MAKING THE CONNECTION
I-587 launches the Greenville-Pitt County area into the national interstate network.
By Marion Blackburn Images by Aaron Hines, City of Greenville PhotographerA new interstate linking Greenville with I-95 and other highways west means business, personal travel, and shipping can move faster and more safely.
With the designation as I-587 come improvements like wider lanes, a higher speed limit, and smoother traffic flow. It promises to serve as a tremendous asset for growth.
Regional travel for Greenville and Pitt County has depended on U.S. 264, which in decades past meant meandering slowly, dodging driveways, and even a detour through Wilson. Expansions over the years showed the value of this corridor, culminating in interstate status. Industry, recruiters, visitors, and travelers of all kinds will benefit from the changes.
The distinctive red-and-blue shield shows it as part of the federal highway system. The former U.S. 264 has enlarged lanes and shoulders, restricted access, and faster arrivals. Whether it’s a business delivering goods to a customer, an executive heading to a meeting, or a client anticipating a shipment, I-587 will speed up their journey.
The interstate designation means more than a new name. It means going up to 70 miles an hour, with at least two travel lanes in each direction, generous 12-foot tracks, a 10-foot paved shoulder to the right, and 4-foot paved shoulder on the left. The transformation not only makes travel faster, but safer too.
Indeed, for eastern North Carolina it provides an upgraded route to move materials, transfer parts, and ship finished products, deliver fruits, vegetables, bread, and beverages to grocery stores, get pharmaceuticals to their markets, make sure eagerly awaited packages show up on doorsteps, and enable countless other economic activities.
Data shows that the nation’s transportation system moves around 50 million tons of freight per day, valued at more than $53 billion. About 70 percent of that is delivered by truck, according to industry figures, adding up to billions in manufactured and retail goods.
The designation as I-587 came in November 2021 after the N.C. Department of Transportation completed several upgrades — resurfacing, widening — that brought the previous highway up
to federal standards. I-587 covers 37 miles and stretches from the U.S. 264 interchange in Greenville to I-95 and I-795 in Wilson. It crosses Pitt, Greene and Wilson counties.
Previously, Greenville was one of the largest cities in the U.S. not served by an interstate.
“Interstate connectivity is one of the most critical economic development tools in our chest and without it, many companies will simply look past all the other amazing attributes our communities can bring to bear. From this point forward we can expect continued growth for our existing industries and a more competitive outlook for new opportunities that will now be in play simply because of our interstate connection,” says Thomas Taft, Jr., who represents the Greenville area for the N.C. Board of Transportation.
When it comes to moving goods, local industries rely heavily on trucks, says Kelly Andrews, executive director, Pitt County Economic Development.
“When industrial prospects are evaluating communities, they’ll ask ‘How far is the closest interstate?’ We used to say our closest is I-95, and it’s 35 or 40 minutes away. When you’re looking at how to move things in and out, time is money, and even the perception of higher costs and longer lead times can eliminate our region from consideration.”
Growth can’t happen without this movement. The new interstate connection makes traveling simpler, faster, and less stressful.
“It’s very important in today’s economy when supply chains have been compromised by the pandemic. That includes getting raw materials for production or packaging materials for finished

goods, like boxes. If you can get all the components and end products from one place to another efficiently, and in a costeffective manner, it makes a difference.”
Economic theory backs that up. New transportation infrastructure boosts the economy by lowering costs and increasing delivery speeds, making the process more convenient. That promotes increased freight shipment in an area.
In addition, since most goods (about 74.4% by weight, or 56.7% by value) travel relatively short distances of less than 250 miles, the route from Greenville to other interstates can play a role in economic development.
Indeed, the Greenville Eastern North Carolina Alliance sees the new interstate as a plus for products and people.
“As an eastern North Carolina city, having this interstate designation with direct connectivity to other major interstates
allows for ease of transportation for not only commuters but also the products made right here in Pitt County,” says Uconda Dunn, vice president of business development for the Greenville ENC Alliance.
In recruiting business and industry, it makes the region more desirable.
“This opens our area to more projects involving warehouse and logistics which we normally haven’t been able to compete for in the past,” Dunn says. “When we are responding to requests for information for potential businesses to locate here, a major point of consideration is proximity to interstate. Now that we have this interstate designation, Greenville-Pitt County will be looked at more favorably as a location destination for business and industry.”
LEADING WOMEN
Forget the glass ceiling. Pitt County has dynamic female leadership.
By Marion BlackburnTheir paths brought them to the top of their fields, yet they all traveled differently. For Pitt County’s women leaders in public service, excellence came from their own combination of inner grit and outer vision. They matched it with flexibility, strength, and a willingness to accept help when needed. Not seeking outward validation, they did the work at hand as they continued toward their goals.
They serve as managers, deciders, and organizers. They also have jobs as moms, wives, and colleagues. They arrived at the top not by denying the complexity of their responsibilities, but rather by embracing it.
By acting authentically, taking risks, and rising to the occasion — especially when that meant doing a job they’d never done before — they rose to the executive level.
By acting authentically, taking risks, and rising to the occasion –especially when that meant doing a job they’d never done before –they rose to the executive level.
These women are Pitt County Sheriff Paula Dance, Pitt County Manager Janis Gallagher, Winterville Town Manager Terri Parker, and Greenville City Manager Ann Wall. On their way to leadership, they each traveled a distinctive road.
The University of North Carolina at Chapel Hill’s School of Government reports that local public leadership often lacks diverse representation. Indeed, nationally only 25% of top local positions are held by women. Moreover, many governmental
bodies often lack the varied talents necessary to address the challenges they face. As a snapshot of Pitt County executives shows, this area benefits from a highly accomplished group of women leaders.
PAULA DANCE
Sheriff, Pitt County
She’s used to being the top-ranking woman officer, something she never takes for granted. Sheriff Paula Dance has excelled at every level of law enforcement. Not only does she manage a staff of around 450 employees, including detention officers, deputies, and administrative staff, but she also serves as the public face of county law enforcement.
“I’m sheriff 24/7,” she says with a smile. “I’m never off duty.”
The first woman elected to serve as the highest law enforcement officer for Pitt County, she’s also the first African American woman sheriff in North Carolina. She’s the only sitting woman sheriff in the state.
How has she done it?
“Law enforcement has traditionally been a male-dominated field,” she says. Yet, she worked her way towards leadership. Indeed, prior to her election as sheriff, she held the highest female rank in Pitt County law enforcement. “The obstacles haven’t changed,” she observes, adding, “We have to make ourselves heard when we get a seat at the table. We have to work a little harder.”
Originally from Martin County, she obtained a bachelor’s in criminal justice and criminology at Mount Olive College. She has served in law enforcement for more than 30 years.
As part of her personal road map, she embraces directness. She’s straight, matter of fact, and unflinching when speaking. She also embraces her identities.
“The hardest thing for me was understanding that I didn’t have to be one of the ‘boys’ to fit in,” she says. “I can be me. I can understand the value I bring to the table as a woman.”
“There’s usually some trauma that leads people to abuse alcohol and drugs,” she says.
She also brought in the county’s first therapy dog, Deputy Drifter. He is the lovable golden retriever you’ll find supporting children who must testify in court, or who face other difficult experiences. When he’s not helping kids, he’s visiting schools, libraries, and businesses.
Like her peers, Dance credits her mentors for lighting the way forward. Not that Dance had any self doubts. She’s a career officer who had obtained the rank of major when she first ran for sheriff in 2018.
She has three children, Candace, Travis, and Shaq.
Now elected to her second term, Dance is ready for another four years.
“I’ve crossed the boundaries of party,” she says. “I came up through the ranks,” she says. “It was something I had worked for.”
Another key value is supporting other women whenever possible. “I want them to be successful.”
It’s never been good enough simply to succeed. At every turn, she aims to improve the situation around her. Take for example the programs she launched to help people with drug addiction while they were serving a jail sentence.
These programs, known as SHARP, or the Sheriff’s Heroin Addiction Recovery Program, and the Women’s Empowerment and Recovery Program, give people the chance to start new lives before their release.
These institutional changes address what she considers the root causes of crime: poverty, substance abuse, and mental illness.
JANIS GALLAGHER
It’s almost cliché, but the evidence supports her case. A strategy of excellence in all things guided Janis Gallagher from her first job as a judicial law clerk to her position today as the county’s top executive. Along the way, that

strategy included crisp suits, impeccable appearance, and unflappable demeanor.
Originally from New Jersey, Gallagher graduated from the Wake Forest School of Law before serving as a clerk. Seeking a quiet pace of life where she could still find opportunity, she moved to Greenville and worked in a nearby law firm.
She met Pitt County’s then-attorney, Joanne Burgdorff, and developed a close relationship with her while serving as assistant county attorney under her supervision.
“She took me under her wing,” Gallagher says. Women don’t have a playbook for leadership, she told her. “We have to learn it as we go along, but I’m here to support you.”
for opportunities, that you had the chance to work that hard, to prove yourself.”
Sure, there are difficult days, but she’s learned to be patient, kind, and selfless, “staying true to the idea of servant-leadership. You stay committed for the long haul. You do all of that consistently.”
To maintain a patient outlook, she has five-minute yoga sessions at her desk. She meditates, and practices mindfulness and deep breathing.
She’s been married for 25 years to her husband, Ed. They have a daughter, Allison, and son, Andrew. Their dog, Oreo, came from the Humane Society. Taking him out each morning gives her a positive boost.
“I start my day with a walk with my dog, and all is right with the world,” she says.
TERRI PARKER Manager,
Town of Winterville
Her mentor was a strong advocate for women. She helped Gallagher find her bearings in the traditionally male field of county attorneys.
In January 2022, Gallagher took another leap when she became Pitt County’s top executive, the 20th female county manager serving in the state.
Throughout her career, she paid little attention to what others expected of her, and concentrated on her own goals, and path.
“Being underestimated, and exceeding expectations, drives me,” she says. As a woman aspiring to leadership, “I never saw it as ‘woe is me.’ Or as a disadvantage. I was grateful to have the tools to be able to move forward.
“I believed that if I worked the hardest and was the most prepared, I could accomplish anything, that the sky was the limit. I don’t feel there was a ceiling there. I felt confident I’d reach my goals. My parents believed that too.”
Her parents were first-generation American born, she says. They appreciated the chance to create new lives. “They emphasized hard work and education. But also, being grateful
Some routes to leadership take unexpected directions. That was the case for Terri Parker, Winterville’s town manager. A graduate of East Carolina University in criminal justice and finance, she planned to attend law school, and build a legal career.
Yet when she got her first job working in the Greenville City Attorney’s office, she realized how much she enjoyed all kinds of government activities — not just the legal ones. The newly graduated Parker found herself in charge of special projects, including managing the bond campaign to build Greenville’s police and fire headquarters.
“I did some interesting projects,” she says. She describes the office as fast paced, and constantly changing.
When the top administrator’s position in Bethel opened, she applied, and while it wasn’t her plan, “I got the job,” she says.
As a town executive, she found her calling, just not the one she expected.
She managed this northern Pitt County town for six years — “A wonderful experience,” she says, then accepted the manager’s

job for Beaufort. That coastal landscape provided its own distinctive moments because of seasonal population changes, and special regulations for coastal land use. Beaufort has an active and large historical district, which also made her role more interesting.
One of her most memorable moments came when the town sued its own board of adjustment. “It all got worked out, but I didn’t see that coming, and haven’t seen anything like it since.”
At the same time, she was raising her own family. Originally from Ahoskie, she has a daughter, Sara-Katherine. She holds a master of business administration from Mount Olive.
Like her peers in Greenville and Pitt County, she acknowledges the difficulties women face when they advance to leadership roles.
“It was often difficult to insert myself and be heard, whether in meetings or in professional groups,” she says. “But, I’m not one to quit, so I figured out I would have to know what I was talking about. I had to have my ducks in a row — even more so than others. I had to let them know I was serious about what I was doing.”
Attentiveness allows her to better manage the town’s revenues, expenses, and investments. It also takes her closer to the citizens. She enjoys meeting them, talking to them, and knowing as many of them by name as possible. She truly enjoys the job.
“I like knowing that we, Winterville, are growing,” she says. “It’s an exciting time. I can focus on doing things that make people’s lives better. After almost 33 years, I still feel as good about it every day.”
She also learned to have the kind of flexibility a manager needs, especially when it came to knowing all aspects of your community.
“I needed to be more confident than everyone else,” she says. “If I’m going to read meters, I need to know what it takes to do that job.” That meant dressing the part, and leaving her heels at home sometimes. “To understand the facets of local government, I was willing to get out there, and understand the job in detail.”
ANN WALL Manager, City of Greenville
While others her age tried different careers hoping to “find themselves,” Ann Wall knew from the start what she wanted to do. She was going to become a city manager.
When she became a mom too, the roles often overlapped. She remembers taking her son with her to public hearings, forums, and all kinds of late-night meetings. That clear vision of herself as a public servant, combined with her innate sense of boundaries, allowed her to flourish as a mother and professional.
She found support in mentors who believed in her — and allowed her to grow into new roles, gain experience, and assume more leadership. Originally from Virginia, she holds a master of public administration from the University of North Carolina at Chapel Hill.
“...I figured out I would have to know what I was talking about. I had to have my ducks in a row — even more so than others. I had to let them know I was serious about what I was doing.”
“You have to seize every opportunity,” she says, “do things that might be outside your comfort zone. I’ve been really fortunate to learn from others, and to work on projects that were new, and different.”
Seizing opportunities led Wall to become the only female on the Kinston leadership team — at 24 years old. She was the age of other city executives’ children, she remembers. “Most of the time people treated me with the respect I thought I was due.”
Her advancement at such a young age brought difficult learning experiences she remembers to this day. Managing people older than her meant she had to remain calm and confident through uncomfortable encounters. “There were times when their reaction to me had to do with age,” she says. Those experiences stayed with her “for a long time.”
Confidence started early with this career executive. Her father pushed her and her sisters to follow their goals without worrying that they shouldn’t, or couldn’t, do something because they were female.
“There may have been times when I felt I was measured on a different yardstick than my male counterparts,” she says. “But I concentrated on doing good work, and achieving my goals. I focused on what I wanted to do, and less on how others judged me”.
She became keenly aware of her responsibilities to her community and family during the catastrophic flooding caused by Hurricane Floyd in 1999. She remembers spending three days in her Rocky Mount administration office. “Ben [her son] and I packed up our stuff and went to City Hall,” she remembers. He was 4 years old at the time.
“I am a mom, first and foremost,” she says, adding, “My son used to accompany me to many community meetings. He learned a lot about planning. It was a wonderful opportunity to experience community.”
Throughout it all, she remains true to her values.
“We’re going to leave this place better than when we found it,” is her motto, taken from the Ephebic Oath of ancient Athenians. “Everyone in Greenville is affected by what we do, every day; streets, picking up litter, public works. There are few organizations that have that kind of broad reach. So, what we
do is very important.”
“I focused on what I wanted to do, and less on how others judged me.”

THE LEGEND OF RV
By Bethany Bradsher Image by 252Buzz.When Griff Garner was a baseball player at J.H. Rose High School in the ‘70s, his head coach would let him into Guy Smith Stadium whenever he wanted to get in some extra practice. Twenty years later, when Garner’s youngest son Gray wanted to get in some batting practice after church on a Sunday, the same head coach gave the family a key to the same stadium. And a decade after the Garners made Sunday batting practice a family pursuit, the field at Guy Smith was named after that legendary coach, Ronald Vincent.
The Garners are one of many families who have encountered Vincent’s commitment to his players and his community through his long career at Rose. Through nearly forty years as head coach, Vincent, called RV by many, has claimed seven state championships and an amazing 985 wins (he should reach the 1,000-win milestone in the 2023 season). Across multiple generations — Griff Garner played on his first state championship, and Gray Garner played on his sixth — Vincent has developed a reputation not just for winning, but also for teaching young men the value of practicing and playing with discipline, paying attention to the little things, and above all, remembering that the point of playing baseball is to have fun.
“We make a big deal out of, ‘It’s a game. Let’s have fun,’” said Vincent, who went to Rose and ECU and coached at Farmville Central High School for four years before coming to his alma mater in 1973 at the age of 28. “If you’re not enjoying it, if it’s not fun, you need to stop. They’re good kids. They want to play, they want to have fun playing, they want the discipline. It’s never changed. It’s been like that ever since I got here.”
State championships are exciting, but it isn’t the trophies or the recognition that have kept Vincent in the job for so long. He loves to help athletes lean into their potential, he said; he never cuts freshmen, and he has plenty of stories of young, uncertain first-year players who work their way into starting roles by senior year. Some of the former players he remembers with the most fondness never even started on his team. As second- or thirdstring players, they embodied the type of team spirit he values, and with that attitude they made the team better. At the best moments, he has been a witness to the magic that happens when an assortment of individuals comes together to form a true team — putting the interests of the group ahead of themselves and, because of that unselfishness, winning games.
“When you have a team that really kind of gels as the season goes on, whether you win it all or you don’t, it’s such a great
feeling,” he said. “Everybody’s buying in, everybody’s pulling for everybody. And the bus rides are so much fun. My players ride home on the bus, always. They don’t ride home with their families, because it’s so much fun.”
“High school athletes, and the way they respond to coaching, haven’t changed as much as people think in the past forty years”, Vincent said. The aspect of his job that has shifted the most is the parents, whose expectations for their sons’ athletic prospects are too often unrealistic and burdensome. As he sees it, the heart of a coach’s role is to teach fundamentals and promote unity and character.
When Brian Fields started playing for the Rampants team as a fourteen-year-old freshman, he enjoyed the game but would have characterized himself as an average, undersized player. But he was a lefthanded pitcher who was willing to work hard, and his new coach at Rose High School saw his potential. His experience playing under Vincent showed him how to have confidence, not only in himself but in the team behind him on the mound. Vincent buoyed Fields as a player, helping propel him to a college baseball career at N.C. State University and then at East Carolina University.
“One thing that stands out about RV is just the time that he spends,” said Fields. “He’s just available. If I ever wanted to go hit all I needed to do was call him, and he would be there.”
Fields, Garner, and hundreds of Vincent’s other former players value his consistency, which has been reflected in the ongoing relationship they have had with him into their own adult years. Greenville is known as a baseball town — with tremendous success at every level from Little League up to Division 1 College — and Vincent is one key pillar of that success. He spent years coaching at the Babe Ruth level, choosing that age specifically because the boys on Babe Ruth teams are on the cusp of their high school years.
“When you have a team that really kind of gels as the season goes on, whether you win it all or you don’t it’s such a great feeling.”
Even though he retired from teaching social studies at Rose about a decade ago, he fills his days with coaching duties and cutting grass on the fields at the Rose athletic complex. When he can, he also follows the careers of the players who have gone on to the next level in the sport; in 2021 there were fourteen former Rose players competing on college teams. Retirement isn’t too far in the future, he said, but he will never truly disconnect from baseball, Rose High, or Greenville.
“I think his mere presence is a big part of what has made his legacy,” Garner said. “Why has he done it for so many years?
I think number one, he cares for his players. I think he does it because he loves Rose High School, and because he just plain loves baseball.”

PCC BUILDING CONSTRUCTION TECHNOLOGY
By Bethany Bradsher Images by Rob Goldberg, Media Relations Director, at Pitt Community CollegeFor most of his life, Ricky Johnson has done what he felt he had to do to get through school, even earning an associate’s degree in business from Pitt Community College. But through all of those years he felt out of his element in a classroom — until someone told him about PCC’s Building Construction Technology program and he experienced a seismic shift in his understanding of what school could be.
Suddenly he was learning outside at a construction site, using power tools, and gaining a range of new skills like framing a house, laying floor, building cabinets and installing appliances. Every day when he left this “classroom” he saw tangible results — an actual house taking shape where there hadn’t been a house before. Today he is in his second year of the BCT program, earning straight As, working as a teacher’s assistant on the job site and thinking ahead to the career options he’ll have when he graduates in May.
“Most of school, for me, has been like teaching a fish to climb a tree,” Johnson said. “This is hands-on. I’m just not a classroom learner. Every different thing that I can possibly do in one day is what I want to do. So, when I got out here I was like, ‘This is school that’s practical and makes sense.’”
Like many of the students in the two-year BCT program, Johnson aspires to become a general contractor and build custom homes. But graduates can pursue a variety of paths, said program director Maurey Verzier, everything from supervising a construction crew to working as a project manager on a residential or commercial site or becoming an estimator or a home inspector. Some opt to transfer to a four-year institution after earning their BCT degree to earn a bachelor’s in construction management. “A lot of them are already working for commercial or residential companies when they come here, and they’re wanting to get the degree,” Verzier said. “We’ve even had students who met here and left and started a business together.”
Some colleges put up billboards along the highway, but the most effective advertising pieces for the BCT program are the houses at various stages of construction that the students build each year as part of their training. The program participants usually build two houses a year to be sold, although last year they completed three. First-year students jump right in to
framing the houses each fall and work on them throughout the school year and summer, and they’re always auctioned off to the highest bidder the following fall. “It’s gratifying when students and faculty can drive a short distance and see the program’s handiwork in Winterville, Farmville, Washington and other areas in eastern North Carolina”, Verzier said.
In the second year of the curriculum, students spend a bit more time in the classroom to obtain the skills necessary to run a construction business, taking classes in subjects like estimating, building codes and scheduling, or even crossing over to the architectural technology program to learn more about creating plans for new construction. “What used to be a one-year degree has expanded and diversified over the years as local construction companies have given input about the skills they want their supervisors to have”, said Glenn Morrison, a longtime BCT instructor, and a 1992 graduate of the program, who has also worked as a general contractor. Over and over again, Morrison finds that the young professionals who graduate from the program have the wide-ranging expertise they need to take on virtually any role on a job site.
“I’ve got students from every walk of life, from silver spoons to kids who grew up in really tough lives on the farm or whatever, and they all do fantastic,” Morrison said. “The beauty of this program is it teaches them not just what they’re managing, but ‘This is what you’re supposed to know, and then you can go manage it.’ Because you can’t manage something you’ve never done.”
Some BCT students, like Cooper Allen, come to the program because they already have a job in construction and soon realize they have much more to learn. Allen actually worked with Morrison when he was in high school, so Morrison guided him toward the degree that would give him a broader base of knowledge and allow him to complete key certifications that can expand his earning potential down the road. Other local high school students, especially those who do well in their

schools’ construction classes, have the opportunity to enroll in introductory BCT courses while still in high school to get a jump on their program credits.
BCT has a sizable footprint in the community. Local businesses like T.A. Loving sponsor an apprenticeship program for BCT students, plumbing and insulation companies assist with the houses, public high schools refer their students and local people get to purchase a new home; built with meticulous care right on campus. By teaching vital and practical skills that lead directly to roofs over the heads of homes and businesses, BCT goes well beyond the scope of a typical academic program.
DANCING COLORS IN THE HEART OF GREENVILLE
Vibrant murals illuminate the center city.
By Marion Blackburn Images by Aaron Hines, City of Greenville PhotographerThe murals decorating downtown Greenville — with exuberant colors, movement, and energy — create an engaging landscape for visitors and residents. Whether you’re driving, walking, running, or biking, these bold artworks invite you to stop, look, and admire.
Whimsical squirrels peek around a corner. A spaceship speeds by. Bubbles float skyward.
It’s no accident that Greenville has such a captivating artistic display. The murals form part of the city’s larger dedication to public art fueled by arts organizations, businesses, local government, and the artists themselves.
“Art is for more than just beautification,” says Deborah Sheppard, founder and executive director of the nonprofit HeARToscope. “It helps the community in so many ways.”
Indeed, data shows that murals, like all public art, increase economic activity, attract new businesses, and generate more customer base. Not only do they beautify, but they are associated with increased property values.
They bring these unseen benefits while giving cities visible ones, like a sense of identity and awareness that you’re in a special place.
These vibrant scenes breathe life into familiar buildings, walls, even utility boxes. They transform the ordinary. They energize walls, facades, fences, and other urban features with color.
“Cities with murals create a sense of place, and tell you something about themselves”, says Sierra Jones, director of communication and marketing, Greenville-Pitt County Convention and Visitor’s Bureau.
That sense of being somewhere attracts visitors who seek a destination with character, personality, and mysteries to discover. “When they’re walking around, they think, ‘What a great place to visit.’”
More than just enjoying their time, visitors relocate themselves, their families, and their businesses when they feel Greenville speaking to them. “Art is a huge part of that. It makes the destination more welcoming, more fun to be in.”
The artistry explosion in downtown Greenville took a significant leap around 2019 when the Greenville Mural Project took shape, although murals began appearing years prior and include “Believe in Greenville” on Dickinson Avenue.
The collaboration brought together the Pitt County Arts Council, Uptown Greenville, Greenville-Pitt County Convention & Visitors Bureau, City of Greenville, East Carolina University, Pitt Community College, Greenville Museum of Art, visual artists, photographers, and students. The goal was to create beauty and improve the city’s quality of life through public art.
Jones took part from the beginning. Over several months, participants shaped a vision to sponsor murals in the center city, fund artists to create them, and find suitable locations. Since then, murals have proliferated throughout downtown, the Dickinson Avenue Arts & Historic District, and West Greenville. Together, they leave no doubt that the community values the arts, and the people who create them.
“It’s a public statement that creativity and the arts are important,” she says. “It showcases what the community is about.”
The connection between investment, tourism, and murals comes down to providing a vibrant location where people have an uplifting experience. When a city provides that, people want to be there.

Utility boxes offer an unexpected canvas for color. They include Social Assembly by Carlos Romero, possibly the first public mural stored online as an NFT, (non-fungible token).
A stunning mural by artist Scott Eagle appears on Dickinson Avenue at Ficklen Street. Although destined for demolition to make way for new apartments, this lively artwork will highlight the corner until then.
That impermanence is in keeping with murals’ temporary nature. Like the spaces around them, they change, transform, and cycle like seasons. Murals transform their surroundings, too.
“If you have an image on the side of a building, it changes the building itself; it makes you look at the building. It changes everything around it. It becomes a location,” he says. In that
