TherewerestrikingscenesinLough. rea,wheretheconsecrationtookplace. TheSeeofClonfertbecamevacanton thetransferofMostRev.Dr.O'Don ertyandtheselectionofMostRev.Dr. Dignanashissuccessorwasacclaimed witheverymanifestationofpopular satisfaction.Preparationsfortheceremonywereinthehandsofalocal committeeofleadingcitizens,andre- sultedinthetransformationofthe principalstreetsoftheCathedraltown intoavenuesartisticallydecorated withevergreens,palms,andshrubs,intermingledwithwhichwerenumerous applicablemottoesinIrish,Latin,and English.

Thesedisplays,,treprofuseoutsidetheCathedralandConventofMercy, andanarrestingportionofthescheme wassuppliedbyatriumphalarchof evergreenssurroundingahand-painted portraitofSt.Brendan,erectedbythe IrishLegionofEx-Servicemenoutside theirclubinSt.Brendan'sterrace.

Anoteworthyfeaturealsowasthat Protestantsparticipatedinthejubil- antfeelingsoftheirfellow-townsman, andspanningthestreetoutsidetheir hurchtherewasthesimple,buteffec- tivelegend,"HealthandHappiness."

AtthehourfixedfortheConsecra tion,thecathedralwasthronged,and largenumberswereunabletoobtain admission.TheApostolicMandate appointingthenewBishopwasread byRev.T.Dempsey,Presidentofthe DiocesanCollege,Ballinasloe.The consecratingprelatewashisGracethe ArchbishopofTuam,whowasassisted byMostRev.Dr.Morrisroe(Bishopof Achonrv),andMostRev.Dr.Naugh- ton(BishopofKillala;.

ThesermonwaspreachedbyRev.P. Connolly,DanganPark,Galway,who saidoneoftheirownfleshandblood, whomtheyhadlearnedtoknowand love,hadbeenchosenassuccessorto theApostles.

Theyacceptedhimasthetruerepre- sentativeofJesusChrist.Herejoic-edwiththecongregationattheconse- crationofachildofthedioceseas theirBishop,andspokeinhighterms ofthecollegiateandpriestlycareerof thenewprelate.Inhisdealingswith othershewasknownforhisChrist- likespiritandhisChrist-likegentle rule,whichsowonmenastomake oldmindsanxioustoco-operatewithhim,andyoungheartseagertoaccept hisideals.

Theexactcontraryisthefactttithe SixNorthernCounties.TheCatholics havebeendisfranchisedasfarasthe BelfastParliamentcaneffectthisend, bothinregardtoelectionsfortheImperialParliamentandforMunicipal Councils.InnopartoftheSixCountiescantheCatholicsnowmaketheir viewsprevailinregardtopolice,ineducation,sanitation,poorlaw,religi- ousfacilitiesandthesundryother thingsthataffecteverydaylife.They- havebeendrivenoutofeveryposition ofinfluencetheyheldin1922.Thisoppressionhasbeeneffectedbyhostile legislationinBelfast."

TheLivingWage.

Tothesevictimsofill-regulatedin- dustrialconditionstheChurchof Christdeclared,throughherillustrious PontiffLeoXIII.,thatthetoilerisen- titledinstrictjusticetoalivingwage, toawagethatwillenablehimtolive accordingtoareasonablestandard, andtomakesecureprovisionthrough ordinarymeasuresagainstthedaysofpanicandoffinancialdisaster.She furthermoredeclaresthattheywho failtopaythislivingwageareguilty offundamentalinjustice,andtheywill meetwithdueretributionatthehands ofthatalmightyPowerwhichwill avengeunsparinglythedoersofwrong andthedefraudersofthepoor.

TothesesuffererstheChurchof Christ.whiledwellinguponthefarreachingeffectsofthismisfortune. uponitsdemoralisinginfluenceupon character.uponitsperilstonational welfare,declaresthisunfortunatecon- ditioncanheremediedonlybybring- ingtheeconomicsystemtoaChristian standard,inwhichhumaninterests mustbesubstitutedforindividualor classinterests.Thehumaninterests ofalltheproducersofwealtharein harmony,whiletheindividualand classinterestsarenecessarilyinoppo- sition.Hencesuchmeasuresmustbe putintopracticewhichwillensurethe adequateprotectionofthosewho,now sufferfromtheshamelessgreedofthe no-Christianwealthcollector.

TothosesufferersfromdiabolicalinjusticetheChurchofChristemphati- callydeclaresthattheamountofwage isnottobedeterminedbysex,but thevalueoftheworkperformed,and thatwheretheworkofwomenisequal tothatofmen,andwhereeconomic valuesdeterminewages,anequalreturnshouldhemade.Furthermore, shedeclaresthattheStateishound tothrowsuchprotectionaroundthe womanthatneithertheindividual,thefamily,northeracewillsufferinconsequence.

insomeStatesjurysquaringisthere; gularthing.Certainlybodiesofthe typeofthedangerous"KluKlux Klan"havebeenknowntoterrorise juriessothatacondemnationofany oftheirmemberswouldbequiteout ofthequestion.Mr.F.Collopywas ofopinionthatajudgeisasmuch opentobriberyasanyjury.Consequentlybettertaketheriskoftwelve menbeingbribedthanone.Hear. guedthatjuriesdonotmakemany mistakes,becausetheyaresensibleof theirawfulresponsibility,especiallyin amurdertrial.'Mr.R.Linksongave afewcogentreasonswhytheAustralianStatesshouldabolishtheofficeof StateGovernor,seeingthatthevariousStatesarenowfederatedandhave adirectrepresentativeoftheKingin theGovernor-General.QuiteanumberofStateGovernorshavebeennominatedforpurelypartyreasons.In anycasewithoutconsideringthe meritsordemeritsofthemensent out,itisobviousthatmuchmoney wouldbesavedandputtosomemore worthypurpose.Mr.J.McFayden arguedthattheordinaryclassofState Governorsmustkeepapartfrompolitics,nomatterwhattheiropinions maybe.AGovernorneedsalarge salaryifhewantstokeepuphisestablishmentonascalebefittinga King'srepresentative.Considerable interestandattimesacrimoniousdiscussionwasarousedbythenextdebateonSundaysports.Mr.0.Mayrhoferfailedtodistinguishbetween thosesportswhichentailverylittle disturbanceandthosewhichareaccompaniedbybigcrowdsandmuch tumult.Hemaintainedthatlifewas toostrenuousasitiswithoutincreasingthestrainbyindulginginviolent exerciseonthedayappointedforrest. Mr.E.N.Durack,inreply,showed howmanymenhaveSundayasthe onlydayinwhichtheycaneithertake partinsportsorbepresentatthem. Itissurelybetter,especiallyincrowdedcities,formentobeinterestedin someformofsportthantobeidling aboutthestreets.Theadjudicator summedupeachdebateatitsconclusion,andawardedthevictorytoG. OnSaturdaylastthesocietyhelda meetingattheCollege.Brother O'Connorpresidedoveranexcellent attendance.Aseriesofsingle-handed debateswereheldonquestionsofmoment.Mr.G.Walshstatedclearly andconciselyhisreasonwhytheModernSchoolshouldnotbeallowedinto theSecondarySchools'Association. TheRamsayMcDonaldGovernmentrecorded,orratherthecablesrecorded,manydefeatssincethebeginningofitsfunctioning.Trueitsreverseswereonminormattersofnotmuchconsequence.Itstands,however,notforlittlethingsprincipally,butforbigthings.Thelittlethings may,whentheLiberalsdecideagainstthem,goandbehanged,even thougharegretgoeswiththem.Butthebigthingsarethethingsthat matterwhenprinciplesareatstake.SofarnoprinciplethingworthfightingforhasbeensacrificedtoplacatetheOpposition,andtherehasbeena clearingofthepoliticalatmosphere.Itscoredawininanimportant matter-theOldAgePensionsBillpassedthesecondreadingstage.Itis ratherstrangethatinBritainPensionsarebeingincreased,whilstacross thewater,intheIrishFreeState,Pensionsarebeingrevisedandreducedin theinterestsofeconomy.Queer-yes,veryqueer.

Thelocalcelebrationofthe12th.ofJulypassedoffwithouttheburstingofmanyverbalcrackers.Theusualcelebrationfireworkswerekeptfor burningindoors.Inpublictherewasnoparticularexcitement.Weare pleasedtonoticethatdiscretionandalaudablespiritofprudence,ifnot thebeginningoftoleranceandarespectforhistoricaltruth,ismanifesting itselfintheoratoryofOrangeism.ThegentrywhodefendtheEmpirewitk denunciationsoftheirownhallucinationseachrecurringyearduringthe daysinJulydedicatedbytheworshippersofanalienPrince,arege,,t,ting smallbydegreesandtamerasoldFatherTimemoveson.Withthatadvancementofknowledgeandacorrectappraisementofthedutiesofcitizenship,bigotryisdyingtotheslowmusicofcommonsense.If,asAustralians,wetriedtounderstandeachotherandcombinedinallpublicaffairs topromotethepublicweal,andmindedourownreligiousbusiness,working forGodastheCommonFatherofallmankincl,towingcharitytoallmen, howverymuchbetteritwouldbefortheStateandsociety.Whatcorruptionsmightbethrottled,whatinjusticessmothered,andhowmuchnearer wouldwebedrawntothathappytimedreamedofbyChristianSocialism whentheBrotherhoodofManwouldbereallyexpressedinoursocialand nationalactivities.Wehavenotyetcaughtthefaintlightofthefar-off gleamofthatLovestarshingingsomewhereinGod'sclearheaven,butfor thesakeofhumanitywehopeitsfulllightwillreachthispooroldlumbering worldsomeday-itwouldheadenialoftheFatherhoodofGodtodespair ofeverseeingit.Meanwhilemightwenottryasfellowmentothink morekindlyofeachother,andifprofessingChristiansmightnotour12th. ofJulyworshippersstopfrominsultingGodbyprayersthatpressupon Himinsultingdemandsforprivilegesandfavoursclampedandboundwith uncharityandburningsectarianbitterness?

TheAwakening

Mr.W.J.Brown,J.P.,oneoftheSixCountypersonalities,whostands fortheascendancyoftheBritishinterestinNorthernIreland,makesnosecretofhispoliticalfeelingsinthematterofkeepingtheNorthaclose boroughfortheUnionists,whoswearbythememoryofthe"pious,glorious andimmortal"whointerruptedthecourseofnationalisminIrelandand savedhimselfandhisbrethrenofthejerrymanderedSix-Countyelectorates fromRomanenfluence.HeclaimsthatUnionistspaid78percent.ofthe taxes,andthattheyhadarighttocarryouttheiropinionstosuchanextentthattheywouldpreservetheSixCounties.Thatmeansthatheendorsesthebarefacedjerrymanderingoftheelectoratesintheinterestsof theUnionistsoftheNorth,thegentrywhopay78percent.ofthetaxes. AllisfairintheNorthernParliament'sgameof"putandtake"intheelasticpoliticalcreedofMr.W.J.Brown,J.P.,whoboastedthattheywere "betterabletoholdtheboundarynowthanwhenWilliamfoughtJames." f Brown,J.P.,isapparentlyoneofthosethicklyencrusteddescendantsof thepioneersofthePlantationdays,whohaveremainedtruetotype,notwithstandingthosenaturalchangeswhichknowledgeandintercourse,and environmentareaccountablefor.Somegrubslivewithinanambitfrom whichtheyneveremerge,andthereisnoreversionintheirspecies.Brown, J.P.,isprobablyoneofthosehumangrubswhoseexistencefromthebeginning,fromhisprimalcryuptohisponderousandinexactdeclarationon theboundaryquestionhasbeeniron-chasedandclampedwithinthedoxiesof thebrethrenwhoworshipandwhohavesanctifiedthememoryofthehistoricDutchman,whowastheson-in-lawof"ShamusaHocha,"thepuling paltryKingwhoweptwhentherewasanexcellentchanceoftheimmortal PatrickSarsfieldmakinghisdaughterawidow.Thattherearemanymore oftheBrown,J.P.,speciesinNorthernIreland,weverilybelieve,notwithstandingasservationstothecontrary,andtheyaretherealfactors whoareembarrassingSirJamesCraigandthosemoderatepeoplewhoare, wethink,honestlystrivingtobringaboutareasonableandjustsolutionofa veryknottyproblem.Thatitwillbeadjustedtotheperfectsatisfactionof NorthandSouth,wedon'tthink,butuntilitissettledtothesatisfaction ofthegreatmajorityofthepeopleofIreland,thatmajoritywillcultivate thesuspicionthatNorthernIrelandisnothingmoreorlessthanaBritish garrisonheldandmaintainedintheNorthasaspearheadtobeaimedat thelibertyoftheFreeStatewheneverareactionaryBritishGovernment shoulddesiretochangethecourseofIreland'snationalism.Thatitisthe paramountsuspicionofalargesectionofseriousmindedmeninIreland mustbeobvioustotheimpartialreaderwhofollowsthecontroversyonthe unforunateBoundaryQuestion.

AtleastoneMinisterintheCosgraveGovernmentrealisestheseriousnessofhisjob.HowtolessentheburdensoftheIrishfarmerandtogive encouragementandcontentmentwhereatpresentandforsometimepast therehasbeendepressionandacreepingdiscontent,istheproblemfacing Mr.Hogan,theMinisterforAgriculture.DuringthewartheIrishagriculturalistenjoyedaperiodofprosperity.Thereweregoodmarketsforhis produceandgoodprices.HadhisprosperitylastedtheIrishagriculturalist wouldhavehadreason,likemanyofthemerchantsandmanufacturersof thiscountryandtheUnitedKingdomtorejoiceinlargeaccretionstohis capital,but,unfortunately,therisingtideofhisfortuneswassuddenlyinterruptedinitsmotion,andwhatpromisedtobeapleasantphenomenonin thelifeoftheIrishagriculturalistwasdoomedtobe,initssuddenandtragic recedence,followedbyaperiodofdepressionandintolerableanxiety.Duringthewar,thepastoralistsandagriculturistsofeverywherewereonthe pig'sback,sotosay,andsolongastheyheldtheirseatandmadebigprofitstheywerecontentnottoworryabouteconomicconditions.Justasin thiscountryandintheUnitedKingdommanufacturersandmerchant meriwereunmindfulofthefutureandveryhappywhilstwarprofitswere pouringin,soinIrelandafictitiousprosperity,broughtaboutbythetragedyofwar,gaveaboosttothemain ofthe Withtheterminationoftheworldwar,andthedislocationoftradeeverywhere,pricesdropped,andtheagricultarist,thoughfavouredwithgoodseasonsandsubstanti41production,foundhimselflookingforprofitablemarkets.InIreland,aselsewhere,wageshavebeengraduallyrising,andthe costofproductionhasbecomeinmanyinstancesachecisuponindustry. ThattheIrishfarmershouldfeelthepressureOfnewconditionsbrought aboutbyareturntonormaltradeisnotsurprising.Theworldisreeling undertheburdensleftbywar,andthedislocationoftrade.Tomeetthe discontentwhichisstirringthroughouttheagriculturalindustryinthe IrishFreeState,aLocalGovernmentBillwasrecentlyintroducedinAn DailbyMr.Hogan(theMinisterforAgriculture).Atbestitismerelya temporarypalliative,'butitindicateshowseriousarethechangedconditionswhichnowburdentheIrishfarmer.TheBillproposestoenable CountyCouncilstogiverelieffromrstesonoccupiersofagriculturalland. andtomakeotherabatements.TherearealsoprovisionsenablingtheCo. Councilstoborrowfimdstocarryouttheseremissions.Backoftheshadow overhangingtheIrishagriculturalististheruinwroughtbythecivilwarso bitterlywagedduringthelastfewyears.ThattheIrishagriculturalist shouldgocapinhandtotheGovernmentandseekrelieftoovercomethe burdenspressinguponhiminalandthatisveryfruitfulisoneofthemany anomalieswhichhavebeenbegottenbythewildrecklessnessanddestructionwroughtbyRepublicanwarfare.InintroducingtheBill,theMinister inchargeofitremarked,"Wearelearningeverydaythatwecannothave ourloafandeatit,thatwecannotwastetwentyorthirtymillionsindestruction,andbeunderthenecessityofspendingasmuchmoreinpreventing furtherdestruction,andhavethatmoneyafterall."Itisnotencouragingreading,theseremarksofMr.Hogan.ThestrifeovertheTreatyand thePartitionoftheNorthfromtheSouth,theirreconcilabledifferencesbetweenonehalfofIrelandandtheotherhalf,arehavingaparalysingeffect upontheIrishFreeStateandtheCosgraveGovernmentinitstasktocontrolthepoliticalmindofIrelandseemstobeupagainstatremendousproposition.Thatagriculturaldepressionisworld-wideisnotanexcusefor theconditionsthatarepressingupontheIrishfarmer,thestabilisingof industrygenerally,ineveryself-governingcountry,isdependentuponthe efficiencyofitsGovernment,andthereseemstobeadeucedlylargeamount ofbackingandfillinginthemethodsofAnDail.Thereisadevil-may-care spiritpervadingtheOppositionanddividedcouncilsinGovernmentDepartments.Whereitwillendis,perhaps.includedintheprophecyoftheMost Rev.Dr.Dignan,atLoughrea.ItisunfortunatefortheIrishagriculturalistthatintheuncertaintiesofthepoliticalsituationtheonegreatandmost importantindustryfromwhichthecountrydrawsitsmilkandhoneyis facedwithconditionsthatapproximatetheresultsoffamine.

TheprophecyofDr.DignanatLoughreadoesnotinviteoptimisticreflectionsontheburningproblemnowawaitingasolutionbytheBritishGovernment.ThevoiceofaChurchmanofsuchhighstandingintheecclesiasticalsphereinIreland,lovedandrespectedasheisforhisgreatqualities ofmindandheart,musthaveafarreachinginfluenceonIrishpublicopiniOn. Hisadvicetohiscountrymenontheoccasionofhisconsecration,asublime momentinhislifestory,tousemoralandpeacefulmeanstogetbacktothe positiontheyoccupiedbeforetheTreatywassigned,showsthathehasno faithinthecontractmadeforthebettergovernmentofhiscountry,and thattheTreatyclausegoverningtheconditionofaffairsbetween NorthandSouthistherockuponwhichtheunityofIrelandis destinedtobesmashed,andsolongastheNorthernParliamentkeepsto itsdeterminationtoremainoutoftheunionwithSouthernIrelandthere isonlyoneforcethatcancompelittodoso-thesameoldforcethathas succeededindecidingmans>politicalproblemsinthehistoryofnational Government.ItwouldbeabaddayandablackdayforIrelandwhen

ThegreatworkofcollectingfundsfortheproposedNewCathedral inPerthhasnowenteredonitssecondyear'sduration.Thisgreatundertaking,effectingthewholeDiocese,asitdoes,canonlybeaccomplishedbytheco-operationofthepeoplewithHisGraceth2Archbishop. Ourannualball,whichsinceitsinceptionhasbeenoneofthemostsuccessfulfunctionsofitskindinthemetropolitanarea,takesplaceintheHibernianHallonAugust12.Anybody whohashadtheprivilegeofbeingat ourannualballmustadmitthatit wouldbeverydifficultindeedtosuggestanyimprovement.Yetsomeof oursocialsnobsobjectbecauseithas beenandisbeingheldintheHibernianHall.Nodoubttheideainthe mindofthesevulgarupstartsisthat thenameHibernianistooplebeian. YeGods!Whatdenseignorance.
