteriftheyweretoconcentrateonthe internationalfinancialracket,whichis theapogeeofgamblingwithnosortof moraljustificationwhatever.The wheatorwoolmarketisjuggledin LondonandNewYork,andAustralian farmersareevictedfromtheirpropertiesor(whatisverylittleworse)becomemanagersforbanks.Aslump intheWallStreetmarket,causedby over-speculation,resultsincreditrestrictioninAustralia.Depressions, whichusedtobeattributedto"trade cycles;'QranActofGod,nowturnout tobetheactsoftheKing'sEnemies, deliberatelyengineeredforthecolossal personalgainofahandfulofanonymous usurers.Letusworryaboutthese thingsnow.Thepennyrafflesandthe S.P.shopscanwait.
MR.E.Heenan,M.L.A.,istobe congratulatedonhisrecent speechintheAssembly wherehe"lookedforwardtotheday whennewspaperswouldbeprohibited frompublishin.;allthesalaciousand sordiddetailsgiveninevidenceinthe DivorceCourt."Thereissomething radicallywrong,hedeclared,witha stateofsocietywhichpermittedand evenencouragedthepublicationof thefilthregularlyservedupbycertainweek-endnewspapers.TheCatholiccommunitywillcertainlybebehindanylegislationwhichaimsat completelyeliminatingpornography whichiscorruptingthemoralsofour youngboysandgirls,andhencemakingthemlessworthycitizens.While legislationwentacertainwayinthis directioninthematterofimported publication,itstoppedshort,quiteillogically,overthehomeproduct. Hencewearefacedwiththeunpleasantfactthatwehaveinourmidst aflourishinggutter-press.Itis,of course,asadreflectionuponthe moraltoneofthecommunitythat officialrepressivemeasureshaveto bedemanded.Thepublicthemselyesshouldbetheirowncensors,while theadvertisersalonecould,ifthey
chose,puttheyellowpressoutof business.Butthingsbeingasthey are,thepeoplehavetobeprotected againstthemselves,asoneshields youngchildrenorthementallyafflicted. Thepointaboutbadbooks,asabout suggestivefilmsisthattheyattack themostperceptiveorganofsense.A badbookwillcreateamoreprofoundlyevilimpressionthanasmuttyyarn. Foronethingthewrittenwordis moredurable.Itcanbereferredto again,whereastheechoofthevoice orthepulsationsofthewirelesswave cannotberecalled.Further,thefacultyofmemory.whichretainsallsense impressionsandregroupsthemafresh, ismorevividinitspresentationof ocularsensationsthanofothers.Evil literature,ineffect,eatsintothemind likeacorrosiveacid.Forwetend tobecomewhatweknow.Knowledge isamodeofbeingandevilknow-
ledgeisanevilmodeofbeing.And inthelungrunitistheattitudeof mindandthedispositionofwill whicharethevitalfactorsinmoral effort-moresothanexternalacts. Anactmaycease,butthehabitof mindwhichisitssourcepersists. EvenSacramentalabsolutiondoesnot hammeroutthewarpinthemindof sin.Onecannotputoffsinlikea tatteredcoat,becausesinisfarsomethingamanbecomes,ratherthan somethinghehas.Hencetheabidingevilcausedbypornographyisso greatthatonecannotbegintoassess it.Butitsevileffectsarealltooobvious,especiallyamongtheyoung.
WHILE thepopulardiscontent withthepresentorderingof sociallifehasbecomesufficientlygeneraltobedescribeda.suniversal,theconcentrationhasbeenalmostexclusivelyontheeconomicside. Onlyveryrecently,ofinstance,have religiousbodies,outsideoftheCatholic Church,commencedtoexamine"reconstruction"plansfromtheirangle. Aninstanceoftheunconsiderednature oftheirideasisapparentfromtheremarksoftheAnglicanPrimateonreligiouseducation,thoughtogivehim credit,hedidgetdowntofundamentals,howevervaguely.
Theeconomicproposalsrangefrom thematerialisticparadiseoftheCommuniststothedistributive,corporatesocietyproposedbyCatholics.In between.butinnowaydifferinginits practicalservileeffectsfromtheMarx-
istsolution,isthesocialismproposed bytheownersandcontrollersofCapital.Mr.Menziesforecaststhishappy SlaveStateinaspeechtoSydneybusinessmenonthe19th.inst.ThePrime Minister,itwasreported,"expressed hisconvictionthatthewar-timecontrolsnowbeingexercisedbytheFederalGovernmentwouldcontinueto operateafterthewar-"Mr.Menzies especiallyreferredtotheperpetuation sit"profitcontrolandpricesregulations."Hehopednoonewouldimaginethat"thesejustandequitable thingsthathavebeendoneduringthe warwillceasewhenpeacecomes. Theywillnot."
Allthismightbesomeheart'sease totheunfortunateworkerswhose low-scaleincomesarebeingmostdisproportionatelytaxed.Butthereare many,verymany,whodonotbelieve eitherthatprofitsareunder"control' orthatpriceshavebeenadequately "fixed"intheinterestsofthepeople. WhentheB.H.P.settheirmonopolisticpressassociatestocryoutagainst profit"control,"Iwillbepreparedto believethatMonopolyisbeingreally hurt.UntilthenIwillgoonbelievinginthemallasstoical,stout-heartedpatriots.However,Idonotfind anyreassuranceforthefutureinMr. Menzies'colossalclaimthatwhathe hasbeendoing"islayingthefoundationsofthisneworderhereandnow whilethewarisgoingon."Icancry numblyintheemptinessofmyheart: "Where,0leader,whereandinwhat:' Butwhilethereisgeneralawareness oftherotennessoftheStateofDenmarkastotheeconomicstructure, verylittleattentionhasbeenpaidto changesinthepoliticalorder.Thereforeitwasstrangethattheonelocal utteranceonthesubject,madeduring theweekbythePresidentoftheLegislativeCouncil,shouldhavebeenon thedefensive.Itwasanapologia,if notanapology,fortheparliamentary process.
Itistruethatpoliticians,likepro- phets(andprofits)arenotingoodreputeamongtheirownpeople.Men (andwomen/foughtlikeanimalsfor universalsuffrage.Nowtheyhaveit andhavetobewhippedtothepolling boothinconsiderablenumbersunder threatofafine.Butitwasnot againsttheAustralianpeoplesomuch thatSirJohnKirwanmadereplyas againstMussolini,HitlerandGoering, whomnoonebelievesanyhow.Itseems tobethatitwouldhavebeenmoreto thepointtoanswerthesullen,hidden criticismthatiseverywheretobe foundinourhousehold.Peopleare tiredofthePartysystem;theydon't believetheyarereallyfreeeitherin thechoiceoftheirrepresentativeor thattheyhaveanyrealchoiceoverhim asagainstthepressureofPartyand specialinterests:theybelievethatcor-

I,forone,donotagree.Ithink thattheparliamentarysystemhasoutliveditsusefulness.Ifancythatif self-governmentwereinstitutedinindustryoncorporativelines,thefunctionsofgovernmentwouldbegreatly reducedincomplexityandshould thereforebemoreefficient.Ifthe centralgovernmentwereleftonlywith thosematterswhichpertaintohigh statecraft(especiallythecontrolof creditI,thatwecouldaffordtogreatly strengthenitsexecutivepowers,becausetheywouldbeveryfewandin anycaseoutsidethecompetenceof theordinarymantojudge.Further, Icanseenoargumentagainstagreater authoritybeinggiventolocalbodies whoareonthespotandreallyunderstandtheproblemsofthosetheygovern.Moreover,theyarenearenough totheirsubjectstobecompelledtobe genuinelyresponsibletothem-inthe senseofbeingkicked,oranyhowkickedoutiftheydon'tgivereasonable satisfaction.Thetwinprinciplesof decentralisationandself-government willsolveoureconomicdisordersand Ibelievetheywouldgoalongwaytowardsstemmingtherotinpolitics.if theyarerejectedthereisnoalternativebuttoacceptthetotalitarian tendenciesalreadypromisedusbyour politicalleaders.

Thechiefdifficultyaboutthefuture ofCatholicActionwouldseemtobe thearrangingofprogrammesofstudy fordifferentgroups.Itisimpossible tostandardiseeitherthesubjectmatterorthetechniqueofmethod.All trainingwillhavetobeadaptedtothe practicalworkwhichtheindividual membersofthegroupareeventually toundertake.
NowboththeHolyFatherandthe approvedexponentsofCatholicAction envisagetheultimateactionasthe penetrationofthemilieu.By"milieu" issimplymeanttheenvironmentin whichonemoves,andbreathes,and hasone'sbeing.Itappliesequallyto thehome,theplaceofemployment, placesofrecreation,education,culturalactivities,etc.Butchieflythe environmentthatmattersmostisthe placeofemployment,becauseforthe mostpartitisinthe9to5periodthat thedamagehasbeen,andisbeing, done.Sothatthetrainingwereceive inCatholicActiongroupswillchiefly andmostimportantlybecalledinto playinourworkinghours.Itishere thatmenmustfeeltheimpactofyour Christianpersonality.

Graduallytheindividualthrough goodexampleandsounddoctrinetactfullyputacrosswillworklikealeaven,willattractotherstohiswayof thoughtandlife.AChristiancell willbedevelopedineveryshop,factory,bankandofficeinthiscityand thisState.Buttheorganisationof CatholicActionalongvocationallines istheidealandultimateconsummation.Theimmediateandnatural focusforourattentionattheoutset willbetheparishunit,becausethisis ourspiritualcentreofgravityandall authoritiesareagreedthattheparish isthenaturalunitofCatholicAction.
Howistheparishgrouptodevelop ultimatelyintoavocationalunit?
Themethodofthischangeisnot cleartousatthemoment.Indeedit isourcentralproblem.Eventhe formationofparishgroupsisnotunattendedwithconsiderabletechnical difficulty.Inadditiontodisparities ofage,andeducationalstandards, thereisthemoreformidabledifficulty oftryingtoarrangeaprogrammeof workthatwillserveeachindividualin hisownmilieu.Inthelongrunall trainingmustbeconditionedtothe needsoftheenvironmentinwhichone moves.Soitiseasytoseethatwhile thevocationalorganisationwillbethe mostdifficulttoarrangeitwillbeat thesametimeeasiesttoconduct.

Astrongappealforreligiontobegivenagreaterplacein educationwasmade,duringtheweek,byArchbishopLeFanu,at attheannualAnglicanSynod.Dr.LeFanurightlypointedout thatinalldiscussionsaboutreconstructionafterthewar,"onesubjectseemstohevirtuallybarred thisisthesubjectofreligion ineducation.-Health,sportandmaterialsuccesswerewellproidedforbythecurriculum,but"thebasisofanyrealstrength ofcharacter,ofanyspiritualfoundation,islefttochanceenvironment,whenobviouslyitisfarthemostimportantelementinthe make-upofman...Youthisaskingforsomespiritualbasisand somethingmoreoflifethanastruggleformaterialsuccess.." HisGraceproceededgraciouslytopay'allhonour"toCatholics forthedevotionofthelivesoftheirreligiouscommunitiestothis greatwork-butintwodirections,heconsidered,theyhadfailed. 'Inthefirstplacetheyhavebeensectionalintheiroutlookinthis asinmanyotherways. Theyshownosignofdesiringtohelp inthi,mattertheremainingfour-fifthsofthecommunitywhodo notbelongtothem.And,secondly,theirpointisviewisoutof date.Increasingly,everywhere,theStateisgoingtoundertake theeducationofitschildren."
Letusexaminethesetwoobjections,ordifficulties,more closely.Astothefirst,forthepastfifty-fiveyearsthecontrolof primaryeducationinAustraliahasbeeninthehandsoftheStates, butvariousreligiousbodieshavecontinuedtomaintainprimary schoolsentirelyoutoftheirownresources.Intheforefrontof thesehasbeentheCatholicminority,whoduringthefirstfifty yearsofthesecularsystem,spenttheamazingfigureof£50,000,000 tomaintaintheirownschools.InNovember,1936,however,there washeldinAdelaideanAustralianCatholicEducationCongress, attheconclusionofwhichameetingof15,000washeldtoorganise anassociationunderthetitleof"TheCatholicTaxpayers'AssociationofAustralia."Subsequentlytherewasawholesaledistributionofapamphlet,"AClaimforJustice,"whichsetoutclearlyand simplythecaseforthereligiousschools.ThroughouttheCommonwealth,broadcastsgivenweeklyoveraperiodofthreemonths setoutclearlytheinjusticeofdoubletaxationunderwhichthe supportersofthedenominationalschoolssuffered,andaskedfor fairplay.Werecallthesefacts,becausetheyappearneverto havecometothenoticeofHisGrace,ortohavefadedalltoo quicklyfromhismemory.Inalltheliteraturedistributedatthat timeandinallthebroadcaststhemisconceptionunderwhichHis Gracelaboursweredispelled.
Thelittlepamphlet,"AClaimforJustice,"inthesub-section, 'WhatdoCatholicsclaim?"statesunmistakably:."Itisnota claimforourselvesalone.Wesupportsimilarclaimsforother bodiessincerelyunabletoacceptseculareducation."Another pamphlet,issuedthefollowingyearfordistributiononCatholic Taxpayers'AssociationSunday(anannualaffair)entitled:"CatholicsaskforJustice,"answersunequivocallythequestion: "IstheCatholicclaimmadeonbehalfofCatholicschoolsonly?" Indeedinthismatter,theAnglicanPrimatewouldseemtobe outoflinewithhisbrotherbishops.FortheBishopsofSydney Diocesearenotanisolatedinstance.Theirexamplewasdutifully followedbyArchbishopHeadandotherAnglicanBishopsofVictoriaonAugust15,1937.Theydeclaredinamemorandumthat

If,whentheArchbishopcallsourviews"outofdate,"he meansthatwearetoofaraheadfortheapostlesofsecularism,he isunquestionablyright.Butifhemeanswearemerelyindulginginafadwhichwillpasslikeafashioninhats,heissadlymistaken.WhatevertheAnglicanbodydoes,Catholicsarenotgoing toliedownwhiletheStatedrawsnearerandnearertototalitarianism,especiallyintheparamountquestionofeducation.The State'srightinthematterisverylimited.Ithastherighttofix aminimumstandardofeducation,toseethatschoolsareconductedefficiently,andtoprovideeducationalfacilitiesforchildrenwhere parentsfailorareunabletodoso.Butithasnorighttoforcea aniformtypeofeducationonparentsagainsttheirwill.Educationisprimarilyarightbelongingtothefamily.Theparent thedutyofseeingthatthechildreceivesapropereducation,but theparenthasalsotherightofchoosingthetypeofeducation. ThepeopleofWaroona,continued FatherPower,hadeveryreasontobe proudoftheirnewchurch.After manyyearsofhardwork,selfsacrifice, andgenerosity,theyhadbuiltthis beautifulchurchtothehonourand gloryofGod.Theirsacrificeswereall thegreaterwhenitwasrealisedthat notonlyhadtheygivengenerously andwelltothisnoblework,butthey hadalsogivengenerouslyandwellto allpatrioticeffortsinthedistrict.The churchwhichhadbeenblessedand openedthatafternoonwouldeverremainamonument,intheprogressive districtofWaroona,tothegreatFaith ofaCatholicpeople,andwasworthy oftheirglorioustraditions.Withfaith andconfidenceinGodtheyhadundertakenandbroughttoahappyconclusionthisgreatworkinratherdifficult times.
HisGracetheArchbishopexpressed hisgratitudetoFatherPowerforhis wordsofwelcome.Hefeltproudand honouredtobeinvitedtoperformthe ceremoniesofblessingandopeningthis newChurchofSt.PatrickintheprogressivedistrictofWaroona.Theold churchhadlongsincebecometoosmall toaccommodatethegrowingnumber ofCatholicsinthedistrict,makinga newbuildingofvitalnecessityifthe spiritualneedsofthepeopleweretobe properlycateredfor.HecongratulatedFatherPowerandhispeople upontheenthusiasmwithwhichhis suggestionthatanewchurchshould bebuilthadbeenadopted,andhe thankedthemforthemanymonthsof selfsacrificeandhardworkwhichhad resultedinabuildingworthyofthe purposeforwhichitwaserectedandof thesplendidCatholictraditionsofthe district.
Intheworldofto-daywhensomany beautifulchurcheswerebeingwantonlydestroyedinthevauntednameof freedom,andwhensomanyforceswere activetodestroyChristianitythroughouttheworld.themosteffectiveanswer wastheerectionofnewchurches.The peopleofWaroonahadgiventhat answerandhadraisedupaHouseof Godofwhichtheymightwellbe proud.Hehoped,HisGracecontinued,thatinthenearfutureasmall Conventwouldtakeitsplacebesidethe church,fillingalong-feltneedinthe district.Referringappreciatelytothe workofthearchitect,Mr.E.LeB. Takenfromthefamousfrescoesofthe ChurchofSanFrancesco,atAssisi,this interesting700-year-oldpaintingofSt. Claregivessomeideaoftheremarkablestateofpreservationwhichexists onthewallsoftheportionofthe churchwhichwasbuiltonlyafew yearsafterthedeathofSt.Francis.
TheMiddleAgeshadgreetedwith enthusiasmthedaughtersofSt. Clare;theyhadnotwordstoexpress theiradmirationofthosevoluntaryvictimsoflove,becausetheyhadfaith andtheChristiansenseofthings.The eighteenthcentury,thecenturyofVoltaire,proscribedthemenmasse,or madethemmountthescaffold;their onlycrimewasthattheywerenuns! Ourcentury-centuryofdoubtandincredulity-toleratesthem,bidingits timetopersecute.Inourdaysaportionoftheupperclasses,thelettered class-ifitcanbecalledlettered!confoundsthePoorGlaresinthehatred itbearstoallthereligiousorders,and arrogantlyasks,"Whataretheydoing behindtheirgratings,andwhydothey thusburythemselvesalivebetween fourwallsasinatomb?"

Hadhebeenconsciousoftheproblemthatwasthecauseofhistrouble, hecouldhavesolveditwithouttroubleordelaybutheclosedhiseyesto hiscowardlyattitudeinrespectofhis eldersisterandsoughtasolutionfor theconflictthatwasraginginhissoul intheformofhisnervousailment.
NeedIaddthehappyendingwhich youexpectfromsuchastory?Heis nowahappilymarriedmanandagood mixertoo,andthecompanionshipof hiswifeandchildreninthehomehas putanendtoalldesireforsolitude.
Thatisacaseofsexcomplexperfectlydecentitself.Itisacase,too, Iwouldsubmit,containsawholesome lessonandwarningforthousandsof menandwomenatthepresentday whoaregoingagainstthelawsoftheir humannatureandforcingthemselves throughselfishness,cowardiceorlove ofamusementtoliveunnaturallivesof celibacywhichmayhavedisastrous consequencesintheformofanervous ailment.
Thisshoulddrawattentiontoone aspectofaproblemwhichisbecoming moregraveandmenacingeveryday. Thelamentabledropinthemarriage rate,addedtothelateagestowhich marriagesarepostponed,isresponsible notonlyformanygravesocialand moralevilsinthecountry,butfora verymarkedincreaseinthenumber ofcasesofpsycho-neurosis.
HISTORYconstantlyrecordsascendanciesanddeclines.Barbaricdisruptionscalledforfeudalism,thelimitedhorizonsoffeudalismfornationalunities.Theresultingcomparativesecuritywithindistinctareasbroughtthepossibilityof theaccumulationofcapital;capital thepossibilityoftownsbesidethe monasteries,ofcourts,ofuniversities, and,finally,ofthesecularisationofculture.Thesecularisationofculture challengedtheChristianethoswhich hadunitedEurope,afterthecollapse oftheRomanEmpirehadleftthe ChristianChurchstandingaloneon imperialruinsasaprincipleofmoral order.SecularculturefounditsantecedentsinGreeceandRome,whichwas well,sincesomesoundvalueswereto befoundthere,butwhichwasalso toprovefatalsince,alliedwiththese values,lurkedadeepignoranceofthe supernaturalisednatureofman.The recordistheretoprovethatadivided Christendomcouldnotadequately safeguardtheintegralmessageofgreat joywhereveraguaranteedmagisteriumwasdenied.Fromthismagisteriumtodeism,fromdeismtopantheism,frompantheismtomilitantatheism.suchhasbeenthedevolution.The pointisthatitculminatedonlyin ownday. Aclosestudyofhistorysutticesto showthattheremustalwaysbebattlingfortruthanddecency.St. Thomashadtorefutepantheismand naturalismmuchaswehavetodo.A greatdealofthesecularliteratureof theMiddleAgeswasnomoreedifying thanmuchofourown.Christiankings andemperorstriedtomaketheChurch subservienttotheirowndesires.Christianmoralitywasoftenflauntedby themandtheiraristocraciesnoless thanitisto-daybyourimmoralists.
YetthePapacywasnevermoreindependentorgloriousthanto-daynor sincetheMiddleAgesmoresteadily growingininfluence.Theverymenacesofourdayareworkinginour favour.ThethreatofatheisticCommunism,boundtorecedeastheshallownessofitstenetsanditsinhuman implicationscontinuetoberevealed,is atleasthelpingustobecomefully consciousoftheneedtoreadjustour economicorder.Evenourdepressions havebeenuseful,sincetheyhaveat leastturnedusawayfromourconfidentworshipofthegoldencalf.
Wemaygaininwisdombyanappreciationofallthesethingsandby rememberingthattheProvidenceof Godisperpetuallysavingusfromourselvesandweavinggoodoutofthe evilofman'smaking.

TrustinGodmeanstheabandonmentofoneselfwithalltheforceof thewillsustainedbygraceandlove, inspiteofallthedoubtssuggestedby appearancestothecontrary,tothewisdom,theinfiniteloveofGod.It meansbelievingthatnothinginthis worldescapesHisProvidence,whether intheuniversalorintheparticular order;thatnothinggreatorsmallhappenswhichisnotforeseen,wishedor permitted,directedalwaysbyProvidencetoitsexaltedends,whichin thisworldarealwaysinspiredbylove formenItmeansbelievingthatGod canpermit,attimesherebelow,for sometimethepre-eminenceofatheismandofimpiety,thelamentableobscuringofasenseofjustice,theviolationoflaw,thetormentingofinnocent,peaceful,undefended,helpless men.ItmeansbelievingthatGodat timesthusletstrialsbefallindividuals andpeoples,trialsofwhichthemalice ofmenistheinstrumentinadesign ofjusticedirectedtowardsthepunishmentofsin,towardspurifyingpersonsandpeoplesthroughtheexpiationsofthispresentlifeandbringing thembackbythiswaytoHimself;but itmeansbelievingatthesametime thatthisjusticealwaysremainshere belowthejusticeofaFatherinspired anddominatedbylove.
HowevercruelmayseemtheHand oftheDivineSurgeonwhenHecuts withthelancetintotheliveflesh,it isalwaysanactivelovethatguides
anddrivesitinandonlythegoodof menandpeoplesmakesHiminterfere tocausesuchsorrow.Itmeansbelievingfinallythatthefierceintensity ofthetrial,likethetriumphofevil, willendureevenherebelowonlyfor afixedtimeandnotlonger;thatthe HourofGodwillcome,thehourof mercy,thehourofholyrejoicing,the hourofthenewcanticleofliberation, thehourofexultationandofjoy (Psalms,95),thehourinwhich,after havingletthehurricaneloosefora momentonhumanity,theall-powerful HandoftheHeavenlyFather,withan imperceptiblemotion,willdetainitand disperseitand,bywayslittleknown tothemind,ortothehopesofmen, justice,calmandpeacewillberestoredtothenations.

Weknowwellthatthemostserious difficultyforthosewhohavenotacorrectsenseoftheDivinecomesfrom seeingsomanyinnocentvictimsinvolvedinsufferingbythesametempestwhichoverwhelmssinners.Men neverremainindifferentwhenthehut, ricanewhichtearsupthegreattrees alsocutsdownthelowlylittleflower whichopenedattheirfeetonlyto lavishthegraceoftheirbeautyand fragranceontheairaroundthem.
AndyettheseflowersandtheirperfumesaretheworkofGodandofHis wonderfuldesigning!IfHehasallowedanyoftheseflowerstobeswept awayinthestorm,canHenot,doyou think,haveassignedagoalunseenby thehumaneyeforthesacrificeofthat mostunoffendingcreatureinthegeneralarrangementofthelawbywhich Heprevailsoverandgovernsnature?
Howmuchmore,then,willHisOmnipotenceandlovedirectthelotof pureandinnocenthumanbeingsto good!
Throughthelanguishingoffaithin men'shearts,throughtheeleasureseekingthatmouldsandcaptivates theirlives,menaredriventojudgeas evil,andasunmixedevil,allthephysicalmishapsofthisearth.They haveforgottenthatsufferingstandsat thethresholdoflifeasthewaythat leadstothesmilesofthecradle;they haveforgottenthatitismoreoften thannottheshadowoftheCrossof Calvarythrownonthepathofthe Resurrection;theyhaveforgottenthat thecrossisfrequentlyagiftofGod,a giftwhichisneededinordertooffer totheDivineJusticeourshareofexpiation;theyhaveforgottenthatthe onlyrealevilisthesinthatoffends God;theyhaveforgottenwhatthe Apostlesays:"Thesufferingofthis timearenotworthytobecompared withtheglorytocome,thatshallbe revealedinus"(Romans,8.18),that weoughttolookonJesus,"TheAuthorandFinisherofFaith;WhohavingjoysetbeforeHimenduredthe Cross"Alebrews,12,2.)
ToChrist,crucifiedonGolgotha,the virtueandwisdomwhichdrawsthe wholeworldtoitself,theyturnedtheir gazeamidsttheimmensetribulations boundupwiththespreadoftheGospel,thosetwoPrincesoftheApostles whoinlifewerenailedtotheCross withChrist,anddied-Petercrucified; Paulbendinghisnecktotheheadsman'ssword-asleaders,teachersand witnessestothefactthatintheCross iscomfortandsalvationandthatthere isnolivingintheLoveofChristwithoutsuffering.TothatCrosswhich illuminestheWay,theTruth,andthe Life,theRomanProtomartyrsandthe firstChristianslookedinthehourof sufferingandpersecution.
Doyou,too,dear,children,look uponyoursufferingsthus;andyou willfindthestrengthnotmerelytoacceptthemwithresignationbuttolove them,togloryinthemastheApostles andSaints.Ourfathersandelder brotherswhowereformedofthesame fleshasyouandhadthesamepower ofsuffering,lovedthemandglorified inthem.Lookonyoursufferingsand difficultiesinthelightofthesufferings oftheCrucified,inthelightofthesufferingsoftheBlessedVirgin,themost innocentofcreaturesandthemostintimatesharerinthePassionofOur
Lord,andyouwillbeabletounderstandthattobeliketheExemplar,the SonofGod,KingofSufferings,isthe noblestandsafestwaytoheavenand victory.
Donotlookmerelyatthethorns whichafflictyouandcauseyoupain, butthinkalsoofthemeritwhich sproutsfromyoursufferingslikethe roseofheavenlygarland;andyouwill find,then,withthegraceofGod,ule courageandstrengthofthatChristian heroismwhichisatoncesacrificeand victory,andpeacesurpassingall sense;heroismwhichyourFaithhas therighttoexactfromyou.

But,ifthesublimeheightsofChristianitycauseOurthoughtstobethus exalted,Wefeel,too,inthedepthof OurhearthowthedesireofallOur childrencoincideswithOurs,asking Godthatinsograveanhourinhistory thevirtueofallbeequaltotheirfaith.

Togetherwiththee,Weblessthe wholeItalianpeople,whichinthe privilegeofpossessingthecentreof unityoftheChurch,presentsthemanifestsignsofaGod-givenmission,and which,inthemonumentsofitschequeredbutgloriousstorythroughoutthe centuries,showsforthunbrokenitsCatholictraditions.
