Leisure centres ready for action BIRCHWOOD Leisure Centre opened its doors last week and the Yarborough facility started its phased return to action following City of Lincoln Council’s investment in months of repair and maintenance work.

Birchwood fully opened on Thursday, July 31 and on the same day all of Yarborough Leisure Centre’s external facilities became available with the ground floor internal areas, including the swimming pools opening on August 7 and then the gym/studios on August 14.

Since the centres were unexpectedly closed earlier this year, the council made it a priority to find a new leisure provider and bring the centres back into full operation as swiftly as possible.

Following the appointment of Greenwich Leisure Limited (GLL) as the interim operator for Yarborough and Birchwood Leisure Centres, the council has worked with the charitable social enterprise to have both sites fully operational for families to enjoy in the school summer holidays.

GLL operates more than 250 leisure centres across the country, bringing a wealth of experience to Lincoln’s leisure industry, according to a council spokesman, who added the typical turnaround for local government reopening facilities of this kind is usually around 12 months.

“The city council has worked around the clock to achieve this in just four months, underscoring its commitment to health, wellbeing, and the long-term value of these vital community and leisure spaces.”

As part of the reopening, both leisure centres have seen significant upgrades and enhancements to their facilities. A programme of activities will also launch alongside the reopening, which will

include old favourites as well as new additions.

Cllr Naomi Tweddle, Leader of City of Lincoln Council, said: “This has been a huge effort by all involved, from council staff and partners working around the clock, to contractors delivering extensive work at both sites, getting them ready to hand over to GLL. “From day one, our focus has been on protecting leisure in Lincoln and reopening the centres sustainably and to the highest possible standard. We know how important these spaces are to the residents of Lincoln, not just as places to stay active, but as hubs of community life.

“Closing the centres for good was never an option. We believe in the health of our city and know the importance of these facilities to thousands of local residents. That belief is what’s driving us to get this right.

“People returning to Birchwood and Yarborough leisure centres will see a real difference. These aren’t the same old facilities reopening; they’ve been enhanced to a significantly higher standard. We’re proud to be handing them over to an experienced operator, and we can’t wait to see our communities making the most of them this summer.”

The improvements to the centres not only ensure their reopening but also fit their readiness to serve the community for many years to come.

Some minor works will continue after the opening and users may experience some small inconveniences in the first few weeks of reopening as decoration works are completed but all facilities will be available.

I HAD to chuckle to myself upon discovering that in 1409 Lincoln became a county in its own right.

Up until that point the great and the good of Lincolnshire had held much sway over what happened in the city.

But Henry Bolingbroke (or Henry IV) changed all that in a charter, creating an ongoing power tussle that - I would certainly argue - still exists today.

“That’s when it all started,” I thought and then realised that the end to the emnity was on the horizon - one way or another.

Devolution is coming and Lincolnshire County Council would have you believe there is only one outcome to removing a layer of local government.

Unsurprisingly it wants to get rid of all the district (and city) councils and just have brand LCC running all our public services.

I strongly disagree.

I believe the county council is too far removed from Lincoln’s communities to know what is needed and wanted by local people.

There has been some improvement under the new Reform leadership we have a service portfolio holder that lives locally for the first time in decades.

But it is far too little, too late.

What we really need is a city with a bigger footprint with boundaries that include those villages that

already look to Lincoln for work, shopping or leisure despite the fact they are currently in North Kesteven or West Lindsey.

That would give us the base to be an efficient, self-sustaining entity, There have been some wild and not-sowonderful plans that have been put forward for devolution and I see problems with all of them with the exception of a single authority for a greater Lincoln.

Let’s hope history (see page 14) is on our side and common sense prevails.

Play your part in improving city for young people DO you live, work or study in Lincoln and are aged between 17 and 29?

If the answer is yes you could play an important role in ensuring the city is a place that improves young people’s chances of finding work, homes and the space to thrive.

Raising Lincoln’s Young Voices (RLYV) is a movement for young people that started in 2024 with an event of the same name organised by LocalMotion and The Network- two organisations that aim to break down the barriers to social, economic and environmental equality across the city that prevent people from thriving.

The event got young people together with local decision makers to discuss how young people were neglected, failed, or ignored by the people in power with the findings detailed in a report.

“Local experts and young people discussed the young people’s concerns and were able to draw up a detailed understanding of the city’s problems,” explained RLYV co-ordinator Wilf Wright.

“This was a collaborative process, empowering young people to speak their minds and engage on a level playing field with local leaders.”

Their concerns reflected society’s as a whole – affordable homes, crime, health services and employment – but from a young person’s perspective. For example young people wanted others to remember they can be victims of crime and anti-social behaviour too and asked not to be stereotyped or demonised because of their age.

Wilf added: “As a researcher for the Raising Lincoln’s Young Voices event, the stories I heard shared by young people from across the city from different backgrounds and with a variety of different outlooks on life, echo my own experiences as a young person.

“They highlight how the concerns cross demographic boundaries and that wide-scale structural change is needed to improve the lived experience for young people regardless of their wants and needs.”

The task now is for young people to work with the public sector organisations, businesses, charities and voluntary organisation to start making the changes they want to see in Lincoln.

Paving the way to save Bailgate’s cobbles HIGHWAY chiefs have approved plans for a £1.7m scheme to repair and protect the cobbled road surface of Lincoln’s Bailgate.

Lincolnshire County Council is developing the plans to prevent further cracking and shifting of the stones. These have been eviewed by its Highways and Transport Scrutiny Committee with ratification expected by the authority’s executive in early August.

Karen Cassar, assistant director for highways, said: “Yorkstone blocks were initially installed on Bailgate in 2010 to match the area’s historic look as part of a rejuvenation scheme for the area.

“Unfortunately, the flexible sand base that these setts were laid on has started to fail. This has led to some of the blocks moving around, lifting out of place, or breaking over the past fifteen years.

“We’ve looked at a number of options to fix this problem and our recommendation is to re-lay what we can of the existing stone blocks on a stronger, harder-wearing mortar base. For any setts that are broken, we’d replace them with like-for-like stones, in terms of look and durability.

“If we carry the works out early next year, we would be able to re-

use 65%, or roughly 32,000, of the existing stone blocks. Not acting soon would lead to even more blocks failing and the scheme cost increasing.”

Key details l Work would start during January 2026 for up to three months, subject to weather. l The total cost for the project would be just over £1.7 million. l Traffic management details are not yet finalised. However, phased road closures along Bailgate would be needed. l All footways would remain open throughout the works with access to businesses and residences maintained. l Exact dates and traffic management details would be shared with businesses and the wider public later this year once confirmed.

You finally sit down to file your company accounts only to discover that Companies House no longer accepts online filings.

Snapshots from the Past

Mary’s memories of navy knickers and chalk dust PETER HARROD takes a break from his usual delve into the Garton Archive this month to read someone else’s recollections of their school days.

MARY Mackie, née Whitlam, was a pupil at Lincoln Christ’s Hospital School (LHS) from 1953 to 1958.

She wrote a delightful memoir of her time at the school and this is a summary.

Mary wrote of the long trek up to the playing field on Nettleham Road where there were no showers. She recalled shivering with cold after a game of hockey and changing with frost-bitten fingers.

She also wrote of the hallowed corridors in the school, hushed and repressive, with ubiquitous dark panelling and chalk dust. She was a bit of a rebel, wearing her hat at a non-regulation angle, but claimed that the rebels’ prize went to a classmate who turned up with pink hair claiming that she had washed it in beer after reading an article in a magazine.

Although she described herself as an average scholar, Mary revealed that her talent lay mainly in the field of English, and especially writing essays.

Discover almost 2,000 years of Lincoln’s rich history on a tour of the city’s Guildhall. 吀is fascinating building sits above the Stonebow, which itself was built over the southern gate into Roman Lincoln so it has been welcoming people into the ci琀 for 1800 years. 吀e current building was 昀nished in 1520 and is the o昀icial home of the Mayor of Lincoln – a position 昀rst established in 1206.

Knowledgeable tour guides will highlight the building’s national importance as they take visitors into main council chamber, where Ci琀 of Lincoln Council still meets.

Vellum documents predating the Magna Carta, the sword given to the ci琀 by King Richard II; an impressive range of civic insignia and items representing the ci琀’s military, industrial and aviation heritage are just some of the artefacts waiting to be discovered.

Teachers were described as strict and old-maidish and blind to the embarrassment of the girls being subjected to the obligatory practice of stripping down to gym blouses and navy knickers while walking up and down Greestone Stairs to the accompaniment of wolf-whistles and lascivious comments from passing workmen.

However, she also mentioned a certain frisson that permeated the school following the news of the arrival of a male teacher to assist the music teacher.

Sadly, disappointment followed when he arrived and was really quite plain and not the type to attract longing glances or arouse romantic fantasies.

Boys, of course, were strictly off the menu but Mary did recall one evening when youths from the City School were invited for a dance.

Apparently it was a toe-curlingly embarrassing evening but at least she had the opportunity to dance the female steps as, being tall, she was normally expected to be the ‘boy’ during dance lessons. Looking back, she thought that was probably as well for all concerned.

It was Mary’s ambition from an early age to become a professional writer and, having left school at the age of 16, she continued to write stories, novels, plays and poetry and, in her mid-twenties, was fortunate enough to have a novel accepted for publication Since then, she has published over 70 books, from romantic mysteries to more serious contemporary and historical fiction, and non-fiction subjects. She has also given dozens of talks and has travelled the country to give them.

Mary’s memories of her time at LHS might, at first sight, appear to be somewhat critical. However, she ended her memoir on a more positive note by stating that her years at LHS opened her mind to the possibilities of studying.

The school gave her a grounding in many different subjects and equipped her with the skills and the curiosity to continue to expand her education long after she left the classroom behind.

She expressed her particular gratitude to her English mistress, Carol Ryder, who played a major part in encouraging her to carry on writing.

Oh! I almost forgot…I once ‘walked Mary home’ along Carholme Road from Newland Congregationalist Church Youth Club!

ANDREW WALKER’S article from The Survey of Lincoln examines a distinctive octagonal building on the High Street.

TODAY the little-used Montague Street footbridge, spanning the River Witham seems oddly named as the structure no longer adjoins that street.

However, when the bridge was opened by the mayor, Councillor W. Cottingham on Friday 12 July 1878, Montague Street extended from Monks Road to the river’s north bank.

Two large engineering works developed immediately to the south of the river, the Stamp End Works of Clayton & Shuttleworth (formed in 1842) and the Sheaf Works of Ruston, Proctor & Co. (opened in 1857).

A substantial expansion in housing in the Monks Road neighbourhood north of the river occurred to accommodate the foundry workers and their families.

Consequently, a bridge to shorten work journey distances (and times) was much needed. Until the new bridge’s opening, workers from north of the river either crossed it at Melville Street, or at the Stamp End locks. The Stamp End crossing was particularly dangerous, especially in the winter.

The potential benefits of a new footbridge were demonstrated when, in mid-1874, a temporary wooden bridge was erected by the Great Northern Railway Co., proprietors of the Witham Navigation, during improvement work to the river wall near the Sheaf Works, which took place over several months. Some 400-500 foundry employees crossed the bridge each day at mealtimes.

A delegation of workers attended a council meeting in October 1874, calling for a permanent footbridge.

After several false starts, the council agreed to proceed with its construction. Subscriptions towards the cost of the bridge were sought, mainly from the workers themselves, though, later a range of the city’s businesses and councillors also advanced funds, most notably W.H. Brook, owner of the Crown Brewery, on Waterside South.

In 1874, Messrs Clayton & Shuttleworth declined to contribute, stating that their workers used the crossing at Stamp End. The bridge committee did not approach them again for a subscription in 1878.

Joseph Ruston did make a contribution, noting that the bridge

was now good value as the cost of iron was, £8-10 per ton in 1878, compared to £18 in 1874.

As late as January 1878, the footbridge was to cross the river at the end of a narrow passageway leading to Rosemary Lane. Through much lobbying, especially from workers, the Council was persuaded that it would be preferable if the bridge were situated at Montague Street.

As the Lincolnshire Chronicle reported on 28 June 1878: ‘The new iron subscription bridge over the Witham. designed by Mr. Henderson, the City Surveyor, is now completed. It is erected on what is known as the " bow and string" principle ... the roadway hangs by connecting rods from the arch, instead of resting upon it.’

Ten steps were built at each end of the bridge, with half of Yorkshire stone, and the remainder of artificial stone. The work cost £369 10s., with Messrs. Porter and Co., of Lincoln being the main contractors. Messrs. Fambrini and Daniels provided the artificial stone and concrete.

At an official dinner, held to mark the bridge’s opening, it was announced that some 1044 foundry workers daily passed over the bridge, with one of the diners reducing his annual journey to work by 285 miles.

It was a shame that no one had invited the manager of the bridge’s manufacturers, Porter & Co. to the celebrations. An apologetic note was sent to him afterwards.

Lincoln Guildhall

Charting city’s history PROOF of Lincoln’s importance as a city throughout the last millennium can be found tucked away in corner of the Guildhall.

A special case contains a series of charters signed by various monarchs across the centuries that confirm powers and privileges on Lincoln few other places in the country enjoyed.

RICHARD STOREY, Mayor’s Officer and Civic Manager explains their significance.

LINCOLN’s oldest charter predates Magna Carta in 1215 by over half a century.

Safely stored in the Guildhall it is the 1157 Charter of King Henry II and Richard Storey (pictured right) is the first to admit it doesn’t make exciting reading, but that’s because - like the other 20 or so charters in the Guildhall - it mainly reiterates the privileges Lincoln already enjoyed.

“It was already an important city and enjoyed huge freedoms since the end of Danish occupation, which is why William the Conqueror wanted to build a castle here (1068) and move the seat of the Bishop to the city,” explained Richard.

“The charter of 1157 was one of six from Henry II. Its contents might seem a little underwhelming, however if we take into account the political situation in England at the time and the reconfirmation of Lincoln’s long held privileges being addressed to so many important people of the time indicates the position the city held in the eyes of the crown.

“The King was facing problems in this year for various reasons. He had ascended to the throne in 1154 following the period of Civil War between his mother Matilda and King Stephen, which had seen the first Battle of Lincoln in 1141. He needed to restore royal authority and administration over the country and needed the support of powerful cities.”

“The grant confirm the city can have all its liberties, laws and customs which they had in the time of “Edward and William and Henry, Kings of ” England…

Conservation work has been carried out on Lincoln’s charter collection by the University of Lincoln.

A charter...

• is a public document in the name of the monarch • is attested by most intimate and influential advisors • confers specified and specifically mentioned privileges, gifts, concessions, powers, benefits, property or liberties upon those whose favour it is granted to be enjoyed during the rule of the sovereign • is valid in courts of law • cannot be annulled by anyone other than the monarch.

The fact that Lincoln does not have a traditional marketplace and none of the charters in the Guildhall grant the city the markets also highlights its significans. Markets were already being held meat was sold at the top of what was Micklegate just before you enter the Strait . The Skin market and cloth markets were along what is now Michealgate.

A poultry market was held on Steep Hill near the junction with Christ’s Hospital Terrace and fish were sold on what is now Wordsworth Street.

One charter - that of Richard III in 1484 - could have made a huge difference to a city decimated by plague. It granted Lincoln relief from taxation for 60 years, but Richard died 10 months later and the document was not ratified.

Lincoln’s last charter is the Letters of Patent for the city from the local government reorganisation of 1974.

Lincolnshire produces 30% of the vegetables grown in the UK*, so it shouldn’t be difficult for us to all access fresh, healthy seasonal meals. Right?...

And yet, for a wide range of reasons, nutritious local food just doesn’t make it onto so many of our plates.

Last year Climate Hope Lincoln listened to local residents and organisations, to determine what campaign they could get behind and what focuses could have the most impact for people and our environment.

From this #ChooseLocal has been born, using Food as a tool for social and climate justice.

“We have heard you,” said Helen Fisher from We Are Carbon. “Over the next few months we’ll be taking the first steps in a series of exciting experiments that begin to explore a radical approach to climate action.

Driven by connection, positivity and recognising the breadth of knowledge that’s held throughout our communities.

Through the lens of food, #ChooseLocal wants to explore new ways of working together and build on the amazing work that is already taking place across Lincoln (and Lincolnshire).

There’ll be plenty of opportunities to participate as we weave together what we hope to be a truly collective and

collaborative campaign; one that will have a long term positive impact for us all.

If you ever feel at a loss at the scale of the problems that surround us then you’ll know why we need to try something a bit different and to start discovering the steps forward together.

Through listening and sharing, we not only aspire to make it easier to find the best local produce here in the city, and to bring a wealth of ideas for delicious seasonal recipes, but to also use food as a way to explore new opportunities that support local connection, community health and climate action.

As we get going you might realise that you have plenty of ideas that you could contribute, too.

Maybe a recipe, maybe a cooking or shopping tip. Maybe pass on a cooking pot which you don’t use any more, or an inspirational story for building community through food. #ChooseLocal encourages us to share what we know - and perhaps also to share some stuff which we might not be using.

Keep an eye out for opportunities for getting involved and follow along as we start to uncover the story of #ChooseLocal Food in Lincoln.

Summer in a glass THERE’S something about sparkling rosé that sets the tone for celebration, especially when it involves shorts, sunglasses, and the scent of suncream in the air.

Usually, that kind of fizz means parting with a good chunk of your salary, but this cracking traditional method Brut Rosé from South Africa’s Western Cape delivers Champagne-level brilliance on a shoestring.

Art of The Now Exhibition

Show of diverse local talent THE work of more than 100 artists living and working in Lincolnshire can currently be seen at the Art of Now exhibition at Lincoln’s Usher Gallery.

Running until October 18 the gallery’s second open exhibition celebrates the creativity and diversity of local artists with over 140 works selected from more than 900 entries created by 400 artists the youngest being just five years old.

Co-curated by Nicholas Simpson and Phil Bowman (pictured top) with support from Laura Dexter, the Usher Gallery team, and the Usha Trust, Art of the Now showcases a mix of painting, sculpture, photography, installation, and mixed media.

“The exhibition offers an exciting snapshot of contemporary practice in the region, featuring both emerging and established artists, with no age or experience restrictions,” said Phil.

Nicholas added: “Curating this exhibition was like solving a puzzle—challenging but incredibly rewarding. Each work was carefully considered, and we’ve aimed to create a space where every piece has room to breathe. It’s brilliant to see such a wide range of styles in dialogue with one another and with the public.”

Visitors can also explore the newly rehung Gallery 6 and the Heslam Room.

It’s A Gardener’s World

with Liz Lucas

Just say pish to the posh I MAY have mentioned before that I am subscribed to a thing called Scribehound and every day I get a piece of writing from a professional gardener.

They are mostly excellent and informative, but it’s amazing how many of these writers like to show off about their tools or accessories.

They name their soil trays, their secateurs or their plant spray bottle and make sure you know where they got it from.

They are always, inevitably from some wildly expensive company, usually with a double-barrelled name. I wonder why they feel the need to do this?

At the end of the day a spray bottle from Tesco is just as effective as one from Burgon and Ball, just less pretty.

Now I can name drop with the best of them, (I did, after all once drop a pickled onion onto Alan Bates’ shoe in a pub in Stratford) and I do, I know, go on about Sarah Raven. However, I go on about her plants because they have been, in my experience, excellent quality and they don’t arrive already dead, clearly a bonus.

I am not saying either, that it isn’t worth spending money on a good product. Japanese pruning knives are expensive but will probably see you out and remain sharp till the end of your days, but sundries, such as spray bottles, soil trays, hole pokers and so on don’t need to sport an engraved copper label.

My second-hand border fork from Horncastle is a gem. I always have a good, mid-priced set of secateurs; I

don’t buy expensive as I am predisposed to dropping them in the green bin, never to be seen again.

Gloves, I buy cheap. Even expensive gloves in wildflower prints from Bindweed and Muck, go into holes. Cheap wellies keep out the wet just as well as a £100 pair, a decorative string tin will not stop the string from tangling and fabric pouches made by my daughter are ideal for keeping seed packets together.

We must keep our heads and try not to be swayed by the posh. It doesn’t make you a better gardener.

Flying the flag for city parks CARETAKERS of Lincoln’s green spaces are celebrating after receiving Green Flag Awards for Boultham Park, Hartsholme Country Park, Hope Wood, and Lincoln Arboretum.

Each site run by City of Lincoln Council is one of 2,250 in the UK to achieve the award, which is the international quality mark for parks and green spaces.

The news that four of Lincoln’s parks have met the standards required for the accreditation is testament to the hard work and

dedication of the team that cares for the green spaces so that visitors and residents alike can enjoy them.

Boultham Park has also achieved the Green Heritage Site Accreditation, supported by Historic England, for the management and promotion of its historic features.

Cllr Rebecca Longbottom, Portfolio Holder for Remarkable Place at City of Lincoln Council, said: "We are incredibly proud that four of our parks have once again received Green Flag Awards, a true reflection of the dedication and passion of our teams and volunteers who care for these vital spaces.

“Our parks are at the heart of our communities, they are places where people can connect with nature, relax, and enjoy some of the very best of what Lincoln has to offer."

Seasonal changes confusing wildlife

IT was mid-July, before the schools had broken up, when I noticed the first ripe blackberries.

Parties of swifts were high in the sky, screaming as they swooped low, it felt like a summer’s day but with a tinge of autumn.

Were the seasons confused or was it me?

Am I mis-remembering or are the blackberries earlier this year? It’s not surprising that they would be early given the long hot dry spell of weather. I’m not sufficiently methodical to be a good naturalist but I pulled some of my journals off the shelf to see if I’d noted any dates of ripe blackberries.

Looking back over the past few years, this year was the earliest that I have seen (and eaten) a ripe blackberry.

My anecdotal records don’t really mean anything. They aren’t scientific but there is a science to recording seasonal change, it’s called phenology.

It might be the dates of the first frogspawn in a pond in spring or the sighting of the first swallow, or in autumn, blackberries ripening or the first fly agaric fungi appearing.

Our own personal records can become powerful when combined.

They can indicate how different species respond to weather conditions and if there are any long-term trends that indicate how

the climate is changing.

An early blackberry may just be a response to a hot dry summer but there are also dramatic changes in species distribution.

The weekend before I noticed the blackberries, I’d visited SaltfleetbyTheddlethorpe Dunes National Nature Reserve on the coast. I was excited to see a wall brown butterfly (pictured above).

It’s not a very exciting name for the butterfly and you might expect it to look a bit dull. But that’s not the case. Their upper wings are marked with vibrant orange and brown, and their underwings have a lovely pattern of circles within circles, centred around a small black dot.

I was excited because I hadn’t seen this particular species for years. In my butterfly identification book, the distribution map for the wall brown butterfly makes the butterfly look ubiquitous.

The whole of Lincolnshire is coloured green to indicate that you could see it anywhere in the county. My butterfly book was published in 2003 and I’m old enough to think that wasn’t that long ago, but when I bought it, I would never have expected to see such dramatic changes to the distribution of a species.

In the text there’s an indication of change.

It’s noted that the wall brown had become quite scarce in southern and central England but coastal populations had fared better. Fortunately, the coastal populations have continued to fare better but now, in Lincolnshire, it’s only on the coastal nature reserves where you have a good chance of seeing one.

Maybe I am confused, I should think of blackberries as a summer fruit rather than an autumn fruit - I have often eaten blackberries in August and in late July, but I’m not the only one that’s confused. Changing patterns of weather, are confusing wildlife too.

Distributions are shifting, seasonal patterns are changing and not all species will be able to cope with the changes.

The Bottom Line.

Golfers’ sky-high total for ambucopters STREETS’ twelfth annual Charity Golf Day raised an event-record of more than £8,000 for the air ambulance service.

The top 40 accountancy practice will divide the funds between the ambucopters in the regions Streets serves - Lincolnshire and Nottinghamshire, East Anglia and Yorkshire Air Ambulances.

Hosted by Streets in Lincoln the winning team on the day was led

by Peter Gregory from the firm’s Stevenage office with three clients. Jacksons Workwear came in second and Grayfox Swimming Pools were in third place.

The winners of the Longest Drive and Nearest the Pin competitions were Graham Smith (men’s) and Alice Gray (women’s) and Noel Reeves respectively. The putting competition, which was a new addition for this year, was won by Forces Cars Direct.

The event was support by 27 participating teams and more than 30 local businesses sponsoring different aspects of the day. There were Stableford team prizes as well as competitions for the Longest Drive, Nearest the Pin, Beat the Pro, All Four Hit The Green and Hole in One. Streets Partner Mark Bradshaw, said: "The support we have received has been truly overwhelming and has helped us raise a staggering £8,340 for our three local Air Ambulance services.

We’re delighted to be able to support our local air ambulance Services, who are the true winners of the day.

How the UK’s wealthiest use family trusts to pass down millions

Happy anniversary?

BOTH Keir Starmer and I have both experienced a significant anniversary.

Keir, of course, has just passed his first anniversary as Prime Minister while I have just passed my 20th anniversary in my current job.

A fair amount of column inches have been written on Keir’s anniversary whereas mine has unaccountably not been marked in the press.

“Must do better” is the universal assessment on Keir’s tenure (maybe mine too, not for me to say!).

The “change” that was promised as the central plank of the Labour Party campaign has by and large not been delivered.

After a brief spurt of growth in the spring, the last two months have seen the economy contract once more.

As I write this, the Chancellor is putting the finishing touches to her Mansion House speech.

This showpiece event is often a forum for the government to signpost new policy and tax measures.

One area that has been touted for reform in the press this weekend is in the sphere of pensions.

There is significant wealth in pension funds and the chancellor sees direct pension fund investment as an engine of growth.

However, the speculation this week is also that there may be reforms to the autoenrolment (AE) pension system.

AE was introduced under the coalition government to encourage employees into pension savings. Initial contributions were low, with both employer and employee each contributing just 1% of qualifying earnings.

Over the ensuing years, those contribution rates increased to their current levels of 8% (5% employee and 3% employer).

Speculation is that there may be increases to these rates.

It is a widely held belief that there a looming pension crisis over the coming decades with a growing number of pensioners and a shrinking working age population.

Few dispute that the state will struggle to bear the cost of state pension increases.

The hope is that in the future private pensions, driven by AE will take up the slack and that state pension age will keep increasing.

For those born after 1978 state pension age is 68.

The problem is that it is widely expected that it will be employers who will bear the additional cost.

Coupled with the increases in Employers’ National Insurance there has to be a question as to how deep employers’ pockets are.

The small business champion

BY KATRINA PIERCE, BUSINESS DEVELOPMENT MANAGER LINCOLNSHIRE, FSB HIGH inflation. Crippling national insurance costs. Weak trade and low consumer spending.

The economic doldrums I describe are being too keenly felt by business across the UK right now.

It was a similar story back in 1974 when business owners felt so aggrieved by the state of things that they kicked back, rose up and challenged the Government to make much-needed changes.

The best part of that story is – they won!

That tale is one I’m always happy to tell as it’s how the Federation of Small Businesses – FSB to those in the know – was formed. For just over 50 years we’ve been standing up and speaking up for the nation’s independent businesses, persuading Governments, MPs, councils and other economic decision makers to create the right environment for small businesses to thrive.

To this day we are owned and governed by our members. I just happen to have the pleasure and privilege of leading our lobbying, events, partnerships and voice here in Lincolnshire.

If you run a business in our fair county and you’ve evaded me so far, well done.

But in my first column for Lincoln Independent I’d like to introduce myself and FSB to you.

You’ll hear much more from me in future editions but for today, let’s set the scene.

There have undoubtedly been years, decades even, since our proud founding in 1974 when there was more cash around and times were easier and happier for businesses.

Right now? Times are very tough for the shops, cafes, restaurants andsalons, attractions that you all know and love.

The same goes for the millions of others (45,000 just in Lincolnshire) that aren’t on the high street.

They’re manufacturers, farmers, accountants, architects, gardeners, therapists, consultants and some (I’m thinking of Amanda and Rachel here) produce locally vital publications.

Each local business is led by an expert in their field who, at some point, made the bold and brave choice to lead their own enterprise.

However, for the last five years they’ve been battling some serious fiscal gloom.

But my word, are they ever resilient? I am always full of admiration for their talent and tenacity.

It will be them that lead us to better economic times, so please do what you can to shop local, eat local and choose local.

If our businesses can prosper once more, we all will.
