AnimportantDecreehasjustbeen issuedbytheItalianGovernment,reintroducingReligiousInstructioninto allthegradesofprimaryschools.
Eversincehisadventtopower,SignorMussolinihasmadeitperfectly clearthatitwastheintentionofhis GovernmenttorespecttheCatholic conscienceofthenation,andtomake useofthegreatmoralpowerofCatholicisminhisworkofreconstruction.
InhisfirstspeechasMinisterof Education,SignorGentilepromisedto restorereligiousinstructioninthe schools,andaftermonthsofpatient labour,thispromisehasnowbeenredeemed. TheCasatiLaw.
Thereintroductionofreligiousinstructiontoitsrightfulplaceinthe schoolsofaCatholicnation(writes theRomecorrespondentofthe"Universe"),hasbeenthemostfar-reachingandreassuringstepyettakenby theFascistGovernment,andiswelcomedbythewholeofCatholicItaly. Thoughforalmostfiftyyearsreligious instructionhasceasedtobeimparted intheItalianprimaryschools,itwas never"bylawabolished,andsowe nowspeakofitsrestorationandreintroduction.
The"CasatiLaw,"precise,clearand incontrovertible,alwaysremained,but theLiberal-MasonicGovernmentsthat succeededeachotherintheItalian Parliament,had,byregulations,circulars,privateletters,unpunishedmunicipalinterference,and,aboveall,by masonicinfluence,practicallyannulled theprovisionsofthislaw.ThepresentGovernmenthas,however,swept awayMasonicinfluenceandpower fromitsgreateststronghold,theMinistryofEducation,andhasfacedthe questionwithitscharacteristncenergy. TheNewDecree.
Thedecreeopenswiththesewords: "TheteachingoftheChristianDoctrine,accordingt6thetraditionofthe CatholicChurch,isplacedasthebasis andcompletionofElementaryInstruction,inallitsgrades."Theprogrammedrawnuptosuitchildren fromtheageoffourtotwelveyears showsthatthequestionhasbeenapproached,inaverypracticalway.The teachersofthevariousprimaryclasses aretobetheteachersofreligion,each inhisorherownclass.Incasethe teacherisunabletogivereligiousinstruction,priests,religiousorlaypeopleoutsidetheschool,maybeemployedforthatpurpose.Astothe suitabilityofteachersforthismost importantoftheirduties,thedecree declaresthatthe"ReggioProvveditore"(theProvincialPrefectofEducation)willactinaccordancewiththe willofthecompetentecclesiastical authorities.
AttitudeoftheHierarchy.
OnoneofthedaysimmediatelyfollowingthegreatEucharisticCongress, ameetingofArchbishopsandBishops washeldinGenoatoconsiderthematterofreligiousinstructioninregardto thenewregulationsfortheelementary schools.Theprelatesassembledat thepalaceoftheArchbishopofGenoa, anddiscussedthewholematter, and whileexpressingtheirsatisfactionat whatwastobedonefortheprimary schools, earnestlyimpressedonthe governmenttheneedofprovidingfor religiousteachinginthesecondary schoolsandintheUniversities.
The"Osservatore-Romano."writing onthereformsintheschools,after speakingofwhatpastGovernments haddoneagainstreligiousinstruction, goesontosay:"Torecoverallthis ground,tostrikeattherootofall

"Nothingwillbemoreefficaciousand usefultothisendthanthefactthat thequalificationforteachingberecognisedbythatecclesiasticalauthority, whichisguardiananddeposit, pfthe Catholictradition, accordingtowhich theChristianDoctrineisimparted."
