A Year of Advocacy at the North Pacific Fishery Management Council

Whilewildfisherieshavedeclineddramaticallyacrosstheplanet,Alaskahasmaintained robustfisheries-untilrecently.Fishing-relatedindustriesemploymorepeoplethanany otherprivatesector.Yetourcomparativelystrongpositionbeliestherapidlyincreasing threatsfacingAlaska’smarineecosystemsandfishery-dependentcommunities:

Increasingoceantemperaturesandacidificationduetoclimate changearecausingrippleeffectsthroughoutthefoodchain,as documentedbyWesternandIndigenousscience.

Unsustainablelevelsof bycatch ofsalmon,halibutandcrabcritical toAlaska’ssubsistenceanddirectedfisheriesoccurwhenfactory trawlers andcatchervesseltrawlerstargetmassiveamountsof flatfish,codandpollock

Thesesametrawlersusefishingmethodsandgearthatdestroy essentialfishhabitat-includingcorals,spongesandseaweedwherefish,crabandothermarinelifelive.

OneofthewaysAMCCworkstoaddressthesethreatsandadvanceourgoals-Healthy Fisheries&MarineEcosystemsandAddress&AdapttoClimate-DrivenChange-isby engagingwithfisheriesmanagementprocessesthroughthe North Pacific Fishery Management Council (NPFMC)

Fivetimesayear,theNPFMCconvenesweeklongmeetingsthatAMCCattends.Withour members,alliesandpartnersweadvocateforproactivepolicysolutionsgroundedbyour centralaim:tobuildtheresilienceoflargemarineecosystemsandfisheriesintheNorth PacificOcean,namelytheBeringSeaandGulfofAlaska.Betweenmeetings,thisworkdoes notstop-weanalyzescienceandpolicies,participateinNPFMCworkgroupmeetings, strategizewithpartners,preparecomments,raiseawarenesstoyouandmore

Advocacyoncomplexpolicyissueslikethistakestime-withoutcomesandyears-long timelinesoutofAMCC’scontrol.Butyearafteryearsince1994,weadvocateforreducing overfishingandbycatch;protectingcriticalfishhabitatfromdestructivefishingpractices; ensuringclimatescienceisintegratedintofisheriesmanagementapproachesand bolsteringequitablefisheriesaccessforcommunity-basedfishermen

Gratefully,byworkingtogether,wehaveagrowingrecordofachievementadvancing consequentialpoliciesattheNPFMC Thefollowingtimelineillustratesjustsomeofthe highs-andunfortunatelows-fromourcollectiveadvocacyinfiscalyear2022.

Withourmembers,alliesandpartners,AMCCchampions reducinghalibutandcrabbycatchanddamagetoessential fishhabitatastheNPFMCfinalizesaPacificcod catch share programfortrawlersintheBeringSea.Ifapproved,these solutionswouldhelpdecreasetheinordinateamountof halibutbycatchoccurring,andsupportparticipationof fishery-dependentcommunitiesinthisfishery

Aheadofthismeeting,AMCCdeploysanactionalertasking memberstourgetheNPFMCtotakefinalactionon addressingthehalibutbycatchcrisisintheBeringSeaby adopting Abundance-Based Management (ABM) If approved,thisapproach,combinedwiththehalibutbycatch limitssetinthePacificcodcatchshareprogramwouldbe consequentialinthelongtermconservationofthespecies.

RESULTS:TheNPFMCvotedtoreducehalibut bycatchlimitsinthecatchshareprogramby 25%andby35%forcrab.ThoughAMCChad advocatedformoreimpactfulresults,thisisan advancementtoprotectthestrugglingstocksin theBeringSea,themarineecosystemand thousandsoffishingfamilies

RESULTS:TheNPFMCtakesfinalactionon ABM,limitinghalibutbycatchbythe "Amendment80"bottomtrawlfleetresponsible formostofthebycatch!Thenewplan representsa25%reductionfromthelimitthat wasinplace WhileAMCCadvocatedformore reductions,thisisabigstepforwardforfishery managementthatreflectsmoresustainableand equitableuseofourcommonresources

AMCCandourpartnersreintroducetheEcosystemMatrix-a science-based,stakeholder-drivenfisheriesmanagement tooldesignedtoincreaseresilienceandadaptationto climatechangeimpactsintheNorthPacificbyhelpingthe NPFMCconsiderthehealthoftheecosystemandclimate statuswhensettingcatchlimits

RESULTS:TheNPFMCapprovesourjoint recommendationthattheClimateChangeTask ForceoftheNPFMCreviewthematrixattheir March2022meeting.However,sincethistime, theCouncilhasnotadvancedcriticalecosystem basedfisheriesmanagementconcepts introducedinthematrix

AMCCsubmitscommentsandtestifiesinsupportof addressingthecrashinBristolBayRedKingCrabstocksby advocatingforimmediaterestrictionsonallgeartypes, exceptlongline,duringtimesthatcrabstocksarecritically low Thissolutionwouldreducecrabmortalityanddamage toessentialcrabhabitatcausedbytrawlgearandhelpthe stockrecover

RESULTS:TheNPFMCpassesamotion requestingeachBeringSeafishingsectorwith crabmortalitypresentrelevantdataatthe October2022meeting (Thedatailluminated concernstoAMCC,showingpelagic(midwater) trawlgearisdraggingonthecrab'scritical seafloorhabitatupwardsofonaverage40-80% ofthetime,evenmoreforfactoryships,counter totheintentofthefishinggear.)

AMCCsubmitscommentsandtestifiesinsupportof100% observer coverage fortheGulfofAlaska(GOA)trawlfleet andagainstmovingthestartdateforpelagicrockfish trawlinginCentralGOAtoApril1 AMCC’sconcernwiththis timingisitwillincreaseharvestpressureduringakey reproductiveperiodforthislong-livedrockfishspecieswith shortrangesofhomehabitat.Itcouldresultindepletions thatwillnotregisteronpopulationestimatesuntiltheyhave compoundedforyears.

RESULTS: TheNPFMCmakesnomovement toward100%observercoverageontrawl vesselsoperatingintheGOAonthepremise thatcurrentratesareadequate Sincethe inceptionoftherestructuredprogram,AMCC haspushedforincreasedcoverageinhigh volume,highimpacttrawlfisheries.

Additionally,theyvotetomovethestartdate forpelagicrockfishtrawlinginCentralGOA, effectivelyendangeringthisrockfishspecies.

Defending Bristol Bay Red King Crab

InOctober2022,theStateofAlaskaclosedtheBristolBayRedKingCrabseasonforasecondyearbecause thepopulationcontinuestodeclineatanalarmingrate,despiteeffortstorebuildit.Meanwhile,AMCC believesrebuildingplanswillcontinuetofailiftheydonotacknowledgethedamagetovitalRedKingCrab habitatcausedbypelagic(midwater)trawlgearontheseafloor.OuradvocacyattheNorthPacificFishery ManagementCouncil(NPFMC)isfocusedonhelpingRedKingCrabstocksrecoverbyprotectingthehabitat criticalforsupportingalltheirlifestages,addressingunobservedmortalityfrompelagictrawlgearand more Staytunedforregularupdatesonthisevolvingissue Meanwhile,checkoutourwhitepaper:The MythofMidwaterTrawlonourpublicationspageatwww.akmarine.org.

Advancing Sustainable Fisheries

TheMagnuson-StevensFisheryConservationandManagementAct(MSA)hasbeenupfor reauthorizationsince2016 Still,itremainsstalledandopportunitiestoimprovethelaw,includingrelated toourrapidlychangingclimate,aretoo AMCCisfocusedonaworkaround-strengtheningtheguidance languageusedinfederalfisherymanagementdecisions,specificallyaddressingthreeoftheMSATen NationalStandards-4,8and9concerningallocations,communitiesandbycatch,respectively.The NationalMarineFisheriesServiceisacceptingpubliccommentsonnewguidelinesthrough September12,2023.Lookforfutureactionalertsfromus!

Advocating for Salmon Bycatch Reductions

ChinookandchumsalmonarebeingcaughtasbycatchintheBeringSeapollockfishery,asthesestocks havedeclinedtocrisislevelsforcommunitiesalongtheYukonandKuskokwimriversandthroughoutthe BeringStrait SomeNPFMCmembershaveagreedthisisahumanitariancrisis,butstilltheCouncilhas recentlyrecommendedadditionalanalysistoinformpotentialchumbycatchlimitsorotherregulationson thepollockindustry,withnoactionyetonChinookbycatch AMCCstandsinsolidaritywiththe communitiesimpactedandwillcontinueadvocatingfortimelyandmeaningfulaction Therewillbemore updatesonthisissue ReadOurCommentonSalmonBycatchonourblogatwww.akmarine.org.

Building Resilience to Climate Change

OneofAMCC’shighestprioritiesattheNPFMCthisyearistosupportdevelopmentofaProgrammatic EnvironmentalImpactStatement(PEIS).Thetechnicalnameofthedocumentbeliesthefar-reaching implicationsforNorthPacificmarineecosystems,wildfisheriesandfishery-dependentcommunities, especiallyasitrelatestotherapidlyescalatingeffectsofclimatechange.APEISwillserveasaframework tohelpensurefisheriesmanagementapproachesandplansaredesignedtobuildtheresilienceofthe region.AMCCisplayingaleadershiproleforsupportingtheNPFMCindevelopingaPEISandadvocatingfor alignmentwithAMCC'smission Regularupdatesareforthcoming.Inthemeantime,readaboutour othereffortstoadvanceclimate-readyfisheriesonourblogatwww.akmarine.org.
