Aquinas College is a Catholic school for boys in the Edmund Rice tradition and it welcomes international students from Kindergarten to Year 12 to the College Currently Boarding is only offered for students from Year 7 to Year 12
The College is located on the banks of the Canning River about 10 km from Perth central business district on 62 hectares of land. It has a long history of having students from overseas since the College began in 1894 International students are important as they add another dimension to the life of the College
Aquinas College provides extensive resources and facilities to enable students from Kindergarten to Year 12, including international students, to experience an exceptional academic program that fosters critical thinking, independence and strong problem solving skills

If you wish to send your son to Aquinas College as an International student, you will need to complete the following procedures Note: International Students are accepted into Kindergarten -12 at Aquinas College, but only from Years 7-12 for Boarding.
Make an application to enrol your son at Aquinas
Attend an interview with a representative of the College
An English competency test for those students who don’t have English as their first language will be required Students have to achieve a designated level for the school year they are proposing to enter in order for the application to proceed (See details below)
Choose a carer and inform the College of the carer you have chosen The proposed carer will need to meet the qualifications and requirements of the College before they will be accepted (See below, procedures for vetting carers)
Receive from Aquinas an offer of a place once all the above criteria have been met and information provided
Accept the final offer by paying the College an Entrance Fee An Advance Payment, will be charged before the Confirmation of Enrolment and Student Welfare documents can be issued These payments are conditions imposed by Aquinas College and are not a requirement under government legislation.
Receive a Confirmation of Enrolment (CoE) Form and Student Welfare Letter from the College
The student who has a CoE will receive notification in writing to proceed with commencement of studies once he has demonstrated the required level of English competency All instruction and all textbooks at Aquinas are in English so a prospective student must have competence in the English language if he is to succeed in achieving his educational objectives It is necessary therefore, for all prospective students to complete an English competency test (AEAS is preferred), as directed by staff from this College, or graduate from a recognised English Language Academy
Results from any other reputable English testing service will be considered at the time of application No student will be enrolled at the College unless he can demonstrate a satisfactory level of competency in English as indicated below
The required minimum levels for AEAS for entry into Aquinas College are as follows:
Year 4 - 6 Intermediate
Years 7 - 9 Pre-Advanced
Years 10 - 12 Advanced
Obtain a Student Visa from the Australian Embassy or High Commission using the Confirmation of Enrolment Form and Student Welfare Letter as proof of a place at Aquinas College
All International Students are required by the Australian Government to pay the OHSC (medical insurance) levy This entitles the student to medical care while they are in Australia Students are required to provide documented evidence of the acquisition of a Health Card before a Visa will be granted
Choose a course of study

Parents are strongly encouraged to attend an orientation with their son and carer
An Application for Admission Form must be completed and returned to the College together with a passport-size photograph and boy’s most recent academic report from his school This form, which is included with the prospectus, must be returned at the same time as the Application Fee before the application will be considered The current application fee is included in the accompanying Fee Brochure
The application will also not be considered unless it includes a copy of the child’s passport and most recent school report and documented evidence, from a recognised English language institution, of the student achieving the required English competency level
It is preferred that International students at Aquinas be resident boarders If originally enrolled as a boarder, International students may become day students if their parents come to Australia and live permanently in Perth
If this is the case, guardian visas must be provided to the College
As stated earlier in this document, information provided to the College may be made available to either the Australian or State governments Personal information may be shared between Aquinas College, the Australian Government and designated authorities This information includes personal and contact details, course enrolment details or changes to them, and the circumstances of any suspected breach by the student of their visa conditions A breach of visa conditions, a failure to meet the minimum achievement in their studies or details about specific student support being needed, are possible situations where this may occur
An interview with the Principal must be arranged at the earliest opportunity At the interview the student must attend and be accompanied by a parent or the proposed carer If the proposed carer has not yet been vetted and approved by the College, then a parent must attend the interview
When your son has met the English level required and provided the necessary documentation in support of this, you will be sent a final offer and you will be asked to remit to the College the Advance Payment (indicated in the Fees and Charges brochure provided) This must be paid in advance Once this payment is received the student’s place at the College is assured, provided he receives a student visa The College looks for serious, long-term commitment from all its students and this must be resolved at the very beginning
Upon receipt of the Entrance Fee and Advance Payment, the College will forward to parents a Confirmation of Enrolment and Student Welfare Letter; these will be required to obtain the student visa
Use the Confirmation of Enrolment Form, Student Welfare letter and the Letter of Acceptance to obtain from the Australian Consulate or Embassy a student visa This student visa will be for the length of time the student continues to study at Aquinas
Developing a program of study for a student is done in consultation with the Head of School For students entering Aquinas it is a requirement that certified copies of final school reports and academic statements are presented It is extremely important that students intending to enter Year 12 provide syllabus documents from their previous school, as these will be used to gain accreditation points towards WACE Graduation Parents and prospective students need to be aware that pre-requisite levels of academic achievement determine entry to courses in Years 11 and 12
This policy will be discussed at the interview with the Head of Senior School Course programs for Year 11 and Year 12 are finalised in September of the preceding year The timetable constructed on these courses will determine the availability of courses to students finalising arrangements after this date The College does not offer course credit and entry into any course is subject to the assessment of the school This also applies to on-shore school transfers, either within the state or territory or from interstate
The School Curriculum and Standards Authority (SCSA) requires that international students, who do not have permanent residence status, pay a fee for course enrolment. Unless other arrangements are made, this fee is paid by Aquinas and debited to the students’ account The fee changes each year but current cost can be verified by a telephone call to the College
Priority in selecting students for the Aquinas College International Program is given to sons of alumni, siblings of current and past students, being of the Catholic faith and to students who demonstrate suitable behaviour and academic achievement.
Fees can be paid directly to the College in person at the Accounts Desk of the College Administration on the First Floor Other means of payment are listed in the Fees and Charges Brochure published each year on the College website
Aquinas does not have any agents who are authorized to make representations on behalf of the College

Parents are advised that due to changing circumstances there is the potential for fees to change during the course of the year This will impact upon the amount repayable of the above refunds Parents are able to request a refund by writing such a request to the Principal **This applies to a maximum of two semesters only For example a student who has paid for more than two semesters in advance and withdraws during Semester 1 more than 4 weeks before the commencement of Semester 2, would expect no refund of Semester 1 fees and charges, including Boarding, at least 40% of Semester 2 fees and charges, including Boarding and full refund of fees and charges, including Boarding paid for any subsequent semester

All matters brought to the attention of the College will be handled with confidentiality There will, though, sometimes be occasions when information provided may need to be presented to others in an effort to investigate or resolve a complaint The College maintains a record of all complaints received such that services can be constantly improved
Complaints may be about any aspect of a student’s educational experience at Aquinas College that they believe to be unfair, unjust or unreasonable Be sure to tell someone with the ability to fix the problem if you are unhappy The College can only improve something if you tell them about it
The College will, in the first instance, attempt to solve simple issues informally Should that fail, or in the case of serious complaints, the matter will require formal action within the Complaints Procedures All formal complaints must be provided in writing with supporting details
The College will address all complaints promptly and provide acknowledgement of the complaint within 10 working days All responses to formal complaints will be in writing The College’s final response to any complaint will detail in writing the decision and the reasons supporting that decision This will be stored in the student’s record file Students will be given a written record of the outcome
Students always maintain the right to be accompanied or assisted by a support person
Students have access to procedures outside of the College should efforts within the College fail to resolve the dispute to the student’s satisfaction These outside processes are described below

The Director of International Students should always be contacted to discuss grievances concerning enrolment, carers, social welfare or other problems
Problems can usually be effectively resolved through the people mentioned above, however, if you are still not satisfied with the outcome, you are entitled to further assistance by appointment with the Deputy Principal In addition, students may seek the assistance of an external arbiter listed below or by contacting the Commonwealth Ombudsman - see below
Students have access to procedures outside of the College should efforts within the College fail to resolve the dispute to the student’s satisfaction These outside processes are described below
When a student is involved in the complaints process, their enrolment at Aquinas College will be maintained
Aquinas College will, if an adverse finding against the College, immediately respond to that finding by implementing any action required
The written agreement, and the right to make complaints and seek appeals of decisions and action under various processes, does not affect the rights of a student to take action under

The Commonwealth Ombudsman is an external organisation that is able to assist international students with complaints regarding issues around fees and refunds; transfers between providers; reporting to Home Affairs; cancellation of enrolment; deferment and suspension of studies; refusing entry into a course; complaints handling and Overseas Student health Cover

If there is to be a cost incurred, Aquinas College will be responsible for that cost. The student will not be expected to pay for the cost of mediation.

Parents and/or carers have the facility to access a student’s results and academic progress throughout the year through SEQTA This means that parents/carers don’t have to wait till report time to find out how their son is progressing The information on student progress on the portal will be updated every five weeks
Reports are forwarded to the student’s parent/carer either in their home country or locally if they reside in Australia
Students are encouraged to monitor their academic progress The College has an obligation to protect the privacy of each individual, but students are able to discuss their progress with their tutor or subject teacher at any time
The Director of International Students will meet with each student to review their progress at the completion of each term The Term 1 and 3 meeting will be pastoral in nature At the end of each semester, which is the study period for Aquinas College, the review will be focused on academic progress
This meeting will require informal input from the subject teachers and the tutor teacher as well as input from the student as to their perception of their progress This meeting will result in an individual action plan to be developed by the student
In cases where students are ‘at risk’ of not demonstrating academic success, then the Director of International Students and the student will formally take measures to remedy the situation Action might include (for example):
extra tuition from the subject teacher as mutually convenient times additional EALD support and EALD strategies to the student and class teacher
a ‘study buddy’ to act as a mentor extra tuition outside the College
attendance at the twice weekly mentoring sessions provided for senior students
a behaviour contract to ensure use of the Student Diary and completion of work
provide training for improved organisational strategies liaison with the parents/carer
Any of the interventions listed above may be initiated by:
Satisfactory academic progress is defined at Aquinas College and applicable to overseas students as: Lower Secondary (Years 7 to 10): students are required to obtain an average minimum result of a ‘D’ grade in all subjects according to the College assigned grades Upper Secondary (Years 11 & 12): students are required to obtain an average minimum result of a ‘D’ grade across their subjects and/or maintain the minimum requirements needed to attain their WA Certificate of Education (WACE)
Students who are identified as being ‘at risk’ of failing to attain satisfactory progress at the completion of Term 3 will be notified in writing by the Deputy Principal
Those students who have failed to attain satisfactory academic progress at the conclusion of the academic year will be formally advised in writing at the time their academic report is issued of the College’s intention to report the student to the Department of Education The student will then have 20 working days (4 working weeks) to appeal the College’s judgment
The student must put any appeal regarding academic progress in writing In particular, the student must advise the College of any circumstances, especially compassionate and compelling grounds, for the College reconsidering its decision to report the student to the Department of Education
Any student who is reported to the Department of Education will be issued with a Section 20 breach notice

The College monitors student attendance for all students on a daily basis including: at the commencement of the school day in morning tutor period student attendance in each class students who arrive to school late or leave school early
Teachers record student attendance on SEQTA each period This information is monitored by the School Office where the data is recorded electronically
From Period 1 each teacher is expected to log their attendances on to SEQTA for the students who are absent and those who have arrived late to school The SEQTA program is used to monitor attendance in each class
Student absences, including international students, are followed up on a daily basis by the Attendance and Systems Officer
In the case of a student being absent, contact is made with the parent/carer by telephone or SMS to confirm the legitimacy of the student’s absence
All absences require a written or telephone explanation from the parent/carer
Any unexplained absences are further followed up to notify the parent/carer
Attendance is officially notified at the time of reporting; that is at the completion of Semester One and Semester Two
Any absence for medical/health reasons by an international student of three days or more duration requires a medical certificate Students are advised that absence due to medical reasons also count towards unsatisfactory attendance
International students are advised that attendance has a direct impact on academic performance Poor attendance tends to produce poor academic results When a student’s rate of attendance falls below 90% they are deemed to be ‘at risk’ and the College will require that the student immediately meet with the Director of International Students who will: investigate the reasons for non-attendance and determine their legitimacy counsel the student on the need to improve attendance arrange to meet with the student and their parent/carer to arrange measures to ensure the student attends as required liaise with the student’s tutor and subject teachers to monitor attendance and academic progress In the event that academic progress has been affected, then the provision outlined under ‘Monitoring Course Progress’ will be implemented have an action sheet recorded in their student file for future reference
The College requires that students maintain their attendance rate well above the Department of Home Affairs requirement of 80% This will ensure that the student is less likely to fall below the 80% rate should they fall sick When a student falls below the 80% rate of attendance, the College will calculate whether sufficient time within the school year exists to reverse the situation to above the 80% attendance rate requirement
In the event that a student falls below the 80% rate, the College may accept ‘compassionate and compelling’ grounds but only if: the attendance rate remains above a minimum of 70%; the student provides a written explanation and evidence to support that explanation; the explanation provided by the student is deemed to be truly compassionate and compelling; the student has been able to otherwise maintain their satisfactory academic progress
Compassionate and compelling grounds for absence may include situations such as: prolonged physical or psychological illness requiring medical treatment advised by way of a medical certificate documented family crisis such as serious illness or death of a parent, grandparent or sibling physical injury that restricts the student’s access to the College or classes
In the event that the student’s attendance is below the required rates explained above, the College is required to report the student to the Department of Education for non-attendance In this event, the College will formally write to the student stating that their rate of attendance falls below the required standard and there is insufficient time to allow the student to return to a satisfactory rate Before the student is reported to the Department of Education, the student will receive notice that the school intends to report them to the Department of Education and advising that they have 20 working days to appeal the decision to the school In the event that the student’s appeal is unsuccessful, then the school will produce a Section 20 breach notice
In the event that the College decides to extend the international student’s enrolment, the College will advise the student to contact Immigration to seek advice on any potential impacts on the visa, including the need to obtain a new visa
The College will only report unsatisfactory course progress or course attendance if the internal and external complaints process has been completed, the students has chosen not to access the internal appeals process within the 20 day period, the student has chosen not to access the external appeals process, or the student has withdrawn the appeals process by notifying the College in writing
If an international student’s enolment at Aquinas College finishes, the College will inform Immigration within 14 days

The College encourages students to access College staff in the event they encounter difficulties to gain support in dealing with any situation This is essential to avoid any undesirable outcomes affecting the student’s visa
Students may request a deferment of the commencement of their course of study or the temporary suspension of their course of study on the basis of compassionate and compelling circumstances Any request must be in writing and include evidence to support the request The decision will rest with the College Principal in consultation with the Director of International Students
Compelling and compassionate grounds for deferral or suspension of studies will generally be circumstances beyond the control of the student that have a demonstrable impact on the student’s course progress and well-being Examples may include situations such as: prolonged physical or psychological illness requiring medical treatment advised by way of a medical certificate documented family crisis such as serious illness or death of a parent, grandparent or sibling physical injury that restricts the student’s access to the College or classes major political upheaval or natural disaster in the home country requiring emergency travel major episodes of trauma such as violent crime that can be supported by a police report or psychologist’s report
The College may suspend a student’s enrolment in certain circumstances where the student’s behaviour is in clear breach of the standards expected of its students and explained in the Student Diary Incidents that might result in a student’s suspension might include but are not limited to:
interfering with the rights of others to learn unruly behaviour serious offence to staff or students
wilful disobedience behaviours identified as bullying
The College provides written notification to the parent/carer in all instances of a student being suspended Suspension is generally of a week’s duration or less In the case of international students, this is treated as an absence and will count towards their rate of non-attendance There is no notification to the Department of Education in this situation as it is deemed to be an ‘in-house’ disciplinary measure
The College may cancel a student’s enrolment in keeping with school policy in certain unusual circumstances where the student’s behaviour is in severe breach of the standards expected of its students and explained in the Student Diary Incidents that might result in a student’s enrolment being cancelled might include but are not limited to:
failure to maintain visa conditions such a maintaining approved care arrangements serious and repeated bullying or harassment threats and acts of violence believed to cause danger to the student or others
drug or alcohol possession and/or abuse any criminal behaviours or the perceived risk of committing a criminal offence wilful damage to school property or the property of others
The cancellation of an enrolment will normally have been preceded by formal written notice to provide the student with the opportunity to modify their behaviour The exception to this would be the most serious violations of school rules and/or criminal behaviour Cancellations of enrolment will be referred to the Deputy Principal and Principal
The obligation of all students to abide by the College rules is a Condition of Enrolment acknowledged by the parent/carer and the student by way of signature at the time of enrolment
In cases where deferment, suspension (longer than 1 week) or cancellations occur, the College will provide notice to the Department of Education in the following ways:
notification that the deferment or suspension does not affect the end date of the CoE
notification that the deferment or suspension will result in a new end date for the CoE
notification that the College wishes to permanently cancel (terminate) the student’s enrolment meaning that the student’s CoE will be cancelled
All matters relating to the request, consideration or issuing of a deferment, suspension or cancellation of a student’s enrolment will be documented and recorded in the student’s record file Students are advised and forewarned that deferment, suspension or cancellation is likely to impact on the student’s visa
All instances of deferment, suspension or cancellation may be appealed by the student under the guidelines listed above for Complaints and Appeals The student then has 20 working days to finalise that appeals process either within the school and/or using external appeals processes During that time, the College enrolment is maintained but the student may be prohibited from attending school
The College may seek to cancel the enrolment of any student under the ‘extenuating circumstances’ provisions where the medical or psychological needs of the student result in the College fearing for the student’s well-being This also applies to cases where the student’s medical or psychological needs have been concealed from the College at the time of enrolment Aquinas College also prohibits any unlawful behaviour towards others such as discrimination, vilification or harassment in any form
Aquinas College recognises:
the Transfer Policy of the College seeks to always serve the interest of the student the interest of the student is defined both in terms of educational needs and the student’s welfare
PROCEDURES
the College is entitled to ask the student to abide by their ‘6 month’ obligation the College may enact the provisions of the Refund Policy
students maintain their rights to appeal within and outside the school
Aquinas College will not charge a fee for the issue of “letter of release”
Aquinas College will normally only receive applications for transfer of enrolment where a student has completed at least six months of his or her course of study unless: the original registered provider has ceased to be registered or the course has ceased to be registered the original registered provider has provided a written letter of release the original registered provider has had a sanction imposed on its registration by the Australian Government or State or Territory Government that prevents the student from continuing his or her principal course, or any government sponsor of the student considers the change to be in the student’s best interest and has provided written support for that change any government sponsor of the student deems that a transfer is in the student’s best interest and supports the transfer request in writing
When a student requests a transfer of their enrolment to an alternative registered provider then Aquinas College shall review this policy with the student detailing advice on Aquinas College’s procedures for applying for a course transfer
Any request to transfer providers requires the request in writing stating the reasons behind the desire to transfer to another course of study with another provider The processing of such a request may take as long as, but will not extend past a seven working days assessment period A written reply stating the reasons supporting the decision will be provided within seven working days at the latest
Aquinas College will only provide a Letter of Release after the student has provided a letter indicating a valid enrolment offer from another registered provider
Where a student is under the age of 18 years, a Letter of Release will only be granted where the student’s parent or legal carers have confirmed in writing their support for the transfer, or in the case where the registered provider supervises the welfare of the student Valid enrolment from the new course provider will also confirm their acceptance of the welfare responsibilities of the student If no Welfare Letter is produced, the transfer will not be approved=
The College will generally not deal with intermediaries such as agents in addressing a request by a student to transfer to an alternative provider due to the potential for conflict of interest for the agent
All documentation relating to transfers to alternative providers will be filed in the student’s record file
Aquinas College recognises:
that it has a special duty of care to those students who are under 18 years of age that as a primary and secondary education provider, the College has a high proportion of younger students in the absence of a suitable ‘blood relation’ nominated by the parent to be the carer, then the College has an additional duty of care that extends beyond the educational needs to the overall welfare of the student within and outside the College until the time that the student reaches 18 years of age
younger students must abide by College requirements relating to its duty of care as a condition of the student visa its obligation to be responsible for the provision of care provided by any third parties on its behalf and encourages its students to keep the College advised of any short-comings
The College’s preferred position is that all International students be in Boarding When the International Student is enrolled in Boarding, the College requires that International students have a designated carer who may be, but not necessarily, a blood relative Parents must nominate an adult, to Aquinas College for vetting, to act as a carer Aquinas College has a process for choosing and mentoring carers and potential carers must apply to the College in order to be recognised as a carer, so long as they have met the necessary criteria as outlined by the College This includes all adults over the age of 18 having a Working With Children Card if they are not family members
An offer of enrolment will not be made until the College has approved the carer Failure to provide a carer acceptable to the College will result in a failure of the application and enrolment will not proceed Please see page 27 for full details of the criteria required to be a carer
It must also be noted that, at all times while students are in the care of their carer, Aquinas still has a duty of care for the students and is responsible for any behaviours If carers fail in their responsibilities, while in charge of the student, they can lose their right to be a carer and thus put the student’s position at the College and student visa at risk
The College maintains an obligation to monitor the duty of care that is being provided by the carer and will contact Department of Home Affairs where the College believes that the student is not being well looked after or is being neglected in any way
The College at all times maintains an important duty of care for the welfare of the student under legal provisions such as the Education Act, 1999 and the Child Protection Procedures required by the Catholic Education Commission This duty of care applies to all teachers within Western Australia
Failure by an under-age student to abide by the arrangements set in place by the College or required under Visa Condition 8532 and Section 51d may be grounds for suspension or termination of enrolment as it places both the student and the College at risk Under these circumstances the College maintains its responsibility for the welfare of the student until such time as:
the student is accepted by another registered provider and that provider takes over responsibility for the student’s accommodation, support and welfare arrangements; or
Please Note:
the student leaves Australia, or other suitable arrangements are made that satisfy the Migration Regulations; or
the registered provider reports under Standard 51d that it can no longer approve of the arrangements for the student
For all International students it is a requirement that any change of circumstance with regard to Welfare Arrangement Details must immediately be notified to the College and the College must update their details on PRISMS within days of the changes occurring Failure to do so can put the student’s Visa at risk as well as the ability of the College to continue to offer positions to International students
The College will only proceed with the provisions under Section 51d for reporting a student via PRISMS when all other options for resolution have been exhausted In all instances, the student retains rights of appeal as per the Complaints and Appeal provisions
The College will actively monitor its International students by way of: regular meetings with the Director of International Students regular review of international student attendance initial inspection of accommodation provided by the carer requiring the carer to have a Federal Police clearance and ‘Working with Children’ clearance
In the event that an International student is reported to the school as missing from their approved carer’s accommodation, the College will invoke the provisions of its Crisis Management Plan including: notifying the student’s parents filing a missing person report with police and/or children’s services agencies notifying Department of Home Affairs should the above fail to locate the student
The College may terminate a student’s Confirmation of Appropriate Accommodation and Welfare status if: alternative welfare arrangements are in place or the behaviour of the student is such that is not possible to provide the appropriate care Communication with parents will be in place prior to any termination A report will be generated with 24 hours using the Non- Approval of Appropriate Accommodation/Welfare Arrangements letter through PRISMS
10 If an international student is transferred from another provider, Aquinas College must ensure the student has appropriate welfare in place at all times
Apart from the excellent academic staff delivering the curriculum at Aquinas College, the student will also receive the additional specialised support of the Director of International Students, the school Psychologists, Head of House, Heads of Schools and Careers Counsellor The student will be placed in a Tutor group for further support and guidance
The Director of International Students monitors the welfare of international students while they are studying at Aquinas College The Director of International Students also monitors attendance and can organise tutors for International Students struggling in any subject The Director of International Students is available to counsel students and to help them with personal and academic problems and refer them to the appropriate services if required

Aquinas College does not offer English as an Additional Language or Dialect (EALD) courses to International Students To graduate from secondary school in Western Australia, and gain a Western Australian Certificate of Education (WACE), students must have successfully completed an approved literacy (English) course at both Year 11 and Year 12 level. This means that any International students must have a level of English that would enable them to pass the WACE English courses International Students studying at Aquinas College must be able to achieve the literacy requirement for WACE Graduation (WACE)
All schools in Western Australia follow the curriculum authorised by the Western Australian Government This curriculum focuses on the student’s learning in terms of what they know and are able to do At this College the curriculum is divided into nine learning areas: Religious Education, The Arts, English, Health and Physical Education, Languages other than English, Mathematics, Science, Society and the Environment and Technology and Enterprise In Years 11 and 12, students select their subjects from a range of approved courses that allow them to receive a Western Australia Certificate of Education (WACE) upon completion of their studies Information and guidance on subject selection is available from staff and/or the Director of International Students at the College Please refer also to the Subject Selection information to be found on the College Portal

International Students enrolling in Aquinas College are expected to participate in ALL areas of College life This participation includes studying Religious Education, Physical Education (sport) and participating in camps and retreats as well as being present at compulsory school celebrations and events

Reports are issued three times per year: at the end of Term 1, end of Semester 1 and end of Semester 2 It is an expectation that the carer attends the Parent Teacher Evenings to meet with teachers and speak about the student’s academic progress Parents and/or carers have the facility to access a student’s results and academic progress throughout the year through the College Portal This means that parents/carers don’t have to wait till report time to find out how their son is progressing The information on student progress on the portal will be updated every five weeks
Appropriate proof of English language proficiency is required with an Application for Enrolment
The required levels for entry are outlined in the College Enrolment Information brochure Students are required to be able to demonstrate literacy through a recognised English competency test (AEAS is preferred), or have graduated from a recognised English Language Academy Results from any other reputable English testing service will be considered at the time of application No student will be enrolled at the College unless he can demonstrate a satisfactory level of competency in English as indicated below The required minimum levels for AEAS for entry into Aquinas College are as follows:

Upon arrival at Aquinas College the student will be tested to ensure the student’s English ability will allow the student to be able to cope with mainstream classes
All International Students are required by the Australian Government to pay the OHSC levy This entitles the student to medical care while they are in Australia Students are now required to provide documented evidence of the acquisition of a Health Card before a Visa will be granted The College will organise to pay this levy and renew OHSC membership while the student is at Aquinas College The Accounts Office will bill the parents of the students for this levy
All International Students will be allocated a Tutor Period within their year group This provides a very valuable time and opportunity for the International Student to get to know other students within their year level
A regular meeting will be held, at least twice a term, for all International Students enrolled at the College, with the Director of International Students This is a chance to get together to see how things are going and for the Director of International Students to inform students of important events and activities as well as any changes that may occur with the Department of Home Affairs or the Department of Education It is also a good opportunity for students to get any other information they might require
Aquinas College aims to have Catholic Christian values based on the ethos of Blessed Edmund Rice, that permeate the whole school structure, ethos and curriculum The school strives to cultivate a climate that gives students a lived experience of Christian values and beliefs Within this context, at every year level, the school offers a formal Religious Education program within the classroom This program is based on official Guidelines of the Perth Archdiocese This ensures that the content of classroom Religious Education is faithful to authentic Catholic belief and practice Religious Education is a compulsory part of every student’s academic program Religious Education is not a matter of imposing a set of beliefs upon young people Rather, it is a process of education from within That is, teachers endeavour to draw out the spiritual potential of the student This is based on the belief that students are made in the image of God, and that the Holy Spirit is active within them
Teachers work to assist students to allow this rich inner potential to unfold and blossom It follows that students’ personal experience is the foundation upon which Religious Education builds Within the Religious Education classroom, teachers assist students to relate their personal experiences to the rich heritage of Catholic teaching Students are taught the basic beliefs and practices of the Catholic Church The centrality of Jesus Christ, the Way, the Truth and the Life is stressed at every level. Students’ knowledge and understanding are assessed and graded Students in all years also take part in a retreat program that enables them to deepen their understandings of themselves and their Faith At Years 11 and 12 level, courses in Religious Education contribute to a student’s Western Australian Certificate of Education, that is, to achieving WACE Graduation
For many students, entering a secondary school can be daunting Aquinas College recognizes this and attempts to provide support for all students
As part of these guidelines for Student Welfare, the College has a policy of ensuring that its staff members who interact directly with International students are aware of the College’s obligations under the ESOS framework and the potential implications for students arising from the exercise of these obligations This is done through the induction program for new staff and is also covered at a meeting of the full academic staff in the Staff Development days that occur prior to the commencement of the school year and the return of the students
The support for all students is largely achieved through the pastoral system and tutor As previously stated, all students entering the College are assigned to a tutor class Teachers come to know the students in their Tutor class and become aware of their strengths, weaknesses and needs as they progress through the school
A tutor teacher oversees each form, working closely with the Head of Year to meet the pastoral care and welfare needs of students
The Tutor Teacher meets with his/her class once a day Parents/Carers are often contacted as part of the overall pastoral care of students Teachers may use the Student Diary as a way of conveying a concern Alternatively, a Subject Teacher, Tutor Teacher or Head of Year may telephone or meet with a parent to discuss an issue Parents are encouraged to stay closely in touch with the College over issues of concern to them or their sons Parents/Carers may also contact the Director of International Students with their concerns
The Head of House works closely with the Pastoral Team, giving support and also making/receiving parental contact when a concern is of a more serious nature They are also responsible for the Parent/Teacher nights, which are set up to provide parents with the opportunity to meet staff
Aquinas College also has three Psychologists who provide counselling to students and their families and consultative support to teachers The Psychologists may link students with specialised assistance in the community when that is appropriate
Appointments can be made with them at the Reception desk in the School office Student welfare initiatives at Aquinas College are strongly supported We aim for all students to become confident and competent contributors to society There are opportunities for community service, student leadership and social interaction at all year levels These opportunities, when combined with the religious, academic, sporting and cultural life of the College, mean that we are providing an education for the whole person International students also have the added care of the Director of International Students who looks after the international students from the time of their enrolment to graduation The Director of International Students looks after social and academic problems, advises students and monitors progress and attendance
Should the Director of International Students be unable to resolve any dispute or problem, please refer to the Grievance Procedure section on page 12 of this document
Students are positively encouraged to learn, develop and perform a wide range of skills that demonstrate their ability to show an appreciation of their cultural talents To this end there are numerous cultural pursuits open to all students while at Aquinas College
These opportunities include Music (in school time), music lessons with specialist private teachers, Rock Band, Jazz Bands, and various ensembles An important part of music in the College is musical performances at College celebrations and also out in the community The range of musical instruments and the standard of instruction have made it possible to allow many students to pursue their musical interests The College has a number of choral ensembles, in partnership with Perth College, comprised of students from Year 7 to 12 under the instruction of the Head of Arts & Culture and his staff
Theatre productions and dramatic liturgy are just two of the paths that are explored to provide a dramatic flavour to the cultural development of students These are challenging projects that allow students, staff, parents and friends of the College to join together for an evening of fun and entertainment.
The Visual Arts are strongly supported at Aquinas College with many opportunities for students to exhibit their work A major exhibition of students’ work is held near the end of the year. Work on display includes a variety of spheres such as drawing, painting, sculpture, printmaking, and ceramics The Visual Arts program also includes excursions to art galleries and other public art displays This gives students a wider appreciation of art in society
Many brochures, booklets and pamphlets are available to view Assistance at the end of Year 12 in completing application forms and applying to universities (local and interstate) is freely available The Careers Centre is always available to students under the guidance of Mr Peter Gellin
Advice and information, for students not intending to go to university, about other courses is available to them at the end of Years 11 and 12 from the Careers Centre
If a student has difficulty in a subject area and would like to employ a private tutor to help out of school hours, this can be arranged The student can ask their English teacher to recommend a tutor or can see the Director of International Students and ask for help in finding a tutor

A Boarding environment is the safest and most appropriate accommodation for students of high school age studying away from home For this reason the preferred position of Aquinas is that International Students at Aquinas College live in Boarding
All International Students must have a carer while in Boarding This person must be a Permanent Resident of Australia, speak and write good English and be over 30 years of age A carer, who has been vetted by the College and has been interviewed by the College, is a requirement of enrolment at Aquinas College
The following criteria and conditions need to be met before approval will be granted The carer must be able to demonstrate the following criteria or must be able to fulfil the following conditions:
be over 30 years of age and demonstrate the capacity to exercise an adequate duty of care be able to speak and write good English provide documentary evidence of a Federal Police clearance and a Working with Children clearance the carer must be a Permanent Resident of Australia and live permanently in Perth have an interview with the Head of Development in order for the College to assess their suitability
provide full contact details, including address, contact phone numbers in Australia and an email address the carer’s house has been visited by the College to assess its suitability the carer is responsible for meeting the student on his arrival in Perth and providing accommodation until the Boarding houses open on the evening before the term commences
in the case of emergencies the carer will be contacted and must be available the Boarding houses are closed during term holidays and Boarder’s long weekends and at these times the carer must provide suitable accommodation The student cannot remain at the College during these periods as no supervision can be provided when a change of carer takes place, the Director of International Studies must be informed and the details of another carer must be provided on the Change of Carer Form, once the vetting for suitability process has occurred failure to do so can result in the Student’s Visa being at risk and Aquinas College is required to report such circumstances to the relevant government authority
All adults over the age of 18 living in the carer’s house must also have a Working With Children clearance
Notification must be given to the Director of International Students, at least seven days prior to the change taking place, if there is to be a change of address or of carer In other words, International Students must notify the College before making arrangements to change their carer
If necessary, meet the student at the airport Provide accommodation for the student if he arrives before the College Boarding House opens
If the student is not returning home for the holidays, make sure supervision is organised until the school term commences Confirm all holiday and travel arrangements with the student and parents Ensure the student arrives before the term commencement date and leaves after the final day of term Provide or arrange travel to and from the airport if necessary
Arrange medical treatment, as necessary, in liaison with parents Provide quarantine accommodation in the case of infectious diseases such as Chicken Pox, German Measles, Mumps, SARS, Bird Flu, etc
Assist the student with settling into the Boarding House, and with the purchase of school uniforms, stationery, clothing and personal effects
Visit the school with the students and meet the relevant staff, especially on Orientation Day Attendance of the student and Parents or Carers is compulsory on Orientation Day
Assist with personal banking that can only be carried out during banking hours so the student does not have to miss classes. This may involve being responsible for payment of school fees by the required date Maintain regular contact with the student Provide general support for the student, especially in the case of personal or academic problems Translation of problems for parents may sometimes be required if the carer speaks the parents’ native tongue
Notify the school of any problems or concerns you become aware of with relation to the student. Provide your address and telephone numbers (home and work) to the school so that we can contact you when necessary Any changes, whether temporary or permanent, must be immediately notified to the school
Be familiar with the school rules and regulations by reading the notes and school policies published in the student’s College Diary If withdrawing from a carer role, immediately notify the school in writing, the student’s parents and the student If going away for a short time, inform the student, the parents and the school and arrange for a temporary carer in your absence
Help monitor student attendance if this becomes a problem
Carers are most welcome to join the Aquinas College Community by attending Parent Information Evenings, Graduation Day and other social functions Your role as a carer is an important one and highly valued by the College
The following guidelines are intended as a guide for both student and carers It is up to the individual family to create their own rules and expectations We do ask that students, when staying with their carers, have set curfews and boundaries and are not given unlimited freedom. When students are staying with their carers they should be governed by the following general principles:
Students in a carer’s home should respect the family and their home and possessions and show courtesy and co-operation at all times
The families of carers should respect the student living in their home and care for them, making allowances for differences in culture and habits, remembering that the student is in need of support and care during the absence of their real family
If for some extraordinary reason the International student is staying with their carer during term time, they should stay at home and study on school nights (Sunday - Thursday) Years 10, 11 and 12 students are expected to do at least two hours of study every night When in the Boarding House, senior students will do at least three hours per night If there is no formal homework, students should read or revise what they have learnt during the day at school
During the school week, the student should be in bed with the lights out by 1030 pm Students should always be home on time for the evening meal, unless previous arrangements have been made Students should let the carers know of any parent meetings at school or other activities that they might like to attend The College Newsletter should be shared with the carer to keep them informed about school events
Students should have a limited amount of time to ‘play’ on computers and play stations during the week (eg 1 hour each night) and they should only do this after they have finished their homework and chores
Carer’s families should make an effort to make the student welcome by accommodating some of their dietary habits and tastes and trying to include them in family activities
Carers should make an effort to speak with the student every day, when they are staying with them, to see if they are having any problems
Students should make sure the carer family knows the dates the student will leave Perth and return during the school holidays. Students should always make sure they are back in Perth before the start of term
Good communication between the student and the carer’s family will mean a happy and worthwhile experience for everyone
Students should make an effort to mix with the family and not lock themselves away in their bedroom
Students should make conversation with the family;
it is expected that the students eat the evening meal with the carer’s family and join in some family activities such as watching television, doing the dishes, or walking the family dog! This is a good chance to practice English and get to know the family better Carer’s families should make an effort to make the student welcome by accommodating some of their dietary habits and tastes and trying to include them in family activities Carers should make an effort to speak with the student every day, when they are staying with them, to see if they are having any problems Students should make sure the carer family knows the dates the student will leave Perth and return during the school holidays Students should always make sure they are back in Perth before the start of term
Good communication between the student and the carer’s family will mean a happy and worthwhile experience for everyone.

There is an orientation event for all students commencing at Aquinas College held prior to students arriving at the College All international students are invited to attend if possible and during that time a session will be available for meeting with the Director of International Students

If it is not possible for the student and his family join the orientation process, this will be done on an individual basis
All students are issued with a locker and a lock for it Keep your books and personal possessions in the locker when you don’t need them for class If you damage or lose your lock you can purchase a replacement from the School Office
Please do not bring any valuables to school such as money, passports, jewellery, etc Please leave them locked securely in your lock box in the Boarding House If you have to bring something of value to school for any reason, please leave it in your locker until you need it Mobile phones and other electronic devices are not to be used during the course of the school day
Please refer to the Student Diary for more specific details Mobile phones and wallets etc can be stored safely in the student’s locker or left in the Boarding House during the school day
The library is open 800 - 530pm Monday to Friday for day students and in the afternoon and early evening for Boarders There are computers available for use and a wide variety of books & magazines
The Gym is fully equipped but can only be used when a Teacher is present for safety reasons
Students in Boarding will be provided with their normal meals If Boarders require any extra food it can be purchased from the canteen during Breaks A and B
Tennis, netball & basketball courts are available for use after school
Aquinas has a proud tradition in the Performing Arts, especially in Music and Drama Our music program covers theory and tuition in voice and a variety of instruments taught by specialist staff Ensemble groups include rock and jazz bands, Choir and orchestra
There are toilet facilities allocated for the use of students in all years at various locations around the College Students should strive to use the toilets during recess or lunchtime, but if there is a need to go to the toilet during class time, the student should approach the teacher and ask to be excused from the room
Students are required to have their diary signed before being permitted to leave a timetabled class Normally teachers will permit the student to leave the class unless they are doing a test, etc If during recess or lunchtime, a student cannot find the toilets, ask one of the staff on duty or another student; they will be happy to provide advice
All textbooks are provided through Book Hire Students will be issued with all their textbooks on their first day of attendance Stationery can be obtained through various booksellers or through the College supplier
Uniforms are available from the Uniform shop: Telephone 9450 0650 Opening hours are to be found in the Orientation File Appointments for fitting and ordering of uniforms can be arranged by ringing the School office or Uniform Shop
Information about travel to school on the bus or train is available from Transperth on Telephone: 136 213 or www.transperth.wa.gov.au
Make airline bookings for travel home for the holidays EARLY so that you can leave on the LAST DAY of term and return ready for the FIRST DAY of term
If you have any academic or personal problems while you are at the College we have many people to help you.
The Director of International Students, Mrs Elizabeth Schollum, looks after the International Students, and any enquiries or help you may need are to be directed to him. Mrs Schollum’s office is in the Administration Building and you may speak to them anytime you need to.
We also have two Psychologists, Careers Counsellors and a Chaplain who will help you with personal or study problems. You can make an appointment with either the psychologists or counsellors at the School Office.
