therewasletlooseaconsiderable amountoffeelinginregardtothemethodsoftheCosgraveGovernmentinits attempttobalancethefinancialaffairs oftheFreeState.TheGovernment wascontinuallyharrassedbytheoppositionofthenewpoliticalgroups whichthediscontentofthelastfew monthshasproducedinDailEireann, frequentlyunreasonably,andwithno clearpurposebeyondthefactthatthe criticswerenotsatisfiedwiththeadministration.

MovingthatthevotefortheExecutiveCouncil(£13,675)bereferredback.

Mr.0.GratanEsmonde(National Group),saidasthesessionwascomingtoanenditwasonlyrightdiscussionshouldtakeplaceastowhether thepolicypursuedbytheGovernment waslikelytoobtaintheresultsclaimedforit,andattaintheobjectthat Househadinview,andwhichthe Governmentwereclaimingtohavein view. Noonewishedtobelittlethework oftheExecutiveCouncil,particularly during1922and1923.TheStatewas saved.AttherootofallthedifficultiesfacedbytheDailwasthefinancial policyoftheGovernment. HeassumedthemainobjectoftheExecu tiveCouncilintheirfinancnalpolicy wastore-establish,ifpossible,thecreditoftheState.Thecreditofthis Statedidnotdependuponwhatthe bankofEnglandthoughtofit,but whatthepeopleofIrelandthought themselves.IfthepeopleofIreland werewholeheartedlybehindtheCae ernment,itwasonlythenthatthe Statecouldhavecredit.

"ASpiritofPanic."

AnythingtheGovernmentdidthat turnedasectionofpeopleagainstthe Statehadtheeffectoflesseningits credit.Measureshadbeenpassed whichturnedalargesectionagainst theState.Decisionstosponsorsuch measuresandnotreduceheavytaxationhadbeenreached,asfarashe wasabletodiscover,inahastyirresponsiblemanner,andmoreinaspirit ofpanicthanonanyclearlysetout plan.TheeconomicproposalsputforwardbytheGovernmentweretoo small,theoutcomeofanextremely stingyfinancialpolicy.

"Iamsatisfied,"saidMr.McGrath, "thatthecrisistotheirmindispassed. Certainofficersthattheywantedto getridofforalongtunearegone; others,whoweregivingtroubleinanotherdirectionaregone,and,asthe Presidentsaid,ifithasbroughtabout peaceitiswell."

Mr.McGarry(Nat.Group)declared theExecutivewerecarryingonwith theirheadsinthesand.Theyhad carriedonasiftherewasnoalternative Government.Thementalityofthe Governmentremindedhim,hesaid, amidlaughter,ofthemanwhowent intothePennyBazaarandaskedfor thebargainbasement.Whatwasthe useofbalancingaBudgetforastarvingpeople? ThePresidenthadsaid hespentmoremoneyforthereliefof unemploymentlastyearthananyGovernmentinEurope.Themoneyhad notbeenspentforreliefofunemployment,butreliefofrates.Thelast demobilisationwasanattempttoclear outoftheArmyeverymanofpreTruceservice,anditverynearlysucceeded.HethoughttheGovernment shouldhavesomesettledpolicywith regardtotheprisoners.

CriticismEasy.

WhentheHousereassembledat775, thePresident,alludingtothecomparisonwithDenmark,Holland,andSwitzerland,saidhedidnotknowwhether itwassuggestedacomparisonshould hemadewiththreehighlydeveloped wellorganisedcountries,freefromany internaldisorderorexternalaggression,andhavingalltheadvantages thatcountriessituatedastheywere duringthewarperiodhadintheway ofreapingconsiderableadvantages.

CriticismsaboutbalancingBudgets wereveryeasy.IfthisgreatnewNationalPartyhadgotabetterfinancial policy-somethingwhichwouldopen upgreatprospectsofdevelopmentand aconstructiveprogramme-therevas agreatfieldforthemnotaloneinthis country,butinmanyothers.

Mr.Milroy:Thiscountryisbig enoughforit.

Mr.S.Milroycreatedagooddealof laughterbypicturingMinistersinthe wayhethoughtwastheimpressionof thegreatmajorityofthepeople.In theMinisterforEducationtheyhad. hesaid,adiscipleofRipVanWinkle, whosedepartment,however,madepro gressdespitehissomnambulistictendency.IntheMinisterforJustice theyhadamanwhomsomeregarded asaMussolini,whileothersreggdeo himasamustardplasterthathadexhausteditsusefulness.IntheMinisterforExternalAffair:.theyhadan amusingdilettanteWill-o'-the-Wisp, whosesoleconceptionofinternational diplomacyseemedtobepersistent flippancy.

Lastandbynomeansleast,they hadinthePresidentaconfirmedbelieverinthephilosophyofMarkTapley,whoheldthattherewasnocredit inbeingcheerfulunlessthingswere goingagainsthim,andthentriedto keepthingsgoingwronginorderto earncreditforbeingcheerful.

Movingthevote01£343,983,Mr. O'Higginsmentionedthatthatsum representedanincreaseof£16,441;.In thisestimatetheyhadtheWanesof thepolicemagistrates.TheChief Magistratehadasalaryof£1,200with abonusof£263,andtheother magistrateshadeach£1,000with e samebonus.

WhenPart3oftheCourtsofJustice Actcameintooperation,itwasprobabletherewouldbethreeJusticesallocatedtotheD.M.P.area.ThesalaryfixedfortheSeniorJusticeforthe areawas£1,200,andthatoftheother twoJustices£1,100.

Theestimateofpaywasbasedona requirementof1,140menasanormal workingstrength. Alargenumberhadretiredorwere retiringunderArticle10oftheTreaty, anditwasnecessarytomakeprovisionfor180meninorderthatthere mightbesufficientrecruitstrainedto fillvacancies.BetweenthisandDecember210wouldberetiring. Outof1,124mentransferredon April7,1922.423hadretiredand190 hadappliedtoretire,sothatoutof 1,124transferredonly600werenow serving.

Therehadbeensuggestionsfrom somequartersthatit,wasthewishor policyoftheGovernmenttocausemen toretireunderArticle10.Thatstatementwasexactlythereverseofthe truth;theGovernmenthaddone everythingpossibletokeepallthe membersoftheforce,andweredisap- pointedthatsuchalargeproportion shouldtakeadvantageofanArticleinsertedintheTreatytomeetacaseof menwhowouldbeutterlyobnoxious toanewGovernment.ortowhoma newGovernmentwouldbeutterlyobnoxious.

WhatwastheArmyfor?Whatdidyouwereabletoframeabetterpolicy itdo?WastheMinistryofDefence capableofdefendingthecountry?He doubteditverystrongly.However willingtheofficersandmenmightbe, theyweregivennochancesofarashe couldseefromtheestimates.

ThePresidentwasCommander-inChiefandMinisterforDefence,andhe doubtedifhecoulddefendDalkeyIslandagainstaninvasion.

HowmanygunshadthePresident got?Hewasinformedthathehad onlyfourcapableofgoingoffatall. PerhapstheywererelyingontheBritishGovernmenttodefendthecountry forthenexttwoandahalfyears. Whatguaranteehadtheythatwhen dangerarosetheBritishwouldnotin vitetheLordChiefJusticeofNew Zealandtodiscussourresponsibilities underthisarticle?

HedoubtedifthePresidenthad enoughmachinegunstoholdtheline oftheBoyne.Thearmyhadnot beenequippedasanordinarysmall, efficientarmywasequippedinother countries.Itwasbeingequippedas apoliceforceandcouldnothecalled anarmy. TheArmyInquiry.

Mr.McGrath(Nat.Group)saidhe wasforcedtotheviewthattheinquiry intoArmyadministrationwasonlya "gag"-agagforthetimebeing.He wassatisfiedtheExecutiveCouncil werenotgenuinewhentheysaidit wasabsolutelynecessarytohavea searchinginquiry.Theattitudeof theExecutiveCouncilsincetheReportwasissuedwasoneofnoresponsi- bility.TheReportwashandedaround tothemembersoftheDailwithouta wordastowhetheritwasacceptedor rejected.

Mr.McGrathagreed.and,continuing,saiditwasunfortunatethatan efforthadbeenmadetodiscussthe Report.Itwasmadeinthewrong

thanthat,thedreamsofNapoleon wouldnotbesufficientforyou."

Itwasnotbyanyvoteofwantof confidencelightlyproposedthatthey weregoingtoteachtheExecutive Councilhowtodotheirbusinessif theydidnotknowit.Whatposition wouldthiscountryheinifwewenton notbalancingBudgets,withdeposits ofover£150,000,000inourbanks?That wasthesheetanchoratpresent.They knewthatiftherewasonethingmore thananotherthatanimatedinvestors toputtheirmoneyintotheNational LoanitwasthattheyhadtheheadlinethattheGovernmentwerenotgoingtolivebeyondtheirmeans. ChangeinMinistry Mr.Johnson(Lab.)referredtothe tacticsofDeputyMacGrathandhis way-inawayinwhichheandotherscolleaguesinstagingafielddaybefore couldnotdiscussit.TheExecutivetheadjournment,andsaidtheywere Councilshouldhavesaideithertheydeservingofcriticism,becausethey weresatisfiedwiththeReportorthathadnotavailedofopportunityafter thecrisisaboutwhichtheInouirywasopportunityontyreestimatesofexpromisedhadpassedandtheywouldpressingtheirlackofconfidence;nthe prefertoletthematterdrop. SaysanEasternillustratednewspaper,dated21st.ult..undertheheading of"CrimeWave":"Theweakmoralandreligiouscodesinculcatedintothe childrenofthelastgenerationbythemediumoftheStaleschools,wasthe opinionventuredbyMr.VivianDeacon,psychologistandeconomist,toan audienceintheVictoriaCoffeePalacetoaccountforMelbourne'spresent crimewave.AlthoughadefenceoftheChristiancodewasnotMr.Deacon's aim,hearguedthatthefabricofmoralityhungtoit.andwithoutitcivilisation,ifitdidnotcollapse,sufferedarelapse.Theweakeningofthereligious codecouldbetraced,hesaid,toadoubtintheauthenticityofChristianity. WhenpeoplebecamemoreGod-fearing.themoraltoneofthecommunity wouldriseandcrimeabate."

Mr.VivianDeacondidn'ttellhisaudienceanythingoriginalwhenhehit uponthisunpalatablefact;butMr.Deaconistobecongratulatedonhis courageinfacingthesituationandexposingthemenacetooursocialsystem whichpoliticiansandapologistsforfreecompulsoryandsecularinstruction standfor.Itisnotto-dayoryesterdaythatattentionhasbeencalledto theevileffectsofourPublicInstructionActanditsblightinginfluence uponthecharacteroftheyounggeneration.Since1875therehasbeena gradualincreaseinirreligion--andintendenciestolawlessnessandcrime. Itwillnotbedeniedevenbytheadvocatesofsecularismthatthefabricof morality,asitisunderstoodintheChristiancode,ismenacedbythewithdrawalofreligionfromeducation.TheboastofthesecularistsinFrance whentheschoolsweresecularisedwasthatGodwaspushedoutacrossits frontiers,andthatthelightsofheavenwereextinguished.Itdidn'ttake themlongtounderstandthemeaning,andtoexperiencetheincidence, ofthisstupidtemerity.Afallingbirthrate,disruptionofthesanctitiesof homelife,increaseddisregardfortheimmunitiesofthemarriagetie,alesseningofrespectforthestandardsofmorality,andtheEigeridealsofsocial andpoliticallife,werediscernibleintheoutcropofthesecularisedschools andinthestatisticsofcrime.

TheKulturpolicyofthePrussianGovernmentandPrinceBismarck createdasystemofGodlessphilosophywhichshockedEuropein1914,and whichpriortothenwasacauseforanxietyandmentalanguishtoalarge sectionofthePrussianpeoplewhorespectedandreveredreligion.

Whatwasapparentfromthedethronementofreligionintheschools ofFrancehasbeenpoignantlymademanifestintheaftermathoftheRussian revolution,whenChristwassmittenonbothcheeksbyhisinsolentenemies oftheCommunistregime.Theworldhasreadthesordidstoryoftheig- noblestrifetoextirpatethereligiouslifeoftheRussianpeople,andtodarken andcramptheyoungmindoftheRussianchildwithacodeofhatredand Godlessness-theworldhashypocriticallycondemnedthemad-dogtendenciesofthenewRussianGovernment,butitshutsitseyestothegrowthof iecularismunderotherguiseswithinitsotherfrontiers.Byamultitudeof cunningschemes,thesecularistisputtingforwardhisolevicestostemthe progressofChristianity.Whattheswordandproscriptionhavefailedto dointhepastthesecularistfindshecancompassbylegislationandbvteaching.Itisamuchsurerway,becauseitleavesnouproaramongstthe peoples,andthereisnowelterofbloodtobeexcusedorexplained.The AmericanIngersol'seloquentinsolencewonmorerecruitstohisstandardof infidelitythanmanybattalionsofinfidelscouldhaveachievedarmedand equippedandsentforthinthepanoplyofwar.SoinlikemannertheEng- lishdradlaughandhisassociatesbegotafollowinginEnglandwhoseac- tivitieshavebeenresponsibleformuchofthatfatalindifferencetoreligion whichhasgrownupinthemassesoftheBritishnation,andwhichProtest- antisminEnglandfindsitimpossibletocounteract.Wherevertheupas plantofsecularismhasbeenculturedithasseededandproducedacropof evilsdangeroustomoralityandtothesafetyofsocialorder.Withoutre- ligion,manisnothingmorethantheanimal,andfreedfromtheleashofpre- vention,heisreadytoputforththelawofthejungleandthelicenceof thestockyard.

Asa-psychologistandeconomist,Mr.VivianDeaconmayormaynotbe agreatauthority,buthemayatleastbecreditedwithcommonsensewhen hedeclaimsagainst"theweakmoralandreligiouscodesinculcatedintothe childrenofthelastgenerationbythemediumoftheStateschools."for,as- suredly,withouttheessenceofreligiontosweeten.andflavoureducation itwilleventuallyproveastagnantthingfullofviciousdesiresandrancid andeviltendencies.Lefttosecularism,civilisationwouldrelapseintoa turgidandfilthysensualismandeventuallycollapse.

Inourmorningpaperthisweekwelive.hadreportedaSaturnalianrevel intheheartoftheCityof.Sydney.whichwoulddisgustanddefameafeast

ofSaturnintheworstdaysofpagansensualism.Wewonderwhatthe Nesses,theWeavers,andtheeruditeMr.Ley,whostandforafree,compulsoryandsecularEducationAct,havetosaytothisnewevidenceofthe growthoflawlessnessandbebaucheryinthefairCityofSydney.Yester- daytheywereeloquentindenouncingRome,becauseRomeprotectedthe SacramentalMarriagetieandthesanctityofthehome;theyinveighed againstanyamendmentofthePublicInstructionActwhichwouldsubsidise theChristianschool,wheremoralityisinculcatedintothechildren,and whereth'estandardsofdecentcitizenshipareimpresseduponitscurriculum. Theargumentofthesecularististhatifparentswantreligionfortheir children,theymustteachittothemintheirownhomes.Buttheoutput ofthesecularistschoolsshowsthataverylargepercentagegooutfromthem intotheactivitiesofcitizenshipwithpracticallynoreligion.Whatsortof homeswilltheymake,andwhatamountofreligionwilltheyimparttotheir children?Theboyorgirlwhogoesoutfromtheschoolwithoutreligion goesopttodefytheconventionsofSocietyandtodefythelaw.

Recognisingthevalueofreligionasapotentialelementinthetraining oftheyoung,theCatholicChurchhasmadeitimperatiVethatthe_.'athoy childshallbeeducatedbyChristianmethods,and,thatthespiritualsideof hischaractershallbeasequallytrainedasthesecularside,thatitseducationshallbeabalancedan'lwholesomewhole,andnotadeformedand taintedthing-thatitwill,insofarasitsnaturalabilityaidsit,beauseful, decent,intelligentandwholesomecitizen,loyaltoitself,toGod,andthe State.AndheedingtheimperiouswilloftheChurch,loyalCatholicparents,andtheCatholiccommunitygenerally,makeagreatvoluntarysacrificeto,maintaintheCatholicschool.

TheRev.Dr.Csslurley,wholeftthis Stateashortwhileagoonaholiday abroad,wasprivilegedtowitnessthe proceedingsoftheEucharisticCongress whichopenedatAmsterdam,Holland, inJulylast.Underdate28th,July, hewritesfromtheDutchcapitalto hisGraceArchbishopClunethefollowinginterestingletter:

"Amsterdam,July28,1924.

"MyDearLordArchbishop,"ForthepastfewdaysIhavebeen hereattendingtheEucharisticCongress,whichfromeverypointofview hasbeenamostdecidedsuccess.I wasnotfortunateenoughtowitness thearrivalofthePapalLegate,butI havebeenpresentatfouroftheother reallygreatfunctions,allofwhichwere heldintheStadium,aplacewithseatingaccommodationfor40,000.On Saturdaymorningat8.30wehadthe generalCommunionofthechildren, andonSaturdayeveningat7wehad ageneralmeetingoftheCongress. ThenonSundayat9.30.theLegate celebratedPontificalHighMass,and intheafternoonat3heofficiatedat PontificalBenediction,carryingthe BlessedSacramentinthetrulysplen didprocessionaroundtheStadium. Forthechildren'sgeneralCommunion theStadiumwaswellfilled,thoughnot tooverflowing.Theweatherwas ratherdull,andforafewsecondslight rainfell.About10,000childrenap- proachedthealtarrails.

"Imustsaythatthechildrens dressesdisappointedme.Ihadbeen expectingquaint,picturesquedressing, buteverythingwasveryordinaryanddrab.OurAustralianchildren,on suchanoccasion,wouldbeattheu Dutchfriendshollow.However,the enthusiasmofthepeoplewasextraordinary,andwhenattheendofMass thewhole Eucharisticcongregationsangthe Hymn,theeffectwas,in deed,wonderful,secondonly,Ithink, totheTeDeuminSt.Peter's.

"AtthegeneralmeetingtheStadiumwasbynomeansfilled.Therewere signs'ofrainandthedampairwas chilly.Bymeansofmegaphones everysinglewordwasheardclearly anddistinctlyineverypartofthe building.Thefunctionremindedme ofwhatinPropagandaiscalledanac, cademia,but,ofcourse,onavery largescale.ThePapa,Legatepresid- ed,andwhenBishopHeylenhadmade someintroductoryremarksinFlemish, delegatesfromGermany,Hungary,the Argentina,Czecho-Slovakia,andPo- landdeliveredshortaddresses,and thenthe DutchCardinalLegatespokein forquitealongtime.The GermanDelegatemadeagreatimprea sion.Hespokewithmuchvehemence, andhisremarkswerereceivedmost4- thusiastically.ButthePolishpridt madetheaddressoftheevening.He simplyelectrifiedtheStadium.He spokefirstinPolishandthenin Dutch.HiscomplimenttoHolland wasfullyappreciated,andattheend ofhisdiscoursetheLegatechattedwith himforalittlewhile.Thenthe photographerssurroundedthePoleand tookaspecialphoto.ofhim,theSta-diummeantimeringingwithcheers.
