Scholarships: Scholarships support GAPS graduating seniors going into any accredited program in the U.S. (trade school, community college, four-year college/university). Scholarships are primarily funded by individual donors and businesses. Amount: Varies
Student Assistance Program: The Student Assistance Program strives to break down barriers in K-12 and postsecondary education due to issues such as homelessness, financial challenges, limited parental support, and other educational obstacles. Support for K-12 students is delivered in partnership with FACT. The postsecondary program supports 16 students per year chosen by the high schools (two from AOS, seven from SAHS, seven from WAHS). The program includes:
● A mentor from their high school to help with the transition to college
● $1,500 grant to purchase items necessary to start school (i.e. laptop, dorm supplies)
● $2,000 scholarship for up to four years
Amount: Varies, depending on number of continuing students
Peely’s Teacher Supply House: Resource center providing school and classroom supplies to teachers at no cost. These are items that teachers typically purchase with their own money. District budget cuts and challenging economic conditions for many families leave teachers to make up the difference. Peely’s Teacher Supply House will be open to all grades in Fall of 2025. Amount available: $75,000
Sources of Strength: Suicide prevention and antibullying program. This program is a partnership with GAPS and FACT.
Amount: $20,000
Water Awareness: Every student should know how to swim. This program helps 3rd and 4th grade students learn to swim at the Albany Community Pool. Collaboration between the APSF, GAPS, and Albany Parks and Recreation.
Amount: $50,000
By law, every nonprofit must have a governing board. As the name indicates, the legal role of the boardistogovernthecorporation. Theboardcreatesthevision,mission,values,andpoliciesforthe organization and makes sure that they are properly respected. Inaddition,financialoversightisone ofthekeyresponsibilitiesofanonprofitboard.
Board members occupy a unique role within the organization because they are true fiduciaries, responsible for both the financial health and the public image of the agency. The Albany Public Schools Foundation is a nonprofit corporation, and because of its nonprofitstatus,theboardreports tostakeholders,particularlythelocalcommunitywhichitserves.
Directors have fiduciary responsibilities and are required to act within their authority primarily for the organization’s benefit. Individually, directors do not have the power of authority. A board’s decision-makingabilityliesinitsgroupstructure.
As a new board member, one of your first tasks is to become familiar with the articles of incorporation and bylaws of the Foundation. The bylaws specify the structure of the board of directors. The board is the governing authority of the organization and is responsible for directing, influencing,andmonitoringtheorganization’sbusiness.
Primarily, the Albany Public SchoolsFoundationBoardhasthedutiesofselectingandworkingwith the executive director, amending the bylaws, approving the annual budget and long-term strategic plans and ensuring its own succession. The board has established committees to accomplish its activities,includingfinancialmanagement,sustainablefunding,governance,events,andallocations.

The Executive Team will consist of the officers elected by the Board of Directors, including a President, Vice President, Past President, Secretary, Treasurer, and Committee Chairs. Such members shall be at the control and direction of the President, who will serve as chair.
The Executive Team shall have the power to make on-going decisions between Board meetings and to make financial and budgetary decisions. The primary responsibility of the Executive Team is to provide leadership and direction in the management of the Foundation. In addition, the Executive Team provides guidance to the duties of Executive Director.

The purpose of the Sustainable Funding Committee is to ensure stable and adequate funding for current programs and to meet the Foundation’s short-term and long-term goals. This committee also oversees sub-committees responsible for sustainable funding and all fundraising events.
To ensure sustainable funding for the Foundation's programs and endowment fund, this committee is responsible for development of an ongoing donor campaign and a major gift campaign to assure long-term financial stability. This committee will also position the Foundation to accept estate, bequests, and charitable planning as a means to secure funds for Foundation activities.

The purpose of the Financial Management Committee is to provide management and oversight of financial transactions and investments of the Foundation. This committee ensures accountability and resource stewardship in keeping with accepted standards for non-profit organizations and ensures that public and private resources are utilized strategically and effectively.
This committee is actively involved in the appropriate investment of all funds and keeps the Board of Directors informed of the Foundation's financial status. This committee is also responsible for development and maintenance of all financial policies, and works with the Governance Committee to ensure that committees and board members adhere to such policies.

The purpose of the Program Allocations Committee is to administer the Foundation's programs and oversee any sub-committees responsible for allocating funds for such programs. Current programs include Classroom Grants, Enrichment Grants, Big Impact Grants, Special Circumstance Grants, Donor Designated Grants, and the Student Assistance Program (K-12 & Post-Secondary). This committee also evaluates potential new programs based on the priorities of the Greater Albany Public School district and the mission of the Foundation.
The Allocations Committee is responsible for setting the standards and procedures for each of these programs in accordance with the Foundation’s vision and mission. Primary responsibilities include reviewing grant applications and recommending distribution of funds to enrich and enhance learning opportunities, and recommending resources to support district priorities where needs exist to enhance and enrich the learning experiences of all students.

The purpose of the Scholarship Committee is to administer the Foundation’s scholarship program for students graduating from Greater Albany Public Schools. As the scholarship program has grown, the Scholarship Committee has also grown from a sub-committee of Allocations to a full committee. The Scholarship Committee sets the yearly scholarship application timeline, reviews scholarship applications, and recommends recipients for approval by the full Board. The Scholarship Committee also establishes and evaluates processes for receiving and reviewing applications, and it establishes criteria for Foundation-funded scholarships.

The purpose of the Board Governance Committee is to ensure proper Board compliance and performance. This includes ongoing review and recommendations to enhance the quality and future viability of the Foundation.
The Board Governance Committee is responsible for developing and maintaining policies, bylaws, mission and vision statements, roles/responsibilities of the Board, and job/committee descriptions. This committee is also responsible for educating the Board of Directors, which includes planning and facilitating orientation for new members, the annual Board retreat, and strategic planning.

Peely's Teacher Supply House provides classroom supplies to teachers at no cost.The purpose of the Peely's Teacher Supply House Committee is to oversee the operation of the teacher resource store. The committee assists with supply drives and procurement, inventory management of supplies, recruitment and coordination of additional volunteers, open house events, and teacher order pickups (if needed).

The iCelebrate Kids Benefit Gala is a dinner/auction fundraiser to support the activities and programs of the Albany Public Schools Foundation. The evening includes a catered dinner, silent and live auction, dessert dash, and wine pull as well as featured music and projects from Greater Albany Public School District students. The committee is responsible for logistics, marketing, and volunteer planning for this event.

Each year, the Foundation hosts an iSwim for Kids event. Students obtain pledges for this event and swim at Albany Community Pool. Half of the proceeds raised (after expenses) at iSwim for Kids go directly back to the schools of the swimmers. The other half of the funds are distributed through our classroom grants program. These grants help enhance education opportunities for students throughout our district. The committee is responsible for logistics, marketing, and volunteer planning for this event.

Each March, hundreds of runners gather in Albany for the annual iRun for Kids race. This event starts and finishes at West Albany High School stadium and includes a Little Leprechaun Dash, 5K, and 10 mile race. The committee is responsible for logistics, marketing direction and volunteer planning for this event.

Introduction
Regular attendance at the Albany Public Schools Foundation board meetings is essential in order to maintain continuity and cohesion in the management and governance of the Albany Public Schools Foundation.
Purpose
This board attendance policy is intended to encourage regular attendance at the Albany Public Schools Foundation board meetings and to provide procedures to deal with any failures in such attendance.
Policy
Board members are expected to demonstrate their commitment to the organization by unbroken attendance at the board meetings except when prevented by unforeseeable events.
Procedures
Members are notified of the scheduled regular board meetings for the fiscal year at the first meeting of the fiscal year.
Where board members are prevented from attending any board meeting, they should notify the Chair of their intended absence
If a board member is absent for two regularly scheduled meetings of the full board without first notifying the chair of their absence, or if a board member is absent for three meetings during the fiscal year, having notified the chair of their absence, that board member is in breach of their obligations and may be removed from the board, subject to the process as outlined in the process section of this document.
Prospective members of the board shall be issued with copies of the attendance policy and asked to commit themselves to observing its terms.
Board members may take a leave of absence if personal, business, or family issues will cause them to not attend board meetings or to not otherwise carry out their duties as a board member. Whether to grant such a leave of absence will be decided upon a vote of the other directors. Members who are on leave cannot vote and do not count toward quorum for meetings.
Process
1. If a board member is in breach of the attendance policy, then the chair or a designee of the executive board shall consult with them to discuss this matter.
2. If the board member’s difficulties are resolvable, then the executive board chair or a designee of the executive board shall attempt to resolve them.
3. If no mutually satisfactory resolution is possible, and if the board member wishes to continue on the board, then the member’s response will be put to the board at its next meeting. The board member shall be entitled to speak to this item, and to vote on it. The board will then decide what actions to take regarding that board member’s future membership on the board.
4. If the board decides that termination is justified, the board may suspend that person’s membership of the board.
5. When any person has been removed from the board, the board may initiate a process to recruit a new board member. The person whose membership has been terminated shall retain the right to stand again at the next election for the board.

It is the responsibility of the secretary to monitor the attendance of each member and for the board chair or a designee of the executive board to issue warnings as appropriate. The executive board shall review attendance on a regular basis.

The Albany Public Schools Foundation was incorporated as a 501(c)(3) in 1984 by local citizens who wanted to raise special funds for educational needs in the Greater Albany School District. Today, the Foundation has a full-time Executive Director, Peggy Burris, hired in September of 2023, who manages a Director of Programs, an Admin Assistant/Bookkeeper and a Marketing and Events Coordinator. These staff support the work and fundraising efforts of a Board of Directors made up of a diverse group of educators, professional business leaders, and community members. With about five million dollars in assets, the Foundation is looking for ways to leverage its fundraising efforts in the community to support teacher and student-driven initiatives that move the mission of the Foundation forward. This strategic plan looks to steward the assets of the Foundation and to organize and promote fundraising events that support educational opportunities for all students who attend Albany Public Schools.
The Foundation’s hallmark events in the community are iSwim for Kids, iRun for Kids, and iCelebrate Kids Benefit Gala fundraisers that pack in over 1,400 participants and 200 community volunteers.
These events form the backbone of special programs that the Albany Public Schools Foundation supports on an annual basis like Classroom Grants, Enrichment Grants, Big Impact Grants, scholarships for high school graduates, and student assistance grants for students needing special support. A new program, Peely’s Teacher Supply House, provides classroom supplies to teachers at no cost.
