"Considerablelaxity"istheComp-troilerGeneral'sdescriptionofthe mannerinwhichtheFreeStateArmy's accountswerekeptintheperiodbe. foreAugust,1922.

Asumof£163,181has,withthecon- sentoftheMinistryofFinance,had tobewrittenoff.

£40,624ofthissumrepresentsbalancesunacountedfor,and£122,557re- presentsexpenditureforwhichno voucherswereforthcoming.

InSeptember,1922,acertaintrading firmhadreceivedadvancesamounting to£171,000,whilstagainstthissumin- voiceshadbeenreceivedamounting toonly£50,910. Nocontractwasenteredintowith this.firm,orderswereissuedforgoodsalreadyinstore:andinonecaseat leastthepriceofthegoodswasin- sertedintheofficecopyoftheorder aftertheorderhadbeenissuedun- priced.Inthiscasethepriceswere onehundredpercent.abovethosechargedforsimilardeliveriesonpre- viousoccasion.

Thereportsays:-

"TheestablishmentoftheArmyof SaorstatEireannwasattendedby many mydifficultieswhichhaveaffected auditoftheaccountsfortheyear underreview.

"Asregardstheexpenditureincur- redintheperiodpriortoAugust,1922, considerablelaxityexistedinthecer- tificationofbillsandinvoicesforsup- plies.Inmanycaseseffortstotrace authorityforpurchaseswerefruitless, necessarydocumentswerenotforth- coming,andtheofficersresponsible werenolongerintheservice.

Thetotalexpenditureincurredin thisperiodamountedto£874.121lIt ofwhich£128,37716swasunvouched, oronlypartlyvouched,andwiththe sanctionoftheMinistryofFinance thislattersumhasbeenincludedin thechargetoSubheadV.intheAp. propriationAccount." "Thevouchedexpenditure,amount- ingto£745,744ls,hasbeenchargedtotheappropriatesubheads.

"LargeAccountsOverdrawn. amountsbywayofimprest wereissuedtoofficersattachedtolocal commands,anc:thesewerelodgedin mostcasestothecreditoflocalhank accounts,withdrawalsbeingmadeasbyrequired.Subsequentinvestigation theArmyFinanceOfficeshowed thatsomeoftheaccountshadbeen overdrawn,andthatotherswerein credit.Balancesofirnprestsactually tracedsofartohankaccountsinthe namesofindividualofficersamountto £16,68416s4d,andinvestigationisstill proceeding.

"Ifounditimawssibletoapplyasat. isfactoryexaminationtochargesunder SubheadsA,G,andL.forthereason thattherewasnocomprehensivesys- temofpay-accountingbywhichthe accuracyofthepaymentsmadeinin- dividualcasescouldbeverified.

"Includedintheexpenditureare sumsamountingapproximatelyto£400 claimedbyapayofficeraspayments totroops,buttheclaimsweresubse- quentlyfoundtobefraudulent.The exactamountofthedefalcationsis beingascertained,andtheofficerhasbeenprosecutedandconvicted.

Defendants'Allowances, "Over-paymentsamountingto£6,955 13s5dweremadeduringtheperiod underreview;partofthissumhas beenrecovered,and£4,66313s4dhas beenwrittenoffunderSubheadV., butstepsarebeingtaken,Iunderstand, withaviewtofurtherrecovery.The greaterpartoftheamountwritten offrepresentspaymenttothedepen- dantsofmenwhoweresubsequently foundtohavedesertedortohavebeen discharged. onebarracksalargenumber45men, describedaslabourers,wereemploy- ed,withouttheauthorityoftheMin- istryofFinance,at£4aweekeach, whichappearstoheexcessiveascom-paredwiththeprevailingratefor unskilledlabourinthedistrict.I understandthatthewholequestionof theemploymentofciviliansinthe Armyhasrecentlybeenreconsidered, andhasnowbeenregularised.

"Armyabattoirshavebeenestab- lishedatDublinandtheCurragh,and anagentappointedforpurchaseof cattle.Theagent'scommissionwas originallyfixedatlOsperheadforbul- locks,butasthisratewasconsidered excessive,itwasreducedto5s.per headonMay1,1923.Theseabattoirs havebeencosted.Bakerieshavebeen establishedattheCurraghandAth- lone.andasystemofcostaccountsisbeingintroduced.Contractsforsup- plieswerenotenteredintoduringthisperiod,purchasesbeingmadelocallyas required.Excessivechargeswereob- served,butthesewerereduce-Itosome extentbyageneraldeductionof2i percent.frombills.Iaminformed thattendersarenowinredandcen- tractsplaced.

"Twenty-ninecashregisterswerepur- chasedfor£2,335,less£19615sdiscount -netcost,£2.1655s.IntheChief PayandAccountsOfficer'smonthly statementforSeptember,192?,there appearedarefundof£48describedas 'commission.'andoninquiryIwasin- formedthatthissumwaspaidover, incash.asadditionaldiscount,tothe officerinchargeofAccountsbythe officerwhoappearstohavearranged thepurchase.

CaseNo.18isasfollows:"Deficiency inaccountsofaPayOfficerduetohis negligenceinkeepingaccounts,etc.,for periodJune,1922,toOctober,1922. Theofficerwasarrested,triedbycourt- martial,andsentencedtobedischarged fromtheservicewithignominyandtoimprisonmentforfivemonths.Thetotalamountunaccountedforwas £10,84619s3d,ofwhich£10,1253s3d ischargedtohisaccount.There- mainderwillappearinnextaccount. TheAuditor-Generalgoesontosay:

"Iobservedthatthetotalvalueof goodsdeliveredbyatradingfirmto theArmyAuthoritieswas,according totheirinvoices,£275,4966s9d.De- liveriescomprisedstoresandsupplies ofall anddescriptionsexceptprovisions, coveredtheperiodfromMarch, 1922,toFebruary,1923. UptoIt. August,1922,therehadbeenadvanc- edtothefirm£121,000,andonthe 10th.Augustafurtherissueof£50,000 wasmade.InSeptember,1922,itwas foundthatwhilethefirrhhadreceived advancesamountingto£171,000, againstthissum,invoiceshadbeen

receivedamountingtoonly£50,9106s ld.

"Acloseinvestigationintotheac- countwasmadeandasaresultsums amountingto£9,41017s8dwerede-ducted,thebalancethenfoundtobe duewaspaid,andtheaccountwas closed.PurchasesofArmystoresand supplieswerealsomadefromthesame firm.

"Fromascrutinyofpapersfurnish- edtomeitwouldappearthatnocon- tractoragreementwasenteredinto withthisfirm,andthatinsomein- stancesorderswereissuedforgoods whichwereatthetimeactuallyin store,andthattheordersthemselves werebasedonthegoodsreceiptsand theinvoices.Further,inatleastone casethepriceofthegoodshadbeen insertedintheofficecopyoftheorder aftertheorderitselfhadbeenissued unpriced,andinthiscasetheprices chargedweredoublethosechargedfor similardeliveriesonpreviousoccasions.

"Asageneralrulenoneofthein-voices,bills,vouchers,etc.,whichcame underreview,boreanyindicationthat thesupplies,stores,equipment,etc., purchasedhadbeentakenonArmy chargeinanybookorreco(I,andno storesorsuppliesaccountswereren- deredforaudit.0sreferringthis mattertotheArmyFinanceOfficer, wasinformedthatalthoughnoregular storesaccountsareavailableforthe periodunderreview,properaccounts arenowbeingkept.TheArmyfiles showthatsomeattemptwasmadeto keeprecordsincommands,butthese wereQuiteinadequateandthematter underconsideration.

"Itisscarcelynecessarytoemph sitetheimportanceofthi.>branchof Armyaccounting.Intheabsenceof storesandsuppliesaccountsitwas usuallyimpossibleformetoascerittin whethersuchstoresandsupplieswere orderedinexcessivequantities,or whethertheyhadbeenputtoproper useandproperlyaccountedfor.

Thestatementismadeinaneditorial ,&clealingwithlabourbanksandthepur-Thoseofstockbyempliyeesinthe concernsinwhichtheyareemployed. "Thepracticeofcorporations."theeditorialcontinues,"insellingstockto theiremployees,franklybegunasa meansoftyingthentotheirjobs,has gonebeyondtheoriginalintention,and mayeventuallyaffordanavenuefor constructivecontributiontowards managementbywageearningstockholders.Thereareindicationsthat theschemeisrunningawaywithitselfandmayyetproduceresultsthat werenotcontemplatedbytheoriginal promoters"

Thewholeeditorialisbywayof commentuponastatementofProf. T.N.Carver,ofHarvard,whodeclaresthat"theownershipofthefactoriesandtheplantsbytheworkers themselvesiscoiningmorerapidlyin thiscountrythanitcanpossiblycome inanyothercountry.Itiscoming becausetheordinaryeconomicforces areputtingintothehandsoftheworkersthemoneywithwhichtobuytheism. plantinwhichtheyismworking."

Throughlabourbanks,theAmerican labourmovementistakingtheinitiativetodirectthesavingsoftheworkingpeopleintoindustry.Forthe mostpart,however.thesesavingsand theinvestmentofthesavingsarein thehandsofthebanks.andwherethe workingpeoplemakeindependentinvestmentsontheadviceofthebank, littleattemptismadetogetthemto investintheconcerninwhichthey areworking.Throughtheconsum-

ers'co-operativemovementlabouris savingandinvestingmoneyinundertakingswhicharecontrAledbythe workingpeopleonthebasisofone memberonevote.

Uptothistimenothinghasbeen donebytheAmericanlabourmovementtohelpemployeestockholders tousetheirownershiptochangethe wageandgeneralindustrialpolicies oftheconcern.Norhasanyattempt beenmadebytheAmericanlabo'ir movementtocombinecollectivebargainingforbetterwagesandworking conditionswithcollectivebargaining inbehalfoffavourabletermsofstock purchase.

Theworkingpeopleforthemost partarenowmakingmoremoneythan inageneration.Theyhavethe chancetoputthemselvesinthepositiontobuyveryshortlyarespectable shareofstocksinAmericanindustry. Iftheydoso,theyhaveaweaponto useinfuturebargains.Moreover, theywillhavethecombinedforceof stockownershipandcontrolofcredit throughtheirbanks.Thiswillhelp themtoobtainaresponsibleposition inAmericanindustryandestablish themselvesintheposition,toquote theBishops'programme,of"owners, atleastinpart,oftheinstrumentsof production."

TheAmericanlabourmovementhas shiedawayfromsuchthoughts.One reasonhasbeenthattospeakofsay. ingmoney,investingitandgradually buyingoutalargepartofAmerican industrysoundedlikeacrueljoketo menmustofwhomdidnotmake enoughtobuythedecenciesofcomfortableexistence.Withthehigher wagespaidtotheAmericanworking peopletheyhavethechancetoaccomplishthequietpeacefulrevolutionof establishingthemselvesastwentieth centuryguildsmen.Thenewturn showninSamuelGompers'editorialindicatesthattheAmericanlabourmovementmaypossiblyundertakesomethingofthissort.

St.Joan'sProphecies

MR.BELLOCANDTHESUPERNATURALCHARACTEROFHER WORK.

EightpropheciesbySt.JoanofArc which,hesaid,provedthesupernaturalcharacterofherworkforFrance, wereenumeratedbyMr.HilaireBelloc inarecentlectureatFarnham.

Nearlyalways,saidMr.Belloc,a naturalexplanationcouldbegivenof events.In.thecaseofSt.Joan,the firstpointwastheenthusiasmshe arousedanditsresults,towhichthere wasaperfectlynaturalexplanation.

Moreremarkablewastheundoubted militaryskillsheshowed.especiallyas sheBattnotraining.Thereagain,extraordinaryasitwas,itwasnotinitselfmarvelloustothepointofmakingthemaskwhetheritwassuper. naturalornatural.

Buttherewerethreeothertypesof phenomena-thevisions,therevelationsofthethingssheknewandcould notknownormally.andtheprophecies. Itmightbesaidthatthevisions werehallucinations.Thiswasthe linetheRationalistsusuallytook,but againstthisviewitshouldberememberedthatJoanwasaperfectlysane girlinallotherdirections.andapersontroubledwithhallucinationsand whowasatthesametimeperfectly normalineveryotherdepartmentof lifewasalmostunknown.

Contemporaryopinionwasuniversallyconvincedthatthevisionswere real,anditmustberememberedthat thetimeoftheMiddleAgeswasa very.veryscepticalone.Therewas farmorefreedomofexpressionthen thantherewasto-day.Itwasnot atallatime"henpeoplebelieved everythingtheyweretold.

Astotherevelations,St.ToanrecognisedtheKing,whohailbeencarefullynisguised.andshetoldhimsomethingthatwasunknowntoallexcept himself.Shealsoinsistedonbeing givenasword.theexistenceofwhich nooneknewabout,anditwasfound intheplacesheindicatedandwas markedasshesaiditwas.

Theonlynaturalexplanationthat couldhegivenwastelepathy.On theotherhand,theseincidentswere

ordainedthe27youngmen,alsowas thrownintoprison,afterbeingdriven fromtheepiscopalresidencebyaPrussiancommissioner,becauseofhisrefusaltoobeythePrussianedictforbiddingtheordinationofpriests.The erawasoneofheroicdeeds,whenbishopsandpriestsattendedtotheir flocksbystealthatnight. Thesedeedsandthebigotryofthe timewerevividlyrecalledintheReichstag,whentheprelatedeputy.Dr. Kaas,of againstTrier,refutedthecharges CatholicsmadebyLudendorff athisrecenttrial.ThejubileewasindeedonetomakeCatholicsproud,said Dr.Kaas,forwithitscomingCatholics ofGermanyhaveseeninofficeaPrussiangovernment,thePrimeMinisterof whichsendsaletterofregrettothe PopeforaninsulttohisHolinessand toCatholicsofGermanyingeneral.offeredinacourtoflaw.

ThePrussianofficialpressbureauhas secondedthePremier'sapologytothe PopefortheLudendorffincident."This letterofthePremieristhemorere- markable,"saysthebureau,"sincetheelevenandahalfmillionCatholicsin Prussiawhoinnationalloyaltyarethe equalsoftheirbrethrenofothercon- fessionsknowthatLudendorff'sattack wasaimednotonlyattheVaticanand theChurch,butalsoatthemandat theirnationalhonour.Itshowsnot onlythetrendofthetimes,butalso whatCatholicshavetoexpectifsuch fellowsasLudendorff,theDeutschnationalenandtheDeutschvolkischer shouldattainadecisiveinfluenceinthe ReichorinPrussia."

CardinalFaulhaber,inaletter* thePresidentoftheCourtintheLud- endorff-Hitlertrial,hasdeniedcertain chargesmadeagainsthim. "InpamphletsoftheGermanPeo-ple'sNationalmovement,"saidthe Cardina, worked"GeneralLurendorffsaidI fortheseparationofBavaria fromtheReich,andfavoureduniting itwithAustria.Ihadneverheardof suchaplanbeforethetrial. "ThegeneralalsosaysthatIcalled thedestructionoftheLusitaniaunlaw- fulandcontrarytointernationallaw. WearetoldthatgreatindignationwascreatedintheFrenchPress whennewscamefromConstantinoplethatthirty-eightChristianschoolshave beenclosedbyTurkishofficialsbecausefromthemtheCrucifixandother religiousobjectswerenotremoved,aswasorderedbytheTurkishGovern. ment.ManyoftheFrenchpapersexpressedthehopethattheAlliedPowers willmakeacollectiveprotest.Thehopeisavainone.TheAlliedPowersarenotshowingextraordinaryanxietytopreserveeitherChristianityor theCrucifix.WhattheAlliedPowersarereallyanxioustobeingabout areadvantageoustradealliances.ItisCommercefirst,last,andallthe time.

ThechangeintheFrenchpoliticalatmosphere,ifcabledinformationis authenticproofofthenewspiritwhichissaidtoberapidlymovingfrom thefriendlydispositionofthePoincareregimetoreligiontoanantiClericalatmosphere,doesnotencouragethehopethatFranceasoneof thegreatAlliedPowerswillworrymuchabouttheMoslemhatredofChristianityanditssymbol,theCrucifix.M.Herriot'sprogramme,ifauthentic, isfashionedbyanambitiouspoliticiananxioustoplacatetheextremewing ofSocialismbyreturningtothatbitteranti-Clericalismwhichpriortothe warwoundedthenationalcharacteroftheFrenchRepublic.Hisproposalto suppresstheEmbassyattheVaticanisclearlyasurrendertothepre- judicesoftheanti-Clericalelementwhofoughtagainstthe'recallofreligions OrdersandtherepresentationoftheRepublicattheVatican.Thegreat patriotismoftheexiledreligiouswhoflockedtotheFrenchcolourswhen Francewasinthetravailofwar,isnowforgotten,andagainreligiouscongregationsaresuspect. M.Herriottisfishingforpoliticalsupport,andin fishingforithehasnoscruples.TheFrenchpoliticaloutlookisamurky one,andunlesssomeimpulse,stampedwithFrenchchivalry,intervenes theFrenchpoliticalarenawillinthenearfuturebecomeaturbulentand seethingcockpit.

Jim-Larkinismisapparentlygettinganup-and-downtimeintheFree StateCapitaljustnow.AsectionofIrishlabourisgettingconsumedlytired ofthetacticsoftheloquaciousandmanysidedLabouragitator.Hissup- porterswereunceremoniouslyejectedfromLibertyHalllastweekend.If theLarkinitescouldbekeptoutofthistrystingplaceofLabourism,and werelessgenerouslytreatedbythecitizens,whoprofesstobeanxiousforthe reignofConstitutionalGovernment,theworkofreconstructionmighteasily bemademuchmoreencouragingfortheGovernment.Larkinhasgoodpoints, andsomethatarenogoodatall.Heisessentiallyanegotistwithakink, andaloverofstrife.ThewonderisthathesettledinIreland-Russia wouldhavebettersuitedhispeculiartemperamentandgivensnoresatis. factiontohistempestuoussoul.

InreplytoaquestionaskedbyMr.Gregory,Federalmemberforthe Swan,intheHouseofRepresentatives,wegettheinformationthatspades andshovelstothevalueof£40,254wereimportedintotheCommonwealth during1922-23.Thereseemstobesomethingwantinginthemanufacturing activitiesoftheCommonwealthwhenwecannotmanufactureourown spadesandshovels.Weseemtobeabletomanufacturelocomotives,build ships,makeagriculturalmachinery,andproducemillingmachineryandbig materialforrailways,butwehaveevidentlytoimportthemodestandcommonplaceimplementsoflabour-spadesandshovels.Tosaythatwecannotproducespadesandshovelsandkeep£40,254fordistributioninthis country,istoconfessthatourmanufacturinginterestsarebehindthetimes, orelselackinginenterprise,industry,andcommercialgenius.

Apparentlysomeofthedefeatedonesatlastelectionsaresoreoveral- legedextravagantpromisesmadebycandidates,presumablyon"theother side," employeesoftheRailwayDepartment.Nopoliticiai.carestobe unseated,butnopolitician,nomattertowhatpartyhebelongs,hasa moreageonaParliamentaryseat.Heistherebyvirtueofthesuffragesof the"freeandindependent,"andthey,iftheyaresensiblefolk,arenotslaves toanyparty.Theycasttheirvotesasmuchintheirownmaterialinterestsas intheinterestsofthecountry.Wehaven'tyetadvancedtothatstageof patriotismwhenthecountry'sinterestsareputfirst.Theaverageelec- torwantstoknow"wheredoIcomein?"TheNationalLeaguemayrest assuredthatthepeoplearenotfools,andthatpartyprogrammesarenothing morethanpromisestopaysomethingtothecommunity.Iftheyarenot carriedout,andthepromisestopaydonotmaterialise-well.ifthepeople arenotfoolstherewillbepoliticalhush-a-byesatintervalswhenthat mythicalthingcalled"thependelum"swingstheotherway. * * * *

ThemurderousattackuponMonsignor.Seipelmaynothaveanypoli- ticalsignificance,butithasprobablyrobbedAustriaofasincerefriendand anableworkerwhobroughtabouttherestorationofhereconomiclife whentheignobleruleofBelaKunandhisbanditslefttheAustriannation bleedingateverypore.

Wanted--SincerePatriotism

InasrrikingspeechdeliveredatGympie,Queensland,lastmonth,Arch- bishopDuhig,ofBrisbane,said,inregardtOthatsincerepatriotismwhich issonecessarytonationallifeandprogress,thatitwasnotablyabsentfrom politicsatthepresentday.'4nthewarofparties,andoftentimesinthe scrambleforoffice,"saidhisGrace,"thereismanifestedagrossselfishness thancanleadonlytonationaldecadence.Nomatterwhataman'spoli- ticsbe,ifheplaceshimselffirst,hispartysecond,hiscountrylast,and hisGodnowhere,heisloweringthestandardofnationalgreatness;andtrue nationalgreatnessissustainedmuchmorebyourcharacterasapeoplethan byourresourcesorwealthorpartystrength.

''ThequestionforallpatrioticAustraliansto-dayis-areweproducing menwho,throughsheerdevotiontotheircountry,willworkforherprosper- ityandsustainherhonourinpubliclifeasoursoldiersdidinwarfare?If not,whynot?Ifourgreatpublicschools,Stateanddenominationalalike, arenotsendingoutmenwhowillstrengthenthefibreofthenation,there mustbesonlpthingamisswiththem.Thisisnotonlyanationalquestion, butamoralone.Ifearwemustallpleadguiltytonothavingaroused theproperspiritinourgrowingyouth.Wehavebeenengagedinsectarianquarrelsseparatedbypaltrymisunderstandings,andhaveflungaccusationsatoneanother,untilthedullestamongstusmusthaveperceivedhow unworthyoftruementhewholemiserablebusinessis.Wehaveimportedfromtheoldworldracialandreligiousprejudicesthathavekeptusat 'daggersdrawn'whenourhandsshouldhavebeenclaspedinfriendship. Faithisthemostpreciousgiftthatamanhas,butitsfundamentalteaching isloveofGodandourneighbour.Wecannotlovetheoneandhatethe other.ifAustraliaisto'prosperwemustlivetogetherandworktogether. trustingoneanother.Inthepubliclifeofthenationwemustplaceno religiousbartotheadvancementofanymanwhohasabilitytoservehis country,andisreadytoworkforthegoodofeverysectionofthepeople. SomeoftheablestmenthateverservedQueenslanddifferedwidelyamong themselvesinreligousbelief,andrecognisedthattheydid.Buttheywere menoflargeminds,whoseoutlookonlifewasnotcloudedbynarrowprejudices.TheystoodtogetherinParliament,unitedasbrothers,mutually trustingoneanother,andworkingonlyforthecommongood.Letthose whoareministersofreligionpreachpeaceandconcord.Letusseetoit thatthelivesofourpeopleareennobledbycharity.Letourschoolsand universitiesrisetotheuniqueoccasiongiventhemofeducatingtheyoung soastoproducesterlingmenandwomen,whointurnwillrisetothe uniqueopportunityofcontributingtoshapefortheircountry-theyoungeet andfairestonearth--agloriousnationaldestiny."

"AssassinoftheRace"

DivorcehasbecomesuperannuatedinFrance,andifBelgiansdesire tolookfortheirinspirationinFrance,theywoulddowelltoeschewatleast itsforsakenerrorsandfadedreforms,andpreferablyimitateitinitsproud resolvetocombattheassassinoftherace-divorce.

TheabovestatementwasmadebytheRightRev.L.Deploige,inthe BelgianSenate,towhichassemblythisdistinguishedprofessorofLouvain Universityhasbeenelected.

Onceuponatime,hesaid,divorceenjoyedthesupportofsecularism andofthephilosophyofindividualism;buttheformeroftheseismshas givendivorcetheslipandthelatterisitselfcompletelyrouted.

CatholicsinplentyusedtobelievethatitwasasChurchmenonlythat theymustholdontotheindissolubilityofthemarriagecontract,andFree- thinkers,thattheyceasedtobethegenuinearticlesinlesstheydeclaredfor divorce.

Theybothblundered;fortheindissolubilityofthemarriagetierests upongroundswhichreasonmaydiscussandadmitwithoutbowingtorevealeddogma.Itisamoral,socialandnaturaltruth.Thestrangeness aboutitis,thatwhilstitschampions,tiredofthefight,werewithdrawingto theirtents,itsadversariesfacedaboutandturnedchampions.

Oneofthese,M.MorizotThibauit,latepresidentoftheAcademyof MoralandPoliticalSciences,callsdivorce"thegnawingwormofFrance:" andanother,M.Boverat,denouncesit"asanagentofcorruptionandan elementofdecadence."

Sociologyisbringingusbacktotheoldtruth,thatthefamilyisbyno meansanartificialcreation,butanaturalandnecessaryinstitutionthatcannotbemadetodependuponthearbitrarinessoftheindividualwhowantsto livehisownlife.

Wardecimatedthelargefamilies;butitalsochangedthepublicmental- itywithregardtothem.Hadtherebeenmore,Germans'wouldnothaveattackedFrance.

Thestrongestsupportis,unfortunately,giventothereactionariesin GermanybytheGovernment'sfailure toobtainthereleaseofthe1,500"passiveresistants"sentencedbyFrancoBelgianmilitarycourts.ThisconditionChancellorMarxdescribesasa needlessaffronttothenation'ssenseof justice."Itiswhollyinconceivable," hesays,"thatnationalisticsentiments canbecheckedordirectedintolegitimatechannelssolongastheGerman peoplearedeniedevensuchanelemantaryactof'justiceandhumanityas -thereleaseofthesepoliticalprisoners. Moreover,amongthedeportedpersons,theGovernmentofficiallystates, arehundredsofmunicipalgovernment officialsandworkersofallrankswho arewhollyinnocentofintendedoractivesabotage.Notonlyisamnesty refusedtoGermancitizenswhowere convictedbeforepassiveresistancewas calledoff,"butGermannationalsare continuallybeingarrestedforactsof apurelypoliticalcharacterwhichdate hacktothatperiod."Sofarassuch conditionscontinue,and"pent-upresentmentoverthemanyneedlessindignitiesadhumiliations"grows,it mustbeexpectedthatthereactionary forceswillconstantlygaininstrength. MichaelJ.Hoban,BishopofScranton, Pa.,U.S.A.,steppedin,calledaconference,submittedaplanioianagreement,andendedthestiike,withno bitternessoneithersideandtothe vastreliefoftheentirecityandthe surroundingcountryside.

TheFederalauthorities,lieciringof theproposedsettlement,immediately sentT.M.Finn,JohnDavis,andL.A. Thomas,Federalmediators,fromWashington,andGovernorPinchctsentMathewC.Frederick,oftheStateDepartmentofLabourandIndustry.They arrivedforthesecondconference.At thisgathering,BishopHobanelaboratedhisplantomodifythe"swingshift" system,grantingpayincreaseswhere thegreatestjustificationforsuchactionseemedtoexist.
