Overview Our project addresses food access and the complex issues that surround it in Price Hill, a multifaceted neighborhood in Cincinnati, Ohio. According to a 2017 report from Interact for Health, 4 out of every 10 residents in Price Hill are experiencing food insecurity, meaning that they don’t have access to healthy and nutritious food, or any food at all.1 This report includes a Guide to Food Access, which is intended to serve as a handbook for improving food access with customized tactical solutions tailored to each community. The Guide can be used by individuals and groups in Price Hill (and beyond) in order to implement effective food access solutions.

Applying the Guide's methodology to Price Hill revealed three potential locations for site development. We chose a location in East Price Hill (3214 Warsaw Avenue) to propose our food access solutions (see page 16).

Principles FOOD ACCESS IS...

A BASIC HUMAN RIGHT Δ All people depend on food for survival, without exception. Δ Food is not a privilege to be reserved only for those who can afford it. All humans should have access to the nutrients their bodies require. Δ Any system operating under the assumption that food is a privilege is inhumane. Δ Food access solutions must honor human dignity by treating food as a human right.

ECONOMICALLY JUST Δ In order for food systems to be equitable, all community members must be able to afford and access the nutrients they require. Access to mostly unhealthy food is injust. Δ Food access solutions are often combined with skills training, vouchers, and other economic programs to create jobs, improve affordability, support small businesses, and encourage local farming. Δ Truly holistic food systems support everyone regardless of wealth, ability or status.

PLACE-BASED Δ Food access solutions must be catered for each place and include the needs of all residents. Δ Food cannot be separated from culture, and both are important for community wellbeing. All cultures represented within the community are to be affirmed and celebrated. Δ Successful place-based solutions will fit seamlessly into the community's existing socioeconomic fabric.

ECOLOGICALLY VIABLE Δ Degrading the environment degrades the food.

Food systems must support the health of the land base so that it can continue to supply nutritious and quality food for people. Δ Food access solutions should be incorporated with sustainable practices and passive agriculture (such as fruit trees and berry bushes) that support the local ecology and provide habitat.

Principles (continued) ASPECTS OF FOOD ACCESS

The principles of food access have the most impact when applied holistically. The conjunction of certain principles affects the social, physical, and systemic aspects of the community food system.

SYSTEMIC When food access is ecologically viable and place-based, the food system is operating equitably and efficiently in regards to opportunity, justice, and logistics.

SOCIAL When food access is economically just and place-based, it enhances social experiences via community-building, social gathering, and cultural expression.

PHYSICAL When food access is economically just and ecologically viable, it affects the physical health of humans, the health of the environment, the quality of agricultural products, and the physical appearance of the local ecology.

Food Needs STEP 1 Analyze your community's food system.

Addressing food access in your community begins with an analysis of the existing local food system. Take inventory of all the different ways members of the community can acquire the nutrients they need.

Be sure to categorize resources in a logical manner that best reflects the uniqueness, diversity, and character of your community.

STEP 2 Use results of Step 1 to create the Existing Food Access Map. Map all of the locations inventoried in Step 1. Be sure to communicate whether the resource is 'Food Away From Home' or 'Food to Take Home' (can be two separate maps if necessary) and indicate its subtype.

Use colors, symbols, or notes to communicate the unique characteristics of each resource, as identified in Step 1.

You will use the Existing Food Access Map(s) often, so try to be as comprehensive and clear as possible.

Social Needs STEP 3 Assess your community's need for various social programs.

Food access solutions should be combined with skills training, vouchers, and other economic programs to create jobs, improve affordability, care for residents, support small businesses, teach residents to cook, and encourage local farming.

Be sure to categorize resources in a logical manner that most accurately reflects your community.

Goals With steps 5 through 7, you can be a bit more creative. Work together as a community to identify three (or more) goals to be achieved by the food access solution to be implemented.

Develop a data-gathering and map-making process that will help you determine where to locate food access solutions and define the purpose they will serve.

STEP 5 Goal: Walkable Identify areas that would most benefit from walkable food access.

STEP 6 Goal: Affordable Assess access to healthy, afforable food.

Pay special attention to the 'Healthy Options' and 'Fresh Produce' resources on the Existing Food Access Map(s).

Solutions STEP 8 Place-Based Principle Assess whether the new food system will accurately represent local cultures and diversity.

STEP 9 Access to Services Identify which services would be most beneficial in the potential site area.

STEP 10 Operators & Partners Identify partnerships and management to ensure success.

You will need a partner for providing space (or to assist with acquiring property), a partner for operating the food access solution, and a partner for funding development. Identify other partnerships as necessary.

Price Hill Proposal RESULTS OF GUIDE TO FOOD ACCESS In an effort to demonstrate how the Guide's methodology can be useful, we applied the Guide to a specific site within Price Hill.

We looked into a few potential locations: one near Glenway and Rapid Run, one near Glenway and Warsaw, and one near Eighth State Street.

After completing Steps 1 - 10, and after getting feedback from residents in Price Hill and from organizations, we decided on 3214 Warsaw Avenue as the demonstration site for our project, near the intersections of Glenway and Warsaw.

3214 WARSAW AVENUE The building located on the site is a one-story facility and is owned by Santa Maria Community Services. The site location is indicated with a yellow star on the maps that follow (page 17). It is used to hold a few community get-togethers. A large parking lot exists to the side and in the back of the site.

Price Hill Proposal TERRA: A COMMUNITY EATERY

Our proposed site design fits into the existing context of the neighborhood in Price Hill and supports the PlaceBased principle (p. 4). This development will only be successful with community interest and input regarding cuisine, atmosphere, programming, and so on. This space was designed to offer multiple functions. The interior acts as a fast casual, affordable, and healthy restaurant that also offers grocery carryout. Ideally, users can walk in, have lunch and pick up some fresh produce on the way out. Additionally, the interior can hold various programming in collaboration with local partners, and there is a bulletin board for community notices.

The potential for this site supports the Economically Just principle of food access (see page 4). Affordability has to be the priority for site operations. Otherwise, the reach, effectiveness, and community acceptance of this space is reduced. Working with funding partners or nonprofits can help with this.

The exterior has a large patio as a side entrance (constructed from pallets) that provides outdoor seating and trellises for additional vegetation. The patio also extends into a small garden that overlooks the rows of raised plant beds. Rain barrels are scattered throughout as one of the site's sustainable practices.
