KALIBO, Aklan, (PIA6) -Two highly-populated Aklan towns both celebrating this month to pay homage to Sr. Sto. Nino have come up with ordinances banning or prohibiting the carrying of glass-bottled drinks in designated zones during the week from Monday to Sunday of the Sr. Sto. Nino Ati-atihan Festival. These towns are Kalibo and Ibajay, with Kalibo celebrating the Sto. Nino Ati-atihan Festival from January 9 to 15, 2017, and Ibajay, which will celebrate the same a week after. Sangguniang Bayan members of the two municipalities came up with the ordinance after noting that based on statistics from the Philippine National Police, many crime incidents in the previous celebrations of the Ati-atihan Festival involved the use of glass-bottled drinks (beer, liquor) as deadly weapons. In Kalibo, the Sangguniang Bayan concurred with the recommendation of the PNP for the need of the immediate passage of the ordinance, seeing that the Ati-atihan Festival and the Municipality of Kalibo is fast becoming a prime tourist destination and additional security measures need to be implemented for the safety of the public, including both domestic and international visitors. KALIBO, Aklan, (PIA6) -- Eleven (11) Junior Level College students in Aklan currently enrolled at various campuses of Aklan State University (ASU) here qualified for the 2016 Junior Level Science Scholarships (JLSS) Examination given by the Department of Science and Technology (DOST) October 16, 2016. The JLSS is a scholarship program of the Department of Science and Technology – Science Education Institute (DOST-SEI) under Republic Act No. 7687 or the “Science and Technology Scholarship Act of 1994”, Republic Act No. 10612 or the “Fast-Tracked S & T Scholarship Act of 2013”, and the Merit Scholarship Program. The list of qualifiers provided by DOST-Aklan include 8 students from ASU-Banga; 1 from ASU-Ibajay and 2 from ASU-Kalibo. From ASU-Banga, qualifiers are Gerlene Concon, BSE-Mathematics; Nino Estrada, BSE-Physical Science; June de Juan, BS Agriculture; Kreshia KC Iledan, BSE Mathematics; Sharmaine Rose Iscala, BSE Physical Science; Regine Mainit, BSE Physical Science; Khyla Mae Nallos, BSE Physical Science; and Chara Faith Salido, BSE Physical Science. Other qualifiers are Kyle Edward Nuevas and Ma. Pauline Joy Surilla, both taking BS Information Technology from ASU-Kalibo, and Nino Jason Magpusao, BS Environmental Science, ASUIbajay. DOST-Aklan Provincial Director Jairus Lachica said that if these qualifiers avail of the scholarship grant, they shall teach full time for a minimum of two years in science, technology, engineering and mathematics subjects in private or public high schools. Each qualifier shall receive a notice of award from the DOST-SEI or the DOST regional office stating the date and the venue of orientation and contract signing.

The ordinance was passed as based on records of the Ibajay PNP, majority of the crime incidents during the fiesta week involved a person, either as perpetrator or victim, intoxicated by alcohol and/or armed with broken glass bottles or containers of beverages, or shards from glass containers. In Kalibo, administrative fines and sanctions include warning and confiscation of glass bottles for first offense; and a fine of P1,000.00 or 24-hour detention at the police station, whichever the offender chooses, and the confiscation of glass-bottled drinks. In Ibajay, first offenders will pay a fine of P500.00 while offenders for the second time will pay P1,000.00 and third offenders – a fine of P2,500.00 and/ or imprisonment of not more than 6 months, upon discretion of the court, and in the case of business establishments, cancellation of license to operate for a period of one year.
