TheChurchpermitsmixedmarriages, butdoesnotencouragethem.When aCatholicwishestomarryanonCatholic,theChurchwillsanctionthe marriageonlyontheconditionthat thenon-Catholicpartysignsawritten pledge(a)toallowtheCatholicparty fullfreedomforthepracticeofreligion,(b)tobringupallchildrenofthe marriageintheCatholicFaith.Moreover,heorshemustreceivesufficient instructionintheCatholicFaithto beabletounderstandthereligionof theCatholicparty.Onlyonthese conditions,*illtheChurchpermita mixedmarriage.

Isitfairtoaskthegirltogiveupher religionandbemarriedinaCatholicChurchandhaveanychildren thatmayfolloweducatedasCatholics?

IfthegirlwishestomarryaCatholicshewouldbeaskedtoconsentto theconditionsexplainedabove.

Whetherornotthisisfairwillbe seenfromtheanswertoyournextques- tion.

Butthegirlwouldnotbeaskedto giveupherreligionandbecomea CatholicinordertomarryaCatholic. Itwouldnotberightforhertoabandonherreligionforanyreasonother thantheknowledgethatitwasnot true;itwouldbewrongforhertobecomeaCatholicforanyreasonother thantheunhesitatingconvictionthat theCatholicChurchistheonetrue ChurchfoundedbyJesusChrist.If shecannotentertheChurchthrough conviction,shemustremainoutside.

Inthemeantime,shewoulddowell tostudytheCatholicreligionatfirst hand,praytoGodforguidance,and thenactasherconsciencedirects.

MeetingHerHalfWay.

WhatconcessionswouldtheCatholic boythenbemakingtothegirl?

Wculditnotbefairfortheboyto meetthegirlhalfwaybybeingmar riedintheProtestantChurch,orin boththeCatholicChurchandthe ProtestantChurch? ,),`,ArriageismuchmorethanamatterIfgiveandtakebetweenprivate individuals.Itissubjecttothelaw oftheTenCommandments,thelawof theChurchfoundedbyJesusChrist, andthelegitimaterequirementsofcivil law. Therefore,whileamanisfreeto makeanyconcessionshehasaright tomake,hehasnomoralrighttoviolatethelawofGod,orthelawofthe Churchwhichdeterminesandapplies thelawofGod,orthelegitimaterequirementsofthecivilauthority.He ismorallyobligedtosubmittolawful authority,humanorDivine.Ifhe refusestodoso,heisnotactingfairly; heissimplycommittingsin.

Now,theCatholicChurchtakesherselfseriouslyastheonetrueChurch. Themanwhohasnotgraspedthathas notgraspedthefirstthingaboutthe CatholicChurch.Claimingtobethe onetrueChurch,theCatholicChurch logicallyforbidshersubjectstoparticipateinnon-Catholicrites.Hence,the Catholicwhothinksitrightandfair thatheshouldcontractmarriageinthe ProtestantChurcheitherknows nothingabouthisreligion,orisdeliberatelyunfaithfultoitsteachings.His attitudeisreallybasedontheassumptionthat"onereligionisasgoodas

Ifthegirlthinksthatherreligionis "justasgoodandrightastheboy's," itwouldfollowthattheboy'sreligion wasjustasrightandgoodashers. Hence,onherownprinciples,thereis nogoodreasonwhysheshouldnotbelongtoit.

Isay"onherownprinciples,"becausetheCatholicChurchwouldnot acceptherasamemberbecauseshe thoughttheCatholicreligion"justas rightandgood"asherown.Shewould beacceptedonlyontheconditionthat shewasfirmlyconvincedofthefull truthoftheCatholicreligion,andthat allotherformsofreligion,totheextent thattheydepartedfromtheteachings oftheCatholicChurch,wereerroneous,

If,however,shebecomesconvinced thattheCatholicChurchistheonetrue ChurchfoundedbyChrist,andthat, therefore,itisherdutyinconscience tobecomeaCatholic,thedisappoint- mentofparentsandfriendswouldnot constitutealegitimateexcuseforremainingoutsideit.One'sfirstloyalty is solemntoGod.Youmayrememberthe warningofOurDivineLord: 'Hethatlovethfatherormothermore thanMeisnotworthyofMe:andhe thatlovethsonordaughtermorethan MeisnotworthyofMe."(Matt,x,37.)

Finally,itseemsnecessarytoremind youonceagainthatthegivingupof hisorherreligionbythenon-Catholic partyisnotoneoftheconditionsrequiredbytheChurchforthepermission ofamixedmarriage.

TheResultsofMixedMarriage.

Mostmixedmarriagesseemtoresult inbothpartiesgivingupgoodideals, withtheresultthatbothChurches areforgottenintheend.

Thedangerofsuchindifferenceand irreligionisoneofthemainreasons why marriages.theChurchdiscouragesmixed WeretheChurchtoremainindifferenttosuchlossofFaith, shewouldbeunfaithfultothemission entrustedtoherbyherDivineFounder.

ThislossofFaithisbothanindividualandanationaltragedy.Itisa tragedyfortheindividualsconcerned becauseitmeansthelossofthatDivinetruthwhichwasbroughttomar, kindbyJesusChrist,theSonofGod mademan.Thattruthisofvitalimportancetohusbandandwife.They cannotaffordto'loseit.Theirchildrencannotaffordtoloseit.They needitforthesalvationoftheirsouls.

Itisalsoanationaltragedy;forindifferenceandirreligioninthehomes ofthepeoplemeanindifferenceandirreligioninthenationanditsgovernment.ThewarinEuropeto-dayis anobject-lessonintheresultswhich followfromtherejectionofGodand Hislaw-forthatiswhatindifference meansinpractice.

ForconscientiousChristiansthereis onlyonewayoutofthedifficulty, namely,thefaithfulobservanceofthe promiseswhicharemadebeforea mixedmarriagecantakeplacewith thesanctionoftheChurch.

Ifyousendmeyournameandaddress,Ishallpostyousomeliterature explainingmorefullytheattitudeof theChurchtomixedmarriages.

WhyDon'tYouExplain?

Willyoupleaseinformmewhyyoudo nottellCatholicsthatincertain casestheChurchsanctionscivildivorce,providingthereisnointentionofmarryingagain?

TheChurchallowshusbandandwife toseparateincasesofinfidelity,great crueltyandill-treatmentandsoforth. Inordertosecurerecognitionofthis separationbythecivilauthorities,the Churchwill,forverygravereasons,per-

Ifamanisanavalcaptain,itisfittingthatheshouldbecalleda captain. Ifamanisanofficerinthearmy,itis reasonablethatheshouldbegiven thetitledesignatinghisstatusinthe army.

ArewetoassumethattheRev.RobertFirebracetracedthecauseofthe crisisinChristianitytothetitlesused bytheclergy?Itishardtobelieve thathehasbeenreportedcorrectly; forsuchaviewissosuperficial,preposterousandsillythatitcouldscarcelybeadoptedbyanymanofeducationandcommonsense.

JohnC.Rawe,S.J.,in"America")arapiddevelopmentof distributionundertheownershipand controlofconsumersorganisedincommunitygroups.Therearesome2,000 retailco-operativestoresdoingbusinessin2,000communities.Thetype ofRochdaleco-operativeconnected withTheCo-OperativeLeagueofthe U.S.A.movessteadilyonward.Two millionmembersintheRochdaleConsumerCo-operativesnowdoanannual businessof600,000,000dollars.Credit Unions,too,arebuildingupforloans ofmoneyforthepoorandtheirenterprises.

Whenlargeandremotefactoriesbecamethecentresofproduction,afew bigcompanies,afewbiginvestorsand manipulatorsofcredit,concentratedin theirhandstheownershipandcontrol oftheprocessesofproductionandthe agenciesofdistribution.Thisconcentrationgivesusthemassman,the collectivisedandpropertylessworker. Menandwomengooffalonetobecome efficientatsomehighlyspecialisedjob. Industriesandlabour,producerand consumer,wholesalerandretailerare setupinantagonisticclassesandour manycommunitiesfailtodevelopan organicstructure.Practicalmonopoliesaresetup.Theweak,thepoor andthecommonmanarecrushed undertheselfishheelofthepowerful inbusinessandagriculture.

Withlossofownership,thepeople losetheknowledgeandresponsibility fortheessentialeconomicprocessesin theircommunitiesinmattersoffood, clothing,shelterandotherbasicconcerns.

Managementandownership,withdrawnfromthemany,becometheprerogativeofthefewrichandthefew powerfulmanagementpersonnelsof giantcorporations.Labourbecomesa commodity.Workbecomesanimpersonalthing,athingwithoutdignity.Thisconcentratedorganisation ofcapitalandcentralisedorganisation ofproductionisinefficientandundemocraticintheeconomicworld.Even inthingswhereitisefficient,itisvery exilAtive.Largegroupsofpeople findthemselvesinapositionofdependenceonthepowerfulfortheessential thingsoflife.Manyarepauperised. Manyareleftwithoutwork.ManybecomethewardsoftheState.

Recently,inmanyseparatecommunities,inmanysmalldiscussion groups,thepeoplehavequestioned themselvesabouttheireconomichelplessness.Inthesefine,intelligent groupsthepeoplehaveaskedoneanother:Whatisitthatmakesprosperity?Whatisitthatmakesuspoor andhelpless?Dowelacknatural resourcesinourcommunity?Dowe lackgoodpeoplewillingtowork,peoplewillingtoownandcontrolandtake responsibilityfortheessentialeconomicenterprisesinourcommunity?

Discussion,practicalintelligentdiscussion,broughtthepeopleofthese communitiestotheconclusionthat theywerepoorbecauseoftheirown ignoranceofdemocraticfinancialand socialgrouping;poorbecauseoftheir ownignoranceabouthowtosave theirmoneyandinvestitforsecurity intheirownpropertyandtheeconomicfunctionsoftheirowncommunity,wheretheycouldmanageandcontrol.

Thepeoplewhohaveappliedthisintelligenceinsmallgroupactionin manycommunitiesinNovaScotia,in thecommunitiesofScandinaviancountries,inthemanycommunitiesofour ownUnitedStatesproveagainand againthattheformulaforprosperity isnotdifficult.Itreadsasfollows: "Theresourcesofthecommunity Addedtothenumberofpeopleinthe community, Multipliedbythepeople'sknow.crige, i.e.,thepeople'sknowledgeofthe ownershipandcontrolwhichthey shouldhave,orcouldobtain,inthe essentialeconomicprocessesoftheir community

Whenthesegroupsapplythemselves tosoilproblems,theycondemncommercialfarmingintheircommunities. Theyreturntolivestockandmany diversifiedcropswithafamilyyearroundfoodsupplyoneachfarm.

Whenthesegroupsapplythemselves toconsumerproblems,theydonot thinkintermsofaccumulatingcapital inthehandsofafew,turningout goodsanyoldwayandthenmarketing thegoodsbycostlydevicesofadvertising,sellingandotherformsofpromotion.Theysimplyturnthings around.Theymobilisetheir"special desires,"findoutwhattheywantin thatcommunityintermsofshoes, blankets,hOuses,recreation,healthservice,oilsupplies,machines,electric power,etc.Theypooltheseorders throughtheirownagencieseliminating allhigh-poweredcostsofmarketing.

Insomecasesquitesuccessfullythey producethegoodstheywantinfactorieswhichtheythemselvesownand control,withanownershipandcontrolsuchastheRochdaleprinciples effectivelygivetoeachco-operative member.

Co-operativesareprovingeverydaythatprinciplesofsocialjusticecanbe appliedinthebusinessworld.

Astheco-operativemovementbui'ds up,thepeoplearebeginningtoseethat theythemselvescansolvetheproblem ofhumanneedsinmanyeconomic andculturalfields.Asitbuildsup,theco-operativemovementbecome:, aneffectiveprotectionagainstprac-ticalmonopolies,againstdominationin business,againstexcessiveconcentrationofwealth,andagainsta"company"systemwhichgivesnotonlyall controlbutalsoalltheprofitstocapital,centeringitmoreandmoreinthe possessionofthefew.

Theco-operativeorganisationis ownedandcontrolledbythosewho patroniseit,namely,theconsumers. differsfromanordinarystockcorporationinthatinaco-operativeeach memberhasonevote,andonlyone vote,regardlessoftheamountofcapitalhehasinvested.Ina"company" businesseachshareofstockentitlesits ownertoonevoteindeterminingthe managementofthebusiness.Apersonowningathousandshareshasa thousandvotes.Decisionsina"corn pany"businessarethecoercivepower ofthemajorityofdollars.Oneman orasmallgroupofmencanownand dontrol.Money-powerdetermines management.FinancialownershipdieSates.Inaco-operative,however,each shareholderhasonevote,andonevote only,regardlessoftheamountof stockornumberofshareshemay own. Basically,theconflictisbetween naturalismandChristianmorals,and nocantaboutartisticfreedomcan glossoverthatfact.Inthisfield,as inmostothers,thenormsofcriticism startatoppositepoles.

Itisabitdifficulttounderstandwhy apicturelike"StrangeCargo"should havebeenmadeinthefirstplace,but itmayreceiveignominiousmentionas acuriousaberrationofHollywood's commercialenterprise.Itwaspro- bablytwo-thirdsstupiditywhichled weirdmixtureofsensationalismandtheproducerstoblunderintothat pervertedreligion,andthecharitable explanationissupportedsomewhatby thestudio'ssubsequentrevisionofthe film.

Again,"TooManyGirls,"alacklustre musicaltobeginwith,assumedthe addedburdenofagratuitousinsultto CatholicsonthesubjectofConfession. Whenoneconsidersthemultitudeof motionpictureswhichfailtobeboxofficesuccessesforpurelytechnical reasons,itpassesunderstandingwhy thebusinessmenintheindustryshould bewillingtoaddformidablemoral hazards.Therewillalwaysbeenough insipidstories,pointlessdirectionand unimaginativeactingtokeenthescreen agoodday'sworkfromperfectionasa mediumofentertainmentwithoutits attemptingtoliheralisethetradiional moralcodeor,forthatmatter,preaching.controversialcrusades.

Intothefactofworkitselfhascrept therctionoffearTothosewhodictatehowandwhatthingsshouldhe done,thereisthefearthatshouldwe slackenofforceaseworkwewillsuffer militarydefeatinthewar.Theyurge moreandmorethatinproductionand stillmoreproductionliesoursafety, andinthegoodsweproducetheysee theonevictoriousanswertothe enemy'saggressionandhisdestructive power.

JustbeforelastChristmas,asmall paragraphinourpaperstoldusthat leadersofthedifferentChurchesin England,includinghisEminenceCardinalHinsley,hadpublished,inajoint letterto"TheTimes,"theiracceptance ofthePope'sfivepointsforpeace,as announcedbyHisHolinessonChristmasEve,1940.Theystatedalsothat theyassociatedwiththesepointsfor peace,fiveeconomiccriteria.Inthe fourthofthesecriteria,thatwhith reads,"thesenseofdivinevocation mustberestoredtoman'sdailywork," willbefoundthesolutiontothisproblemofworkanditsfunction.Itis becausewehavelostthesenseofdivinevocationindailyworkthatwenow facetroublesinwork.

Tothinkofworkitselfaspower,is wrong,yetithasbecomeusualsoto think.Inaleadingarticlein"The SaturdayEveningPost"(America)of lastyear,itwasseriouslystated: "Thosewhowillintelligentlyandpurposefullyperformmostworkwillpossesstheworld.""Intelligentlyandpurposefullyperformwork.. ."-for what?Isitthatmenmaypossess moremoneytobuymoremachines-to turnoutmoregadgetsandnoveltiesforwhichcunningadvertisementhas firstcreatedtheneed?Itisthrough industrialwork,markyou,thatwe aretopossesstheworld.Itishardlyconceivablethatthemanwho screwsthesamekindofbolthundreds oftimesadayonhundredsofsimilar partsofamotorcar-orthatthegirl whobymachine,adornsforthathou-

Workishumanenergyusedforsome usefulpurpose.Sinceworkishuman energyworkisofthelifeofman.Man's energyflowsfromthatspiritualsource, hissoul,hencehiswork,too,must comefromhisspiritualsoul.Work, also,isanecessity.LeoXII'said:

TheChurchleaderswehavealready quotedwereconfidentthattheprinciplestheylaiddownwouldbeacceptedbyrulersandstatesmenthroughout theEmpireandregardedasatrue basisforlastingpeace.Ourparliamentaryleadershavealsoputforward theirhopesforabravenewworldthat willknownomalnutrition,nohunger, nouglytownsorcities.Theyemphasisetoothatwemustnotwaitfor peacetobringaboutthesehappy changesbutthatwemustbeginnow.

INthelastletcurewehaveseenhow theCatholicChurchtowardsthe closeofthefourthcentury,selectedtheNewTestamentwritingsfroma massofspuriousgospelsandepistles, andproclaimedtothefaithfulthatthey weretheinspiredwordofGod.This selectiondemandedaprolongedand minutestudyofthosewritingsbefore theChurchdecidedthattheycontained thewordofGod.Itisobviousthat anywritingthatcontainedfalsedoctrinecouldnotberegardedbythe ChurchasthewordofGod.Anydoctrinethatcontradictedthedoctrineof theChurchwouldberegardedasfalse doctrine.Itclearlyfollowsthenthat inproclaimingtheNewTestament writingsasthewordofGod,the Churchcouldnotbeteachingdoctrines contradictedbythem.Theinvalidity oftheProtestantcontentionthatthe NewTestamentteachingisatvariance withthatoftheCatholicChurchmay beillustratedbythefollowingexample:Aninspectorofweightsandmeasuresexaminesthoseofsometrader andpronouncesthemcorrect.He couldonlydothisontheassumption thattheweightsandmeasuresofthe traderconformedtothestandardof hisowninstruments,anditwouldbe prenosteroustoholdthatthetrader's weightsandmeasureswerecorrectand contendthattheinstrumentsofthe inspectorwerefalse.Inspectorand traderstandorfalltogether.Likewise,beforetheCatholicChurchcould pronouncetheNewTestamentwritingstobethewordofGod,thedoctrinecontainedinthemwouldhaveto beinconformitywithherowndoctrine. Ontheotherhand,ifthedoctrineof theCatholicChurchispronouncedby theProtestanttobefalse,thenfalse alsoistheBible.TheCatholicChurch andtheBiblestandorfalltogether. ButnotonlydidtheChurchproclaimtheBibletobethewordofGod, butprotectedandpreserveditfrom centurytocenturywiththemostlovingcareandtenderdevotion.Before the15th.centurytheprintingpress wasnotinexistence,andhumanhands hadtocopyoutthe35,000versesofthe Bible,iftheBiblewastobepreserved. TheproductionofaBiblewasacostly undertaking.Theactualworkofcopyingwasnotanexpense,forsuchwork wasalabourofloveonthepartofthe monks,whowereresponsibleforthis work,butthematerialforwritingwas expensive.Paperwasunknownthen. Thematerialusedintheproductionof aBiblewasparchment,asubstancederivedfromtheskinsofgoats.An authority-Buckingham-madeadetailedexaminationontheexpenseinvolvedinpurchasingthewritingmaterialfortheproductionofasingle Bible.Accordingtohimonewould require127,000foliosofparchment, costinginourcurrency£218toproduce aBible.Yetover3,000parchment manuscriptBibles,betweenthe4th. centuryandthe15th.,aretobefound inthelibrariesofthemonksindifferentpartsofEurope.Thesemanuscriptsarearevelationofbeautifulpenmanshipandart.AScotchPresbyterianparson,amanofhighculture, whospentyearsasaProfessorinSt. AndrewsUniversityinScotland,examinedthosemanuscripts.Hewas soimpressedwiththecareanddevotionoftheCatholicChurchtotc.e Biblethathebecameaconvertkr,d priest,andisnowAuxiliaryrishopin Edinburgh-Dr.Graham.Referring tothosemanuscriptBih'cshewrites: "Itwouldbeimpossiblet3 anyone whohadneverseenanyspecimen:of thesewonderfuloldmanescr.ptsaproperideaoftheirappearnce,ormake himrealisetheiruniquebeauty.There theyareto-day,perfectmarvelsofhumanskillandworkmanship;oldparchmentsallstainedandworn;booksof fadedpurple,letteredwithsilver,and theirpagesbeautifullydesignedandor namented;bundlesofthefinestvellem,yellowwithage,andbright,even yet,withthegoldandvermilionlaid onbypioushands1.000yearsago. Andhereitis,thattheProtestantfaces aninsuperabledifficultyincontending thattheBibleisthewordofGod.For theBibleisonlyacopyoftheoriginal scriptoftheinspiredwriters,which lcngsinceperished,andbeforehecan assertthathisprintedBibleisthe wordofGad,hemustadvanceauthorityforholdingthattheprintedBible isafaithfulcopyoftheoriginalmanu- scriptsoftheinspiredwriters.Belief thatacopyisafaithfulreproduction oftheoriginaldemandsbeliefinthe moralintegrityofthecopyist.To losefaithinthecopyistandtotrust thecopyisobviouslyinconsistent.This inconsistencywelaytothechargeat Protestants,whocondemntheCatholicChurchasafalseteacher,andtrust herblindlyasafaithfulcopyistof inspiredwritings.

EquallyformidabletotheProtestant isthedifficultyofinterpretationofthe Bible.TheProtestantbelievesinthe rightoftheindividualtoattachhis ownmeaningtothewordsofScrip- ture.Therightofprivatejudgment hasledtoendlessconfusion.InEng- landin1900therewere274religious denominations,holdingdifferentcreeds inthenameofProtestantismandthe rightofprivatejudgment!Evenin thesameProtestantChurch,there- sultsarelamentable.Inrecentyears aPresbyterianclergymaninAustralia, whoheldaresponsibleofficeinhis Church,maintainedtherewasnowarrantinScriptureforteachingthat ChristwasGod.Thisopinionstartled thePresbyterianChurchsomuchthat hewascalledbeforeitshighesttri- bunaltoanswerachargeofheresy.Bycitingtheclergymanbeforeatribunal, thePresbyterianChurchwasthereby denyingtherightofprivatejudgment.However,byagreatmajorityofthe Assemblythatsatinjudgmentonthe case,heretainedhishighofficeinthe PresbyterianChurch.

IntheAnglicanChurchtheresults ofprivatejudgmentareequallylament- able.ThelateDr.King,Anglican BishopofLincoln,inhisprivatejudg-ment,foundScripturalauthorityfor theMassandConfession,whilstthe lateDr.Ryle,AnglicanBishopofLiverpool,inhisprivatejudgment,held therewasnoScripturalauthorityfor theMassorConfession.Theconfusion withintheAnglicanChurchissopro- nouncedthatanAnglicanBishop-Dr. Gore-said:"Theworldatlarge,sofar asittakesanyinterestintheChurch ofEngland,nolongerknowswhatto makeofus."AndanotherAnglicanBishop-Dr.Henson-says:'Thrpre- sentsituationoftheChurchofEng- landmightalmostdriveonetode- spair."

Inhisannualr.port,theNational Director,RightRev.Mgr.Hannan, pointedoutthattheyear1940had markedthebest,byfar,thePonficalMissionWorkshasknowninAustralia.Theapproximatenettincrease ofcontributionstothethreesocietiesthePropagationoftheFaith,theHoly Childhood,theWorkofSt.PeterApostle-wasmorethan£7,500.Thenett increaseofthePropagationofthe Faithalonewas£1,000morethanthe wholesumrealisedfortheyear1934. Moresatisfactorystill,thesplendid advanceinfinancialreturnshadnot beentheresultofanyextraordinary donations,butconsistedmainlyof revenuederivedfromagreatlyincreasedmembership.Membershipof thePropagationoftheFaithfor1940 inAustraliawas149,726.Thisfigure meansthatmembershipofthePropagationoftheFaithhasbeendoubled inthelasttwoyears,andmultiplied bysixinthelastfouryears.

Attheconclusionofthedetailedreport,theNationalDirectorannounced that,inthecourseoftheyear,allthe moneycollectedin1939forthePropagationoftheFaith,fortheHolyChildhood,andforSt.PeterApostlehad beendistributedtoSouthSeaIsland Missions,mainlythroughtheMission ProcuratorsinSydney,inaccordance withinstructionsissuedfromtheHoly See. NationalTreasurer'sReport. litpresentingtheannualbalance sheet,theNationalTreasurer,the RightRev.Mgr.O'Donnell,announced thatthetotalnettamountforthePropagationoftheFaithfor1940was £18,408Os10d;ofthissum,£6,16613s 4d.hadbeenallocatedfordistribution toAustralianMissions.Theresultfor 1940showedanincreaseoverthatof 1939of£6,144.

ThebalancesheetfortheHolyChildhoodrevealedthatthetotalsumavailablefortheSuperiorCounciltodistributetoSouthSeasIslandMissionswas £4,0313s9d,representinganincrease of£1,778overthesumavailablefrom thereturnsof1939.Thereturnsfor theSocietyofSt.PeterApostle,stillin itsinfancyinAustralia,showedaslight fallingofffromthereturnsof1939, totalnettamountbeing£20718s4d. TheDiocesanDirectorofAdelaide andtheDiocesanDirectorofGoulburn readdetailedreportsoftheactivities ofthePontificalMissionorganisations intheirrespectivediocesesfortheyear 1940. BothreportsbroughtintoreliefthedeterminationoftheAustralianCatholicstodowhattheypossibly cantorestoretothemissioncausethe tremendouslossesthatarebeingsufferedinEurope.Attheconclusionof thesetworeports,HisExcellencythe ApostolicDelegatecongratulatedthe NationalDirectorandtheDiocesan Directorsonthereportsthatwere read,andexpressedhissatisfactionat thesplendidresultthathad'beenobtainedinthepasttwelvemonths. Almostthreequartersofthesum availablewasallocatedtotheAboriginalMissionsofAustraliaandtothe MissionoftheSacredHeartFathersin Papua;theremainderwasallocatedto thosepartsofAustraliawhereCatholicslivinginscatteredcommunities overwidespreadareas,haveurgent needoftheassistanceoftheirmorefortunatelyplacedfellowCatholicsliVing inthesettledareas.Thus,varying sumswereallocatedtoassistinthe buildingofsmallchurchesinisolated partsofthecountry;contributions weremadeforthefinancingofsummer schoolstobringthepriesttowithin thereachofpeoplewhootherwise wouldneverbeabletobenefitbyhis ministration.Fundswereprovidedto helpthepriesttravellingfromstation tostationalongtheEast-Westline,assistancewasaffordedtotheDioceseof Geraldtontoenableapriesttotravel betweenPortHedlandandMarble Barandfaroutalongthelonelytrail thattravelsfromstationtostation downthecoast,andfaroutintothe centreofWesternAustralia. ThatthePropagationoftheFaithin AustraliaisabletodomuchmoretodaythaneverbeforeforAustralian Missionstherecanbenoquestioneightyearsago,forexample,the amountavailableforAustralianMissionswasonlyone-fourthofwhatitis to-day.Atthesametime,weare stillveryfarfrombeingabletoassume theburdenthatshouldberightfully thatofthePropagationoftheFaithtoassureatleasttheminimumnecessaryforallAustralianMissionsto carryontheirwork.Onething,at least,thosewhoaremembersofthe PropagationoftheFaithinAtistralia mayclaim,theirsmallsacrificehave beenspreadoverthewholeareaofthis vastvountry,andtheyhaveadefinite shareintheworkthatisgoingonthis yearforthegloryofGodnotonlyin fieldsafar,butrightattheirowndoor.

MysteriousTibet,forbiddenlandofthelosthorizon,haswonanother temporaryvictoryinits700-year-oldstruggleagainsttheCatholic missionarywiththeannouncementfromRadioVaticanthatPereNussbaum,notedpriestoftheTibetborderland,hasbeenmurderedbybandits.

PereNussbaum,oftheParisForeign Missions.wasinchargeofthestation atYerkalo,intheregionknownasthe TibetanMarches,ontheChinesefrontier-theonlymissioninterritory undertheauthorityoftheDalaiLama, supremespiritualandpoliticalrulerof Tibet. Hisdeathrecallsoneofthemost intrepidenterprisesinthehistoryof Catholicmissions-theceaselessattemptsbyCatholicmisionariestopen& trateintotheBuddhistfastnessesbehindtheHimalayanpeaks.

SolelinknowbetweentheWestern ChurchandthepeopleofTibetisthe littlehospicefortravellersfounded sevenyearsagoontheSi-LaPassbetweenBurmaandTibetbymonks fromtheGreatSt.Bernard.. AllMissionWorkBannedbyLama.

TheVaticanRadiostory,quotingthe FidesAgency,saysthatPereNussbaum,whowas56,wasmurderedwhen returningtohispostfromhisannual retreatintheYunnanProvince.No furtherdetailsareyetavaillble.

Themissionisinterritorycaptured bytroopsoftheDalaiLamafrom China.

WhenagroupofTibetanofficersvisiteditafterwardstheytoldthemissionariesthattheymustnotownproperty.mustbesubjecttothecommon lawofLhassa,thecapital,andmust netconductreligiouspropaganda.in Tibetwithoutthepermissionofthe DalaiLama.

Thusendstragicallybutgloriously anotherefforttotakeChristianityinto theForbiddenLand.

VaticanRadiorecalledthestoryof theChurch'seffortstocarrytheGospel intr,thecountry.

Givinganoutlineofpreviousefforts, theannouncersaiditispossiblethat theNestoriansleftsometraceofChristianity,andtheLamasmayhavebeen incontactwithFranciscansinthe13th. century.

ThefirstEuropeanstopenetrateinto TibetwasanItalianFranciscantravellingthroughthecountryin1328.It wasapassingvisit.

Afterhimthecurtaingoesdownon Tibetforthreecenturies,whenaJesuit preacherwentfromIndiaacrossAsia andpenetratedtoTibet,leavingbehind himavaluablediary.APortuguese Jesuitfollowed,buthewasforcedout bythehostilityoftheLamas.

HalfacenturylateraCapuchintried andfailed:aJesuitfollowedandthen anotherCapuchin,buttheLamastiiumphedagain-thistimeapparently forgood,forin1745foreignerswereforbiddentosetfootinTibetunlessthey embracedthereligionoftheLamas.

Nevertheless,acenturylater,in1845,

ReturnedtoMartyrdom.

In1851apriestwentalongthevalleyoftheBrahmaputra.wasstopped atthefirstvillageandwasconducted hackoverthefrontier.Afterthree yearshereturnedwithanotherpriest; theyworkedforthreemonths,after whichtheywereattackedandkilled.

Apriestwentintothecountrydisguisedasamerchantandlearnedthe language.Butafteratimethe foreignmerchantwhoneglectedhis tradecameundersuspicionandhe hadtoretire.

Asecondandthirdtimehereturned andgotpermissiontostartamission, butin1865themissionwasattacked bybrigandsandthemissionarieswere drivenout.

Thelatesteffortwastofoundahospice,likethoseintheAlps,toreceive pilgrimsandassisttravellers.The workhasbeenentrustedtotheCanons ofSt.Bernard,whoin1933starteda house13,800feetabovesealevel.The passismuchfrequentedandinthe summerhundredsoftravellerspassit.

TheSt.Bernardmonks,too,met opposition.Theyweredrivenfrom theirfirstheadquartersbybanditsand forsometimetheirwhereaboutswere unknown.Evennowcontact_with themisrare,andtheyrelyontheir radioformostoftheirnewsfromthe outsideworld.

TheirleaderisDomPierreMelly.He andhischiefassistant,DomPaulCoquoz,visitedEnglandshortlybefore goingtoTibetin1933.Hehasabout halfadozenmonksunderhim,all youngmenwiththeexceptionalgood -healthneededfortheirrigorouslife.

ThepresenceofCatholicmonkswill atleastputtheideaoftheCatholicreligionbeforethemindsofTibetan Buddhists.ButTibetstillremains closed.

FatherNussbaum,saysVatican Radio,hasgonetojoinhispredecessorswhohavestrivenin-thepastto extendChrist'sKingdominthatland. Theirsacrificemightwellbetheprice wehavetopayfortheextensionof God'sKingdomintheforbiddenterritory. ThefactsoftheDeathandResurrectionofOurLordstand asproofsofHisperfecthumanityandofhisGodhead.Inthis waytheyarethefoundationsoftheChristianreligion.Hence whentheenemiesoftheChurchwishedtoundermineherdivine authorityandmission,themostobviouspointsofattackwerethese twocardinaldoctrines.Particularlyinthelastcenturywere theseendeavoursrampant.AhostofingenioustheoriesthatOur Saviourhadnotdied,butonlyswoonedonCalvary,thattheApostleshadstolenthebodyofthedeadChristandfabricatedthe storyoftheResurrection,thattheywerethevictimsofhallucination,andmanyothersucheffortstoexplainawaythestarkhistoricalfacts,wereputforward.Butofthesenotasingleone couldbecontrivedtofitthesimpleGospelnarratives.Likethe effortsofthePhariseesthemselves,theseweakfictionshaveserved onlytoillustratehowsolidlythefactoftheResurrectionisestablished.

OurSaviour'sResurrectionisthecauseofourjoyprimarily becauseitisHisvindicationandHisvictoryoversinanddeath. "Deathisswallowedupinvictory."Onourownaccountwe havegoodreasontorejoice,forChrist'sResurrectionisthepledge ofourownrisingupfromthedeadandourimmortality.St. PaulwasatpainstostressthisinhisfirstEpistletotheCorinthians,towhomhewrote:"Forifthedeadrisenotagain,neither isChristrisenagain forbyamancamedeathandbyaman theresurrectionofthedead."ThewordsoftheRisenJesusbear constantwitnesstothissenseofcalmafterstrife.AlmostinvariablyHisgreetingtoHisApostlesisthis:"PeacebetoyouMypeaceIleaveyou,MypeaceIgiveuntoyou."So,theChurch rejoicesexultantlyinthevictoryofChrist,butitisadeepwellof spiritualjoymarkedlydifferentfromtheephemeraljoyofthe world.

Amongthemany-sidedaspectsofthePaschalFeast,noneis moreimportantthanthepracticalandpersonalonethatappliesto theindividual.FromthisangletheResurrectiontypifiesapersonalspiritualresurrection,arisingfromthebondageofsinto alifeofgrace.TheperiodofLentreallyrepresentsahugecorporateretreat,inwhichtheUniversalChurchparticipatesculminatingonEasterSunday.VeryappropriatelyhastheChurch placedtheminimumobligationofapproachingtheSacraments withinthePaschalseason.Eastershouldmeanformanythe favourableannualopportunityofbeginningthespirituallifeafresh. TheArchbishop,theclergyandthe choirthenmovedinprocessionthrough theCathedralandoutthesouthern door.Thedoorswereclosedand chantersinsideandoutsidealternated inthesingingofthe"GloriaLaos."At theconclusionofthehymnthecrossbearerknockedthreetimesonthedoor withthebaseofthecross,thedoo^s wereopened,andtheprocessionreenteredtheCathedralchantingin Latin:"AsOurLordenteredtheHoly CitytheJewishchildren,proclaiming theresurrectionoflifeandholding palmbranches,sang'Hosannainthe IIighest.'Andwhenthepeopleheard thatJesuswascomingintoJerusalem theywentouttomeetHim,andwavingpalm-branches,sang'Hosannain theHighest.'"Thisancientliturgical ceremonycommemoratesthetriumphalentryofOurLordintoJerusalem.

Theprocessionreturnedtothe sanctuaryandHisGracethenpreparedtocelebratetheMass.

ThestoryofthePassion,thesad eventsofHolyWeek,waschantedby thethreedeaconsofthePassion.

ST.CHARLES'SEMINARY

Ashasbeenremarkedineachofthe Seminaryappealaddresses'nthedifferentchurchesoftheArchdiocese,the successofSt.Charles'dependsontwo things-asufficientnumberof*ads withatruevocationandsufficientfinance.Thefinancialproblemisturningouttobenotsodistressingaswas atfirstanticipated;infact,ithasresolveditselfquiteeasilysomeplaces.

Mr.Hevronwasofkindlyandcharitabledisposition,andhighlyrespected byaverywidecircleoffriends.He leavesawife,oneson,twodaughters (oneofwhomistheRev.MotherFrancis,ofSt.Joseph'sConvent,Cunderdin),andeightgrandchildrentomourn theirloss.

ThelateMr.WilliamThomasPring, ofPinjarra,whopassedawayatPerth onMarch10,willlongberemembered asakindlyandcourageouscitizen. Thoughtofotherswasaguidinglight ofhislifeandhewasverygenerous. Afterspendingseveralyearsin Moora,Mr.Pringtookupnewspaper workinPinjarra.Foratimehewas managerofthe'South-WesternAdvertiser,"andlatertookovercomplete control.Hewasaprinterwitha naturalgiftofjournalism,andmanyof hisdescriptivearticleswerepen-picturesofhighquality.Hewrotewith clarityandgrace. Withthepassingyearshegrewto regardPinjarraashishometownand tookpersonalprideinthebeautiesof theplace-itsclean,widestreets,its picturesquechurchandpostoffice,its pleasantriver,andeventhegiantCape lilactreesthatgrowinthecentreof thetown.

Hewasanauthorityontheearly historyofthedistrict:indeedsome yearsagohecontributedapapertothe WesternAustralianHistoricalSocietqy. Itpleasedhimtoaskvisitorswhere thefirstbattleonAustraliansoilwas fought.Invariablytheanswerwas theEurekaStockade,Ballarat,butMr. Pringwasthenabletopointoutthat Pinjarracouldjustlyclaimthisdistinction,asgarrisonsoldiershadwageda diminutivewaragainstaboriginesthere someyearspriortothetroubleonthe Victoriangoldfields.

Inanearnestendeavourtodogood heassociatedhimselfwitheverymovementcalculatedtoimprovelocalconditionsandtodeveloptheUpper South-Westgenerally.Throughthe "South-WesternAdvertiser"heallied himselfwiththecauseofprogress.He waskeenlyinterestedinsport,too,alwaysgivingwhole-heartedsupportto thelocalcricketandfootballclub.

Twoyearsagohissightfailedandhe wasforcedtorelinquishcontrolofhis newspaper.

MANYyearsago,inasmallAustrian Iexperienced someminutesofextremetension.Arope-dancerinthemarket. place,withouttakinganyprecautions, executedsuchbreaknecktricksasI haveneverseensince.Theeyesof thespectatorswerefixedonhisfeet; againandagaintherecamecrucially dangeroussecondsandjustwhenit lookedasifhewouldfall,hepulled himselftogetherandsomehowcarried on.

Iamoftenremindedofthischildhoodrecollectionwhenpeopleaskme aboutthepresentsituationinSweden. Awellknownradiocommentatoronly recentlycountedSwedenamongthe Nazi-conquerednations;afamous politicalwriteraskedmewhetherit wastruethatSwedenwasa"ahundred percentNational-Socialist."Iusual-

Sincetheoutbreakofthesecond worldwar,Swedenhasmorethan once,attheverylastminute,evaded theplungeintotheabyss.When,on February16,1940,theFinnishGovernmentmadeitsfamousappealtoits Swedishbrethren,millionsofSwedish citizensdemandedSweden'simmediate entryintotb.:-V'al Evenwithinthe Clbinet :"ifferencesofopinion appeared,whichfinallyledtotheresignationofForeignSecretaryRichard Sandler.Inspiteofallthis,Sweden remainedneutral,partlybecauseof Germanthreats.Asimilar,perhaps evenmorecriticalsituationresulted duringtheGermanattackofNorway. Insteadofcomingtotheassistanceof itsNorwegianbrethren,theSwedish Governmentwasforcedtoconsentto thetransportofGermantroops throughSwedishterritory.According totheofficialSwedishinterpretation, however,thisfactdoesnotindicatethe abandonmentofneutrality.

ThechangeinSweden'sforeignpolicymightbecharacterisedbysaving thatSweden'spolicyduringthefirst monthsofthewarhadbeenoneof passiveneutrality,whichthenchanged toa"realneutralitypolicy"thatendeavouredtoadaptitselftothepreFentsituationinEurope.Thefact thatSwedenissituatedbetweenGermanyandRussiadoesnotnecessarily meanthattheSwedishGovernmentis, inallthings,ameretoolinthehands ofthetwodictatorships.Shedoes, NImittedly,takeGermany'swishes intoconsideration.Thisischief!vdue toGermany'shegemonyintheBaltic, butalsotothefactthatSweden'seconomiclifeis,insomeaspects,under Germanrule.Germany'ssharein Sweden'sforeigntradeamountsto aboutseventypercent.Themain bulkofSwedishironoreisgoingout toGermany,althoughtheNazisare notinapositiontosupplythecorrespondingexchangeproducts.Thereis, consequently,aclearingaccountin Sweden'sfavour,andshehastoputup withthefactthattheThirdReichis constantlyinherdebtforapartofthe ironoreshipments.

TheNazisarenotatallsatisfied, however,withmerelyinfluencingthe foreignandtradepolicyofSweden. Againandagaintheyhavebeentrying toruleoutSwedishindependenceby threatsanddiplomaticpressure.Thus, afewmonthsago,Naziphilosopher AlfredRosenberggavealecturein whichhemadethebluntstatement thattherecouldnotbeanycompromisingontheSwedishquestion."SwedenisapartoftheGreaterGerman Reichandwillbeincorporatedintoit whentheFuehrerdeemsitnecessary." Onlyafewdaysago,theNaziMinister ofEconomy,WalterFunk,demanded theSwedishGovernment'sconsenttoa CustomsUnion,whichistoconnect GreaterGermany(which,ofcourse, alsoincludesHolland,Norwayand Denmark)withSweden.Funkpointed outtotheSwedishGovernmentthat theywouldfinditimpossibleinthe longruntoexcludetheircountryfrom the"NewEurope."Thisthreatwas recentlyansweredbySweden'sFor. eignSecretary,ChristianE.Guenther. Hestatedamongotherthings:"I shouldliketowarneveryonenottogo toodeepintospeculationsaboutthe newEuropeandthepositionthatow countryistoholdthere."

WouldSwedenbewillingtofightin theeventofaGermanannexationby force?Wouldshewagewartokeep uphernationalindependence?After aconscientiousreviewoftheprinciples oftheSwedishGovernmentandthe bigpoliticalparties,thisquestionmay definitelybeansweredyes.Swedenis theonlyScandinaviancountrywhich hasbeenjudgingtheNaziswithoutillusion.AfterHitlersrisetopower, Sweden,whoseGovernmenthadalwaysbeenstrictlypacifist,begana thorougharmament.

Atpresent,alleffortsarenaturally concentratedonthedefenceofthe country.Swedenhasabouthalfa millionwelltrainedandwellequipped troops.(InternationalmilitaryexpertsthinkveryhighlyofSweden's officers).Itmustnotbeoverlooked thattheSwedisharmypassedonconsiderablequantitiesofitsreservesto FinlandduringtheRusso-Finnishconflict-afifthoftheair-fleet,250gunsof heavyandmediumcaliber,75anti-aircraftgunsofthelatesttype,90,000 riflesandlargequantitiesofitsoiland coalstocks.

TheSwedisharmsandmunitionfactories,especiallythefamousBofors works,aretoilingdayandnightforthe countrysdefence.ThewidespreadbeliefthattheSwedisharmamentfactoriesareworkingforGermanyisentirelywithoutfoundation;neitherisittrue thatSwedenissendingfoodsupplies toGermany.Thebestproofofthe incorrectnessofthisstatementisthe factthatthevalueofSweden'sexport offoodstuffsin1940,ascomparedto 1939,hasdeclinedbyabout250,000dollars,becauseshemosturgentlyneeds allfoodstuffsatherdisposalfordomesticconsumption.

Againandagain,theresponsibleleaderspointouttothepeoplethedangers threateningfromtheNazis.Thus, ForeignSecretaryGuenthensaysinhis aforementionedspeechwithregardto theimportanceofthedefenceofthe country,aslearnedfromtheexample ofothers:

'Experiencesincethebeginningof thewartellsusclearlythatnothingis moredangerousforasmallcountry, situatedinthevicinityofcompeting greatpowers,thantoconstituteamilitaryvacuum.ButwithSweden's positionandourpossibilitiesfordefence,itisinourhandstodecide whetherwearetobelookeduponas NoMan'sLand,whichattractsthe fightingofagreatpowerasamagnet, orasacountrythesepowersreallybelievecapableofmakingastandagainst aggression."

Apersonwhoknowshowtoreadthe veryguardedlanguageofSwedishdiplomatsundertheprevailingcircumstances,willclearlyunderstandthat Guenther'sspeechisclearlyandexclusivelyaimedattheAxisPowers. ThedeterminationoftheSwedishpeopletofightwithallpossiblemeans againstaNaziinvasionisthereason whichhas,uptothisday,keptthe Nazisfrom"incorporating"thatcountryintothe"GreaterGermanRealm." IntheeventofsuchawartheSwedish armymightdestroytheironoremines andthatwouldmeanacatastrophefor theNazis,whichtheywouldnotdeliberatelyinvite.

ContrarytotheNazis'expectations, theshiftinginEurope'sbalanceof powerhasnotmadeforastrongerinfluenceoftheirpartyinSweden.The oppositehashappened:inSeptember whentheelectionsforParliamenttook place,theSocial-Democrats-about whoseattitudetowardtheNazisthere canhardlybeanydoubt-wonasweepingvictory.Theywonnineteenseats inParliamentfromtheConservatives. theLiberals,theFarmers'Partyand theCommunists.Outofatotalof 2,800,000,1,527,621votedfortheSocialDemocraticparty,thusdemonstrating thattheyaresupportingtheparty whichleadsanuncompromisingfight againsttheNazis.TheSwedishSocial-DemocraticpartyisstillamemberoftheSocialistInternational,and itsdelegatesareinthesameexecutive committeeastheBritishLabour Party'sdelegates.

Inallotherrespectstoo,therelationsbetweentheSwedishSocial-Democrats,Co-operativeandTrade UnionsandtheirEnglishparallelorganisationsareveryclose.TheCommunistparty,whichinSwedenis mainlyfilledfromthelowerstrataof farm-workersandsailors,haslosttwo seatsinParliament.Itisnotso muchtheHitler-Stalinagreement,as theRusso-Finnishwarthathasinduced thousandsofCommuniststoquitthe

party.Itisimpossibletopersuadea SwedishworkerthatFinlandisnota democraticcountry.Thiskindof propagandamightbesuccessfulin somepoliticallyuntrainedcirclesin foreigncountries,butcertainlynotin Sweden.MostSwedishworkershave relativesinFinland;theyknowthat FinlandisademocracyliketheUnited States,GreatBritainortheirown country.Itis,therefore,notmerely incidentalthatformerSwedishCommunistshaverecentlybeenenlistingas volunteerswiththeFinnisharmy. Thesecondactiononthepartof Russiabywhichshehaslostmany CommunistadherentsinSweden,was theannexationoftheBalticStates,especiallyofEstonia.Thesituationof theSwedesinEstoniachangedradically.TheSwedishGovernmentand variousprivateaidcommitteesare greatlyworriedaboutthefateofthe inhabitantsoftheIslandofRaagoe, whoareallSwedish,andalsoabout thatofthewholeSwedishcolonyin Estonia.Themajorityarefishermen andsmallfarmerslivingundbrrestrictedcircumstanceswho,onJanuary1,hadtoyieldtotheSovietGovernmenteventhefewmeagrefieldsand housestheyhad.Swedishschoolsand institutionshavebeenclosedbythe RussianGovernment,andthecirculationofnewspapersintheSwedishlanguagehasbeenstrictlyforbidden.

Fargreater,however,thantheCommunistsdefeatwastheNazis'debacle attheelections.Inordertobesparedapublicdefeat,theNazisproclaim. edastrikeagainsttheelections,but thisveryactionmadeclearhowunimportanttheywere,formorepeople votedthanintheelectionsof1936.

ThecollaborationoftheSwedishNazis andtheGermanEmbassyisquite open.Thus,theNazipropagandatract, "DagensEko,"isdistributed,100,000 copiesaday,throughthePressDepartmentoftheGermanEmbassyin Stockholm.Dozensofspiesareholding"employment"inGerman-Swedish firms.TheSwedishstatepolice,however,hasaccurateinformationoneach individualNaziagentandwilltakethe necessarystepsatthegivenmoment.

TheSwedishpeoplestandasstrong aseverfordemocracy.ThefreeelectionsforParliament,theexistingrights ofcoalition,ofunionsandassemblies areproofsofthis.Evenifsome papers,suchas"GoteborgsHandelsoch-Sjofartstidning,"whichisedited byTorgnySegerstedt,aprofessorof divinity,aresometimesconfiscatedon accountofattacksagainstGermany, thisprovesnothingagainstSweden's democracy.Extraordinarymeasures resultfromextraordinarytimesandto drawconclusionsaboutSweden'sattitudefromisolatedincidentsarising fromhermostdifficultposition,would bemisleading.Democracyisstillsafe inSweden.

AustraliathenhadanIrishNapoleon inthepersonofPeterLalor,wholed theminers,orinsurgents,astheywere called.Foratimeapriceof£200was placeduponLalor'shead.Butitis anoldsaying,"Youcan'tkeepagood mandown."Lalorwasselectedasone oftheparliamentaryrepresentatives fortheruralelectorateofGrant,which includedtheBungaree,Gordonandadjacentdistricts.Subsequently,Lalor waselectedSpeakeroftheLegislative AssemblyofVictoria,andonretiring receivedaStategrantof£4,000inrecognitionofhisservices.Theoldwarrior,whowasafineorator,together withhiswife,liesburiedintheMelbourneGeneralCemetery,Carlton,as wellasadaughterandson,Dr.Peter Lalor.

InthebeautifulgardensinStintstreet,Ballarat,standsafinebronze statueofLalor,attiredintherobes andwigofaSpeaker.Thefigureof theoncebrilliantstatesmanstandsoppositeSt.Patrick'sCathedral.Itwas erectedin1892byoneofBallarat's notablepioneers,thelateMr.James Oddie,aprominentin:rnberofthe MethodistChurch,whopaidthecost ofthestatue(£2,000)outofhisown pocket.Notapennywascontributed bythecityandtownmunicipalcouncils,publicinstitutions,politicalbodies, orindividuals.PeterLalorretired frompoliticsthroughill-health,andfor sometimelivedwithhiswifeinPowlett-street,EastMelbourne.Hedied in1889.Incidentally,Lalor'sonly son,Dr.PeterLalor,practised,hisprofessioninBallarat,andlatersettledin Melbourne,wherebothheandhiswife died.

ItwasannouncedinaSydneyweeklyjournalofMarch5thatMissJudy Lalor,bornin1917,youngestdaughter ofthelateDr.andMrs.Lalor,wasengagedinmarriagetoayoungair-force mannowoversees.MissLalor,who isanattractiveMelbournegirl,hasa brother,Peter,whohasjustpassedhis finalmedicalcourse,andisaresident of7Raven-grove,EastSt.Kilda.It appearsthattherehasbeenaPeterin everygenerationoftheLalorssince thedayswhentheirillustriousgreatgrandfatherfoughtandledthediggers atEureka.

TheEurekaveterancamefromrenownedIrishstock.Hisfather,Peter Lalor,wasM.P.forQueen'sCounty, Ireland.Therewereeighteensons, twodaughters,andsevengreat-grandchildren.

Therewasevidentlyplentyofgood companyintheancestralhome,am onecouldtakeitforgrantedthatthere wereno'discussionsregardingthe"decliningbirth-rate"underLalor'sIrish roof.DetailsoftheLalorfamilytree wereobtainedby'thewriterfromrecordskeptattheBallaratHistorical Museum.-P.F.Sullivan,inthe"Advocate."

"When,throughaspiritoffavouritism-personalorofparty-through weakness,illconsideredkindness,corruptionorfailuretoseetheconsequencesofagivenact,theworsearepre- ferredtothebetter,themoralityofthe Stateisdegradedandagraveactis committedagainstjustice.

"Yet,asfarastheinterestsofthe communityareconcerned,thisisnot itsmostdangerousconsequence.

"ThemaintroubleisthatthemechanismoftheStateisimpairedand theoutputofthepublicdepartments ispoorinquantityandinquality."

"Ihavealwaysattachedthegreatest importancetotheproblemoftheCivil Service,eveninmattersofreforms whichhavenothingtodowithadministration,ofwhichthatServiceisthe bodyandsoul.Becauseofthis,from

theverybeginning,Ihaveendeavouredtobringaboutitsreformation,withoutuseless'axing,'andmerelyfollowingconsiderationsofutility,justice, andresponsibility.Ifacivilservant belongingtoagivenbranchofadministrationismadetounderstandthathis work,howeversimple,ispartofasystemofeffortsrequiredfortheexecutionofaparticulartask;ifitisexplainedtohimthatheiscollaborating inagreatworkandthatifhedidnot dischargehispartofthework,itwould beimpossibleoratleastincomplete, hewillthenrealisethatheisauseful memberoftheStateandislikelyto heconsciousofthedignityofhisoccupation.

"Heshouldcultivateasenseofjus- tice-ofresponsibility,whichisthe senseofjusticeofthecivilservanttowardstheStateandtowardsthenation.

Suchaman,howeverunpretentious hemaybe,shouldknowthatheholds asmallfractionofthesacredpowerof authority;thatauthorityexistsnotby theimpositionofforce,butbytherequirementsoflifeincommonandfor thewelfareofall;hemustrealisethat fromhisacts,fromhiscarelessness, fromhisknowledgeorfromhisincompetence,benefitsorlossesmayresulttoindividualsandtothecommunity. Hisresponsibilitiesareenormous becausehedidnottakethetroubleto verifyfactsorfiguresitmaywellhappenthatcertainactsoftheGovernmentandevenawholepolicymaybe travestied.
