ExplainingwhymostoftheindustriesintheSaorstataredepressed,and unemploymentwidespread,heported outthattheFreeStatemarketisfree totheworld,andowingtoeconomic conditionselsewherethroughoutEurope,goodsproducedatpricesfarbelowthenormalcostofproduction,and goodspurchasedinexcessofthehome demandinothercountriesarebeing unloadedontheIrishmarketatprices oftenbelowthecostofproductionin theFreeState.ifthiswereallowed tocontinueindefinitely,theFreeState wouldbereducedtoaneconomiccondition.suchasonedidnotliketoreflectupon.

Mr.Riordangavefiguresrepresentingtheestimatedvalueofoneyear's importsintotheFreeState,whichincludedthefollowing:Bootsandshoes, £1.733.180;soapandcandles,£431,982; glassbottlesandjars.£103,536;confectionery(excludingchocolate),£340,524; cocoapreparations(includingchocolateconfectioneryI,£307,200. Theserepresentedcommoditiesimportedincompetitionwithsimilar FreeStatemanufactures,whichwere deprivedof£12.500,000worthoftrade annuallywhichshouldberetainedin thecountry.

AfterabriefexplanationoftheproposalsoftheFreeStateChancellor,he saidthechangesinthefiscalpolicyoutlinedsignifiedthebeginningofanew erainIrisheconomichistory.Small andfewastheywere,theyrepresent- edthebreakingawayfromtheold repressivesystemwherebyIrishindustrywaspreventedfromexpanding,and wouldgofartoreviveenterpriseand confidenceamongstindustrialists.The moreprosperoustheSaorstatbecame themoreitsneighboursstoodtopro- fit.GreatBritaindidnotgainby herpastpolicyofrestrainingIrishindustrialdevelopment.Thoseunhappy daysaregone,andtheevilstheyproducedshouldactasdangersignalsif everfuturestatesmenweretemptedto revivethem.

AnEconomicUnity.

LordFrench,whopresided,quoted figuresshowingthegreatamountsof Irishimportsoffoodandagricultural produceintoBritain.Itwasimport- antforBritainthattheseshouldincrease.There.wasaneconomicunity l)etweenthetwocountrieswhichcould neverbebroken.Mr.Riordanhad shownthattheGovernmentofIrelandwastryingasfarasitcouncil,un?eritsgreatdifficultiesandvarious troubles.toproduceastateofprosper- ityinIrelandwhichwouldbebeneficialnotonlytoIreland.butalsoto Britain.

ApleaforpatiencewithIrelandand adeclarationofhisbeliefinthefuturegreatnessofthecountryweremade byJudgeCohalanatacrowdedmeetinginNewYorkincelebrationofthe 1916Rising.

"Letus,"heurged,"givetheman opportunitytoworkouttheproblems withwhichtheyareconfronted.The thingthattheyneedinIrelandisthe courage,theforce,themoralstrength to'-xercisethepowersthattheyhave now.TheyhavepowersenoughundertheConstitutionthathasbeengiventothemtoattainindependence.

"Theyhavepowerenoughtodo awaywiththepartitionandtomake Irelandone,asIrelandshouldbe made,inorderthatshemaybefree. MustNotExpectTooMuch.

"Shecanputinifshewishesatariff wallagainstEngland.Shecanseeto itbytheexamplehereinAmericathat anindustryshallhetransferredfrom EnglandtoIreland,orthatindustries shallheestablishedinIreland.orthat theindustriesalreadyestablishedin Irelandshallhedeveloped,shallhave theopportunityofdevelopingsothat therewillnotbe41millionsofpeople inIreland,astherearenow,butthere willbetwicethatnumber."

BISHOP'STRIBUTETOSAORSTAT CABINET.

PreachingatlastMassinYoughal onarecentSunday,MostRev.Dr. Browne.BishopofCloyne,havingdealt withvariousaspectsofmochialadministration,said:"Wehavenowa Governmentofourownafter700years ofslavery,absolutelyindependentand untrammelledbyanyoutsideinfluence.Itisthemostpopularandde mocraticinEurope,intheworld-the people'sGovernment.

"InnocountrythatIknowofisthe votingmorelargelydistributedthan inours.TheGovernment.haspower todealwitheveryquestionofevery kindaffectingthegoodofthecountry.

"Remember,brethren,thatoursisa veryyoung,aninfantGovernment.at wasonlytheotherdaywebecame practicallyanindependentnation,and itisnotallatonceourinfantlawmakerscandoeverythingforus.In anycaseweshouldhavepatiencewith them.Theyaredoingwellandhave shownwondrouspowerindealingwiththevariousquestionsthatcamebeforethem.

ADifficultTask.

"1suppose,"continuedhisLordship, "thereneverwasaParliamentthat hadsomuchtodoinbuildingupfrom theveryfoundation.Letusfaithfullydischargeourcivicduties.Yes, standbytheParliamentofournation. Itisasfreeasitcouldbe.Youcan't getanyGovernmentwithmorefreedom.Itisthepeople'sGovernment.

"ShowthemloyaltyandtolerancetolerancewithourowninfantGovernment.Youcan'texpectmiraclesfrom them;youcan'thaveeveryinterestat onceprovidedfortoperfection.It willbetheworkofyearsandyears.

"Thereisnouseinthinkingofgettingonwithoutworking.Wemust giveanhonestday'sworkforanhonestday'spay.Ifwearetosucceed, letustryandkeeptogether.

Replyingtotheaddresspresentee tohimbytheCorporationsofLimerickontheoccasionofhisconsecration asBishopofLimerick,hisLordship Dr.Keanesaidhisattitudetonationalaffairshadbeenreferredtoby theCorporation."IfIweretogo veryfarintothat,"hestated,"Iwould getintodeepwater,andIhavealways beenabadswimmer,andunlesssomebodythrewmealifebuoyIwouldget lostinthedepths.Thereisone thingrunningthroughmostofthead-

dresses.Myactivitieshavealways beenlocal. Ihaveneverdoneor saidathing,Ibelieve,onnational matters.Theysimplyhadreference tothosewithwhomIwasimmediatelydealing;butthatdidnotproven mefollowingwithgreatinterest courseofnationalaffairsandforms opinionsagreeingwithsomepeopl differingwithothers,andattimes agreeingwithnobody.

"Ialwaysflatteredmyself,whether Ihadfewormanytoagreewithme. thatitwasnationalaffairsconsidered inconnectionwiththecontentment, prosperityandinterestofthepeople.

"That,Ibelieve,iswhatanybody whotakesaninterestinhiscountry mustregardasthefirstandlasttest. TheFaithinEngland

WAYOFTHECROSSINHYDEPARK.

TheStationsoftheCrossweremade ..inGoodFridayafternoonbyoneof thelargestcrowdseverseeninthe HydePark"Forum,"writes"E.J.M.," in,the"Universe."TwoCdt;iolicEvidenceGuildplatformswereused,one forthepriestandtheotherforexposingtheStations.

Inthecourseofaprefatoryexplanation,theRev.VincentMcNabb,0.P., \remindedthecrowdthattheywere notsightseers,norspectators,butacttorsinthegreatdramathatpreceded heCrucifixion.Theywouldpass ::longthe"ViaDolorosa"infaith,beausetheybelievedinChrist,insorrow,becausetheirsinsandhishad causedthePassion,andinlove.

Althoughtheservicelastedformore thananhour,thecrowdremainedfor sometimeattheendasifexpecting asermon.Somanywerepresentthat itisdoubtfulifthoseonthefringeof thecrowdcouldhearthepriest.

AnImpression.

Thesightofamonkorafriarpreachinginhishabitisnotunfamiliarto HydeParkvisitors,nor,judgingbythe attitudeofthecrowd,isitunwelcome.

Onefeltatfirstthatthemajority wereCatholics,soreadilywereprayers repeatedandthehymnsunk;hutthe gradualremovingofhats,theappearanceanddisappearanceofpipesand cigarettessoonshowedthatthiswas notthecase.

Thustworemarkablefactswere madeevident:aCatholicpriestmay speakfromapublicplatformwithout fearofinsult,andanon-Catholiccrowd willnotonlytoleratehispresence.but willjoinwithhiminaspiritualpilgrimagetoCalvary.

Itisallalittledifficulttorealise.

Fornutsoverymanyyearsagopriests spokenearthesamespottocrowdsanimatedbyadifferent-spirit:theyspoke fromplatformsdevotedtoadifferent purpose.Whereto-daypeoplegather toheartheGospelpreached,they cameyesterdaytoseethepreacher hanged.TheMarbleArchhasmoved alongwayfromTyburn.andyetitis verynear.

WhatoftheFuture?

Oneistemptedafteranexperience likethatofGoodFridaytoaskquestionsandessayprophecies.Willthe movementspreaduntilwefindStationsatalltheLondonpitches?Will sermonsandservicesbegivenatstreet cornersthroughoutthecountryduring HolyWeek?WillthevillagesofEnglandbenefitsomedayfromthelay apostolateisthecitiesarebenefiting to-day?NonCatholicshaveshown theirreadinesstoattendiftheopportunityispresentedtothem.

Nextyear,perhaps,weshallseetwo crowdsmakingtheWayoftheCross inHydePark,orelsefindthatStationshavebeenplacedatdifferent pointsbetweeqtheForumandtheSerpentine.

Atanyrate,weshallseethatthe passingoftheyearhasbroughtabout theformingofalargercrowdwithas greatareverenceanddesire.Forthe CatholicEvidenceMovementisdiscoveringonethingatleast:thatthereasonwhythepublicisnotgoingto churchisthatthepubliccannotfindit.

Wehaveitinourpowerthento bringtheChurchtothepublic,that thepublicmaybebroughtbacktothe Church.Anditrestsentirelywith thoseCatholicswhowerepresentator heardaboutthescenesinHydePark onGoodFridaywhetherthisshallbe doneatonceoraftermanyyears.

Australia'sDestiny

ARCHBISHOPDUHIG'SWARNING.

"Peoplehavegonemadwithapatrioticprideaboutcountriestowhich Australia,inclimate,soil,andscenery, isincomparablysuperior.Itseems tometitGodhaskeptthislandtheonlyemptywhiteman'scountry unearthto-day--tobepeopledbya greatandnoblerace,resuscitatingall theoldformsofchivalryandrejuventationadyingworld.Willthewhite manrealisethisintentionofDivine Providence.orwillhefrustrateit,and onedayhedrivenfromthisparadise asourfirstparentsweredrivenfrom Eden?"

WillHistoryRepeatItself?

LackofSenseofResponsibility.

"Whatdoestheaverageyouth,freed fromoffice,whereheworksshorthours foragoodsalary,ashegoesjauntily alongtospendhisweek-endinhaying whatheterms'agoodtime,'careabout thecountry,ortheburdenoftaxation whichhasmadeitpossibleforhimto besohappyandcomfortablycircum stanced?Educationseemstobe valuedonlyforthemoneyitmaybe amediumofearning.OurschoolsState,Catholic,andProtestant-must ceaseturningoutsomanyunformed, thoughtlessyouths,whoseoneaimin lifeistogetabilletandhavemoney tospend.Adistinguishedprofessor ofourQueenslandUniversitywarned ustheotherdaythatwewereata deadlevelthroughlackofappreciationofhighereducation.Wemight alsobejustlyaccusedoflackofsense ofresponsibilityproportionatewith thetremendousandcomplexproblems presentedbythetaskofdeveloping ourcountryandshapingherfuture. Wearesosituatedgeographicallythat unlesswebelieveinthegospelof work,andbecomeabsolutelyself-reliant,weshallfailtorisetothegreat. estopportunityeverheldouttoa peopleinmoderntimes.

Non-fundamentalists,whowouldwhittleawaythefewremainingprops thatremainintheirbeliefasChristians,bydenyingtheDivInityofthe RedeemerofMankind,mightwithprofitturnbacktheirthoughtstothe Death:SceneonthefirstGoodFridayonCalvary,andtheconfessionof FaithmanebythepaganCenturian.HisConfessionofFaithshouldremind themthatthesupremeandfinaltestofaChristianinitswonderfulsimplicityisthatJesusistheSonofGod.

"LabourbelievedthatParliamentshouldbedemocratised."Thusthe SouthAustralianLabourPremier,speakingrecentlyinAdelaide.When Parliamentmeetsoneofthefirstmeasurestobedealtwithwillbeconstitutionalreform,proportionalrepresentation,andareductionoftheHouseof Assemblymemberswillbebroughtforward.TheLabourGovernmentin SouthAustraliawillendeavourtocarryoutitselectionpromises,andMr. GunnhasnofearsaboutitsfuLurethereabouts.Itisunfortunatethatmanyyoungandwell-intentionedPremiers,flushedwitha greatambitiontoservethepeople,havebeendisillusionedbeforegettingfar alongthecobblestonewayofreform."Experiencedoesit,"saidtheold woman,andmaybe,wehopenot,Mr.Gunnmayfindhisjobadifficultif notadishearteningone.However,thereformerwhoseestheevilsofover representationinthiscountry,andhasthecouragetoattemptareductionof them,deservesthebestwishesofthecommunity.QueenslandwassuccessfulinoutingitsUpperHouseandinriddingthetaxpayersofaburden.Any minimisingoftheloadoftaxationisgoodGovernmentwork.

inthemovies.InEnglandouragentsaretirelessintheireffortsto induceimmigration.Athomewearesomesvhatlazyinpreparingtomeet thatinfluxwhichourofficersabroadaredoingtheirbesttohurryup.We arenotasunitedaswecouldbetomakethebestofwhatProvidencehas "0i:en'tit,welack,wefear,thoseincentiveswhichcharacteriseourAmericanbrothersandwhichasAustraliansweshouldpossess,ifweareto makeourcountryaplaceteemingwithmilkandhoney.WeCatholicshave donemuchforthebettermentofthisStateinthespreadofreligionandeducation.OurschoolsandteachingOrdersareanassetthatnoGovernment canaffordtorepudiate,andwearehopefulthat,withthegrowthofalarge spiritoffraternalAustralianNationalism,justicewillbedonetothegreat self-sacrificeoftheCatholiccommunitybyliftingtheburdenofthemain tenanceofourschoolsfromourshoulders.Someday,weliOpenore moteone,thatdemocraticandgenerousspiritwhichistheessenceofAustraliancharacter,willremovethisunjustandungenerousimpostfromtheir Catholicfellow'Australians.Solongasitremainsitisabarrierbetweenus andourfellowcitizens.Untilitisremovedthediscriminationbetweenus andourotherbrethrenwillremainanirksomeandbitterindicationofthat wantofunityandequalityincitizenshipwhichisessentialtoweldintoa solidmassthat"uniteddetermination"whichspellssuccessinevery cialandnationaleffortworthputtingforwardinthecommonweal.Mush thoughwedislikehavingtomakereferencetosuchmatters,wecannotfr getinthemomentwhenSirFrancisspeaksof"thismagnificentyoungcountryinthemaking,"thatouroldCatholicpioneersireshavegivenof theirbestinbrawn,brainsandmuscletotheworkofshapingitswilderness intotownsandcitiesandbuildingupitssystemsofcommerceandproisisionalactivity.Whentheheatandburdenofthedayofstruggleandunit:I endeavourisover,andtheoldblazersofthetracksofcivilisationareatre-t inthegrave,wewillnotsaythecemetery,thatisamodernword,andconnotesthemoderntownandcityandvillage,itiseasyenoughtoforget themenandwomenwhoknewlittleornothingatallofthenarrowprejudices ofourmodernsocialand,ifyouwill,politicalmethods,ofsharpdiscriminstionandquestionablefair-dealing.Ifwearetogetthatpoliticalands-cialequalitywhichisourrightbyreasonofserviceandcitizenship,and. whichisessentialtothatcohesionwhichisnecessarytomakethemostof whatProvidencehasgivenus,theremustbeanendtothatwretchedandunjustdiscriminationwhichdoesexistinoursocialandpubliclife.Australians shouldknownomiserableprejudicesintheirfellowship,andtheirclearduty totheircountryistoclearawayeveryobstacleforeigntotheirinherent loveoffreedomwhichstandsinthewayofUnionandBrotherhood.Rel;gionmustnotbeusedasaspragtoimpedethatcloserunionwhichallliberty lovingpeopledesiretoseemadeperfectinthenationallifeofthisCommonwealth.

Catholics,bytakinguponthemselvestheheavyburdenofmaintaining Christianeducationintheirschools,arefulfillingthehighestdutiesofcitizenship,foronChristianprinciplesandChristianthoughtdependthe moralstructureofSociety-breakdownthemorallifeofapeopleandthe beastenterstopolluteanddestroythefountsofnationallife.Therecan benogloriousfutureforAustraliaunlessweAustraliansrealiseourdebt toReligionasalivefactorinhumanprogress."Ihope."saidArchbishop Duhig,ofBrisbane,recently,"toseeAustraliagrowstronginreligious faith,prosperousandmightyinitsinfluenceforgoodamongstthenation's butifeartothinkwhatthealternativemaybeifwefailinthetrustcommittedtous.MayGodguideus.andmayHisstrongarmprotectour countryfromtheevilinfluencethatwouldblightitsfairnameorimpedeits attainmentofagreatdestiny."

AConfessionofFailure

The"LiteraryGuide"ispublishedbytheRationalistPressAssociation. ItisamonthlyorganofRationalistpropagandathatcamouflagesitsmain objectunderatitlewhichsuggeststhatitisamerereviewofliteratun, ItseditorrecentlyinvitedtheviewsofhiscontributorsontheimmediatefutureofRationalism.Lastmonthoneofthemostprominentamongthen/. Dr.F.H.Hayward,repliedwithaforecastthatmusthavebeendepressing tohisRationalistreaders.Dr.Hayward'sviewmaybeperhapscoloured livatendencytopessimism,buthebacksitwithanappealtoobviousfacts aboutwhichtherecannotbemuchdoubt.AsforthesituationinEng- land,hewrites:

"IconfessIreadthepagesofthe'LiteraryGuide'withfrequentdiappointrnent.ItsconfidentallegationsthatRationalismisadvancing donotseemtometohetrue.IftheymerelymeanthatProtestantism isindifficultiesAndthatmanyProtestantcongregationsarelanguishing orlimp,Iamwillingtoadmitthefact,thoughIthinkthereisaslight recentrevivalincertainquarters.ButCatholicismiscertainlymore thanholdingitsground. SothedisintegrationofProtestantismis nocomforttome."

Lookingabroad.Dr.HaywardpointsoutthattheoutlookforRational. isminFranceisdecidedlythereverseofencouragingforitsadvocates:

"Inthecountrywhich,halfacenturyago,wasrecognisedasinthe forefrontoftheRationalistmovement-ImeanFrance-thereisscarcelyoneleadingwriter(theagedAnatoleFranceisthechiefexception whoisnot'reactionary'inonesenseoranother,Barres,Bazin,Bourget, Claudel.andtherestofthetribeallprofesstobeCatholics.and claimtohavefoundoutthefundamentalweaknessofRationalism."

AndheholdsthatothercountriesoutsideEnglandareinmuchthesame case:

"Somethingofthesameishappeninginalmostallcountries,where therehasbeenadistinctRationalisticmovement.ThevoiceofRationalismmaynotbesilent.butitsoundstimidandapologeticincomparisonwiththeconfident-andaggressivetonesofreactionaries,especially oftheCatholictype.Meanwhile,thestrongCatholiccentres-Ireland. Belgium,Spain,Poland,andtherest-shownoclearsignsofdefection fromthefaith:Czecho-Slovakiashowsalittle."

Thislastallusionisapparentlytothewaningattemptatschismamong theCzechv.Dr.HaywardsaysnothingoftheexploitsoftheRationalistic groupofSovietrulersofRussia-adiscreetsilence,fortheresultsoftheir risetopowerhavebeendisastrous,andtheirpracticalapplicationoftheir principleshashorrredtheworld.

Dr.Haywardconfessesthatheregardsthewholepositionas"prettydesperate"fromtheRationaliststandpoint.AsforEngland,hesays:

"Someonemayreplythatneverthelessthetheologicalstructureis crumbling;thatitsstrengthisdelusive:aresolutepushwouldoverthrowit.Well,letRationaliststry!Howhappensitthat,ifRationalists'issopowerful,noMinisterofEducationisafraidofit,whileall MinistersofEducationaremortallyafraidofCatholics?"

Dr.HaywardproceedstoarguethatRationalismhasfailedbecauseitis ratherdullbusiness,sousuallyadvocated.sothatitmakesnoappealto theheartofmen,andheproposespossiblemethodsofmeetingthisdifficulty. Hedoesnotrealisethatheispracticallyadmittingthathis"NonCredo" doesnotfithumhnnature.Itgivespeoplestoneswhentheywant breadtoliveupon.Interesting,too,istheadmission,runningthroughall thathesays,thatitisCatholicismthatcountsinthefightagainstthepro- pagandaofunbelief.--"CatholicTimes."

Thetwoanxiously-awaitedReports concerningGermany's"capacityto pay"havebeenpublishedinfull.In connectionwiththeirrecommendationsandstatements,someparticulars relativetoGermany'sposition,and peaceprospectsthroughoutEurope, willrequiretobetakenintoaccount. Fromparticularsjustpublished,we learnthatnolessthanone-sixthofthe GermanpeoplearelivingunderFrench, Belgian,andBritishbayonets.The districtsoccupiedforthelastfiveor sixyears,inaccordancewiththe TreatyofVersailles,haveapopulation ofaboutsixmillions.Thoseoccupied indefianceoftheTreatybythe FrenchandBelgians-theso-called "sanction"areaembracingtheRuhr andtheDusseldorf-Duisburgregioncontainsfourmillions,andtheSaar about700,000.Thenumberofsouls expelledinto"unoccupied"Germany number120,000,ofwhomabout9,000 havebeengraciouslyallowedtoreturn.Thereare1,200inFrenchand Belgianprisons.Theprisonsentences inflictedaresaidtoamounttoeleven hundredyears,thefinesamountingto severalhundredthousandgoldmarks, thesebeingonlythoseonofficials,the othersbeingincalculable.Taking Germany'spresentpopulationat62 millions,one-sixthofthisnumberare underforeignmilitaryrule.Ithas beenourcontentionforseveral.years pastthatGermany'sonlyhopeofemancipationfromthegenerationsof itverywhichotherwisemustbeher rtion,liesinareconstitutedRussia. HARSHJUDGMENT.
