SENDUSSUGGESTIONS
WITHINtheDepartmentofLabourandNationalServiceat Canberra,aspecial"ReconstructionDivision"hasbeen setupby.theCommonwealthGovernmenttomakeresearchintothepoliciesthatshouldbepursuedineconomic,social, andpoliticalreconstruction.ThedirectoroftheReconstruction ResearchisDr.H.V.Evatt,M.H.R.Co-operationwithCommonwealthDepartmentsisensuredbythefunctioningofanInterDepartmentalCommittee,whilespecialcollaborationhasbeenarrangedwiththeStateGovernments.
Inadditiontotheinvestigationsbeingcarriedonbytheofficial bodies,variousspecialisedresearchisbeingundertakenbytheUniversityandotherbodiesofexperts.ThescopeoftheReconstructionDivision'sworkis,however,verywideandtheco-operationofeverybodyinterestedinnationalreconstructionisbeing sought.AnofficialinvitationhasbeensenttoHisGracethe ArchbishopforCatholicstoco-operateinthisvitalnationalwork, andafinetributetotheconstantendeavoursofCatholicsinthis directionismade.
"TheDivision(ofReconstruction),"writestheSecretary, Dr.RonaldWilson,"feelsthat theCatholicChurchanditsorganisationshavealargepartto OwinthisgreattaskofReconareetion,theneedforwhich hasbeenincreasedandaccentuatedbythepresentwar.We knowthattheCatholicChurch isalreadycontinuouslyinterestedinthattask;thereceat focusofCatholicattentionupon SocialJusticeandthesocialencyclicalsisplainevidenceof thatinterest.
"TheReconstructionDivision wantsyourhelpandthatofall yourorganisations.Thefirst taskis,whilenotneglecting ourshareofthewareffort,to fosterateveryopportunity,interestinanddiscussionof ourReconstructionproblems. Churchleadersandchurch newspapersandjournalsarein apositiontocirculateRecon-
structionideasthroughoutthe community.Outoftheinterestinanddiscussionofour problemsareboundtocome convictionastopolicieswhich shouldbepursued.TheDivisionisinterestedinallsuch policysuggestionsandwill giveseriousconsiderationto themastheycometohand."
HISisobviouslyamatter ofthehighestmoment andonewhichCatholics casnotaffordtoignoreortotreat lightly.Onthecontrarythere isadistinctobligationontheCatholiccommunityatlargetolend unstintedco-operationtothe Commonwealth Government. Andtodothistheyareina uniqueposition.Foroverfifty yearstheChurchhascriedout againstunjustpoliticalsystems andoppressivesocialconditions. Catholicshave,inthesocialEacyclicalsofthePopesandauthor-

itativeelaborationsbytheirBishops,thesolutionoftheworld's ills.Buttoalargeextentthe principlesfromwhichwemust proceedareinsufficientlyknown andstudied,andnocomprehensiveplanhasbeenpresented showingpreciselyhowtheymay beappliedinpracticetoournationalproblemsofallkinds. Thereisnownofurtherexcuse fordalliance.Agoalisinview. Thestructureisbeingplanned andCatholicsocialthoughtcan andmusthelptomouldthedestiniesofourcountryaccordingto thelawsofGodandrightreason.
Untilveryrecentyearsthe communityatlargewasnot awareoftheclear,vitalthinking thathadbeenexpendedbyCatholicsontheseproblems.Where itwasknownitwasglossedover orignored.EventheCatholic thinkersbecamedepressedand scepticalofthesincerityofgovernmentstoimplementradical reforms.
Butthestressofcircumstanceshasbroughtmatterstoa head.Politicalleadershave beenforcedtorealisethatthey cannolongerresisttheuniversal willtofreedominordertoprotectsectionalinterests.Either theywillshapethefutureorbe engulfedbyit.Butevenasthey arriveatthecrossroadstheyare awareoftheirownconfusionof thought.Whichofthethousand roadsleadstoasaneto-morrow? Onethingisobviousaboveall else.Thepoliticalbusinessof "proofbyerror,"ofexperimenta-

tion,hasbrokendownandleft usinintellectualbankruptcy.We mustreturntoapoliticalphilosophyandthekeynoteofthisis anacceptationofsometheoryof thenatureofman.Forsociety mustbemadetofitman.Both CapitalistsandCommunistshave triedtosqueezethenatureof manintotheirownstuffycuncepticnsofsociety.Theyhavenot mil,failedbuttheytwistedand warpedtheshapeofManinthe effort.
Soto-daywehavetheamazing pos.tionthatCatholicco-operationinnationalreconstructionis beingsought.Andweshould beproudtoseizetheopportunity, fornotonlywillourintelligent effortsredoundtothecreditof theFaithbutmaymakeallthe differenceinthefuturenational developmentofAustralia.On theotherhand,ifwefailtomake acontributiontothisresearch, wewillhavenoonebutourselves toblameifthepost-warreconstructionisconductedalongantiCatholic,orevenanti-Christian, lines.
WiththeapprovalofHis GracetheArchbishop,therefore, "TheRecord"formallyinvites Catholics,asindividualsandas organisations,tosendintothis officeanysuggestionsorplans theymayhavetoofferthatwould belikelytohelpintheworkof reconstruction.

Thetruthofhisobservationsbecomesevenmoreobviouswhenone considersthefloodofleft-wingpropagandaurgingustogiveRussia,not merelymilitaryassistanceagainstHitler,buttoenterintoafullpolitical, andculturaleconomicalliancewiththe anti-GodDictatorshipofMoscowasa basisforaNewOrderofworldCommunism.
OLIVERCROMWELL.
YetonSaturdaynight,June21,ina programmecalled"Searchlightsover London,"broadcastbytheA.B.C.,I heardtheeffortsofOliverCromwell tosuppressCatholicityinEngland praised.
Itisdifficulttobelievethatyou havereportedthespeakercorrectly. But,assumingthatyouhavedoneso, hisstatementwasanunpardonableinsulttohundredsofthousandsofCatholicswhoaredefendingEnglandand theEmpirewiththeirlives.
Theannouncerstatedinsubstance thatweowegreatthankstoOliver Cromwell,oneofthefoundersofthis greatdemocracy,particularlyforthe presentfreedomweenjoyofbeing abletoadoreGodasourconscience dictates.
Assumingthatyouhavereportedhim correctly,itmustbeobservedthatthe announcerwaseitherutterlyignorant ofhistoryorspeakingwithhistongue inhischeek.
Thatoneofthecruelestandmostintolerantfanaticswhoeverdisgraced thepagesofhistoryshouldbecommendedtousasoneofthefounders ofdemocracyandreligiousfreedomis, atworst,aninsulttotheintelligence oflistenersand,atbest,averypoor joke. AsL,Cristianiwritesinthe"History ofEuropeanCivilisation,"recentlypublishedbytheOxfordUniversityPress: CromwellandhisIronsides"showed themselvesreadytointerferewiththe electedrepresentativesofthepeople withagrosserinsolencethananyof whichaStuartkinghadeverbeen guilty.
"Forthatdeed(theexecutionof CharlesI)wasnottheworkofthe peopleofEngland,butofaminority whichhadcynicallytrampled ontheverycauseforwhich ititselfhadfought.Themurderersof Charleshadnomandatetospeakfor thepeopleofEngland.AsLordFairfaxsaidoftheclaimatthetime,'Itis alie,notahalforaquarterofthe peopleofEngland.'"(Vol.IV,pp, 347-348.)

CHRISTIANITY,TRUTHANDINTOLERANCE.
AtrueChristian,onewhobelieves ALLthatChristtaught,isofnecessityaCatholic.
TheCatholicChurchistheonly Christianbodywhichsomuchas claimstopossessthefullteachingof Christwithoutadmixtureoferror.

ThushestartedthenewAustralia Co-operativeSettlementAssociation, andspeedilyenrolledsome1,000membersonpaymentoftheinitial£10.He threwin£100himselfandoneortwo disciplescontributedsumsranging from£100to£400.Sufficientmoney wasatlengthinhandtocommission threebushmentosailforSouthAmericaandspyoutthelandintheArgentineRepublic.TheArgentine, however,refusedtoco-operate.and theenvoyswereforcedtosail1,000 milesuptheParanaRiver,andto travelfarinlandfromAsunciontoexamineanareaoffertile,thickly-woodedandwell-wateredcountry,ofwhich nearly500,000acreswereeventually grantedtotheAssociation,freeofcost andoftaxes,bytheParaguayan Government.

isnotpresumptuoustoclaimthatthe unitedCatholicvoice,whichwasheard throughoutAustralialastyeardemandingthatChristianprinciplesbe appliedtooursociallife,fortifiedthe determinationoftheAustralianpeopletotakeatleastonedefinitestepin that endowmentdirectionbyestablishingfamily asanelementinournationalsocialpolicy.
But"thesegreatdreams"(asMr, Menziesphrasesit)cannotbeforgottenuntilafterthewariswon.This isafallaciousandaterriblydangerous attitudeofmind.Weadmitthatour chanceofvictoryliesinacomparativelylongwar.Mustweharbour,all thatwhile,adiseasewhichwillpro- gressivelyhamperandnullifyour efforttosurvive?
"Itisquiteconceivable,"statedthe UnitedStatesFederalMonopolyCommitteeearlythisyear,"thatthedemocraciesmightattainmilitaryvictory overtheaggressorsonlytofindthemselvesunderthedominationofaneconomicauthorityfarmoreconcentrated andinfluentialthanthatwhichexisted priortothewar."Indeedthereis manifoldevidencethatmonopolycontrolinAustraliasincethewarbegan hasbeengrowingstrongerandstronger,andisusurpingtheplaceofdemocraticgovernment.Thisfurtherconcentrationofthenationalresourcesin afewhandsissowing,theseedsofan unprecedentedslump,andisthemost efficientagitatorforCommunistrevolution.

Hedidn'tlikehischancesmuchnow. Anhourbeforehehadbeenaneven moneybet;hecouldhear"ahundred toeightJones"onallsidesatthemoment.Afterindulginginafewdisparagingthoughtsonthemany-headed andmillion-elbowedmultitude,hedeliberatelyjay-walkeddowntothe office,inwardlydaringanyofficious p.c.tointerfere.Hewouldwaitoutsideafterwork,andthenontheway home,inthebusperhaps,hewould learnhisfate.

However,thereallydisturbingelementofthewholeaffairistheappallinginconsistencyofthePrimeMinister'sviewsonpost-warreconstruction. Inonebreathhetellsthepeoplethat ifpovertyisthepriceofvictory-and hebelievesitis-letusseethatafter thewartheburdenofpovertyshallbe honourablyshared.Again,hetalks oftheinequalitiesbetweenrichand poorbeingironedout.OnJune12he said:"Ihavenotthefaintestinterest intherestorationoftheoldorderafter thewar.Imakenobonesaboutmy viewpoint-thattherecanbenorestorationoftireoldorder.People whoimaginethat,attheendofthe warweshallshrugourshouldersand gobacktooldprivileges,havealot tolearn,"
Yet,inheaven'sname,what"privileges"havetheB.H.P.lost?Isthere theslightestsignthatthe"oldorder ofmonopolisticbigbusinessandinterlockingcombinesisonthewane?Isn't itplainbeyonddoubtingthattheeconomiclicenceofthefewisgoingto receivenotacheckbutthewholehearteddefenceoftheFederalGovernment?Howcantherebeanew dealfortheworkerifbigbusinessis tocontinuetorulenotonlytheeconomicbutthepoliticalroostalso?
IambynomeanssurethatLabour's demandfornationalisationofthe B.H.P.isthebestsolution.IndeedI believethatSocialismwillmerelyplace capitalinthehandsofevenfewer people,andthosepeoplewouldbe politicianswhohaveneverheardof the"commongood."Thesolution seemstobetorunalonglinesofdecentralisation.Iftheheavysteel andalliedindustrieswereconductedas smallerunits,theywouldlendthemselvesadmirablytoco-operativeownership.Thelong-standinginjusticesin thecoalindustry,forexample,illustratehowurgentitisthattheworkersthemselvesshouldhaveavoicein themanagementandcontrolofwork, theconditionsofwhichtheyunderstand,andmyLordsofArbitration donot.Onlythuscouldwebestfre thattherightoftheworkertothe familywagecouldbesafeguardedand placedabovethegreedyscramblefor dividendswhichisbe-allofindustrial capitalismandthepoliticalsystem thatperpetuatesit.

NowheredotheCatholiclaymenappeareffectivelyasaforcetostemthe drifttowardsmaterialism.Yetif theycannotdothisthedrifttomaterialismwillgetworse,andwillcatchup aneverincreasingproportionofCatholicsthemselves.ThishasalreadyhappenedinSpain,Austria,andother countries.
InMelbourne,SydneyandBrisbane Ihavehadtheexperienceoflistening tocomplaintsfromthepulpitsthat substantialnumbersofCatholicsabsent themselvesfromMassandtheSacraments,thatboysgiveupreligious dutieswhentheyleaveschool,andthat
theburdenoffinancialsupporttendsto belefttoafaithfulfew.
Allthisinspiteofbeautifulchurches,modernschools,efficientteachers, adiligentclergyandthrongsatSunday Mass.Allthesettingthatispossible inold-establishedparishesapparently onlypartiallycopeswiththeonslaught thatismadebythematerialisticspirit andenvironment.
AtatimewhenthinkingAustralians sickenofthechaosanddisasterinto whichmaterialismhasledthem,the Catholic"wayoflife"shouldbegainingground.Thestageissetfora widespreadacceptanceofChristian standards.Unfortunatelythishasnot yeteventuated-rathertheCatholics themselvesseemtobeontheretreat.
CAUSES.
Thereisareaosnforeverything,and itissuggestedthatthepresentposition ofCatholicsinAustraliaisdue:
(1)Tothedisorganisationofthelaymenwhodonotpossessanywherea unitedfront;
(2)thedeclineofeffectivebeliefin theChurchasasociety;and
(3)toageneralspiritofapathyon thepartofthelaymenthemselvesto theirownreligionandphilosophyof life. Thereareorganisations;theyrepresentagreatdealofself-sacrifice,but -somehow-theydonotappearto meetthepreciseneedsofAustraliatoday.ThereneveryetwasasatisfactoryassociationforAustralianCatholiclaymen.Forthatmatter nosatisfactoryorganisationhasbeen developedintheEnglish-speakingworld inourtime.TwentymillionsofCatholicsintheU.S.A.seemtocarryas littleweightasthesmallernumber here,andthemillionsofCatholicsin Germanyappeartohavesatbackand allowedasmallgroupofadventurers totaketheinitiativeinacrisis,
Itdoeslookasthoughtheremustbe effectiveorganisationofAustralianCatholiclaymeniftheyaretobeasbeneficialaninfluencetotheirageand countryastheymightbe.Suchor. ganisationshouldbebroadenoughto includeallCatholicswhethergoodor indifferent,andshouldbethesetting throughwhichlaymencouldkeepin contactwitheachother,andparticularlythroughwhichtheyoungfellows couldbeinassociationwitholder men. Itseemsfataltodevelopthetypeof organisationthatlooksliketheHouse ofCommonsincommittee-thatsortt'f thingisoutofdate.FewCatholics willsitoutlectures,fewappreciateorthodoxsocialstudyclubs.
SUGGESTIONS.
OnepropositionisaCatholicAssociationthatdoesnottiememberstoa longlistofspiritualandfinancial "duties";thatisopentoanyonewho callshimselfaCatholic;andwhoseactivitieswillbecontrolledbylocal groupsratherthanbyacentralexecutiveorrigidconstitution.
SuchanassociationneednotbecomeabsorbedinaroundofEuchre Parties,dancesandWhistDrives; thereareamultitudeofactivitiesthat laymencouldengagein,andshouldengagein,To-daythelaymenareunorganised,andthereisnoonetogive theindividualalead.
Analternativeisthedevelopmentof allsortsofassociationstosuitparticularneeds,nomatterhowmuchembarrassmentandoverlappingisthreatened,Therecouldbesomeco-operationamongthegroups,somemachinerytoprovideforjointactionwhere itwouldberequired.
Thereisagreatdealofself-sacrifice devotedtoexistingChurchsocieties, butthelaymenstilllooklikeadisorganisedrabble,theabsenteeremains absentandthetideofmaterialismand paganismgrowsstronger.Apartfrom thefactthatwehaveadefinitecontributiontomaketothespiritual,religious,economicandsociallifeofourday wecanthroughorganisationprovide aviamediathroughwhichabsentee Catholicscanmakecontactwiththe morepracticalones.Associationwould helptheyouththroughthedifficult years(andtheCatholicyouthoftodayhasahardrowtohoe).And thepriest,whotendstobecometrap. pedinhisbeautifulchurch,wouldbe servedbyasocietyoflaymenthat reallywasasociety.
FrancisThompsonprophesied'forthe Churchadaywhen"theblastsshall withtheetalk,"andwewhoarelisteningtotheon-comingstormwouldbe wisetobeeffectivelyprepared;for therewillbenocatacombsinAustralia shouldmaterialismandpaganism maturehereastheyhaveinother lands.

Modernmanhastalkedsomuchof"practicality"aboutbusinessmethodsthathehascometobelieveitofhimselfwithoutrealisingthathemovesamongtheruinsofthatverypractice.For capitalismisessentiallyarationalisation.Itdidnotcommence asaspiritualconspiracyagainstthetraditionsofEuropeanculture. Itbegan(atleastthatpartofitfromwhichourheritagederives) asorganisednationaltheftwhichfounditessentialforitsownpreservationtodestroytraditionalinstitutionsandthecultureofCatholicismwhichhadformedandinformedthem.Gradually,over aspanoffourcenturies,itevolvedanexplanationofitself.But firstitactedandonlylatercastaboutforreasons.ThatispretheprocedurewhichNyehavetoreverse.Itisobviouslyan outrageagainsthumanideasoforder.Thoughtmustprecedeaction,informitintheact,andbeabletoassessitsmeritsordemerits.Thatreversaloforderwhichistheessenceofcapitalism appearsnowassomethingconsiderablylessthanhuman.Itwas ananimalimpulsearisingoutofgreed. * *
Theresultsofthatprocessarepainfullyobviousto-day.Man haslostmorethanthehabitofthought.Hehaslosttheappetite forit;thepress,theradioandtheroundofmodernpleasuretendto stiflethatbasictendencyofhisnaturetobefulfilledintellectually modernsocialconditionshaverobbedhimoftheoccasionandthe environmentforit,whiletheeducationalsystemactivelydiscouragesit.Manto-dayisinheadlongflightfromreason,yet,as anAustralianauthoraptlysaidinarecentwork,manmust'think orbedamned."Wheneveranyoneseriouslyattemptstoreason aboutthereconstructionofthesocialorderto-dayitisusually quitesufficientdiscouragementtobeassuredthattheproblemis very"big.-Itis,ofcourse,quitetypicalofthemodernvulgarity toheconstantlyrebukingspiritbysize.Itistruethatthetaskis immense,buttheedificewearesettingouttobuildisnolargerthan theruinsamongwhichwesit.Ifsofewhavebeenableinacoinparativelybrieftimetowrecksomuch,tovisitprofoundmiseryon somany,itissurelynoimpossibletasktorepair,torepeatthepatternofthepastwhenthesocialconscienceofsomanymenofgoodwillissoprofoundlystirredasitisto-day.Wehavethewillto freedom,andinthatresolvewewillmakeallthingsnew.

OnSundaynext,theCatholicWelfareOrganisationwillmake itsannualappealtotheCatholicbodyinthisStatetosupportthe highlycommendablepatrioticworkitinauguratedtwoyearsago. ThehutsithaserectedattheNorthamandMelvilleMilitaryCamps havemaintainedtheirpopularityasquietrecreationalcentres,and arewellpatronisedbythetroops.Aboveall,theyhavebeenable toprovideforthespiritualneedsofthemen.Nowthatthe needofmanpowerhassogreatlyincreasedandtheperiodofcompulsorytraininghasbeenextended,theaccommodationoftheCatholichutswillbeseverelytaxed,andtherewillbesubstantiallyincreaseddemandsforthoseservices(note-paper,readingmatter, etc.)whichtheC.W.O.hasbeenabletoprovide.Hencethereisa greaterobligationuponCatholicstoseethattheirownpatriotic organisationisnotpenalisedthroughlackoffunds.Itisnot merelyaquestionofmaintainingpaststandards,butofensuring thatthegoodworkwilldevelopandexpand.NoristheC.W.O. appealanythinginthewayofan"extra"demand.Agoodproportionofpeople'ssparemoneyto-dayisdevotedtopatrioticfunds, sothatSunday'sappealismerelyamatterofdivertingsomething toanorganisationwhichisupholdingtheCatholicrepresentation inthewareffortonthehomefront.
ItisreportedthatBritain'ssystematicbroadcastingtoEurope isdevelopinga"VforVictory"campaignonalargescale,with theultimateobjectofstartingarevolutionthroughoutGermanoccupiedterritories."Wearemobilising100,000,000Allies againstGermany,"theB.B.C.'sEuropeannewseditorclaims."One daywewillgivethesignalforthemtogooverthetop."Butthe campaignhasnotbeenrestrictedsimplytothisfifth-columnwork. IthaswelledovertotheAlliedsupportersinallcountries,andthe VsymbolhasalreadyattainedremarkableprominenceinAfrica, AustraliaandAmerica.SouthAfricansseemtohaveadoptedthe voguewithavoraciousvigour.TheyaresaidtobeeatingVshapedcakesandbiscuits,inadditiontothemoreobviousmethod ofcarryingtheemblemaroundintheformofabadge.Envelopes arestampedwithaVandcolouredchildrenarepaintingwhiteV signsontheirfaces.Manufacturers,ofcourse,areprovidingV ornaments,handbagsandbrooches.Apparentlytheideafirst tookonlastJanuary,whenBelgianlistenerspickedupfromLondonthesuggestionthatachalk-markVcouldbequicklyscribbled andstoodforvictory.YetAustraliaclaimsthedistinctionofits ultimateoriginaB.B.C.officialstatesthatwhenin1939short wavecallsignswereadoptedhere,theVwaschosenasrepresentingvictory.InanycasetheVhasnow'arrived."Speakingin theHouseofCommonsonTuesday,theParliamentarySecretary totheMinistryofInformation(Mr.Thurtle)saidtheMinistry wasfullysympathetictothecampaign,whichitregardedasasort of"upliftyourheartssignal."Andthisadequatelysumsupthe significanceofthemove.Itisanattempttotakeadvantageof thebreathingspaceprovidedbytheRussiandiversiontoformour moralforcesintoaformidablewedgewithwhichtosplittheNazi power. * *

Thewholestoryoftheerosionofthe soilisaverygoodexampleofageneraltruthwhichthosewholiketolabel themselvesasprogressiveswithoutprefixorsuffixoftenoverlook.Theargumentforspecialistcropsandfood productiononamassscaleinthenew countriesseemedatfirstsightandin themiddleofthelastcenturytobean argumentofcommonsense.Itseemedobviousthat,ifonlyfoodcouldbe producedwhereitwasimmediately cheapesttoproduceit,thenthere couldbeahigherstandardofliving forall.Itwaseasytomakeitappearthattheopponentsofsuch schemeswereeitherromanticsorreactionaries.
Foratimenonaturalcalamityfollowedtheintroductionoffreetrade, because,whatevertariffsmightsay,it wasnecessarytoproduceagoodpronortionofacommunity'sfoodnearto theplaceofconsumptionsincethere wasnowayofkeepingitfromgoing had.Thenontopoffreetradecame theinventionofrefrigeration-which againseemedonthefaceofittobe sheer gain.

Itisobvioushowtruethisisinthe worldofpolitics,whereitishardlyan exaggerationtosaythatthewholeof humanhistoryhasbeenbutthestory ofmanthrowingoffonetyrannyonly tofindthathehasputhimselfunder anewtyrannyinitsplace-exchang2dkingsforfeudalbarons,territorial magnatesforcapitalists,capitalistsfor commissars,andsoon.Itisasevidenthowtrueitisintheworldof medicine,wherewecannowlaughat mostofthediseasesfromwhichour fatherssuffered,butdieinsteadfrom allsortsofnewdiseaseswhichdidnot existintheirdays.Intheworldof mechanicalprogressitismuchthe same.Themotor-car,thetelephone, theaeroplaneandsoon-theyallseemedinventionsofcommonsense,and seemedpuregaintohavediscovered them.Aswenowknow,theyhave broughtwiththemcomplicationsand consequences,sothat,thoughwecannotdowithoutthem,neverthelessthere are,Iimagine,fewpeopleto-daywho wouldnotonthewholebegladiftheyhadneverbeenheardof.
Whatistheconclusiontobedrawn fromallthis?Isitthatweshould imitatethepeopleofErewhonintheir waragainstthemachines?
Thatisclearlynotpracticalpolitics. ThoughIdonotthinkthattheinvent. edmachineshavecontributedmuchto humanhappiness,thoughIbelieve thatthingsreturntoanormand,as farasthereisevidence,peopleinthe pre-industrialagewerecertainlynot moreunhappythanpeopleareto-day, yetthereisnowayofstoppingpeople inventing,andinventionsgivehappinesstotheinventors,eveniftheydo notdosotoanybodyelse.Throughoutallhistorytherehasbeenaslow, gradualchangeofpeoples'habitsof life,andthatisinevitable.Wemight say-thatfromthetwelfthtothe eighteenthcenturythepeopleofEuropelivedtheirlifeaccordingtoatraditonalpattern.Thelifeoftheson didnotdiffergreatlyfromthatofhis fatherbeforehim.Yetincumulation thelifeoftheeighteenthcenturydifferedverygreatlyfromthatofthe twelfth,Someofthechangeshad beenforbetterandsomeforworse,as isthewayofchanges-thebalance,I suppose,asisalsothewayofchanges, slightlyforworse.
Butwhatisimportantisnotthat thereshouldbenochanges,butthat thereshouldbeaconservativehabit ofmindthatdoesnotexpectchanges.
Thenthefewinventionsthatare madeinsuchanatmospherecanbe triedagainstthatbackgroundand carefullywatchedtoseewhatunforeseenevilstheymaybringforthtobalancetheirexpectedbenefits.Thus watched,theycanbeguardedand madereallybeneficial.Thedangerof anagewhichisproudtolabelitself asprogressive,ofpeoplewhosetout tobuildanewworld,isthatthe changescrowdmuchtoothickand fast.Thereisnottimetowatch them,andthustheybringcatastrophe intheirtrain,Weknowthatto-day, buttherearestillsomewhohavefailedtolearnthelesson,whohavenot meditatedonthecertaintythatunforeseenuglinesswillshowthemselves intheirbravenewworldjustasthey havedoneinthoseoftheirancestors, andthatthefirstnecessityforits buildingisthere-creationofaconservativehabitofmind,whichtheprogressives,sofarfromre-creating,are doingtheirbesttodestroy.
Surelyitisthisconservativehabit ofmindwhichisthekeytothewhole politicalproblem.
Weareatpresent-andwemightas wellfranklyadmitit-inanintolerable dilemma.Werightlyvaluethechecks andbalancesofafreesystem.We rightlysaythattotalitarianismdemandsahorriblyexcessivepricefor efficiency,Yettotalitarianismdoes setadynamicpacefortheworld's competition-apacetowhich,aswe allknow,suchasystemofgovernmentasoursisquiteunequal.Itis thegameofthepoliticiansforoneto blametheincompetenceoftheother. Butweallknowinrealitythatthe troubleismuchdeeperthanthatof anindividual'sincompetence.Why doesthesystemputsuchanincompetentindividualintopower?Itis thesystemitselfwithitsdelaysand evasionsandcircumlocutionsthatis unabletodeliverthegoods.Idonot knowthatthesystemhasgotworse, butpeoplehavegotlessrealistic.Our sensibleVictorianancestors,understandingverywellthatwithaGovernmentsuchasourswecouldnot
hopetowinawarunlesswehadat+ advantageofthreetooneoverouroppcnents,laiddowntheprincipleofthe threepowerstandard,andtheGovernmentdidnotdothingsbetterinthe daysofDickensandtheTiteBarnacles.Itmerelydidless,andthereforedidlessharm.Butthecasewhich writerslikeSirErnestBennargue,that abureaucracyresponsibletoaParliamentissimplynotcapableofpositive administration,isacaseoverwhelminglyproved,ifnotbySirErnest'sarguments,atleastbythepracticalexperienceofeveryoneofusinourdaily lives.Itisamachinerywhichiscompetentfortheverysalutarytasksof checkingabuses,andaslongasthat wasthoughtofasthemainfunctionof government,itperformeditverywell.
Butwhatthenisthesolution?
Surelytheansweriswrittenonevery pageofhistoryNoformofgovernmentwillworkexceptwherethereis agenerallyconservativehabitofmind spreadthroughthepeople,andwhere thereissuchahabit,thenanyformof governmentwillwork, Ifthereissuchahabit,thendemocracyorbureaucracyorwhateveryou liketocallitwillworkwellenough, simplybecausetherewillbesomany thingsthatpeopledobycustom;there willbesomanyothertraditionalauthoritiesbesidesthoseoftheState whodonotneedtobringinthepolice oftheStatetoenforcetheirdecrees thattheactivitiesoftheStatecanbe keptfairlylimitedandmanageable.In thesameway,ifthereisagenerally conservativehabitofmindonthepart bothofgovernorsandgoverned,there isnogreatharminanautocracy.I,ndeed,mostpeoplewouldprobably,15refertobegovernedthatway'if'only theyhadsomesortofguarantee'that thegovernorwouldonlyconcernhimselfwithdefendingandpreservingtraditionalwaysoflife. TheDistrictBoardvisitedSt,LawrenceO'Toole'sBranch,Maylands,on June25,andSt1Anthony'sBranch, MidlandJunction,on21st.inst.,andon bothoccasionsthevisitorsweregreetedbysplendidlyattendedmeetings, andtoeachbranchtwonewmembers wereadmitted.Allbranchesare beingadverselyaffectedbythenumberofmemberswhoareonmilitary service,butthisdifficultyisbeing overcomebytheconstancythatis beingdisplayedbyladymembersparticularly.Rev.FatherMcCormack, atSt.Anthony'sBranchmeetingpaid averyfinetributetothebranchfor itssplendidworkintheparish,and thankedthemembersforthevery valuableassistancethattheyhadin thepastandarestillgivingtohim.

St.Mary'sBranch,Leederville, Atthelastmeetingthreenewmemberswereinitiated.Notwithstanding thefactthattheweatherwasverybad, ateamrepresentingSt.Canice's Branch,Cottesloe,kepttheirengagement,andafteraninterestingmatch St.Mary'steamemergedwinningthe tabletennisandSt.Canice'sBranch wonthequoits.Baddintenisprovingverypopularandthemembers generallyareinvitedtocometothe meetingsandparticipateinthisgreat game.

OnFriday,July18,theAnnualParishBallwasheld,andneverhasthe ParishHallbeenmoretastefullyor lavishlydecorated.Fromahugebasketofflowersinthecentreoftheroom garlandsofblossomsstretchedtojoin theclustersofflowersandfoliageon thewalls.Acrossthestagegarlands andhangingbasketscombinedwiththe bluebirdsofhappinesstocompletethe scheme,whilemassesofautumn-tinted berriesandleavesconcealedthefootlights.Acloserexaminationshowed thatmanyhoursofpatientlabourhad goneintothework,andtheresult musthavebeenverygratifyingto thosewhohadgivenupsomuchtime toit.
TheballwassponsoredbytheParents'andFriends'Associationofthe SacredHeartPrimarySchool,abody ofworkerswhoseeffortshavemetwith muchsuccessduringthepastyear,and thelargeattendanceonthisoccasion wasafurtherproofoftheexcellence oftheirwork.Onthisoccasion,too, muchvaluablehelpwasreceivedfrom somewhowerenotmembersofthe Association,andinthisconnectionthe president,Mrs.Leahy,wishestothank mostheartilyMrs.F.Cunningham,for herorganisationoftheball;Mrs.Baily, forsupervisingthedecorations;and MesdamesRussell,McGann,Lynch, andPrendergast,fortheirassistance withthesupper.Thelargenumber ofworkerswhodidmuchofthe "spadework"includedMrs.McDowell (secretary),MesdamesSmythand Murphy(vice-presidents),Mrs.Powell (assistantsecretary),Mrs.Lyons(treasurer),MesdamesMartin,Duffy,McCaul,Sinclair,O'Brien,Harring,Langley,Atkinson,Looney,Scurrey,Houlahan,Henning,Hayes,Bowler,Nailer', White,Potter,Goerke,FeltonandBeswick,andtoallthesethepresidentextendshermostgratefulthanks.

SHORTwalkfromtheconvent ofSanFrancescotakesus througholiveandmulberrygrovestotheveryancientconventof SanDamiano.Itdatesbacktodays beforeFrancisandClare,andwasoriginallybuiltbythesonsofSt.Benedict,Francisrenovatedthisquaint placeforClareandhersisters,and,becauseithasremainedalmostunaltered sincethattime(1207),itis,perhaps, themostinterestingoftheFranciscan relicsinAssisito-day.Theunique carvedCrucifixthathangsinthe churchisasurvivaloftheperiod whenthewoodcarver'schiselwasan inspiredthingandlabourwaslove. Hereonecanreadilyrealisethemiracle thattookplacewhentheChucifix spoketoFrancis.
Thegeniusoftheartisthasproduced afacethat,tolookuponfromtheright side,isbeautifulindeath,andfrom theleftside,istranquilandfaintly smilinginsleep.
Thisphenomenonproducesafeeling ofwondermentandaweinthespectator.Atomb-likesilencehasfallen overSanDamiano,butthisisallthat sevenhundredyearshavedonetothe sturdybuildingthatoncesheltered thebusyGlares,astheysewedand workedforthefirstbandofFranciscans,whointurnshapedtheirgardens andmadethecrudefurniturethat stillservesthepresentcustodianofthe convent.

OnedayashewaspacingmeditativelyundertherampartsofAssisi,moved bytheHolySpirit,heenteredthe ChurchofSt.Damien,achurchsoold anddilapidatedthatitlookedasifit wasgoingtofall.There,alone andwithhiseyesbathedintears,was lovinglycontemplatingtheimageof theCrucified,whensuddenlyavoice, issuingfromtheSaviour'smouth, thriceaddressedtohimthesemysteriouswords:
"Francis,goandrepairMyhouse, v..likhyouseefallingintoruin."
Heremainedforatimemotionless, Recoveringhimself,andinterpreting literallytheordersoftheOmnipotent, hegoesinallhastetoexecutethem. TWELVESpanishboysfromthe Espana-MexicoSchoolatMoreliaarrivedinVeraCruzandannouncedtheyhadleftschoolandintendedtostayintheportuntilthey couldgetaboatforSpain.
AfewdayspriortothissuddenadventoftherefugeesatVeraCruz,four otherboysfromtheMoreliaschool cametothecapitaltoprotesttothe MinistryofGobernacionagainstthe allegedlymiserableconditionsunder whichtheyhavehadtolive.The Ministryannouncedaninvestigation wouldbemade.TheSpanishchildren havemadearegularpracticeofrunningawayfromtheschool.
AdultSpanishrefugeesseemmore contentinMexicoand,apparently, havefingersinseveralpies.Inrecent weekssomeoftherefugeesinvited "Mexicanintellectuals"tojoinwith theminestablishingthe"AteneoMexicano"forthe"defence,diffusionand continuityofSpanishculture,but whenameetingwasheldfororganisationpurposes,anagreementcouldnot bereached.SomeoftheMexicans presentallegetheAteneowas Mexicans asafrontforaRedpoliticalcentre. Dr.PhillipsThygesson,ofColumbia University;thelateDr.F.I.Proctor. andDr.PolkRichards,directorin chargeoftrachomaactivitiesforthe IndianBureau,conductedexperiments toprovethediseasewascausedbya virus.Physicianshadpreviouslyconsideredthediseasea"bacillusgranulosis."
Uptothattimetreatmentsranged fromsurgery,whichscarredthetissue andlefttheeyespermanentlydamaged,toexternalapplicationsofharsh andirritatingdrugswhichsometimes arrestedthediseasethroughtheperiod oftreatment,butdidn'tpreventrecurrence.

In1938Dr.Los'spreliminaryreport ofthetreatmentof200trachomatous IndianswithsulfanilamidewasprintedintheJournaloftheAmerican MedicalAssociation.Hestatedthat theaveragesulfanilamidetreatment requiredonlyabouttwoweeks,and thattheeyesbeganclearingupwithin 24hoursafterthefirstdose.Acarefulcheckofhispatientscoveringasixmonthsperiodrevealedthatinnocase didthediseaserecur.Requestsfor Dr.Loe'sreportcamefromphysicians inalmosteverycountryintheworld.
