None of those present are redundant.

Gypsies have been mentioned in Latvia since the 16th century and their number is small compared to other ethnic minorities, but their actions can be felt from a great distance, in the feeling that there are many thousands of them. They are based on the type of nervous system (temperament), expression of emotions, formation of subgroups and alliances, close brotherhood relations, mental and psychological states, peculiarities of character, cognitive processes uml. or the psychological characteristics of Roma, those that are always forgotten to be included in all Roma-related projects, initiatives, inter-activities, etc. organized by NGOs and the State or Municipalities. in public tenders.

In Roma cultural policy, the Leader (recognized in Roma culture and in the wording of the national minority) is given great advantages in particular. Of the many Roman leaders mentioned over the past 20 years, the "Latvian Gypsy Baron" has proved its declarative significance and has nothing to do with reality or the reality of practice, but rather a painting on the wall, and only those who have noticed it see it. Some Roma themselves have noticed that the painting is very dusty. The view closely coincides with the psychological observations and comparisons of the Roma (Tertats, 2016), saying that in ancient times the Baron was associated with , meaning "big man", since ancient times Roma needed a Leader

who in some way manages or organizes the commitment of the Roma cultural environment and not to lose it, to provide support as before - one Roma to the other.

(Comparison of Leadership by psychologist Andris Tertats - study, 2016) However, the number of Roma is gradually declining every year and is affected by the negative natural increase of Roma (since 2011, the death rate of Roma exceeds the birth rate), as well as the emigration of Roma in search of work abroad. As migration lands in another home country, other priorities and value systems become relevant. The survival stance comes to the fore, the plans started in Latvia completely stopped. For this reason, a Roma activist left Latvia, which was related to survival issues. Abroad, one must socially and psychologically integrate, experience a cultural shock in another country, mobilize oneself completely to win and prove one's identity in one's place of residence, state or local regulation, which it is not always possible for Latvian Roma to fully fulfill in another country. Rome has long been aware that hard work and effort pay off. Rome will be formally included in the country, will receive social protection, will find paid employment on an equal footing. Many work in factories, gardening, warehouses - in a monotonous rhythm, in unattractive conditions, less paid and many more working hours than if they had lived in Latvia. It should be noted that the paradox is noticeable, Rome is ready to torment and use an interpreter, work hard and strict, adjust itself abroad to feel humanly valued and satisfied with what it offers, which is the opposite in Latvia, where it would be less paid, and political protection, no social guarantees. a decent, neither flexible job offer, nor a secure attitude as declared - One law - one truth for all. Adaptation to the Roma nationality and a practical approach. Unfortunately, the observations tend to be of an evaluative nature, gaining the most confidence in the policy-making process and the strategic application of the content in this finding, which does not have an unarmed visible discriminatory context, but suspects a procedural product and flaws in expert selection. Latent Romaaphobic symptoms always occur in the same situations, which for many have not been resolved. It should be noted that a large part of Roma, upon receiving an identity document, choose not to indicate their nationality (49.3%), which means that in fact there are more Roma people in Latvia than official statistics show (Roma in Latvia, 2015 ). Psychology often discusses zones of comfort - an individual's individual space, in which he considers himself protected and confident, its value is the stability of the small microcosm that the individual has created for his needs.

Destroying the comfort zone is a way out of psychological balance. It also clearly reflects when there is no emotional security in the home of Gypsies, Latvia, and the psychological inspiration of Leadership is not convincing and self-protective. In the attitude towards the Roma's political position, the state's unconvincing approach to solutions, the formation of subgroups and subcultures continues to persist and strengthen, as evidenced in other manifestations.

Roma young people are more likely to choose to live together early, which is not uncommon in Latvia, although there are no precise data, behind these figures 40% 1 of Roma drop out due to lack of funds, there is a valid argument to end their studies in a Roma culture; among other things, Rome's political attempts often seem to have reached their heights, looking deeper, it turns out to be a real scourge, under which there is purulence, the truth is more painful, the initial situation has transformed and slipped out of sight of the State and Leadership. Policy is the formal approval of political strategies, process management, prudence, skills and behavior, and so on. c. a set of important policy aspects. At one time, a well-known gypsy, describing the situation, notes that otherwise so proud gypsies hid their nationality in order to survive by indicating the period of war, the difficulties of the period, which in reverse terms, similarities and other expressions indicate another well-known gypsy in Latvia, not older. nor do children feel particularly motivated to invest time and money in education if they see that education does not change employers' attitudes towards Roma.

Sigita Zankovska - Odiņa, a researcher at the Latvian Center for Human Rights, the issue of “Roma passports” has already caused sharp controversy in the Roma organizations themselves, not only in Latvia, but also elsewhere in Europe.

Sociologist and Roma researcher Denis Kretalov, in an interview looking for the word "gypsy" has a slightly negative connotation in some cases. But for the most part, they have no objection to the use of the word "gypsy" in Latvia, in the Latvian context. There is a lack of consensus and often groups of misunderstandings in this regard, the media avoids a single term, tries to include it in the wording, while the meaning and meaning of character as features of the ethnopsychological context of centuries of culture diminish. In the government-approved classification of nationalities, the nationality "Roma" is not indicated, only "gypsy".

Officials explain that both nationality names can still be used, but that it would be politically correct to address Gypsies as Roma.

Motto and principle that should be followed: from defect to effect - the most correct reorientation of Roma ethnopsychological and ethnosocial peculiarities or retraining in modern terms, in functional use it would be applicable to the policy-making team in its content organization if there was a stricter selection of expert teams. This situation is actualized in the article - the second half of the medal.

We have clearly come to the main question - to deal with the psychological identification of Gypsies and their specific understanding: why is it the current situation? Rome Culture, Social Assistance, Education and Demography, etc., It makes sense to set up an interprofessional team (research group), as we similarly organized in 2008, trying to understand the political, legal, social uml. Gypsy contact with the police (Ombudsman, 2008).

The weakest stages of the medal are politically justified by Savine Kolomenska, a teacher at the Bene Secondary School in Roma.! This clearly confirms and shows the psychology and sociological phenomenology of Roma, the peculiarities and the common character of the Roma Peoples of the World: Social poverty, Unemployment, etc., in which the "psychology of poor orphan thinking" has developed and strengthened over the years.

It is necessary to study and determine the features / characteristics of the TOP 100 required in Latvia, on which to base theoretical modeling. Without the practical implementation of the models, the policy of action is deceived and leads in an oblique direction, from the goals, and the original tasks disappear; it enables good and evil, darkness and light. The Roma world is full of reality (unreality, psychotism), Roma loves mysticism and is guided by it; and only a subtle critical-analytical evaluation can infer reality.

Roma must be own-self Policy Makers the companions of political, scientific and professional. Gypsies Policy Makers need to provide culturally and self-defense and survival comfort zone mechanisms, becouse they has been already suffering accompanying for centuries, a persecuted nation.

Of the 9 Roma mentioned in the Advisory Council for the Implementation of Latvian Policy, only a few have higher education. Higher education is a guarantee of the future - a person will be able to get a prestigious and well-paid job. Higher education is necessary not only in the acquisition of a specific field, but also in the formation of a person's personality, because by learning a person acquires skills on how to properly learn, accumulate knowledge and apply it in life; at the university, the potential employee acquires communication skills and a way to interact with peers; taking over knowledge from teachers, the student learns how to gain skills from the experience of others; higher education teaches how to plan your time, manage projects and deliver them on time.

The university develops its own personality and learns to use its resources as a person, as a specialist, as a specialist in society. There are three levels of higher education in Latvia bachelor's, master's and doctoral degrees. According to the composition of the 9 Roma Commission, it is known that only 3 have higher education. There are highly respected Roma in Latvia, who have a huge capacity (huge professional experience and high academic education) are not on the list of the council.

In Latvia are Roma, and high-level professionals whose contribution will implement a scientific and professional solution: Savīne Kolomenska, Anatoly Berezovsky are not members of the council. Why is that ? The politics of action are parallel to the Latvian Gypsy culture in deep content and meaning, the perspective of Roma must be sought and

expanded. In policy, are we able to judge qualitatively the extent of capacity (Latin: capacitas - 'capacity'), which includes knowledge, education, abilities and experience, to maturity?

What conclusions can be drawn by knowing the repeated attempts to integrate, socialize, include, assimilate Roma, etc., if we all understand when Gypsy houses in Latvia have existed for many centuries. The opposite signs have been observed - gypsies are fleeing and avoiding their own. This is another topical and problematic issue worth researching.

Improvements in the composition of the council of the commission should be considered so that it is completely safe to know in Latvia and Europe that half of the members of the Roma council of the Republic of Latvia are Roma with higher education: there are many Roma academic lawyers and teachers in Latvia. Funding needs to be provided to attract quality advice to most of Rome.

Integration Policy - Rome Policy should be based only on the highest quality Roma elite - a key factor in higher education (not lower than a Bachelor's degree). Those with a basic understanding and knowledge of Roman culture, public policy and working practically professionally, and based on the scientific principles of their field, are adept at making scientifically sound proposals, critically avoiding blind gypsy myths and legends, and the thirsty mass emotions of Rome.
