Antwerparoseafirsttimefromits ashes,intheninthcentury,arounda smallimageoftheBlessedMotherthat hadescapedtheNorthmen'sdestructivefury.Theimageanomore:it wasprobablyconsumedbythefire whichin1533wroughthavoctothe churcherectedtoreceiveit;butthe namebywhichitwasknown,''Our LadyoftheStump,"hasbeenhanded downtousthroughoutthevicissitudes oftime.
WhyOurLadyupontheStump?Because,aftertheinvasionoftheNorthernhordes,theimagewasfoundunscatheduponthestumpofaLissir, vegetablegarden.
Ifthestatuewhichpromotedthe citizens'devotiontoMarydisappeared, thedevoteditselfhaspersisted,centreingmainlyaboutanotherimageveneratedsincethefourteenthcenturyun-,, derthetitleofOurLadyofAntwerp. Sincethatepoch.ithasbeetcarried aboutthecityinsolemnprocession, yearly,duringthemonthofAugust. ThesplendourofthattriumphanthomagetoMaryisfamedevenbeyondthe confinesoftheland,increasingwith theprogressingyears,becauseo:the recollectionsconnectedwithitandthe cherishedstatue.ItshiStoryisthe town'shistory:thejewelswithwhich itisenricheddesignatetheepochsof thecitizens'greatestprosperity,the scarsitbears,recallupheavalsandrevolutions,trothandtriumphs.
Calvanistichatredwasletloose againstitin1566.Insaneimagestormerslevelledtheirfowlingpieces atit,flungitfromthealtarandwith axeschoppedittopieces.Butpious devoteesofMaryprayed watched. ly,thefiftiethandtheseventy-fifthansiiversaryoftherestorationofAntwerp'spiouslandmarkswasrecorded inverseandsongandmarkedbystreet demonstrations,whilsttheprocessoon ofthoseyearswendeditswayabout squareandthoroughfarewithsuperaddedsplendour.Uponitdidthe images,tidiedupfortheoccasion,look downcomplacently.Indeed,toshow themofftotheirbestadvantage,neithergold,norsilver,rrortimehad beenspareduponthelamps,brackets. andconsolesofthenicheswhereMadonnasandsaintswerethronedinundisputedsway.Atnighttheywere thefocusesofoceansoflight,that pouredinuponthecityfrompatrician palaceandpoorman'shovel.
Tenyearslaterin1889,amoreremarkableanniversaryswunground, thatofthefivehundredthanniversary oftheverysameannualMarialprocession.Eagertoshownewproofsof faithfulnesstotheirQueen,theAilk '.verpiansaskedforapublicandsol enincoronationoftheMadonnadearestofall,bearingthecity'sname,and preservedintheCathedral,ofOur Lady'otAntwerp.Richdialpoor viedinbringingofferingsforadiademofwhichtheworkmanshiphad benentrustedtoM.Junus,anartistto themannerborn,whoseinspiration wasthereligiousandartisticpastof hisnativecity.Heachievedachefd'oeuvreofdazzlingbeautyin-towhich lieworkedthegoldofthreehundred tinger-rings.ofhundredsofearrings, brooches,braceletsandchains,with thediamonds,rubies,brilliants,topazes,emeraldsandpearlsoflong-treasuredfamilyheirlooms,gladlyparted withforloveoftheMotherofMothers.
In1914,preparationswerebeing madetocommemoratethecentenary ofthereturnofthecherishedimages totheirstreet-niches,wall-canopiesand piazza-shafts.Theworldwarstopped alltheseplansshort,andthesumscollectedwerelaidasideforthesolemnisationoftheeightcentenaryofthe consecrationofthecitytoMaryby BishopBurchardusnCambraiinthe year1124. Theprojectedfestivities willbeanapotheosissurpassingeverythingthathasbeeninthepasttohonourtheBlessedMotherinherloyal cityofAntwerp.
TheProtestantEpiscopalChurchof theUnitedStatesisnotaverynumerousbody.Butitclaimsaspecial statusasrepresentingtheEstsHished Churchofoldcolonialdays,andits memberssometimesassumetheattitudeofrankingasadherentsofthe mostrespectableform st American Protestantism,somethingsuperiorto NonconformistMethodistsandPresbyterians,anddignifiedbyasomewhat vagueconnectionwiththehistoric See"ofCanterbury.LiketheEstablishedChurchinEngland,withwhich itthusclaimsfellowship,ithasits troublesanditsdivisions.Onesection,despitetheofficialtitleof"Piotestant,"insiststhatitrallyCatholic,.partofthe"greatAnglo-Catholic" branchoftheUniversalChurch.Those whobelongtothisvarietyofAmerican Protestantismclaimpriestlyordersfor theirclergy,teachmany"Roman'doc trines,andadoptanadvaoec,lritualismintheirchurches.Theyhave longbeenseriouslytroubledbythe laxityofBishopsandclergymenof theirChurchwhopersistinexchangingpulpitsandopenlycommunicating withmereMethodistsandPresbyterians,andteachingold-fashionedProtestantdoctrine.
Latelyamoreseriouscause ui trou blehasarisen.Besidesitsworld-Le "Catholic"anditstraditionallyProtestantsections,thereisathirdelementintheEpiscopalianChurch whichisbecomingmoreandmore franklyRationalist,anddescribes't-
selfasModernist.OneoftheBishopslatelysignalisedthejubileeofhis episcopatebyalettertohisclergy:n whichhelaiditdownthatAllEglscopalian,thoughrefusingtoacceptthe doctrineoftheVirginBirth,might neverthelessrecitetheApostles'Creed withagoodconscience.Theresult wasaformalprotestagainstthispracticaldenialoftheincarnation-11protestsignedbymorethanseventyof hisclergyandlaity.Moreimportant isthejointPastoralissuedrecentlaby severaloftheBishops,insistingonthe doctrineoftheVirginBirthasessentialtoChristianity,anddeclarinsthat "Itisirreconcilablewiththevows takenatordinationforaministerof thisChurchtodenyortosuggest doubtastothefaithorthetra1/4 declaredintheApostles'Creed."
TothisagroupoftheRationalising clergyhasrepliedbyproclaiminganew theirdisbelief,circularising 10,000 clergymenonthesubject,andcalling furtheraisingofadefencetofight inthecourtsthecaseofaTexascleric whomhisBishopwishestoremove fromhisincumbencyfor"heretical teaching"onthispoint.Suchisthe BabelofAmericanEpiscopalianProtestantism.LetushopethatmembersofitsclergyandlaitywillrecognisetheplainfactthataChurchthus dividedcanhavenopartintheOne ChurchfoundedbyChristtoteachall truth.and.likeBishopKinsman,find peaceandsecurityinsubmittingto theHolySeeandenteringtheone ToddoftheGoodShepherd
Thebombardmentin1914broughta shelltotheChurch.Thatshellcrossedtheedificeandfell,withoutdoing theleastharm,uponthealtar,atthe feetofourstatue.
TheGueuxofthesixteenthcentury, whopouredinfromtheNorth,and thechurchhatersoftheeighteenth, whorushedonfromtheSouth,vandallike,annihilatedmanyanartisticgem, manyasweetMadonnathatwouldadd lustretothecityandmakemoremanifesttheancestors'religiousferi,our: but,upontheotherhand,thebrutal follyofdestructionwastheoccasion ofsuchtouchingceremoniesofreparationthattheregretoflossistempered bytheremembranceofgain.
Theremovalofallcalvariesand statuesofsaintsorderedbytheFrench decreeoftheyear1795wascarriedout inAntwerp,September27,1797.The yearbecameasadretrospectinthe city'sannals.Peoplereckoned:"so manyyearsafterorbeforetheimages werepulleddown."Theperiodthat elapsedbetweenthatunhallowed twelvemonthandtheyear1814,when theconcealedpiousheirloomswererestoredtotheirniches,whencethe lampsbadnotbeenwithdrawnand hadneverceasedtoburn,becamethe counterpartof1797,thebeginningof anewera.Uponthepeople'slips was"theyeartheimageswererestoredtotheirplaces."
Theday,Monday,May2,1814,tvhen theworkofreplacingbegan,wasone ofgeneralrejoicing.Atnightthe citywasilluminatedandfireworksproclaimedthecitizens'undyinglovefor theirPatronessandQueen.
Oneofthepeculiaritiesofthe merry-makingwasthearrayinthe openoftablesladenwithrice-porridge, aFlemishnationaldish,ofwhichall thechildrenoftheneighbourhoodwere invitedtopartaketotheirheart'scontent. Thefestivitieshadsoimpressedthe imaginationthatfiftyandseventy-five rearslater.in1884and1889respective-

Thatnamewasnotwrittenuponthe house,butitwassuggestedbysome sign,incarvingorglazedtile.Did thehousealsohaveastatueaffixedto it,thelatterwasspecifiedbytheappellationofthehouse.Thecornerhouseofoneofthesquareswascalled "DeTromp"(TheTrunk),henceisthe MadonnaofthathouseknownasOur LadyoftheTrunk,orbetter,inthe endearingpopularparlanceoftheAntwerpians,asOnsliefVrouwkenvan denTromp(OurdearlittleLadyof theTrunk).Itranksasoneofthe statuarygermsofthecity,andits niche,canopyandpedestal,profusely adornedwithwrought-ironfestoon work,areparticularlygraceful. Allthesestatues,withthelamps thatflickerbeneaththem,arenotcaredforbytheownerordwellerofthe houseadornedwiththestatue,but committedtothewatchfulsolicitude ofsomepiousconfraternity.Intimes past,theseconfraternities,oftentrade
gilds,hadeachits'festiveday,upon whichthestatueitclaimedasitown wasseenatitsbest,gailytrimmedand decorated.Devotionswereheldinthe openbeforeitinthemorning.andlateronintheday,friendlyagapaeunitedallthemembersintheirbanquet hall.Setruleswerelaiddownforthe spread,somethatatthisdistanceappearquaintandnaise.Oneconfraternity'sruleprescribedthatall throughtherepastacandleshould burninhonourofOurLady,alsothat anythatsatdownattableorrosefrom itwithoutprayingbefinedtwopence. Ifanyspotadornedwithastatue, beithouseorsquare,shouldbeso transformedastonecessitatetheremovaloftheimage,anotherplaceis selectedofritintheimmediateneighbourhood.Seriousconflictshaveat timesarisenbecauseaMadonnahad beenremovedorbecauseithadbeen setuptoofarawayfromtheoriginal spot. Ifahousewithastatuetoitissold, thedeedoftransferinvariablycontainsaclausethatsaidstatueisnever toheremoved,thatitshallbecarefullyattendedtoandthatitslamp shallhekepta-burning.Thusithappensthattherearestatuesofsaintsor oftheBlessedVirginupondwellings ofnon-Catholics. UnderMary'saegisAntwerpissafe.
ChicagoandProhibition TheChicago"Daily-Tribune,"inan editorialunderthecaption"Allthe King'sHorsesandalltheKing'sMen," hasthefollowinglevelcommentupon thefutilityofattemptingtoimpose prohibitionuponthecityofChicago, againstthewishofitscitizens.The editorialsays:
MayorDeversaysthatChicagois thedriestlargecityintheUnited States,andthatbeforehisadministrationisoveritwillbeentirelydry. Hesaysthathehas7,000policemen, andthatitwouldbenonsensetosay hecouldnotenforcethelaw.
Mr.Deverhadhispicturetakenwith LloydCeorge.Thepicturewasprintedinthenewspapers,andagreatmany peoplesawit.Somemayhavenoticedthatthemayor'sjawwasprominent.Itisanoticeablejaw,square, "Lifetermined,setanddecisive.ThenotablethingaboutLloydGeorgewas hisdome.Hisjawwasnotweakby anymeans,butitwaspartofadome. Mr.Dever'sdomedidnotovershadow hisjaw.LloydGeorge'sdid.
TheobservermightreasonthatMr. Dever'sjawwasnotalwaysgoingto takecounselwithhisdome,butthat LloydGeorgewouldneversethisjaw untilthedomehadbeenquiteconvincedthatinhumanaffairstheset jawwouldbeabletohangontowhat everitwassetin.LloydGeorgehas seenogicpushedoutoflinebyhumanelements.Ilehasseenthelimitationsof7,000policemen,particularly inIreland.
Mr.Dever'santecedentsareIrish. Hispeoplehadthepolicemenset'on them.Thepolicewereonthemfor centuries.TheIrishhadaconvictionthatthey,oughtnottotakelaws fromLondon.Thepolicehadorder tomakethemtakethem.butthey didn't.andtheBritishpolicearegone now.TheyarebackinLondon.The Irishwereasmallminorityinthe populationoftheBritishislands,but nowtheyaregettingtheirlawsfrom theirownParliament.
Prohibitionistheconvictionofmany peopleintheUnitedStates.Itis nottheconvictionofamajorityof thepeopleinthecityinwhichMr.Dever's7,000policeoperate.Ayearago thepeopleofthecityvotedonaquestionofpublicpolicy,fororagainst beerandwine.Thevoteforbeerand winewas493.000.Thevoteaaginst was119.000,nearlyfivetooneaaginst. Therearenearlyahalf-millionpeopleinChicagowhosemothertongue wasGermanic.Nearlyallofthem haveaprofoundconvictionagainst prohibition.Acitizenwhowouldgive hischildrenbeerwillnothaveaprohibtionlawonhisconscience.Hewill regardalawwhichdeprives.h,rriof beerasfanaticalintolerance.He thinksitiswicked.Hedoesnotregarditasacrimetoavoidit. Thereare166,000puleinChicago whosemothertonguewasItalianor Greek.Notonepercent.ofthemcan believethatwineisbadmorallyor canbemadebadbylaw.Allthey canbelieveisthatthelawistyrannical.The7,000policemenwouldhave abusytimeinLittleItalywhennature goestoworkonthegrapes.There arenearlyahalfmillionpeopleofSlavicandLetticstocks.Theyhaveno convictionforprohibition.Thetwo hundredthousandpersonsofScandinavianstockmayhavealittleconviction,butitisnotmuch.TheGhetto hasnorespectforit.Thelawitself allowstheJewhiswine.
EnglishandCelticisthemothertongueofalittleover18percent.ofthe people.TheIrisharenotprohibitionists.Whatpoliticsregardsasthe Americanvoteisinthis18percent. InChicagoithaslivedinHydePark, Englewood.LakeView,RogersPark, etc.Ithasbeenprohibition.Ithas _,gait-Medsaloonsoutofitsneighbour'rioods.Itisnotalldrybyanymeans, butmorethan-anyothergroupinthe citycompositionithasbeenanti-saloonanditregardsliquorasamoral evil.Itispowerful.Itprobablyis alargepartofMayorDever'sconsciencenow.AnAmericancandrink
andyetbeaprohibitionist,anditisn't necessarytoregardhimasahypocrite either.
Mr.Deverandhis7,000policemen areendeavouringtomakeacitywhich isatleastfivetooneconvincedofthe unjustnessofprohibition.lawsubscribe toit,acceptit,andobeyit.That maybehisduty,asheseesit,butit cannotbedone.AsanIrishmanhe mustknowitcannotbedone.He hasanonenforceablelawonhishands. ThisiswherethejawofMr.Dever prideshiminonedirection,whereas thedomeofLloydGeorgewouldlead himinanother.Whenalawnot onlydoesnothavethesupportof.the conscienceofapeoplkbutwhenit alsoisregardedbythemastyrannical andunjust,itcannotbeenforced.
Mr.Deverwithhissetjawiscourageous.Ifhehadanypoliticalambitionshehassacrificedthem.IfChicagohadarecalllawhemightberecallednextmonth.Whenhisterm hasexpiredhewillbesucceededby someoneacceptabletoTonyCermak. Mr,Cermak,leadingwet,willsaythat themanisallright,andthatwillbe enoughforthemajorityofChicago voters.Itprobablywillbeavery badthing.Mr.Deverisagoodmayor.Hissuccessormaybeawful---but hewillbewet.
Themayorknowsthehistoryofthe landfromwhichhisancestorscame. Healsoknowsthehistoryofthe.countryofwhichheisacitizen.Heknows thatthefourteenthandfifteenthamendmentsareintheconstitution.The UnitedStatessentanarmyintothe southtosupportthoseamendments andfailed.Ifithadsucceededit wouldhaveruinedthewhiterace southofthePotomac.butitfailed. Thepeopleofthesouthwerepros. trate.Theydidnothaveenough horsestoploughtheirfields.Their officershadhardlyenoughclothes. Thisiscertainlyaremarkableprogressfor'twenty-threeyears,butit mustberecognisedthatitisdueinno smalldegreetotheevolutionthathas takenplaceinthepartyitselfsince itwasformed"asacoalitionofTrade UnionistsantiSockslists"ur1900,with theobjectofgivingtheworkersadefinitevoiceinthedebatesanddecisionsoftheHouseofCommons..There hadindeedbeenworkmenmembersof theHousebefore1900. Theywere mostlyelectedasadvancedLiberals. Foralongtimeithadbeenpractically impossibleforainstitofightandwin anelectionandiiiinthehouseunless he.hadanindependentincome.Electionswereacostlybusinessandlife atWestminsterduringeightmonthsof theyeargavemostmembers,very smalltimeforearningaliving.It wastheIrishParty-thatfirstsolved theproblemofsecuringtheservicesin theHouseofmenwhosefinancialresourceswerenotequaltotheirpatriotismandpoliticaltalents.
Forafewyearsthesmall,butgrowinggroupofLabourmembersatWestminsterhadratheranuphilltask. Theywereassociatedinthepublic mindwiththeextravagancesofContinentalSocialism.Someofthemindulgedattimesinoratorysuggestive ofthestreetcorneragitatorandindulgedindestructiveratherthancon-
onerecklessattempttopromotewidespread-strikesandlabourtroubles.The keynoteofitspolicyinthisrespectis thatarbitration,notthestrike,isto beusedinsuchcases,andthatlegis- lativereformpatientlysecuredisa betterremedyforexistinggrievances thananylocalgainthatthisorthat groupofworkerscanhopetowinby shecostlymethodsofthestrike.

Theniggardly"actofgrace"contributionofferedbytheCommonwealthGovernmenttoourStateGovernmenttocoveritsresponsibilityin connectionwiththerinderpestoutbreak,is,tosaytheleastofit,amiserableperformance.Withabigsurplusinsight.andapparently"moneyto burn"in'otherways,suchshabby"generosity"shouldnotbeforgotten.Why thisState,stilluptoitsneckindebt,andworryingoutplanstofinanceits obligations,shouldbecalledupontoliquidatewhatisshowntobeaCommonwealthresponsibility,isaquestionwhichthisStateshouldgetitsback upanddemandtobeanswered.The"actofgrace"oftheFederalGovernmentissuperbbunkandacheekywayofwrigglingoutofanobligation broughtaboutbyitsownneglect.
Theapostacyofthenationscorrelatestheapostacyofsociety. SocialReignofChristhasbecomealuminousneedforthenationsiftheyare nottobesmashedl'ythedepravityoftheirownpanderingandgrovellingtosinisterevilswhichhavegrownupinsociety,andwhichthreaten 'itsultimatecorruptionandmoraldeath.Thetendencyofsociety.aswe seeitto-day,istowardslicence.Itdesiresindependenceinmorals-it sneersatreligionatanobstacletoindividualliberty.BylibertyacorruptedsocietymeanstherighttogratifyitsPassions,itscravings,an-1 its animalismwithoutrestriction.ModernismisacultN,hichdeifiesthebodyand excludesthesoulasameaninglessthingbeyonditsunderstanding.What itcannotunderstanditthereforecastsonthescrapheapofunwantedi-ieals. Therealconflictthatisthreateningtheworldisbetween-ChristandIdociernism.TosupplanttheVictimofCalvaryandtoenthronethetwo-headed goddessofReasonandPleasure,istheobjectofalargesectionofhumanitythathavelostthe'oldlandmarksofFaith-theidealsofChristianityand theincentivesofReligion. OnecannotshuthiseyestothegrossMaterialismthatpervateathe nations.Withfewexceptions,Christiseliminatedfromthetribusaalsofthe people.JusticenolongerreadsherdirectionsfromtheTenCommandments,butisgovernedbystatutesmadeunderthemandatesofaseculisaauthoritywhichhaspushedtheGreatLawgiverbeyondthebarriersofits consideration.MightfrequentlytakestheplaceofRight,andsotheworld rushesonwardmadly,blindly,toaclimaxthatmeanssocialchaos.Alreadythequestionisbeingasked,"CanDemocracyendure?"TheSocial ReignofChristhasbecomeanecessityforthenations..How-isittobe achieved?,Tornandrentasunderbytheologicaldifferences,theprofessing bodiesofChristianity,outsidetheCatholicChurch,arevainlystrivingto preventtheagentsofinfidelityfromsweepingawaythatspiritualorderof faithandmoralswhichhasbeen,andis,theprotectionofsociety.They aremerelysoundingbrassandtinklingcymbals,theirvoicesreachnofurtherthanthelimitsoftheirownparticularcircle-thereisnocohesiveneas eveninanyoneoftheirparticularsections-thereisnosecuritythattheir spiritualbeliefinChristisnotimpregnatedbythevirusof-Modernisir. Incarnationisevendoubted,HisDivinitydenied.TheCatiThlicChurchalone proclaimsanuncompromisingopposition.totheinfidelteachingsthat wouldsubtractfromtheLordoftheworldHisrightsovermankindaniHis authorityasthePrinceofPeaceandtheSonoftheEternalOmnipotent Religioncannotbeostracisedfromsecularauthoritywithoutendangering thestructureofsocialorder.Thosenationsthathaveputhobbleson Ecclesiasticism:thathavepulleddowntheCrtcifix;thathavecorruptedthe fountsofknowledgebyinfidelpropaganda,havereapedtheirharvestin repudiationsofjusticeandmorality,and,havegatheredaterribletolli::ticientiousness,crime,andwrong-doing.Marriage,thegloryofChrimtiansociety.thecorner-stoneofthehome,outsidetheCatholicChurch,isnolonger rcgardedwiththatreverentialrespectwhichcharacterisedthemenand omenwhowereourgrandfathersandgrandmothers.Divorce,'alaia panderingtothecorruptconceptionsofindividuallibertybyso-calledpoliticalsavants,areresponsiblefathelawlessnessthatgraduallycorruptingdome'sticlifeandrobbingitofitsoldleaven.Wherethereisnoreapeet fortheCommandmentsofGodtherecar'benoreverenceforlaw--re1igion isthekey-stoneofalaw-abidingnation'slife.
Theinfluenceofhomelifehasagreatbearinguponhumanchara:ter. Catholicshaveagreatcontributiontomaketothebettermentofthisr4mmonwealthbytheirmoralityascitigensandarealisationoftheiraccount-abilitytotheirCreator;byprotectingtheindissolubilityof.thehome: theirreverenceforthemarriagebond,andtheirdefenceandsupportof Christianeducation.Thepropsofnationalcharacterarefirstthehome, thentheelementaryschools,andnextthecollege.IneachGodmust reign-andwhereGodreignslawisreverencedandupheld.WhenGod reignsinthehomeandtheschoolthenwillcometherosydawnofthe SocialReignofChrist.
