GOLDEN TICKET WINNER: KATY ROSECRANS - SMI PROPERTY MANAGEMENT

Background:

"This is my nineteenth year as a real estate Broker. Prior to my career as a broker, I worked for a local title and escrow company. I was lucky enough to get a position right out of high school- literally the Monday after graduating. They hired me to be a courier, but I was gifted the time to learn so many positions in the company and become proficient at researching properties by hand. Back in those days, it was all on paper! Learning all of the tasks I did at the escrow company has helped me be even better at serving my clients over the years. One of my favorite positions was the marketing position. I had to visit the real estate, the lending offices in the area, and be active in volunteering in the community. In doing that I met the best people, so when my nearly seven years in that position ended, I decided to get my real estate license. It was the best decision that I could have made. I love this career, the clients and friends I have helped along the way, and the entire real estate community!"

Biggest Issue Facing Albany:

"Speaking personally, I believe that the biggest issues facing Albany are homelessness and housing resources. This is not unique to our community, but it is an issue that I find to be at a crisis level. I have been optimistic about the changes made recently with HB 2001 to allow more middle housing. More multifamily, access to accessory dwelling units, all will help create more options that have been lacking historically. Seeing some transitional housing coming to our community may bridge the gap between a home and getting into stable housing."

Business Marketing Niche:

"SMI Real Estate and Property Management is very active in the Albany community. The company is actively involved in the Albany Chamber and the Albany YMCA being donors and sponsors of events. We are lucky to have Don McBride out in the community showing up weekly for events and organizing sponsorships. Other areas SMI gives back to are sports scholarships, The Union Gospel Mission, Ike Box Foundation, Rotary, Boys and Girls Clubs in the Willamette Valley, multiple Chambers of Commerce and so much more. I’m proud that SMI is actively involved in making a difference in Albany."

Community Involvement:

"Showing up on purpose. If I live by one sentence, that is the one. No matter what you do, if you get up each day with purpose, you will make the world better. You will grow, you will come into opportunities where you can make a difference."

The Office of Economic Analysis released its quarterly Economic and Revenue Forecast May 17. This is acritical forecast because legislators will use it to budget for the 2023-25 biennium.

JuneForecast:UpagaininaBIGway

Economists reported that they have seen stronger than expected economic output since the previous forecast, in March. Notably, every quarterly forecast since the first “COVID-era” forecast, now 12 in a row, has come in better –often much better – than expected. On the one hand, this is good news. On the other, it suggests that these forecasts should be taken with a grain of salt. In fact, state economists said during their May 17 presentationthat they were making methodological changes to the modeling.

Anincreaseofalmost$1.9billioninjustthreemonths

The June forecast shows strong economic and revenue growth in Oregon over the last few months. Economists continue to project slower growth going forward but also acknowledge a much different economic dynamic driving growth, both in Oregon and nationally. Inflation and borrowing costs (due to Fed rate increases)area dampening factor. But again, the state is seeing continued job strength, economic growth and incomingtax revenue. Economists also used the phrase “the new normal” this morning. Projected revenue for the 2021-23 session is up an astounding $1.87 billion since the March forecast. This will produce a much higher ending balance for the current biennium, greater reserves and a much larger kicker payout in 2024. With this forecast, the baseline General Fund revenue outlook for the 2021-23 biennium is expected to be $7.4 billion ahead of the 2021 “close of session” forecast used for the current two-year budget, which runs from 2021-23.

Endingbalanceandreserves

The ending balance for the current biennium is now expected to be $7.02 billion. Additionally, the Rainy DayFund is expected to be $1.35 billion, and the Education Stability Fund is expected to be $708 million, resulting in atotal effective ending balance and reserves of $9.06 billion.

The2023-25biennium

The net general fund and lottery revenue now forecast for the 2023-25 biennium, which will begin on July 1, is expected to be $31.9 billion, up $2.3 billion from the forecast three months ago. This is still more than$4 billion below revenues now expected as we finish the 2021-23 biennium. But it’s important to note that the 2023-25 forecast reflects the expected payout for the personal kicker, which will occur in 2024. It is also importantto remember that the $31.9 billion now projected in net general fund and lottery revenue for the 2023-25 biennium is more than $4 billion above what was used by lawmakers to budget for the 2021-23 biennium.

Bigkickerontheway

Based on continued revenue growth above earlier forecasts, state economists are now projecting a personal kicker of $5.5 billion to be credited in 2024 and a corporate kicker of $1.8 billion, which would go into state education reserve accounts.
