ThismonthI’mpleasedtosharea fewupdatesonthepracticalstepsour Governmentistakingtoreducecosts andbringcommonsensebackinto someeverydayareas.

Firstup,thousandsofquality overseasbuildingproducts–including plasterboard,claddingsystems, externaldoorsandwindows–have beengiventhegreenlightforNew Zealandconstruction,endingcostly monopoliesonthesmallnumberof productscurrentlyused.

Thisisabigwinforbuildersand foranyonewantingtogetahome built.Itcurrentlycostsaround50% moretobuildastandalonehome inNewZealandthanitdoesin Australia–whichisoutrageous.Take plasterboardforexample,oursissome ofthemostexpensiveintheworld–wepay38%morethanAustralia,47% morethantheUK,and67%morethan theUSforthesameproducts.Thisis justthebeginningofourworktoopen thedoortomorebuildingproducts, lowerthecostofhomesandturbo chargetheconstructionsector.

We’realsotakingacommonsense approachtoanotherissuethat’s becomeaneverydayfrustration–local councils’excessiveuseofroadcones.

We’veallseenit.Asingleroad repairbeingguardedbyakilometreof cones.Itcausesdriversunnecessary delays,createscongestionandwastes taxpayers’money.Theprevious governmentspentawhopping $786millionoftaxpayers’moneyon temporarytrafficmanagementinjust threeyears.TransportMinisterChris Bishopisrighttocalltimeonthisone. Byrequiringcouncilstoadopta

risk-basedapproach,we’llseemore sensibleuseoftemporarytraffic managementonlocalroads-keeping roadworkersandotherssafe,ata morereasonablecosttoratepayers. Finally–awinforshoppers.We’re scrappingthosesneakysurchargesat thecheckout.Whetheryou’repaying forfuel,aloafofbread,oracoffeeon thego,thoselittlefeesaddup.Some familiesarelosinghundredsofdollars ayearjustincardsurcharges.

Thisisapracticalchangethatwill makelifeeasierandisexpected tosaveKiwisaround$65million inexcessivesurchargefees.That’s moneyyoucankeeporputtowards otherthings.

Italsolevelstheplayingfieldfor smallbusinesses.Interchangefees, whichmakeupmostofthecost retailersfacewhenacceptingcard payments,arealreadybeingreduced. Thatgivessmallbusinessesafairer deal,andmoreroomtoabsorb paymentcostswithoutneedingto passthemon.

—Anewgrassrootsinitiativeis transformingPalmerstonNorth’s urbanstreetsintostormwater spongesandbiodiversecorridors— onebermatatime.PlantMyBerm, launchedbythemother-daughter teambehindPalmyHomegrown, hasofficiallykickedoffwithsupport fromHorizonsRegionalCouncil’s CommunityClimateResponseFund.

Theprojectoffersfreenative gardeninstallationsoneligible

residentialberms(thegrassystrip betweenfootpathandroad),with theaimofincreasingstormwater absorption,reducingfloodrisk,and creatinghabitatfornativepollinators acrossthecity.

“Thisisaboutbuildingspongecity infrastructurefromthegroundup,” saysprojectfounderKaydeeZabelin. “Eachplantedbermimprovesour city’sabilitytoabsorbheavyrain andsupportbiodiversitythatinturn supportslocalfoodproduction.

Bringingbrightnesstohiddendisabilities

Globally,1in7peoplelive withadisability.Whilesome experienceadisabilitythatis visible,manyhavenon-visible conditionsorexperiencea combinationofboth.

Thesedisabilitiescanbe temporary,situational, orpermanent.Theycan beneurological,cognitive, neurodevelopmental,physical,visual, auditory,sensory,respiratoryora chronichealthcondition.Anyone ofthesethingscandramatically impactthemobilityorprocessingof aperson’sinteractions.

MDCisbloomingawarenessfor hiddendisabilitiesthroughSunflower lanyards.UsedacrossNewZealand

organisationslikemajorairports,Air NewZealand,ANZandParliament, wearingasunflowerintheform ofalanyardorpin,indicatesthat thepersonwearingitmayneed moretime,support,help,orjusta littlemoreunderstanding.“It’sa discreetbutvisualcuetohelpshare awarenessandunderstanding,” AndrewLeighton,MDC’sSafetyand WellbeingAdvisorexplains.

Thechangesproposedby thisGovernment–includingthe cancellationofcurrentschoolbus routesfromAshhurst,Rongotea,and otherruralareas–donotsupportan increaseinschoolattendance.

Manawatūareaffectedbythese proposedchanges.

Thecurrentpublicbusserviceis notadequatetotransportaround 185Ashhurststudentstoschoolin PalmerstonNorth,andthereareno plansforadditionalservices.

ArecentprotestinAshhurst reinforcedthecommunitysentiment aboutthisissue,andresidentshavemy fullsupportforraisingtheirconcerns.

Theturnoutattheprotestsenta strongmessagethattheGovernment shouldnotproceedwithitsplanstocut schoolbusesforourruralcommunities.

Schoolbuseshavebeenpartof thesecommunitiesfordecades,with generationsoffamiliesusingthem totraveltoPalmerstonNorthfor school.Withnosecondaryschoolin AshhurstorRongotea,schooltransport hasalwaysbeenprovided,andthe communitywantsittoremainthatway.

Thelackofcommunicationaround thisissue,anddisrespectforthe communitycontinuestobeincredibly disappointing.Familiesarealready doingittoughwiththecostofliving, andtheGovernmentcontinuestomake itworse.

ithAnnualPlansbeing signedoffbycouncils acrossthecountryinJune, muchofthetalkhasbeenaboutthe costofrates–andrightlyso.Noone likesratesgoingup.Councillorswork hardtokeepratesasaffordableas possible,whilealsorespondingto requestsfromthecommunityto fundworkandprojectswhichare seenasimportant.

Butwhatisoftennottalkedabout atthistimeofyearisthevalueyou getfortheratesyoupay.Rates,like anytaxes,gotowardsarangeof work.InManawatū,Horizonsrates helptopayforstopbanks,buses, riparianplanting,waterquality improvementsandmore.Allofthis work,whichratesfundingmakes happen,isabouttakingcareof ourenvironmentforthebenefitof everyone.

Oneofthebiggestpiecesof workwedo,butwhichyoumaynot seeinurbanareas,isbiosecurity. Biosecurityhasbeenfrontofmind recently,withthecountry’slargest biosecurityconferencetakingplace inPalmerstonNorthinJuly.This conferencesawpeoplefromacross Aotearoashareknowledgeabout howtobestdealwithbiosecurity threatstothecountry.Thesevisitors notonlycontributedtoourlocal economybystayingintheregion andspendingmoneyatcafesand otherbusinesses,butalsogottovisit keysitessuchasTōtaraReserveand ManawatūEstuarytoseethegreat biosecurityworktakingplaceinour partofthecountry.

Pestplantsandweedsarea massiveissue.Researchfrom UniversityofAucklandfound invasivespeciessuchaspossums, stoatsandagriculturalweedshave

costthenationaleconomyalmost $10billioninthepast50years.In ourregion,rooksfeedinginflocks candamagepastorallandandcrops. OldMan’sBeard,oftenconsidered oneofthecountry’sworstweeds, canaffectforestrybyreducingthe growthofyoungtrees.Possums poseamajorthreattodairy,beef anddeerfarmingastheyare spreadersofbovinetuberculosis. Thesepestsalsothreatenournative biodiversity,posingsignificantrisks tofloraandfaunaonlyfoundinour corneroftheglobe.

AtHorizons,we’reinvestingto increaseourbiosecuritywork.We areexpandingourbaitstation network–whichalreadycovers1.6 millionhectaresofland–acrosseven moreoftheregion.We’reputting morefundingintocontrollingOld Man’sBeard,wildingconifers,and otherpestplantspecieswhichcan harmourenvironment.We’realso doingmoreworktoexcludedeer andgoatsfromrareandthreatened ecosystems.Thisworkwillhave immediateandlong-termeconomic, socialandculturalbenefits.

Inresponsetoapubliccall-out invitingManawatūresidentsto shareobjectsthatsymbolisedtheir COVID-19experience,TeManawa Museumreceivedaremarkable submissionfordonationfromRoanne Hautapu—alife-sizedpapier-mâché figure,simplyknownasFrank.

Roanne,alifelongPalmerstonNorth resident,livesinahomebuiltbyher great-grandfather.Shesharesthe housewithherdaughterQuinn,who liveswithchronicillnessfollowinga childhoodcancerdiagnosis.When lockdownwasannouncedinMarch 2020,RoanneandQuinnwereat GreenLaneHospitalinAuckland. WithRonaldMcDonaldHouseclosed andtheirbelongingslockedinside, theyscrambledtoreturnhomeon oneofthefinalflightsbeforethe countryshutdown.

BackinPalmerstonNorth,Roanne becameafull-timecarerunder unprecedentedcircumstances. Therapysessionswereconducted fromtheendofthedriveway,and shefilmedappointmentstoensure Quinn’streatmentcontinued.While othersbakedsourdoughandtook upyoga,Roannefoundsolacein binge-watchingshows—andin rediscoveringFrank.

Acquiredintheearly2000s fromTradeMe,Frankisbelievedto bemodelledafterAllBlackFrank Oliver,whoplayedforManawatū inthe1980s.Originallydisplayed onRoanne’sporch,Frankwas “banished”tothegarageafter scaringneighbourhoodchildren.But duringlockdown,hewasrevivedasa sourceofjoyandcreativity.Roanne dressedFrankinthemedoutfits,an Anzacpoppyensemble,aMother’s Daydress,andaschooluniform, displayinghimproudlyattheendof thedriveway.

Originatingfromaduobandformed byPerryandJimiduringtheirMusic DiplomastudiesatUCOLin2015,Perry saysthebandwasoriginallycentred onacoustic,technicalfingerstylemath

rock;however,theyknewtheywanted tobringinmoremusicalelementsto expandtheircreativityandsound.

“WhenwecollaboratedwithRon andAlex,weendedupbeingaband offourguitarists,andalthoughwe hadfun,weknewrealisticallywe neededtomixthingsuptoachieve thesoundwewerewanting.Sincewe learntkeyboardatUCOL,Jimimade thedecisiontoswitchtokeysand weevolvedprogressivelyfromthen, withemphasisonbalancingcomplex technicalguitarwork.”

Debenhamsays,“Wehadtoaccept thatmusicisn’tjustabouttheguitar. Althoughwestayedtruetoourguitar roots,thisrevelationonlyenhancedour strengthsasaband”.
