THECONCORDATAND CONSISTENCY.

ThesuccessoftheNationalSocialistsin1933createdanewsituationbut theattitudeofthePopeandBishops remainedconsistent.

TheConcordatbetweentheChurch andtheStatewasindeedasignof theirconsistency:foritrecognisedthe authorityoftheNationalSocialistGovernmentinitspropersphere,while providingguaranteesfortheunhamperedactivityoftheChurchinspiritualaffairs.

FarfromcompromisingwithNationalSocialism,itrepresentedanattempttobindthenewrulersbytreaty obligations,sothattheintrusionof thepartyinthereligiousspherewould herenderedmoredifficult.

Itdidnotsucceedinthisaim,but sinceneitherPopenorBishopshad beenunderanyillusionsaboutthe dangeroustendenciesinNationalSocialism,theywerenotunpreparedfor thestrugglewhichfollowed.

Duringthetroubledyearssince1933. thePapalpolicyhasremainedconstant. Aperfectlycorrectattitudetowards thegovernmenthasbeenmaintained, becauseinspiteofNazifaithfulness thereisnoessentialincompatibilitybetweentheexistenceofatotalitarian GovernmentandthecontinuedmissionoftheChurch.

PAPALPROTESTS-

ThefrequentprotestsofthePopes fgainstthepersecutioninGermanyare well-known.

ThePapalutterancesof1938were largelyrepetitionsofearlierstatements.

AlltheseareexamplesofthePope's anxietythatthefaithfulshouldbe allowedtopractisetheirreligionand listentotheteachingoftheChurch. ButthecondemnationofNational Socialistdoctrineandtheassertionsof theChurch'srighttojudgeonfaith andmoralsaremuchstrongerand leavenottheslightestdoubtabout theincompatibilityofCatholicismand NationalSocialism.
