As we advance forward in 2022, we thought it would be important to take a look back at our accomplishments in 2021. In this inaugural edition of Advance, we highlight a few of our projects, some of our great employee-owners, and our commitment to our people, industry, and communities.

From working on important ADA projects to helping to foster greater climate resiliency, from delivering big infrastructure projects to building new housing and medical campuses for our communities, Alliant delivers for our clients and provides opportunities for our employee-owners. We are steadfast in our commitment to providing high quality and great service on our hundreds of projects nationwide in the areas of Land Development, Land Surveying, Transportation Infrastructure Design, Traffic Engineering, Environmental Compliance, and Planning Services.

We are proud of the culture we have built at Alliant, a culture of taking ownership of projects, designing quality into everything we do, and collaborating with our teams, partners, and clients every day. Whether working in the office or working remotely our employee-owners are engaged and provided with opportunities for professional growth and a work environment that is rewarding and a lot of fun!

Our company is growing in the Midwest and Southeast regions. We hired a key individual to lead a new office for us, and we were happy to announce the opening of a new office in Mankato, Minnesota in 2022! We had a great Strategic Initiatives Planning Session in September 2021 that helped us identify our strengths and point us towards new, exciting opportunities in our industry in the years ahead.

Finally, Alliant is proud of its 26-year history of giving back to our communities and our industry. The last few pages of Advance provide an overview of some of what we do to help others. We truly Build Better Communities with Excellence and Passion at Alliant!

Miranda Simon in the field with MnDOT

President George Bush signed the Americans with Disabilities Act (ADA) into law over 30 years ago.

Since then, the transportation sector has added enhancements that benefit all users; from equipment like ramps and lifts, expanded signal timing for people crossing the road, priority seating on public transportation, and adding braille to crosswalk buttons and transit signage. Despite these upgrades, there are still adjustments that need to be made to Minnesota’s sidewalks and ramps, to assist individuals in arriving safely at their destinations.

Since 2017, Minnesota Department of Transportation (MnDOT) has been on a mission to evaluate all pedestrian ramps, sidewalks, trails, and shoulders throughout the state.

Fixing issues and building a compliant, safe, and accessible system that creates opportunities to build connections to places currently lacking accessible routes.

Currently, in a 3-year contract with MnDOT’s ADA team, Alliant’s own Miranda Simon and Emma Julkowski can be found in the field assessing conditions and identifying issues. Examples of different conditions being evaluated to MnDOT’s newest standards include checking that the cross slope of sidewalks is less than 2% to accommodate wheelchair users and installing detectable warning surfaces with truncated cast-iron domes to allow visually impaired pedestrians to know the road is approaching. Once scoping is complete, a cost estimate is created documenting the extent of ramps, walks, or trails that need to be replaced or modified.

Not only is this a substantial project that will take years to complete but it is a complex task. “The biggest challenge is that there are a lot of constraints along these corridors that

already exist,” said Emma Julkowski. “If you are in a town, there is a road on one side of the sidewalk and a building on the other. We’re really limited in meeting the constraints due to the existing layout. It is very difficult if we aren’t completely rebuilding the road. If we are rebuilding the road, there is a lot more flexibility as we can change the elevations and profile of the road to help with the sidewalk profiles.”

Miranda Simon explained that when scoping a corridor, checking for trip hazards is essential.

Anything greater than ¼ of an inch can offset a wheel or trip a visually impaired person using a cane. A single corridor can take two weeks of data collection and assessment, from the height of accessible pedestrian signals, to trip hazards, to ramp slope. This work makes the Minnesota transportation system safer, more accessible, and equitable for all.

Bounded by narrow rights-of-way, the team developed solutions that involved a unique combination of shallow surficial swales on top of an exfiltration conveyance system, which increased storage capacity and alleviated constrictions in the system. This new system provides increased infiltration for average storm events, thus improving recharge for Florida’s shallow aquifer system both now and in the future. Phase 1 construction began in 2019 with Phase 2 construction completed in 2021. Working closely with the City through all aspects of this important project, improving the community, and being able to complete the construction by the end of March 2021 as originally scheduled was satisfying.

Weathering the Storm with Infrastructure Upgrades Anyone who was in central and northeast Florida between 2016 and 2017 remembers the widespread flooding caused by Hurricanes Matthew and Irma.

The City of Bunnell was especially hard hit in one westside community that was originally developed in the 1940s and 50s. As the City’s Consulting Engineer, Alliant researched alternatives to address the flooding. After preparing and submitting applications on behalf of the City, Alliant and the City were awarded back-to-back REDI Grants from the St. Johns River Water Management District. The focus of the resulting work was improvement upon localized, widespread flooding and improvement of stormwater runoff water quality to the impaired waterbodies downstream on Black Creek and Haw Creek.

Screen to Streets This fall we introduced a new video series called Screen to Streets in which we take a close look at the journey our projects take from inception to final completion. The first in this series features the art of signal timing.

Used to increase the efficiency of a system of signalized intersections, if signal timing is well-executed, travelers can get through green lights more consistently. Less time is wasted at red lights, reducing travel time, and increasing safety throughout the whole system.

The future of signal timing includes more than just standard vehicles. It integrates pedestrians, wheelchairs, transit, and bikes.

At Alliant, we are adjusting our timing to be inclusive of all travelers, including longer crossing speeds near hospitals or nursing homes, and ADA accommodations. Everyone is using the road, so we must include everyone in our plans.

The traffic optimization team at Alliant provides signal timing expertise to clients nationwide.

Each new project starts with our reviewing the existing plan; identifying characteristics such as issues, sites of accidents, and how transit is addressed. Alliant then collects and counts data using in-house resources, which allows our team to view traffic deficiencies in the system firsthand. These direct observations lead to initial development of the signal timing model.

Once the signal timing plan is designed, it is implemented by programming it into the controllers and then tested by driving down the corridors. Real-time testing is crucial to identifying opportunities for slight adjustments and ensuring consistency so that drivers experience green light, after green light, and the platoons of vehicles can keep moving.

Opening Duluth’s Famous “Can of Worms” The $272 million project reconstructs the system-to-system interchange of I-535 and US 53 with I-35 in Duluth, Minnesota.

In total, the interchange experiences an average of 80,000 vehicles each day, of which 5,320 are classified as heavy commercial. Key project elements include interchange reconfiguration and geometric safety improvements, stormwater treatment and system improvements, geotechnical soil stabilization and load transfer platforms, utility relocations and improvements, creek realignments, and local roadway upgrades.

This project is a massive multi-phase effort that will untangle the current system by incorporating safety improvements while replacing aging infrastructure on this northernmost point of I-35. A significant goal of the project is to improve the movement of freight and goods between the ports of Duluth, Minnesota and Superior, Wisconsin and the upper Midwest.

Alliant’s multi-year involvement began in 2016 with a preliminary engineering design effort, where Alliant served as Project Manager and Roadway Design Lead.

Services included alternatives evaluation and associated stakeholder engagement, conceptual interchange design, traffic forecasting, and freeway modeling, Interstate Access Modification Request, grant funding application assistance, and preliminary cost estimating. Several local road connections and supporting infrastructure improvements were also identified, evaluated, and incorporated into the final design layout. Alliant’s final design scope of work includes fulfilling the Roadway Design Manager for the project, final design of the main interchange and Interstate work, Maintenance of Traffic, and Intelligent Transportation System design.

From highway engineering to surveying and landscape architecture, our entire team has contributed to this project and as we watch it progress through this first year of construction, we continue to be amazed at how infrastructure projects can so positively impact a community and the traveling public.

A Healthcare Campus for a Booming Beach Community The population of Panama City Beach, Florida, and surrounding Bay County are growing at a rapid pace.

The project includes a phased approach to development that is intended to ultimately include a 500-bed hospital and associated ancillary medical facilities. The first phase of development includes a master plan for a 60,000 SF, four-story medical office building providing primary and urgent care with the potential for ortho and cardiology with a surgery center.

The patient/visitor experience encompasses all sensory elements from initial campus visibility on approach to ease of departure following each campus visit, all of which were considered during planning. The vibrant bicycle and pedestrian scene in Panama City Beach as well as the need for emergency vehicle access are design components that will set the tone for this new corridor as development expands to future parcels.

Flood plain analysis and stormwater design in this area of the country have significant impacts on overall project budgets. Alliant is maximizing stormwater efficiency to reduce the amount of fill required on-site to limit adverse cost implications. When complete, the new campus will provide ready access to medical care for the area’s growing population.

This increase in newcomers to the area is due in large part to the nearby Latitude Margaritaville residential development, currently under construction and planned for 3,500 homes. In addressing the upcoming need for medical care in the area, Tallahassee Memorial Healthcare, Florida State University College of Medicine, and St. Joe Company are partnering to develop a medical healthcare campus on approximately 87 acres in Panama City Beach.

As civil engineer on the project, Alliant’s master planning effort considers ultimate roadway expansions and growth projections for the next 10 to 30 years understanding that access, site circulation, and wayfinding are critical factors to patient and visitor satisfaction.

Alliant Delivers Climate Resilience Workshop for MnDOT It has become apparent that climate change will impact every aspect of the transportation industry from planning and design to construction and maintenance.

Alliant’s Director of Transportation Planning, Tim Burkhardt, AICP, MPH, and Professional Planner, Hannah Johnson, AICP, who partnered with MnDOT to create and facilitate a workshop on resilient corridor planning.

With leadership from the Division of Sustainability and Public Health, Minnesota Department of Transportation (MnDOT) is at the forefront among DOTs in planning for climate change and its impacts on the transportation system. The agency recognizes that its “existing and future assets will become increasingly stressed by extreme weather patterns due to climate change” and they are “working to better understand [Minnesota’s] statewide vulnerabilities to climate change and the most effective response to related threats and stresses.” This studying of, preparing for, recovering from, and adapting to impacts from climate change is known as climate resilience.

The corridor selected for study during the workshop was a segment of US Highway 52 in southeastern Minnesota. It was selected due to recurring climate-related issues such as flooding, availability of data from previous MnDOT studies, and because upcoming projects in the corridor allowed the possibility for implementation of next steps in resilience planning at this level.

MnDOT’s process of integrating climate resilience into their work identified the need for infrastructure resilience planning at a corridor level. Responding to this need are

Recognizing that resilience planning requires an inter-departmental and multi-agency coordinated effort, workshop attendees included planners, engineers, and managers from various MnDOT divisions, Olmstead County, Rochester Council of Governments, and the Federal Highway Administration.

This broad partnership underscores the fact that managing climate risk requires following natural boundaries versus right-of-way or jurisdictional lines.

Re-imagining a Historic Site

The workshop was held as an online meeting consisting of presentations and in-depth breakout discussions. Alliant used a virtual whiteboard tool that helped to effectively engage participants. Initially, the discussion focused on identifying top climate and infrastructure risks, maintenance issues and social costs. The second part of the event addressed strategies for managing identified risks through technical and process methods.

The Amber Fields development resides on a 435-acre parcel of the 7,700-acre UMore Park property in Rosemount, Minnesota.

Beginning in the 1800s, the land was used for wheat farming and associated farmsteads. It then transitioned to the US War Department in 1942 for munition production. When the University of Minnesota acquired the land after WW2, it was an opportunity to begin the process of community reinvestment.

Since its creation, UMore Park has been a hub for learning and research. Early on it was home to research on a wide range of subjects including agriculture, polio, cancer and supersonic aircraft.

It also emphasized the actions needed to bring resilience into future MnDOT projects and studies while highlighting how the exercise could be productively expanded into a pilot project. Following the design and facilitation of the workshop, Alliant prepared a report documenting the process and findings, and also provided recommendations for MnDOT to further their corridor resilience planning efforts.

We believe compost will lead to increased soil health. Better soil health in urban areas leads to drought tolerance, increased infiltration (less stormwater runoff), and increased organic matter. Sequestering carbon in degraded soils is a great way for communities to meet climate change goals while turning compost into an asset. Building soil health is something that is easy to do in all neighborhoods, regardless of economic status. The United Nations did a study with Ohio State University that estimated CO2 could be lowered by 100 ppm if the world built up degraded soils.

Peter Harff

Expanding into Mankato Our focus on expansion and growth led us to Mankato this last year, and leading our business there is Peter Harff. Mankato-based Harff is focused on expanding the firm’s offerings in the southwest part of Minnesota.

We’re thrilled to have Peter on board and look forward to the perspective and outstanding service he has to offer our clients particularly in this rapidly growing portion of the state.

To start, we will focus on the transportation and traffic markets and from there will expand into a multi-disciplinary office providing land development, survey, local government work and construction services. Our new Mankato

Alliant Chips In The Alliant Diversity Equity and Inclusion (DEI) Committee strives to provide all employees with a sense of belonging, equitable opportunities, the ability to voice opinions, and an avenue to address concerns.

To us, the DEI Committee ensures stronger collaboration, enhanced employee retention and increased personal and business performance.

In 2021 we rolled out the most significant initiative to date from the DEI Committee, Alliant Chips In. Alliant Chips In gives our employee-owners the opportunity to guide our corporate giving through a fun program that has a substantial impact on our community with a focus on our values.

The program is executed at the local level, meaning our Florida and Minnesota studios each select a group of non-profits every month to ensure we have the greatest impact on the communities in which we live. So far, Alliant Chips In has contributed to the efforts of groups dedicated to serving veterans, ending homelessness, providing quality medical care to children, mental health awareness, creating opportunities for underserved individuals, and much more.

ESOPs benefit both the employees and the companies that fund them. On average, employees who participate in an ESOP have three times the retirement assets of those working in non-ESOP companies. Three times! This is a life-altering benefit for our employee-owners. It is all made possible by the company’s decision to use profits to buy shares for employees and the 2.5% faster annual growth rate for ESOP companies due to having personally invested employee-owners who are more productive, more engaged, and more likely to stay with the company.

Since inception, Alliant has contributed over $2.1M to the ESOP, and our share price has experienced greater average annual returns than the S&P 500.

This is especially exciting for us as we know that most companies in the AEC industry do not have an ESOP. As CFO of Alliant, my next goal is to ensure all our employees are wellversed in the benefits of our ESOP even if they won’t be tapping into the monetary value until their later years.

Young Professionals in Action Connecting Alliant’s young professionals with internal and external peers to empower them in their professional and personal lives.

Creating a Young Professionals group at Alliant last year provided many opportunities for employees to connect with one another and with colleagues outside the company.
