THECONCORDATAND CONSISTENCY.
ThesuccessoftheNationalSocialistsin1933createdanewsituationbut theattitudeofthePopeandBishops remainedconsistent.
TheConcordatbetweentheChurch andtheStatewasindeedasignof theirconsistency:foritrecognisedthe authorityoftheNationalSocialistGovernmentinitspropersphere,while providingguaranteesfortheunhamperedactivityoftheChurchinspiritualaffairs.

Itdidnotsucceedinthisaim,but sinceneitherPopenorBishopshad beenunderanyillusionsaboutthe dangeroustendenciesinNationalSocialism,theywerenotunpreparedfor thestrugglewhichfollowed.
Duringthetroubledyearssince1933. thePapalpolicyhasremainedconstant. Aperfectlycorrectattitudetowards thegovernmenthasbeenmaintained, becauseinspiteofNazifaithfulness thereisnoessentialincompatibilitybetweentheexistenceofatotalitarian GovernmentandthecontinuedmissionoftheChurch.

PAPALPROTESTS-

ThePapalutterancesof1938were largelyrepetitionsofearlierstatements.
AlltheseareexamplesofthePope's anxietythatthefaithfulshouldbe allowedtopractisetheirreligionand listentotheteachingoftheChurch.
